Low enrollment prompts CSD to rollback levy By Nathan Whalen Staff Reporter

The Coupeville School Board is scheduled to approve next month a rollback on the amount of levy dollars the district can collect from taxpayers. The school board is scheduled to rollback the district’s levy by $246,000. The roll back will reduce the school district’s levy to $2.23 million in the 2013-2014 school year, which is down from the $2.4 million amount voters approved nearly four years ago. School officials had to reduce the levy because the approved amount exceeded the amount the district can legally collect.

During the July 22 school board meeting, Sheldon Rosenkrance, principal at the high school, said the district’s enrollment has declined, which means a reduction in state revenue. The rollback comes as school officials put the finishing touches on their 2013-14 budget. The Coupeville School Board reluctantly approved during a recent public meeting the district’s $10.3-million budget. School officials said they are concerned the budget isn’t sustainable and could lead to cutbacks in the future. “We’re going to be addressing a fairly significant budget hole,” board member Don Sherman said during the meeting. Board members were concerned about the

school district’s fund balance, which is slated to be just above 5 percent of revenue. The projected fund balance is on the low end of the school board’s goal of maintaining a 5-8 percent fund balance. A fund balance is needed in case the district encounters any unexpected expenses through the school year. Even though the fund balance is near the bottom, Superintendent Jim Shank, who started his position in June, described the fund balance as “solid.” School officials are projecting that the equivalent of 910 full-time students will attend Coupeville schools in the 2013-14 school year, which is a lower projection from the previous year. An accurate enrollment projection

is necessary because state funding is based on the number of students. The school district did receive an additional $130,000 in state funding that will help pay for materials, supplies and operating costs. The district also received an additional $28,000 that will help pay for transportation costs. The coming year poses several challenges for the school district. Most notably the Coupeville School District has two levies that expire. One is the maintenance and operations levy and the other is a technology levy. Voters could decide whether to re-approve both levies as early as February 2014.

WORKING WHARF Volunteers help restore landmark By Nathan Whalen Staff Reporter

Amid tourists looking to enjoy the pristine views of Penn Cove, a group of Whidbey volunteers are working to ensure a historic building remains part of Coupeville landscape. A group of volunteers, composed of Coupeville Lions Club members and other interested residents, spent the better part of two weeks repairing siding and painting the south wall of the Coupeville Wharf, which is located at the end of the pier in the town’s historic downtown. “We’ve been looking forward to this being done for two years,” said Jim Patton, executive director for the Port of Coupeville, the taxpayer-funded entity that owns the Coupeville Wharf. The south wall bears the brunt of the windy, winter weather that sweeps through Penn Cove each year. They were working as part of the Trust Board of Ebey’s Landing Field School, a twoweek project that takes place every year. Volunteers spend two weeks improving a historic building and learn about preservation within Ebey’s Landing National Historic

Reserve. The Coupeville Wharf was originally constructed in 1909. Back then it was used as a storehouse for grain that was being shipped off Whidbey Island. Currently, it houses a restaurant, gift shop and coffee house. It provides moorage for visiting boaters, while giving tourists a place to have an up-close encounter with wildlife and passing boats. Volunteers started their work last week and, once they finish today, they will enjoy a barbecue to celebrate the fruits of their labors. The commissioners of the Port of Coupeville will purchase the hot dogs and bratwurst, which will be cooked by Coupe’s Last Stand. They will use their own money to purchase the food and not public dollars. The preservationists have been removing and replacing boards that are in fair to poor condition, said Annie Matsov, historic architect for the Trust Board of Ebey’s Landing. Prior to the project, students from the University of Oregon’s historic preservation program assessed the structure.

The Coupeville Wharf project marks the seventh year of the field school. In previous years, the Boyer

Barn on Crockett Prairie, the Alexander Blockhouse next to the museum and the Engle Carriage House benefited from volunteers participating in the field school. Annie said the volunteers enjoyed two workshops — one each week. Roger Sherman shared his memories of Central Whidbey and the second workshop focused on the maritime history of Penn Cove. Annie added that staff hasn’t figured out yet what project to tackle in the summer of 2014.

