Emerson proposes a dose of prayer for county meetings

Fishing boat runs aground on Whidbey, no fuel leaks By JIM LARSEN Record editor A large fishing boat went aground at Lagoon Point on Tuesday morning at 4 a.m., about an hour before the sun rose to create a glorious day on Whidbey Island. The boat, named the Neahkahnie, wasn’t leaking oil or gas and did not appear to be an environmental threat, according to the Coast Guard. Early Tuesday a Coast Guard helicopter flew over and soon a boat, the CGC Swordfish, arrived to watch over the site. Later, at 9:30 a.m., a smaller Coast Guard boat circled the Neahkahnie, apparently to make certain there was no damage. The 97-foot boat grounded about 200 yards north of the populated portion of Lagoon Point, its bow settled gently upon the small rocks while the stern stuck out into Admiralty Inlet. Crewmen kept a low profile, but occasionally two were seen walking about. One walked to the bow when a Global Diving & Salvage representative arrived and shouted down to him the escape plan. “It’s been something I’ve been thinking about for some time,” said Emerson, during an interview Friday with the The South Whidbey Record. The board generally meets in open session twice a week and Monday meetings are the more formal of the two. It’s when the commissioners vote on code changes, hold public hearings and discuss other big issues. Those meetings can be highly charged, and Emerson, a born-again Christian, said an opening prayer may bring a little “civility” to the discussion. The commissioner hasn’t put forward a proposal detailing what prayers would be offered or by whom. Instead, she asked only for a general discussion during the board’s Wednesday, June 5 work session. ‘Heroes’ attend NYU graduation Zora Lungren graduated this spring from New York University’s Tisch School of the Arts, cum laude, with a major in drama and a minor in child and adolescent mental health studies from the College of Arts and Sciences. She completed both her primary and advanced acting training at the Stella Adler Studio of Acting, where she studied with some of the best drama teachers in the world. She said she wishes to thank those Whidbey organizations and individuals who provided their support, both financial and emotional, to help her succeed at NYU. NYU Commencement exercises were held in Yankee Stadium on Wednesday, May 22. The Salute to Tisch School Graduates was held at Radio City Music Hall on Friday May 24. Zora is pursuing her professional acting career in New York City. Proudly viewing the graduation ceremony were her godparents, David and Lenna Rose, South Whidbey Record “Hometown Heroes” in February 2011. Zora herself was a Hometown Hero in May 2009, the year she graduated from South Whidbey High School. Also on hand for her graduation from NYU were her parents, Mary Jane Lungren, a dentist in Langley, and Kevin Lungren, a financial advisor and stock broker with an office in Clinton. They live in Freeland.

Children’s Theater benefit succeeds On Saturday, May 18, Whidbey Children’s Theater held its second fundraising auction, “There’s No Place Like Home!” to raise money to keep the curtains up on the kind of programming that gives South Whidbey youths a place to find and develop their creative voice and build self-esteem, in an environment that embraces
the whole person and emphasizes support, collaboration and trust. Auctioned items that night were donated almost entirely by the businesses and individuals of Whidbey. From exotic Turkish rugs, gorgeous bronze sculptures and oil-paintings to auto detailing, concierge services and movie tickets, hotels, inns, restaurants, bookstores, veterinarians, pet services, boxing, wineries, the list seemed endless.

Larsen tours two boatyards By CELESTE ERICKSON Staff reporter Congressman Rick Larsen toured several Whidbey Island destinations recently including Freeland’s Nichols Brothers Boat Builders and North Cross Aluminum. Matt Nichols, CEO of Nichols Brothers, led Larsen on a tour of current projects. The Freeland boat building company has three vessels on the yard, a ferry and two tugboats. Nichols Brothers is a recipient of the Assistance to Small Shipyards grant program, which provides federal reimbursement to the company up to 75 percent of improvement costs. “The grant has really been a success, everyone has been using it effectively,” Larsen said. Larsen has visited the Nichols Brothers several times over the years and is impressed with the skilled manufacturing by the company. He said it was good to see the federal grant money go to good use by Nichols Brothers. The congressman hopes the money will improve the economy and help the company hire more people for living wage jobs. “The grant has made us more productive by using high-tech machines and we have been able to hire more people, which is our number
one priority,” Nichols said. At North Cross, owner Tim Leonard showed Larsen the progress of the fire boat being made for South Whidbey Fire/EMS. Each piece of the boat was cut and ready to assemble. The boat for South Whidbey Fire/EMS is a first for North Cross, though not its employees, Leonard said, and should be completed and delivered to South Whidbey Fire/EMS in January. “Hand rails and awnings are our bread and butter, it has kept us alive until this boat,” Leonard said. Leonard said the community supported his company
winning the bid to build the new marine response boat and he hopes to make South Whidbey residents proud. “We’re local and have been here forever,” Leonard said. “We will be able to service the boat forever.” Being noticed by Congressman Larsen, as a small business not even two years old, was a bonus, Leonard added. Larsen journeyed north earlier in the day. He stopped by the Naval Air Station and discussed the future of the base. He also visited Olympic View Elementary School in Oak Harbor and discussed new legislation for schools on

