Like many of the parents, he is grateful to the Finnegans. “[I know] how special both Rose and Leo Finnegan are ... for supporting the specialneeds community,” he said. ”They do a lot for our kids and we greatly appreciate it.”
An agreement was reached between logger Kurt Erickson and the Trust for Public Lands, for TPL to preserve 216 acres of forestland that Erickson owns, on Squak Mountain, following several months of negotiations between the parties. King County Executive Dow Constantine and The Trust for Public Land announced the agreement, signed July 18, to purchase the forestland for $5 million. “This is forest that people have cherished for generations and which, thanks to the partnership of The Trust for Public Land, will no longer be threatened, forever to be enjoyed and appreciated,” Constantine said. Erickson said he would have preferred to keep the property, but he said it was great to get this over with. “I want people to know that I worked to cooperate,” Erickson said. “It was a big driving force to cooperate for everyone to be happy.” He said he understood both sides of the issue. The residents of Squak Mountain wanted the property to remain as it is to avoid issues of flooding and erosion — but he said he views his work as a craft. “TPL worked hard to get it right,” Erickson said. He said he is concerned about the residents who live in the old camping club, many of whom have lived there for several years. He said the county will probably evict them because they won’t want the liability, but he said some of them have nowhere to go.

ore than 30 years ago, Tim Finnegan could not participate in a soapbox derby.
“Tim really wanted to race but he didn’t have the fine motor control, so all he could do was watch his brothers race,” said Tim’s father, Leo Finnegan. Tim is developmentally disabled. His father came up with a solution. Leo had heard about an extra-wide derby car that could fit a driver and a passenger, so he built one out of wood. After the regular soapbox derby finished, the Finnegans would take out their custom car. “His brothers would take turns driving Tim and his special friends and race the regular soapbox derby cars. With that one being heavier they always won,” Leo said. What began as a way to involve the Finnegans’ middle child has since grown into an annual event across Washington state for the disabled community. The 16th annual Challenge Series Races, held Saturday, July 20 in Issaquah, brought
– Leo Finnegan together special-needs kids and paired them with volunteers from local middle and high schools. The two-person racing teams rode in special double-wide fiberglass derby cars, each painted to represent some local institution like the Issaquah Police Department and Eastside Fire and Rescue. This is the fourth year Robert Taaffe has brought his 8-year-old daughter, Hannah, to these races. They look forward to the event

For some, the Challenge Series Races are an important highlight of their year. One young racer recently sent in a picture from her birthday where she wore her racing T-shirt and carried her trophy. She wanted to wear the same outfit for her school pictures. Parents have told the Finnegans the first thing their child does nearly every morning is grab their trophy. “It’s just a neat thing for the special kids,” Leo said. “[It] gives a chance to do something that they wouldn’t typically have a chance to do and they’re the star of the show.” The Finnegans and other parents are glad for the chance for their children to interact with their peers. For the event, the able-bodied kids wore blue volunteer shirts, while the disabled kids wore red shirts. “At the beginning of the race you see a little clump of blues and a big clump of red T-shirts,” Leo said. “And as the race goes on you see the kids starting to mix.”

