Police chase man driving stolen tractor By Justin Burnett Staff Reporter

A Central Whidbey man is facing two felony charges this week following a joyride down State Highway 20 on a stolen John Deere farm tractor. The very slow-speed chase ended with the man at gunpoint. Island County Sheriff Office deputies and Coupeville deputy marshals took Josiah Blodgett, 24, into custody at about 9:30 p.m. Sunday just north of the Coupeville stoplight. Blodgett had just led police on a fourmile chase that began at Jacobs Road and ended at the top of Sherman Hill near Wind Dancer Place. He was armed with a shotgun, a pellet gun and was allegedly intoxicated. According to a sheriff’s office report, the incident began a short time earlier at a home on Keystone Hill Road. Blodgett’s aunt warned authorities that her nephew was intoxicated and just stole their neighbor’s tractor. She also reported a shotgun was missing from the house. A few minutes later, another 9-1-1 caller reported seeing Blodgett on the tractor and traveling northbound on Highway 20 near Island Transit’s headquarters. Police located the man at Jacobs Road and attempted to pull him over with no success. Another officer got out of his car at the Terry Road intersection and tried to wave him down. “The driver smiled and waved at him and continued driving,” Undersheriff Kelly Mauck said Monday. The officer jumped back into his patrol car and lit out after the renegade tractor, which was traveling about 15 mph, according to police reports. Another officer soon joined the chase and the entire procession – the tractor and three pursuing patrol cars – passed through the Coupeville intersection. With the shotgun stowed on the ride side of the rear fender, Blodgett was swerving back and forth across the lane and waving at passing motorists, officers say. Blodgett allegedly crossed the center and fog line numerous times and an officer positioned himself in the middle of the road to warn oncoming drivers. A fourth deputy, arriving from the north, stopped ahead of Blodgett in the southbound lane. But instead of giving See ARREST, page 2

Coupeville Liquor Store closing By Nathan Whalen Staff Reporter

A voter-approved initiative proved to be the death knell for a small Coupeville business. Nearly two years after a voter initiative privatized liquor sales in Washington state, Coupeville Liquor Store will shut its doors in the coming months. “The writing has been on the wall for quite a while,” said Pam Smith, who has owned Coupeville Liquor Store for more than 18 years. She is planning to close her business sometime in September. Voters approved Initiative 1183 in November 2011. It pushed the state out of the liquor business. By the time privatization became effective in June 2102, the state had auctioned off its liquor stores and laid out the regulations that allowed hard liquor to be sold in large retail stores such as Safeway and Walmart in Oak Harbor and Prairie Center in Coupeville. Only businesses greater than 10,000 square feet in size are able to sell liquor in Washington state, unless someone has one of the licenses that were grandfathered in. Small contract stores like Smith’s were grandfathered in and allowed to continue selling spirits.

Once liquor became available at large retail stores, Smith said her business rapidly declined. She estimates her business dropped by about 60 percent. She noted several other barriers that got in the way of her business. Because her shop is so small, she had trouble with distributors and a quirk in the initiative interfered with her ability to sell to restaurants. Smith said she had several reliable restaurant accounts that provided a steady flow of income for the liquor store. Once the initiative became effective, she was forced to add a 17 percent fee, which is the same fee charged to consumers. Because of that, she said, restaurants went to distributors who didn’t have to tack on such a charge. Coupeville Liquor Store is the second liquor store on Whidbey Island to close in the wake of privatization. The liquor store in Oak Harbor closed in

late 2012. Smith opened Coupeville Liquor Store in 1995 and has sold out of its current location for 13 years. The local liquor store offers unique spirits and sizes that were smaller and more convenient than larger bottles offered at other stores, Smith said. This past spring the liquor store became a frequent home to baby goats and other animals. One of the employees works at a nearby farm and would bottle-feed the little animals while selling spirits to the community. Smith has started informing the community that she intends to close her business. She hasn’t announced a date yet or any sale of inventory. Once her business closes, Smith said she will rent out the building and she plans to keep her liquor license. After the closure, Smith said she plans to spend more time on the golf course.