Shelley was driving at a high rate of speed on Ewing Road in Clinton; his 1999 Isuzu slid across the centerline and struck an oncoming Mini Cooper driven by Leland Long, according to the report by Deputy Darren Crownover with the Island County Sheriff’s Office. Long and his passenger were injured and transported to the hospital for treatment. A witness reported seeing the driver of the Isuzu, later identified as Shelley, flee the scene on foot, carrying bags and a liquor bottle, the deputy wrote. Crownover quickly found Shelley. He described him as “having a disheveled look, appearing to be in a stupor, bleeding from scrapes to the legs and forehead.”
After being arrested, Shelley allegedly admitted he was driving the car at the time of the accident and that he drank one beer earlier. A portable breathalyzer measured his blood-alcohol level at 0.091, according to the report.
HOSPITAL Hospital board opening unfilled Whidbey General Hospital officials are putting out a call for people interested in serving as the District 4 commissioner. The last day to apply is Wednesday, June 5. Roger Case has held the position for nearly 18 years but is stepping down. His last day is June 15 and the board wants to name a replacement the week before at its monthly meeting.
The only trouble is efforts to recruit willing candidates have not gone according to plan. “We’ve had it on our website but not a single person has applied,” said Trish Rose, spokeswoman for Whidbey General. The hospital board is composed of five commissioners who are charged with creating and adopting policy for the district while also overseeing operations, including the delivery of quality patient care. To apply for the hospital appointment, mail resumes to the board chairwoman at Whidbey General Hospital, 101 N. Main St., Coupeville, 98239.
FISHING Waters open for spot shrimping One day of spot shrimp fishing will create a bit of a boating frenzy today. Washington Department of Fish and Wildlife announced it would
reopen the shrimp season for one day in two marine areas, including area 8-1 that covers the waters of Puget Sound east of Whidbey, from the north end to the Fox Spit region. The other region is in South Puget Sound in Marine Area 11. Marine Area 8-1 will open from 9 a.m. to 1 p.m. Marine Area 8-2 will not reopen for spot shrimp and will be closed to all shrimp fishing on June 5. According to a release from fish and wildlife, in Marine Area 8 insufficient quota remains for a standard full day of fishing, so the opening was modified to take the small amount of remaining quota. This is an experimental opening to determine if smaller amounts of quota can be targeted and harvested by the recreational fishery. It’s the public that should pray The Island County commissioners may decide to begin their meetings with prayer. Let us pray that they don’t. Board Chairwoman Kelly Emerson will make the prayer proposal Wednesday, to be discussed with commissioners Jill Johnson and Helen Price Johnson. The history of prayer opening sessions of elected public officials suggests it simply doesn’t work. Look at Congress. They have a paid chaplain. Still, we are trillions of dollars in debt, the number of poor people is expanding, the rich get richer and our military machines roam the world, collateral damage be damned. It’s just a guess, but God probably doesn’t approve, and if He’s offering guidance, it’s being entirely ignored. The Washington State Legislature also opens with prayer, with scant to show for it in terms of the Almighty looking favorably upon us. Again, we get debt, tax breaks for the rich, money doled out to special interests, and the mentally ill are left to suffer in the streets, literally. The Legislature can’t even finish its work on time, requiring a special session that started with a prayer. There’s no sign that one is working, either. On Whidbey Island, only the Oak Harbor City Council opens with a prayer. The military may spread its bounty on thee, Oak Harbor, but otherwise not much is going right. The council prayed and yet ignored expert advice to hire an archeologist before digging up Pioneer Way. God didn’t show them the way. The council ignored the advice, spent millions of dollars making up for their mistake, and is now being sued for millions more by the Tribes, who have more faith in lawyers than prayer in the public arena. It cost hundreds of thousands more to placate employees who were fired when the new mayor took office. They didn’t have a prayer of keeping their jobs. South Whidbey gets along quite well without a prayer to start any public meeting. Mistakes are made, but not because of diving retribution, and progress is made, but not because of divine providence. Prayer is indeed needed when publicly elected bodies gather: Voters should go to a private place, as Jesus suggests, and do the praying. “Please, Lord, don’t let them deprive us of more liberties and take more of our money.” Nothing else has stopped them, so maybe a little prayer would help.

