Do all Lakehaven Utility District customers pay the same price for water? Yes and no. Joe Stumbo, a resident of unincorporated King County, contacted The Mirror out of frustration over the difference in water bills between his own residence and a rental house. Lakehaven customers pay for water by the cubic foot. According to Stumbo’s recent bimonthly billing statement, his rental property used 16 cubic feet of water at a cost of $45.48. For the same billing period, his own residence used 5 cubic feet of water at a cost of $53.35. Stumbo said the setup is unfair, especially when he used less than one-third of the water than his rental property. “It’s not like people really have a choice,” said Stumbo, who lives near Thomas Jefferson High School on the Federal Way-Auburn border. As it turns out, size matters. The bigger your house and water meter, the more you’ll pay for water. Federal Way staff have been reviewing the application process for the city’s

various volunteer boards and commissions, following some issues regarding the North Lake Management District Advisory Board and an applicant who was approved but later rescinded. “Council had asked to look at the application process for the commissions

and boards,” said city attorney Pat Richardson during the July 9 Parks, Recreation, Human Services and Public Safety Commission Meeting. In comparing application requirements, the only city that requires a criminal background check is SeaTac, Richardson said.

The original issue arose last month when the council unanimously approved the appointment of Greg Summers, an embattled chiropractor facing sexual misconduct charges in relation to his chiropractic practice. Outside of that, a special city council meeting also found that other

members of the North Lake Management District Advisory Board had attempted to submit information regarding Summers’ apparent disregard for North Lake, which ultimately led to the council rescinding Summers’ commission appointment. [ more PROCESS, page 20 ]

Construction is expected to begin this year on three apartment complexes in Federal Way with a combined total of nearly 900 units. The Celebration Senior Living Apartments are slated for a vacant site at Pacific Highway S. and S. 328th Street (across from Econo Lodge and Burger Express). The proposed project consists of about 380 affordable independent rental units, housed in two 65-foot towers joined by a skybridge. Each tower will have its own ground level parking. There will also be a “social building” and common open space.

This is a community headed by the Senior Housing Assistance Group (SHAG), a non-profit organization that provides affordable rental apartments for low- and moderate-income seniors in the region. Construction is slated to begin this fall on the east building, with construction beginning on the west building in the third quarter of 2014, according to a SHAG spokesman. No official opening date has been set. Another project titled Park 16 Multifamily Development, with 293 midto low-income housing units, is slated for 16th Avenue S. and S. 356th St. The project will include a recreation center and open space. According to a city report, the

complex is expected to generate a significant number of new students at Rainer View Elementary, Sequoyah Middle School and Todd Beamer High School. Construction is expected to begin this summer, with plans to open by the spring or summer 2014. A 208-unit multifamily apartment complex is slated for the land at S. 336th Street and Pacific Highway S., also known as Kitts Corner (previously known as Federal Way Village). The 46-acre parcel has been rezoned, with 19 acres designated as community business and 27 acres as multifamily. The site has undergone a series of rezoning approvals dating back to 2005, when the developer originally [ more APARTMENTS, page 9 ]

Beginning July 15, work on the SW 336th/21st Ave. SW project will begin and end earlier, with work scheduled from 5 a.m. to 1 p.m. on weekdays. The new hours will last until the end of August, according to the city. The project is expected to be completed in December 2013. “We’re making these changes to try to reduce the delays to drivers and impacts to businesses from the ongoing work,” said Chris Carrel, city spokesman. With the previous hours, from 7 a.m. to 3 p.m., significant backups had been occurring. The project began on May 3. The shift in hours is expected to reduce traffic congestion, and may shorten the project’s construction time because the contractor’s suppliers can avoid the congestion issues. Night work is not an option because of the contractor’s need to receive shipments of materials during the day.

Police arrest hit-and-run driver Mirror staff reports

Des Moines police report that a driver suspected of a hit-and-run accident was arrested in Federal Way. About 7:15 p.m. July 5, a 2012 Nissan Murano was traveling at a high rate of speed in the 25700 block of 16th Avenue South. Witnesses reported that the Murano struck a parked vehicle, then hit two girls, ages 8 and 12, who were walking on the shoulder of the road. The driver fled the scene. Witnesses provided the license plate of the vehicle, which was registered to a Federal Way address. Federal Way police went to the address and arrested the 52-year-old male suspect. Police believe no drugs or alcohol were involved. The suspect was booked on felony hit-and-run charges and later taken to King County Jail. The girls suffered scrapes and bruises, and were undergoing tests to rule out any serious injuries.

