Tacoma pilot program links students to paid summer jobs, graduation credits

Posted online Mon., June 24 Photo Courtesy City of Tacoma The City of Tacoma and Tacoma Public Schools have teamed up to create a summer pilot project giving 54 local students, who would not otherwise have had the opportunity, the chance to participate in paid part-time summer jobs while earning graduation credits. This pilot project is being funded with an allocation of $150,000 in one-time funds dedicated for crime prevention activities within the City of Tacoma's Neighborhood and Community Services Special Revenue Fund. "The City Council understands that we have a role in supporting our students and providing them with opportunities to gain work experience and training so they can become productive adults who contribute positively to our communities," said Tacoma Mayor Marilyn Strickland. "This is a true community collaboration, and I am sincerely grateful to the companies and organizations who stepped forward to help our students. I hope this is just the beginning of this program, and we can expand it next summer with more students and more employers." In setting priorities for its 2013 Strategic Policy,

Tacoma City Council identified that the City of Tacoma should strengthen and support human services, public education and diverse higher learning opportunities in Tacoma. Additionally, the adopted 2010-2012 Human Services Strategic Plan included a goal to address barriers to academic success at all grade levels, and to allow children to succeed in school and graduate ready to continue education or obtain employment. Nineteen local employers and community partners are participating in this summer's pilot project, in a push to provide meaningful work experience and mentoring to enhance the students' opportunity for ongoing academic and career success. REACH and Tacoma Community House will act as the program administrators, handling employment paperwork and payroll issues. "The generous partnership spearheaded by the City of Tacoma provides our students with an unprecedented combination of relevant workplace learning experiences, and the credits they desperately need to get back on track to graduate," said Tacoma Public Schools Deputy Superintendent Josh Garcia. It has also been determined that youth employment and development programs are effective in reducing problematic behavior in young adults. And, according to the Justice Policy Institute, youth unemployment is tied to youth referrals to the juvenile justice system. Though there are a number of youth employment programs offered in Tacoma, discontinuation of American Recovery and Reinvestment Act summer youth employment funding has limited the number of employment opportunities for youth, according to City of Tacoma officials. "The City of Tacoma researched a number of model communities around the country that have partnered with community agencies to facilitate summer employment programs by combining public and private funds," said Assistant City Manager Tansy Hayward, who also oversees the City of Tacoma's Neighborhood and Community Services Department. "While the planning of a comprehensive public and privately-funded program will take more time to develop, the City of Tacoma identified this opportunity within existing funding and with existing partners to initiate this small pilot for the summer of 2013 with the ability to expand in future years."

The Hear- ing Examiner will consider the Assess- ment Roll for the cost and expense of Local Improvement District No. 7724: LID No. 7724 for the installation of underground primary electrical dis- tribution, utilities, telephone, and cable TV lines along Stadium Way from the intersection of Stadium Way and Borough Road northwest- erly to the dead end. CITY OF RUSTON Request for Statement of Qualifications for Electrical Engineering Services

herein; the ability and history of successfully completing contracts and projects of this type, meeting projected deadlines, and with similar projects; performance data, references, and key personnel. The City reserves the right to reject any and all responses, and to waive minor irregularities in any responses submitted. The City reserves the right to request clarification of information submitted, and to request additional information from any person/firm that submits a response. The City reserves the right to award any contract to the next most qualified contractor if the successful contractor does not exe- cute a contract within thirty (30) days after the selection of the most qualified contractor. Any proposal may be withdrawn up to the date and time set below for opening of the proposals. Upon selection of the most qualified person/firm, the City will negotiate in good faith for a price for the contractor’s services which is fair and reasonable. If the City is unable to negotiate a satisfactory contract with the person/firm select- ed, negotiations with that person/firm will terminate and the City may select the next most qualified person/firm. The contract resulting from accep- tance by the Town of a proposal shall be in a form supplied or approved by the City, and shall reflect the specifications in this SOQ. The City reserves the right to reject any proposed agreement or contract that does not con- form to the specifications contained in this SOQ, and which is not approved by the City Attorney. The City shall not be responsible for any costs incurred by the person/firm in preparing, submitting or presenting its response to the SOQ. Notice is hereby given that State- ments of Qualifications (SOQ’s) will be accepted by the City of Ruston for Electrical Engineering Services. Scope of Work The following is a scope of work including a list of essential skills and services required of the person/firm se- lected: * Review plans for residential and commercial developments. Deter- mine impact on City’s electrical system and provide electrical design to supply such loads. * Make recommendations for future expansion of the City’s electrical system based on future residential and commercial development. Pro- vide electrical design and specifications for proposed expansion. * Advise Mayor and Council on system expansion and review current ordinances relating to the electrical system. * Provide construction inspection when required. * Develop uniform construction stan- dards for new and upgraded electrical services. * Assist in material and equipment procurement for the Electric Utility. * Provide electrical engineering support to the City Electrician and Spe- cial Projects Manager as required. Instructions and Selection Crite- ria SOQ’s should be prepared simply and economically, providing a straight- forward, concise description of pro- vider capabilities to satisfy the re- quirements of the request and include an hourly rate for services and evi- dence of insurance coverage as spec- ified by the City Attorney. The City will evaluate the proposals submitted and will select the most qualified person/firm on the basis of demonstrated competence and qualifications for the type of professional services required.
