The Federal Way City Council got an update on the schematic design for the proposed Performing Arts and Conference Center (PACC). PJ Santos of Lorax Partners and Wendy Pautz of LMN Architects were on hand for the presentation at the July 16 meeting. Along with this, Joann Piquette of the Federal Way Coalition for the Performing

Arts (FWCPA) gave a brief update on that group’s fundraising efforts so far. On both the design and fundraising, things are proceeding smoothly, according to Santos and Piquette. The $32 million project is slated for the vacant Toys R’ Us site on 20th Avenue South in the city center. “We have a really big team, this is a very complex project,” Santos said. “This project has a richness and a depth to it, that deals with

The Parks, Recreation, Human Services and Public Safety Committee approved a safety improvement project for Sacajawea Middle School to add “flashers” that warn drivers to slow down. Along with this, the city is also petitioning the Washington State Department of Transportation (WSDOT) to change the speed limit on a stretch of State Route 509 from 40 mph to 35 mph — although that effort is a bit more uncertain, according to Parks and Public Works director Cary Roe. “The 85th percentile speed limit is around 40 mph, and a little less in one direction. That’s what they usually use (to determine a speed limit), and I know that’s not a great sign for us,” Roe said during the committee’s July 9 meeting. “(SR 509) is a very challenging road in

Police Blotter Following is a sample from the Federal Way police log: • Man abducted by woman: At 2:14 a.m. July 12 in the 27000 block of Pacific Highway South, a man was attacked by a woman and then forced into a car. According to the report, the woman held the man at gunpoint, robbed him, and assaulted him during the duration of the car ride. The man was eventually let out of the vehicle in Renton. • Fight between friends: At 3:03 a.m. July 14 in the 1900 block of SW Campus Drive, two women, who stated they were best friends, got into a physical fight. The fight left one woman with visible but minor injuries. The report notes the victim refused to press charges against her friend. • Man’s car egged and tagged: At 1:39 a.m. July 14 in the 2600 block of SW 320th Place, a man reported that his vehicle had been tagged with graffiti by unknown suspects. The man indicated this is an ongoing issue, saying his car had been spray-painted and egged a number of times in recent months. • Woman sleeping in car takes a trip to SCORE: At 3:58 p.m. July 14 in the 28000 block of 29th Place South, a woman was sleeping in her car and was awoken by police officers. According to the report, the woman had an outstanding warrant and was arrested and booked into the SCORE jail facility. • Possible squatters: At 3:26

p.m. July 14 in the 28000 block of 20th Avenue South, a woman reported that two unknown individuals had taken up residency in her foreclosed home. The duo, a woman and a man, claimed they had a lease agreement for the house with a property management company, although they were unable to produce proof of the agreement. The report notes, however, that the couple had been able to get power, water, cable and Internet hooked up at the residence. • Flasher: At 5:38 p.m. July 14 in the 33000 block of Pacific Highway South, a woman was arrested for repeatedly flashing passersby. According to the report, the woman was wearing a dress and kept lifting it up over her head, revealing that she was wearing nothing underneath. • Purse stolen: At 6:46 p.m. July 14 in the 36000 block of Enchanted Parkway South, a woman had her purse and cellphone stolen while at Wild Waves Theme Park. • Bicyclist hit and run: At 3:12 p.m. July 13 in the 33000 block of Pacific Highway South, a woman was stopped in her vehicle when a bicyclist ran into the side of her vehicle, damaging her door. According to the report, the cyclist rode off without speaking to the woman and was unable to be located later. • Paranoid man: At 3:43 a.m. July 12 in the 2300 block of South 320th Street, a man contacted police regarding customers in McDonald’s. According to the report, the man appeared to be suffering from paranoid delusions regarding the other customers, and was involuntarily committed. • Fridge stolen: At 8:29 a.m. July 11 in the 400 block of SW 329th Street, the victims had left a refrigerator in their driveway to be picked up by some family members. While the victims were away, unknown suspects drove up and took the refrigerator.