As the “Family Funland” play structure at Steel Lake Park approaches two decades in service, the Federal Way Parks Commission wants to make a number of significant improvements to the structure. However, the commission needs some funding help to complete all of the renovations it hopes to see at the park. “The city council has approved 80 percent of the funding we need to renovate it,” said Dave Berger, parks commission member. “If we get the additional 20 percent funding we need from community donations and service clubs, we’ll get an Ability Whirl. If we’re able to do this, it’d be the first in the U.S.” The Ability Whirl is a toy made for wheelchair-bound children, and allows them to have a merry-go-round experience. The Ability Whirl also allows for caregivers and other children to be on it at the same time. One of the main thrusts of the renovation project is to get the play structure fully compliant with the Americans with Disabilities Act (ADA) standards. Berger said the remaining 20 percent of necessary funding equals between $30,000 and $40,000. He

GREG ALLMAIN, The Mirror said the Federal Way Rotary Club has applied for a grant for the ADA improvements, but that the grant is a highly competitive one, so there’s no guarantees on that coming through. Unfortunately for the parks commission, few people have been made aware of the project so far. The commission had a display at the Red, White and Blues Festival held July 4, but “no one had heard about the project,” Berger noted. Fellow parks commission member Jack Sharlock has experienced the same lack of awareness, he said. “I’ve asked people who are pretty savvy…they didn’t know we were doing this. We want to get the public involved,” Sharlock said. “This is for the community, to really help the

community. ... This is (one) of the prime parks. We want to make sure we can do something really neat for the community.” Other improvements for the play structure include: • Installing new facades to give color to existing features, and replacing all chains and hose systems with new braided systems • Adding a new tug boat and climbing pods • Upgrading all the slides from metal to plastic • Adding new overhead spinners • Adding a new 12-footwide perimeter sidewalk around the structure, which will include new benches, tables and new activities panels • Adding new drainage and safety surface materials Berger noted that some

of the existing activity panels on and around the structure are a bit dated for children these days, citing the fact that his 3-year-old grandson knows how to operate an iPad. “Today’s kids need more challenge,” he said. “The reason we want people’s input is there are a lot of different options, in terms of motion, sensory, and so on. We’ll incorporate the favorites into the renovation project.” If the last bit of funding can be raised, Berger and Sharlock said they’d hope to begin work on the renovation in the late fall/early winter. While the renovation work would be left to the professionals, Berger said there would be volunteer opportunities for some of the “tear down” work.

Veterinarian’s porn stash included bestiality video Mirror staff reports

A Federal Way veterinarian whose child porn stash included a bestiality video has been suspended indefinitely from practicing in Washington. In April 2012, Mark L. Besola was convicted of two felony counts of possession of child porn. Besola, a resident of Bonney Lake, formerly ran a clinic called A Small Animal Hospital in Federal Way. The clinic, which treats cats and dogs, is still open for business. An employee who answered the phone declined comment. In April 2009, Pierce County detectives searched Besola’s residence and recovered hundreds of pornographic DVDs, according to documents from the state Department of Health. Several DVDs contained explicit images of minor children, some appearing to be as young as age 7. One of the DVDs contained a film clip of an unidentified human female, believed to be in her late teens or early adulthood, engaged in sexual intercourse with a German shepherd. Besola claimed the DVD belonged to his roommate, according to documents. Although Washington state law defines bestiality as animal cruelty, Besola was never charged with animal cruelty, according to documents. In April 2012, Besola was found guilty and was later sentenced to 35 months in prison, followed by 36 months in community custody. He is required to register as a sex offender, and is forbidden to have contact with minor children while he is in community custody. Besola’s prison sentence has been delayed while the Court of Appeals hears his appeal, and according to documents, he is under the supervision of the community custody program. The report notes that Besola has no prior discipline history. In September 2012, the Veterinary Board of Governors charged Besola with unprofessional conduct. In June 2013, the

The board reported that “while the concept that a veterinarian might possess bestiality videos is deeply disturbing, the possession of child pornography is sufficient in and of itself for a finding of unprofessional conduct.” At an unknown date, Besola had posted the following statement on the website for A Small Animal Hospital: “Growing up around farm animals and participating in 4-H as a youth helped lead me to my profession. As a young person, I would continually find stray dogs and, to my mother’s dismay, bring them home and attempt to add them to our family. For me, veterinary medicine is not just a job; it is a way of life. Each day is filled with challenges and triumph, with personal satisfaction and joy.”