Another summer of death To the editor: Memorial Day weekend to the end of Labor Day weekend is a 100-day period that embraces vacation time, travel time, and nice weather. Seen from another angle, lots of folks are driving, some of the drivers are impaired. In 2011, according to the National Highway Traffic Safety Administration, 9,878 people were killed and approximately 350,000 Americans were injured. The price tag for these statistics? $132 billion. But let’s dig a little deeper. Let’s say that 10 people per fatality are affected. Affected how? Probably upset, scared, anxious, worried, angry and lots of other emotions. So, at a conservative estimate, 98,780 people were affected by these 2011 American deaths. Doing the math for the injured, we now have 3,500,000 people affected, plus the 98,780 from fatalities, for a grand total of 3,598,780. Let’s round it off to 3.6 million Americans affected by impaired driving during 2011.

the vessel who identified himself only as Mike. High tide was due at 4:15 p.m., and during that period an effort would be made to tow the vessel back to sea. One of the few people watching and taking pictures on the beach at 8:30 a.m. was familiar with the Neahkahnie, which is no longer a fishing boat, but instead is used as a tender. Ray Kellison of Coupeville is a commercial fisherman whose boat, the Alasea, is moored in Dutch Harbor, Alaska. He plans to leave in five days for Dutch Harbor. Kellison said one of his crew members and the crew member’s father both worked on the Neahkahnie in its fishing days. Built around 1976, it worked
So far, the proposal is seeing some support. “I’m looking forward to the discussion,” Commissioner Jill Johnson said. “I’m not opposed to prayer…” Commissioner Helen Price Johnson could not be reached for comment. Island County was established in 1852 and it’s unclear whether business meetings of the commissioners have ever began with a prayer. At the very least, it hasn’t been done in nearly 40 years. “To the best of my recollection, we’ve never done that in Island County, and I go back to 1976 with the prosecutor’s office,” Superior Court Judge Alan Hancock said. According to former county Commissioner Mac McDowell, who served from 1993 to 2008, the county only started reciting the Pledge of Allegiance shortly after he was elected. Hancock declined to comment on the appropriateness of prayer in public meetings, saying it’s possible the issue would come before him in court. McDowell said he doesn’t see anything wrong with a prayer. “If you want my opinion, I think it’s a good idea despite all the controversy it might cause,” McDowell said. He noted that it’s not unusual, citing Oak Harbor and U.S. Congress. The Oak Harbor council

The boat is equipped for such work, including a big green suction tube that brings the penned salmon aboard. The grounding of the boat didn’t cause much of a disturbance for Lagoon Point residents. Several said they were awakened by a Coast Guard helicopter at 5:30 a.m.

“It looks like it made a wrong turn,” said Barry Rose, who just moved to the area from New London, Conn. “It’s quite a surprise.” A car full of four Coast Guard incident management officers arrived early to assess any damage. “It’s not leaking fuel, and they’re being really proactive,” said Paul Schachtener, one of the officers. It was not immediately known why the boat went aground. One resident reported fog in the early morning, while others theorized the captain may have fallen asleep. The Coast Guard had not yet made a determination.

has opened its monthly meetings with a prayer for years, but not without some controversy. The same may be true should the commissioners’ follow suit. “I think prayers in a public meeting are inappropriate,” said Ledgewood resident Dick Caldwell, a Republican county commissioner from 1987 to 1982. Unless there is a specific observance, such as a prayer on Memorial Day, Caldwell said he doesn’t believe they should be allowed. “I just don’t think it’s necessary,” he said. “I don’t think it adds anything.” Johnson, a member of the Reformed Church of America congregation, said she disagrees. “To be honest, I pray before every meeting,” Johnson said. “I don’t think it’s bad to ground these meetings in something bigger than yourself.” That doesn’t mean that there shouldn’t be some guidelines as to what is allowed. If something does move forward, rules would need to be in place that mirror those of Oak Harbor, she said. Prayers are conducted by religious leaders from multiple faiths in an attempt to ensure no favoritism. The idea isn’t to advocate for one faith over another but to have a “moment of reflection,” Johnson said, adding that legal review is necessary. Emerson said she researched the issue and isn’t aware of any legal headaches that might arise. She believed the proposal will meet with public approval. “I see no reason for them not to,” Emerson said. “They can see the benefit of civility.”

