Mayor: Town sales tax ‘steady’ By Nathan Whalen Staff Reporter

Around 40 Coupeville business leaders came to Christopher’s on Whidbey Monday evening to hear the mayor give a report on the town’s business environment. Coupeville Mayor Nancy Conard presented her “State of the Town” address during an event organized by the Coupeville Chamber of Commerce. With numbers in hand, Conard spent the first part of her address talking about sales tax collections and the business environment in town. She was quick to point out there are only three empty buildings within town limits. One of those buildings, the Mad Crab, was recently sold. She noted that Coupeville’s oc-

cupancy rate is higher than other communities on Whidbey Island. “I think there is a really good energy in our community,” Conard said. The town of Coupeville received more than $342,000 in sales tax revenues in 2012. That amount is lower than the $371,000 collected in 2011, but higher than the $300,000 the town had budgeted to collect in 2012. “It’s been fairly steady,” Conard said. She described that the town is in a “new normal” of collecting between $320,000 and $340,000 a year in sales tax. Sales tax collections peaked in 2007 when the town collected $476,000. Rain or shine, sleek tribal canoes glided through Penn Cove Saturday during the Penn Cove Water Festival. Racers from tribes all over the Pacific Northwest gathered to take part in the annual festival, which aims at maintaining a cultural relationship with Pacific Northwest natives. It’s really about a cultural exchange and understanding, said Vicky Reyes, festival president.

At the beginning of the festival, tribal leaders shared information about their culture by performing a song to kick off the festival. A tribal prayer was performed prior to the races. Clouds burned off in the early afternoon, giving visitors a sunny chance to watch racing, which went from the wharf to the boat launch. People watched from all over the area including the wharf, viewing decks on Front Street, along the walking path and boat launch. “I thought the festival was wonderful,” said organizer Kyle Waterman. “There was great attendance.” “We had a great time. It was another great festival.” Races including single-person entries as well as multi-person entries.

“I love the camaraderie of the races,” Reyes said. “They (the different tribes) seem to enjoy the day with each other.” “The races themselves are very exciting.” Cash prizes were awarded to the top winners. Local businesses and groups sponsored individual races, which covered the cost of the cash prizes. Around $4,000 in prizes is awarded. See RACES, page 16

Memorial Day features Pearl Harbor survivors By Nathan Whalen Staff Reporter

Five Pearl Harbor survivors will visit Central Whidbey Island this weekend as an integral part of the Town of Coupeville’s remembrance of Memorial Day. They will join fellow veterans, along with representatives from community organizations and students, in Coupeville’s annual parade down Main Street at 11 a.m. Saturday. Participants will walk on Front Street, Alexander Street and Coveland Street through downtown Coupeville before ending up in Coupeville Town Park. Following the parade is a remembrance ceremony and a hot dog lunch organized by the Central Whidbey Li-

“Business of the the Year” several months ago. A remembrance ceremony will take place at Town Park. Coupeville Mayor Nancy Conard and Capt. Michael Nortier, commanding officer at Naval Air Station Whidbey Island, will speak. The event will also feature a bell ceremony conducted by the Pearl Harbor survivors and the All Island Community Band will perform a “Musical Salute to the Troops.” Coupeville’s Memorial Day activities in previous years included a flyover from a plane stationed at NAS Whidbey and a performance from Navy Band Northwest. Eccles said both the flyover the band weren’t available this year because of sequestration. But those losses won’t affect the weekend event. “It should be a great event,” Eccles said.

Coupeville hot dog stand to open for season The popular stand that grills hot dogs and brats will be opening this week. Coupe’s Last Stand will open Friday next to the entrance to the Coupeville Wharf at the corner of Front and Alexander streets in historic downtown. “I’m excited — I’ve been chomping at the bit,” said Vickie Chambers, who is entering her third year owning the popular stand. She opens at 11 a.m. Friday, May 24 and remains open until around 4 p.m. Coupe’s Last Stand will be at its downtown Coupeville spot everyday except Tuesdays and inclement weather through October.