Police Blotter Following is a sample from the Federal Way police log: • Armed robbery at gas station: At 8:25 a.m. July 6 in the 33000 block of 1st Way South, two women robbed a gas station at gunpoint. According to the report, the duo wore hoodies and bandanas to obscure their faces. Police are investigating the case. No suspects have been apprehended. • Cash register raided: At 3:30 a.m. July 6 in the 27000 block of Pacific Highway South, unknown suspects broken into a restaurant and stole approximately $30 in coins from a cash register. • Suspicious circumstances: At 2 p.m. July 6 at an unknown address in Federal Way, police were called to a CPR in progress. The CPR efforts were unsuccessful and the victim died. The report notes “suspicious circumstances” were uncovered in the investigation of the person’s death. • Watermelon thrown into truck: At 3:51 a.m. July 6 in the 3200 block of SW 329th Street, a man reported that unknown suspects had thrown a watermelon through his broken rear window on his pickup truck. According to the report, unknown suspects had busted out the same window in April. The victim believed the two

The Washington State Patrol is investigating a crash in Federal Way that injured five people, including three children. The incident occurred around 11:30 p.m. July 6. The driver of a 2000 Chevrolet Malibu was parked on the right shoulder on southbound I-5, just south of S. 272nd St. The vehicle’s occupants included a 33-year-old Olympia woman and three children - ages 12, 8 and 6. A 1992 Honda Civic was traveling southbound on I-5 when it drifted onto the right shoulder and crashed into the Malibu, sending that vehicle into the ditch and onto its top. The Civic came to rest in the road and blocked two lanes of traffic. According to the state patrol, drugs or alcohol were involved in the collision, and charges are pending. The driver of the Civic, a 32-year-old Federal Way man, suffered injuries and was booked into King County Jail for investigation of vehicular assault. The four occupants of the Malibu were injured and transported to St. Francis Hospital. The cause of the crash is under investigation.

area about 10 minutes prior to the fire starting. • Lawnmower stolen: At 6:10 p.m. July 3 in the 33000 block of 35th Avenue South, a man reported that unknown suspects had stolen his lawnmower while it sat unattended in his front yard. • Meat theft: At 7:29 p.m. July 4 in the 2100 block of SW 336th Street, an unknown suspect stole over $200 in meat from a store. • Gas siphoning fail: At 4:08 a.m. July 3 in the 31000 block of Pacific Highway South, employees at a hotel contacted police regarding a man who was attempting to siphon gasoline from various vehicles parked in the hotel’s parking lot. Police were able to apprehend the suspect, although the report notes the man was unsuccessful in every one of his siphoning attempts that day.

Pot dispensaries not allowed in FW From staff reports

The Washington State Liquor Control Board recently approved the rules for producing, processing and retailing recreational marijuana. The operation of the state’s would-be marijuana industry is encompassed in a 42-page, single-space document. “Public safety is our top priority,” said board chair Sharon Foster. “These rules fulfill the public expectation of creating a tightly-regulated and controlled system while providing reasonable access to participation in the market.” The rules come as the

culmination of months of work and public meetings, according to the board. Eight public forums drew more than 3,000 attendees across the state, while 11 internal teams performed work on a variety of issues. For Federal Way, a moratorium imposed on marijuana dispensaries has expired, said city spokesman Chris Carrel, but that doesn’t mean such businesses will be able to set up shop within city limits. “Marijuana dispensaries remain illegal under federal law,” Carrell wrote in an email to The Mirror. “The city code prevents the issuance of business licenses for activities that are illegal under federal law.”

The Federal Way Community Center hosted the second annual Miles for Meso Washington Memorial 5K Run/Walk on July 4. The event was organized by Pat Dyhrman, Diana Stewart and Pat Hatley — three women who lost their husbands to mesothelioma, a non-curable cancer caused by the exposure to asbestos. Dick Dyhrman was a geologist for the Weyerhaeuser Company. Bud Hatley was a coach and athletic director for the Federal Way School District. Bob Stewart was a teacher and coach at Federal Way High School. The run was a tribute to them and all Washington residents who have suffered from this disease. The event raised over

$13,000 for the Mesothelioma Applied Research Foundation. Federal Way’s mayor, Skip Priest, welcomed the 300 participants to the city following the raising of the American flag by Dick Dyhrman’s Boy Scout Troop 174 from Puyallup. The runners were also greeted by Erin Maas, the operations manager for the Mesothelioma Applied Research Foundation. A children’s fun run preceded the start of the 5K run. The course through Celebration Park, the BPA Trail, and the streets around the Community Center and City Hall was closely monitored by course volunteers and the Federal Way Amateur Radio Club. After the run, a pancake breakfast was provided while participants awaited the awards and raffle drawings. The overall winner was Mason Fletcher with a time of 17:18. Mason was last year’s fastest runner as well. The top female finisher was Mollee Huisinga, who ran the course in 20:21.

