County marks Earth Day by killing recycling program By JUSTIN BURNETT Staff reporter The Island County commissioners likely made history this week when they killed a curbside recycling program on Earth Day, an international movement focused on climate change. The board hammered the final nail into the coffin of the controversial program, which aimed to bring curbside service to Langley and unincorporated areas of Whidbey Island, in a 2-1 vote Monday in Coupeville. Republican commissioners Kelly Emerson and Jill Johnson voted to end the planned service while Commissioner Helen Price Johnson, a Democrat, voted against the motion. The decision effectively rescinded the ordinance the board adopted this past December when two Democrats controlled the panel. The move was made after Angie Homola was defeated by Johnson in the November election, but before she left office. Monday’s public hearing and the subsequent vote took place at the board’s first regularly scheduled evening meeting. The attending crowd of more than 50 people seemed slightly weighted toward those in support of the curbside proposal and many were not happy with the board’s decision. “Shame on you,” chanted

Added to an existing roar of voice, they drowned out any possibility of further action.
Even when the room was finally cleared, heated discussion among those on opposite sides of the issue continued in the halls outside. Curbside recycling was a discussion for the past five years. A previous board nearly moved forward
Striking concept images prompt public notice push By BEN WATANABE Staff reporter Provocative concept graphics caused Langley city leaders to urge a preemptive public relations push by the city’s planning director. Six capital improvement projects like a promenade on Cascade Avenue, a marinato-city funicular and Third Street connection between Anthes and Cascade avenues show a Langley changed yet familiar. And all of the work may never happen. “These are just conceptual designs for public education purposes,” said Jeff Arango, Langley’s planning director. Arango acknowledged the vast impact
these projects would have on the city and the legacy he could leave if any were finished while he was the city planner. “It’s what I thrive on. It’s why I do what I do,” Arango said. “It’s a big opportunity for the community to have a lasting imprint on the future.” The major projects are part of the city’s six-year Capital Improvement Plan, essentially Langley’s wish list for public works. Creating a major waterfront boardwalk from the Langley Marina to Seawall Park, for example, is several years away, at best. It involves property rights, rezoning and major construction. Most of Langley’s elected leaders agreed at a recent city council meeting that creating a SEE IMAGES, A6
with a program in 2007, holding several community meetings, but aspects of the plan proved unpopular. It was mandatory for existing Island Disposal customers and the hauler would not accept glass. Attempts to find another hauler were
unsuccessful and the plan was shelved for several years while the county looked for alternatives. In 2012, the county once again sought willing haulers but Island Disposal was the sole company to respond. It submitted a plan nearly identical to the one pitched years before but, at an estimated $11.60 a month, it was almost twice as expensive as the $6.40 rate that was proposed in 2007. Once again, glass was not accepted and curbside service would be contingent on subscription to trash pickup. The plan did not force the public to become an Island Disposal customer, but anyone who does pay for the hauler’s trash service would also have to pay for recycling. In December, the Democratdominated board ended the long debate by passing an ordinance that required Island Disposal, the county’s franchised hauler, to roll out the program this year. The dust had hardly settled, however, when the new Republican-led board agreed to begin the process to rescind the ordinance this past January, bringing the matter back into the public limelight. Monday’s meeting saw more than two-hours of public testimony but few new arguments. Rehashing the same issues that were debated for years, some complained about the service’s shortcomings while others SEE RECYCLING, A6

‘War and Peace’ wins Edible Book best in show More than 30 creations, lots with punny titles, entered the Edible Book Contest. Only six won first-place awards, and Bob Bowling’s “War and Peas” took the top prize — best in show. Martha Forward’s “Huckleberry Fin” claimed most appetizing. She also received “most punderful” for “The Crepes of Wrath.” Looking to the classics, Julie Spangler Bowling left with best visual presentation for “Breakfast at Tiffany’s.” A pair of young chefs claimed awards for best entry children under 12. Olivia Varga and Zoe Eisenbray won the award with “Hoot,” and Riley Patching claimed second place for “A House for Hermit Crab.” Winners were chosen by audience vote. The event was a benefit for The HUB after-school program in Langley.

The claim is that it’s the most beautiful Washington State license plate. Just out this year, the new state flower plate is rapidly taking front stage to be one of the most popular specialty plates in the state. “Yes, it is beautiful, in more ways than one,” said Don Meehan, vice president of Meerkerk Gardens in Greenbank. “It comes to support Meerkerk Gardens at a time when many nonprofits are struggling and needing financial help.” This plate joins an existing 35 specialty license plates available to drivers in the state. The flower on the plate is the native rhododendron macrophyllum which is Washington’s state flower and grows throughout central Whidbey along the main highway. Artist and Meerkerk volunteer Barbara Cornelsen from Clinton designed the plate working closely with the Meerkerk Gardens staff and board members before it was approved by the State Department of Licensing. To demonstrate to the Legislature the desire to have such a plate in service, Meerkerk got over 3,500 signatures of people who felt they would purchase such a plate if it became available. “We didn’t have to twist people’s arms to get them to sign our petition,” said Don Lee, president and lead on signature gathering. “Once they saw what the plate was going to look like they had no trouble putting pen to paper in support of our effort.” It took over two years of work to get the Legislature to