Coupeville man wins big in lottery Jim Sebastian of Coupeville won $440,000 playing Washington’s Lottery Hit 5 game. Sebastian, 77, said he realized he won on Sunday morning around 11 a.m. when he went to Coupeville Country Store to check his ticket. When he scanned his ticket, the scanner first read “see lottery clerk” and then revealed the winning amount. “My heart was thumping and my legs were shaking,” Sebastian said. “I drove directly home to tell my wife.” He and his wife claimed the prize Monday morning at Washington’s Lottery Everett Regional Office. Sebastian said he would like to replace his old truck with a new one and his wife would like to share some of the money with their family. They have four children, seven grandchildren and four great-grandchildren. Jim, a retired construction worker, said he likes to play $1 on Hit 5 three times per week. He said that when the jackpot gets higher, he plays $5 instead. “I’ve been buying tickets for a long, long time from the Coupeville Country Store,” he said. “I’ve hit $1,000 three times

Loganberry pies steal the show By Janis Reid Staff reporter

It’s really all about the pie. Mary Murphy, 9, said that while she didn’t win the Loganberry Festival pie-eating contest Saturday afternoon, she was still a winner. “The award was a pie,” said Murphy, a first-time participant, who traveled from Kent to the event with her family. “Plus it’s fun digging your face into it.” However, the family took home a champion as Mary Murphy’s sister, 6-year-old Claire, won the day’s chalk art contest. The pie-eating and chalk art contest were just a few of the many events, exhibitions and activities that were featured at this year’s Loganberry Festival at Greenbank Farm July 27-28. Four pie-eating contests total were held Saturday, two for children and two for adults.

said, laughing. “It’s become so popular, we’re just going to have to do more of them.” Despite the chaos of the afternoon’s children’s pie-eating contest, Wilder said she is indebted to the active-duty Navy volunteers who helped both Saturday and Sunday. “The fair would not happen without them,” she said. Wilder said there were many new and different aspects to this year’s Loganberry Festival, an event she believes topped previous years in attendance. Events included falcon demonstrations, a medieval promenade and 4-H groups bringing animals for a petting zoo as well as dog agility contests. Organizers also spread out the activities. “There’s a different flow this year and we have lots of 4-H participation, which we love,” Wilder said. “The raptors are hugely popular.” Each year, the festival features a broad range of food, snacks and desserts — including the legendary Loganberry Pie. Whidbey-brewed beer was provided by Flyer’s Restaurant and local wines were available for tasting.

Land Trust gets Obituary millions for land new acquisitions By Nathan Whalen Staff Reporter

The Whidbey Camano Land Trust received state funding that pays for land that will bolster its conservation efforts throughout the island. The Washington Wildlife and Recreation Program awarded the Greenbank-based conservation group several grants that totaled $2.2 million. That money will help improve access to the Trillium forest on South Whidbey Island, protect bird habitat at Crockett Lake, help with native prairie restoration near Coupeville and pay for a conservation easement for the Muzzall farm, north of Penn Cove. Land Trust officials are looking to buy an additional 90 acres of property next to the Trillium Forest along with public access and trailhead. “Without this funding, we couldn’t provide more and better access for the community,” Whidbey Camano Land Trust Executive Director Pat Powell said. The land trust received $718,000 that will pay for the purchase of around 90 acres of land adjacent to the 654-acre Trillium Forest. That land contains trails people can enjoy. In addition, the land trust wants to purchase two other parcels

of land that will provide ADA access, space for horse trailers, school buses and parking. “Acquisition is the critical part,” Powell said. She added plans for the trailheads and lots haven’t been developed yet. The Land Trust received another grant, worth $500,000, to help pay for a conservation easement for 140 acres of farmland owned by the Muzzall family, which own the business 3 Sisters Beef. Powell said the preservation group provided a $900,000 match to pay for the conservation easement. Preservation efforts at Crockett Lake also got a boost thanks to state funding. The land trust received $833,000 to help pay for land to protect bird habitats around the lake. The land trust also received $150,000 to pay for efforts to restore the rare and endangered golden paintbrush at the Naas Reserve located near the Camp Casey Conference Center. The WWRP is administered by the Washington Recreation and Conservation office. The program offered $65 million that was doled out to government agencies, municipalities and nonprofit organizations to protect working farms and habitats.

Julia L. Hodson (Pankau)

Life as we know it ended on July 21, 2013, with the death of Julia L. “Julie” Hodson. An avid supporter of the performing arts and inveterate traveler, Julie visited 49 states, more than 30 countries and all seven continents. Julie was born in Seattle, the eldest daughter of the Honorable James W. Hodson and Grace Hess Hodson. She was educated in Seattle schools, Forest Ridge Convent and graduated from Bellevue High School. Following high school she attended Colorado College and graduated from the

