The Federal Way School Board unanimously agreed upon the preliminary siting recommendation for the new Federal Way High School (FWHS). The new FWHS will be located on the southeast corner of the current property, a decision arrived at after numerous meetings and feedback from the community. SRG Architects presented three basic site options — simply named north, east and south sites — last September for the new school on the existing 38-acre site. “All three of those options meet the criteria that we had made then, to maintain the existing stadium, to allow students to stay on-site throughout construction, and to respect the history of the site,” said SRG Architects representative Jane Hendricks at the school board’s April 9 meeting. In the fight of his life, Roger Freeman is playing to win. The state representative from Federal Way was recently diagnosed with stage 4 colon cancer. Doctors discovered the cancer had spread to his liver and his lower lungs. Aside from a bronchial irritation last fall, Freeman had experienced no symptoms. That’s what made February’s diagnosis more shocking, he said, noting a lack of family history with cancer. Freeman, 47, has endured three chemotherapy sessions so far, with nine more to go. He will not have surgery, but without treatment, he would have had four months to live. The chemotherapy has left Freeman tired, and he sleeps more. However, doctors tell him that his blood cell count is high, and he feels no pain. The legislator still shows up for work in Olympia as much as possible. An
RELAY FOR LIFE 2013 Freeman will be a guest speaker at this year’s Relay for Life and encourages the community to participate. The 2013 event begins at 6 p.m. June 7 at Saghalie Middle School, 33914 19th Ave. SW, Federal Way. With the release of Gov. Jay Inslee’s budget proposal, and the Washington State Senate budget last week, Federal Way Public Schools (FWPS) own budget planning is getting a bit clearer. “While we don’t know yet the final outcome of this legislative session, I believe it is safe to say we will see some increase in K-12 funding next year,” said Sally McLean, FWPS Assistant Superintendent of Business Services, during the school board’s April 9 meeting. McLean compared and contrasted Inslee’s budget to the Senate budget, looking at four major components that the state is obligated to fund in the wake of last year’s State Supreme Court decision in McCleary vs. State of Washington. Those are expanding all-day kindergarten; K-3 class size reductions; materials, supplies and operational
costs (MSOC) increases; and basic transportation funding. “In our state, 22 percent of the poorest students are served in all-day kindergarten,” she said. “The governor’s budget proposes increasing that to 50.7 percent…The Senate budget released that at a lower amount, but still at an increase at 30 percent.” In terms of Federal Way, Inslee’s budget would allow the district to offer all-day kindergarten in 14 of the district’s 23 elementary schools, while the Senate budget would allow that number to increase from six schools to eight. For the K-3 class size reduction, only Inslee’s budget would bring that number down, while the Senate budget would keep it static at one teacher for every 24.1 students. I just have to say ‘life changing.’ My favorite moment was definitely just looking out into the crowd, singing with Jennifer Hudson, seeing all the lights light up, and just being awestruck,” Fankhauser said. “This experience changed me, it’s impacted me and inspired me…to start a group…to help people get out of child slavery. Gun prompts lockdowns Mirror staff reports
Olympic View Elementary, Decatur High School and Twin Lakes Elementary were placed on lockdown Thursday morning after police activity in the general vicinity of the three schools. The lockdown was prompted when a 19-year-old male walking in the area of 2600 SW 327th Street was threatened by an 18-year-old male, who approached the victim in a vehicle and flashed a firearm. Police report there is no known relationship between the victim and the suspect. The suspect has at least one previous arrest involving a firearm, police report. Police went to the suspect’s home, but the suspect was able to leave through a backdoor in his residence and got by the police perimeter that had been set up. Police soon located and arrested the suspect.

