Despite reductions in staffing, the Federal Way Police Department reports improved levels of service that have led to some of the lowest crime rates in the city’s history.
Over the past two and a half years, the police department has lost 18 positions through layoffs, re-organization, or leaving unfilled positions vacant. Those 18 positions equate to an 11 percent reduction in the overall staff. While that may seem to be cause for sober reflection, Police
Chief Brian Wilson was fairly optimistic in a presentation to the city council Nov. 29 at a public hearing on mid-biennium budget adjustments. Wilson reviewed a number of areas indicative of what FWPD has been able to do as it restructured staffing. The first area he
looked at was index crimes in the third quarter of the year, dating back to 2005. The numbers presented by Wilson show an overall decline since 2005, with that year recording 4,759 index crimes, while this year, only 3,427 were recorded. Between 2010 and 2011, a 12 percent decrease occurred in

More than 100 students gathered Tuesday morning at Decatur High School to protest the district’s new Standards Based Education system. There is also a buzz about students at all four Federal Way high schools staging a walkout during lunchtime on Dec. 6. As of press time, a Facebook site for the walkout had nearly 150 people confirm attendance. The system was introduced this year, and has created controversy among teachers and parents, especially those with students at Federal Way’s high schools. Standards Based Education (SBE) is aimed at creating standardization for teachers and students regarding grading, class content and other important areas. Critics say SBE creates an unfair playing field that reduces test scores, raises the failure rate and discourages students from trying. Supporters praise the system for focusing on specific goals and challenging students to improve. Tuesday’s protest began at 7:30 a.m. at Decatur’s track, complete with chants about saying no to the standards based system. Police were called to the scene, which was reduced

Randy Dorn, the Washington state superintendent of public instruction, said his legislative agenda for 2012 will focus on keeping education funding — and also helping ineffective teachers improve. Dorn revealed his strategy for Olympia on Nov. 18 at the Washington State School Directors fall conference in Bellevue. “This state is in a tough economic situation,� Dorn said in his speech. “But if we cut basic education, that affects our children and their futures. We can’t

I met Chloe Berta in 1994 when she arrived one morning to start a summer internship. Chloe had an interest in architecture and I had helped her to secure an internship where I was employed in Seattle. Until recently, I had no idea how close she would later be to the tragedy of 9/11. Chloe had become a United Airlines flight attendant in 1995. On the morning of 9/11, she attended the pre-flight meeting with the crew of UAL Flight 175, as she regularly did, for her routine flight from Boston to Los Angeles. Yet, on this morning, as she sat with her co-workers, she was told she wasn’t making the flight. A friend had failed to correctly schedule her on this day and she was now scheduled to take the 1 p.m. flight. As her crew friends left the room and waited for the elevator to take them to the plane, she said goodbye. Shortly afterward, flight 175 would be the second plane to fly into the World Trade Center. Like most, I was stunned to first learn of the plane crashes at the World Trade Center. I can’t imagine what it must have been like for Chloe to learn the second plane was UAL Flight 175. In a recent article that she wrote for the Marin Independent Journal, Chloe shares that the experience of narrowly missing the flight that ended the lives of so many, including the crew she normally flew with, was traumatizing. It shook her faith in an all-protecting God and left her asking, “Why them and not me?â€? Chloe continued: “Now, I’m married and am the mother of three children and my perspective has evolved. I want to be able to hold unto something more concrete than the feeling that at any moment it could be my turn to die — or my kids or husband! Now, 10 years later, I feel like I have come full circle in my belief system. I know that love is real and hope is alive and these qualities are universal and powerful. No matter what our experiences dictate, whether it be living or dying at any particular moment, the qualities that make up who we are continue to survive and live on forever, even if our experience is that we’ve moved from this earth. My fellow flight attendants on UAL Flight 175, Amy K., Michael, Alicia, Robert, Alfred, Kathryn, Amy J., and pilots, Victor and Michael, and all those who lost their lives on 9/11 are still with me today, alive in my thought. I’ve heard that the present is called the present because it is a gift and I try to remind myself of that every day – I have so much to be grateful for‌â€? they’ve mastered at least 90 percent of the Learning Targets. If teachers are accepting 69 percent as the benchmark for passing a Learning Target, they should look at that as a means of raising the rigor and expectations for their courses. For some Learning Targets in my classes, I accept an 80 percent as the passing benchmark, but for others, I require 100 percent mastery to certify that a student
has mastered the target. The central administration of FWPS has told the teachers that our professional judgment still matters a great deal in determining whether a student has mastered a Learning Target, so statements that SBE is a one-sizefits-all system are an exaggeration. Consistency is not uniformity, and the FWPS administration continues to place a very high degree of trust in the professional-
ism of its teachers. I understand the frustration that this is causing my students. I had a good conversation with one of my most ambitious freshmen today, and she is very shaken because she has placed all of her goals upon her grades. I told her, as I tell anyone who will listen, the focus must be on the learning. If students, families and teachers worry about the learning, the grades will follow. If we worry
about the grades, the learning may or may not follow. I accept that this issue will become more contentious before it improves, but I piloted SBE last year, and my students did well under it. However, many of them did not start to thrive until late in the year when the knowledge and skills involved in the course started to cohere. I trust that my students will do the same again this year.