A new aquarium and the removal of a crumbling dam are in the works to improve the Issaquah Salmon Hatchery. The public can get a look at the plans tonight in a special fundraising presentation by Friends of the Issaquah Salmon Hatchery. The dam, upstream of the hatchery, dates to 1937 and is being replaced with a natural fish ladder made of a series of rock weirs that are being installed in the creek. The $4 million project, approved by the Legislature this year, will make it easier for fish to make it further upstream to spawn. Tim Ward, Washington Department of Fish and Wildlife project manager and Kerry Ritland, surface water manager for the city of Issaquah, will talk about progress on the dam removal. The old fish ladder, with 12-inch high steps, was too high for the returning fish since they were nearing the end of their lives and running out of energy. Now, each step-up is 9-inches, followed by little pools for the fish to rest before making the next jump. A narrow constriction upstream will provide the right flow to gather the water for the hatchery with less silt. With the old dam, fish often could not make it past the dam. As the bottom of the dam began to erode, a cement shelf was built, but when the water is low in the fall, many fish would just flop on the slab and die before they could spawn. Also needing a fix is the hatchery’s aquarium. After 10 years, it failed and no longer could maintain the water quality the fish need, or present a good view of the salmon as they mature. Friends of the Issaquah Salmon Hatchery Executive Director Jane Kuechle said two FISH volunteers agreed to tear out the old aquarium. In the old tank, the alevin, or baby fish, would be in baskets in the water, which is not natural. The new aquarium, by Aquarium Concepts, will have gravel, rocks and some wood in the bottom, which mirrors

It’s also crucial for the water in the tank to be cold, Kuechle said. Using chillers and a modern filtering system, the water in the tanks will be maintained at the right temperature for the young salmon. The exhibit will have two side-by-side tanks to provide a 10-foot by 4-foot viewing window. It also will have a backdrop that will look like Issaquah Creek, which will be painted by Larry Kangas, the same artist who painted the depiction of salmon predators on the hatchery water tank. Jordan Valente Construction of Issaquah is donating its services to build reinforcement for the tanks and Illuminate Contracting is donating electrical supplies. Total cost for the new aquarium is $20,000, with $5,000 already committed by the FISH board of directors and $2,000 donated by the Issaquah Kiwanis. While the project still comes up short, Kuechle said it’s important to have the new exhibit up and running when school starts because each year approximately 10,000 children visit the hatchery. Also, FISH has begun its annual volunteer recruiting. A free volunteer training class will be Saturday, Aug. 24. Those who work in Sammamish, but can’t afford to live in the city, soon will have an opportunity to develop roots on the Plateau. The city of Sammamish recently donated a 1.5 acre parcel of land in the 200 block of 228th Avenue Southeast to Habitat for Humanity. “This project will make it possible for families to live where they work — people like our school teachers and hairdressers,” said Tom Granger, senior vice president of programs and operations at Habitat. Habitat members publicly thanked the city of Sammamish on July 15 for its donation, which is the old location of city’s maintenance and operations shop. It’s anticipated that the site will house between eight and 12 affordable units. While they haven’t been designed yet, Granger said the homes could come in the form of cottage style or duplexes. “We envision that this project that will have similar product to what is developed in the Issaquah Highlands where we built
five units,” Granger said. Sammamish City Manager Ben Yazici is positive the new homes will be the perfect fit. “Providing affordable housing in Sammamish is really important, so we wanted a partner with a great track record and the ability to deliver a quality housing product that would match the character of our community,” he said. Kirk Utzinger, CEO of Habitat for Humanity Seattle-King County, also released a written statement on beginning development in Sammamish. “We are extremely grateful to the city of Sammamish for their genuine commitment to provide more affordable home ownership opportunities in their community,” he wrote. “This land donation will allow us to build safe, healthy and sustainable homes for hard-working, low-income families.” Granger said he isn’t sure when the project will break ground as it is waiting on necessary public funding. Habitat, which relies primarily on volunteer labor, has built more than 100 homes in Eastside communities, selling them at cost to working families.