University of Washington. She completed her legal education through a work-study program. For the last 20-plus years her passion was her service as a Certified Professional Guardian to persons with impairment, providing for their needs while respecting and protecting their individual rights. She was also a selfdescribed “community servant,” serving in numerous organizations. Julie was a founding board member of Habitat for Humanity of Island County – serving 14 years. She served on the Washington State Ferries Advisory Committee for 18 years. She was an active member of Soroptimist International since 1984. She was also active in the American Association of University Women, Deception Pass Power Squadron, Northwest Tulip Trekkers Volksport Club and other community organizations. At the time of her death, she was a commissioner of the Housing Authority of Island County and served on the Board of Small Miracles, Coupeville’s Emergency Medical Support fund. In her work with the

Julie worked with Harry Wilbert in organizing “Save the Trees” on Whidbey Island to preserve the old growth forest adjacent to South Whidbey State Park — part of which has now been added to the park, including “The Ancient Cedar” on the Wilbert Trail. Public service was her lifetime work. Julie was preceded in death by both parents and her youngest son, Carl Mathew Pankau. She is survived by sons Gregory A. Pankau (and wife Mariana) of Bothell, Wash., and Keith A. Pankau of Langley, Wash.; daughters Laura K. Crook (and husband Dan) of Wellston, Okla., and Judith L. DeValdez of Freeland, Wash.; 11 grandchildren; nine great grandchildren; a sister, Elizabeth “Betsy” Dare, in England; and a niece, Elizabeth “Zeb” Dare, also in England; and her loyal companion, her cat, Lucie.

A Christian vigil service is 7 p.m. Thursday, Aug. 1, at Wallin Funeral Home in Oak Harbor. A Funeral Mass is 2 p.m. Friday, Aug. 2, at St. Mary’s Church in Coupeville. Burial will follow at Sunnyside Cemetery in Coupeville, followed by a reception in the church hall. In lieu of flowers, donations may be made to Habitat for Humanity of Island County, P.O. Whidbey knows how to host good markets Gov. Jay Inslee proclaimed Aug. 4-10 Washington Farmers Market Week. The popularity in farmers markets continues to increase with an estimated 150-plus markets Megan Hansen across the state. Some perspective Regional news outlets reported there is an increasing trend in consumers wanting fresh, locally-grown produce, meats, cheeses and specialty foods. Lucky for us, we have an abundance of options on Whidbey Island. Four out of seven days a week there’s an outdoor or farmers market to attend somewhere on the island. For those of you who follow Examiner editorials, you know I’m a farmers market junky. It’s important to support your local economy and shopping at these seasonal markets is a great way to do that. Attending markets is a great way to explore new produce and learn different ways of eating. Just last week, I learned about the wonders of broccolini. It’s something I’ve heard about, yet have yet to try — my friend grabbed the last bag. I’m keeping my eye out to give it a try. One of the wonderful aspects of the various markets is the vendors and farmers are eager to share information about their products. You can tell they take pride in their work and the quality of their produce, and most eagerly share cooking methods and ideas for how to use their products. If you haven’t checked out one of the island’s many markets, Washington Farmers Market Week is your incentive to do so. Coupeville Farmers Market is open 10 a.m. to 2 p.m. Saturdays. The market is located on the community green near the public library. Bayview Farmers Market, near Bayview Corner, is also open 10 a.m. to 2 p.m. Saturdays. If purely organic is your preference, the Tilth Market operates 11 a.m. to 2 p.m. Sundays on State Highway 525 south of Freeland. If you can catch a market during the week, both Oak Harbor and Clinton offer Thursday markets. Oak Harbor’s market operates 4-7 p.m. and is located on State Highway 20 near the Oak Harbor Chamber of Commerce. Clinton’s market is open 3:30-7 p.m. and is located behind Dairy Queen. On Fridays, Langley holds its Second Street Market 3-7 p.m. Check them all out.

OLF controversy transcends concern Editor, Myth: Outlying Field is a critical link

to our security that can only be met at OLF Coupeville — anywhere else and the country is doomed and freedom will be destroyed. Reality: Pilot practice is essential and all on the island realize that and support training the Navy pilots, but from that to extrapolate that this particular OLF location is paramount to our security is pure nonsense. Mythinformation: The Citizens of Ebey’s Reserve (COR) doesn’t support our pilots. Reality: COR actually supports the pilots by advocating moving them to an OLF that would provide a safer 21st century training facility instead of a World War II relic that is too short to allow Growlers to land on, and where essential dark (night) practice is increasingly impacted by night traffic on State Highway 20 and surrounding unchecked development, like well-lit Admirals Cove. Propaganda: The OLF cannot possibly be moved — too costly —totally impossible. Reality: In the Norfolk, Va., area the Navy recently was set to construct a new OLF in the lowlands of North Carolina about 100 miles south, and it was publicly preparing to buy everyone out within the affected 65-decibel contour. Well, the North Carolina folks would have nothing of that, but it does show that an OLF over 100 miles away was no problem. So, the Navy has the money, and the wheat fields of eastern Washington would be a similar distance