Flashing yellow signal installed on Pac Highway FROM STAFF REPORTS
Federal Way public works crews installed a flashing yellow turn signal Tuesday at Pacific Highway South and South 316th Street. The flashing yellow arrows allow drivers to turn
during gaps in oncoming traffic instead of waiting for a green arrow signal. The turn signals from Pacific Highway will only operate as flashing yellow signals during low traffic volume periods of the day and week. Otherwise, the turn signals will operate as standard solid green arrows, according to the city. The new flashing yellow signals are intended to

The new signals are expected to improve traffic flow and reduce waiting times for turns. The city reports that the signal upgrade at this intersection, which sees about 35,000 vehicles daily, will
cost about $15,000. The city installed its first flashing yellow signal in 2006. Flashing yellow signals can be found at 12 intersections throughout Federal Way. Collisions at those intersections have decreased by 23 percent, while the severity rates of collisions at those intersections have decreased 34 percent, according to the city.

Boys basketball: Decatur Wrap up: Beamer hoping for sixth trip to state downs TJ in OT but forfeit likely BY CASEY OLSON sports@fedwaymirror.com
It was a crazy way to start the 2011-12 basketball season for the Thomas Jefferson and Todd Beamer boys Tuesday night. In a game that included 57 fouls, a 19-point secondhalf comeback and a probable forfeit, the Titans eventually beat the Raiders in overtime, 70-66. But the result is on hold until a group of athletic administrators around the South Puget Sound meet to discuss a most-likely forfeit by Beamer. About two minutes into the fourth quarter, the TJ coaching staff alerted officials that a Beamer kid, who had played in three quarters during the junior varsity game earlier in the PREP SPORTS night, had participated in two quarters during the varsity contest. According to league rules, a player is only allowed to participate in four quarters during a given day. Beamer jumped all over TJ in the first half, rolling out to a 39-22 lead heading into the locker room. “We finally woke in the second half,” said TJ head coach Kyle Templeton. “We were in foul trouble in the

