Catch the rainbow: Reaction to court’s decision The Supreme Court of the United States (SCOTUS) made what many are hailing as a landmark decision, ruling to overturn the Defense of Marriage Act (DOMA). For those in support of same-sex marriage, the June 26 decision is a significant victory in the decades-long battle for marriage equality. “It’s definitely monumental. It’s nice to have recognition at the federal level for my marriage to my husband,” said Federal Way resident Geoffery McAnalloy, who has been in a committed relationship with his husband, Devin, for 14 years. The couple have three adopted children and were married in King County last December after same-sex marriage was legalized in the state. “To finally have equal sitting with heterosexual couples, and to not be viewed as second-class citizens at the federal level…it’s a time to be joyous,” he said. Suburban poverty reflects new demographics in S. King County By ANDY HOBBS editor@fedwaymirror.com
South King County serves as a poster child for the nationwide trend in suburban poverty. Unlike the “white flight” of the 1960s when white urban residents flocked to the suburbs, a reverse shift has occurred in the past decade. In 2012, more poor people now live in the suburbs than in cities. That total is more than 16.4 million people nationwide — a 64 percent increase since 2000, according to the Brookings Institution, a prominent independent think tank based in Washington, D.C. South King County’s growing communities are among the subjects of a new book titled “Confronting Suburban Poverty in America” by Elizabeth Kneebone and Alan
Berube. Berube, a senior fellow and deputy director at the Brookings Institution, shared his insights on local suburban poverty June 25 at the South King Council of Human Services (SKCHS) luncheon at Emerald Downs in Auburn. SKCHS is a non-profit organization that helps improve access to housing, education, economic opportunities, racial equity and safe neighborhoods. “The book affirms what we’ve been saying for years,” said Nathan Phillips, SKCHS director, at Tuesday’s gathering. “Resources don’t flow to our region to address these challenges.” The luncheon was one of several engagements this week in South King County to launch a national tour for the book. The Federal Way School Board approved the district’s 2013-14 budget in a unanimous vote on June 25. At the time of the Tuesday meeting, the Washington State Legislature was still feverishly working on a budget deal, but had reportedly resolved its differences with the announcement of a budget deal on June 27. “We’re going to be talking about the general fund budget when we don’t yet have a state budget,” Assistant Superintendent of Business Services Sally McLean said wryly in her presentation to the board. One new change that had come because of Olympia’s dysfunction, McLean said, is that the district may be forced to borrow money earlier than expected if the Legislature cannot reach a consensus. “This district, along with every other district in the state, will be short paid on our June 30 apportionment payment from the state,” McLean said. “I was not planning on that occurring, and that has impacted our ability to make it through July. So if there’s no state budget adopted as of July 1, then there’s no authority for the state to spend funds, and I will tell you now, that while we’re planning on a McCleary downpayment for (2013-14), without a state budget, we will need to borrow money in July to cover our 2012-13 obligations.” Another impact that the prolonged gridlock in Olympia has had on the budget planning process was increasing the district’s allotment for its “contingency” fund. Traditionally, that amount has been $3 million, but with Olympia’s issues, the district chose to increase it to $5 million. The doomsday scenario of a government shutdown was avoided, as the Legislature reached a deal a few days short of a full state government shutdown. The details of the budget deal reached were not disclosed by Inslee at a June 27 press conference.

Former Federal Way City Councilman Jack Dovey has embarked on a cross country bike ride with his daughter, Jeneca, from Washington, D.C., to Portland, OR. The two are posting updates of their travels on a blog and found themselves outside of Hannibal, MO, on June 26 when The Mirror was able to briefly talk with them on the phone. “This is just something my daughter and I have been working on and talking about for years, and when she got back from the Peace Corps, she decided to do it,” Jack Dovey said from the road. “It’s a great father-daughter bonding trip.” The elder Dovey said that both he and Jeneca didn’t really train for the trip, but rather have gotten in shape on the trip. “Everything’s going well now. The first couple of days were a little rough,” he said. The former councilmember described what the trip has been like so far, saying it’s been enjoyable every step of the way. “You’re riding along these roads, and you come into these small towns, and people’s porches are focused on the road, and they wave at you and come talk to you,” he said. “The smells are amazing, the birds are amazing, the colors, red, yellow…the wildlife you see. The wind’s blowing in your face, it’s just fun.” Dovey noted that in many of the small towns he and Jeneca have passed through, a lot of the social activity seems to center around the Post Office. Along with that, he said, there’s been a lot of little diners in the towns they’ve passed through full of friendly people and good food. Jeneca, 26, who returned from Cam-