Why I voted no on transportation bill As you, the residents of the 30th District may have heard, I am being attacked for voting “no” on a transportation bill. This bill was an “alternative” to the transportation package I supported. Earlier in the session, I committed to a “yes” vote on a transportation package that would have provided for all the needed projects in our area. That package was developed with input from business, labor, ports, local governments, elected officials and many other stakeholders. It would have phased-in gas taxes over a five-year period, sparing citizens the burden of a large new expense from an im-

The hottest race for city council The headliner this year is the race for Federal Way mayor, but the best of the undercard may be the battle between appointed incumbent Kelly Maloney and second-time candidate Mark Koppang for city council position 2. The third primary candidate in this race is Anthony Murrietta. Several attempts to contact Murrietta were unsuccessful. Maloney was appointed to the council in January and has been active in trying to attract a four-year college satellite campus to the downtown core, which she believes will help spur economic development in the area. Students could live and shop in the area while attending school, and she notes the increase in energy and improvements in downtown Tacoma since the University of Washington campus opened. Maloney works for Orion Industries and specializes in marketing. She would like to see a downtown comprehensive plan and believes “the city strategy needs clarity.” Like most of the council, she likes the performing arts and conference center (PACC), but has reservations about the costs. She is concerned that the public needs to understand more about the project, and she would like a more current survey to check community support. Maloney generally is opposed to any new taxes and feels the city needs a better message for economic development that highlights our low taxes. She is concerned about domestic vio-

lence in the aftermath of the Pinewood Apartment murders and would support changes that give police additional authority over guns if a protective order is in place. This is Maloney’s first race for public office. She is endorsed by Councilmembers Susan Honda and Diana Noble-Gulliford, community leaders Jeff Stock and Mark Clirehugh, and the Federal Way Police Officers Guild. She was rated “Outstanding “ by the Municipal League. This is Mark Koppang’s second run for the city council. He ran a good race two years ago, but lost in the primary. Koppang supports the PACC, but would not support any public debt, other than short-term financing. He believes that “we have too many empty buildings in our downtown core.” He believes Federal Way can be a technological hub for South King County, and agrees with many citizens who have advocated a Kent Station type of development downtown that could also include luxury condominiums and high-rises. Regarding the Pinewood murders, Koppang favors improving neighborhood safety, and noted he serves on the city’s Civil Service Commission, which does the recruitment for police officers. He also believes that gun shows should be included in background checks. He is concerned about the fiscal drain from SCORE, the city’s suburban jail, impacting other city [ more ROEGNER, page 8 ]

The atmosphere at this year’s PRIDE parade in Seattle was decidedly celebratory, with a generous dose of relief. After all, since last year’s parade, our state passed R-74, which allows same sex couples in Washington to marry. In addition, the week before the parade saw the historic Supreme Court decision to strike down the Defense of Marriage Act and recognize the marriages of same sex couples at the federal level — allowing benefits for same sex couples that heterosexual couples have enjoyed for decades. Gay or LGBT pride events originated to commemorate the Stonewall Riots in New York in June 1969. Each year, near the end of June, parades and festivities occur around the country to counter discrimination and violence toward lesbian, gay, bisexual and transgender people. In a move that shows how much support for equality is growing in our region, the Seattle Mariners made history by becoming the first professional baseball team to fly a rainbow gay pride flag at Safeco Field on June 30. In Seattle, there also is a movement under way for a separate Trans Pride event to distinguish the differences between sexual orientation (lesbian, gay, bisexual, straight, etc.) and gender identity (male, female, transgender, two-spirit, etc.). I marched in the Pride Parade this year as part of a delegation from local United Churches of Christ, Disciples of Christ, and Metropolitan Community Churches. We were one of many religious delegations in the parade. Our float had two members of our Federal Way church sitting on it beneath a sign that read: “Together 39 Years: Married 6 Months.” If you missed the festivities in Seattle, you can still take advantage of the Tacoma Pride Festival. Though there’s no parade, the week of July 12 is full of festivities, including Pride Foundation Rainbow Awards, an “Out with God” Worship Service, and Out in the Park — a family friendly community event with booths, food and fun. Sadly, if you’re LGBT in Federal Way, chances are things aren’t as festive for you. I’ve only found two churches in our city, and only one of them Christian, that will perform your wedding should you want to be married. If you’re in high school, you’re likely to be teased, harassed and even bullied. Heck, you don’t even have to be LGBT. The perception of you being “not straight” is enough for that to happen. I was excited that much-needed improvements, and the jobs that would flow from those improvements, would be coming to our community. However, the original transportation funding plan was abandoned due to political maneuvering. In the alternative plan which I opposed, new projects were added at the last minute that required the gas tax increase to be fast-tracked. Projects in the original proposal didn’t need immediate financing, but these additional projects did need quick funds. With the passage of the