A popular festival on Central Whidbey will soar to new heights next week. Three falconers will be demonstrating their craft during both days of the Loganberry Festival next weekend July 27-28 at Greenbank Farm. Farm Manager Judy Feldman said the falconers – Steve Layman, Joel Gerlach and Mark Borden – will demonstrate their falcons’ abilities and talk about how raptors are a benefit for agriculture. The annual Loganberry Festival was started in 1991 by Chateau St. Michelle, which owned the farm and was the largest grower of loganberries in the United States. The farm’s activities changed over the years as the farm entered into public ownership and became an integral part of Central Whidbey Island. While only one patch of the berries remain at the farm, Feldman said, organizers want to keep the loganberry name to provide a connection to the farm’s past. Even though the loganberry has

belligerent, partially resistant and yelling profanities” at deputies. Officers also reported “a strong odor of intoxicants coming from Blodgett’s breath as he spoke.” A search of the tractor revealed a “.357 magnum replica pellet gun.”

The shotgun was not loaded but Blodgett allegedly had several unused shells in his pocket. Blodgett faces felony charges of eluding police and vehicle theft. As of Monday, he was still held at the Island County Jail in Coupeville.

Animals have become a more visible part of the Loganberry Festival in recent years. Jillian Santi will demonstrate “cowgirl dressage” to Johnny Cash music and riders from Equestrian Crossings will perform horse vaulting. Those are just two of the animal events that take place at the farm. Feldman highlighted a medieval promenade scheduled in the afternoon. The promenade is a Renaissance-themed procession from the farm fields to the arena located across the parking lot near the farm buildings. The farm, which is home to a popular dog-walking area, will host several canine-related activities during the festival. Dog agility contests and Frisbee activities are sure to be popular with the pet owners. The Loganberry Festival also includes a full slate of live music, arts and crafts booths, wine tastings and a beer garden and children’s activities. GREG COSGROVE said he finds it hard to believe the area could be all that dangerous when county workers just built a dirt road – separate from the emergency gravel road – right through a large swath of the debris field to allow a drilling rig to dig core samples. “You let rigs that weigh 10 tons on that road and you won’t let me take my Volkswagen across it?” asked Cosgrove, a Driftwood Way resident. “No, I don’t buy that.” J. Gordon, principal geotechnical engineer with Seattle-based GeoEngineers – the county’s hired consultant – agrees with Oakes assessment. “The material below (the dirt road) is literally pancake batter,” said Gordon, adding that winter rains may significantly impact the area’s stability. Gordon started the meeting with a lengthy history

lesson that covered everything from past landslides in Ledgewood and the findings of other experts hired years before to all the efforts undertaken since the March event. AS FOR what triggered the landslide, there appeared to be no “smoking gun.” Rather, experts say it was the result of several factors in an area that has been highly unstable for thousands of years. Contributors include erosion of the bottom portion of the bluff, which acts as a stop for the material above, climate change resulting in heavy rainfall and changes to surface water, and heavy saturation from ground water. The larger Ledgewood area appears to be safe, but the upcoming rainy season

ISLAND COUNTY Commissioner Helen Price Johnson addressed the issue during the meeting. This is an unusual situation which presents legal questions that have yet to be answered, she said. “I don’t have those answers today but I am pursuing that,” Price Johnson said. “It’s not quite as simple from where I’m sitting as it is from where Arthur is sitting.” Many residents voiced concern that the road is an accident waiting to happen and that liability will fall on their shoulders. Some are so worried they inquired about rumors that the county is considering buying out some homeowners. “That is not true,” Oakes said, earning a round of healthy laughter throughout the room. “I thought I would ask because I would sell you ours,” Kim Dales said. Oakes did say he is looking into the possibility of an agreement that would allow the county to assume temporary stewardship of the road.

may cause more problems around the slide area, particularly for the few homes red or yellow tagged. “During this winter, who knows what’s going to happen,” Gordon said. “There is no way to predict the areas right adjacent to that slide because it’s just too active.” WITH MANY unknowns, Gordon said he would not recommend rebuilding Driftwood Way. The temporary dirt road built could disappear tomorrow; there is just no way to know, he said.