eroon after three years with the Peace Corps, said the trip has been a good way to readjust to life in the United States. “I think it’s helped me adjust back,” she said. “In the city, in Seattle, everything is go go go. Now that we’re out here in the country, life’s a little slower and that’s what I’ve been used to.” Jeneca noted that they’ve had to experience the wide range of weather that the middle of the country has — everything from thunderstorms one day, to blazing heat without a cloud in the sky the next day. She, too, has enjoyed the time to be with her dad. “It’s a lot of great ‘me and him’ time,” she added. The duo anticipate they’ll be making a stop in Federal Way somewhere around Aug. 2. Weyerhaeuser buys 645K acres, hires new CEO By ANDY HOBBS editor@fedwaymirror.com
Federal Way-based timber giant Weyerhaeuser Company has been stirring a buzz in the business world with a major land purchase and a change in leadership. The company recently announced plans to buy about 645,000 acres of timberland in Washington and Oregon. The deal comes after acquiring Longview Timber LLC for $2.65 billion. Already one of the world’s largest private timberland owners, Weyerhauser’s timber holdings in the Northwest have now increased by 33 percent to about 2.6 million acres total. Nationwide, the total timber holdings add up to 6.6 million acres. For another perspective, the total acreage adds up to an area nearly five times the size of King County (1,476,480 acres). In 2012, the company generated $7.1 billion in revenue and employed about 13,200 people. Weyerhaeuser is a real estate investment trust, and timber holdings are the company’s main asset,
with most profits going to investors. To help finance the Longview purchase, Weyerhaeuser is offering stock. Quarterly dividends will increase from 20 cents to 22 cents per share. Earlier this month, the board of directors elected Doyle Simons as the next president and CEO. Simons, 49, will succeed Dan Fulton, 65, effective Aug. 1. Simons previously served as CEO of TempleInland, a corrugated packaging company that was acquired by International Paper. He was appointed a director at Weyerhaeuser in 2012. Fulton, who served as president and CEO since 2008, will act as executive vice chairman of the board of directors until his retirement in October. Weyerhaeuser is also considering selling its homebuilding division WRECO (Weyerhaeuser Real Estate Company). That subsidiary includes the local Quadrant Homes. “Given the improving fundamentals of the housing market, we believe now is a prudent time to explore strategic alternatives for this business,” said Fulton in a news release. WRECO ranks among the top 20 homebuilders in the country and brought in $1.1 billion in revenue in 2012.

Police Blotter Following is a sample from the Federal Way police log: • Man’s life threatened: At 11:51 p.m. June 23 in the 31000 block of Pacific Highway South, a woman contacted police, saying her boyfriend’s life was in danger by a man known as “T-Freeze.” According to the report, the boyfriend had met T-Freeze at a bar earlier in the day, and had stolen an iPad and drugs from T-Freeze. T-Freeze contacted the girlfriend to inform her that if the boyfriend didn’t return the items, he’d be killed. • Attempted prowl: At 2:56 a.m. June 23 in the 35000 block of 16th Avenue SW, the reporting party contacted police after observing an unknown male attempting to steal a power saw from his truck. The reporting party confronted the suspect, at which time the suspect fled the scene. An area check by police was unsuccessful. • Agency assist: At 4:28 a.m. June 23 in the 1800 block of South 330th Street, FW police provided an agency assist with the Puyallup Tribal Police. According to the report, a known suspect had fled into an apartment complex in Federal Way. A K-9 unit was able to locate the suspect, at which time he was arrested and turned over to the Puyallup Tribal Police. • Vehicle prowl and attempted burglary: At 6:19 a.m. June 23 in the 32000 block of 39th Avenue SW, an unknown suspect
entered the victim’s unsecured vehicle, which was parked at the victim’s residence. The unknown suspect took the victim’s garage door opener and opened the garage. According to the report, the suspect attempted to steal a generator and lawn equipment from the garage. For reasons unknown, the suspect gave up on attempting to steal the items, the report notes. • Argument leads to arrest: At 8:41 a.m. June 23 in the 2600 block of S. 296th Place, two men got into an argument over some phones that had been sold by one in recent months. According to the report, one of the men contacted police in an attempt to get the phones back from the other man. Police discovered the caller had an active warrant. That man was arrested and transported to the SCORE jail.
• Vehicle prowl: At 10:34 a.m. June 23 in the 3500 block of SW 340th Street, the victim reported that someone had broken out the passenger side window on their van. According to the report, the unknown suspect did not steal anything from the van. • Bold thieves: At 11:25 a.m. June 23 in the 32000 block of Military Road South, unknown suspects stole approximately $1,400 in landscaping equipment from the victim’s work truck. The report notes the theft took place while the victim was working nearby. • Goodwill: At 1:20 p.m. June 23 in the 32000 block of Pacific Highway S., a woman was arrested for attempting to steal approximately $25 in clothing from Goodwill. • Attempted shoplifting: At
2:23 p.m. June 23 in the 2200 block of South Commons, two men were arrested after they used “burglary tools” in an attempt to steal about $325 in electronics from Target. • Food theft: At 4:28 p.m. June 23 in the 33000 block of 21st Avenue SW, a man was caught attempting to steal approximately $37 in food items from Fred Meyer. The suspect also had an outstanding warrant from Kent for theft. • Domestic dispute: At 11:31 p.m. June 23 in the 1700 block of SW 318th Street, police responded to a domestic dispute at an apartment. A man was upset with his daughter because she came home late, and an argument ensued. Both people said the argument was verbal only, and there were no visible injuries.