alternative proposal the average, middle-class resident of our district would have been paying possibly hundreds more in fuel starting next month. Under the alternative plan, the final cost to the average citizen could be more than $400 by 2014. I answer to the people of the 30th Legislative District and Washington state, and will vote in the best interest of the people regardless of outside pressures. On the issue of taxes, the people have spoken. In March of this year, an Elway poll showed 72 percent of residents are opposed to a gas tax increase. A poll done in May shows that 61

percent of Washingtonians are opposed to higher taxes even if they are used for services or education. However, I was asked to blindly support a gas tax increase regardless of the costs and benefits of proceeding. I drew a line in the sand that I would not cross, and the price I must pay is the criticism of those who wanted any bill regardless of the impact on you. When casting my “no” vote for the transportation tax package, I realized some would disagree with me. However, I am committed to bear any burden and pay any cost to protect you from politics as usual in Olympia. We need to improve our infrastructure to remain a viable economy. Q&A with Mr. Federal Way Q: As a frequent walker on the BPA Trail, I’ve noticed that some dog owners pay no attention to posted rules concerning leashing dogs and scooping and removing dog poop. I assume the city cannot afford to enforce the city ordinances. Is there any other solution you can recommend? A: As a general rule, nobody likes stepping in a big pile of poop. Mr. Federal Way has done this numerous times and it has never ended well. The poo gets into the little crevices of your shoe, it smells horrible, and inevitably makes its way onto the carpet in the front room. In short, it’s about the grossest thing Mr. Federal Way can think of. In Mr. Federal Way’s short tenure as the “must read, main attraction” of the Federal Way Mirror, the subject of personal responsibility has been front and center. This is no different. Having a pet is a big-time responsibility and, just like with children, there is a right way and a wrong way to do things. Mr. Federal Way would hope that you wouldn’t just throw a dirty diaper onto the side of the BPA Trail for somebody to step in. It’s the same thing with a dog. Poop is poop and nobody likes looking at it and, especially, stepping in it. Mr. Federal Way’s solution is a simple one: Take responsibility for your dog’s feces! If you didn’t bring a plastic bag or a shovel with you, grab a stick on the ground, dig a hole and bury the turd(s). It’s not the job of the Federal Way Police Department to follow around dog-walkers on the BPA Trail, waiting for Fido to drop a Lincoln log. They have better things to do, and paying an officer to conduct a “poop patrol” is not how Mr. Federal Way wants his hard-earned tax money spent. Q: I went to The Commons mall last weekend and it was a ghost town. Is it always like that, or was it because of the Fourth of July? A: No, it’s always like that. Unless you are on the search for a samurai sword, an eyebrow wax or an un-needed upgrade on your cellphone, there are not a lot of other options at The Commons at Federal Way. The actual Commons mall is not a place that you can spend a few hours roaming around. If Mrs. Federal Way wants to get away from Mr. Federal Way on a Saturday afternoon and spend money, Mrs. Federal Way heads to SouthCenter, the Tacoma Mall or the SuperMall. The only reason Mrs. Federal Way would

[ LETTERS from page 6] rehabilitate the original transportation package, which set clear priorities and funded necessary projects like the Port of Tacoma SR 167 extension, the completion of the Triangle Project and State Route 509. I am ready and willing to work to those ends, but I am not willing to “sell out” the taxpayers in the process. We can succeed and accomplish great things if we work together, and reject placing politics before people. And finally, we

head to The Commons is to pick up something at one of the stores on the periphery that have their own dedicated entrances — places like Target, Macy’s, Sears — or to see a movie. The middle of the mall is a hodgepodge of closed storefronts and specialty shops. Hopefully, the new Kohl’s, which is currently under construction, will be a much-needed breath of fresh air for the mall. Q: Why do gas prices at the 320th Street Safeway fluctuate as much as 18 cents a day, up or down? I drive by in the morning and it’s $3.60, by the afternoon it’s $3.69, and then in the evening it’s $3.59. Why? A: Like everything in America, gas prices have to do with supply and demand. According to Mr. Federal Way’s crack research staff, the price is determined by how much the station owner has to pay for delivery of the gas, as well as the price at surrounding stations. For example, if gas station “A” receives gas on Monday for $2 and gas station “B” on Tuesday for $1.90, gas station “A” must compete and lower its price, even if it’s in the middle of the day. There is nothing more frustrating than filling up your gas tank before heading to work in the morning, then driving by the same station on your way home and the price is 5 cents cheaper. For some reason, Mr. Federal Way and a lot of other people think of buying gas as a sports competition. Mr. Federal Way will drive around South King County to find the lowest per-gallon price, even if it’s 2 cents lower. In short, Mr. Federal Way will save 40 cents when filling up the 20-gallon tank, but spend $3 on gas driving around town looking for the lowest price. Despite that fact, Mr. Federal Way will fist pump like a Super Bowl-winning quarterback. Q: Mr. Federal Way, did you watch Joey Chestnut eat 69 hot dogs in 10 minutes to set a new world record on the Fourth of July? A: No, Mr. Federal Way failed to watch that “display.” If you were to ask a foreigner to describe America, they could just point to the annual Nathan’s Famous Hot Dog Eating Contest in Coney Island, N.Y. Nothing says U.S.A. better than gluttony and over-eating, right? Mr. Federal Way just feels bad for Chestnut’s bathroom. No fan in the world is that powerful.