open the specialty plate process for the state flower plate. Sen. Mary Margaret Haugen and Rep. Norma Smith led the charge at the legislative level working with Lee and Meehan. Two plates have been approved each year over the last two years. Along with the state flower plate, the 4-H plate was also approved and
became available in January. 4-H is a youth program of Washington State University. Funds from that plate go to the State 4-H Foundation to support 4-H statewide. The rhododendron plate is the second specialty license plate designed specifically to support Whidbey Island non-profit organizations. The lighthouse plate became
available seven years ago. It supports the Admiralty Head Lighthouse docent program as well as other environmental education programs of Washington State University Extension. Meehan said that plate currently has sold well over 5,000 with slightly more than 3,600 presently active. The rhododendron plate will benefit Whidbey’s Meerkerk Gardens located just south of Greenbank off Resort Road. Meehan said the funds will be used for operations, maintenance and expanded use of the 50-acre garden and woodland setting. In addition, the Meerkerk board of directors chose to set aside some of the funds that come from the license to provide grants to other organizations throughout the state working with native plates and rhododendrons. The plates are sold at all licensing offices throughout Washington. There are “rhody plates” available for cars, trucks, motorcycles and trailers. To get a specialty plate one needs to pay extra, beginning with a $40 fee the first year and then $30 each year after that. Of that, $28 is set aside by the state DOL for the sponsoring organization for every plate purchased or renewed. Each purchaser can declare the $28 as a donation on their taxes each year. The state keeps $2 for administrative handling of the process. Plates can also be personalized for an additional fee. Those funds go to Washington State Department of Wildlife and only benefit Whidbey Island indirectly, Meehan said. For more information, call Meerkerk Gardens at 360-6781912.

Case resigns from positions By NATHAN WHALEN Staff reporter Dr. Roger Case is winding down his long career tending to the health of Island County residents. Case announced he is resigning effective in June from his position as Island County health officer and as a Whidbey Island Hospital District commissioner. “I think it’s time for me to go,” Case said. “I’m 78 years old and it’s time to do something else.” He has been the Island County health officer for 22 years and was an elected hospital commissioner for nearly 18 years. His resignation from the Whidbey General Hospital board takes place six months before the end of his third term. He said resigning early gives hospital officials a chance to find a replacement. “He was a great mentor for me as I stepped in
Dr. Roger Case as president,” said hospital Commissioner Anne Tarrant. She said Case brought a wealth of knowledge from his work as county health officer and medical background to the board of hospital commission. Case, a retired naval officer and retired family physician, has more than 55 years of public service. A career highlight is his work to get rural health clinics up and
running in Island County in the 1990s. One opened in Oak Harbor and was eventually acquired by Whidbey General Hospital. Today it is the North Whidbey Community Clinic on Goldie Road. There is also a South Whidbey Community Clinic in Clinton. Case said the hospital will face several challenges in the coming years. Whidbey General Hospital will continue to enact the Affordable Health Care Act, known as Obamacare, in coming years, legislation he describes as “a big unknown.” Case said the hospital will have to rally support to get voters to approve bonds to fund a new wing. He said he expects to join the campaign to convince the community of the need. The hospital, he said, also has to build a new clinic on South Whidbey Island, a promise not fulfilled from a previous election. Once he retires, Case plans to travel to the South Pacific. He has his eyes on

Replacing First Street’s waterline will cost almost $14,000 more than expected. Installing 23 new meter setters bumped the cost and added a few more work days to the project. Ryan Goodman, Langley’s interim public works director, assured city council April 15 the extra cost was well below the 10 percent contingency built into the project’s $307,662 budget. “Roughly half of the meter setters didn’t have a check valve in them, which is required by law to prevent water from flowing back into them,” Goodman said. No further change orders or additional costs were expected, he said. The south side of First

Editorial Opening day’s not what it was We made a mistake. Saturday’s paper said opening day of trout season was April 20. It’s actually April 27. Only when a visit to Goss Lake showed zero anglers did we start to wonder. But there was another possible explanation for the lack of anglers: A large poster tacked to the tree in bright Island County yellow, warning of toxic algae. Don’t swim, don’t wade, don’t drink the water. And if you catch a fish, don’t eat the “guts.” A visit to Lone Lake was next. It did have fishermen, most of them sitting around in lawn chairs eating lunch. Opening day doesn’t matter at Lone Lake because it’s open all year, managed in a “special” way by the Department of Fish and Wildlife. That means any trout under 18-inches has to be thrown back. There were no fish in sight but one man said he caught one, but released it. That’s what guys with fly rods tend to do, especially ones who watch the TV fishing shows. They hook a fish through the gills, drag, pull and yank it out of the water, pose it for a picture, then put it back in the water and it swims away with a good story to tell in school, or so we are led to believe. The friendly fisherman did confirm what we feared, that opening day was still a week away. No sense going to Deer Lake but we’d been there recently. The dock was good, the ramp was good and water conditions looked fine. So, anglers, Deer Lake looks best for opening day 2013. Goss Lake is supposed to be a decent producer if you can stomach the yellow sign, and Lone Lake is best left to the experts. It was not always this way. Lone Lake was once famous as the west side’s best little trout lake, producing fat rainbows in less than a year’s time. The parking lot was bigger than the lake and families teamed up to carry tiny boats to the water. Thousands of photos of happy kids holding a string of trout were taken during those years. Nearby, Goss Lake was a watery jewel in a forest setting with fine, healthy fish. South Whidbey has only one good trout lake left. That’s sad and we should do something about it. But first, we’ll try to catch a fish opening day, APRIL 27!