Two active community volunteers pass away Mirror staff reports
• William “Bill” Martin, known for decades of community involvement, died June 8 at age 91. Born in Tacoma, Martin graduated from Federal Way High School and joined the Army. He was a World War II veteran. He and his wife, Jeanne, were married nearly 70 years. Martin was manager of the Federal Way Water District for 20 years and simultaneously served as Federal Way Fire Department Commissioner for 28 years. He was called Mr. Federal Way by many for his community in-

volvement, which included volunteering for Group Health, and participating in the Federal Way Kiwanis and St. Vincent de Paul Parish. Martin’s service was held June 13, and the funeral motorcade passed by the fire station on 1st Avenue South with the department personnel paying their respects. Surviving are his sons Bill (Marlane), Mike (Jan), Steve (Vicki), Pat, Jim (Rachel), and daughter Sue (Steve) Drake, and sister Barbara Gruber. Martin has 20 grandchildren, 35 greatgrandchildren and many nieces and nephews. The Federal Way Kiwanis Club has dedicated its July 19 charity golf tournament to Martin and fellow club member Don Barrows, who died
of cancer in May. For more information, call (253) 838-3281. • Carroll Fisher died June 22 after complications from leukemia. He was 73. Fisher was an active and visible volunteer in multiple community organizations such as Reach Out Federal Way, FUSION, Federal Way Coalition Against Trafficking, 30th District Democrats and more. Fisher was devoted to helping the homeless, and was engaged in local education issues, domestic violence awareness and political races. Born in Johnson City, Tenn., Fisher and his wife, Eileen, were married nearly 53 years and lived in Federal Way for about 40 years. He served

King County enacts drug take-back law From staff reports
The King County Board of Health approved a new drug take-back law this month, aimed at reducing the rate of death and overdose from prescription

medications. The new law “promotes the safe disposal of unused prescription and over-the-counter medications” and will be funded by the drug manufacturers themselves. This new program will allow “residents…(to) dispose of unwanted medicines at pharmacies and other secure locations across the county for no charge.” The law is the second in the nation for this issue, following one passed in Alameda County, Calif. The legislation is meant to combat the fact that more people in King County die from prescription drug overdoses than heroin

Federal Way has had a couple of drug take-backs in recent years in conjunction with the Federal Way Police Department. I would like to respond to the non-member of the HOA who wrote a letter discouraging homebuyers from purchasing one of approximately 25 homes currently for sale in the HOA and undermined any future home sales. Why would The Mirror print such a letter and why would they highlight that letter on the front page using such a negative, inflammatory title? I just do not understand the motivation here. But as the current president of Twin Lakes HOA, I am both outraged and very sympathetic to those who presently have their houses on the market for sale. I believe a grave injustice has occurred. The Twin Lakes HOA, with nearly 1,400 homes, is a wonderful and beautiful place to live. Twin Lakes HOA has three lakes, three wonderful parks, private security and offers everything from lakefront living to golf course homes with views of Puget Sound to homes situated in its many cul-de-sacs. There are a variety of social events throughout the year including the Annual Pancake Breakfast, End of School Snow Cone for the Kids, Fourth of July Parade, Annual Garage Sale Event, Annual BBQ at the Park, Fun Walk/Run, Pay it Forward Cookie Exchange, Christmas Light Decorating contest and more. The neighborhood is well maintained and the great majority of homeowners appreciate that fact. It is true that many people want to live in an HOA so unkempt homes will not lower their value. Additionally, the HOA is a part of the Safe City Program (an interactive website in which we partnership with the Federal Way Police Department to reduce crime). Ours was the first HOA to become a part of that great program. Now to the points made in the subject letter. The board does “not” control anything like M. Bart attempted to describe in the letter, but rather enforces the CC&Rs (conditions, covenants and restrictions) that were established some 45 years ago. When a homeowner purchases a home in Twin Lakes, he or she agrees to comply with those CC&Rs upon purchase and signs an acknowledgement of that in their closing documents. In other words, they made an agreement with other homeowners to comply. This is no different than any other homeowners association that has CC&Rs. Countless homeowners tell me that they can tell when they enter or leave Twin Lakes by the beautiful neighborhood appearance, which is [ more TWIN LAKES, page 7 ]
The salty mayor and other FW absurdities What’s all the kerfuffle over Mayor Skip “the Hip” Priest? He got a little salty — so what? Myself, I would rather vote for a foul-mouthed lout. I find it comforting to know that some politicians are normal people who drop the occasional F-bombs in the workplace and hate most of their co-workers — that means they are just like most of the voters. Just think of how much more lively debates would be if they were not censored by decorum. Let us drop the pretense that any of us like each other. Politics is war and the political is personal, ergo we are all at war with each other.
City council’s self-inflicted mess Both candidates for Federal Way mayor had a difficult few weeks. You would have thought that while Mayor Skip Priest was playing defense over a complaint by a councilmember about his behavior, his opponent Jim Ferrell would have had an open field to make up some ground. But Ferrell, as deputy mayor and leader of the city council, had his hands full getting the council out of a selfinflicted mess over an appointment. In a strong mayor form of government, as part of the checks and balances system, the mayor usually appoints citizens to boards and commissions, and the council confirms or rejects them. However, in Federal Way, the council has retained both the appointment and confirmation authority. City staff, who actually work for the mayor, compile the applications and background information on candidates for council review. The mayor, in deference to the council, stays away from the process. The city council was considering the appointment of Greg Summers to the North Lake advisory committee. According to councilmembers, Summers was very impressive in his interview. There was nothing in his very brief application that caught anyone’s attention. The staff apparently hadn’t advised the council of any concerns. The council voted 7-0 to appoint him.
Oops. As the council found out later, there was a reason Summers’ application was short. He is the same Greg Summers who was a chiropractor and was arrested in late 2012 for “indecent liberties” with his clients. The story was major local news for several weeks. He has not gone to trial yet. Summers isn’t just another newspaper story. He is a well known personality. He has been active in town, has attended many community events, and ran large ads in the newspaper with his photo to promote his business. He was connected to Olympic caliber athletes. How could the staff and city council have possibly missed the connection? Most of the council reads The Mirror regularly to stay current on local news. Many of the city staff read the paper as well. Information regarding Summers is easily available on your computer. Even the regional media picked up the story of the controversial appointment. One Seattle television station came out to South King County to film comments from Mayor Skip Priest and Deputy Mayor Jim Ferrell. Priest wisely didn’t take the interview, but since it was a council issue, Ferrell didn’t have much choice. Ferrell then started to put the pieces back together and scheduled an emergency meeting to rescind the appointment — which the council did on a 5-0 vote. Councilmembers Dini Duclos and Bob Celski were unable to attend. [ more ROEGNER, page 7 ]