Loren (Larry) Cosme Libadia

Loren (Larry) Cosme Libadia passed away on July 4, 2013. Larry was 66 years old, born on June 20, 1947. He was a life-long resident of Auburn and graduated from Auburn High with the Class of 1965. Larry received his degree in education from Western Washington University and was an elementary school teacher in the Federal Way school district for 30 plus years. Larry loved spending time with his large extended family, teaching and coaching children, watching Mariner games, and camping in his RV. Larry was preceded in death by his father, Cosme Mendoza Libadia. He is survived by his mother Lorraine Libadia; his brothers Ron (Kelly), Steve (Melanie), Jim (Robyn), and Dennis (Becky) Libadia; and his sister Laurie (Sander) Ansingh. Larry was a favorite and much loved uncle to nieces (Courtney, Lauren, Lindsay,Whitney, Raina & RaeLee) and nephews (Jeremy, Rafe,Tyler, Austin, Isaac, Reid, Cash & Gavin). A memorial service will be held at First Methodist Church on East Main in Auburn on Monday, July 15 at 11 am. Ritchie Alan Horan (September 28, 1946 – May 20, 2013)

Ritchie Alan Horan passed away on Monday May 20, 2013. He was born in Seattle, WA to John and Maxine Horan on September 28, 1946. Ritchie moved with his family to Federal Way, WA where he owned a body shop and wrecking yard that could be recognized with his iconic sign topped with the full body of a corvette. He will be remembered for his love of adventure including water skiing, snow skiing, camping, fishing, flying and hunting. He is survived by his sons, Mark Horan and Jeff Horan and his daughter-in-law Kafoatu Horan and grand daughter Nina Horan, his companion Sharon Peterson, his brother Harry Horan and sister Christie Pederson. A memorial gathering will be held on Sunday, July 14, 2013 from 2 to 4 PM at the Milton Activity Center located at 1000 Laurel St, Milton, WA 98354.

William (Bill) C. Dillon

January 10th, 1924 – July 1st, 2013

Bill was born in Tacoma, WA (then Custer Station), to Vincent & Margaret Dillon, both deceased. Bill joined the United States Air Force at age 19 and was stationed in England throughout WWII. He hired into Pan American World Airways as a flight engineer and flew out of New York from 1953-54, then Hong Kong from 55-60, then Berlin, Germany from 60-63 (while living in Salzburg, Austria), and then out of Seattle for the remainder of his career. Bill married his wife, Dicie Woodard on December 11th, 1954. They moved to Federal Way in 1965. Bill is survived by his wife, Dicie, son Matt & wife Karen, son Kelly & wife Julie, brother John Dillon, and sister Margaret Semon. He is also survived by his beloved grandchildren, Kenya, Race, Emery, Conner & wife Katie, and Danelle & husband Matt. Bill flew all over the world and when asked where his favorite place was he always answered “My home”. Bill will be fondly remembered and greatly missed by many. Ok Ran Lee was born on July 3, 1926 on a tiny little island of Udo, south of Jeju Island in South Korea. She passed away in her home in Federal Way, WA on the same day she entered this world – July 3, 2013. She was the youngest of four daughters, born to Mun Yul Oh, her mother a local sea-diver and Im Keum Lee, her father an Eastern medicine doctor. On August 12, 1949, she married Ok Shin Kim who passed away in 1999, and is survived by five children, four daughters and one son, thirteen grandchildren, and eight great grandchildren. She will be greatly missed for her sharp wit, wicked sense of humor, her singing, her dancing, her cooking, and her occasional visits to the one-cent slot machines at Muckleshoot. She will be especially missed for her unwavering ability to see the good in people, her gentle spirit, her constant care for others, and her telling and retelling of stories and memories she had of everyone. Funeral services were held at Tacoma Catholic Church in Fife, WA at 11am July 9th Tuesday.

Will Priest supporters vote for Koppang? If so, which campaign organization — Ferrell’s or Priest’s — is stronger? Will voters separate the two races and vote for the candidate? Or will the race serve as an informal primary poll on the mayor’s race?