Vote ‘yes’ to keep our county parks open
I
ssaquah voters only have one issue on the primary ballot, but it’s an important one: a six-year tax levy to maintain county parks, trails and open space. The measure – Proposition No. 1 – deserves a strong “yes” vote. The six-year levy on the ballot provides 70 percent of the money the county needs to maintain its 200 parks, 175 miles of trails and thousands of acres of open space. It includes Cougar Mountain Park near Issaquah, the magnificent Marymoor Park on Lake Sammamish and hundreds more regional and smaller parks throughout King County. There’s also money in the levy to buy more open space and develop more trails. About 20 percent of the money goes to help support the Woodland Park Zoo. The county raises the rest of the money through such revenue sources such as Cirque du Soleil at Marymoor and ballfield rentals. Too often we take our parks for granted: They’re always there and available. But that won’t be the case if Proposition No. 1 fails. In 2002, King County had to cut parks and recreation from its budget because of a financial crisis. There hasn’t been any general fund money for parks for the past 10 years. In 2004, voters approved a one-year parks levy and did so again in 2007. That levy is up for renewal again. Today, a homeowner pays 13.4 cents per $1,000 of assessed valuation. Translated, it means the owner of a home assessed at $500,000 pays about $67 a year to maintain the county’s parks. The new levy – 18.77 cents per $1,000 – would cost the owner of that $500,000 home about $94. That’s $27 a year more, or just a bit over $2 a month. For a couple of bucks more a month, we’ll all be able to continue enjoying the county’s wide array of parks and recreational benefits. Florida verdict should give us pause
A
s the news of the shooting of a Sanford, Fla. teenager in 2012 made its way across the country, the refrain became a common one. I am Trayvon Martin. The words were the simplest way for Americans to express their feelings toward the case, which concluded last weekend with the acquittal of George Zimmerman on the charges of manslaughter and second degree murder. But as the verdict was announced and the backlash began on social media and in cities across the country, it was difficult to find any solace for those who Josh Suman believe Martin’s death could and should have been avoided, and that Zimmerman should be the one held responsible. But rather than drawing quick, misinformed conclusions, perhaps the best way to find some level of understanding and peace is to flip that oft-recited declaration on its ear. I am George Zimmerman. When sports stars, entertainers and everyday Americans tossed on hooded sweatshirts and posed with signage that juxtaposed their likeness with Martin’s, they did so in an effort to portray the fact any one of us, regardless of race, could be a target.
LETTERS UN NEEDS TO TAKE A LONG LOOK AT THE U.S. The constitution was signed more than 200 years ago, yet today there continues to be an ongoing fight to achieve basic rights for many groups: women, gays, blacks, etc. In fact in the last several years there has been a move to take away rights only recently achieved, such as the right

Racism, while pushed to the margins in our own Pacific Northwest bubble for the most part, still boils over, and the same “stand your ground” philosophy that played into the verdict in Florida is built into our own laws, as it is in some three dozen states across the country. Anyone left with wonderment at the notion someone would take such drastic action based initially on racial profiling is either naive or in denial. The lesson to take from this senseless tragedy isn’t that we are all at the will of gun-toting block watch leaders, although that has once again proven itself to be true. It is that when we find ourselves in a position to judge, we must do so without qualification based on race, skin color, or other prejudices. That was what George Zimmerman failed to do, and what every American should feel an obligation to learn from. The more of us willing to realize we are all in the same position as Zimmerman is the fastest way to stop more deaths like Martin’s. Thirty states have now passed socalled “Stand Your Ground” laws, which in practice is a license for anyone carrying a gun to kill any one he/she perceives to be a threat even if the person carrying the gun created
the confrontation. Our so-called leaders in the public and private sectors have shown over time they are incapable of governing the country in a civilized manner, which has led to the country living in fear and being most uncivilized. For the above reasons, I think it is time for the U.N. Right’s Commission to take a long look at this country and how its criminal justice systems and laws adversely affect its own citizens as well as citizens of other countries.