Three suspects are in custody following an alleged armed robbery and police pursuit last Saturday. At 11 a.m. April 6, Federal Way police received a call about an armed robbery in the 3000 block of South 288th Street at Camelot Square. The robbery victim was hit in the head, causing a minor injury, according to police. One suspect fled on foot. When an officer located another suspect’s vehicle near South 288th Street, it is believed the suspect rammed the officers vehicle to get away. A pursuit ended on South 277th Street near SR 167. The suspect crashed
the vehicle and the officer’s vehicle ended up in a ditch. The officer was taken to St. Francis Hospital for observation. Detectives believe the three suspects could be connected to similar robberies in the area.

A woman was stabbed about 1:51 a.m. April 11. According to police, an “unwanted subjects” call escalated at the Castaway Tavern, 27101 Pacific Highway S., before police arrived, resulting in one person being stabbed. An adult woman suffered one stab wound and was transported to Harborview Medical Center with non-life threatening injuries. All three suspects were taken into custody. The relationship between the victim and suspects is still unknown at this time.

At 9:07 p.m. April 5, Federal Way police were dispatched to reports of a suicidal male at The Ram restaurant, 31920 Gateway Center Blvd. A friend of the male had reported receiving text messages from him, and said he was known to carry a gun. As officers arrived, the 35-year-old male stepped outside the front doors of the business, placed a firearm to his head and discharged the weapon, according to police. Officers and rescue personnel administered aid. The male was transported to Harborview Medical Center where he was reported brain dead. Customers were kept inside until the scene cleared, and the restaurant closed for the night.

According to the report, one of the family members was left with severe head injuries after the fight. The victim was airlifted to Harborview Medical Center in serious condition. • Fighting over marijuana: At 3:15 a.m. April 4 in the 33000 block of Pacific Highway S, police responded to a call of a fight. According to the report, a woman had assaulted a man over some marijuana she had “accidentally” given him. • It’s that time of year again: At 12:10 a.m. April 5 in the 28000 block of Pacific Highway South, a woman reported that a man had pulled into a parking lot, got out of his vehicle, pulled down his pants and began masturbating while looking at her. Police were unable to track down the man. • BB guns lead to arrests: At 11:10 a.m. April 5 in the 1000 block of South 289th Street, two
individuals were arrested when they brought Airsoft BB guns onto an elementary school ground. • Shoplifting at Macy’s: At 3:09 p.m. April 5 in the 1900 block of South Commons, a woman was arrested for attempting to steal more than $2,600 of merchandise from Macy’s. • Vehicle break-in: At 10:45 a.m. April 6 in the 2400 block of SW 336th Street, unknown suspects broke into the victim’s work vehicle and stole a specialized piece of equipment valued at $3,000. • 40 oz. to freedom doesn’t quite work out: At 1:23 p.m. April 6 in the 1200 block of South 320th Street, the suspect was arrested for attempting to steal a 40 oz. bottle of Budweiser. • Paranoid man ends up arrested: At 4:25 p.m. April 6 in the 31000 block of Pacific Highway South, police were dispatched for a

