Pierce County aims to reduce overall waste disposal
Posted online Mon., April 29 Pierce County will use findings from its recent research on food waste management to develop tools and programs to cut 10 percent from the waste disposal stream over the next five years. Pierce County will focus on overall waste reduction, create a voluntary food waste collection program for restaurants, grocery stores and cafeterias, and divert materials such as metal and wood from the landfill, officials announced Monday. Tools and programs in these three areas will be developed this year, and implemented next year. "Based on our research and community feedback, we have decided to work on reducing all waste, not just food waste," said Pierce County Executive Pat McCarthy. "This will enable us to address the complex issue from multiple angles and provide educational resources tailored to our residents' and businesses' needs. This fits with our goal of encouraging sustainable practices that protect our community for generations to come." The county will develop resources to educate residents on how to reduce wasteful consumption of all materials, including food. "One of our findings is that we have a shared responsibility to address issues of waste," said Steve Wamback, Pierce County Public Works and Utilities sustainable resources administrator. "For consumers, that responsibility starts in the aisle at the store as they decide what and how much to buy, and continues as they decide whether to throw an item away, recycle it or find a new use for it. We hope to help our residents make informed choices about their consumption." For example, resources on meal planning would help residents learn how much food to buy, reducing the likelihood that the food will spoil before it is used. "The average Pierce County household throws away 50 pounds of food each month," said Rick Johnston, Pierce County Public Works and Utilities project coordinator. "Waste reduction efforts can have a big impact on reducing the amount of food going into trash cans in the first place." Based on its findings, the county will not provide a residential food waste collection and composting program. The county will continue to accept only vegetative yard waste, such as leaves, grass clippings, weeds and small branches. Pierce County's research found that composting facilities around the country have experienced unpleasant odors and longer processing times after they've added food waste to their compost, and that the compost
produced often can't be sold. The county will, however, create a voluntary program for restaurants, grocery stores and cafeterias that would allow them to have food scraps collected and composted. The type of food scraps collected will be only those that are compatible with current composting processes, such as fruit and vegetable trimmings and coffee grounds. "This program will allow businesses to divert food scraps from their trash containers but won't affect the quality of our finished compost," said Johnston. "It also won't create negative impacts in the neighborhoods near the composting facilities." PREP compost, made from yard waste collected and composted in Pierce County, is high quality and in demand. The county found that adding food waste to PREP reduced its quality while adding to the cost of operating the compost facilities. The county plans to work with the private landfill operator to find ways to divert materials such as wood and metal from the landfill, which don't break down quickly and take up a lot of space in the landfill. "The popular assumption is that diverting food waste from the landfill to a composting facility will save landfill space for the future," Johnston said. "The food waste study found this isn't true, because food breaks down so quickly that any space it takes up is quickly recovered. We need to focus on diverting materials such as wood and metal." Pierce County began investigating reasonable options for food waste management in 2010 when a waste audit found that nearly one-third of Pierce County's waste is food, making it the largest category of material entering the landfill. The county then began a year-long study of available options to manage and reduce food waste, and presented three options in 2012 at 18 public workshops held around the county to gather feedback. An online workshop was created for those unable to attend in person. More than 3,000 residents participated and offered feedback. "Waste management is a complex issue, so it was important that we researched the problem and gathered feedback from the community before implementing any new programs," Wamback. "Feedback from our residents was instrumental in helping develop these recommendations for managing our overall waste." Pierce County's solid waste management system includes all unincorporated areas of the county and all cities and towns except for Tacoma, Auburn, Ruston and Joint Base Lewis-McChord. City seeks artists for Tacoma Murals Project