The local market conditions have shifted to favor renting over homeownership, according to a report from the hearing examiner. The city council recently approved to change a proposed roadway on the site from public to private in order to facilitate construction of the apartments. The developer is awaiting permits and hopes to get them by the end of 2013, said Jack Hunden, president of DevCo Inc. Construction will begin as soon as the permits are received, and should take about 13 months. “We would have the first units available eight months after starting construction,” Hunden said.

Federal Way National Little League continued its domination of District 10 all-star tournaments last week with two more championships. National won the 11- and 12-year-old baseball title Friday, and the Junior League (14-under) also beat Kent Little League in the championship games. The Junior all-star team combined with Steel Lake Little League. It was the first time in the history of Federal Way that National has won four District 10 titles in the same season. The league also won the 10-11 baseball and Junior softball championships earlier this summer. All four teams will play at separate Washington State Little League tournaments starting this weekend. The title by the Little League (11-12) baseball team came in the marquee tournament of the all-star season. The tournament culminates on national television at the Little League World Series in Williamsport, Penn. Federal Way National blew away Kent Little League in the championship game Friday at GSA Park in Auburn, 20-1, in five innings. It was the second day in a row that National took on Kent. Kent forced

Federal Way beat Steel Lake in the tournament opener on June 29, downed Fife/ Milton/Edgewood/Chinook in the quarterfinals June 30 and beat Auburn in the semifinals July 2 to earn the berth into the championship round against Kent. Federal Way dominated the district tournament, outscoring its opponents 71-13 during its five games in Auburn. The team hit close to .500 and the pitchers had an earned-run average of 2.50 during the tournament.

The players include Malachi Afework, Blake Beck, Nate Clow, Tommy Davis, Gavin Knapp, Brandon Niksich, Travis Miller, Nicholas Orr, Brandham Ponce-Rodriguez, Ben Ray, Kyle Russell, Tyler Tribble, Tate Wallat and Mark Wright. Kelyn Rowe is starting to play like the No. 3-overall pick in the 2012 Major League Soccer SuperDraft. The Federal Way High School graduate is leading the New England Revolution in assists with six, and is third in goals with two in his second season. Rowe has started and played 90 minutes in the last three Revolution games and has one goal and one assist during that span. The last time Rowe played 90 minutes in a match came May 8. The midfielder missed the Revolution’s 2-0 win over Houston on May 18 with right calf tightness, and was unable to crack the starting 11 until his recent success. Rowe’s comeback started when he came on as a second-half sub in a 5-0 drubbing of the LA Galaxy on June 2 in the Lamar Hunt U.S. Open Cup. In that game, Rowe tallied a goal and two assists. “Every practice, every time I step on the field, every game is a statement for me to either hold a spot or get a spot,” Rowe told MLSsoccer.com after he scored twice in the 4-2 victory over New York in the fourth round of the Open Cup last week.

The summertime might be a slow time at the sports desk of the Federal Way Mirror, in terms of no high school sports. But the summer months are a huge time for youth sports. Things like Little League baseball/ softball and summer swimming programs are staples in Federal Way. These organizations wouldn’t be possible if it wasn’t for the work of countless volunteers who allow the kids to go out, have some fun and learn the valuable life lessons that sports provide. Volunteers are the lifeblood of programs like Little League and the Seattle Summer Swim League

A lot of this success can be traced back to the volunteers who help run these summer programs, putting in countless hours of coaching, planning and organization. These organizations depend entirely on those volunteers. Obviously, I have gained a big-time appreciation for the people involved in these organizations during my time as the sports editor at the Federal Way Mirror. But that appreciation has grown exponentially this year because I now have kids involved in both Federal Way National Little League and the Twin Lakes Swim Team this season. The Sounders are in the Western Conference of the 25-team W-League along with teams from the San Francisco area, Colorado and Los Angeles. Bill Crook, Holland’s father, was a professional player for 18 years for clubs like the San Jose Earthquakes, and had two separate stints with the Seattle Sounders. He is now an assistant coach for the Sounders Academy, where Holland’s brother, Ike,

plays. “It’s really exciting. I come home and my brother has all this Sounders gear, and I want it, but now I have stuff of my own,” Holland said on SoundersWomen.com. “It has been a lot of fun and now the Sounders name has been in my family for a while, especially now with having two of us playing under the Sounders name.” Crook has played in six games for the Sounders Women and played 447 minutes as a midfielder.