Patience pays off for Lewis in all-league baseball award By BEN WATANABE Staff reporter Jack Lewis waited a long time to make the first team all-Cascade Conference list. The senior and soon to be 18-year-old (his birthday is June 8) will have a little extra oomph when he blows out the candles. Coaches from the eight team conference of 1A and 2A high schools like South Whidbey, Coupeville, Cedarcrest and Archbishop Murphy voted Lewis one of the top players and the league’s best designated hitter. “It was very special to be appreciated by other players, my coach and my friends,” Lewis said. Lewis, a single-sport Falcon athlete, found himself filling multiple roles on an understaffed and inexperienced baseball team this season. A former heavy rotation pitcher, Lewis stepped away from the mound because of problems with his left knee after a lingering injury sustained during his sophomore year. “It didn’t feel natural any more,” said Lewis of his pitching motion and especially planting his left leg. “I was sad to not perform as well as I wanted to on the mound.” First-year head coach Tom Fallon plugged Lewis in at first base, third base and pulled him from the field as the team’s designated hitter at the third spot in South Whidbey’s lineup, the role he played about half of the games. “It was a very challenging season in that we had so few bodies,” Fallon said, adding that his varsity squad often

One of the reasons he played baseball for 12 years (and only baseball since he was in middle school) was the thrill of putting bat on ball and watching the ball soar. “It’s so rewarding when you make contact,” Lewis said. My oh my, did Lewis make contact. The four-year varsity Falcon finished the season with a .465 batting average, 18 RBI and three home runs. One of those home runs happens to be the most memorable hit of Lewis’ career and in his most memorable game. In

In the nightcap, Maltby jumped out to an early lead in the second inning with four runs off Maxfield Friedman. Lewis Pope relieved Friedman and closed out the second but not before Maltby scored three more runs for a 7-2 lead. The Crabs battled back in the sixth with Antich, Sterba and Simms once again leading the three-run attack. They picked up another run in the 7th to close out the scoring. Antich held the Maltby squad in the final three frames.

His teammates probably didn’t know, or if they did, they rarely talked about it, but Lewis logged some serious hours playing Skyrim and Fallout when he wasn’t busy studying or practicing. Even gaming was a bit of an academic pursuit for Lewis, a 3.8 student at South Whidbey High School. He assembled his own desktop computer with an Intel i7-2700 processor up to 3.6 GHz, a GeForce GTX 680 video card, 16 GB of DDR3 RAM, a 240 SSD (solid-state drive) hard drive and a 1TB Western Digital hard drive. All that leads to seamless visuals while dueling monsters and wizards or fighting post-nuclear apocalyptic bad guys on a monstrous 24-inch monitor. While hardware assembly was fun for Lewis, he envisions his future in software. Already accepted to the University of Washington, Lewis plans to pursue a degree in computer science and eventually his master’s degree, too. “I look at companies like Google and Apple and I see how intricate their stuff is,” Lewis said. “I want to create something like that.” Patience may come in handy for Lewis again as he learns to craft the next touchpad software, the next Apple OS or whatever Google has in store.

The Falcons did, however, win their first playoff game in several years 8-6 against Friday Harbor in the 1A District 1 playoffs. Voting is conducted by league coaches and the top 12 vote recipients are named to the first team. Also an offensive and defensive player of the year is selected, which were awarded to Lakewood’s Kiana Smith and Cedarcrest’s Taylor Turner, respectively. No Falcons made the league’s first team.

Fare increase looms for ferry travelers By NathaN WhaleN Staff reporter Riding state ferries is likely to become a bit more expensive. In an attempt to meet a revenue goal set by the state
legislature, officials from Washington State Ferries are proposing fare increases over the next two years. Officials are considering two rounds of fare increases. The first would be a 3 percent increase in vehicle fares and a 2 percent increase in pas-
senger fares that would take effect Oct. 1, 2013. The second would be a 2.5 percent increase in vehicle fares and a 2 percent increase in passenger fares that would take effect May 1, 2014. Ferry officials presented their fare proposal last week at a Washington State Transportation Commission meeting. The commission is the state entity that has the authority to adjust fares for the ferry system. Washington State Ferries has to raise $328 million

to meet a budget requirement set by the Legislature, which is an increase from the amount set in the current biennium. Washington State Ferries is budgeted to
collect $310 million in fares during the current biennium and it is meeting that forecasted amount, said Jean Baker, deputy chief of finance and administration for Washington State Ferries. Approximately 65 percent of the revenue Washington State Ferries receives comes from fares. The proposal includes higher fare increases for vehicle fares than passenger fares. “Passengers are cheaper to carry than cars,” Baker

