Derby Days: A lesson in history

Redmond, other cities ask state lawmakers for local transportation funding options

This weekend marks the 73rd anniversary of the City of Redmond’s Derby Days summer festival. With two parades, live music and entertainment, food vendors, a criterium bike race and more, there is something for everyone. But before the annual event grew to its current size with all the different activities, Derby Days was a fundraiser to buy holiday decorations for the city and athletic equipment for the local school. While many activities have been added throughout the years, Redmond Historical Society office manager Monica Park said a few have been part of the festival since the beginning. The first is the Criterium, which is sponsored by Swedish Medical Center in Redmond this year. A Derby Days staple, the Criterium has been part of the festival since its inception in 1939 and is the city’s oldest event and the country’s longest-running bicycle race. Park said the race route was around Lake Sammamish before it moved to downtown Redmond. The Criterium on Saturday begins at 1:15 p.m. and the last race will be at 7 p.m. [ more DERBY page 7 ]

As a member of the Sound Cities Association (SCA), the City of Redmond was one of 35 cities in King County to vote unanimously to urge the state Legislature to pass a transportation package to address critical infrastructure needs and to support a “local options” component to the package. Nina Rivkin, chief policy adviser for the City of Redmond, said through these local funding options, King County and the cities within the county are asking state lawmakers to give them funding tools they can use. She said the cities and county need sustainable revenue to sustain their roads and transit service. Within the local funding options are an up-to 1.5 percent voter-approved motor vehicle excise tax (MVET) in King County and an increase in a transportation benefit district (TBD) vehicle fee. An MVET is a countywide tax that would be on the value of residents’ cars and go toward transit and local roads. “This is one tool we could use to provide revenue,” Rivkin said. She said if the Legislature approved the local fund-

ing options, King County would be able to put an MVET on the ballot for residents to vote on the issue. The revenue from the tax would be split with 60 percent going toward public transit and 40 percent going toward local roads. Rivkin said the local roads portion would be divided among jurisdictions and unincorporated King County based on population. Redmond’s share, based on the city’s 2012 estimated population and average vehicle value, would be about $1.6 million, Rivkin said. “If there were an MVET, transit would not be cut and we would have an additional source of funding,” she said about what this would mean for Redmond. A TBD can be formed by a city, a group of cities or the county and would be a charge on drivers’ vehicles. Up to now, the fee has been $20 but if the Legislature approved this option, Rivkin said the fee could be raised to $40 without requiring a vote. This increase would be implemented through local councils. To implement a TBD, jurisdictions must first determine a district, which could include more than one city. Rivkin said it would be too difficult and complicated to

An Ocean Beauty Seafoods delivery truck hit a male pedestrian just shortly after 10 a.m. on Wednesday on the corner of 160th Avenue Northeast and Northeast 85th Street. The man, who is in his 60s, was taken to Harborview Medical Center in Seattle. He was unconscious but still breathing at the time of the accident, according to Jim Bove, Redmond Police Department community outreach facilitator. Art takes center stage at festival Venues for Artists in the Local Area, Eastside (VALA) is partnering with Redmond Town Center to produce the Redmond Town Center Arts Festival today through Sunday. The free event will be from 10 a.m. to 8 p.m. today and tomorrow and 11 a.m. to 7 p.m. on Sunday along Northeast 74th Street between 164th and 166th avenues northeast. VALA is presenting a juried installation of artwork from 18 selected artists from the arts festival. The installation will be on display at the VALA Art Center, 7303 164th Ave. N.E., now through Aug. 4. Arts festival featured artist Jacqui Calladine will be working with artists, volunteers and the public during the festival on a community public art project titled “Mapping Redmond,” a fiber map of Redmond. Rivkin said in 2012, King County Council implemented a two-year congestion-reduction charge of

transparency and access to planning and development information for all customers. Now in its eighth year, the Governor’s Smart Communities Awards recognizes achievements by local leaders who promote smart growth planning and projects that contribute to quality of life in Washington. “These projects help create and sustain a thriving economic climate and strengthen our ability to lead in the global economy,” said Gov. Jay Inslee. “Washington is a great state in which to live and do business thanks to these examples of leadership and innovation.” All of these tools are accessible on the city’s website, www.redmond.gov. $20 per vehicle, which has helped fund King County’s Metro Transit service. However, this charge expires next year. “When that revenue source expires, Metro will have to cut its bus service,” Rivkin said. “It would have to cut its bus service by 17 percent.” She said that comes out to a “huge reduction” of 600,000 hours of bus service.