volunteers put in. It’s very refreshing and extremely admirable. In baseball/softball, none of the coaches get paid a dime for all of the hours they devote to the kids. Their paychecks come from seeing the players enjoy playing the sport of baseball and watching them improve. Little League is designed to build good citizens. No experience is required to become a volun-

teer and most duties require little or no training. This is my son’s first season on the Twin Lakes swim team. Sitting through one of the meets is an amazing experience in the selfless act of volunteering. The Twin Lakes squad includes well over 100 kids from 4 to 18 years old, and the meets can last up to five hours. During a meet, parent volunteers are asked to work as timers, occupy the concession stand, and coor-

dinate the 72 different heats during the night. It’s truly organized chaos. The impressive state of youth sports in Federal Way, however, might be sort of an anomaly. According to a lot of experts, volunteering is on the downturn throughout the United States. It’s very easy to get caught up in the day-to-day grind of life. The drop in volunteerism at the youth sports level can be traced back to the phenomenon of “select” teams

popping up in every activity possible. In these programs, volunteering is not really required because coaches, for the most part, get paid from the fees collected from the parents. But that doesn’t seem to be a problem in Federal Way, especially during the summer sports season. The youth programs are enjoying unprecedented success. They can thank the countless numbers of volunteers for the impressive results.

Decatur hosting football camp Decatur High School will be hosting a football camp for seventh through ninth graders. The camp will run 2 to 4 p.m. July 15-17 at the Decatur High School football field. The cost is $40. To register, complete the FWPS Summer School Registration and make checks payable to Federal Way Public Schools. Forms can be

found at schools.fwps.org. Each player gets a Decatur T-shirt and shorts. The first day will be offense and the second day will be all defense. The third day will be 7-on-7 flag football games. Several players from the current Federal Way team have now won the District 10 tournament three years in a row in their respective age bracket and have reached the state championship game the last two years. The Federal Way National/Steel Lake Junior All-Star team dominated the District 10 Tournament last week at Enumclaw High School. The 14-under team beat Kent Little League in the title game Wednesday to win the district crown, 2-1. The combined team got a huge final game from starting pitcher Justin Carter, who threw 6 2/3 innings during the victory over Kent. Carter finished with 99 pitches, seven strikeouts and allowed only one earned run, which came in the first inning. Darryl Worcester recorded the final out of the game to earn the save. Federal Way/Steel Lake tied the game at 1-1 in the third inning when Derek Weinman scored on a hard hit ball to the right side by Chase Fazio. The winning run came in the sixth after Patrick McFadden reached base on an error. McFadden advanced to second base on a single by Caleb Bryant, and Brandon Sanders’ single loaded the bases. Jayshayn Ware pushed the Federal Way All Stars ahead with a bases loaded walk. The Federal Way/Steel Lake team includes Justin Cater, Caleb Bryant, Derek Weinman, Evan Baxter, Darryl Worcester, Tyler Houston, Jonathan

Commission and Councilmembers Jeanne Burbidge and Kelly Maloney asked Richardson if there was some way in which, at least in the context of the North Lake Management District Advisory Board, that advisory board members and other property owners could be notified of vacancies and take part in the application process. Public Works Director Cary Roe said something like that already happens. “We communicate both the vacancy, as well as who has applied, and make sure they know there’s an opportunity. Here’s where the interviews occur, it’s a public meeting so they can participate,” Roe said. “We’re (city staff) at the meetings in both cases anyway.” “I think that would be a good enhancement to the process,” Burbidge said. According to the city, the three-member Board of Ethics issues advisory opinions on sections of the adopted Code of Ethics and investigates and reports on complaints lodged against any elected city official. Richardson said there are no membership requirements for the Board of Ethics. “They’re not required to be a resident?” Burbidge reiterated. “I have to tell you…when (the city clerk) put this together, it was like…really?” Richardson replied. “That’s more shocking to me than what happened before,” Honda said. No action was taken at the July 9 meeting. Richardson was directed to pull all the requirement language together and see how it could be possibly standardized, and to have a recommendation on how to fix the Ethics Board’s lack of requirements and report back to the commission in September.

Customers with a 5/8-inch meter pay a fixed rate of $11.30 a month. Customers with a 1-inch meter pay a fixed rate of $23.10 a month. A 1-inch meter has more than twice the capacity of a 5/8-inch meter, and some large homes even have a oneand-a-half-inch meter. Lakehaven will also reevaluate a fixture calculation, Bowman said, if a homeowner were to remove a bathroom or lower the fixture count, for example. As for the price of the water itself, all Lakehaven customers pay the same:

$1.43 per 100 cubic feet, which equals 748 gallons. Lakehaven has about 30,000 water customers. However, roughly 3,000 customers in the western edge of Federal Way are served by the more costly Tacoma Water, but get their sewer service from Lakehaven. The average monthly rate for Tacoma Water customers in Federal Way - with a 5/8-inch meter and 10 cubic feet of water used - is $39.46. Tacoma Water customers are charged a higher rate between June 1 and Sept. 30 for water use above 5 cubic feet.
