Tacoma's Peoples Park reopening, public art dedication May 22 Posted online Tues., May 14 Photo Courtesy Metro Parks Tacoma Metro Parks Tacoma and the City of Tacoma's Art Commission next week will mark the completion of a wide range of improvements to Peoples Park in Tacoma's Hilltop neighborhood. Some of the new park project improvements include tree plantings, bike racks, perimeter sidewalk repairs, decorative fencing, picnic tables and benches, irrigation upgrades, trees, landscape improvements, a new stage at the lower end of the park, and relocation of the play area and basketball court. The work was funded by an $84.3 million parks improve-

ment bond measure approved by the citizens of Tacoma in November 2005. The public is invited to participate in a celebration on Weds., May 22 between 4:30 p.m. and 6 p.m. at Peoples Park. The event will include the dedication of a new public art installation created by Paul Rucker and Fab-5, a performance by DASH Center for the Arts, live music, and light refreshments provided by the surrounding neighborhood businesses. Tacoma residents, ofďŹ cials reopen Old Town Dock Article By Todd Matthews, Editor Photo Courtesy Metro Parks Tacoma Tacoma residents joined officials with the City of Tacoma and Metro Parks Tacoma May 15 (pictured above) to officially reopen Old Town Dock. The dock, located at 2123 Schuster Parkway and stretching out into Commencement Bay, dates back to 1873 and has been a hub for a variety of activities: a wharf for commercial fishing vessels; a chance to get closer to the water while visiting Tacoma's Old Town neighborhood; a place for emergency services such as the Coast Guard and Tacoma Fire to hold rescue exercises; and a quiet spot to cast rod-and-reel and do some fishing on a sunny afternoon. In July 2008, however, it was closed to the public after the city's public works department deemed it a danger to visitors. The deck was deteriorating and the structure lacked hand rails. The rehabilitation project included replacing deteriorated wooden pilings, structural members, and decking; installing new hand rails, lighting, and fire suppression on the dock; re-aligning the main breakwater float; installing three new finger floats to allow for transient moorage; and making upland improvements that meet Americans with Disability Act requirements. In November 2005, Tacoma voters approved an $84.3 million bond measure to fund a variety of park improvements through 2013, including Old Town Dock.

Summit Awards, 10-year strategic plan headline Port of Tacoma's annual breakfast Posted online Tues., May 21 Retail industry trends and an update on the Port of Tacoma's 10-year strategic plan top the menu at the Port of Tacoma Annual Breakfast on Thurs., May 23. The two-hour event begins at 7:30 a.m. at the Greater Tacoma Convention and Trade Center, located at 1500 Broadway, in downtown Tacoma. Attendees will hear about the state of the economy, prospects for U.S. West Coast ports, and how technology and consumer demand influence the retail supply chain. Speakers include Walter Kemmsies, chief economist at Moffatt and Nichol, and Lisa LaBruno, senior vice president of retail operations at the Retail Industry Leaders Association. Port of Tacoma CEO John Wolfe will also report on the progress tallied in the first year toward the measures of the Port of Tacoma's strategic plan. The Port of Tacoma will also recognize this year's Summit Award recipients. The honors recognize Port of Tacoma customers and tenants who have made outstanding contributions to Port of Tacoma

business and the community. This year's categories and nominees are: Business Magnet, which recognizes business development efforts or investments that led to an increase in business volume or new business opportunities for the Port of Tacoma, and had a positive economic impact for Pierce County citizens. Nominees include Citadel Marine Center, Emerald Home Furnishings, Regal Logistics, SAFE Boats, Tripak, and Washington United Terminals; Environmental Stewardship, which recognizes a project, program or initiative that promoted sustainability in Pierce County, and honors biodiversity and the interconnected nature of industry, people, wildlife and natural systems. Nominees include Evergreen Line, Trident Seafood, and Wallenius Wilhelmsen Logistics. Livable Community, which recognizes a proj-

ect, program or initiative that made a positive contribution to Pierce County through social responsibility. Criteria include philanthropy and charitable giving, community service and employee volunteering, community engagement and outreach, and employee development. Nominees include APM Terminals, Targa Sound Terminal, and the Transportation Club of Tacoma. Summit Award recipients are chosen by a selection committee that includes Don Meyer, president of the Port of Tacoma commission; Marilyn Strickland, mayor of Tacoma; and Debbie Fischer, president of the Customs Brokers and Freight Forwarders Association of Washington State. Tickets for the Port of Tacoma Annual Breakfast are $30 at the door (if seats are available). The price includes breakfast and parking in the convention center's parking garage or lots A, B, D or E. KWA job fair seeks to ďŹ ll 100 Pierce County caregiver positions Posted online Tues., May 21 The Korean Women's Association (KWA) announced Tuesday it will host a job fair this week in order to fill 100 vacant caregiver positions in Pierce County. "This is an awesome opportunity to provide much needed jobs in Pierce County," said KWA Executive Director Pete Ansara. He noted the event aims to find quality caregivers and show interested parties what a day in the life of a caregiver looks like. There will be stations set up for attendees to participate in practice activities that would occur in a home-care situation. The KWA Hiring Fair will be held on Weds., May 22 between 9 a.m. and 7 p.m. at Work Force Central, located at 3650 South Cedar Street, in Tacoma. KWA will have onsite hiring confirmation for qualified candidates. Attendees should bring three references (at least one employer), job history with contact information, Washington State driver's license, and proof of car insurance (attendees name listed). The event is co-sponsored by KWA, The Home Depot, Work Source, Work Force Central and American Medical Rental & Supply. KWA is an internationally recognized nonprofit social services agency that offers a broad range of social and human services to people in need throughout Western Washington. Tacoma Narrows Bridge toll rates increase July 1 Posted online Tues., May 21 Photo Courtesy WSDOT The Washington State Transportation Commission voted unanimously Monday to increase the Tacoma Narrows Bridge toll rates. It adopted a toll-rate increase of 25-cents in 2013, with an additional 25-cent increase in 2014, to take effect on July 1 each year. The commission gathered and considered written comments on the proposed rate increase during the past two months and held two public meetings in Gig Harbor to allow for public testimony. The new toll rates effective July 1, 2013 are $4.25 for Good To Go! pass, $5.25 cash, and $6.25 Pay By Mail. The commission is required by law to set toll rates for the Tacoma Narrows Bridge in an amount that is sufficient to pay the debt for the bridge, as well as to pay costs related to maintenance, preservation and operations of

the bridge. The bridge was financed with an escalating debt structure to minimize the initial toll rates and impact on bridge users. Debt payments started out low when the bridge opened to traffic in 2007 and are now rising steeply, requiring additional toll revenue each year to pay the escalating obligation. Over the next four fiscal years, debt service payments are expected to grow from $45 million in 2013 to $70 million in 2017. The commission evaluates several factors during the toll-setting process, including bridge expenses that are paid for by toll revenue, trends in traffic volumes, the schedule for bond payments, ending balances in the toll revenue account, the rate recommendations from the governor-appointed Tacoma Narrows Bridge Citizen Advisory Committee and public input.