Commissioners right in recycling To the editor: I applaud the decision made by Island County commissioners Jill Johnson and Kelly Emerson to proceed to rescind the recycling ordinance that was passed in December 2012. It was a very poorly conceived ordinance for the following reasons: Like it or not, the mandatory provision of the ordinance that was passed in December amounts to another tax on the residents of Island County. If you have never lived on a fixed income you should try it some time. It’s easy to say “what’s another $11 per month?” However, when electric bills and phone bills and medical costs and food costs and gasoline costs and insurance costs and every

other cost continues to rise in these very difficult financial times the cumulative effect of these increases is devastating to those on a fixed income. Some people would tell you that we require clean air and water and the resources necessary for long-term job and national security. Mandatory curbside recycling has nothing to do with any of this. Our voluntary recycling program is second to none and is readily available for everyone to use. I would suggest that the commissioners make an effort to educate the residents on the benefits of voluntary recycling. This should be an ongoing emphasis. The proposed mandatory recycling was not cost effective and it did not even include glass. Whatcom County charges $7.05 per month for rural curbside recycling and their program includes tin and aluminum, glass, newspaper, mixed paper, plastic and cardboard. Coupeville port isn’t scheming To the editor: I was very surprised to read the accusation of “backroom scheming” in your piece last week. I am aware that Laura Blankenship was once in charge at Greenbank Farm and that she was removed by the management group. When she was elected to be a commissioner of the Port of Coupeville I had assumed that her experience with the Greenbank Farm would prove useful. However the news reports have implied that her motive for election was revenge rather than a positive contribution to the port.

Was that what she was doing? Why did she so often propose unnecessary changes to the port’s processes and procedures? Why did she vehemently defend an unauthorized entry into the Port of Coupeville’s computer after the work on the planning of the future of the Greenbank Farm had been completed? The executive director, Jim Patton, has gone above and beyond the call of duty in trying to manage the two assets of the Port of Coupeville. He has consistently overcome all of the challenges presented such as water supply at the farm, storm damage to the wharf, repair of facilities and coping with abandoned sailing vessels that sunk near the wharf. He has even under reported his hours to help maintain a balanced budget. He deserves the praise of the community. Neither he nor the remaining commissioners deserved “backroom scheming.” ROBERT YULE ELPHICK Coupeville

Authorities take back pills again By JESSIE STENSLAND Staff reporter Law enforcement officials on Whidbey Island are once again asking residents to turn in their unwanted medication. Oak Harbor Police, the Island County Sheriff’s Office and the Coupeville Marshal’s Office are holding the fifth “Drug Take Back” event Saturday, April 27, from 10 a.m. to 2 p.m. at three sites on the island. Oak Harbor police will be accepting pills in the front lobby of the police department. The Coupeville marshal will take pills at Town Hall. And the sheriff will be
at the South Precinct on East Harbor Road in Freeland. The goal of the program is to get unwanted medicine out of people’s homes in order to prevent accidental poisonings, drug abuse and drug-seeking burglaries. In addition, the safe disposal keeps hazardous medicines from polluting the environment. Sheriff Mark Brown said the emphasis of the program is on prescription pain pills, but that any type of unused or expired prescription medicine will be accepted. There’s definitely a need. Hundreds of pounds of pills from Whidbey residents have been collected and sent to the

argued its benefits. “This forces an urban service into a rural area,” said Ray Gabelein, a Freeland resident. “It doesn’t make sense.” Many opponents to the curbside program said they were avid recyclers but felt the program was too expensive, was inadequate, and went too far. “I don’t want government telling me what to do at every single level,” echoed Pam Neschke, also of Freeland. The other side voiced equally passionate arguments, most notably from Oak Harbor High School’s Ecology Club. The small group of teens took to the microphone and urged the board not to rescind the ordinance and be an example for the next generation.

Commissioner Helen Price Johnson maintained her December position, advocating on behalf of the adopted but never implemented curbside program. “I try to make decisions my grandkids can be proud of,” Price Johnson said. “I think it is the right thing to do.” The arguments were not enough to sway her Republican colleagues.
Emerson said she remains “not convinced” that recycling statistics provided by Public Works officials are accurate and that the program would actually reduce the county’s carbon footprint. Also, the exclusion of glass is too large a shortcoming to ignore, she said. Alternatively, Johnson said she accepted the county’s statistics and thanked department officials for preparing the complicated and controversial proposal. But she would not consent to a program that mandates the participation of Island Disposal customers and removes the financial risk of a private business with public tax dollars. “I hope the students who felt they were learning a lesson in the value of recycling also learned a lesson in the value of economics,” Johnson said.