If I wanted to see a load of fringe kooks every time I left the house, I would not have moved to the suburbs. Take that nonsense back to the UW or Olympia where it belongs. At least the LaRouchies have long since vacated the post office on Campus Drive. They were like a zombie infestation, their soulless eyes hollow, a dull creaking echo escaping their dead lungs sounding
a lot like “Bilderberg, Bilderberg.” Jenny Craig closing in Federal Way should not be a surprise. After all, President Obama recently gave a speech in which he claimed the “war on obesity” was “over,” mostly because obesity had won...wait, that might have been “the war on terrorism.” I get these wars mixed up because we have all lost a great deal of our liberties to both wars. Don’t believe it? Just try to get a Big Gulp past your friendly TSA gropers next time you fly out of JFK. Speaking of lard, how come there are no doughnut shops in Federal Way? Is it because we got rid of
too many cops in lieu of red light cameras? Kudos to the King County Library for their Sikh Military History exhibit. Now if only they could lure some of the “library users” away from the PCs to take a look at it. Come on, people, Candy Crush and Ashley Madison will still be there when you are done learning something.

sexual activity. Those who are vaccinated against HPV do not have earlier sexual debuts than those who are not vaccinated. They just won’t get cancer from HPV. Let me repeat this information in another way: there is a vaccine that prevents some types of cancer. You’d think we’d all be jumping for joy and lining up to get our kids vaccinated. Yet, even with all of this new life-saving information, our local youth have been misinformed as recently as last spring. Ed Ainsworth, an abstinenceonly speaker who advertises himself as “Sex Ed,” shared dangerously outdated information with nearly 100 students at Federal Way High School after school just last April. Using scare tactics and misinformation, he proclaimed there is one STD that only kills women. He was talking about HPV. Uninformed and misinformed youth are in more danger than youth who have information about protecting themselves. Educated youth make smarter decisions. In addition, Mr. Ainsworth’s talk focused on virginity, a concept many youth believe will protect them from STDs and is preserved if one does not engage Amy Johnson

Whatever you may think of Michael Douglas as a celebrity, he deserves praise for his honesty recently about HPV being the cause of his throat cancer. HPV, Human Papillomavirus, is a sexually transmitted infection that has been in the news in recent years because certain strains are known to cause cervical cancer in women. A vaccine was developed to protect people from the cancercausing strains of HPV, and it has been recommended by the Center for Disease Prevention and the American Academy of Pediatrics for girls since 2006. Many people don’t realize that the vaccine was approved for boys in 2010, and is now recommended for them, as well. New information spurred this change. The rise in throat and neck cancer in men due to HPV has risen exponentially over the last 25 years. Despite these facts, many parents remain skeptical about the vaccine, concerned that giving it to preadolescent children will encourage sexual activity. CNN Health reports that in 2010, less than half the girls who were eligible for the vaccine had received even one of the three recommended doses. This is despite a Kaiser Permanente study which showed that vaccinating children at age 11 or 12 does not increase
The whole episode was embarrassing to everyone involved, particularly the city council. Yes, the city staff should have caught the issue and looked deeper. And the mayor should be a little embarrassed by the staff work. But the council owns this one. It shouldn’t have happened. Ferrell plans to work with the mayor to improve the process. But just asking for more

Again, our CC&Rs provide that the board can raise dues to meet expenses within certain limits (the figure is tied to the annual CPI) and is spelled out in our CC&Rs. This too is common for most HOAs. There has not been a dues increase in the last couple of years. So I am not sure what point M. Bart was attempting to make. When would a dues increase be warranted? A good example is street lights. Our HOA pays over $40,000 a year for electricity for all the street lights in Twin Lakes. When Puget Sound Energy raises

