Sometimes things simply fall into place. Just ask Friday Harbor Mayor Carrie Lacher. Early Friday, Lacher announced that she selected Duncan Wilson, administrator of the city of North Bend, to replace long-time town Administrator King Fitch, who only two months ago handed in a letter of resignation and plans to leave the post he’s held for nearly 25 years at the end of June. “I didn’t actually think it would be easy,” she said of finding someone to replace Fitch and manage the town. “The more I researched Duncan, and researched his background and his skills, the more I liked him.” Lacher said she began looking for a replacement for Fitch almost Duncan Wilson immediately after receiving his resignation and decided early on that it would be a task she would try to accomplish on her own, as opposed to following the frequent path of forming a search committee. She said she relied heavily on advice from town attorney Adina Cunnigham, however, while weighing the merits of See WILSON, Page 4

Six years ago when he needed to get to Seattle in a hurry for an operation scheduled at the last minute, Jim Stegall knew he would have to have some help getting there. So Stegall, legally blind and unable to drive himself, called the senior center hoping a program that he had only heard about at that time, Friends and Neighbors, might have a solution. Turns out he not only got that ride, but Stegall stumbled onto a program that since that time has provided the help in taking care of all those “little things” and allows him to remain mostly independent and living on his own. He also relies heavily on Amelio, a specially trained guide dog. “It works as a big bridge that stabilizes things for me,” Stegall said of the Friends and Neighbors program. “My blindness was getting to the point where it was quite difficult. Without my dog and the help of Friends and Neighbors I probably wouldn’t be able to live at home.” Though his ailment may be unique, Stegall is not alone. Not by a long shot. Fred Sundstrom: 1916 — 2011 Fred Sundstrom passed away peacefully at October House in Friday Harbor on Nov. 30, 2011, at the age of 95. He was born on San Juan Island to John and Josephine Sundstrom on May 30, 1916, and lived out his entire life on the island with the exception of his time working at a Bellingham shipyard for less than a year after the births of his first two daughters, his time in the Army during WWII, and three years in Bellingham, again in an assisted living residence in recent years. He was preceded in death by his beloved wife, Claudine “Cricket” Sundstrom, grandson Marc Rhine, sister Lenore, four of his five brothers (Dave, Clyde, Wade, and Lindy) and son-in-law, Gary deBeauclair. His passing is mourned by his surviving family, including children Sondra (Sundstrom) deBeauclair, Arlene (Sundstrom) Rhine, Linda Sundstrom, and Dan Sundstrom (Mary); grandchildren Lisa (deBeauclair) Berger, Diane (deBeauclair) McKinney, Doug Rhine, Aimee Innes (Daniel), Emily Lee (Jason), Shaun Armstrong and Erika

Sundstrom (Josh); great-grandchildren Andrew Berger, Oscar Lee, Henry Lee, Margo Innes and Danielle Crossen; and brother Al Sundstrom (Deanna). He will be missed by these and many Fred Sundstrom others whose lives he touched. Fred’s life was a life of service to his family, his country, his community, and many, many individuals in need of a helping hand. After the birth of daughters Sondra and Arlene, he served his country in the army in the Pacific Theater of WWII. He returned after the war to add two more children, Linda and Dan, to his family. Years later he began his great undertaking to build a 32-foot ketch-rigged wooden sailboat in his barn. This involved building a steam box to bend the planking, saving scrap metal that he eventually shipped out to a firm in Seattle to have melted down and cast as a keel, and many, many hours of work in the evenings. During this period, his days were spent earning a living as a heavy equipment owner/operator, working on San Juan and several other islands in the logging industry, building dams, ponds and roads, doing the earthwork for the building of Friday Harbor Airport with Roy Franklin, and numerous