welfare check on a man in a store. According to the report, when contacted by police, the man said he believed he was being followed by unknown people. A check on the man came back with an outstanding warrant from Tacoma, and the man was arrested and transported to Tacoma. • Storage unit broken into: At 10:41 a.m. April 7 in the 34000 block of Pacific Highway South, a woman reported her storage unit had been broken into and that over $2,000 in personal items had been stolen from the unit. • Random acts of jerkiness: At 9:51 p.m. April 7 in the 2500 block of Gateway Center Place, a woman reported her passenger side window had been broken out while she was watching a movie at the $2 theater. Heartbreak hotel Developers for the performing arts and conference center (PACC) have suggested building a 120-room hotel. Does the city need another hotel? The manager at Hampton Inn and Suites told The Mirror that 13,000 hotel rooms went unsold last year, with an estimated 80,000 total vacancies among the major chains in town. With 142 rooms, Hampton averages roughly 35 unsold rooms a night — about a 75 percent occupancy rate. [ more HOBBS, page 5 ]
Federal Way mall needs a new name A few weeks back, the Federal Way Mirror reported that former Los Angeles Lakers player Magic Johnson had made a large financial commitment to The Commons and The Everett Mall to infuse new development and fill empty storefronts. I recently spent three hours at The Commons with my granddaughter where she saw the Easter Bunny and used up some of her 3-year-old energy up at the new
Q&A on critical political issues Thanks to many of you who ask questions. Here are my answers. Q: On several occasions you have been critical of the Federal Way government’s economic development efforts. Why? A: It doesn’t appear that there is an overall strategy of who we are, what we want in our community and how we want to market ourselves. Downtown Federal Way looks pretty much the same as it did 10 years ago with no clear plan for improvement. Several opportunities to create a downtown fabric were missed by not putting public buildings like City Hall, the police department, library and the Community Center downtown. The performing arts and conference center (PACC) is only a piece of the puzzle — and is less than a sure thing. Q: You wrote a column critical of the Federal Way City Council for appointing more conservatives. Then you wrote a column urging Republicans, who are conservatives, to change their approach to improve their power. That sounds inconsistent. A: It’s actually very consistent. We benefit from well rounded cooperative debate. We need different points of view and two strong parties. The city council members added voices similar to their own, but might have improved the civic discourse by adding voices that were different. Nationally, the Republicans risk making this a one-party country if they don’t find a way to adapt their policies to a changing populace. We don’t need one dominant point of view. Compromise leads to better government.
Q: What do you think of the City of Pacific situation with Mayor Cy Sun, and has it calmed down? A: There is plenty of blame to go around for the current mess. The mayor won as a write-in candidate, barely defeating the incumbent mayor and a council member. That put twothirds of the power structure against him. He compounded a difficult situation by listening to bad advice and making several questionable management decisions. He also got some unfair press, as many of the things he did were well within his legal authority, and some people just didn’t like his decisions. He was arrested for going into a locked city office. As mayor, he can go into any city office or building he wants to. He’s legally in charge of them. The council has not made it easy for him. They criticize him for firing people and having vacant positions, then won’t confirm replacements. The council seems to have its own attorney, which is a recipe for disaster. The mayor has not gotten the cooperation he needed to have a chance to succeed, but he has also made it difficult on himself. No, it hasn’t calmed down, even though it isn’t on the front page as often. There is still a group trying to recall the Pacific mayor, and if it gets to the ballot, it will probably succeed. Q: You have written columns urging a community discussion by the Federal Way mayor and council on gun control. Can the city do anything more restrictive than state law? An interesting discussion has evolved online regarding the name of Federal Way’s mall. This crown jewel of downtown Federal Way was formerly known as SeaTac Mall. People are aware of the correct name, The Commons at Federal Way. However, a good share of residents still call it SeaTac Mall. Why? Because that’s what they called it for years. I have yet to hear someone get corrected for referring to The Commons as SeaTac Mall. The latter name is colloquial and acceptable in local lingo. Case closed. Does the mall’s current name dazzle passersby or build a connection with those who shop there? The name matters little if the mall can meet the needs of customers and the community. The current name — The Commons at Federal Way — makes more sense from a marketing standpoint, obviously because the City of SeaTac sits a few miles north. Located smack dab in Federal Way’s economic core, the mall is Federal Way’s top privately-held destination for local and out-of-town visitors. A long-rumored Kohl’s has stirred excitement among local shoppers and is expected to join anchor stores Macy’s, Target and Sears. A handful of chain restaurants light up the mall’s parking lot along South 320th Street. Inside the mall is a decent movie theater with the latest releases. As for general retail, enough people must be buying cellphones, samurai swords, sunglasses, watches, T-shirts, shoes and trinkets to keep those businesses open. The mall’s struggles have less to do with the name and more to do with competition from nicer malls in the region. For far too long, mall owner Steadfast Companies has left The Commons at Federal Way twisting in the wind. Last month, a private investment firm that includes NBA legend Magic Johnson announced plans to pump money into The Commons. The silver lining is not the star power behind the investment, but the willingness to finally give the mall the resources to compete.