without public opposition because “the public” is wheat and mice and no lights at night. Myth: The jets don’t fly that often at OLF, so not a big deal. Reality: In 2012 the Navy practiced at OLF 22 percent of the days in the year. That is nearly a quarter of the days in the year. On those days they managed to get in 5,239 overflights or 66 on each day of they flew, each hitting 110-120 dB. Mythinformation: The OLF jet noise is just an annoyance that folks need to get over. Reality: You don’t get over deafness, and that is only one of the health impacts. The actual noise data indicates that folks in the Coupeville area are exposed to way more decibels than can be tolerated without permanent loss of hearing, and that includes tourists and kids and families at Rhodendron Park. See the information on the Citizens of Ebey’s Reserve website. Audiologists agree with the EPA and NIOSH on that — fully. Note, the Port of Seattle purchased all homes within the Sea-Tac 75 dB contour, recognizing that aircraft noise above those levels are harmful to humans, yet all of Admirals Cove is within the 75 dB noise contour. Island’s serenity is something to brag about Harry Anderson Rockin’ a Hard Place Allow me to introduce myself. After living in America for almost 65 years, I became a Rock dweller in 2009. And, like most of us on Whidbey, these days I rarely think about where I used to live. I am too content to trouble my brain about traffic

jams, long lines, noise and loud people. The frequent trips to America I expected to make when we moved here have become far between, consisting mostly of Costco trips when the toilet paper runs low. I spent almost 40 years as an ink-stained wretch in daily journalism and public relations. And I’m delighted that The Examiner is allowing me to prove, in this monthly space, that my aging fingers can still type. “Rockin’ a Hard Place” will be my personal musings about life on Whidbey Island. I’ll usually try to make this space as frisky as an off-

leash dog at Double Bluff – and only occasionally as gnarly as a wind-stripped fir on West Beach. One of things I like best about living on the Rock is that there is so little yelling here. Conversations seem so cordial, civil and polite. We do value courtesy, quiet and our peace of mind, thank you very much. You’ll never hear somebody scream out loud about Kelly Emerson, for instance. We’ll save that for the letters to the editor. And you’ll rarely hear people bellow about Navy jet noise, except for maybe when a jet’s directly overhead and you can’t be heard

otherwise. We’ll save that for a courthouse filing. No, here on the Rock, about the only thing that raises a vocal decibel is the weather, about which we are all experts. I was enjoying a decaf, non-fat latte at a local java emporium the other morning when I overhead two gentlemen of a certain age arguing vociferously over how long it has been since it rained. “Two months if it’s been a day! I’ll lay you long odds!” one exclaimed, arms waving. “You’re nuts! It poured three weeks ago! Only lasted a few minutes,

COR’s information is well researched and documented, and the Navy knows it; read the lawsuit and you will see why the best others can attempt is a can-load of canards. Myth: Some folks have a neurotic addiction to jet practice as a unique hobby interest, others a misguided sense of patriotism twisted

into a compulsive need for self-sacrifice, actually believing that exploitation of their life quality is necessary for freedom. Washington youth visit Ebey’s Landing National Historical Reserve to spruce up historic buildings By Nathan Whalen Staff Reporter

Students from across Washington state participated in the four-day event held throughout Ebey’s Landing National Historical Reserve.

More than three dozen high school students from across Washington state visited Whidbey Island in July to get a hands-on lesson in historic preservation. Those 40 students, some of whom came as far away as Spokane, visited Ebey’s Landing National Historical Reserve to help out with several preservation projects and tour the area to learn about the history of Central Whidbey Island. The high-schoolers were particpating in the Discover Washington Youth Heritage Project that took place July 16-19. The excursion was sponsored by the Washington Trust for Historic Preservation, the National Park Service and the Washington State Department of Archaelogy and Historic Preservation. One group of students spent a Thursday afternoon learning how to remove and repair a window at the Ferry House, which is located off Ebey Road near the shoreline. “It was a great opportunity to help the community and that is why I came out,” said Lexie Williams, who is from Tieton, Wash., located near Yakima. Fellow student Micah Crawford, who is from Spokane, said it was interesting to get a hands-on lesson in historic preservation and to learn about local history as opposed to national history that he gets in the classroom. He discovered the Youth Heritage Project through his involvement with National History Day. While Williams and Crawford were busy making repairs that was needed to protect the windows from the elements, other students were learning how to make cedar shakes from a block of wood. Other groups spent the afternoon helping with projects at the Perkins house located on Ebey Road, Sherman Farm and Rosehip Farm, said Chris Moore, field director with the Washington Trust for Historic Preservation. The hands-on work was only part of the students’ adventure on Whidbey Island. They toured Fort Casey to learn about Central Whidbey’s military history; witnessed the ar-