Reserved tickets will be $100 for all sessions, $75 for finals and single-session seats will be $25 for finals, $15 for semifinals and $10 for prelims. The Decatur Gators are looking to tie the 1990s run of six consecutive state basketball tournament appearances this year. The Gators rolled into the state tournament from 1992 through 1997, spanning the tenures of head coaches Ed Boyce and Keith Cooper. But under Kevin Olson, the current Gators’ streak dates back to 2007 and could reach six with another berth into the Class 3A State Boys Basketball Tournament. Decatur finished 17-9 last season. “The players are used to winning,” Olson said. Leading the way for the 2011-12 edition of Decatur will be senior guards Dom
Hunter and Markus Rawls. The two are the lone starters returning for Olson. Hunter, a 6-footer, averaged 14.2 points, 3.2 rebounds and 3.2 assists a game a season ago and Rawls, a 6-foot-1 point guard, chipped in 8.4 points and five assists. Also back for the Gators will be junior wing Abraham Ferrell-Logan. The 6-footer scored nearly six points a game and grabbed 4.5 rebounds. Olson will also be counting on newcomer Jeff Bartley, a 6-foot-3 senior. Decatur will have to replace the all-time leading scorer at the school this season. Jerron Smith is currently playing at Portland State after finishing last year averaging 27.5 points and 6.1 rebounds a game. Also gone is leading rebounder Austen Wilson, who averaged 11 a game. He is currently attending Pacific Lutheran. “Who is going to score in the fourth quarter with the loss of Smith and who is going to get the rebounds with the loss of Wilson?” Olson said. Lakes won the 3A state title last season and returns a bulk of that team, including all-staters Nate Guy and Zach Banner. Decatur finished second to Lakes in the SPSL 3A Division and also placed second at the West Central District Tournament. Auburn Mountainview also looks like a team that could do some damage in the SPSL 3A.
Jefferson Head coach Kyle Templeton is hoping that his basketball team can build on the success that the Jefferson football program experienced during the fall season. For the first time in the 40-plus-year existence of the school, the Raiders football team advanced into the postseason. In comparison, the basketball program hasn’t been to the playoffs since 1985. “I am excited to see if we can follow in the football team’s steps and make the postseason for the first time in a long time,� Templeton said. “We are going to follow their lead and fight like crazy to give ourselves that opportunity.� The Raiders bring back six of their top nine from a season ago, when they finished just 3-13 in the rugged SPSL North. Leading the returners are guards Danny Park and Daryon James, wings Kendall Green and Jacob Thoreson and forwards David Luafatasaga and Tyshawn Webster Piper. Templeton also will be
counting on guards Josh Duckworth and Pekedey Ren, along with forward Hunter Henry. The three are all new to the TJ varsity roster. “Our guard play is going to determine how far we go,� said Templeton. “I think we have one of the better backcourts in our league. We have five legit guys that will get minutes in the backcourt and they can all play. Park and James both took their lumps as starters in the SPSL North last year as sophomores, but they have both improved a ton.� Park is the leading returning scorer for the Raiders after averaging 9.2 points a game, and James was right behind at 8.2 a game. Park’s high game came during TJ’s seasonending win over Mount Rainier when he pumped in 19. James finished with 19 points during a win over Decatur. Green ended last year averaging nearly five points a game, but Templeton expects a lot more from the senior. “Kendall Green is one of the most improved players in the league this year,� Templeton said. “He was wildly inconsistent last year, but he has really matured physically and I think he will be one of the better wings in the league, especially defensively.� Templeton will also be counting on the 6-foot-3 Luafatasaga to provide some bulk inside the paint for the Raiders. “A lot is riding on our big man David Luafatasaga,� he
said. “He is still new to the game, but he is a sensational athlete. We are working really hard on improving his skills. When those basketball skills catch up to his physical ability, he is going to be a monster. He needs to stay out of foul trouble for us and rebound the ball like a maniac.� But the lack of size is something that concerns Templeton, especially in rebounding. The Raiders’ guard-oriented attack is going to depend a lot on making outside shots to win games. “If we are making shots, we can beat just about anyone,� Templeton said. “However, when they are not falling, we have to be able to manufacturer points and be solid defensively. Defensive rebounds are going to be our biggest issue. If we are giving up 15-20 offensive rebounds a game, we are in big trouble no matter how well we shoot.� The Raiders opened their SPSL North season last night at home against Kentridge. “With six of our top nine back this year, I expect us
to continue to get better,� Templeton said. “And with only two seniors in our top nine right now, the light is bright for the first time in a while at Jefferson. The kids have worked incredibly hard to get better over the last several months.�
Beamer The Titans finished 6-13 a season ago under first-year coach Winston Bell. But the record was deceiving. Beamer lost several close games during the SPSL South regular season. Leading the list of returners might be one of the most underrated players in the state — Thomas Rhodes. Last season, the 6-foot-2 Rhodes was a triple-double machine for the Titans. Rhodes finished the season with a handful of tripledoubles with points, rebounds and blocked shots. Rhodes was an honorable mention All-SPSL South selection despite playing in only 13 games. He averaged 18.1 points and 12 rebounds for the Titans and had a season-high 31 points
in a Jan. 21 win over Bethel. Beamer also has a group of very talented newcomers, led by junior Juwan Flowers. The 6-foot guard showed what he could do in the Titans’ opening game of the season Tuesday night when he poured in 31 points against Jefferson. Sophomore Lucious Brown finished with 13 points during the opener. “This year our strength should be defense,� Bell said.
Federal Way The Eagles got a rude awakening during their opening two games of the season in Vancouver earlier this week. Federal Way was beaten up by Evergreen and Union on back-to-back nights. But both of the teams are rated in the top 10 during the early season and feature two of the better players in the state in Caleb Dressler and Jordan Chatman. The Eagles are also an extremely young and inexperienced team led by longtime coach Jerome Collins. Federal Way features