Posted online Mon., April 29 Photo Courtesy City of Tacoma In support of the City of Tacoma's ongoing efforts to combat blight and vandalism, the Tacoma Murals Project would like to hear from community groups interested in collaborating with local artists who will design and implement murals that reflect positive neighborhood themes or messages. The deadline for submissions is May 28. "These community-based murals have proven to be positive community catalysts, bringing neighbors together, helping them find common voices, and enlivening areas that were previously neglected," said Tacoma Arts Administrator Amy McBride. "It is inspiring to see how artists have been able to work within each community to develop murals that are unique and responsive to the characteristics, stories, history and future of each neighborhood." Each selected community group will receive a funded mural that includes artist supplies and artist compensation, an artist/artist team from a roster provided by the City, technical assistance and general promotion of the project. In return, each selected community group would be responsible for contributing in-kind services and materials as required to prepare their mural wall, participating in the selection of an artist/artist team from a City-provided roster, coordinating community meetings and the dedication of their completed mural, and maintaining their mural after completion. Community groups must, with property owner permission, propose specific mural walls. Proposed mural walls must be on commercial or public property and located within Tacoma city limits. Priority will be given to sites located within Community Based Services areas in Tacoma or sites located in areas without a good representation of public art. 16 grants net $31M for Tacoma infrastructure projects Article and File Photo By Todd Matthews, Editor It's been a good year for grant writers at Tacoma City Hall. In recent months, the City of Tacoma has been awarded 16 grants totaling just over $31 million to pay for a variety of infrastructure projects. Among the projects to receive big-dollar grants: nearly $20 million to replace a large section of the Puyallup River Bridge; $3 million to repair the bridge deck on the Union Avenue Viaduct; $1.88 million to repair the Schuster Parkway Bridge; $1.5 million to upgrade the city's infrastructure for cyclists and pedestrians; and nearly $1.3 million to upgrade signs and pavement markings at traffic signals at various intersections citywide. "The City has aggressively applied for grants for numerous infrastructure projects," wrote Tacoma Public Works engineer Chris Larson in an April 19 memo. "The projects are scheduled for design and construction during the next few years." Tacoma City Council is expected to vote next month on a resolution authorizing the City to accept the grants. Until then, City staff provided a list of the projects, grant awards, and background information. That information follows below.
BACKGROUND INFORMATION: The project will close a two-mile gap in the trail by constructing a trail/bicycle facility and a 6-foot-wide pedestrian sidewalk in existing City-owned right of way. The $600,000 granted by the FHWA and distributed by Puget Sound Regional Council (PSRC) under the Congestion Mitigation and Air Quality (CMAQ) is to conduct the preliminary engineering phase. A City match of $100,000 is required and it will be funded via Real Estate Excise Tax (REET) revenue.
PROJECT: South Mildred Street from S. 12th Street to S. 19th St. GRANT: $942,792 via Federal Highways Administration (FHWA). BACKGROUND INFORMATION: This project will replace the asphalt roadway with a concrete roadway on Mildred St. between S. 19th St. and S. 12th St. and revise associated storm drainage. It will also convert the roadway from five lanes to three lanes, add a buffered bicycle lane in each direction, and alternate between a two-way left turn lane and a raised landscaped median in the center of the roadway. A crosswalk with pedestrian-actuated flashing beacons and a median pedestrian refuge island will be installed at 1440 S. Mildred St. A median pedestrian refuge island will also be installed at the existing pedestrian signal at 1620 S. Mildred St.
PROJECT: Union Avenue Viaduct (Bridge). GRANT: $3 million via FHWA. BACKGROUND INFORMATION: This project will provide a cement concrete overlay to the Union Avenue Viaduct to repair the bridge deck surface. This project does not require a local match.
PROJECT: South 25th Street Corridor Signal Improvements Project. GRANT: $251,097 via FHWA. BACKGROUND INFORMATION: This project will install Corridor Signal Improvements at S. 25th Street. In 2009, the FHWA granted the City $880,000 for these improvements. In 2013, the FHWA granted the City an additional $251,097 to close the funding gap in construction, which was due to unforeseen conditions. PROJECT: Historic Water Ditch Trail III & IV. GRANT: $600,000 via FHWA.
PROJECT: S. 72nd / Hosmer at I-5 Ramp. GRANT: $340,000 via FHWA. BACKGROUND INFORMATION: The project will construct a right turn lane from westbound S. 72nd Street to northbound I-5. The project does not require a local match. PROJECT: Milwaukee Way (Lincoln Ave. to Marshall St.). GRANT: $750,000 via PSRC. BACKGROUND INFORMATION: This project will provide an asphalt overlay of the street on Milwaukee Way between Lincoln Avenue and Marshall Street. A local match of $117,000 will be provided from the Heavy Haul Corridor Fund.