who served on the USS Utah, Harold Johnson, who served on the USS Oklahoma, Anthony Nady, who

served on the USS Nevada and Harold Shimer, who served on the USS Helena. Lynda Eccles, executive director for the Coupeville Chamber of Commerce, noted a couple of other veterans who will participate in the ceremony. Bill Etheridge, who was a prisoner of war in World War II along with Walter Nelson, who is 96 years old and served in World War II, Korea and Vietnam. Eccles said it is “just incredible” that World War II veterans are still around to participate in the parade and ceremony. The 2013 version of the Memorial Day parade boasts around 70 entries. As campgrounds open for the season and malls are trampled by early summer shoppers, many families in your neighborhood will be thinking about their sons and daughters, spouses, and siblings who lost their lives as servicemen and women. The Wounded Warrior Project, Soldiers’ Angels, and Sentinels of Freedom are only a few of the many non-profit groups around the country that are dedicated to helping veterans return home after a tour abroad or who are recovering from traumatic injury. Your local VA office can tell you where to find a group like this in your area. You can help a bereaved military family you know by simply showing up on their doorstep with an offer to do chores or an invitation for a meal or a holiday activity. Holidays can be especially difficult for grieving family members, and they may welcome the distraction. You might also invite them to write a eulogy for their loved one and offer to post it at PBS’s National Memorial Day Concert’s website.

Be thankful for survivors, honor those we lost

Memorial Day is a day about remembering those fallen service men and women who gave their lives protecting us. As a community we gather to honor those people, whether loved ones or strangers. It’s also an opportunity to hold our current military loved ones

close. I have never lost a loved one to war and the idea of it is hard to consider. While I’ve had family members who’ve served, none have been lost. War and service impact a family. It means traveling, separation and duty. While one family member may be enlisted, it is the whole family that serves. Growing up, my mother was what we called an “Army Brat.” My grandfather, whom I never really knew, served in World War II. He met my grandmother in Holland, they married and he brought her home. My mother and her three siblings spent much of their early years traveling the world. My mother, born in Panama, lived in several European countries and all over the United States before settling in Washington. When the Vietnam War started my mother was a teenager and our family’s service record continued with my uncle being drafted. He returned home missing a foot. I never really understood the concept of war as a child. I didn’t really understand why he didn’t have a foot. He was always just my uncle who had a fake foot. At every family gathering I’d ask him to take it off and the rest of the family would chuckle. While it’s been more than 30 years since that war, it still impacts his life with knee and back surgeries as a result of that war wound. Memorial Day is about remembering. In order to remember, we must have memories. Take Monday as an opportunity to remember what you can and create new memories in the process. Voters expressed wishes for election Editor, Elections are supposed to have con-

sequences. Last year, President Obama, Gov. Jay Inslee and the Democrats put forward a vision of an America stating “we are all in this together,” we all pay our fair share, and we create jobs and grow the economy by investing in things like education, the working class and infrastructure. Mitt Romney, Rob McKenna and the Republicans offered a vision of an America where we reward individual success, and create jobs and grow the economy by reducing regulations and lowering taxes. Two very clear, but very different, visions for the future of our state and nation. In November, the American people made a resounding choice. We chose Democrats for the White House, the United States Senate, the governor’s office, the state House, and state Senate, which two turncoat senators then decided to hand over to the Republicans. Yet, since November, the Republicans have acted like their vision for America won, and are sticking to their playbook on issue after issue, regardless of the clear expressed will of the electorate. On the campaign trail, many Washington state Republicans said that they could fully fund education without raising taxes or cutting state services, through “efficiencies” and “cutting the

waste, fraud and abuse” of government. Recently the now-Republican-controlled state Senate put out a budget that fails to fully fund education and cuts important programs anyway. Either they couldn’t find any significant waste, fraud and abuse, or it was never there to begin with. It’s time to move forward. We need to end the sequester, throw out the Republican budget, promote clean energy, respect working families, close tax loopholes, ask the wealthy and corporations to pay their fair share, and make responsible use of tax dollars to create jobs and grow the economy by investing in our infrastructure and fully funding Washington’s education system. Our now-divided state Legislature, and I’ll remind you, divided by the politicians, not by the voters, recently started a special session because it couldn’t get the job done during regular session. Apparently, they need the citizens who elected them to remind them which future it was that we decided on last year. I encourage everyone to call, write or email your elected officials and let them know that you are ready for Washington state to move forward, and ready for America to live up to the vision presented by the Democrats, and endorsed by the American people.