He learned (self-taught) celestial navigation, enabling him to make sailing trips that ranged as far as Alaska via the inside passage, and one complete circumnavigation of Vancouver Island as late as 1994, during which he had his 77th birthday. In later years he contracted his equipment exclusively to FH Sand & Gravel, which gave him fodder for his “gravel pit stories” at home. His lifelong and often quirky sense of humor was reflected in those stories and many others, inspired by having grown up in a family of pranksters. Fred retired in 1972 due to an ongoing back injury, and remained an active member of his community for many years to come (American Legion, Grange, Moose and San Juan County Fair to name just a few). Retirement also included making three trips to Sweden with Claudine to visit relatives and tour “the old country” of his father; several visits to California to see daughter Sondra and family in Santa Clara, and brother Dave in San Diego; maintaining his home, his hobbies, and his boat – and sailing his “home islands” to his heart’s content. — Family of Fred Sundstrom

Little girls run across the bamboo floors in colorful tutus, or islanders gather on mats — breathing deep for yoga classes as light floods in from several large windows. The sounds of hipshaking, toe-tapping Zumba dance classes, or graceful feet sweeping over the floor often echo throughout the studio. These are some of the sights and sounds from XYZ Movement Arts Studio, on 698 Airport Center Road, formed by Cynthia Burke, also the owner of Cynthia’s, Of Course Catering Company. “The place has great energy,� said Burke of the 1500 square feet studio. “I love walking into the space.� Her idea was to create a venue for the community to come together, move, play and inspire one another, and on Dec. 13, Burke will be celebrating XYZ’s one year anniversary. Burke said up to 250 people walk through the studio’s doors every week for a variety of classes including Zumba, many different types of yoga, hula, ballroom dancing, Capoeira — a Brazilian art form, ballet,

Her love of animals was shown by her volunteer work at animal shelters and rescue centers, fostering of homeless kittens, participation in bearded collie associations and competitions, and devotion to her own cats and talented dog. She was an expert photographer who could get any cat to smile for the camera. She photographed hundreds of cats for adoption ads, as well as all kinds of wild animals encountered during her travels. She traveled extensively throughout the U.S., including a bicycle trip from Seattle to Baltimore, as well as in Europe and Japan. Landscape photography from her travels will be cherished by her family. She married Mark Pennak in the Roche Harbor chapel;

belly dancing and strength building. After a successful year, Burke is making plans for the future, which consisting of a possible expansion, more workshops — including an art workshop where students make greeting card collages — and setting up retreats to bring in people from other communities for various activities. Burke teaches three types of Zumba and wants to connect with Friday Harbor Elementary School, Spring Street and home-schoolers to offer her dance classes as an alternative to regular physical education classes. From Dec. 15 - 31, Burke is offering free Zumba classes in exchange for a can of food, which will go to the Food Bank. Last year she collected 1,000 cans of food. She is also working

yoga class called “control-Alt-Stretch,� which is geared toward people who spend their days behind a desk. For Burke, the best thing about teaching is the joy on her students’ faces, especially firsttimers. Neighbors Continued from page 1 who have contributed roughly 7,500 hours of assistance to about 35 “clients,� mostly elderly, like Stegall, in each of the past

two years. But the program, launched 11 years ago by volunteers, is in jeopardy, according to San Juan Island Senior Services Coordinator Curt Van Hyning. In years past, charitable groups, such as United Way and the San Juan Island Community Foundation, have funded roughly half of the program’s $16,900 annual budget with yearly grants. But philanthropic groups have seen their financial resources dry up as of late. And Van Hyning said the program must raise $7,000 in grants or donations to keep its one paid employee, Pam Fry, who earns $525 a month, managing the program.

Van Hyning said that Fry, a registered nurse, has proven instrumental in assessing the needs of clients and matching those with the schedules, abilities and personalities of the volunteers, and tracking each interaction. “It only works when someone is keeping track and bird-dogging all that’s going on,� he said. “Pam is the key.� Rita O’Clair, a retired educator, had some time on her hands and a desire to help people in need when she stumbled upon Friends and Neighbors. She spends a couple hours a week helping Stegall sort his mail, jot down reference numbers of audio books he’s interested in and motivating him to

keep up with his laundry. Like Van Hyning, O’Clair agrees that Friends and Neighbors would likely fall apart without Fry monitoring the program. “She’s so encouraging to all the volunteers,� O’Clair said. “She makes you feel like a million bucks. She lavishes on the praise. But I also have to file a report with each interaction I have. She makes sure I do that.� Van Hyning said that Friends and Neighbors has submitted a $4,000 grant