Halfway through its process of establishing an economic development plan for its Town Center, the Sammamish Council is not seeing eye to eye. The council viewed a presentation July 15 from consultant Chris Mefford of Community Attributes, Inc., which raised more questions than answers. “I’m afraid we’re starting to go down a road without that joint vision and claim success without knowing where we’re headed,” Deputy Mayor Ramiro Valderrama said. Mefford’s presentation focused on creating a pioneer strategy that would jumpstart interest in development by providing incentives to those who choose to build first within the Town Center confines. In an effort to promote interest, Mefford suggested reducing tight restrictions in the Town Center Plan, including reducing the structured parking requirement from 80 percent to 50 percent and reducing the stormwater volume standard from 100 percent to 60 percent. The suggestions drew ire from some on the council, including councilmember Nancy Whitten. “It’s clear that the measures that they’re recommending are inconsistent, contradictory of the visioning we had with the Town Center,” she said. “We’re supposed to be green and environmentally sensitive.” Councilmember Don Gerend, who has

been involved with Town Center discussions since they began in 2004, noted reducing regulations wouldn’t be detrimental to the environment. “Keep in mind that 50 percent structured parking is more environmentally friendly than any suburban town center or development that I know of,” he said. Councilmember John Curley questioned the overall goals of the Town Center. “We’re on a very unique island here where so many people race off to go make money and come back and enjoy a bedroom community,” he said. “Show me a pie chart that shows the market will race in here to supply retail to a limited amount of people.” Mefford assured the council that if they agreed to providing incentives, reducing regulations and providing affordable housing, the Town Center would thrive. “You can leave things as they are and wait for the market to come to you, or you can be a little more aggressive and go to the market where it is right now,” he said. In an attempt to gain a clearer vision, councilmember Tom Vance, who is also the chair of the Economic Development Committee, motioned to direct staff to present to council a set of actionable steps to support development of the Town Center Plan. The motion passed in a 5-2 vote, with Whitten and Valderrama opposing. Vance said the motion moves the process down the road and will allow the council to gain more information on some of the clouded issues. He said they hope to conclude the process by the end of 2013.

Jeffrey Chang wanted to start his own business so his family could be a part of it, and he could be closer to them. The Changs live in the Issaquah Highlands, and that is where he opens shop July 26, with the first TCBY (This Can’t Be Yogurt) in Issaquah. Located at 2520 NE Park Suite B, it’s right around the corner from Blakely Hall. Chang has a background in the food industry and quality control, but it was his children, ages 10 and 8, who helped him decide on a TCBY franchise. He was looking for a frozen yogurt business because his kids love frozen yogurt, and they always talked about how they wished there was one in Issaquah. The space was available, so he started looking around for an opportunity. His parents own a shopping plaza in Tacoma, and he remembered a TCBY there. That one is closed, but he took his kids to one in Woodinville and got a big thumbs up. “Kids don’t lie,” he said smiling. He said he also appreciated TCBY’s product development. Chad Harris, director of operations for TCBY in the western U.S. said this store is a co-branded location, carrying both yogurt and Mrs. Fields products. Both companies fall under the umbrella of Famous Brands. This is one of its new concept stores, with a full coffee bar serving espresso, lattes and coffee by Seattle roaster Dillanos, along with Mrs. Fields cookies, brownies and muffins. Chang attended training in Salt Lake City to learn how to make the baked goods and get some barista experience. Of the 450 domestic locations of TCBYs, which started in 1981 in Little Rock, Ark., only about a dozen have the full coffee

Then, it is weighed — you pay 43 cents per ounce. For an opening special, your yogurt creation is 20 percent off until Aug. 1. The 10 flavors on tap for the summer are mountain blackberry, mango sorbet, grapefruit sorbet, Italian tart, strawberry, cheesecake, chocolate, honey vanilla creek, white chocolate mousse and golden vanilla. There is also scoop yogurt that has an ice cream taste, but is 100 percent yogurt — in eight flavors. With hours of 9 a.m. to 10 p.m. seven
days a week, Chang will have 15 part-time employees to start with, plus an experienced barista. His wife, Young-In, will help out, and when the children get older, he hopes they will, too. There is outdoor seating for the summer, and seating for approximately 30 to 35 inside. “I’m happy we’ll have healthy frozen yogurt for the community and we want to keep the price competitive,” Chang said. Harris said three other new locations have sprung up in Washington in the past year or so, in Bellingham, Southcenter Mall and City Centre in downtown Seattle.
Calhoun Family Fruit, which operates at the Sammamish Farmers Market, was partially closed by Public Health on July 17 for poor personal hygiene (not washing hands) and unavailable handwashing facilities. The establishment was allowed to continue selling foods that are exempt from permit. They will be fully reopened once the inspector confirms that all issues have been resolved.

