Last month, Pierce County’s Party Intervention Patrol arrested 32 underage drinkers at a house party. The bust primarily involved Puyallup and Emerald Ridge high school students, but underage drinking is a county-wide concern. Local law enforcement, chemical dependency professionals and parent volunteers have participated in the Party Intervention Patrol since its conception by the Tacoma Pierce County DUI and Traffic Safety Task Force in 2007. The program is funded by the Washington Impaired Driving Council. The purpose of the program is to discourage underage binge drinking — while simultaneously targeting driving under the influence — and so far, it has worked. Acting

Bids are in for Eastown sewer expansion plans By Daniel Nash Staff Writer

Sewers will come to Bonney Lake’s Eastown soon. Public Works Director Daniel Grigsby wrote city staff and other stakeholders July 1 to announce bids were in on the contract to extend the city’s sewer into the area east of 214th Avenue East.

The contract will extend a sewer line from the existing lift station located underneath the section of state Route 410 in front of the Safeway, down 96th Street East to the approximate location of the as-yet-nonexistent 225th Avenue. Construction of a sewer lift station north of 96th Street East will be put to bid under a separate contract, to be advertised later this summer.

The low bid on the extension project submitted by Johannson Excavating was $692,889.30, an amount more than $250,000 less than the engineer’s cost estimate. The high bid was $931,753.50, still more than $11,000 below the estimate. Seven total bids were received by the city. “After city staff reviews the bid

THAT’S MY BEER: At approximately 1:30 a.m. June 27, two officers were dispatched to an interrupted residential burglary on 68th Street East. The victims reported waking up to two large crashes outside the home. Upon investigation, the man of

VANDALISM: Shortly after 12:30 p.m. June 28, a report of vandalism to a vehicle came in. The vehicle was parked at a home on North Island Drive. The passenger side rear window shattered when the door was opened, but it appeared the vandal did not gain entry to the vehicle, as nothing was missing. A case number was provided. SUSPENDED LICENSE: On routine patrol at approximately 6:30 p.m. June 28, an officer observed what he recognized as a previous shoplifter travelling westbound on SR 410. A records check showed the driver was operating the vehicle under a suspended license, so the officer pulled him over. The driver also lacked valid proof of insurance. The driver was booked into Enumclaw Jail, cited for driving with a suspended license and issued a mandatory court date. The vehicle was impounded. DOMESTIC DISPUTE: At approximately 10:50 p.m. June 26, two officers were dispatched to a residence on 187th Avenue East for the report of a domestic dispute. The complainant called 911 to report his intoxicated girlfriend broke his cell phone during a fight. The argument began when the girlfriend requested the complainant pick her up at a friend’s house because she was too drunk to drive. The complainant refused to do so and though they both admit to partaking in a heated argument, officers determined no crime was committed. A domestic dispute was recorded and both parties agreed to remain in separate areas of the residence for the remainder of the evening.

STOLEN PLATE: At approximately 9 a.m. June 27, a person called to report the license plate had been stolen from their camping trailer. A Motor Vehicle Theft Report was filled out and the reporting person was advised to contact Department of Licensing to replace the plate.

INTIMIDATING POLICE: At about 4:30 p.m. June 29, an officer was approached by several citizens at Allen Yorke Park who were concerned about a disorderly subject. The subject was observed yelling, punching, picking fights and running into a metal storage container on the west side of the park. The officer approached the subject, who yelled obscenities at him when asked to stop. The subject appeared to be intoxicated and during a pat down, began yelling at the officer again. His

COLLISION: Shortly after 2 a.m. June 30, an officer was heading eastbound on SR 410 when he came across a single vehicle collision. A vehicle traveling eastbound crashed into and was stuck on top of the three foot median. Two people were observed outside the vehicle, swaying and crying with watery, bloodshot eyes. The driver refused a series of field sobriety

complainant reported his wife and her friends were doing drugs in the home. The call was disconnected as yelling began in the background. When the officer arrived on scene, the complainant provided proof of drug paraphernalia and what appeared to be a small amount of crystal meth. The complainant reported his wife was home all day with their kids and the drugs were sitting out on the counter. The wife claimed the drugs belonged to her friends but her friends said the narcotics didn’t belong to them. The narcotics were booked into property at the police department and are to be destroyed. The officer remained on scene to ensure all subjects separated to avoid escalation of the argument and no further action was taken.

BIKE THEFT: At approximately 4:45 p.m. June 26, an officer was dispatched to the police department for the report of a missing mountain bike. The victim reported his bike was last seen at approximately 6 p.m. June 25, when it was locked to a staircase. Early the next morning, he discovered it was missing and so was the cable and lock. There was no serial number or suspect information available.

KEEP ON ROLLIN’: At approximately 8 a.m. June 27, a resident of 174th Avenue East, called to report someone had rolled a tire into his garage door, causing significant damage. Two more tires were found at neighboring homes. It appeared someone had rolled the tires down the hill from Sky Island Drive. A case number was provided.

MAIL THEFT: An officer responded to a report of mail theft at approximately 1 p.m. June 25. The residential mailbox, located on Church Lake Drive East, was equipped with a lock but was found pried open and empty. The reporting person estimated three days of mail was likely stolen. He was provided a case number and precautionary tips to prevent fraud and identity theft.