Driftwood Way residents in the Ledgewood community will have to rely on a tiny, single-lane gravel road as the sole access to their homes for at least two years. That was one of the messages that came from a community meeting in Coupeville last week. The meeting involved Island County officials and Central Whidbey residents affected by a massive landslide this past March. The nearly 100 residents in attendance also got new information from experts about what may have caused the landslide, heard how the county plans to deal with stormwater problems and what the future may hold for the destroyed section of Driftwood Way. ROAD ISSUES seemed to touch the most nerves. Many made it clear they think the county is failing to live up to its obligation to homeowners. “These are not just summer residences that can be ignored,” said Arthur Nowell, a Driftwood Way resident. Island County Public Works Director Bill Oakes said the area around the old road is still dangerous and that it will be at least two years before engineers will know whether the two-lane road can ever be repaired. The spring landslide demolished a large section of the road, effectively cutting off vehicular access to a small neighborhood. Although an emergency road was constructed, many said they want Driftwood Way rebuilt and were highly skeptical over the county’s explanation.

“This road could go away over night,” he said. Attendees also appeared united in the their displeasure over the gravel emergency road, which was built shortly after the landslide occurred. The county commissioners approved a declaration of emergency, which gave them special powers, and the road was constructed on private property. The declaration has since been rescinded and Oakes has argued that care of road must be passed to residents. Because it’s on private property, funding any maintenance would be a gift of public funds. “I’m telling you we can’t spend public money on private propery,” he said. OAKES’ POSITION is hotly contested. Lowell, an oceanography professor at the University of Washington, argued that the restriction only applies to certain funds, a point Oakes concedes may be true. “I want to make that point very, very strongly in front of everybody,” Lowell said. Also, the road is officially designated as “primitive” and state law absolves counties that build them from any liability. That is not the case, however, if the road is privately owned.

Sometimes a crime story is not so bad Most everybody enjoys a good crime story. By this, I don’t mean murder and destruction, but those quirky crimes in which no one is hurt and nothing destroyed. Megan Hansen Covering crime can weigh on a person. It’s Some perspective daunting to read court documents and police reports pertaining to something as tragic as rape or murder. I did it for five years. While that kind of coverage is necessary, it’s the occasional quirky stories that make crime reporting worthwhile. Like the time a man stole auto parts from another man’s shop only to unknowingly show up his place of business later that day and try to sell them back to him. Insert eye roll here. That was an article I wrote during my last newspaper job. This week brought such a quirky story. While it’s unlikely the parties involved are laughing, it seems most of Coupeville is talking about it. At about 9 p.m. Sunday a man sent police on a four-mile low-speed tractor chase. Yes, you read correctly — a tractor chase. The 24-year-old was allegedly intoxicated and stole a tractor from a neighbor. The chase started on Jacob Road and made its way to State Highway 20 just north of the light in Coupeville. Speeds did not exceed 15 mph. The chase involved guns and multiple police cars. The suspect reportedly waved at other motorists as they drove by. If the scene were in a movie, I have a few suggestions on what kind of background music should be used — something upbeat and cheerful. Thankfully, the “chase” ended with no injuries. I’m sure the tractor owner is thankful to get their equipment back in one piece, and I’m sure the suspect is banging his head against his jail cell wall over the pending charges of eluding police and vehicle theft. Obviously, while humorous, I don’t condone any criminal activity. But, the story does lend itself to a little levity and offers something to talk about — until next week. — Megan Hansen is editor for The Whidbey Examiner.