Microsoft’s PR firm, Waggener Edstrom, declined to comment about Microsoft’s plans for its future in Issaquah. Microsoft owns vacant property in the Issaquah Highlands near Swedish Hospital. Issaquah city administrator Bob Harrison said he does not know what Microsoft intends to do with the land.

Other funding could come from the proposed King County Parks levy which is on next month’s ballot to replace the current levy that expires at the end of this year. Wildlife advocate Cathy Brandt, who lives on Squak Mountain, was ecstatic. “We worked so hard on this, but there were a few of us who just wouldn’t give up,” Brandt said. “My plan was if the county couldn’t buy it I
would have done everything I could to find funding somewhere else. The big message for everybody is that we need to get the park bond passed.” David Kappler president of the Issquah Alps Trail Club, said there will be a need to figure out a trail plan that will preserve the special features of the property including the headwaters of May Creek. “We’re obviously thrilled that this agreement has been reached and look forward to when it eventually becomes a county property,” he said.

LWSD gets boost from budget With the state finally signing its budget into law, the the legislative impacts on the Lake Washington School District are clearer. The bottom line for the district, which serves the north side of Sammamish, will be an increase of an estimated $7.8 million for the 2013-14 school year. “This additional funding is a step toward fully funding basic education,” said Dr. Traci Pierce, superintendent. The result of the state’s budget is a $2 million increase from salary cuts in the LWSD during 2011-12 school year. The final budget restores the 1.9 percent (for certified and classified staff ) and 3 percent (for administrative staff ) salary cuts. The
district’s proposed budget also includes the state required 2.3 percent increase in the employer retirement contribution. The most significant increase in revenue will be in the maintenance, supplies and operating costs line items. The district will get approximately $4.3 million more in 2013-14, which increases by an additional $1 million in 2014-15. Special education funding also will increase by an estimated $600,000 in 2013-14. The district will present a revised budget at its Aug. 5 meeting. Members of the public will have an opportunity to provide input to the board about the budget in that hearing.

non-employee-related funding. Because Issaquah already backfills the gap between actual costs and state funding in these areas, the additional revenue will free up local dollars for other programs. These include the hiring of a dean of students to support the new teacher evaluation program and to challenge students. Issaquah also will hire a coordinator for special programs (including gifted/highly capable), staff health rooms more skillfully and frequently, and partner with local providers for on-campus mental health services. To restore services cut in recent years that have strained the system, all schools will be staffed with at least two full-time secretaries and several custodial and facilities positions will be reestablished for 2013-14.

HOMELESS TEENS Police chased down two 19-year-old males July 18 after they leapt over the fence behind Sammamish Presbyterian Church into the Knolls Apartments. The men told police they camping in the area. Police advised the men camping is illegal in the city of Sammamish and they asked them to leave the area.
SUSPICIOUS While on normal patrol, Sammamish officers noticed a suspicious vehicle parked in the middle of the street in the 2500 block of 227th Place Northeast. A man was spotted knocking on the front door of a home,
then sitting on a bench on the porch. He told police he and his wife were looking for work. The subjects left the area without incident.
ACCIDENTAL DEATH A 46-year-old Sammamish man was found dead July 16 after he appeared to accidentally hang himself while cleaning a roof with a leaf blower. The man’s father told police his son had said he was going to tie a rope from the chimney to his belt as a safety line. When the father returned from the grocery store he found his son hanging from the roof with the rope around his neck. An investigation revealed nothing inconsistent with an accidental death.
EGGING WITNESS A Sammamish man called police July 15 after he witnessed a vehicle stop in front of his neighbor’s house and throw eggs at the his neighbor’s truck. The incident took place in the 1800 block of 216th Avenue Southeast. The neighbor gave officers the plate
Issaquah man pleads not guilty to robbing Kirkland Subway scheduled for Aug. 7. Mashek is being held on a $250,000 bail for allegedly robbing, at gunpoint, a Subway store, located in the Totem Lake neighborhood on July 7. After help from a witness, police were able to locate Mashek in his alleged getaway vehicle and arrest him.