Sparkman ignites team in home finale Top spots power girls
tennis over Anacortes
By BEN WATANABE Staff reporter Fighting for the ball and chasing after it was a common admonishment from South Whidbey’s sideline this season. That changed Friday against Lakewood when the boys soccer team won 2-0. And it changed because of Guy Sparkman, playing in his final home Cascade Conference game. Sparkman flew across the field from goal to goal and sideline to sideline. His hair whipped in the air on more than a dozen jump balls as he swung for a header. His feet dashed against shinguards and grass. And eventually, in the 62nd minute, his noggin connected with the ball for a 2-0 Falcon lead over the Cougars. “The whole culmination of it being senior night was really the cherry on the top,” Sparkman said. “Earlier during pre-game I said I was going to score on a freekick. I just didn’t expect it on a header.” As the game wore on, every header Sparkman won, every slide he evaded and every burn he put on the Cougars drew louder and louder cheers from the Falcon fans. South Whidbey’s senior night went close to the script he had in mind. “There was more motivation,” Sparkman said. “There was just some fire in my heart that wanted to win every ball and give our team the best chance to win.” South Whidbey regrouped from an early offensive by Lakewood. After that, the ball belonged to the Falcons. Four shots on goal, many by senior Stephen Lyons, missed or were saved by Cougar keeper Sam Roe. One point-blank score from Lyons was waved off by the refs on an offsides call. No matter. A few minutes later senior Darby Hayes headed in a shot off his own deflection in the 28th for the go-ahead goal. All season the Falcon coaches Joel Gerlach, Skip Robbins and Ernie Merino and even the players have scolded one another for not fighting for headers. When they successfully headed the ball in past contests, the Falcons were overzealous with their

Something about the Lakewood game was different. “Everyone just clicked at this moment,” Sparkman said. “Moving on from here, hopefully that will be the result with everyone passing really well.” South Whidbey’s defense pressed the midfield and was able to keep keeper Andrew Holt mostly a spectator in the match. At the start of the second half, Holt caught a corner kick in a seas of players, both Falcon and Cougar. Otherwise Holt was relegated to watching the action from a distance. Auburn and Lakewood’s Jacob Lizzarraga resulted in the spot kick about 20 yards from Lakewood’s goal. Reserve midfielder Davin Kesler, a lefty, was called to take the kick. Lakewood set up a human shield with five players only a few yards away to try and deflect and shot or cross. It didn’t work. Kesler whipped the ball over and around them to Sparkman in the box, where he headed in the ball to the far post. “It was so close to the goal we were thinking of shooting it, but when Guy stepped up he said he wanted to get on a cross, Kesler said. “He made the hand gesture meaning ‘I want it,’ and it just worked out.”
game in the seventh inning. Will Simms pitched four shutout innings before giving way in the fifth inning. Lewis Pope stymied the Badgers with offspeed pitches. Trent Piehler blanked the mainlanders in the seventh inning preserving the shutout. Crab hitters picked up two runs in the first inning after a Simms triple. After the early scores, Whidbey’s bats went silent. Leading the way for the Crabs was Josiah Seargent with two timely hits and three RBI. Mitchell Grady and Connor Antich also added two hits to support 10 hits by the Crabs. Their season record stands at 4-0 in the Mountlake Terrace Youth Athletic Association’s Pony League.
Facing its toughest competitor this season, South Whidbey girls tennis did what is has all year: win. The Falcons, a 1A team, kept their team record perfect by beating the Anacortes Seahawks 4-3 on Saturday. The 2A Seahawks have won only two team matches against Northwest Conference teams, while South Whidbey has rolled through its Cascade Conference opponents. “It’s the most we’ve been challenged all season and overall the girls played well,” said Falcon head coach Karyle Kramer. South Whidbey’s top players pulled through. Number 1 singles player Hayley Newman, second singles Carlie Newman, and the Falcons’ first and second doubles teams won their matches. All of them claimed straight-set victories, though not without struggle. Tess Radisch and Amelia Weeks, the Falcons’ top doubles duo, won 6-2, 7-6 (7-2). Beating Anacortes’ Kyle Berlin and Miranda Millard in the tiebreaker kept Radisch and Weeks perfect at 9-0 this season. The second doubles match was the deciding victory for South Whidbey. Hannah Calderwood and Isla Dubendorf fended off Anacortes’ Colleen Anderson and Meghan Geer, 7-5, 7-6 (7-5). “Hannah and Isla are proving to be a good combination for doubles, both with their playing styles and personalities,” Kramer said. “They ‘get’ each other and it shows.” In singles, senior Hayley Newman defeated Anacortes’ Paola Jurkovich, 6-3, 6-2. Despite winning in straight sets, the “W” came after some work. “It actually took Hayley most of the first set to relax a little bit,” Kramer said. “Both sets Hayley showed that she could punish short balls and come to the net. Again, this was her first opponent who could run down shots and make Hayley work longer for her points.” Carlie Newman beat Anacortes’ Ashleigh Neitzel 6-4, 6-1. Opening the first set

Carlie Newman had lost only one game in eight matches. Playing up a classification, South Whidbey fielded a third and fourth singles. Kramer brought up Katrina Layton and Lindsay Oppelt, who both lost in straight sets. The third doubles match belonged to Anacortes’ Maria Dale and Oriana Locicero, 6-3, 6-4, over Katherine Read and Colleen Groce. “Despite the loss, I saw several positive aspects during the match,” Kramer said. “We didn’t give up — we were right in it until the last point.”