Two vie for open seat with Port of Coupeville By Nathan Whalen Staff Reporter

With a ballot mostly filled with uncontested races on Central Whidbey Island, the Port of Coupeville is one of two contested races in the November general election. Two of three seats are up for election this year and both have two people vying to fill the spot. The soon-to-be-retired Port of Coupeville Director Jim Patton will square off against Bill Larsen for the District 2 position. Patton has been serving at port director for more than eight years and he is resign-

ing at the end of the year. He said he wanted to continue the work currently underway. The biggest project currently underway is determining how Greenbank Farm will be operated once the contract with the Greenbank Farm Management Group expires. Facing Patton is Bill Larsen, who is making his first foray into local politics. Larsen, 48 and retired from the Navy, is a substance abuse counselor who was also interested in getting involved in the community. “It might be a way to get more involved,” Larsen said. He is married with three children and lives in Coupeville.

Both Larsen and Patton have similar backgrounds. Both hail from New York and both served on submarines when they were in the Navy. Larsen said he is interested in in maintaining a balance of promoting the Greenbank Farm while preserving and maintaining the landscape. In the second race, recently appointed commissioner Mike Diamanti will face a challenge from Dick Bowen. Diamanti was appointed to fill Laura Blankenship’s seat when she announced her resignation last month. Because he was appointed,

the District 3 seat had to appear on the November ballot. He lost to Blankenship in the November, 2011 election. Diamanti is familiar with the Port of Coupeville. He served on committees to develop the port’s comprehensive plan and conducted an analysis of the port’s moorage rates and fuel sales. Bowen, a 72-year-old retired real estate developer, said he thinks there would be more constructive agricultural ways to use the open spaces at the Greenbank Farm. “There’s got to be some use for that open space,” Bowen said. He is a member of the

Whidbey Camano Land Trust and he has experience with elected office. He was a member of the Bainbridge Island City Council in the 1980s. He added he knows how to build consensus that is important for success in public office. Central Whidbey Fire and Rescue also has a contested seat up for election this year. Incumbent Cheryl Engle will face Stan Anderson in November. The Whidbey General Hospital board, Coupeville Town Council and Coupeville School Board have seats up for election in 2013. It appears those races will be un-

contested. The Island County Auditor’s Office will hold a special filing period next month to allow people a chance to run for a seat where no candidate has previously filed. Those seats include a spot on the Whidbey General Hospital board and Coupeville School Board.

The conclusion of filing week saw nobody filing for candidacy for 14 offices throughout Island County. Because of those empty seats, the Island County Auditor’s Office is opening a special filing period for three days in early June. The special filing period goes from 9 a.m. to 4 p.m. Monday, June 3 through Wednesday, June 5. Of the 14 offices that lack

candidate, one is the Coupeville School Board Position 2 seat that is apparently being vacated by Jeff Tasoff. He didn’t file for reelection last week. Another seat is the Position 4 seat on the Whidbey General Hospital Board that is being vacated by Roger Case, who announced he will resign from his seat effective in June. The remaining dozen empty seats are on the various water district boards located throughout Island

County. Michele Reagan, deputy for the Island County Auditor’s Office, said people can only file for the 14 vacant positions and not the other seats that are up for election in 2013. While the auditor’s office offered an online option during the regular filing period, people interested in the vacant seats will have to file in person at the elections office located on North Main Street. If nobody files for the

empty seats by the end of the special filing period, then they won’t appear on the November ballot. Nobody would be able to write in a candidates name for those empty seats either, Reagan said.

Coupeville Town Council talks police By Nathan Whalen Staff Reporter

The Coupeville Town Council Tuesday will continue discussions about the future of law enforcement in the historic town. The five-member elected board will hold a workshop to talk about how to structure the small department. Town officials have been looking at new ways to staff the department since three of the four deputies working for the town resigned in the fall of 2012. Coupeville Mayor Nancy Conard during Monday’s “State of the Town” address highlighted the chal-

lenges of retaining officers. She said the town of Coupeville pays a lower salary to its officers than any other jurisdiction on the island. Other officers may not stay with the small department for long because “there isn’t a lot of excitement in Coupeville.” She outlined during her address, which took place at Christopher’s on Whidbey, three options that could be considered to improve the town’s situation: increase revenues by asking voters to sign off on a tax increase, re-allocate existing resources, or contracting with an outside agency, such as the Island County

Sheriff’s Office, to provide law enforcement services. Conard said during the meeting that staff explored the possibility of running a property tax levy increase before the voters. Before that proposal is finalized, it would be best to examine other departments within the town and address those needs too. She thought it would be best to hold off on a tax levy and reconsider it in two-to-three years. By re-allocating resources, the town could staff three deputies plus a chief. The salary of the fourth position would be used to bolster the salaries of the remaining officers,