Prior to working at historic buildings, the teenagers toured downtown Coupeville and Penn Cove Shellfish. “They are learning about the historic and rural character of Whidbey Island,” said Jennifer Meisner, executive director for the Washington Trust for Historic Preservation. A group of students in 2012 toured the Yakima Valley and Mount Rainier to learn about the area’s Latin American heritage and examine ways to increase visitors from under-represented communities. Once this year’s group of student preservationists finished their visits, they participated in a town-hall-style meeting where they presented ideas to preserve and maintain the historic and rural character of Ebey’s Landing National Historical Reserve.

Christensen lends expertise to CHS football program By Jim Waller Staff Reporter

Orson Christensen’s nomadic coaching career, which is entering its 50th season, has brought him back home to Whidbey Island. After coaching college football for 26 seasons and high school for 23, Christensen is set to help head coach Tony Maggio at Coupeville High School this fall. Christensen, a 1957

graduate of Oak Harbor High School, and his wife of 53 years, Dianne, always wanted to come back to this area once his “playing days” were over. He’s back, but he is still playing. Christensen stopped coaching several times but never considered it retirement. When the opportunity came to help Maggio, he grabbed his not-very-dusty whistle and accepted the job. This is Christensen’s 15th

stop on his coaching carousel: Winlock High School, Avenal (Calif.) High School, Thomas Jefferson High School (Federal Way), W.F. West High School (Chehalis), Olympic Community College, University of Puget Sound, Nebraska Wesleyan University, Eastern Oregon University, Dakota Wesleyan University, Western Washington University, Vashon High School, Aberdeen High School, Rainier Christian High School and Wapato High School. And, yes, Diana, “is amazing,” he said. Why all the moves? He said there have been a variety of reasons, but the most dominant is the positive feeling of rebuilding a shattered program. At each stop, Christensen, 75, took over a program that had not had a winning record in the previous three seasons. His first stint as a head coach was at Avenal, a school with a history of losing. He helped lift the team to second in the California Interscholastic Federation Central Sectional playoffs. “The reaction of the community was awesome and left me with the motivation to repeat that experience,” he said. “I seem to have the ability to get young men to believe in themselves and rise to a higher level, and I enjoy seeing them grow. I was also helped by being blessed with some pretty good athletes along the way.” During the years he has won eight championships and collected 17 other top-three finishes. Five times he was

After a successful run at Nebraska Wesleyan University in Lincoln from 1982 to 1987, he left for Eastern Oregon University in LaGrande to be closer to an ailing family member. It took just two games to break Eastern’s three-year winless streak, but it took longer to build it into a winning program. “It was the biggest challenge,” Christensen said. “I learned to lose.”

my players. My players know I care for them and want the very best for them in their lives after football.” Now that influence has come to Coupeville. Maggio said, “I am always looking to improve our program so I jumped at the opportunity to have him come work with us.” Christensen said, “I am titled ‘passing game coordinator,’ but I think my actual role has been to share my experience and provide a sounding board for the development of various aspects of the football program.” When he left college coaching to return to high school coaching in 2001, Christensen kept hearing from others how kids have changed for the worse. That’s not what he encountered. “I hear that, but I don’t see that.” Christensen lettered in four sports at Oak Harbor High School and went on to start on both the offensive and defensive lines at Pacific Lutheran University, playing along side another Oak Harbor grad, Mike Teel. His freshman coach was Marv Harshman, who went on to become one of the Northwest’s most successful and admired college basketball coaches. Christensen, like his first college coach, is building quite the legacy. Fifty years he has roamed the sidelines. Will there be a 51st? “Who knows,” he said. Here’s betting there will.

Duo swims at PNS meet Cole Weinstein and Jillian Pape of the North Whidbey Aquatic Club represented Coupeville in the Pacific Northwest Swimming Championships at Federal Way’s Weyerhaeuser King County Aquatic Center July 25-28. Weinstein, 18, competed in eight events and Pape, 13, swam in two in the PNS meet, which featured the top 1,000 swimmers from Western Washington. Weinstein nabbed three top-20 finishes, swimming to 14th in the 200 butterfly (2:14.59), 18th in the 200 breaststroke (2:35.82) and 20th in the 400 individual medley (4:25.78). Pape’s swam the 100 and 200 butterflies, finishing 27th in the 100 (1:12.89) and 28th in the 200 (2:51.83).