Instead of focusing on virginity, a focus on abstinence, which is a behavior anyone can choose at any time, is a more empowering concept. Sexual activity should always be a choice, regardless of whether one is in a relationship or not, married or not, or has engaged in certain sexual activity before or not. Focusing on virginity over abstinence diminishes this concept. It also leaves out sexual abuse and assault survivors. Helping youth focus on their ability to choose activities they are comfortable with and protect themselves, instead of focusing on virginity, will help keep them healthy and alive. All of which brings me back to Michael Douglas and his honesty about his disease. Parents, don’t be stubborn out of ignorance. Be a proponent of accurate information and get your kids the vaccine that prevents the HPV strains that cause cancer. Do it. Do it now.

through paperwork isn’t enough. What they really need to do is implement a change in policy that further ingrains the strong mayor system that voters directed them to implement three years ago. The city needs a separation of powers with true checks and balances. Give the mayor the power to make appointments to boards and commissions and hold him accountable
its rates, the HOA may need to raise dues to cover costs, and so goes the list. I don’t think this should be shocking to anyone. M. Bart goes on to suggest that the HOA tried to force homeowners to pay $25 a month to support the golf and country club. Not true! Yes, there was a proposal from the club to the HOA for a required social type of membership because of its financial situation at the time. That proposal was taken to the membership (as it should be) and needed a super-majority to pass — the vote was 59 percent in favor but did not reach the mark for a super-majority (66.6 percent) requirement. I think that’s called democracy. It is interesting
for those appointments. This isn’t about Skip Priest or Jim Ferrell, or who will be mayor in January. It’s about history and fulfilling what the voters instructed you to do. The council should only retain the role of confirming or rejecting the appointments. Accountability would be much clearer. Q: Mr. Federal Way, doesn’t it seem like there are a lot of graduation ceremonies nowadays? A: Yes. No longer does mid-June mean that summer is almost here. It now means it’s time to head to the store and load up on greeting cards and flowers. When Mr. Federal Way was young, the only “moving up” ceremonies came when you graduated high school and college. But, in today’s everybodywho-plays-gets-a-trophy society, there’s basically a school-wide celebration for completing every grade. In the past few years, Mr. Federal Way has “celebrated” a kindergarten, fifth-grade, eighth-grade, 12th-grade and a college graduation. Oh, and also a pair of pre-school “moving up” ceremonies for the same kid. And, because of peer pressure, Mr. Federal Way has been forced to spend his hard-earned money on gifts for every single one of them. In Mr. Federal Way’s cynical approach to life, Mr. Federal Way believes this over-graduationsaturation dilemma is a microcosm of what’s wrong with the country. America has been forced to celebrate mediocracy. Mr. Federal Way is all about celebrating milestones in life. But, by milestone, Mr. Federal Way means something like a wedding, birth or a funeral. Matriculating into the fifth grade doesn’t crack the milestone meter. Why else would a family celebrate a fifth-grade “graduation” like they had just won the Super Bowl — with hugs, several dozen roses and a necklace made with multiple candy bars? Is it that big of a deal to “graduate” into middle school? Isn’t going to sixth grade the expected thing for any kid that ever starts kindergarten? Heck, even back in the 1940s, students would make it into high school before joining the Army or going to work in a steel mill. It’s OK to give kids positive reinforcement every once in a while. But there’s no way that every little accomplishment is worth a “ceremony” or a trophy. This isn’t teaching them life lessons. There are winners and losers in everything you do. No need to dilute achievements by making everybody a winner. Q: Mr. Federal Way, why do people walk so slow when crossing the street? A: Mr. Federal Way has no idea and there isn’t anything more frustrating than sitting at a stop light and waiting for an in-shape, 20-something who’s
walking in slow motion. Obviously, Mr. Federal Way would never complain regarding a person legally crossing the street at a designated crosswalk when there is a “walk” signal. That would be stupid. But, Mr. Federal Way will complain when they deliberately walk slow. Next time you see one of these pedestrians, try saying the following: “Hey buddy, you can see me and the other five cars lined up waiting to turn left? Can you at least acknowledge that fact and hustle a little bit? Not asking you to sprint, but walk faster than a three-toed sloth.” Q: What is going on at the intersection of 21st Ave. SW and SW 336th St.? A: A hot mess. That’s what’s going on over there. My grandpappy always told me that if something’s not broke, don’t fix it. And Mr. Federal Way doesn’t remember that intersection being broke. According to the city, the project in the area around Fred Meyer, Safeway and Saghalie Middle School is “to increase the capacity and safety of this intersection.” It’s funny, because Mr. Federal Way doesn’t remember there being a big-time problem before the excavators tore up the road last month, causing huge backups and making Mr. Federal Way find alternative routes at all hours of the day and night. Work includes widening 336th to build two left-turn lanes eastbound and westbound and a right-turn lane westbound. Workers are also installing another traffic light west of the intersection. Oh, and work is not anticipated to be done until December. Looks like Mr. Federal Way will continue to avoid all the businesses near the construction zone until 2014. And I’m sure I’m not the only one doing so, which sucks because places like Fred Meyer, Puerto Vallarta and Safeway had become staples in Mr. Federal Way’s routine. Q: Mr. Federal Way, will you be lighting off fireworks on the Fourth of July? A: For sure. Mr. Federal Way is an American, and the Fourth of July means eating too much food, drinking too much beer, and igniting a few bottle rockets. Nobody stops you from opening presents on Christmas, nobody stops you from trick-or-treating on Halloween or looking for eggs on Easter, do they? Happy birthday, America!

