o Daddy is expanding again with a permanent office in Kirkland, officials announced June 12. The company signed a lease June 12 for a new 10,000-square-foot office at Carillon Point. Ten employees are already operating out of a temporary office at Carillon Point and they are set to move into the new space in October. The company also expects to expand the Kirkland operation to 20-30 people over the next several months, officials said. Go Daddy CEO Blake Irving and other company officials visited Kirkland in April to negotiate with Kirkland Council members about potentially expanding here. The company also considered Bellevue as a central location. “It was a tough call,” said

Irving, a former Kirkland resident. “Both Bellevue and Kirkland are beautiful … both are hotbeds for top-tier tech talent. It really came down to a combination of factors that helped give Kirkland the edge.” Irving said the facility itself is a good fit because the price was a bit better and being at Carillon Point allows “employees [to] boat right to work if they want.” When Mayor Joan McBride and Councilwoman Amy Walen met with Go Daddy executives, McBride said they expressed interest in wanting to be involved in the “civic life of the community.” “They’ve been privy to some of our plans to the [Cross Kirkland Corridor] with connecting the corridor to our business districts,” said Walen, who was former neighbors with Go Daddy International Senior Vice [ more DADDY page 5 ]

Kirkland Garden Tour to No issue with brakes on feature 5 gardens June 29

A recent mechanical inspection of a Sound Transit bus that crashed into a vehicle and killed a couple in Kirkland last month found that the brakes work fine, said Washington State Patrol authorities. The news contradicts what the driver of the bus, Everett resident Aleksandr Rukhlin, 54, told investigators following the crash. “When we inspected the bus on May 31 the brakes were in operating condi-

tion,” said state patrol Sgt. Jerry Cooper, noting that the driver said the brakes had failed. “The bus was towed right after the incident.” Rukhlin was driving the bus on May 6 when it exited northbound Interstate 405 in the carpool lane and slammed into a sport utility vehicle on the Northeast 128th Street overpass. The bus finally came to a stop on the carpool on-ramp to northbound 405. The crash killed Bellevue couple Robert H. Rotta, 76, and Elizabeth E. Rotta, 75. A third passenger [ more BRAKES page 5 ]

A creek winds its way from a nearby pond as two handcrafted bridges connect pathways to a lawn. Flowers, small plants and shrubbery border the creek on one side and align the finegravel trail on the other. The path, surrounded by foliage leads to a bamboo cove with a tree swing that hangs in the middle. This is just the front yard. “The little kids, oh they love it,” said garden owner Susan Gillman, referring to her grandchildren. “They have what they call the bamboo trail and they make camps and stuff out there.”

The backyard is not short of gazebos, trellis archways and a green house. The fenced-off vegetable garden includes artichokes among other vegetables planted in a garden patch. And after all of that, there’s still enough backyard space for a lawn and an outdoor table for a summer’s supper. The Gillman’s garden is one of five gardens that will be open to the Kirkland community June 29 for the Kirkland Garden Tour. This will be Gillman’s first time opening her garden to the public. She speculates her garden club, the Totem Lake Garden Club, recommended her for the tour.

Four months after purchasing their home in the North Rose Hill neighborhood, the structure burned down. “They bulldozed the

house down and we just had a big mess,” she said, noting the fire was from wiring issues. “We’ve been fixing it ever since.” But instead of throwing the random house scraps away, the couple used bricks from the fireplace to construct the garden pathways and used an old [ more GARDEN page 10 ]

Kirkland police are seeking help from the public on at least three crimes that took place within the last year. Officers have posted photos of suspects on CanYouID. me, with the intent that someone will recognize the supposed criminals and email a tip to the detective assigned to each case. The three most recent Kirkland crimes are below:

Texas woman claims fraud

On April 9, a 64-year-old Texas woman told Kirkland police she was the victim of fraud and identity theft. She said her bank had informed her of a $740 transaction on her Visa card at the Juanita Rite Aid in Kirkland three days prior. Kirkland police went to the drugstore and obtained the transaction information, interviewed the cashier and obtained video footage from the time of the large purchase. According to the police report, two black women in their 20s to 30s allegedly used the victim’s card to buy house

items, a $50 Banana Republic gift card, a $100 Amazon gift card and a $500 Vanilla Visa gift card. The receipt name appeared to say “Jessica” with the first initial of the last name as “A” and the rest illegible. Although the victim’s bank reimbursed her, as of April 30, detectives were unable to acquire any other leads and the case was deemed inactive. Suspect defrauds Kirkland couple On Jan. 31, a Kirkland couple in their 30s reported their East West Bank debit cards were stolen from their mailbox. The cards were new and had not been activated yet. The husband had opened the account but never received the cards. He only noticed the fraud after he was informed that his automatic mortgage bill could not be