Ideally, minors are offered counseling services and only instigative parents are issued citations but that’s not always possible, said Bonney Lake police officer Daron Wolschleger. When he

comes across intoxicated minors who are uncooperative and belligerent, they get booked into jail. “Our main goal is to educate and keep these kids from drinking,” said Wolschleger. “The parents who allow underage drinking at parties think they’re doing good, but they’re not. As a parent, we expect them to have a zero tolerance policy — just like we do.” Wolschleger said some parents enable a don’t ask, don’t tell policy to underage drinking for a multitude of reasons. For example, parents may say no one is allowed to drink and drive but regardless, teens can sneak out and drive any ways. They think allowing alcohol consumption under their supervision is safe but it’s not worth the risk, he said.

Sumner Chief of Police Brad Moericke said Sumner Police Department participates in the Party Patrol annually when graduation comes around. The rest of the year, the department assigns an officer to work with the Sumner School District in drugs and alcohol education efforts. “Underage drinking and substance abuse prevention takes a multi-faceted, multi-discipline, approach … When education efforts fail, we take a more traditional enforcement approach,” Moericke said. Nationwide, high school students drink and drive approximately 2.4 million times a month, according to the Centers for Disease Control and Prevention (CDC). To combat the statistics, the CDC recommends strength-

ening enforcement, zero tolerance and community involvement. As parents, there are several community resources available to help talk to your teen about drinking. Programs such as Alcoholics Anonymous, Narcotics Anonymous and Al-Anon/Alateen can be great places to start. Al-Anon/ Alateen can be reached by phone at 800726-8094. Truth, a moving target in campaigns Here we go with another round of election races. This one probably will not draw the heavyweight fight crowd like the presidential battle of 2012, but there are always a few intriguing races and initiatives to watch. After covering political races for longer than I care to admit, I still try to follow one rule. I never call a race before the votes are counted. I often have a sense how a race will break, but I have been sucker punched enough to give up the practice of reading birdie inners to predict Dennis Box, the future. Editor I do believe when the voters of our country pay attention to a race, usually the best choice is made, although I may not agree with it at the time. Often when I look back it makes more sense, or it is at least understandable why the voters made a choice that seems goofy. Sometimes it is goofy and I think that is usually a lack of paying attention or worse, paying attention to self-appointed arm wavers with the world’s best interest at heart. My advice is to check the facts and figures of anyone, candidate or campaigner. Many of the most shrill like to hold a candidate to the truth, but their hair catches on fire when someone challenges their tilted universe of truth. Truth can be a moving target in campaigns.

of law enforcement agencies who intervene in teen drinking parties, along with volunteer and professional support that is provided to the kids and their parents on the night of the parties. This has resulted in a reduction of more than 60 percent in teen impaired-driving fatalities in the county. This is good news. Did you know drinking drivers aged 15 to 20 are twice as likely to be involved in a fatal crash as drinking drivers 21 and over? Before the lifesaving project was begun in Pierce County, an average of 12 to 15 young drivers died each year on the roadways. Over the past two years, one teen has died. That is one too many. There are additional patrols focusing on post-arrest substance abuse interventions and meetings with par-

ents will continue through the summer when many youth will take their alcohol parties outside. The patrols involve Pierce County law enforcement agencies, substance abuse professionals and community volunteers. They are funded by the Washington Impaired Driving Council and administered through Pierce County Community Connections. Okay, so all teens rebel, try drugs and alcohol. It’s no big deal. Or is it? It is a big deal if the behavior continues, if it affects their grades, their job, their friends change, their family worries about their drastic change or their choices. There is a lack of boundaries and no accountability. It is only normal for those who love them to try to help. Is it genetic or a learned behavior? Peer pressure? In 1954 the American Medical Association declared alcoholism “a chronic disease over which the drinker has no control.” Alcoholism is a progressive disease, often devastating for those closest to the alcoholic as it is for the drinker, just the same for drug addiction. Stomach aches and headaches may be some of the stress related illnesses that manifest. And they may mimic their parent’s behavior. Alateen was formed in 1957 to help young people recover from the effect of someone else’s drinking.

When the focus moves from the drinker to the family taking care of themselves, they lead happier more manageable lives themselves. And changed attitudes can aid recovery. I know that for a fact. Alcoholism and drug addiction is a family disease. Many

Several common maladies in landscapes are coming into their full splendor as the summer progresses. The wet, cool spring was ideal for the development of many fungi. However, it is too late to spray for most problems at this time. Details of the following diseases and recommended fungicide treatments are available on the WSU Cooperative Extension “hortsense” website under the “ornamentals” link. Q. What is going on with all the dead twigs and needles in my Atlas cedar or weeping blue Atlas cedar? A. This cedar needle blight has affected many such trees during the past three years. According to Jenny Glass, diagnostician at the WSU Plant Clinic, the fungus is most likely Sirococcus conigenus. The wet, cool spring has been ideal for the development of the disease. It attacks the new growth in the spring and early summer. The spores overwinter in the dead needles. Unfortunately, no fungicides are registered for this disease. Removal of as many of the dead twigs, dead needles and debris from under the trees as possible may help reduce the problem for next year.