The mall suffers from an identity crisis. Just go to Renton, and for the fun of it, tell someone you are looking for The Commons. My bet is they will look at you with lost eyes. Then
say it was the old SeaTac Mall, and they will likely tell you that you’re really lost. I think the name change a few years back was not the best marketing idea. So if Magic would like to perform magic here in Federal Way he should: 1. Change the name back to SeaTac Mall. 2. Have a grand re-opening and open those doors like it was the
summer of 1975 — the summer I was one of the first 20 people to walk inside a facility that was years ahead of its time. SeaTac Mall is more relevant.

Building on the success of its popular food truck, Lumpia World Cuisine officially opened a storefront restaurant in Federal Way. The mom-and-pop business specializes in FilipinoChamorro-Japanese fusion food, featuring the lumpia combo itself — crisp fried skinny rolls stuffed with savory meats and vegetables, served with steamed rice and dipping sauces. Mixand-match flavors range from ginger pork, ground steak and lemongrass chicken to banana or sweet potato. In addition to tofu and veggie options, other menu offerings include chicken adobo, katsu sliders and fresh soba noodles. Crash leaves sticky mess on I-5 From staff reports
An accident involving a disabled minivan and a semitruck carrying a large quantity of resin glue left most of northbound Interstate 5 near Highway 18 a sticky mess late Wednesday and into Thursday morning. According to the state patrol, a disabled minivan was in a center lane of I-5 when the semi-truck struck it from behind. The accident left the 55-year-old driver of the minivan with serious injuries, and she was transported to Harborview Medical Center. The semi-truck was carrying resin glue and one of the “pouches” of resin glue - an estimated 20,000 gallons burst open as a result of the crash. Efforts between the state Department of Transportation and Department of Ecology saw the resin glue cleaned up by early Thursday morning.

Virginia Van Winkle died on February 21, 2013. She was the daughter of Hugh and Eula Routh of Belfry. Virginia was born in Belfry and graduated from Belfry school. She married George Van Winkle of Bridger and settled in Seattle where they raised two daughters, Ganet Burr of Ventura, CA and Marlys Hunziker of Federal Way, WA. After her daughters were grown she entered the University of Washington and earned a degree in Education. She substituted for schools in the Highline District and taught private piano lessons. She was preceded in death by her husband, and her sister Betty Yount and brother Hugh Routh, Jr. She is survived by her daughters and one brother, Richard Routh of Las Vegas. Virginia will be interred in the Belfry cemetery.

Peter Avaiusini
CALA BOCA! Peter Avaiusini, resident of Federal Way, WA passed away April 10, 2013 leaving behind a loving family that misses him very much. Born June 30th 1933 in Rio de Janeiro Brazil Peter immigrated to the U.S. in 1951. Whether as a brother, father or husband Peter valued the strength of family as the most cherished of all life’s gifts. He leaves behind his wife of 54 years -Joanne, his 5 K’s – Kim Reilly (Dan), Kara Peterson (Tim), Kelly Eschbach (Eric), Kirk and Kory Avaiusini (Amy) and grandchildren Austin, Katie, Allison, Erin, Olivia and Charlie. Known as the Brazilian Nut he loved to laugh, enjoyed a good joke and could be heard threatening to speak Portuguese to you, call you a little dippy or telling you to Cala Boca! all with a smile on his face. Even his license plate was emblazoned with his nickname “BRAZNUT” in bright yellow and green coincidentally the colors of his home country. A realtor, Peter took pride in helping people find their new home in the greater Seattle area for over 30 years. Home ownership was something very close to his heart and as an avid gardener and self taught handyman Peter always kept a neatly groomed yard and well maintained home to the point of even picking the weeds out the grass was not beyond his quest for a perfect yard. As a young immigrant from Brazil, 18-year-old Pedro came to this country on his own, speaking no English and with no personal connections made his way in a foreign country determined to make it his home. His first few weeks were spent trying to get acclimated and he found comfort eating at the same café every day. Unfortunately his inability to communicate effectively condemned him to a diet of only hamburgers. When he finally made a friend that he was able to speak with his first request was to help teach him how to order something other than a hamburger a dislike that he carried with him for the rest of his life. Peter took great pride in being an American to the point of changing his name to sound more American. While he spoke perfect English his deep voice and thick accent gave away the fact that he came from somewhere besides here. He served in the U.S. Army for two years prior to becoming a naturalized citizen and you could often see an American flag flying in his yard. Family surrounded him at the time of his passing, as he would have wanted it. Farewell to our father, friend and husband – you will always be remembered and missed. Based on all of that, SRG and the siting committee decided on the south site option for the new FWHS. “We’re still a long way from having an actual site design, but based on these studies, we feel confident on the south site, specifically the southeast corner of the existing high school site, as the best sort of starting place for the new building,” she said. “Anchoring the new building at the corner creates a strong presence along Pacific