Danny Wayne Wahl
Danny Wayne Wahl, 50, longtime Langley resident, passed away at his home on Wednesday, May 29, 2013. Danny was born in Panama City, Fla., on Oct. 17, 1962. He spent his growing up years in Florida, Alaska and finally Washington state. Danny served his country for four years in the United States Army. Afterwards, he pursued a career as a merchant marine engineer. This led ultimately to meeting his future bride. While serving as marine engineer on the M/V Independence, Danny met Dee Ellsworth, who was employed as a processor on the ship. The couple married on May 8, 1997. They made their home in Langley. Danny was a devoted servant of his Lord Jesus Christ, and with Dee was a constant presence at his home church, Calvar y Chapel Whidbey Island, in Clinton. At a Christian men’s conference, “Men
on Fire,” in January 2010, Danny specifically was led to pursue ministry endeavors, and worked diligently alongside Pastor Brett Williams in fulfilling that calling. He was actively involved in ministering to prisoners, homeless and children. For Danny, his family home was his sanctuary, and he loved to relax on his sofa with a good book, or to study the Bible there. In addition to being an avid reader, Danny enjoyed such outdoor activities as hunting, fishing and archery. Danny is survived by his loving wife, Dee, at home; his daughter, Michelle Williams of Langley; also, Chanisa, Jimmy, April and Timothy; his mother, Betty Wahl, in Florida; three sisters, Patricia, Debbie and Missy; and his brother, Jim. Danny was a servant to many, and consequently leaves behind a host of friends as well as a loving church family. He was preceded in death by a brother, Jack Wahl. A Memorial Service will take place Friday, June 7, at 1 p.m. at Calvary Chapel Whidbey Island, Pastor Brett Williams officiating. Blooms features women artists Two women of Whidbey, Janie Cribbs and Maggie Hanley-Welles, are the featured artists in the art show “88 Owls and Watercolors” at Blooms Taste for Wine & Art at Bayview Corner. The show runs through June 30. This show focuses on a project Cribbs started two years ago to paint 88 owls for her mom’s 88th birthday and somehow took off with its own wings and became a much larger endeavor. These owls are painted on found and repurposed plywood with a rich patina of age. Maggie Hanley-Welles spent her early days playing piano and painting in New York state. She will show art she created since her move to Whidbey as well as some of her previous works. see galleries, page a11
Even though there is no elementary school art specialist funded by the South Whidbey School District again this year, the students produced plenty of art and they’re ready to show it off at the third annual Festival of the Arts Friday and Saturday, June 7 and 8, at South Whidbey High School. The festival is sponsored by the South Whidbey Elementary PTA Volunteer Art Docent program, Whidbey Island Arts Council and the school district. This festival is a celebration of student arts. It also provides awareness of the community resources and organizations which support arts programming in the schools and offers arts experiences for children. The funds received go toward more arts programming in the schools so every child may have these learning opportunities even as public school funding dwindles. Festival hours are 5 to 8 p.m. Friday, and 11 a.m. to 5 p.m. Saturday. It is student-centered and student driven in many aspects, particularly in the performances this year: Sophia Duccini, a high school student, worked with Don and Betsy Gmerek to arrange a lineup that was a mix of independent student ensembles and soloists as well as those students who are led by school arts programs, teaching artists, and arts organizations like Island Strings, Island Dance, high school choral and high school and middle school jazz ensembles. Festival-goers will find in the Old Commons the exhibition of visual artwork by each K-5 student. These art projects were led by volunteer art docents through the school year at the elementary school. The docents will also have on exhibit some student art projects that have been led by general teachers. Whidbey Island Arts Council funded artists-in-residence and their exhibits. Caplets, lattes and Americanos will be served by Topolino Espresso. All espresso drink proceeds go to the SWE PTA Volunteer Art Docent Program. An arena of hands-on arts and crafts fun for family, origami lanterns, community collaborative weaving, hair ties, face painting and more will be offered at the festival. Teaching artist demonstrations in Old Commons Friday will be presented by Carla Dawn Walsh, painting; Yvonne Palka, sumi-e; and Mary McLeod, calligraphy. The New Commons and high school art studio space will feature art exhibits by the middle school students, Jess Foley, art teacher; art exhibits by the students of South Whidbey Academy (K-12), arranged

‘Whidbey Woods’ at Raven Rocks “Whidbey Woods,” with new works by Bob Higbee and Roger White, opened Friday and continues through July 3. Whidbey Island’s artisan woodworkers create a vast array of offerings from functional furnishings to one-of-a-kind art pieces. Their gallery presents the latest creations of two such artists. Higbee works with assorted found wood from West Coast states, turning each piece into unique vases that often preserve the exterior features of the wood.