Thankful for those who stopped to help Editor, On Friday, July 12, at 5:30 p.m. I was headed to Coupeville on State Highway 20 to meet friends and attend a birthday party. There was no traffic on either side of the road and I decided to pull over to check that I had all of my gifts, food, etc. I then made a bad decision to back up and my right rear tire went into the ditch. As soon as I stopped and got out of the car two cars pulled up to help. One civilian couple and a young military man. They were extremely kind, helped me call AAA for assistance and made sure I was not injured. The couple left, but the young man stayed with me to await a tow truck. A few minutes later two other base personnel stopped, and the three of them decided they could push me out of the ditch. They were successful and, after looking over my car, agreed I should be able to drive safely back home. I thanked them, but sadly did not get their names. So I hope they will see this letter. The daily news tells us all about people doing bad things. I know the world is filled with kind, caring people and we are truly blessed to have more

than our share here on Whidbey Island. The kindness of strangers saved me from a frightening situation and I am very grateful. Thank you to all who stopped and cared.

Perhaps new OLF location is possible Editor, I find it very interesting that as important as the Outyling Field in Coupeville is to the navy, as well as an important part of our much needed national defense, they have been somehow able to do without using it since May. This “Sound of Freedom” has been wonderful, and I thank the Navy for this much needed break. But, I now wonder, if the Navy has been able to go this long without using the OLF, why not stop entirely? Wherever they have been flying to do their much needed practices, why not continue? This proves that the Navy can do without using the OLF! We now know that the Navy can practice elsewhere. Perhaps the “need” for the OLF is just another bunch of hogwash.

OLF importance is unattributed opinion Editor, The July 11, 2013 edition included a brief article under the headline, “No practice scheduled next week at OLF.” The last sentence in the article reads, “The Navy’s OLF at Coupeville is a critical national security asset that provides essential training for Navy pilots based at NAS Whidbey Island to conduct safe and effective aircraft carrier flight operations.” This statement appears to be an unattributed press release issued by Whidbey NAS and not a news report by The Whidbey Examiner. The article might have said, “NAS spokesperson John Doe states that the OLF is a critical national security asset.” Or it might have said simply, “The OLF is utilized by Navy pilots for training for aircraft carrier flight operations.” If this is too challenging, how about a companion article that reads, “The mission of The Whidbey Examiner is to present opinions or positions salted with adjectives as statements of incontrovertible fact.”

Donald R. Conrad passed away peacefully on Wednesday, July 4, 2013, at 12:14 a.m. at his home with his faithful dog, Bentley, at his side in Coupeville, Wash. Don was born in Wayne Co., Ind. on Aug. 25, 1935. He was the son of Floyd and Gladys Conrad. Don is survived by his sister, Phyllis Suit (South Bend, Ind.) and his two nieces, Marcia Baldizon and husband Julian Baldizon (South Bend, Ind.) and Debbie Brauachler and husband Tony Brauchler (St. Louis, Mo.) He is also survived by his extended family, Laura and Neil Anthony , of Coupeville. Don spent his early years on their family farm in Indiana and then proudly served in the US Army. He moved to California with his sister and two nieces and worked in the banking industry. He then worked for a number of years in the transportation business. It was here that he met his extended family. Don moved to Whidbey Island when he retired to be with his extended family. Don had a deep love in his heart for animals. He was a strong supporter of the WAIF program on Whidbey Island. He also enjoyed sports and was an avid fan of the Coupeville High School Booster Club. Don believed firmly in programs that promoted wellness and positive