It provides visibility to the community, promotes involvement and engagement, and provides a safe learning environment for the students.” Hendricks also noted the south site option “works with the natural features of the site” to “create a clear organizational hierarchy within the campus,” and helps the district “plan for future partnerships or expansion.” School board director Ed Barney asked about connecting the new facilities to the school’s football stadium — an urge that Facilities Services Director Rod Leland said FWPS officials
and board members will have to resist at this point. “The temptation to go into detail is upon us,” Leland said. “We’ve actually gone too far already in this presentation, because we allowed you to make the assumption we’ve done the design work you just asked about…This is really just to show how developing from the southeast corner might look. The blocks in brown, of which many people have assumed are the organization and design of the building, simply show the volume. We’ve got 230,000 square feet, (and this is asking) can you get it on this corner and make some sense of it? That’s as far as we’ve gone on design.”

He doesn’t know the success rates for treating cancer at this level. All he knows is that he needs to keep the faith in order to heal. “I have always been a fighter,” he said. “It’s very winnable… I
know I’m going to survive.” The former Federal Way City Council member was elected to the state House of Representatives in November 2012. As a defense attorney working in the child welfare system, Freeman said the Legislature is where his skills are needed most. More than ever, he is living with a purpose, he said. “My life now is my family and imparting wisdom and knowledge back to our young people so that generations won’t be lost,” Freeman said. “Tomorrow’s not promised. You have to make it count.”

Inslee, who released his own proposed budget, had said the Senate’s early budget proposal is problematic at best. “This proposal is deeply flawed,” the governor said. “The Senate proposal to address our basic education obligations is funded in large part through cuts to vital services for children, families and vulnerable adults — exactly what I have said we must not do. The proposal released today would cut child care subsidies for low-income families and other families working to get off wel-
fare, and reduce long-term care services for the elderly and people with developmental disabilities. It would make deep cuts to our state prison system, would force us to close state parks and fall far short of my plan for expanding early childhood education opportunities.” One of the biggest cuts Inslee referred to was the elimination of a program that provides cash assistance to disabled, blind, or older people who are waiting to be eligible for the Social Security Insurance program, which, in the Senate budget, is anticipated will save the state $40.9 million.

