It may have happened 3,000 miles away, but the April 15 bombings at the Boston Marathon hit close to home for many in the Issaquah and Sammamish community. Runner Kevin Bartholomae, one of 10 registered Boston Marathon competitors from Sammamish, said he and his wife were about a block away from where two explosions took place Monday. “We came out of the subway and people were talking about two explosions and everyone was moving quickly,” the 39-year-old told The Reporter via Twitter. Bartholomae, who finished the race about an hour before chaos broke loose in the streets of Boston, said he witnessed a quick response by firefighters and police officers. Also running in the race was 55-year-old Sammamish resident Becky Backstrom. Backstrom, who also crossed the line an hour earlier, told the Reporter over the phone Tuesday that she heard about the explosions from her mother, who was staying closer to the site. Her mother was eating at a restaurant in a hotel with her niece and told Backstrom that a bomb might have gone off nearby and there was smoke everywhere. At that point, Backstrom said the call got disconnected, so she tried to walk

Now approaching the one-year mark, both seem very pleased with their investment. Built by Ichijo USA, which has new projects in the works in Issaquah, the homes were built to be zero-energy homes. When it’s sunny outside, solar panels on the roofs produce more electricity than the homes need and the extra is sent to the regional power grid. When it’s cloudy, homes reclaim that energy. Shamshurin moved to Issaquah from New Hampshire, but he is originally from the Ukraine. He said he and his wife, Tatyana, and their 4-month-old son, Daniel, decided on the home because it had everything that was on his list. “They put a lot of thought into designing the place,” Shamshurin said. “In the Ukraine, you don’t depend on anything. You had to depend on yourself.” With his ZHome, he doesn’t have to worry about power outages or running out of water. And he liked the fact that the builder used materials all sourced within 100 miles. Even the concrete floor at ground level is warm because it is insulated with a special styrofoam. Also, there is zero noise coming from the heating unit, which is in the garage, especially thoughtful since they have a baby. For heat, the units use geothermal exchange from fifteen 220-foot-deep wells. The earth maintains a constant temperature of 50 degrees, so the system exchanges heat with the earth through a ground heat exchanger. Frances said his interest in alternative energy started before he was a teenager. “One of my neighbors had the first solar powered home in Surrey, Canada,” he said.

to where her mother was staying. When they approached the area, they found it was closed off to people entering and exiting. “They were stuck,” said Backstrom, who was racing in her ninth Boston race. Backstrom said she made her way south, away from the explosion site and all around her she saw police and ambulances and much of what she heard was just sirens. She ended up in a restaurant, coming across many displaced runners — some had finished the race, some hadn’t. “It was awful,” she said, as people were trying to get a hold of loved ones. “It was just mayhem.” Backstrom was eventually able to connect with her mother and they headed back to Backstrom’s hotel. On Tuesday, Backstrom said everything was closed. She had planned to go sightseeing for part of the day before flying home. Instead, she was able to get an earlier flight. “I just wanted out,” Backstrom said. She said the police and National Guard were checking bags before allowing people
to board the subway and there was heightened security at the airport. Backstrom said Boston is still her favorite marathon and she won’t let whoever is responsible for the bombs take that away from her. “I’m not going back next year, but I’m going back,” she said. According to the Boston Athletic Association, there also were nine Issaquah residents registered for the event. In addition to Bartholomae and Backstrom, the list of runners from Sammamish included: Matt Adamson, 41; Rebecca Adamson, 38; Michael Brisbois, 49; Janet Howe, 53; Salvador Moreno, 39; Terry Ostendorf, 51; Audrey Quinto, 38 and Ann Marie Skalecki, 51. The list of runners from Issaquah included: Mike Bates, 51; Sumanth Donthi 33; Shannon Harrison, 23; Brian Maher, 33; Sue Maybee, 51; Ashley Mehrens, 30; Rebecca Tollefson, 23; Shelby Tueffers, 23 and Leslie Vona, 35. Bus service in Issaquah and Sammamish could potentially take a big hit. King County Metro Transit announced April 1 that it may have to cut a large portion of its routes due to funding problems. Ten of the 12 routes in Issaquah and Sammamish are on lists for possible deletion or reduction/revisions. Six of those 10 could be completely eliminated. Metro is facing a $75 million annual budget gap starting in 2014 due to a depletion of the $32 million in state funds and an expiration of a $20 car tab fee. In all, 65 Metro Transit bus routes are at risk of being canceled, and service could be reduced on
Commuters wait for a bus in Issaquah. file photo another 86 routes. “Our analysis shows that we should be adding service to meet growing demand, but the sad reality is that - without ongoing and sufficient funding potentially one-third of our routes are on the chopping block, and another 40 percent of our routes face reductions and revisions,” said Metro Transit General Manager Kevin Desmond,
in a release. Metro is currently working with legislators in Olympia and the King County Council for help coming up with a longterm funding solution. The following routes could be impacted in Issaquah and Sammamish. Possible deletion: 200, 210, 211, 215, 216, 927. Reductions/revisions: 209, 214, 269, 271.