Trout season opens Saturday on Deer, Goss lakes By RON NEWBERRY Staff reporter Steve Stansberry hadn’t heard that one of his favorite lakes on Whidbey Island was getting a bonus planting of large trout this month. Deer Lake near Clinton was scheduled to receive 204 triploids in April in addition to the usual thousands of smaller trout. “Oh, that’ll be nice,” said Stansberry, a retired educator who lives in Clinton. “That’ll give the grandkids an eye opener if they get a hold of that.” Stocking day arrived Thursday morning when two trucks from the Department of Fish and Wildlife backed up to the lake’s northwestern shore and poured thousands of fish into the water. Deer Lake received roughly 8,000 “catchable-size” rainbow trout, plus a bonus of the 204 jump triploids, which average 1.5 pounds apiece. It will be one of the more intriguing options for anglers on Whidbey Island on April 27, which is opening
day for the state’s general lowland lakes. “It will be exciting for sure,” said Justin Spinelli, a regional fish biologist for the state whose territory includes Whidbey Island. The state stocks fish in select lakes to spice up the trout fishery for anglers and times it so opening day will be a success. Typically, “catchables,” which are trout 10 to 12 inches in length, are planted in March and April. Spinelli said that more plants will come in May to replenish some lakes. “We try to help those fisheries persist as long as possible,” he said. Smaller trout are stocked in the fall in hopes they’ll reach “catchable” size by the following spring. Deer Lake and three lakes to the north, Cranberry Lake, Heart Lake and Lake Erie, are expected to provide excellent trout fishing opportunities this spring. Deer Lake and Goss Lake, near Langley, are the two lakes on the south end of the island that also are
off limits until April 27. A lake that offers larger trout is Lone Lake near Langley. Last year, Lone Lake received the 204 triploids that Deer Lake got this year. Lone Lake, however, is a selectivegear fishery with a limit of one fish per day that must be at least 18 inches. It is open all year. The rule that applies to most lakes in Washington is five trout per day, but anglers are advised to check state regulations before casting a line in the water (www.wdfw.wa.gov). The trout that arrived in Clinton last week came from a state fish hatchery in Arlington. State fish hatchery specialist Dave Whitmer said that he and co-worker Will Irwin brought nearly 2,000 pounds of trout to Deer Lake. Whitmer said most state ferry workers know what’s inside the massive tanks. “Most of the guys on the ferry know what we’re hauling,” Whitmer said. “Most ask, ‘What lake are you going to?’”
Ron Newberry / The Record
State fish hatchery specialist Will Irwin holds his ground while rainbow trout dump into Deer Lake in Clinton on April 18. The Department of Fish and Wildlife stocked 4,500 “catchable-size” trout, plus 204 jumbo triploids, into the lake after planting 3,500 catchables there the day before. While many lakes on or near Whidbey Island are open all year, Deer and Goss lakes open to fishing April 27, which is the state’s general lowland lake opener.

About Doggy Daycare Thousands of pet owners work all day, and this requires leaving your dog home while you work. Boredom leads to destructive behaviors such as chewing, licking, digging, and/ or barking. Often these owners come home to a stressed out dog, and rampant destruction, either of the house, or the yard, and neighbors who complain of barking and howling, due to separation anxiety. One of the top ten reasons
given at an animal shelter for owner turn-ins is “he destroys my things when I’m not home”. This could be prevented so easily with doggy daycare.

Humor, stress are in the mix this April WHIDBEY RECIPES
Margaret Walton
Several decades ago, April was officially designated as National Humor Month, with April 1 being the most humorous day of the month, April Fools’ Day. I don’t know how you feel about it, but thus far April has been anything but humorous. Most of us have just finished dealing with trying to pay our taxes, both 2012’s and the first estimated amount for 2013. There is nothing, nada, zero, zilch humorous about our convoluted, ever more complicated tax codes, nor am I happy in the slightest about where a great deal of what we send “them” goes. Now, as I’m sitting at my computer writing this column, the world is waiting to find out if that ridiculous, chubby, round-faced, shortarmed little man currently “leading” North Korea is going to fire that missile or not, and where, exactly, it will be headed. I certainly don’t find that the tiniest bit humorous. It’s paradoxical then, that some years ago, April was also designated National Stress Awareness Month, which right now makes a lot more sense than National Humor Month. But, just in case you don’t have enough to carry you through Stress Awareness Month, let me see if I can help by adding just a bit to the stress levels of April. The third week of April
was officially Organize and Manage Your Files Week. Now, that makes me laugh. By the time you’re reading this, we may have missed one very important April day, National Newspaper Columnists’ Day, April 18. Who knew? I’d have alerted you much sooner, had I known, so all of you regular readers of this column could have emailed me your good wishes and humorous thoughts. Or not. We won’t even mention the ho-hum usual April nonsense about spring cleaning and “April showers bring May flowers.” Spring cleaning is right up there with organizing my files and the fickle weather, none of it thus far the least bit humorous. However, there is something to look forward to, perhaps both humorous and stressrelieving. April 26 is Hug an Australian Day, so if you have one handy or can lay hands on one, hugging an Australian should provide some stress relieving humor, albeit brief. Yes, April is just packed with special days, such as National Take A Chance Day (and hug an Australian?) on the 23rd, National Penguin Day on the 25th (pay attention, Carole), National Prime Rib Day on the 27th, and National Shrimp Scampi Day on the 29th. And, the entire 4th week of April is National Karaoke Week. Do they still have karaoke at Cozy’s, I wonder? Or anywhere on the south end of the island? If so, I know a sure-fire way to make any or all of you laugh long and hard during the final days of this National Humor Month. Just hand me the mike.