Conard said. Gaps in service would be handled on an on-call basis by the marshal’s office. Town leaders are also examining the possibility of contracting police services to the Island County Sheriff’s Office. Conard said that the town would benefit from the depth the sheriff’s office has. A draft of the contract will be available during the meeting. Law enforcement officers from the Oak Harbor Police Department and the Island County Sheriff’s Department are chipping in to staff the Coupeville Marshal’s Office. When the office is fully staffed,

the marshal’s office offered 24-hour patrol. Conard described the current level of service as “24-hour response.” Conard said it is ultimately up to Coupeville Town Council to approve any change to how the marshal’s office is structured. The town council is scheduled to meet in a workshop next week to discuss the marshal’s office and any decision will be made at a later meeting. The Coupeville Town Council meets 6:30 p.m., Tuesday, May 28 in the Commissioners’ Hearing inside the Annex Building on Northeast Sixth Street.

Port sorts out laundry list of construction projects By Nathan Whalen Staff Reporter

With both the Coupeville Wharf and the Greenbank Farm in need of some TLC, leaders for the Port of Coupeville are prioritizing potential maintenance projects. A prioritized list of construction projects were presented during a commissioner meeting April 10 for the Port of Coupeville. Jim Patton, executive di-

rector for the port said it will accept solicitations next week to replace concrete fuel floats at the Wharf. The two 40-foot concrete fuel floats have failed several times in recent months, most recently in early April when one of the floats broke loose. The floats will be a costly project for the port. The new floats, which will have lattices to allow sunlight to shine through to help underwater plant growth,

could cost the port $70,000. That amount doesn’t include the recent attempts to repair damage sustained by recent storms. The floats are insured and the Port has a $1,000 deductible. The port is also chipping in $10,000 to pay for restoration of the south wall at the Coupeville Wharf. The port also received a grant from the Ebey’s Forever Fund and the project is slated to be part of the field school organized by the Trust Board of Ebey’s Landing. Additional high-priority projects include $10,000 for

four new buoys and anchors, a staff restroom at the Coupeville Wharf and improve restrooms at Greenbank Farm. The port also wants to install a staff restroom at the Coupeville Wharf ($3,500 plus labor), new buoys in Penn Cove ($10,000) and restroom improvements at the Greenbank Farm ($4,600). The highest ticket repair, albeit lower priority, at the Greenbank Farm is reproofing and insulating Barn A. The most recent estimates places the project at $68,000. Greenbank Farm Man-

ager Judy Feldman said the roofing project would have to be done without changing the historic features of the building that’s on the historic registry. Notably, the insulation would have to be installed without hiding the wood beams that are visible on the inside. “It was built in 1904 and there’s not a stitch of insulation in it,” Feldman said. To add the insulation, the roof would have to be lifted off the barn so the insulation can be added. She added that the current roof isn’t in horrible condi-

tion and it doesn’t threaten the structure of the barn. A timeline hasn’t been set to insulate the barn roof. Feldman said that depends on funding. The Port of Coupeville budgeted $55,686 for construction maintenance and repair in 2013, and $20,000 for emergency repairs. The public entity received $335,000 in a Conservation Futures Fund award, but Patton said the commissioners haven’t made a decision to use the additional funds for maintenance and construction.

Dozens gather for National Day of Prayer By Nathan Whalen Staff Reporter

A group of religious leaders, community leaders and faithful ventured to the steps of the former Island County courthouse earlier this month to pray and give thanks. Around 50 or so people gathered during the traditional lunch hour Thursday to worship in a National Day of Prayer. The nearly one-hour event included singing, a color guard, a blowing of a horn and, of course, plenty a prayer for virtually every aspect of life. “It was a good turnout and a good spirit,” said Rick Karjalainen, pastor at Coupeville Community Bible Church and chaplain for the sheriff’s office and the state patrol. He was one of a number of Whidbey Island religious leaders to offer their prayers during the event. National Day of Prayer was established in 1952 by a joint resolution of Congress. It takes place on the first Thursday in May. NAS Whidbey starting new community comment system May 28 In an effort to improve service to local communities, and enhance focus on airfield safety, Whidbey Island Naval Air Station is establishing a new comment line and email address where community members can express their thoughts, concerns and issues beginning May 28. Using this method will allow members of the public an opportunity to provide con-

centrated and comprehensive feedback, including noise complaints. Naval Air Station Whidbey Island operations duty officers, or ODOs, will continue to concentrate on their primary functions, which includes managing daily operations on the airfield, providing services to squadron personnel, safety of the airfield and coordinating responses to airfield emergen-

cies. This process is already in place at other Naval Air Stations and has improved communications between the public and the installation. The new comment process will consist of an automated phone line and/or an email address where people can provide detailed feedback regarding their particular concern.