The average house in Issaquah consumes 21,000 kilowatt hours a year said Brad Liljequist, project manager with the city, so six kilowatts multiplied by 365 days is 2,190, almost one-tenth of what a “normal” home consumes. As for the bottom line, Shamshurin said they only paid $8 per month to PSE until January this year, when the bill was $59. In March, the family paid $25. “It’s a great first version of a product,” Shamshurin said. “It has its quirks, but we’re on our way to being zero net energy for the year. We’ll know in June or July.”

Street cameras a useful tool in law enforcement
T
he two bombs that killed three people and injured scores of others at the Boston Marathon remind us that there is no easy way to prevent the evil of terrorism. However, we can make the task of finding those responsible easier. Unfortunately, we often make it unnecessarily difficult for law enforcement agencies to do their jobs. A case in point is the issue in Seattle over cameras at the Port of Seattle. There’s no argument that the cameras can help the Port better police those critical facilities. Ports not only are targets for terrorism, but also for smuggling. The situation in Seattle is that the cameras can swivel, allowing them to point to – and observe – Seattle streets. Some see this as making it easier for Big Brother to spy on people. In reality, cameras already are a part of our lives. They record us at cash machines. Video surveillance signs dot countless shops and stores. A number of traffic intersections have speed or red-light cameras. Some call London the most camera saturated city in the world, due, of course, to the “troubles” that plagued it for years over issues in Ireland. They’ve proven how they can help track and catch. Yes, street cameras need regulations on who can view images and how they will be used, but proper penalties can prevent abuse. Boston shows that we’re all vulnerable to attack. Cameras are a proven way to help catch those responsible. Speaking of ‘terrorists’… In a column last week, I mentioned that I had inherited an automatic pistol from my father. Yikes! Not all mistakes in life are equal
T
here are many degrees of mistakes. A barista forgetting your extra shot of espresso is a relatively small mistake that usually can be easily amended. Hitting “Reply All” on an email not meant for all could potentially be a larger mistake, depending on what kind of emails you’re in the business of forwarding and who exactly Josh Suman makes up, “all.” Most people characterize driving drunk as a mistake, or at least in some cases, that is how it is rationalized after the fact. Driving under the influence has come to the forefront of our consciousness again in recent weeks, as another wrong-way DUI killed an employee of Eddie Bauer in Bellevue not long after a family was torn apart by a repeat drunk driver in North
Seattle and a high-profile University of Washington football player was officially charged for a one-car crash. As always, all the cases raise far more questions than they provide answers. According to the Governors Highway Safety Association, which touts itself as “The States’ Voice on Highway Safety,” on its website, our state laws are on the harsher side in terms of punitive action. Folks in Virginia likely think our 90-day license suspension is high, since drunk drivers in the Commonwealth receive only a seven-day suspension for a first offense. The latest cases in our area have people suggesting the already mandatory ignition interlock devices for DUI offenders be put in place before the car is even returned from the inbound. But in a handful of states, including Idaho, Indiana, Iowa, Kentucky, Maine and Ohio, they are “discretionary,” even upon conviction. In California, four counties are part of a
pilot program for mandatory ignition interlocks while the rest of the state is decided on a case-by-case basis. The place for growth, and a point of emphasis in any future discussions about state DUI policy, is on repeat offenders. Our current state law is an over-arching policy on “Habitual Traffic Offenders,” which is a group including those guilty of vehicular homicide, vehicular assault, hit and run, reckless driving, DUI and some other related offenses. Three convictions in a five-year period earn a seven-year suspension. But it shouldn’t take three DUIs or two dead bodies and another nearmiss for drastic action to be taken. I’m not pretending to have all the answers, but I know we need to keep talking and finding ways to try and keep our streets and highways safer. Since as well all know, everyone makes mistakes.

Life should be about our “values,” and it should be reflected in our state and federal budgets. We are only as strong, as our weakest link. The “higher path” is always the right choice. I was in Olympia recently with the ARC, King County Parent Coalition
for the Developmentally Disabled, and the SEIU CareGivers Union, meeting with legislators. We asked our state senators, and representatives to increase benefits to those who cannot protect themselves.