don’t know why or officially by whom, but there it is, listed in the “Special Days of April.” I grew up eating my grandmother’s pigs in blankets, and loved it then, still do. So, in tribute to that special day, here are a couple of recipes, one very old, one more modern, for this wonderful comfort food.
PIGS IN BLANKETS 1 cup flour 1 t. baking powder ¼ t. baking soda ¼ cup chilled vegetable shortening 1/3 cup buttermilk (or use plain yogurt) 1 large egg yolk 10 small sausages, preblanched, or 10 frankfurters, ends trimmed and cut in half crosswise. Preheat oven to 375 degrees and lightly grease a baking sheet (or line with parchment paper). In a bowl, whisk together the flour, baking powder, baking soda and salt. Blend in shortening with pastry blender or fingertips until mixture resembles coarse meal. In a small bowl, whisk together the egg and buttermilk; add to the flour mixture and blend just until mixture forms a soft dough. Turn out onto a floured work surface and knead 4 times. Roll into a 12-inch square. Cut dough into strips 1-½ inches wide. Roll each strip around the middle of a sausage or frankfurter until
the dough overlaps. Cut free from the strip and place seam side down on the baking sheet. Make 19 more. Bake “pigs” until pale golden, about 15 minutes. Makes 20. Note: My grandmother and mother always made their “blanket” dough from scratch like this, but they didn’t have access to frozen phyllo or pie dough. You can substitute either one; I’ve also used packaged Crescent Roll dough. During the ’50s, little sausage rolls (mini-pigs-inblankets) were very popular appetizers. They still are, especially these more modern, “kicked-up” little bites.
MINI PIGS IN BLANKETS 1 T. butter 1 onion, finely chopped 12 oz. quality lean sausage meat (bulk sausage) 1 T. dried mixed herbs, such as Tuscan mix, or sage/ tarragon/dill/oregano mix 1 oz. finely chopped pistachio nuts (optional) 12 oz. puff pastry, thawed if frozen 6 T. freshly grated Parmesan cheese Salt and ground black pepper, to taste 1 egg, lightly beaten (for glaze) Poppy sees, sesame seeds, for sprinkling Melt butter in a small sauté pan over med. heat. Add onion and cook, stirring occasionally, for about 5 min., or until softened. Remove from heat and allow to cool. Put softened onion, sausage meat, herbs and nuts (if using), in a mixing bowl. Season with a little salt and pepper and stir together until completely blended.
ObituarY Eric Franklin Purser
Eric Purser, tugboat captain, stunt car driver, tattoo artist, and adventurer, was born in Alaska and his family relocated to California during his childhood. He graduated from the California Maritime Academy, the start of a lifetime as a mariner. As a ship’s captain he lived all over the world, including Mexico and England. Part of his professional career included oil spill prevention and cleanup. He was instrumental in attempting to clean up the Valdez oil spill and directed a fleet of boats in cleanup efforts in the Gulf
of Mexico. Eric, as a tattoo artist, was fascinated by the history of tattoo and made a significant contribution to preserving and documenting information about tattoo artists, especially those in Alaska. He was an avid surfer and biker, and even, on occasion, drove stunt cars through a wall of fire. He is survived by his son, Logan, his daughter, Allanna, two grandchildren, Aubrey and Ellora, his brother, Ro, Ro’s partner, Rene’ Shepherd, nieces Amelia, Willa, and Rain, and his sweetheart, Sandra Jarvis. In lieu of flowers the family is requesting donations to Good Cheer where Eric was a regular volunteer.