It’s no small feat to own a business in today’s economy. I consider myself extremely fortunate to work in a job I’m excited to get out of bed for every day. I love my locals, I love to watch the tourists come and go. I chose to settle here and open bayleaf because of Ebey’s Landing National Historic Reserve. With its diverse landscapes of forest and prairie and kettles and cove, it truly is like no other place I’ve been. It is where I live, where I work, where I play and where I plan my future — but, most importantly for me, it is home. Every day Ebey’s adds pleasure to my personal life. It might be a brisk morning hike up the bluff trail or a walk on the beach at sundown with the love of my life. Some days it is walking on the ferry and looking back at Fort Casey and the Landing or walking down to the Coupeville Wharf for a dock walk any time of year. I do not take for granted all that Ebey’s provides me both personally and in my business. I believe my business survives and thrives through lots of hard work, but also because of where it is. Coupeville kicks off Art of the Boat event By Nathan Whalen Staff Reporter

A new event planned in September will combine Coupeville’s maritime, musical and artistic heritage. The historic town will make room for all sorts of sea-faring vessels, artists’ works and musical groups as part of the first Art of the Boat festival on Sept. 14. Organizer Claire Acord said she got the idea while attending the Port Townsend Wooden Boat Festival, where she had designed art for the event’s promotional poster. She thought Coupeville should have something similar. She described Art of the Boat as a combination art, boat and music festival. Boats will be scattered at businesses and organizations throughout Coupeville. Art-

Troy Cowan was recently named Coupeville High School’s girls soccer coach. Cowan is the Wolves’ third head coach in three years. He replaces Dan d’Almeida, who coached Coupeville for one season. D’Almeida is leaving Central Whidbey for a teaching position in Austria. Prior to d’Almeida, Mike Thornton coached Coupeville for a number of years before taking a job in Texas. Cowan, a long-time Coupeville resident, is currently coaching the Islanders GU15 club.

Her efforts paid off and she held a kickoff party July 11 at Ryan and Friends Fine Art located at the corner of Front and Center streets. “The community response has been phenomenal,” Acord said. Art of the Boat is the newest festival for Central Whidbey Island. It comes a month after the Coupeville Arts and Crafts Festival and a month before Coupeville’s Harvest Festival. The Coupeville Booster Club is hosting its seventh annual golf tournament Sunday, Aug. 25, at the Gallery Golf Course. The tournament will begin with a shotgun start at 1 p.m.; sign in begin at 11:30 a.m. Prizes include $25,000 for a hole-in-one, as well as longest drive, longest putt, closest to pin and lowest team score. Ragnar Relay weaves way down Whidbey

The annual Ragnar Relay weaves down Whidbey Island

this weekend. The Ragnar series features 21 races throughout the country each year, with the Washington event starting at Blaine at 6 a.m. Friday, July 19. The final teams are expected to finish the 196-mile run at about 9 p.m. Saturday in Langley. Over 425 teams and 9,000 runners registered for this year’s race with about 25 teams based out of Oak Harbor and Coupeville. The race runs primarily along trails and rural roads with vans following the runners to exchange zones. In some areas throughout the two-day event, local residents may experience heavy levels of traffic. Runners are expected to travel through Oak Harbor from 1 to 11 a.m. Saturday and Coupeville from 5 a.m. to 3 p.m.

CSWA continues firearm safety series

The Central Whidbey Sportsmen’s Association is continuing its series of firearm safety classes this summer and fall at its clubhouse at 397 Safari Lane, 2.5 miles south of Coupeville. In addition, the club is offering access to its shooting range for nonmembers. Next up is a women’s class 9 a.m. Saturday, July 27. The four-hour class covers the skills needed to handle a loaded firearm and how to make it safe. The class is free and no preregistration is required. Participants may use their own firearm or borrow one

from the club. It is suggested participants bring a snack or lunch. Instructors are retired law enforcement officers. Call Bob Clark at 360-9292167 for more information. Fees are waived for active duty military. CWSA will provide one paper target. Shooters may bring their own targets or purchase more for $1 each. NWLL softball team drops state games The North Whidbey Little League 9/10 softball team, which included Coupeville players Mollie Bailey and Chelsea Prescott, fell in both of its state tournament games last weekend in La Center. North Whidbey lost to Kirkland 21-0 Saturday and to Battle Ground 14-4 Saturday.