FW COUNSELOR SUSPENDED FOR HAVING SEX WITH PATIENT: Federal Way counselor Scott Hale had his credentials suspended for five years by state health officials earlier this week, after the Department of Health (DOH) indicated Hale “admitted having sex with a client on three occasions.” According to the DOH, Hale was counseling the client for the effects of childhood sexual abuse and other mental health conditions. Hale cannot seek reinstatement for at least five years, and he will have to meet “requirements designed to protect the public before being reinstated.” Hale’s issues came to light in February, when it was alleged that he had sex with a patient at a Burien mental health clinic at which Hale worked. Dorothy Jean (Runnells) Knapp, 80, of Federal Way, Washington passed away on July 9, 2013 after a long illness. A family graveside service will be held at the Washington Memorial Cemetery on July 11, 2013. Dorothy, or D.J. as she was known to many was born in Miami, Florida on July 28, 1932 to Leona and Thomas Raymond Runnells. Dorothy grew up in many cities as her father worked for Pan American Airways as a radio man with the flight crew. She graduated from Roosevelt High School in Honolulu, Hawaii in 1950. Dorothy was married to the love of her life, Jimmie Knapp on September 7, 1951. They were married for 37 years until his death in 1988. Dorothy and Jimmie met in Honolulu, Hawaii and were married in Seattle, Washington. They lived in Tokyo, Japan, several cities in California, and Fallon, Nevada before settling in Seattle, Washington. Dorothy worked in retail sales for Peoples Department Store and Mervyns Department Store at SeaTac Mall for many years. She took great pride in her customer service skills and made many friends along the way. Dorothy’s family fondly remembers her laughter and her love of life. We will miss our mom but are grateful she is at peace and with our Dad. Dorothy is survived by 4 daughters and 5 grandchildren. FW candidates must address local poverty Every city has characteristics and unique challenges that form a collective culture. Within this culture, there are positive and negative elements. Crime obviously is a negative detractor while cultural programs, great schools, quality leisure activities and a strong business community focusing on middle to upper income jobs are positive elements most of us desire. A major civic responsibility for residents of any city is the selection of elected officials. The quality of the electorate always is a factor on who is chosen, and voters ultimately determine with their choices

Board race is worthy of debate The race for Federal Way School Board position 4 will be interesting as there are notable similarities and differences in the two leading candidates, Medgar Wells and Carol Gregory. Both have a history of education involvement. The third candidate K. Lance Barton’s background is completely different than the other two. The race also has had its own behind-the-scenes intrigue. The position is being vacated by Angela Griffin, and her intended retirement was kept so quiet that many people almost missed it. With all the potential issues confronting the school district, the race is worthy of a vigorous debate from the candidates. Medgar Wells is the principal at Overcomer Academy, which has 140 students in K-6 grades. He was also at Zion Preparatory Academy and has taught in public schools in Seattle and Kent. He has lived in Federal Way for four years. His family has been involved in education and civil rights for many years. His mother spent her career working in schools, and he is named after the famous civil rights leader Medgar Evers. He has not been involved in any of the the Federal Way district’s committees, although he does volunteer at King County Corrections on weekends. This will be Wells’s first run for office. He has been endorsed by Griffin and State Rep. Roger Freeman (D). Wells is not well known in the