Divide the sausage mixture into four equal portions and roll each portion into long thin sausages measuring about 10 inches long. Set aside. (It helps the rolling if you oil your hands lightly). On a lightly floured surface, roll out pastry to about 1/8-inch thick. Cut into 4 strips about 10x3 inches. Place a long sausage on each pastry strip and sprinkle each with a little of the grated Parmesan. Brush one long edge of each of the pastry strips with a little of the egg glaze and roll up to enclose each sausage. Set them seam side down and press gently to seal. Brush each one with the egg glaze and sprinkle with one type of the seeds. Repeat
with remaining pastry strips, sprinkling each with different seeds, if desired. Preheat oven to 425 degrees. Lightly grease a large baking sheet. Cut each of the pastry/sausage strips into 1-inch pieces and arrange them on the baking sheet. Bake about 15 min., or until pastry is crispy and browned. Serve warm or cooled. Note: You can make a quick, zesty sauce to dip these in by heating 2 T. skimmed milk, adding 1/3-½ cup chopped cheese (such as Mexican chopped, or chopped cheddar), stirring to melt, then adding 1 T. ketchup and 2 T. yellow mustard. Serve warm with the little Pigs in Blankets bites.
OBITUARY Bernette W. “Denny” Hamel
Born June 19, 1924 in the small town of Bennington, Neb. She graduated from high school in 1942 where she was the editor of both the weekly newspaper and the year’s annual. She went to Lincoln, Neb., to the University of Nebraska as a “Cornhusker” and joined the PI Chapter of Gamma Phi Beta sorority in 1944 where she was given the nickname Denny. Her extra-curricular activities fulfilled her love of dancing when she was accepted as a member of Orchesis -— a modern interpretive dance club that produced several stage productions each year. She only took one art class and discovered that she had maybe missed her calling, but she added it to her many, largely self-taught, interests in all the home and fine arts. Her love of dancing and painting continued well into her later years. In 1946 she graduated with a bachelor of science degree in secondary education and in the fall went to Superior, Neb., as their high school business teacher. During the first week of her first school year in Superior, on a blind date arranged by another teacher, she met her future husband, Ralph E. Hamel, and they were married on June 8, 1947. Denny and Ralph adopted two children while living in Denver, Colo. She was happy to be a stay-at-home mother and didn’t try to return to work until their children were in junior high school. Meanwhile, she busied herself with church
Bernette W. “Denny” Hamel activities, including teaching Sunday school, summer Bible schools and summer church camps in the San Bernardino Mountains of California. She was often in charge of the children’s art projects. Denny did some substitute teaching as she took college classes until she fulfilled her fifth year requirement for full-time teachers. And, she gained new skills for the change to the computer age. She taught for several years in the junior high and high schools of Orange County in Southern California. Her last teaching job before retiring was at Santa Ana College teaching adult education. After retirement Denny and Ralph traveled the country full time in an RV. Over four years they saw much of the U.S., Canada and Mexico. Denny moved to Whidbey Island in 1999. She is proceeded in death by husband Ralph and both of her sisters. She is survived by her son Kent (Donna) Hamel of San Diego, daughter Karen (Jim) Carbone of Langley, and former son-in-law Terry (Tina) Thomas; four grandchildren and five great grandchildren; many nieces and nephews. A small family service will be held.

What’s the right price to pay for your next home? How can you be sure the price you are being asked to pay is fair? Who sets the price? The asking price is set by the owners, and should be based on accurate information about other homes recently sold, as well as those for sale now. This information is helpful in establishing a price that is neither above nor below “fair market value” When priced at “fair market” a home may sell quickly and a full price. This occurs because buyers recognize the value offered by the home in relation to the price asked. There is often brisk competition among buyers for a home in excellent condition offered at a competitive price. Buyers can determine whether a home is priced fairly using the same methods as an agent – by comparison Establish criteria for your purchase, i.e. number of rooms, location, price range, square footage, etc. Once you know the parameters within which you will make sure your purchase, ask the agent to show you homes that match your list of features and amenities. See a variety of homes, compare size, features and location versus asking price. Certain homes will stand out because they offer added value for the price. Ask questions, compare and your pricing concerns can disappear leading to the wise purchase of the right home.

Auction, dinner keeps ‘Fresh Food’ program healthy RECORD STAFF “Fresh Food on the Table” serves up another year of locally grown produce for Good Cheer Food Bank. The Good Cheer Garden is a familiar sight to all who travel down Bayview Road. On any given Wednesday from spring through fall, community members can be seen digging, planting, harvesting or socializing over lunch at the picnic table. Last year, these volunteers grew more than 5,000 pounds of produce for Good Cheer Food Bank. An additional 8,000 pounds of islandgrown produce made it onto the Food Bank shelves. The fresh, local fruits and vegetables were donated, gleaned and purchased from a network of farms and gardens tucked in and around South Whidbey. Meanwhile, 2012 was a milestone; the first year that Good Cheer Food Bank clients had access to locally grown vegetables all year long. “In previous years there was nothing there in the winter,” said Cary Peterson, Good Cheer Food Bank coordinator. Building links with local farms ensures the yearround supply of vegetables, according to Peterson. Last year, Good Cheer purchased winter produce from Deep Harvest Farm. Carrots, kale, collards and beets will again be purchased from Deep Harvest proprietors Annie Jesperson and Nathaniel Talbot, who are in their second year of commercial production on the island. Additionally, Greenbank Farm will donate two 100foot rows of carrots and winter squash. “Supporting a thriving network of farms and gardens is