PROJECT: Schuster Parkway Bridge. GRANT: $1.88 million via FHWA. BACKGROUND INFORMATION: This project will provide a cement concrete overlay to the Schuster Parkway Bridge to repair the bridge deck surface. This project does not require a local match. PROJECT: Puyallup River Bridge. GRANT: $12.2 million and $6.95 million via FHWA and PSRC. BACKGROUND INFORMATION: The project will replace 950 feet of this 2,500-foot-long bridge with a new cable-stayed segment. The $12.2 million grant was obtained from FHWA and was distributed by the PSRC. This grant requires a local match of $1.9 million. This local match is provided by the Washington State Legislature grant. The $6,950,000 was a direct contribution of State funds by the Washington State Legislature. PROJECT: Pacific Avenue Streetscape. GRANT: $800,000 via PSRC. BACKGROUND INFORMATION: The project will create a complimentary streetscape between 7th and 17thh on Pacific Avenue to that just south of the site near the University of Washington Tacoma. Damaged structural walks will be replaced to improve pedestrian safety and bike 'sharrows' will be added to the street. Americans with Disabilities Act (ADA) improvements will be completed as necessary (such as curb ramp installation and parking stalls). In addition to the sidewalk work, fourteen rain gardens will be constructed throughout the project to assist in treating storm runoff from Pacific Avenue prior to it entering the sensitive Thea Foss Waterway. The roadway will also be resurfaced and restriped.
The City of Tacoma was awarded a $3 million grant from the Federal Highways Administration to provide a cement concrete overlay to the Union Avenue Viaduct to repair the bridge deck surface. PROJECT: Top 4 Bikeways GRANT: $500,000 and $1 million via FHWA and PSRC. BACKGROUND INFORMATION: This project will install new pavement markings, signage, and asphalt and concrete pavements, curb and curb and gutter, and pedestrian flashing beacons associated with improvements to the City's bicycle network and general pedestrian accessibility. The $500,000 granted by the FHWA and distributed by the PSRC under CMAQ is a construction-only grant. A City match of $78,415 is required and it will be funded via 2010 LTGO Bond. The $1 million granted by the FHWA and distributed by 2012 Transportation Community and System Preservation Program is a construction-only grant: A City match of $135,000 is required and it will be funded via REET revenue. PROJECT: Citywide Safety Improvements. GRANT: $500,000 and $794,950 via FHWA. BACKGROUND INFORMATION: This project will upgrade signs and pavement markings at traffic signals at various intersections citywide. The City received a Highway Safety Improvement Program grant in 2012 to assist with bringing signals and intersections to meet Federal Standards. The $500,000 is granted by FHWA and distributed by Federal Highway Safety Improvement Program. There is no City match for these funds. The $794,950 is granted by FHWA and distributes by 2013 Quick Response Safety Program. There is no City match for these funds. PROJECT: Thea Foss Waterway Site 10 & 11. GRANT: $500,000 and $50,000 via Community Economic Revitalization Board Washington State Department of Commerce. BACKGROUND INFORMATION: The Thea Foss Site 10 and 11 Esplanade project will continue construction of the public esplanade along the Foss Waterway. The concrete esplanade will be pile supported and will replace a deteriorated wooden boardwalk. The project will include a concrete walkway with lighting, benches, landscaping, and railing.The $500,000 granted by Community Economic Revitalization Board Washington State Department of Commerce is a construction-only grant. There is no City match required. The $50,000 granted by the FHWA and distributed by Puget Sound Regional Council under CMAQ is only for the Right of Way Phase. There is no city match required.

City of Tacoma REQUEST FOR PROPOSALS Specification No. FD13-0076F Tacoma Fire Department One 50-Foot (Min Length) CBRNE Equipped, Fast Attack Fireboat for the Tacoma Fire Department The City of Tacoma is accepting SEALED PROPOSALS for the above solicitation. Submittals will be received and time stamped only at the Purchas- ing Division, located in the Tacoma Public Utilities Administration Building North, Main Floor, 3628 South 35th Street, Tacoma, WA 98409. Proposals will be received until 11:00 a.m., Pacific Time, Tues- day, May 14, 2013, at which time they will be recorded and forwarded to a Selection Advisory Committee for evaluation. Proposals are not typically opened and read aloud. Project Scope: The City of Tacoma Fire Department is soliciting proposals for the construction of one 50-foot (minimum length NFPA Class III All Haz- ard Rapid Response Vessel for the Ta- coma Fire Department. This vessel is intended to provide increased emer- gency response capability and port protection, which includes but is not limited to chemical, biological, radio- logical, nuclear, and explosive (CBRNE) response activities, heavy firefighting suppression, emergency medical services, specialty team sup- port, detection, prevention, electron- ics, navigation, communications, com- mand platform and other heavy sup- port equipment. Each proposal mush be accompa- nied by a cashier’s check for five per-
cent of the proposal amount, made payable to “City Treasurer,” or a bid bond for five percent of the proposal amount executed on the approved City bond form attached to these specifi- cations.