area, but school board president and supporter Tony Moore has been introducing him around. Wells will have to work hard to improve his name familiarity. Wells believes the district needs to put more technology in the classroom and improve the graduation rate. He also questions what is the best way to spend money from the Supreme Court’s McCleary decision for fair education funding. In contrast, Carol Gregory is probably the best known of the three candidates, as she has lived in the area for many years. She has previously run for the Legislature and knows how to campaign at this level. Like Wells, she exudes a passion for education and has made it her life’s work. Gregory’s background is primarily in the public schools. She has held numerous positions in education from classroom teacher to administrator. She is a former president of the Washington Education Association, was on the community engagement staff for former Gov. Booth Gardner, and was executive director of community relations for former Superintendent of Schools Judith Billings. Gregory believes the public needs to be more fully engaged in district decisions and wants to start a formal and informal dialogue process outside of board meetings to ensure two-way communication with parents. Like many parents and community leaders, I was disappointed when I read the Washington Board of Education’s ratings of our schools (a rating system created by our state Legislature in 2009). As a parent, I am concerned about the education my three children will receive. As a business and property owner, I am concerned about the economic impacts of having a poorly rated education system. Neither families nor employers want to locate in areas with poorly rated schools. Building a performing arts center, a Crystal Palace, a light rail line, or even the Taj Mahal in Federal Way won’t compensate for a poor school system. Reasonable people, including the school district, may argue about the fairness of the board’s rating system. However, Federal Way Public Schools doesn’t score much better on the U.S. News rating of high schools, or on an assortment of other generally accepted rating systems. Our state’s Office of Superintendent of Public Instruction (OSPI) rates our district below the state average in almost every achievement measurement. Having personally spent dozens of hours volunteering in the school district, I will be the first to acknowledge that our teachers and administrators don’t have it easy. While our district scores below average on academic achievement, we also receive below average funding ($9,451 per student vs. $9,760). In addition, we face above average poverty rates (56 percent vs. 45 percent), with nearly 64 percent of our students being minorities (vs. only 40 percent statewide), representing 105 different languages. While our district faces significant challenges, there is no excuse for accepting the status quo. As parents, business owners and community leaders, we need to demand and support improvement. Here are five improvements I would institute immediately. 1. The only school in our district receiving an “A” grade was the Federal Way Public Academy. Despite its success, this school uses a lottery system to admit just 60 new students each year (from a district with 21,000 students). The size of this program should be dramatically increased to meet demand. 2. The two elementary schools receiving a “F” grade (Wildwood and Sunnycrest elementary schools) should be shut down and the students sent to other schools. Not only are these schools failing to educate our students (based on the board’s ratings), they are also dragging down the [ more JARVIS, page 5 ]

Federal Way is a young city in search of an identity and struggling to craft a cohesive vision and message that connects to a diverse and unsure electorate. It’s a tough environment for leadership to take root and elected officials to take the necessary risks to build social, cultural, economic and physical infrastructure to support current residents while anticipating impacts of societal changes 20 years out. We need to elect leaders who are collectively able to articulate a clear and strong future for this city.

If this election becomes a discussion about property crime, law and order, and an expression of citizens’ fears, it is a race to the bottom. Federal Way already spends over 50 percent of its general fund budget on its police department. Will more tax dollars spent on police help improve the city’s economic foundation, keep the businesses we have growing, and attract the new businesses and entrepreneurial citizens we need? What voters need to hear from the candidates is their vision for addressing the poverty issues affecting South Puget Sound cities identified

in the Brookings Institution report. How does our city communicate community values and concerns with our residents of varied cultural backgrounds? Does the city have any responsibility to address poverty and its effects as an issue? We need to know why they support the development of the performing arts and conference center (PACC), and if they do not support it, what is their alternative and why is it better? It becomes tougher to have economic development and attract businesses and grow the tax base without a quality cultural infrastructure. Our schools are a quality of life necessity for our residents and a major factor for businesses and [ more LETTERS, page 5 ]

Do the candidates have any concerns about the changing caliber of some of this city’s neighborhoods? Are they willing to develop a community outreach capability within each of the neighborhoods to build stronger bonds between neighbors and proactively encourage aesthetic improvements and proper maintenance? Can they make a solid case for “Why Federal Way” in the present and help us see

Maybe one of these buildings could house an expanded Public Academy. 3. Create a school dedicated to the language needs of our 3,800 students whose families speak Spanish. To prevent segregation, this program would be choice enrollment (similar to the Public Academy) and would welcome both native Spanish speakers as well as students interested in a Spanish language immersion program. A similar program could be offered to our families speaking Korean (610), Russian (604) and Ukrainian (498). 4. Our students, espe-

Even though the voters of Washington voted at a 56-percent clip to legalize small amounts for adults and the ability to tax the sale, the city won’t have dispensaries anytime soon, they say. “Marijuana dispensaries remain illegal under federal law,” city spokesman Chris Carrel wrote in an email to The Mirror. “The city code prevents the issuance of business licenses for activities that are illegal under federal law.” This means you are probably going to have to drive “out of town” to get what you need. But, that’s nothing new. Mr. Federal Way has to drive “out of town” for a lot of essentials nowadays. State officials are expecting the marijuana game to be an economic boon. Consultants are estimating $495 million in annual sales among 300 stores across all counties, with the highest concentration being in King, Pierce and Thurston counties. According to the Washington State Liquor Control Board, they have until Dec. 1 to write the rules of the new system for acquiring marijuana. The board recently approved the rules for “producing, processing and retailing recreational marijuana.” Some of the new rules include child-resistant packaging, criminal background checks and store signage requirements that will educate users. It’s still going to be a little weird for Mr. Federal Way when anyone over 21 can go into a store and buy weed. But that’s just democracy at work. Mr. Federal Way and the rest of Washington voted to legalize marijuana, and now we have to live with the results. It was also kind of strange for Mr.