deducted from his bank account due to insufficient funds. The police report states approximately $11,630 was charged in individual transactions. The majority of charges were $200 to $500 ATM withdrawals made in Federal Way and Sea Tac, and one large transaction at a Staples store in Burien. After police contacted Staples, they discovered a laptop and desk scanner were bought at the store. Eventually police were able to contact a Bank of America in Sea Tac and obtained eight still images of a male suspect from an ATM machine. The male appears to be wearing a motorcycle jacket, red and white stripes with a black hood underneath. The couple did not recognize the suspect. Between June 7-13, the Kirkland Police Department reported 482 traffic violations (nine DUIs), 28 traffic accidents, 25 school zone traffic violations, six animal calls, 38 alarm calls, 16 noise complaints, 12 calls of disturbance, 10 thefts, nine car prowls, three car thefts, 14 calls of civil disturbance, 11 reported burglaries, three juvenile crimes, 19 domestic violence calls, nine calls for harassment, one report of illegal drugs, three alleged assaults, 11 acts of fraud, six malicious mischief reports, one rape and three suicides. According to the police report, this crime appears to be part of a larger crime spree where suspects use stolen credit card numbers to purchase Nordstrom merchandise and then return the items for cash. The Kirkland victim’s credit card number was used at Nordstrom and The Apple Store at Alderwood Mall. A Nordstrom Loss Prevention investigator sent a photo of the suspect and stated a black woman, who was using a counterfeit Pennsylvania identification with the name

of Kim Scharfglass, went to return a Burberry handbag that had been purchased with the victim’s card number. A black man who was using a counterfeit Illinois ID, also had returned a Gucci tote bag to Nordstrom. Both drove away in a Red Altima rental car. Police later discovered the two had purchased a $700 gift card but it was not used and the balance was returned to the bank that issued the card. June 11 Motor vehicle theft: 9 p.m., 8200 block of 126th Ave. NE. A 27-year-old woman reported her red Suzuki as stolen. She told police she had a strange encounter with another resident who she believes is selling vehicles in the Kelley Moore Paint parking lot next door. She said it is unknown how the person obtains the vehicles. Her car was recovered in Seattle. Domestic violence: 11:58 p.m., 12600 block of 145th Pl. A 24-year-old woman was arrested after she allegedly pushed, shoved and threatened her boyfriend with a knife.

A 46-year-old man was taken into custody after he grabbed his wife’s leg, causing it to hyperextend, and got on top of her while she was on the ground as he yelled at her. The wife was able to get away after she locked him outside on the porch.

June 7 Domestic violence: 9:24 p.m., 11500 block of NE 128th St. A 25-year-old man was taken into custody after getting into a physical fight with his 55-year-old father-in-law. Obstruction: 9:35 p.m., 13400 block of NE 135th St. A 38-year-old man was arrested for drunkenly knocking on a 38-year-old woman’s door. When police arrived, the man became aggressive and was booked into jail. Domestic violence: 2:50 a.m., 6900 block of 116th Ave. NE. A 27-year-old woman was taken into custody after she bit her ex-girlfriend, who is also her roommate. Police arrested her a short distance from her residence after she fled on foot. a warming box and a flat grill for multitasking. But let’s get down to what’s really important – the food. All of HP’s meats are sourced from a local Kirkland supplier – hot links, brisket, ribs, and pulled pork are his mainstays. Yes, the beautiful red smoke rings adorn the brisket and the ribs. HP does his magic to all of his meats about halfway through the smoking process for an outstanding finish. All of the sides and desserts are made from scratch. He‘s got a very complete menu but you must know that he does not always have all the items with him at any given time. However, he is very flexible and so friendly that I am pretty sure he will go out of his way to make you very happy. Even though the meat stands on its own, HP’s homemade sauce kicks it up a notch. It contains the usual ingredients with two secret ingredients that make his sauce unique.