HOME INVASION A 16-year-old babysitter got a scare April 8 when she awoke to the site of flashlights in the home where she was working. The girl, who initially pretended to be asleep, went downstairs to find two teenage boys near the back sliding glass doors of the home in the 2000 block of Southeast 34th Street. One of the boys allegedly screamed like a monkey, then they both ran away to a car. The boys stole an Xbox 360 and $130

from the girl’s wallet. Police later arrested two suspects.
$4,000 for himself. That’s when he became suspicious and contacted authorities.

VANDALIZED TRAPS
An 81-year-old Sammamish man called police April 9 after wiring $45,000 to someone claiming to be his granddaughter. The caller said she had been in an accident in Florida that severely injured another driver and her 11-year-old daughter. The man said it sounded like his granddaughter so he had no reason to believe it wasn’t her.
A number of Pine Lake residents contacted police April 7 after four crawfish traps were vandalized. The victims, said two were damaged beyond repair. They also found notes and broken eggs in freezer bags inside the traps, saying “You Mad.” The victims believe the suspects to be local middle school students due to the handwriting associated with the notes.
EXTORTION A Sammamish man called police April 12 after he suspected he was being extorted. The man received a call saying he failed to pay taxes and owed the state $3,500. The man went to the store under the advisement of the caller and purchased “Green Dot” cards to pay the alleged fine. After doing so, the caller told the man he paid for his wife, now he must pay more than
MYSTERY BULLET A Sammamish woman contacted police April 11 after finding a used bullet outside her home in the 2100 block of 277th Avenue Southeast. Police were unable to determine what the bullet might have hit. The woman said she heard some really loud gunshots nearby about a week ago, but never called about it.

ROAD RAGE A 32-year-old Kirkland man called police April 10 after another driver threw something at his vehicle denting the door. The man said he was driving on State Route 202, headed towards Sammamish, when the SUV in front of him threw a lit cigarette out the window that hit his car. The caller then sped in front of the man in the SUV trying to get him to slow down. When the two later pulled up to a stoplight at the intersection of Sahalee Way and Inglewood Hill Road, the man threw the item at his car and said something similar to “haha, got ya.”
FOOTSTEPS An Issaquah woman contacted police April 11 after hearing what sounded like footsteps outside her home in the 100 block of Aires Place Northwest. The woman advised officers there was recently a black bear in the area. Police were unable to locate anything suspicious.

The capital budget proposed by the state Senate includes more than $3.5 million to replace the aging restrooms and restore Sunset Beach at Lake Sammamish State Park. “This is what we’ve been fighting for,” said Sen. Mark Mullet, in his first year representing District 5, which includes Issaquah. A new group, “Friends of Lake Sammamish State Park,” held its third meeting Thursday, April 18, after The Reporter’s deadline. The group was expected to present the work it has done thus far and ask interested residents to become a member of its board of directors, or serve on a committee. The state Senate budget also includes $5 million for the North Issaquah Local Improvement District (LID), which will ease traffic flow through the Pickering Place business area. “We’re putting up $5 million out of $50 million,” Mullet said. “If Costco expands their headquarters, this should be a good investment for the public through sales tax revenue.” The budget should be complete by April 28 Mullet said.
County to offer candidate workshops

Position 3, held by Eileen Barber, Position 5, held by Stacy Goodman and Position 7, held by Tola Marts. Two Issaquah School District positions will be on the ballot, including spots held by Allison Meryweather and Marnie Maraldo. In Sammamish, four city council positions will be on the ballot. Those positions include Position 1, held by John James, Position 3 held by John Curley, Position 5, held by Don Gerend and Position 7, held by Mayor Tom Odell. Doug Eglington, who represents Sammamish on the Lake Washington School Board, will also see his term end.