Federal Way to walk into Fred Meyer’s on a quest to fill Mrs. Federal Way’s grocery list and see a bottle of Jack Daniel’s staring back. That’s just the way of the world in Washington state. Q: Now that it’s summertime, I sleep with my bedroom window open. Every night around 2 a.m., our neighbor’s dog starts barking. What do I do? A: Mr. and Mrs. Federal Way are currently having the same problem. And making it even worse is the fact that the dog in question is a “yapper.” There’s nothing worse than listening to a little dog bark when you are trying to sleep. It’s like fingernails on a chalkboard. The “yapping” bark stimulates the same part of Mr. Federal Way’s brain as Mr. Federal Way’s kids when they whine about not getting everything they want. Very, very annoying. Mr. Federal Way thinks it’s very disrespectful for a dog owner to leave their “yapper” outside at night. Mr. Federal Way’s first advice is to go knock on your neighbor’s door after work and politely tell them that their dog has been waking you up at night. Usually people are pretty receptive and apologetic when approached about a problem. Hopefully, this solves the problem. But, there’s always “that” dog owner who will act like you are insulting one of their kids. Mr. Federal Way thinks these are the same people who bring their dogs shopping with them for no reason. For these neighbors, a couple of solutions would be to leave an anti-barking collar and a note on their doorstep — or to start blowing a silent dog whistle when the dog barks at night.

One new addition to the plan that has come up since work began is a space “we’ve essentially carved out because of the volume of the lobby at the lower level,” Pautz said of what Santos essentially termed a VIP room that could lead to donors on a yearly basis. “This space provides an amenity for patrons of the auditorium.” Santos and company will be back in September with a completed schematic design, he said. On the fundraising side, Piquette said the FWCPA is planning to hold a combination fundraising rally/concert sometime in November. People are starting to reserve their pledges, Piquette said. “We just created a pledge form last week, and we’re just beginning to collect pledges. We have one two-star seat ($2,500), one four-star seat ($10,000),

and one of the meeting rooms ($50,000) has been reserved,” she said. “If you had your heart set on naming the plaza ($250,000) or the orchestra pit ($150,000), too late, they’re already reserved. These are wonderful things and we’re seeing progress.” So far, the city has access to nearly $16.3 million for the project, including a recently secured state grant for about $2.3 million. The city hopes to make up the difference with a New Markets Tax Credit worth up to $7 million in a best-case scenario, along with about $6.3 million in best-case scenario fundraising through naming rights and grants. For the first time in the history of Federal Way National Little League, the 12-under all-star baseball team will play for a state championship. The Federal Way Little Leaguers beat Queen Anne Wednesday night at Luke Jensen Park in the Vancouver area, 7-3, to advance into the 2013 Washington Little League Baseball State Tournament. National will now have to get beat twice in the championship round to not win the state title. Federal Way will take on the winner of the consolation bracket at 1 p.m. in Vancouver on Sunday. The win over Queen Anne was National’s fourth win at the state tournament. Federal Way opened with a 6-5 win over Eastlake on July 13, then beat Ridgefield, 14-4. National then downed West Seattle Little League, 14-6, Tuesday before beating Queen Anne. If Federal Way were to win one of its next two games, they will not only claim the state championship, but also qualify for the Northwest Regional Tournament in San Bernardino, Calif. The regionals will run Aug. 2-10 and feature the winners from state tournaments in Alaska, Oregon, Montana, Idaho, Wyoming and Washington. The winner of the Northwest Regional Tournament qualifies for the nationallytelevised Little League World Series in Williamsport, Penn., next month. Brush Prairie native Lindsay Aho fired a second straight 2-under-par 70 and went on to win the Pepsi Northwest Women’s Open Wednesday at the Twin Lakes Golf and Country Club in Federal Way. Aho, an All-American at Portland’s Concordia College, finished at 4-under-par 140 for the tournament and won by three shots over Jasi Acharya