While these new procedures will allow NAS Whidbey Island’s ODOs to better focus on critical airfield management activities, they will retain the ability to monitor feedback, including phone calls and emails, and influence ongoing operations as necessary. Email is the preferred process for comments as it gives people an opportunity

to expound on their issue or concern, allows people to use a variety of communication devices and is more efficient to monitor, according to base officials. 5 Coupeville runners qualify for state track meet By Jim Waller Staff Reporter

Record-setting performances helped five Coupeville High School track team members qualify for the state track meet with top-six finishes at the tri-district championships Saturday at King’s High School in Shoreline. The state meet is Friday and Saturday at Eastern Washington University in Cheney. The five include hurdler Madison Tisa-McPhee and four relay members, Makana Stone, Jai’Lysa Hoskins, Sylvia Hurlburt and Marisa Etzell. Junior Josiah Campbell missed earning a state trip by finishing seventh in the 100 meters by the slightest of margins. Campbell and the sixthplace finisher, Logan Moose of Eatonville, were clocked in identical times, 11.85, but Moose won the state berth based on a photo review. Senior Tisa-McPhee set

Tisa-McPhee, Hoskins, Hurlburt and Stone placed third in the 4x200 in 1:47.27, less than .2 seconds out of first. In other girls finals action, Stone finished eighth in the 200 (27.15); Rachel Wenzel placed 12th in the javelin (88-09); and Kirsten Pelroy, Hoskins, Etzell and Stone took eighth in the 4x400 (4:21.36).

For the boys, Campbell was 13th in the triple jump (35-10.75) and junior Nick Streubel was 13th in the shot put (42-03.5). Coach Randy King said, “Very excited about our day. The girls really showed up at crunch time with their best performances.” He added, “Josiah Campbell in the 100 gave it a great shot. Tough to lose out to

state on the basis of a photo finish when you posted the same times down to the 100th of a second.” In the tri-district team standings, the Coupeville girls finished 12th with 26 points; King’s won the 25team meet with 97. Campbell earned two points for the boys, good for 20th. King’s won handily with 112. Heading into the state

meet, Tisa-McPhee owns the state’s fifth-best 1A time in the 100 hurdles and eighth best in the 300. The 4x200 team’s time is fourth best and the 4x100 team’s seventh. Tisa-McPhee also qualified for state as a sophomore and placed eighth in the 100 hurdles in 16.64.

Hard work leads to academic, athletic success By Jim Waller Staff Reporter

Society tries to shove people into stereotypical molds. Fortunately, not everyone conforms to these casts, such as Coupeville High School seniors Amanda d’Almeida and Cole Weinstein. Both are teenagers but not slackers. Both are outstanding athletes but not dumb jocks. Both are exceptional students but not nerds. When Coupeville High School graduates its seniors June 7, d’Almeida and Weinstein will lead the academic parade. D’Almeida is set to finish with a perfect 4.0 grade point average, Weinstein closes out his career with a lofty 3.993. While “A’s” array their transcripts, blue ribbons and gold metals decorate they scrap books. D’Almeida is an all-conference soccer player and district tennis champion. Weinstein is one of the area’s top swimmers, twice qualifying for the USA Swimming Western Regional which features the best swimmers from 10 Western states. The pair’s hard work paid off, earning acceptance into colleges acclaimed for their academic excellence. D’Almeida is headed to Carleton College in Northfield, Minn., while Weinstein is set to attend Whitman College in Walla Walla. And, not surprisingly, d’Almeida will play soccer at Carleton and Weinstein will swim at Whitman. Athletics ate up much of their time during their high school years. Besides competing on her high school soccer and tennis teams, d’Almeida played Premier soccer year-around on a team based out of

the Lynnwood area. She traveled to Lynnwood twice a week for practice, then it was more practice or games on the weekends. Weinstein, like most serious swimmers, posts a rigorous workout schedule. He practices about 20 hours per week, working out every day but Sunday. Three days a week he will double up and also practice in the morning. How did they do it? How, when most teenagers are more concerned about Adele than algebra, more concerned about sleeping in than sweating, did they excel without missing out on the social aspects of life so important to young people. “Don’t procrastinate and time management,” d’Almeida said. “Dedication and hard work; I put 110 percent in all I do. It was homework on Saturday, game on Sunday as well as a lot of homework in the car.” For her, school always came first: “I set a goal of a 4.0 before setting a goal to play college soccer. I’m definitely a student-athlete with student before athlete.” Weinstein said, “The trick to staying balanced between swimming, school and everything else is keeping yourself organized. It can be tough to fit it all in, but you have to prioritize and challenge yourself to keep up your work ethic not only in the pool but in school as well.” Neither believes he or she missed out on “just being a teenager.” D’Almeida said playing on the soccer team with her friends helped “overcome the loss of social time.” Weinstein said, “I have been very dedicated to swimming for a long time and it is something I love to do.