And of course, you’ve heard this before, if he told me the secret ingredients he would have to kill me so I decided to let that go. Not only was HP born and bred in Seattle, his roots go all the way back to his grandparents who actually lived in Kirkland. HP has put his heart and soul into playing the drums in a dance band and apparently he has an amazing collection of jazz albums. He was a railroad switchman, drove a Metro bus and sold Cadillacs for more than 20 years. Now, it’s all about the best wood-smoked barbecue and down-home sides/ desserts he and his team can craft. Speaking of his team, HP wanted a special shout-out to go to Ms. C, his children, and pit master Uncle Al Franklin whose loving support and talents he could not do without. He contacted Kirkland city planners, the Washington Clean Air Commission, Kirkland Fire Department, King County Licensing Board, etc. He has dotted all of his “i’s” and crossed all of his “t’s.” Armed with compliance and valuable tricks of the business shared by The General and Clyde, HP’s Smokehouse BBQ officially became a business in September 2012. Kirkland legislators discuss impact of compromise Legislators need to compromise as July 1 looms

Compromise on politics without compromising our children’s future

Special times often call for special sessions. But a little history first. The Legislature finished on time without a special session in 2004, 2005, 2006, 2007, 2008, and even 2009 at the beginning of the worst budget crisis in state history. As the global economic crisis deepened we had special sessions in 2010, 2011, and 2012, during which we cut our budget by more than $12 billion. Those cuts hurt. They hurt seniors, put college tuition out of reach for middle class families, cut funding for prisons and slashed money for parks. Yet we got through those years because Republicans worked with Democrats. We all understood compromise is the bedrock of our democracy. Neither side got all it wanted. It was hard but we did it, because that’s our job. Sadly, not so this year. We are actually facing a possible government shutdown on July 1, something that has never happened in the 124 years of statehood. So why now? Because Senate Republicans have refused to compromise, something I have never seen before. The Supreme Court has ordered the Legislature to dramatically increase education funding. Yet Senate Republicans are refusing to compromise on a budget unless we agree to non-budget related, ideologically driven policy bills like workers compensa-

A fragile local economy and lack of improvement in our state’s education system were the status quo when a bipartisan group established a governing coalition in the Washington state Senate this past December. After eight years of single-party control of the state Senate, House of Representatives and governor’s office the status quo wasn’t fulfilling Washington residents’ requests for state government to adequately respond to their concerns. In my three years in the Senate I’ve heard repeated calls for lawmakers to be more responsible and efficient with tax dollars; seen balance sheets showing that businesses are struggling to stay open or add jobs due to a burdensome business climate; and received an order from our state’s Supreme Court for the Legislature to improve funding and policies for Washington’s K-12 education system. The response to those requests by leaders in the House of Representatives and the Governor? Propose raising billions of dollars in additional taxes without any increased accountability for state government, break the Legislature’s earlier promises by attempting to make temporary taxes permanent, and use our children’s education – our number-one constitutional duty – as leverage to raise these taxes, of which less than half the proceeds would be used to increase education funding. As a political moderate trying to create a budget that everyone hates the least, this entire legislative session has been about compromise. I’ve spent as much time building consensus with Democrats in the House of Representatives as I have with Republicans and Democrats in the Majority Coalition Caucus. Having developed “the most open and inclusive way that a budget has ever been built,” according to my Democratic minority caucus counterpart in the Senate, I’ve been working non-stop to compromise. The Washington residents I talk to say that’s what they want – for their elected offi-

cials to be willing to move the state government forward based on best practices and protect the services they care about without regard for partisan ideology. However, there is an area where I am not willing to compromise: our children’s education, which strongly influences their and society’s future. In both budgets crafted and passed by the Senate, we allocated an additional $1.5 billion for K-12 education during the next budget cycle. When we did this the response from stakeholders with vested interest in the status quo was to decry it for not being enough. However, upon realization by leaders in the House of Representatives that there were not enough votes to pass a massive tax increase, they drastically lowered overall spending. What concerns me most and should concern parents statewide is that more than 75 percent of those spending reductions came from their overall funding for K-12 education, placing it well below the Senate’s threshold. Additionally, our bipartisan plan targets funding toward areas of greatest need, including closing the increasing “opportunity gap” for minority children from low-income families and prioritizing evidence-based programs that have been proven effective. The partisan House plan simply spreads more money throughout the system without regard for the actual outcomes. We need to come to a resolution that fits the priorities of Washington residents, and soon; by the time you are reading this we very well may have done so. That is because despite partisan rhetoric intended to incite rather than unite, the Republican and Democratic officials you have elected continue to work to build consensus toward a successful path forward that meets the needs of our state. As a moderate pro-business Democrat, I even agree with some of these policy bills, but they are a distraction from the job in front of us. House Democrats recognize this and we have agreed to forgo any further consideration of our set of policy bills. I hope my colleagues in the Senate will see their way to doing the same. Call me naïve, but I think the citizens of Washington state want a budget passed. Policy bills can be debated again next year. Legislators were elected to lead Washington state, all of it, not just their party’s political agenda. I’ve been here nine years, had many tough debates, some very emotional, made compromises, and with my Democratic and Republican colleagues always left at the end of session proud of the work we did together. Never has the specter of a government shutdown been a consideration. It does not have to be this way. We are Washington state, not Washington D.C. – let’s find common ground, compromise and get our job done.