Readers take note: Vaughn’s claim about Jim Ferrell’s alleged involvement in the investigation into Mayor Skip Priest’s conduct with a Federal Way City Councilmember is totally without grounds. Councilmember Kelly Maloney was compelled to advise Ferrell of the facts of the matter because he’s the deputy mayor. It was then the city’s legal counsel who hired the investigator. That investigator went easy on Priest, if you ask me. Folks, does anyone think Councilmember Maloney wants this attention? She’s running to retain her seat on the council, for crying out loud. Don’t you just love politics? Yes, I am being facetious. I hate politics. I hate any process designed to reward those who do the best job of spinning the facts and selling untruths. And that’s exactly what we have here, folks — the start of what could turn into a nasty battle, all aimed at convincing the undecided Federal Way voter to vote for the status quo.

Priest is right person for the job I have known Mayor Skip Priest for many years and I believe he is the type of public servant that I want to have running our city. One of my first recollections of the mayor was when he was on the city council in the early 1990s. We were a new city back then and a community effort was made to build the big toy at Steel Lake Park. This included its construction. Mayor Priest did not come just to be seen and do a walk around; he worked alongside everyone else to get the big toy built. Mayor Priest is a member of my Kiwanis Club, and over the 24 years I have known him, there were many similar community projects he has been involved with. Helping raise money for defibrillators for all our high schools, and a flagpole at Celebration Park are just two of these projects that he has been involved in. If I were asked to define the mayor’s best characteristic, it is his commitment to serve his community. It is this characteristic that has made him a community leader long before he ever thought he might someday become the elected mayor of Federal Way. He is the right person for the job. Please re-elect Mayor Skip Priest for mayor.

Fourth of July Red, White and Blues Festival. Free and open to the public, the event starts at 4 p.m., July 4 at Celebration Park, 1095 South 324th St. and concludes with a spectacular fireworks show that begins at 10:15 PM. The festival includes live music and fun activities for all ages, including three-legged races, haystack hunts, sporting activities, and open sport courts. A designated play area will be set up for children three- to five-years-old. The event also features an arts and crafts tent where participants can “make-andtake” a variety of festive creations. Live entertainment and music will keep the audience captivated through the night; beginning at a new time: 4:00 PM - with live international acts that include Salsa music, Vietnamese martial arts, and Polynesian music, dance and drumming. Live music will follow at 6:00 PM with Puget Sound artists, including Michelle Taylor & The Blues Junkies, Randy Hansen, and Dance Factory. World renowned performer, and Federal Way resident, Roberto the Magnificent will be the main stage Master of Ceremonies. A variety of food vendors will be onsite to offer barbecue, sandwiches, salads, espresso, snacks and other fares. The evening will finish with the best fireworks display in town! Festivalgoers will
have a front row seat to the 22-minute choreographed fireworks show put on by Entertainment Fireworks Inc. Attendees are encouraged to bring lawn chairs or blankets for watching the fireworks; no canopies, umbrellas or barbeques. On-site parking is available for $7 and opens at 3:00 p.m. No pets are allowed on the event grounds. Service animals are permitted. Main parking lots at Celebration Park will be closed beginning at 8 AM on July 4th with limited access to the kid’s playground during the day. Decatur High School will be hosting a summer football camp for youth going into seventh through ninth grade. The camp will be from 2 to 4 p.m. at the Decatur High School football field July 15-17. The cost is $30 if you register by June 30 and $40 after that. To register, complete the FWPS Summer School Registration with medical and insurance information and make checks payable to Federal Way Public Schools. Forms can be found at schools.fwps.org. Each player gets a Decatur T-shirt and shorts. The first day of the camp will be dedicated to offense and the second day will be all defense. Former Federal Way HS boys basketball coach took Eagles to state tournament five times By BOB SIMS For the Mirror
Federal Way High School lost a legend early Sunday morning when longtime boys basketball coach Gary Brines passed away. Brines, 76, died at 4:15 a.m. in an Everett rehabilitation facility from fluid build-up in the lungs, said his brother, Rob Brines, 67, of Vashon Island on Wednesday by phone. Brines, who was suffering from dementia, broke his hip
recently and had surgery. “He wasn’t doing well,” Rob Brines said. “He got pneumonia, his lungs clogged up. Then his heart stopped.” His teams were disciplined, well-prepared and had respect for the game. They played solid defense, were patient on offense and didn’t make many mistakes. Brines demanded it. “He was a fundamentally sound, Bobby Knight-style coach, very high energy,” said former player Stan Lanier, 53, of Auburn. “He knew what he was doing. He was the best prep basketball coach in Federal Way history.” Lanier, a forward at Federal Way, was a McDonald’s All-American alternate and MVP of the All-State Class AAA game
in 1978. Brines took over the Federal Way High School basketball program in 1965 before retiring in 1984. During his tenure, his Eagle teams appeared at the state tournament five times. In his 19 years of coaching basketball, which included two at Toppenish High School, Brines compiled a 214-167 record. After he retired in 1984, Brines moved on and was elected president of the National High School Athletic Coaches Association, a non-profit organization that sought to educate and honor coaches, raise funds for athletic scholarships, aid young women’s sports programs and offer legal counsel and liability insurance to [ more brines page 17 ]
Travis Ishikawa is back in Major League Baseball. The Federal Way High School graduate was called up by the Baltimore Orioles on Tuesday. The first baseman was having an impressive season for the Norfolk Tides, the Triple-A affiliate of the Orioles. The promotion came after Ishikawa filed paperwork to exercise an opt-out clause in his minor Travis Ishikawa league contract Sunday, according to his agent. The move forced the Orioles to either add him to their 25-man big-league roster within 48 hours or release him. The 29-year-old Ishikawa was batting .316 with seven home runs and 31 RBIs in 49 games for Norfolk this year. It’s still up in the air whether Ishikawa will stick around all season with the Orioles. Baltimore’s starting first baseman, Chris Davis, is leading Major League Baseball with 26 home runs and is hitting .337 with 66 RBIs. Manager Buck Showalter has also been using several different players at designated hitter. But, since his call-up, Ishikawa has played in five games for the Orioles and is just 2 for 13 with six strikeouts. He has one RBI. Ishikawa signed the minor-league [ more ishikawa page 16 ]