Boat launch officially opened Washington State Parks and Recreation and the Friends of Lake Sammamish State Park held a ribbon cutting July 11 to open the newly improved boat launch at Lake Sammamish State Park near Issaquah. The entrance to the boat launch is off East Lake Sammamish Parkway. It is the only public launch on Lake Sammamish. The boat launch has been undergoing improvement in phases over the
past several years. The new launch includes metal piers that replace old wooden ones and docks that extend farther into the lake to resolve flooding issues and to address changes in water levels occurring over time. The improvements also include a new lane configuration and new ramps to meet Americans with Disabilities Act criteria. In addition, local jurisdictions worked together on rain gardens to treat storm water from the adjacent parking lot.

Globetrotters visit Issaquah For generations of basketball fans and Americans, the Harlem Globetrotters have been an iconic representation of sports and entertainment. This week, they brought that flavor to Issaquah and 24 Hour Fitness for a series of youth camps aimed at teaching the basics of the game and more importantly, how to face some of the most important issues youngsters deal with every day. William “Bull” Bullard and Anthony “Buckets” Blakes were the two Globetrotters in Issaquah to share the organization’s vision on bullying prevention, healthy living and a positive approach to peer interaction. Blakes, who played collegiately at the University of Wyoming before spending time in the NBA Developmental League and playing professionally in Europe, said he is one of 10 children and has six younger siblings. His role as an older sibling and role model for his own brothers and sisters is a huge part of his message to campers. “I knew I wanted to give back,” he said.
Issaquah 16-year-old Nicholas Klatt was the highest local finisher among a host of competitors at the BRI Triathlon at Seafair recently, finishing fourth overall in a total time of one hour, 50 minutes and 31 seconds. Klatt was the highest finisher in his age group of 16-19, with times of 16:46 (swim), 52:07 bike) and 38:50 (run). 32-year-old Brian Foley finished in 21st place overall and third in his age division, Sammamish’s Jeff Derstadt, a 34-year-old, ended his race in 69th place overall and 12th in his division. Now in his 11th year with the traveling basketball show, Blakes said he has been to 72 countries, visited more than 400 schools and had the opportunity to speak with countless youngsters about real life problems and challenges. “I’ve had the chance to impact a lot of kids,” he said. “80 percent of our fan base is children.” Steve Lanius, a former Issaquah resident who now lives in Bonney Lake, said he took his son to watch the Globetrotters play a game in Kent when they visited recently and the nine-year-old was immediately taken with the same athleticism and panache that captured him decades before. “He loved it,” Lanius said. “We thought this would be great to be able to come train with the team.” For the youngsters on-hand, the camp was a chance to interact with figures from a truly iconic American sports brand and for Blakes and Bullard, it was even more. “I don’t think they know they make us laugh more than we make them laugh,” Blakes said. “It is just a fair exchange of positive energy from the Globetrotters to the kids.”

The Coho featured Issaquah High School rising sophomores Jordan Dondoyano, Ryan England, Jake Lindahl and Jake Collins as well as head coach Brandon Fortier and assistant coach Jordan Goldstein. The team went 8-0 in the first tournament, which featured more than 150 teams, and beat the Long Island Express in the title game. After a loss to the Jr. Black Rhinos (Oregon) early in the tournament, the Cohos rebounded at the Johns Hopkins tournament to win six straight, including a 6-4 win over the same Rhinos team in the title game.