A Revolutionary store How refreshing it is to not see “made in China” anywhere in Revolution Gallery and Gifts in Gilman Village. Supporting American made goods is the goal of Laura Scheuffele’s store. Everything you see or touch is made somewhere in the USA, even locally. If anything has been made outside the USA it is strictly for detail work, where local artists send their work to places like Bali, Mexico or other underprivileged countries. The money those artists earn are returned to the villages they live in. “It would have to help someone or I won’t carry it,” Scheuffele said. “That’s my mission.” Scheuffele purchased the already established store three years ago. Originally called “Evolution Gallery,” which carried only recycled art, the store has been in Gilman Village for 20 years. Scheuffele is the fourth owner, but she is no stranger to business. An Issaquah High School and University of Washington graduate, she opened her first business in Japan. It was an English conversation School in Tokyo. Upon returning to the United States, she owned a Montessori school for 30 years in Renton. Today, even running the gallery seven days a week, she still offers after-school homework help for kids. Issaquah businesses can now qualify for a tax credit on their business and occupation tax by contributing to the Downtown Issaquah Association. A contribution for the benefit of the association, made prior to Dec. 31, 2013, will result in a 75 percent (of the contribution) tax credit in 2014. Donations can be paid in installments. Businesses also may be eligible to receive a federal income tax deduction for the contribution. To determine the contribution amount, businesses should review their recent excise tax returns or call their accountant to determine how much state B&O or public utility tax they currently pay. By directing the B&O tax to the Downtown Association, businesses are supporting downtown and preserving its historical character, said Karen Donovan, the executive director for the Downtown Issaquah Association. The contributions also will be be used toward community events, flower baskets, light posts, benches, bike racks and holiday lights. To get the process started, businesses should sign into their e-file account at http://dor.wa.gov and click credits and tax incentives in the left column. The Issaquah City Council voted unanimously Monday night to seek to become a Regional Growth Center and put itself in position to compete for priority funding for transportation infrastructure to support planned growth. Such a designation, councilmember Fred Butler said, will preserve the character of existing neighborhoods and increase the chances of better transit. The next step is for the city to apply for the designation to King County and the Puget Sound Regional Council. Acceptance isn’t automatic, councilmember Paul Winterstein said. “In 2012 only 10 of 34 (applicants) that were submitted were funded,” Winterstein noted. The designation also embodies the vision for the Central Issaquah Plan said council member Stacy Goodman. Realistically it could be May 2014 until Issaquah receives the designation according to Winterstein. The council also adopted design and development standards for the 1,100-acre Central Issaquah Plan which will support the long-term redevelopment of Central Is-

Councilmember Joshua Schaer voted against the standards, saying there wasn’t a funding plan and that the standards themselves contained “nothing revolutionary.” However, councilmember Stacy Goodman pointed out that people are waiting in the wings to redevelop their property, so it was time to “road test” the standards, adding that this doesn’t mean the council cannot change the standards as time progresses. “Is this perfect?” asked Butler. “Probably not.” But he said the monitoring component and manda-
tory checking have been thoroughly analyzed. One change agreed to at the meeting is to exclude critical areas and public parks from what is considered buildable area, or floor area ratio. Floor area ratio is the comparison of the building area to the site area. For example if you have a 10,000 square foot lot, and 2,000 square-feet is unbuildable, such as wetlands, that 2,000 square feet is excluded from the equation. Also, building height was increased from 45 feet to 48 feet, allowing for a 15-foot first floor and three more floors at 11-feet. Sammamish’s eighth annual Acceptance Respect Affection Support (ARAS) African Bike Drive will take place May 4 at City Hall. Last year, with the assistance of the Village Bicycle Project organization, ARAS shipped 700 bikes and bike parts to Ghana. Over the past several years, ARAS has sent approximately 5,000 bikes to Africa. Donated bikes and parts can be dropped off from 9 a.m. to 1 p.m., or arrangements can be made to drop off beforehand at a different Sammamish location. Volunteers are needed from 8 a.m. until 5 p.m. to help prepare the bikes for shipment. Handlebars and seats are lowered and the pedals removed in order to conserve space in the shipping container. No bike experience is needed to volunteer. ARAS welcomes clubs, families and Scout troops to assist by seeking bike donations in their neighborhoods, schools, places of worship and work. Local athletes lead in track and field Only a handful of conference meets remain in the prep track season and a host from Issaquah and Sammamish have times and marks among the best in 4A KingCo. Troy and Drew Lewis of Eastlake are in the top-five in the 100 meters and Troy has the top time in the league in the 200. Teammate Josh Horton and brother Drew also own top-10 times in the 200, as does Skyline’s Trevon Clark. Clark trails only a pair of Garfield runners in the 400, while Matt Morrison (Eastlake), Kenny Norton (Issaquah) and Andrew Millett (Skyline) are also in the top-10. Jordan Oldenburg has the second fastest time in the 800 for Eastlake and Keegan Symmes of Skyline is second in the 3,200 and seventh in the 1,600. The Wolves and Spartans have ran the second and third fastest times respectively in the 400 meter relay, with Liam Doyle, Horton, Nicholas Randolph and Alexander Choe for Eastlake and Justin Mach, Blake Young, Millett and Clark for Skyline.