Stemming from these gardens is an array of educational programs that touch the lives of youths and adults across our community. These efforts come together in “Fresh Food on the Table.” A program of the Good Cheer Food Bank, Fresh Food on the Table supports the Food Bank’s mission of “creating a hunger-free community” and strengthens local food security by bringing together community partners, farmers, food bank clients, volunteers and community members of all ages. Peterson said each contributes a unique piece, be it growing produce for the food bank or playing a role in one of the program’s many levels of food-based education. Central to Fresh Food on the Table is the Community
Gardening Leadership Training. Now in its third year, four apprentices come from across the U.S. and Canada to serve in the South Whidbey community and develop skills in agriculture, community leadership, garden-based education and food bank management. This year, apprentice Alexa MacAulay is taking a leadership role in the Westgarden at the Whidbey Institute, while Camille Green works in the Good Cheer Garden. The Langley Middle School garden and the South Whidbey Academy gardens provide a hands-on environment where lessons are taught that support core cur-
riculum educational requirements. Casey Jackson, the school garden apprentice, is developing lessons about science and sustainability. The Food Bank apprentice, arriving soon, will play a leadership role in the Good Cheer Food Bank and kitchen. He or she will learn about the food bank’s unique points system which emphasizes healthy food choices, zero waste practices and sustainable gardening. This apprentice will also develop leadership skills in fresh food management, create fresh food cooking demonstrations, participate in culinary education for teens from the South Whidbey Commons and lead volun-

teers in “putting up for the winter parties.” And the side effects of more fresh veggies in the diet? Peterson saw a positive change in patrons’ attitude from having fresh produce in the winter. “You wouldn’t believe the health benefits people are saying, it’s amazing,” she said. “Good Cheer Food Bank clients are reporting weight loss and experiencing health benefits. Maybe most important of all, the kids are eating more vegetables.”
The second annual Fresh Food on the Table banquet, auction and square dance will be held Sunday, April 28 in Thomas Berry Hall at the Whidbey Institute. Appetizers at 5 p.m. with dinner at 6 along with a live auction. Square dance with live music begins at 8 p.m. In the spirit of Good Cheer, the dinner is free but patrons come prepared to donate generously. Order a free ticket at FreshFoodOnTheTable. brownpapertickets.com. Indoor seating goes to the first 100 guests to register. There will be outdoor seating for overflow. If you can’t attend, donations may be made to Fresh Food on the Table by contacting the Good Cheer Food Bank at kathy@goodcheer.org, 360-221-0130 or visiting www.goodcheer.org. Fresh Food on the Table is a program of the Good Cheer Food Bank in partnership with the Whidbey Institute and the South Whidbey School District in collaboration with South Whidbey Commons, Greenbank Farm, Deep Harvest Farm and Skyroot Farm.

Siobhan Wright dresses as a mermaid during the Welcome the Whales parade April 20 that attracted many colorful characters to Langley.
Langley’s Welcome the Whales weekend drew hundreds of visitors who learned about aquatic life and celebrated the resident whales. Children prepared all morning Saturday creating costumes, flags and other fun paraphernalia to use in the whale parade at Langley United Methodist Church. At 1:30 p.m. the parade marched through downtown. Mermaids, jellyfish, even a star fish were among the critters dancing through the streets. Gary the Gray Whale was, for the first time ever, on
wheels rather than being carried. Callahan McVay had loaned his grandmother’s golf cart to the whale enthusiasts. The crowd gathered at Seawall Park for a blessing of the whales. Dancing, singing and chanting made for a fitting welcome to the whales that have been busy feeding in Saratoga Passage. Two people even hopped into the water in wetsuits and swam out to extend their welcome. The whale weekend was organized by the Orca Network and the Langley Chamber of Commerce.

Bjork accepts stint as Coupeville superintendent Permanent superintendent will start in June By NATHAN WHALEN Staff Reporter The Coupeville School District is currently on its third superintendent for this school year. Lisa Bjork, a former superintendent of the South Whidbey School District, was named interim superintendent last month. She will lead the school district until early June when permanent superintendent Jim Shank takes over. The Coupeville School District has been without a permanent superintendent since the end of the 2012 school year when Patty Page resigned after being hired by the North Kitsap School District. After conducting an initial job search and rejecting three finalists last year, the school board named Karen Koschak as interim superintendent. Koschak served through most of the current school year until abruptly resigning in February because of a family medical issue. Jerry Jenkins, superintendent of the Educational Service District based in Anacortes, filled in for several weeks before the school board named Bjork their latest interim super-
intendent. Bjork, who served as assistant superintendent for the South Whidbey School District from 1992 to 1996 and as superintendent from 1996 to 2000, said she couldn't turn the job down when school officials called. She also teaches educational leadership at Seattle Pacific University and oversees principal and superintendent interns. She sees herself as a bridge between Koschak and Shank. "I'm just trying to connect the dots between what has been going on and what needs to be done," Bjork said. There are several projects she will be involved in during the coming weeks. School officials will be busy developing a budget for the 2013-2014 school year. Staff will also be busy implementing a new math program that will be consistent with new federal common core standards. Work piloting a new principal and teacher evaluation system is still moving forward. The Coupeville School Board announced in February that they offered Shank the superintendent position. He is currently the superintendent of the Juab School District in Utah and will finish the school year before starting his duties in Coupeville in early June.