City should do better job informing public I wanted to comment in support of the idea that the city of Kirkland post all legal notices in the Kirkland Reporter, but also clarify that it would still be essential for notices to be published in a daily print newspaper and the Seattle Times fits that bill. While the editor for the Reporter states “... publishing notices is not so immediate that it would require a daily newspaper,” that is simply incorrect. If a citizen sees something that they need to act upon, they generally need every

day possible to research, assemble their facts and contact their council members. You further stated that “according to the city’s Ordinance No. 4082, which designates the Times as the city’s official newspaper, all notices should be published ‘not less than five days prior to the hearing.’” You state that you can accommodate that. But how so? The hearings are generally on Tuesdays and your paper comes out in print Friday, correct? Through Saturday would be 24 hours, through Tuesday would be four days. Sometimes hearings might be on a day other than Tuesday. So what should be done? Running an ad is a very

inexpensive means of alerting the public. Often, alerting the public saves costly controversy because there is greater transparency. The city should continue to run notices in the Times, but should also run notices in the Reporter. I think it would be a good deal for the Reporter to offer a special price as there would be greater readership as a result of this role. Furthermore, inquiry has often been made to the Kirkland Patch and Kirkland Views. They don’t always receive notices. It seems that they would willingly include city notices in their blogs. We have had some mighty controversies in Kirkland and most have

Ballard Railroad Company has no ties to Kirkland I don’t know if the city can use this argument for itself, but it seems the Ballard Railroad Company is opening itself up to a large number of lawsuits from residential and business landowners near the Cross

Kirkland Corridor as they will suffer significant damages if freight trains return. As Kirkland taxpayers, residential and business landowners pay significant taxes to enable the city of Kirkland to purchase the rail corridor rights for the purpose of a trail and the future Sound Transit East Link service. Both the trail and the East Link service will benefit everyone in Kirkland as well as increase property values over the abandoned, rusty freight tracks that do not serve any interests of anybody in Kirkland. This is a real harm being inflicted by a company that has no ties to Kirkland or the existing railway.

Marian Josephine George was born August 9, 1926, in Duluth, Minnesota and died at the age of 86 on June 4, 2013 in Kirkland,WA. She was the mother of five children and is survived by: Diane Woods of Bellevue, WA, Susan Newman of Kirkland, WA, Linda Gillaspie of Temple, Texas, and James Moore of Anchorage, Alaska, three grandchildren, five great grandchildren, her siblings and friends. Marian lived most of her adult life in the great Northwest and belonged to the following organizations holding offices in each: Eastern Star, Auburn Hospital Auxiliary, the National Association of Accountants, the National Association of Professional Secretaries, and was a den mother for the Cub Scouts. Marian had an unending and unconditional love for her children and family. She was a good mother, a true American patriot and had the highest regard for the U.S. Marine Corps and military services. Randall (Randy) James Lewis of Kirkland, WA passed away June 7, 2013 after a courageous battle against leukemia. He leaves behind his loving family: wife Judy, son Parker, daughter Kate, mother Marie, brothers Ken and Tom, and dogs Auggie and Murphy. Randy was born October 18, 1951 in Sandpoint Idaho. He grew up in Kennewick, later lived in Montana, and for the past 28 years resided in Kirkland. He worked many successful years in marketing at PSE, WNG, and BP/IGI. He married Judy on September 10, 1983 at Flathead Lake in Montana and they enjoyed 29 years of a beautiful marriage. Randy lived a meaningful and purposeful life filled with adventures and spirit. He was a loyal friend to many and enriched lives through his bright smile, infectious laugh, animated storytelling, and selfless generosity. His zest for life led him on many adventures of sailing, paragliding, motorcycle trips, snowboarding, hiking and travel with his wife. Randy had a strong Christian faith and involved himself in volunteer work including multiple international service trips. He was devoted to his family and was a wonderful and caring father, husband, brother, and son. He will be missed dearly every day. ICS students take home FBLA awards The 2013 Future Business Leaders of America state business leadership conference took place at the Red Lion Hotel in Spokane in April. Thirty-four students from Kirkland’s International Community School excelled at the competition, taking home awards in 16 events. A total of 19 club members from International Community School placed in the top five of their event, and 14 are expected to attend nationals this June in Anaheim, Calif. Katie Park, a junior, was elected vice president of the West Central Region of Washington state. The chapter additionally received gold seal recognition, an award given to schools that achieve a