The Decatur High School dance team has turned into somewhat of a dynasty. The Gators just keep racking up titles, including their second-straight USA championship at the 2013 Dance/Drill Nationals. “We work our butts off to win, and that’s exactly what we did,” said head coach Lindsay Starr, who is a graduate of Decatur. “We always kept the end in mind.” The Gators brought home three national titles from the USA Nationals, which were held March
29-30 inside the Segerstrom Center for the Arts in Costa Mesa, Calif. Decatur won the USA championships in the Kick, Small Military and Medium Military divisions in California. “The girls were going crazy as they continued to call out, ‘And your national champion is Decatur High School,’” said Carol Edmonson, who is the dance team advisor. “It was fabulous and so exciting for them.” Last year, the Gators won a national title in the Open Division Prop category and also finished second in the Open Medium Military category. The three national awards came just a week after Decatur rolled to a pair of state titles March 22 at the 2013 WIAA 1A/2A/3A State Dance/Drill Championships inside the Yakima Valley SunDome. The Gators won the Kick Divi-
sion title, as well as the Military Division. It’s the same division championships Decatur won a season ago in Yakima. The Gators racked up 279.8 points in the Kick Division to outdistance second-place Hanford (274.6). In Military, Decatur finished with 264.5 points to beat out Hazen (258.7). The Gators also added a second-place finish in the 3A Pom Division. The success of the Decatur dance team is no fluke. The girls practice five to six days a week year-round, including twice a day on weekends. The practices sometime last six to eight hours, according to Starr. Tryouts begin in May and run through the summer and the full school year. The Gators perform at school events, among other things, and hold a community dance camp for elementary stu[ more dance team page 19 ]
What a difference a year makes for the Decatur High School baseball team. Rewind to the 2012 season, and the Gators finished just 3-12 in the South Puget Sound League 3A Division. And all three of those wins came against the Lakes Lancers, who were winless on the year. This season, the Gators are right in the mix in the SPSL 3A with an impressive 6-3 record with basically the same team. Decatur is 9-5 Jim Sullivan overall after losing their first two games of the season. Since then, Decatur has won nine of 13 games. “We are playing well,” said secondyear head coach Korey Sites. “A lot better than last year.” A big reason for the turnaround, is the Gators’ large first baseman, Jim Sullivan. The 6-foot-3, 235-pounder missed the entire regular season last year after tearing the meniscus in his knee during a summer baseball game in 2011. It happened when he was sliding into second base. Originally, Sullivan attempted to play through the injury during tryouts for the Gators, but the knee wouldn’t hold up, forcing him to the dugout. But Sullivan’s knee healed enough during the course of the season, that he was able to come back for the playoffs, which five of the six SPSL 3A teams qualified for. “It held up strong,” said Sullivan. Kelyn Rowe is living his dream. The Federal Way High School graduate is in the midst of his second season with the New England Revolution of Major League Soccer (MLS).
“Every day is a great day,” Rowe said. “It’s a dream come true. It’s what I’ve wanted to do since I was 10 years old. I’m just happy to play the game that I love.” Rowe will receive the biggest honor Federal Way High School can bestow on a former student-athlete Friday night when his No. 2 jersey is retired at halftime of a game between the current Eagles and Spanaway Lake at Federal Way Memorial Stadium. “(Head coach) Jason (Baumgardt) really did it all,” Rowe said. “He talked
to me about doing it and I was obviously honored. It’s kind of surreal right now. I never thought anything like this was going to happen.” Despite playing just two seasons during his time at Federal Way, Rowe had a humongous impact on the Eagle program. All you have to do is look at Rowe’s senior season. In 2010, Rowe scored 32 of the Eagles’ 49 goals and had an eye-popping 25 goals in Federal Way’s last 10 games. I was kind of cautious and I didn’t want to do something so hard that I would tear it.� It was during the 2012 postseason that really set the stage for this year’s Gator baseball team. Sullivan and Decatur went on an impressive three-game winning streak to finish just one game short of qualifying for the Class 3A state tournament. During that streak, Sullivan made a big difference for Decatur. In his three games, the first baseman hit .429 with two RBIs and a home run. It was that late-season push that offered a lot of optimism entering this year. The outfielder is hitting .382 with two home runs, two doubles and 14 RBIs. Junior Chris Carns has scored 16 runs, with two home runs and 14 RBIs and sophomore Isaiah Hatch is hitting .400 with 14 runs, four doubles and 11 RBIs. The Gators’ pitching staff has also been impressive during the early season. The staff, led by junior Janson Junk, have a team earnedrun average of just 2.95 with four complete games and opponents are hitting .208 during the season.