Under the new NJIAA sportsmanship rules, any student-athlete or coach who is cited before, during or after an interscholastic event for unsportsmanlike and flagrant verbal or physical misconduct will be disqualified from participating in the next two regularly scheduled events, or in the case of football, disqualified from the next game. Discriminatory conduct will also be reported to the New Jersey Division on Civil Rights and may result in further investigation. The new policy

When a dude from Federal Way (me) thinks about New Jersey, one of the first things that pops into my head is people yelling at each other. I don’t know if that’s good or bad, let alone true. But that’s what New Jersey means to me — people with short fuses who aren’t afraid to get in your face and tell you what they think. So, when I read that the New Jersey Interscholastic Athletic Association (NJIAA), the governing body of high school sports in the state, banned trash talking at their events, it caught me a little offguard. Eliminating trash talking in sports? Is nothing sacred anymore? Trash talk-
goes into effect this fall. This is just another example of the wussification of America. The idea of eliminating trash talk from high school sports is a good one, but an impossible dream. Trash talking goes back to the first time any sport was invented, and the most popular professional sport in the United States actually uses it to sell its product. The National Football League is built on trash talking, which is celebrated by everybody involved with the NFL. Just watch a highlight video of guys like Ray Lewis, Lawrence Taylor, or “mild-mannered” quarterbacks like Tom Brady or Peyton Manning. The two Federal Way Little League organizations rolled into the semifinals of the District 10 this week at the 10-11 all-star tournament. Steel Lake and Federal Way National were scheduled to play Thursday (after press time) with a berth into the championship on the line. The tournament is being played at the Federal Way National Little League Complex. Steel Lake earned the semifinal berth with wins over Bonney Lake/Sumner Saturday, South Hill Sunday and Auburn on Monday. National beat Kent in its opener Saturday and downed Chinook Sunday. The 6-foot-3, 225-pounder didn’t play a single Major League game in 2011 after a shoulder injury. Ishikawa mostly served as a pinch-hitter and defensive replacement at first base for the Brewers last season after spending nine seasons with the San Francisco Giants’ organization. On the season, Ishikawa hit .257 with four home runs, 30 RBIs and 19 runs in 152 at bats.
Ishikawa was a San Francisco draft pick out of Federal Way in 2002 and played 281 games for the team since 2006. He has a lifetime batting average of .264 with 19 home runs, 110 RBIs, 40 doubles in 740 at-bats for San Francisco and Milwaukee. Ishikawa spent a bulk of the 2009 season as the Giants’ everyday first baseman after an impressive spring training. During that season, Ishikawa hit .261 with nine home runs and 39 RBIs in 120 regular season games.

Rob Brines, who was an assistant basketball coach at Federal Way during his brother’s tenure, had this to say about Gary Brines. “He was a devoted coach,” said Brines, choking up. “We grew up in Centralia, and I remember the American Legion team didn’t have a coach, so Gary did it, as a senior in high school.” He was a 1958 graduate at the University of Puget Sound, where he played quarterback for the varsity football team for three years, one in which his team was unbeaten. “Occasionally, I threw some passes,” he said. “You know, high-percentage ones -- flat passes and look-ins. I had great big linemen and quick backs, and I gave them the ball most of the time.” The Loggers were good enough to take the Evergreen Conference title when Brines was a junior. assistant football and basketball coach. After a year, he was hired as the head basketball and baseball coach at Toppenish. Brines then settled at Federal Way, where he stayed until retiring. He also served as Activities Director, Vice Principal and the District Athletic Director. “There’s a pride here at Federal Way in students gone before and ones now,” Brines said. “The students have built a tremendous tradition in athletics ... I’ve had an awful lot of fun seeing that. I think a number of them have enjoyed themselves. After all, that’s what it’s all about anyway, competing and enjoying yourself.” Brines, along with 14 others, was a part of the inaugural class of the Federal Way Athletic Hall of Fame in 2008. The district established the hall of Fame to honor past employees who have made a major impact on the district’s athletic programs. He is survived by four children. His oldest daughter, Julie, teaches at the UW Medical School after graduating from Harvard.