Apart from performing in their competitive events, students at the conference had the chance to attend educational workshops and explore Spokane. Lake Washington musicians take top award at regional festival Lake Washington High School swept the top award at a regional music festival in Vancouver May 24-25 for performances by its band, orchestra and choir groups. The sweepstakes award is given to the school earning the highest combined scores for its performances. Lake Washington had 160 students performing in 10 music groups. The festival, sponsored by Worldstrides Heritage Performance Programs, featured a total of 53 performing groups from 15 schools in Washington, Oregon, California and British Columbia. Lake Washington also took the gold award in its division for performances by the concert choir; Lyrica; Men of Lyrica; string orchestra; concert orchestra; wind ensemble; jazz band; and percussion ensemble. The flute ensemble and symphonic band each took silver medals in their division. Lake Washington students won four of the 12 maestro awards given for outstanding individual musicianship within an ensemble or group. The winners were Austin Myhre of the percussion ensemble,; Holt Maki (trumpet) in jazz band; Savannah Brady in Lyrica ; and Daniel Porras in Men of Lyrica. Directors awards were

Juanita student awarded scholarship Western National Insurance Group recently selected Jon Watson as a recipient of a college scholarship worth $3,000 for the upcoming fall term. Watson, son of Tina and Jon Watson, will be a freshman this fall at Whitman College in Walla Walla, Wash. He is a 2013 graduate of Juanita High School in Kirkland. In school, Watson was active in the Drama Club, school orchestra, Thespian Society, Chess Club, soccer team and the school newspaper. Outside of school, he has been involved in peace activism training and peer mediation. His mother Tina is a Western National agency partner at Insurance Services Group in Woodinville. The Western National Insurance Scholarship program presents merit-based awards annually to a select group of employees and independent agency partners’ sons and daughters who are beginning or continuing full-time undergraduate study in the fall of that year.

As a part of the Kirkland Garden Tour, members with the Kirkland Community Wildlife Habitat Team will be providing tips on how spectators can certify their garden as a wildlife habitat. Tia Scarce, a co-leader of the Kirkland Community Wildlife Habitat Team, said backyards must have four elements to be certified: food for animals, a water source, cover and a place to raise young. “Most people will find they qualify,” Scarce said, who will also showcase her garden during the garden tour. “When it comes to food, most people have what it takes - big trees, seeds, berries, nuts, leaves and bugs for rabbits.” Scarce said her garden is a mix of foliage with colors and different textures of native and exotic plants. Her 1956 home is located in the south Houghton neighborhood. This is the first year the Kirkland Garden Tour is

What constitutes a co-operative divorce? This can range from a couple that agrees on everything and asks an attorney to draft final documents, a mediated divorce model where the couple works with one attorney on resolving the various issues and preparing the final documents all the way to a complex situation in which both sides have attorneys but the attorneys and parties contract to keep the matter out of court. In addition to the privacy issues, a cooperative divorce costs about one-third of the traditional litigated divorce. Studies have shown that the outcomes do not have to be one sided or influenced by the person with the stronger personality. The structure of the process can provide even more fairness than litigation. Most importantly, the outcomes are resolved. Litigated divorces are often re-litigated and continue to be modified even years later. The evidence is that parties are more apt to keep the agreements they worked on cooperatively and don’t have to go back to court. Most importantly: PRIVACY IS PRESERVED. Did you know that divorce files are open to the public for anyone to read? Would you like to make your own decisions regarding property division, support and parenting? If so, rather than the traditional route you’ve read about, you might consider a more co-operative approach. When engaged in a co-operative divorce a couple keeps court filings to the minimum required to obtain a final decree. The settlement terms, financial disclosure and other concerns remain private. If there is a parenting recommendation by an evaluator or counselor, the information remains confidential to the parties and their attorneys. All the details are in a private contract that is not filed in any public record or even seen by a judge. No one even has to appear in court. The privacy concern is probably one of the most important reasons to work with an attorney rather than on-line programs or DIY divorce. Often do-it-yourselfers ask me to review their documents and I am amazed at how willing they are to list all their assets, all their debt, company information and other private information in the documents. No one tells them there is another way. My version of do your own divorce means without court intervention. You don’t need a judge to tell you what to do about your children or your property. You can hire experts than can help you make those decisions, if needed. Experts who will work with you to achieve your goals based on your interests and your children’s needs.