I don’t think of it is as missing out but spending time doing something I really enjoy and strive to get better at.” Coupeville High School teacher Dan d’Almeida, Amanda’s father and high school soccer coach, said, “I am proud of her. I’ve seen the effort, her sacrifice of a lot of free time.” He said as a high school teacher, he sees many gifted students with the raw talent of Amanda and Cole, but “that alone doesn’t get your

there.” He added, “You have to take your talents and let them flourish.” Amanda d’Almeida, in her typical strive for getting it right, visited nearly 25 colleges before settling on Carleton. She said, “Everyone said ‘you will just know’ when you find the right college. With Carleton, I could see myself there.” In a stroke of good luck, she will be paired with soccer coach Jocelyn Keller, something d’Almeida didn’t think would happen. D’Almeida

met Keller at a soccer camp three years ago and saw her as someone she would like to play for collegiately, but Keller’s school, Earlham, wasn’t a good fit. Keller, however, accepted the Carleton job a week before d’Almeida visited the campus on the way home from a tournament in Chicago. Keller said “the stars aligned.” Keller said, “I initially was drawn to Amanda as a player because she has a presence on the field…I recruit and invest in young women who I see staying committed and engaged for the four years during their collegiate experience. Amanda is just that.” Ken Stange, CHS tennis coach said, “She has been such a positive influence for the past four years. Yes...I did appreciate the almost guaranteed win she provided each and every match. What I truly appreciated about Amanda was the level of dedication she gave to a sport that, frankly, was pretty low on her priority list.” D’Almeida’s career goal is to be a pediatrician or surgeon and to do service work, like Doctors Without Borders or Mercy Ship. Weinstein hasn’t decided on a career, but athletically his goal is to qualify for the NCAA swimming championships. With outstanding high school careers in their wakes, it’s not hard to envision where the Coupeville graduates are headed. Effort. Focus. Responsibility. Commitment. D’Almeida. Weinstein. They all seem to go together. They all seem to add up – to success.

TOWN: Sales strong From page 1 construction projects, such as the new Coupeville High School, that were underway at the time. Conard noted that restaurants have been popular and restaurant owners are busy trying to add tables to their business. “Our local community has stuck with our businesses and the visitors keep coming,” Conard said. She also rattled off the recent activity in building permits, which have increased in recent years. The town had a low of one commercial building permit issued in 2008. That number climbed to three in both 2009 and 2010 before tripling in 2011. Town staff issued 14 building permits in 2012. The town collected more than $25,000 from the hotel/motel 2 percent tax, which is an increase over 2011. Conard complimented the efforts of the Island County Tourism Board and its efforts promoting Whidbey Island.

A number of travel writers have focused on Whidbey Island and featured in regional travel and lifestyle magazines. The town has received several grants that will fund projects throughout Coupeville. Conard highlighted a couple of those grants during her address. Town leaders plan to spend more that $1 million to replace the water and sewer lines on Madrona Way that would take place in 2014. To help repair the road, the town received $480,000 from the Federal Surface Transportation Fund and state Transportation Improvement Board. Conard said staff is looking for $100,000 that would be used as matching dollars for $400,000 worth of transportation dollars that would pay for resurfacing portions of Parker Road, North Main Street and Coveland. First place winners received a commemorative hand-carved paddle as a trophy. It takes a lot to put on the event each year, Reyes said. The cost to put on the event is close to $30,000. Canoe Races took place in 1930, organized by a Coupeville businessman to draw more tourists to Whidbey Island. The event grew over the years, offering more activities, some of which still take place today. Members of the community were baking bread days prior to the event to offer the loaves as part of a traditional welcoming ceremony. During World War II the event stopped and was forgotten for a number of years. More than two decades ago it was resurrected. Organizers are already reviewing this year’s event and making note for the next festival, slated for Saturday, May 10, 2014. Each year the water festival date is dependent on Penn Cove’s tide charts.