application to the United Way for funding in 2012. That leaves another $3,000 in donations yet to be raised to keep the program up and running through the coming year. The Community Foundation, which kept Friends and Neighbors afloat through the remainder of this year with an emergency contribution from its Women’s Fund, is setting up a forum on its website where donations can be funneled directly to Friends

and Neighbors, according to the Foundation’s Pamela Gross. Van Hyning said Friends and Neighbors has become a vital resource among the senior center community. The goal now, he said, is simply to keep it up and running. “We don’t really need to expand it,� he said. “But we’d like to be able to at least maintain it. The fact is the need is out there.�

Wilson’s achievements. Wilson counts among his accomplishments the acquisition of city water rights, ending the city’s 10-year building moratorium, annexations expanding the city, construction of the park and ride and beautification efforts on the city’s west side, adoption of a master plan for the city’s downtown, and creating the Transportation Benefit District that will levy a 0.2 percent sales tax for street improvements starting later this year. Wilson expects challenges similar to North Bend’s when he starts his new role at Friday Harbor, but with a stronger focus on economic development for the touristdependent community.

Lacher said that she and Wilson have agreed on an employment contract, and that the town council will decide whether to endorse that agreement at its Dec. 15 meeting. Pending the council’s endorsement on that contract, Wilson is expected to work alongside Fitch during the month of June before taking over management and the helm of the town in July. “It took over a month for me to go through this‌ a lot of sleepless nights trying to decide what to do,â€? Wilson told the Valley Record about his decision to take on the Friday Harbor administrator position. “This is a oncein-a-lifetime opportunity to escape to paradise.â€?

Before the transition is complete, the County Council must adopt an updated Solid and Hazardous Waste Plan that accommodates handling changes. The plan, which covers disposal of medical waste, large appliances, car batteries, motor oil, pesticides, and other potentially dangerous waste, must pass through the Washington Department of Ecology. The county must also decide specifics of recycling and required services of the certified waste hauler. San Juan Sanitation said it needs time to purchase equipment, and recruit and train employees once the council formally adopts a “level of service� ordinance. The county is also discussing how to provide service to remote areas. When the smoke finally clears, the county’s role in the solid waste system will be reduced, but it will have responsibility and costs for monitoring decommissioned landfills, and providing services not offered by the waste hauler. “Under state law, San Juan County remains responsible for insuring that the trash,

Worthy cause

J

ust one dollar from every man, woman and child on San Juan Island is more than it would take. It may not sound like much — given the community’s generosity and long-standing support of noble causes, and with a population of only 7,662 (2010 Census) to boot. But without a modest infusion of cash, the Friends and Neighbors program of San Juan Island Senior Services, which faces a budgetary shortfall in 2012, is in jeopardy for want of $7,000. That’s if its $4,000 grant application is fulfilled by the United Way. If so, the program still would need to raise another $3,000 in donations to remain afloat in the year ahead. If you lunch at the Mullis center, you’re probably familiar with the program. If not, here’s an abridged version of how it works: People who typically require only a moderate amount of assistance to remain at home and independent — often the elderly — are matched with volunteers who offer a bit of their time to help someone in need. About 35 “clients” together received 7,500 hours of assistance from that team of volunteers this year and last. Keeping tabs on all this and making sure the matches work is one independent contractor, a registered nurse, who receives $525 a month for part-time work. Cost-effective? You bet. In this season of giving, Friends and Neighbors is a cause worthy of consideration. Letters to the Editor Thankfully, my heart in your hands I well remember about 25 years ago when we relocated permanently to San Juan Island, being told about the “problems of difficult and inadequate medical care”. I am now a functional resident who can attest to a currently very adequate medical system of transport, care, rehabilitation and recovery in and around San Juan County. Just a half-day from the first symptoms of a major stroke, to the operating room, is quite impressive, in my opinion. This chapter of my “Game of Life”, my “Stroke Out” on Sept. 14, has proven not bad at all. Instead, it describes my survival of what could have been a fatal stroke, and care made possible by the training, practice and dedication of those fellow islanders toward the medical wellbeing of neighbors. Initiated, in my case, by the astuteness of my wife and the expertise of the first responders. Thank you all, guys and gals in our medical system. EMTs, air transport personnel, doctors, nurses and other hospital employees, along with our Life Care Center in Friday Harbor and the training, practice and dedication of those many fellow islanders all contributed toward my successful survival of a severe medical condition. Must I give up my shoes too? I have been following the incidents reported in the Journal regarding arrests at South Beach and American Camp by National Park Ranger Barry Lewis, also the impounding of mopeds in the park bathroom for parking violations by two tourists. (“Tension at national park”, July 27; “Enforcement evolves at national park”, Oct. 19; “Federal trial ends in $1 fine”, Nov. 16). I have questions regarding my civil rights while visiting National Parks in case I inadvertently break the law? First, do I have to give my Social Security number to a ranger for identification purposes? I thought we were no longer required to share Social Security numbers with anyone. If we are required to give the Social Security number, what if I