only one senior on its entire roster, Tanner Post. The Eagles have a total of nine freshmen and sophomores. The Eagles should improve on last year’s 14-10 record that ended at the West Central District Tournament. It was the first time in five seasons that Federal Way hadn’t qualified for the state tournament. The Eagles will be led by sophomore point guard DeeShawn Tucker and sophomore transfer Brayon Blake. Tucker started last season as a freshman for the Eagles, while the 6-foot-5 Blake led Cleveland in scoring at 14.8 points a game last season as a freshman. Blake is averaging 13.5 points during the Eagles’ first two games. Federal Way brings back Deonte Anderson (4.4 points last year), D’Londo Tucker (3.6) and Rashawn Goosby-Fields (1.9). The Eagles will also get contributions from sophomores D’Andre Daniels, Anthony Rogers and Marcel Hale, along with ultratalented freshmen Malik Montoya, Vionte Daniels and Vincent Pierce.

www.federalwaymirror.com [ CRIME from page 1] One of the largest contributing factors to this reduction, especially from 2010 to 2011, Wilson said, was the work of the Special Operations Unit, a group of officers that focus on the transit center, city parks and the downtown core. “In one year, that unit has been able to reduce crime in the downtown reporting district by 50 percent,� Wilson said. “That effort, combined with the support of our patrol, investigative and department staff, has contributed to this reduction that we’ve seen.� The chief then looked at the annual index crime rate, saying projections for 2011 have it down 9.5 percent from 2010. Also down is the number
of calls for service, from the third quarter of 2010 to the third quarter of 2011. That number dropped from 46,452 in 2010 to 40,945 for 2011, representing a 12 percent change. Wilson credited the city’s efforts to reduce false alarms calls, along with Valley Communication installing a new protocol regarding false alarms. “All of these, in part, have contributed to a reduction in calls for service,� the chief said. With the reduced calls in service, Wilson said the average response time also typically sees a drop. But, regardless, FWPD has been trending to shorter response times since 2005. In 2005, police took on average 15.37 minutes to respond to a call. In 2008, that had been shaved down to 15 min-
utes even, while in 2010, the average response time dropped to 13.78 minutes. For 2011, the average response time has fallen to 13.54 minutes. Wilson said the drop from 2010 to 2011 was encouraging because the highest time for call volume is the summer months. He feels Federal Way police will hold the line in the last month of 2011 and keep that average lower than it was in 2010. One other statistic Wilson shared was the number of commissioned officers per 1,000 citizens. Federal Way’s rate is 1.37, comparable to that of Auburn (1.41), Renton (1.32), and Bellevue (1.43). Overall, Wilson said he’s proud of the work his force has done while having to undergo layoffs and significant reorganizations.

With both of her children struggling in the SBE system, Braun supports the idea of reform in Federal Way schools. She plans to meet with a district administrator for more information. Taylor Fitzgerald, a junior at Decatur who organized Tuesday’s protest, said the system is unfair to students who don’t test well. Although she admits the system makes her work harder in school, Fitzgerald hopes to see a compromise in the grading system. One suggestion would be to start the system with elementary school students, allowing them to grow up with it throughout their school career. “The biggest question everybody has is, what was wrong with the old grading system that everyone had to change it?� she said. “People are all confused. Technically, the former owner — a private citizen — is still responsible despite already being asked to leave the house because of foreclosure. Right now, the property’s ownership is in transition, and a bank will eventually take possession (the bank’s name could not be confirmed as of press time). The city will place a tax lien on the property. Once the bank takes full ownership, Federal Way taxpayers will be able to recoup the
costs. The amended law allows Federal Way to impose a lien on the property in order to collect the debt. As far as unfit premises in Federal Way, the property on SW 340th Place is among the worst violators, Vause said. “We always try to get compliance from the responsible party,� he said, describing the legal process.