of Columbus, Mont. Aho led by two shots over Acharya with two holes left and found herself in the bunker on the par-3 17th hole. But she holed out from the bunker and turned back the late rally to win the $4,000 first-place check. Acharya collected $2,700 for finishing second in the tournament. The heart-breaking defeat, which included a highlight-reel kick by Pettis and ended a 10-fight winning streak, looked like it would derail Henderson’s promising career. But fast forward two and a half years and things couldn’t be better for Henderson. After moving into the Ultimate Fighting Championship (UFC) following the Pettis loss, Henderson’s career is back on the fast track. Henderson won the UFC 155-pound title in February 2012 by beating Frankie Edgar in Japan. Since then, he has defended his belt three times with wins over Edgar in a rematch, Nate Diaz and Gilbert Melendez. Since joining the UFC, Henderson is a perfect 7-0 and 19-2 overall. Pettis was scheduled to face featherweight champion Jose Aldo in Rio de Janeiro on Aug. 3, but had to pull out of the bout with a knee injury. But his knee

began healing faster than expected and Pettis asked UFC officials to let him fight Henderson. “Do I want to see Pettis again? For sure. Do I want to get my hands on him? I cannot wait to get my hands on this guy,” Henderson told Bleacher Report. “Words can’t describe it,” Pettis told Bleacher Report. “You couldn’t write a better story. You can’t say no when the UFC calls, especially for a title shot.” Pettis (16-2) has won three fights in a row since losing to Clay Guida in his first fight in the UFC. He reclaimed the No. 1 contender position with a firstround knockout of Donald Cerrone on Jan. 26. Henderson, 29, began his wrestling career during his time at Lakota Middle School and continued wrestling at Decatur. He went on to wrestle at Dana College in Nebraska and started MMA fighting a year after a dare from a couple of wrestlers.

tournament with a perfect 6-0 record. Federal Way qualified for the state championship game at Cheney Stadium by finishing 5-0 during the preliminary rounds of the tournament in Centralia June 28-30. During the championship game, the Warriors got great pitching from Ben Koler. Koler threw all seven innings and allowed three runs and struck out 12. Offensively, Gabe Togia connected on a two-run double in the sixth inning to break open a 2-1 game. Dylan Davis finished 2 for 4 with an RBI and Koler was 3 for 4. The team was awarded state championship rings. The team includes Ajay Bhat, Jaret Wick, Brandon Paust, Ben Koler, Bridger Armstrong, Mitchell Grant, Ryan Gifford, Jacolby Nokes, Gabe Togia, Dylan Davis, Jeffrey Cochran, Tyson Sonnenfeld and Jalen Prather. The team is coached by John Nokes, Lance Koler and Mike Cochran. Nine of the 13 players on the team play high school baseball in the Federal Way school district. The Warriors are in their eighth year of existence and play in the 16-under Puyallup Select Baseball League and are currently 8-0.

• Thomas Jefferson graduate Eric Radford is one of six University of Redlands men’s basketball players selected on the National Association of Basketball Coaches (NABC) 2012-13 Honors Court for their academic success. The NABC Eric Radford recognized more than 700 student-athletes from 285 colleges and universities from across the country for the 2012-13 season. In order to join the Honors Court, varsity studentathletes must be academically a junior or senior with a cumulative grade-point average of 3.2 or higher after at least one year at their current institution. Radford, a global business major, averaged 8.2 points per game, 4.4 rebounds and 1.5 assists. Redlands finished 22-6 overall. • Federal Way High School graduate Monica McConnaughey signed a national letter of intent earlier in the week to play volleyball at Lincoln Memorial University in Harrogate, Tenn. It is an NCAA Division II school.

McConnaughey is a 5-foot-10 outside hitter and will transfer to Lincoln Memorial after playing two seasons at Lower Columbia College in Longview. McConnaughey While at LCC, she was named a second-team, All-Northwest Athletic Association of Community Colleges (NWAACC) and team most valuable player and captain. • Federal Way Mod Soccer is in need of eight coaches for the fall soccer season. The 100-percent volunteer organization needs five under-7 boys coaches, two U-10 boys coaches and one U-9 girls coach or over 60 kids will be turned away from playing.