have children with me who broke the law and I don’t know, and they don’t know, their Social Security number? Second, am I required to give my shoes to a ranger? What if I wasn’t wearing shoes to the beach? Would I need to give another item I am wearing? What would those items be and when and under what circumstances would I get them back? Third, I drive an SUV, what would happen to my car if I have committed a parking violation considering it would not fit in the bathroom? Do Rangers have the ability to write parking tickets? I have been to many National Parks and the times I have come in contact with park rangers they were always friendly, helpful and informative. I never even knew they carried guns. I find ranger Lewis’ behavior overbearing, scary and just plain creepy. I will

n July, the Journal published a piece by the president of the library's board of trustees, in which she remarked she had heard people “repeatedly� say that San Juan County had the highest property tax rate in the state.

Subsequently, she assigned herself the task of verifying the accuracy of this hearsay and discovered otherwise. In 2010, San Juan County had an average property tax rate of $4.88 per thousand of assessed valuation, indeed,

United Way, putting kids first United Way continues to provide invaluable support for our county’s youth through many organizations, including the San Juan Island Prevention Coalition. Youth are experiencing an exciting combination

the lowest in the state. This info was mined from the state Department of Revenue's statistical division. It is correct — gospel. Still, had she dug deeper in the interest of, “. . . information we all need as voters�, she would have uncovered other gems, inconvenient though they might have been. First, using assessed values as of Jan. 1, 2010, San Juan County had the highest per capita assessed value in the state, an astonishing $515,981; better than four times the state average of $122,524, with second place Jefferson County, at $181,483, almost thrice lapped. In such a circumstance, you don't need but a low tax rate to scoop up all the revenue legally required to fill all the taxing bodies' pots to the max. The assumption reasonably shouldn't be made that because a tax rate is low, that taxpayers are getting off the

hook, because... Second, in 2011, the county levied $43.4 million in property taxes or, using the 2010 census, $2,756 for every man, woman and child. Property tax payers in this county are supporting their institutions at a percapita-rate better than twice the state average of $1,360, our closest rival being King County, at $1,763. Third, the county in 2011 levied $1.8 million for its three tax-supported libraries. We grabbed honors again at $114.32 per capita, with No. 2 Klickitat County finishing way back at $82.07. The state average? Admittedly, not a very respectable $39.57 per. In isolating the San Juan library, you find for 2011, with an island population of 7,662 and a levy of $865,082, the library's support equals $112.90 per capita. Using an estimate of the library's newly enhanced haul of $1,263,579, as prepared by former county assessor Paul Dossett, the library will

On Aug. 3, the advocacy group Islanders for San Juan Library said that voters chose in 1993 to set the library's property tax rate at 50 cents of the then current assessed valuation, but by 2011 it had decreased to 27 cents. Again, with a rising cumulative assessed valuation, as cited above, this is correct. But positing this statistic tends to give an impression that the library is being shortchanged, when in reality the library has received every nickel to which it is legally entitled. This latter fact should have been uppermost in the minds of voters when ballots were marked, not a lonesome verity or statistical irrelevance. Under these circumstances voters were not so much misinformed as ill-informed, for which I blame their detachment, indifference and gullibility, more than the citing artfully selected truths by proponents.