New state budget gets the job done for now The Legislature finally reached a deal on a new state budget last week. The good news is that it avoided a state shutdown. The bad news is that it took one regular and two special sessions — 150 days in all — to get what should have been reachable months ago. There’s nothing very dramatic about this budget. Schools will get a $1 billion revenue boost. About half of it will go to take the burden of student transportation, school supplies and building utilities off the backs of local school districts. Such things should be the state’s job anyway. The rest will go to expand all-day kindergarten and reduce class sizes in schools that serve areas with high poverty. Those additions make sense. Lawmakers also were able to use a projected additional $320 million in revenue to help quiet the yelps of other interest groups that saw themselves losing out to schools. However, the budget isn’t without a worry or two. On the way to an agreement, lawmakers eliminated a tax break over certain estate taxes that could have cost the

state $160 million in current and future income. The fact that the law is retroactive has some questioning if it will hold up to court scrutiny. One reason for the lengthy budget debate was that the Democrats — House, Senate and governor’s office — didn’t end up with the total control they anticipated after last November’s election. Tent City 4 is returning to Redmond this Saturday at Redwood Family Church. For 90 days, 85 homeless residents will set up outside the church at 11500 Redmond Woodinville Road Northeast. In February, I visited some residents when Tent City 4 was located at St. Jude Parish in Redmond. It was an eye-opening experience, and the words of one resident still echo in my mind. “As we all know, once you get knocked down, you’ve still got to pick yourself up and keep going. It’s how life is,” he told me. “It’s made me stronger and more confident. I already did it once, I can just do it again.” I learned at St. Jude that a lot of the residents have jobs, but since they’ve come upon tough times, they’ve sought out Tent City 4 — a self-operated and self-governed, democratic society — for a place to rest their head for the night.

When they’re not working, they watch TV in the common area and check their email on the shared computer. For those out of work, they scour the job listings on Internet sites, hoping for something to come through for them. Their kitchen contains food that is donated by community members, and of course there are the meals that the church often provides. It’s a pretty intense place to visit, but I also experienced a sense of calm while visiting the residents. The residents had hope in their eyes and in their voices that things will go well for them. Sponsored by 501(c)(3) organizations Seattle Housing and Resources Effort (SHARE) and Women’s Housing Equality and Enhancement League (WHEEL), Tent City 4 will move from Kirkland Congregational Church on Saturday. Redwood’s lead pastor Todd Puckett said this will be the first time Tent City 4 comes to his church. He noted that some of the residents attend services there. “We feel as a church, our goal is to love people in the name of Jesus. We see this as a great opportunity to help them out,” Puckett said. Members of Skyline High

School’s 4A championship football team of Sammamish will lend a hand with the move from 10 a.m. to 2 p.m. on Saturday. “We’re looking forward to it, it’s always good to help out. It makes you feel good about yourself,” said Spartan player Grant Evans. He added that it’s important to give back to people in the community. Grant’s mom, Susan, said that Spartan coach Mat Taylor “encourages community service for team building and to help inspire the next generation of leaders to practice service to others regularly.” Susan brought the Tent City 4 idea to the table since she works with International Smile Power, which provides dental outreach for Camp Unity and Tent City 4. “What I love about this project is that they get to work side by side next to people who live a lot differently than they do,” she said. She added that the Spartans are a pretty focused football team. They’ll definitely be giving it their all on Saturday. Volunteers are welcome to help with this weekend’s move. Taxes needed for good government The editorials of the Reporter almost always gripe about taxes and government spending. But without government programs (roads, police, courts, public health, parks, libraries, public schools, financial and environmental regulation, etc.), the market system couldn’t function and our country would resemble a failed state like Somalia. In fact, tax rates are historically lower than at any time in the past 50 years, and Washington state has the most regressive tax system in the nation — meaning that the rich pay a lower percentage of their income in state taxes than in any other state, lower even than the middle class and the poor. One reason is our over-reliance on the sales tax and on the B&O tax (which is based on revenue, not profit). Another reason is the