distributed by the NFL. As a parent of kids who play sports, there is nothing more important to me than protecting them from all the bad stuff that goes on in the world. But, at some point, I know that I’m not going to be able to shelter them from everything. It would be an injustice for me to not allow them to experience the good and the bad in sports - as well as life. There is going to be a point in their sporting careers that someone is going to call them a name or make fun of them for something they did. In short, they will be the victim of trash talking. I just hope that they don’t cower and disconnect. I’m hoping that they’ve learned enough from me, and others, to have enough confidence to not let the trash talk bother them. I hope the words motivate them to play harder and better than they ever have. Take it from me, the quickest way to shut down a so-called “trash talker” is to play the game better than they are playing it. It’s the old sports saying, “let your play do the talking.” In New Jersey, student-athletes would get in trouble if they make harassing statements related to gender, race, ethnicity, disability, sexual orientation or religion. Referees would also be required to report incidents for possible further investigation. Steven Timko, executive director of the agency, said in a statement that obscene gestures, profanity or “unduly provocative language or action toward officials, opponents or spectators” won’t be tolerated. Remember this kids: sticks and stones may break my bones, but words will never hurt me. Those words can also be used as a motivating tool. Announcements

“I could not be more proud to see the U.S. Supreme Court take a long overdue stand for equality, fairness and family,” Inslee wrote. “Marriage is for two people in love and it is past time for our country to not just recognize that, but honor it. Washington state is a leader in marriage equality and today’s ruling means the benefits and recognition of marriage offered to couples here in our state will be offered equally across our nation.” State Attorney General Bob Ferguson also issued a response from his office, saying June 26 was
a “great day for marriage equality both in Washington state and across the country.” SCOTUS found that section 3 of DOMA was unconstitutional on Fifth Amendment rights, arguing in its 5-4 decision that it violated the Equal Protection Clause of the U.S. Constitution (Fifth Amendment) by denying federal benefits to same-sex couples who were legally married under the laws of their state. Section 3’s wording declared that any time “marriage” or “spouse” appears in a federal law, it was only applicable to marriages between a man and a woman.
According to Ferguson’s office, Washington joined 14 other states and the District of Columbia in a “friend-of-the-court” brief, agreeing with a previous court’s decision that DOMA was unconstitutional. “This ruling is vitally important to the people of Washington. Now that Washington voters have approved same-sex marriage, couples in our state could have found themselves in similar situations being denied federal benefits provided to other couples,” Ferguson said. “It was important that Washington’s voice be heard in this case.”

and Katie cherished over 17 years was their annual trip with their children, grandchildren and great grandchildren to beautiful British Columbia, where they all live on a dude ranch to ride horseback in the wilderness. Grandpa Don leases the horses and they have room and board on the ranch. Don and Katie aren’t able to make the trip anymore, but he still sends all the children and grandchildren every year. In addition to immigrants and refugees, Tukwila and South King County are seeing an influx of low-income residents in search of affordable housing due to rising real estate prices in Seattle. Federal aid and resources continue to focus on the urban poor. Cities traditionally get a lion’s share of the $82 billion in federal dollars devoted to the poor. Berube said that outdated public policies fail to address the new definition of what it means to be poor in the U.S. With the push to attract more businesses and jobs through economic development, cities like Federal Way — where more than 105 languages are spoken by families in its school district — should preserve affordable housing options and connect low-income residents to economic opportunities. “Economic development doesn’t mean moving the problem somewhere else,” Berube told The Mirror, noting that Federal Way should continue to focus on basic needs such as education and transit. The latter is a critical link to jobs for low-income residents who lack

adequate transportation. As for education, the Road Map Project is a collaboration among seven area school districts to reduce the achievement gap among students. Of those 150,000 students, 36,000 are considered high-need students. Berube called the project a “regional quarterback” that strengthens the communities it serves. “You are on the leading edge,” Berube said, adding that the South King County region symbolizes where the rest of the country is going in terms of demographics and economics.

The Advancing Leadership Class of 2013 celebrated completion of their nine-month program with a graduation showcase on June 20, hosted by Grace Church in Federal Way. For its team project Advancing Leadership participants partnered with the Federal Way Coalition Against Trafficking (FWCAT) in hosting the Break The Chains 5K Event on May 18 to raise awareness and funds to fight human trafficking in Federal Way. Giving 3,000 volunteer hours, the class registered over 200 participants and raised $12,000 for FWCAT. The funds will be used to provide curriculum and train presenters to teach local high school students how to protect themselves and their peers from becoming victims of trafficking.