The ancient Romans had a god named Janus, who has two heads set in opposite directions, giving him an ability to review the past while foreseeing the future, or so the Romans thought. It does not take much in the way of clairvoyance to imagine the buzz all the taxing bodies in the county intercepted from the library's coup. For example, the San Juan School Board has announced a run for a maintenance levy early in the new year, in which it will try to bag something on the order of twice what it collared four years ago. Admittedly, to argue against maintaining your infrastructure is shortsighted, but by the magnitude of its reach the school board

has added a confounding element. Perhaps the best policy for voters is to resolve to defeat an issue on the first go-round so that a board can recover its sensibility, give some consideration to broader economic conditions and moderate its demands. It might consider that county employees took unpaid furloughs to help balance the budget the past two years, and 23 were laid off to boot. The Friday Harbor boys basketball team will take to the court for the 2011-2012 season with one of its tallest lineups in recent years. In fact, with the addition of newcomer Collin Williamson, a 6-foot 4-inch junior transfer from Tacoma's Life Christian, and an offensive threat in the low post and from 3-point range, there's no one under six feet among Friday Harbor's starting five. And the Wolverines can

turn to 6-foot 5-inch sophomore Steven Kelly in the low post when Williamson needs a rest. Still, Coach Rod Turnbull, now in his 10th year at the helm, assures that the Wolverines won't be dominating anyone because of a little extra boost in the size department. He leaped, jumped, twisted and salsa danced to Latin tunes as the videographer roamed the room looking for the best angles. “I felt like a movie star,� Bill Ament said. It wasn’t long ago that Ament was limping and walking with a cane. For three years, he suffered from pain in his right hip, and thought his days of teaching dance were over. He finally surrendered to a full hip replacement in 2009. Ament’s pain was from a condition known as hip impingement — the ball of his hip was not fitting properly into the socket, a common problem for physically active males. “There was no cartilage left, just bone on bone,� said Ament about his hip before surgery. “Now it [the replacement product] looks like a white microphone - now I really have the music in me.� This month, Ament, 64, was selected to appear in an educational video produced by Zimmer, the joint replacement company that provided him with his new hip. The video features 13 joint replacement patients, three of whom received hip replacements, and will be used as an inspirational tool for the Zimmer internal intranet and team meetings. Sports briefs Wolverines earn 13 post-season awards To the victor goes the spoils. On the heels of its fourth consecutive league title, though La Conner grabbed a share, the 2011 Friday Harbor girls soccer team

claimed a stockpile of postseason awards. Seniors Larissa Nash, Mandy Turnbull and Mickey Leytze earned Northwest 1A/2B League first team honors, as did sophomore Emily Guard. Seniors Rhiana Franklin, Liz Taylor and Audrey Olshefsky were named allleague second team. Head Coach Mark Fishaut, who

is stepping down after six seasons at the helm, shared in the post-season honors as well. Fishaut, for the second time during his tenure with the Friday Harbor program, was named 2011 league Coach of the Year. On the volleyball court, junior Kaylen Meeker earned all-league honorable mention honors for her performance this season.

The Friday Harbor football team also brought home several awards as well. Sophomore Nate Steenkolk was named first team allleague as running back and linebacker, while junior Donald Galt earned first team honors in the secondary, and sophomore running back Dylan Radden was a first team all-league selection as well.

Walt and Tommy Vanwingerden netted a 22.34 pound Chinook on Day 1 of the 2nd annual Resurrection Derby to take an early and what proved to be an insurmountable lead over the course of the twoday fishing tournament in Friday Harbor. The grandfather and grandson team out of Bellingham bested the rest

of the field, which this year consisted of more than 200 fisherman spread across 69 teams, to bag the derbyâ&#x20AC;&#x2122;s top prize, a $10,000 check. Proceeds from the derby, sponsored by Puget Sound Anglers, support salmon enhancement and hatchery projects. A total of 96 â&#x20AC;&#x153;hatchery originâ&#x20AC;? salmon tipped the scales in this yearâ&#x20AC;&#x2122;s derby.