numerous tax breaks that rich corporations such as Boeing and Microsoft enjoy. Who wants increased concentration of wealth, unaffordable college education, congested roads, filthy air, ugly cities and welfare for the rich? As Thomas Jefferson said, “I hope we shall take warning ... and crush in its birth the aristocracy of our monied corporations, which dare already to challenge our government to a trial of strength and bid defiance to the laws of our country.”

An open house for the Southeast Redmond neighborhood plan update is set for July 18 at Fire Station 16 at 6502 185th Ave. N.E. The Kids Parade has also been part of Derby Days since the beginning. “The parade was a huge, big part of the community,” Park said. She said the parade eventually split into two, one with kids and one with adults. As businesses and civic groups would sponsor floats, Park said the parades were a way for people to show their civic pride. The Kids Parade will begin 10 a.m. Saturday at a new location: the Old Redmond Post Office on Northeast 85th Street in downtown. Park added that the parade

event because “this area was pretty much isolated.” When State Route 520 and the bridge were built, the area’s population began to grow and it became easier to get to Seattle. As a result, Eastside towns grew and began to hold their own summer festivals, there was more for people to do and Derby Days became more Redmond centric. While activities such as the Criterium and Kids Parade have been part of Derby

Days since the beginning and others have been added to the schedule throughout the years, there have also been some things that have been discontinued since those early days. “In the early days, they used to auction off a car,” Park said, adding that this practice

was stopped in the 1970s due to insurance purposes. Another early Derby Days tradition was the Derby queen. Derby queens were high-school age and would receive scholarships. Park said runner-ups would become Derby princesses and elementary school-aged

Back-to-back district titles for Redmond all-stars

For the second year in a row, Redmond’s 11-year-old all-star softball team is headed to the Little League state tournament, beginning tomorrow at Kirkland’s Everest Field. The team clinched the District 9 championship on July 2 with a 15-3 victory over Eastlake. Earning back-to-back district titles, Redmond swept the tournament again, this year racking up a total of 45 combined runs to its opponents’ six.

At state, the winning teams from each district will face off in a double-elimination bracket, aiming for a berth in the championship game on July 18. “Tip a server, not a cow.” “Burgers built from the grind up.” Those are the slogans that Tipsy Cow Burger Bar owners are rolling with as they plan for an early November opening in Redmond. Dave Zimmerman and Keith Mourer, who own the upscale casual Brix Wine Cafe in Kirkland, will soon set up shop at 16345 Cleveland St. in the Elan luxury apartment building, which is still under construction. According to Brix/Tipsy Cow general manager Natalie St. Aubin, the new spot will also be upscale casual and feature burgers with local and organic ingredients. They will grind their own

“secret” blend of beef daily in their refrigerated grinding room. The chef-designed burgers will run from $8-$12 and there may be an Ahi tuna burger on the menu, as well. Buns from Seattle’s Macrina Bakery will cushion the burgers together. Tipsy Cow will also feature 20 microbrews on tap and handdipped shakes, with alcohol and

without the hard stuff. One of the Brix servers came up with the Tipsy Cow moniker, but there’s no interesting or humorous story behind the name, St. Aubin said. Inspired by a burger bar in Austin, Texas, a few of the Tipsy Cow folks went on a road trip to that city for a study session. “It was a 24-hour jaunt and we ate a lot of burgers. It was pretty fun,” St. Aubin said. “They do well in Austin and we hope to do well here.” To introduce themselves to Redmond, Tipsy Cow representatives will share a table with the Elan building officials at this weekend’s Derby Days celebration. “We’re so excited,” St. Aubin said about opening in Redmond.
