the increased fund balance request for next year because the city was successful in balancing the budget in 2011 without using any of the requested fund balance. Mayor Neil Johnson pointed out to the council that the city is actually estimating $200,000 less in revenue next year than it expects to collect this year, showing a commitment to conservative budgeting measures and adding that the hope is not to use any of the fund balance next year either. Both he and Morrison said that is possible if revenues once again come in slightly higher than expected. “Give us an opportunity to get into the year and see what we have, Johnson said. Morrison also said the administration has been working hard to save money since the fourth quarter of 2007, when they noticed revenues dropping well below estimates. “We watch this very closely and haven’t built anything into the model that’s a red herring, he said. Finance Director Al Juarez agreed and said

while the budget shows a $393,000 deficit for next year, he believes the city will fare better than estimated on revenues and added that staff will find additional ways to save money. “I think fiscal 2012 is going to take additional diligence on our part, he said. The council is expected to pass the mid-biennial budget amendment in December, but several members stated their desire to discuss further the possibility of constricting services in the future, with the council split on their views of how the economy is faring and will fare in the near term. The council will take up the matter at next year’s council retreat, usually scheduled for February.

As the state legislature prepares for a special session to bridge a forecasted $2 billion in additional cuts since May’s $5 billion, the city of Sumner warns that certain potential state cuts could harm services to its more than 9,000 citizens. Staff wrote in a two-page letter to state legislators that the city budget has already cut “services and costs to the bone over the last five years, and that further funding cuts from the state level would cut into city necessities. The city cut more than $3.2 million out of its $16 million general fund budget in the 2009-2010 biennium, a reduction of 12.5

Surveillance cameras were not functioning correctly, preventing officers from taking video evidence of the crime. Ofc. Jeff Miller left Moser a voice mail, then proceeded to search the cab of the truck with Ofc. Jeff Engel for items that could identify the driver. They found bags of marijuana, cash, a 14-inch knife and a .38 caliber revolver chambered with a single round. Engel also located several documents printed with the surnames Bernal, Whatley and O’Connor. A cell phone inside the cab rang and Miller answered. It was a woman calling for “Lita, short for Clarita. Though the caller seemed reluctant to speak to police, Miller learned

that Lita was traveling with a man from Vancouver to Puyallup. Officers located a cosmetics bag with the name Lita written on its outside. Engel found a number in the cell phone’s phonebook listed as Clarita Terla and called it. She answered and told Engel she had been with Whatley in Vancouver on Nov. 9, and that he had dropped her off in Tacoma in a green pickup. Engel was able to call up a booking photo of Whatley and confirmed there were medical documents in his name and a cell phone belonging to him in the vehicle. A few hours later, Miller and Ofc. Matt Eller were dispatched to a suspicious person call on Mountain Circle Drive. The caller reported a suspicious white male in a brown hoodie walking through residential yards carrying a backpack; the man had also been seen by the caller in the area earlier that morning. A parking enforcement officer in the area told the arriving police he had seen the man walk toward the train tracks. Miller and Eller drove to Traffic Avenue and spotted the man sitting near the train tracks with a backpack. Walking to the spot, they found he had disappeared. As they checked nearby

Eller pursued on foot. The man ran onto state Route 410 into traffic, but he was caught in the center of the highway and taken into custody. The man first told Miller his name was Michael R. Griffin, along with a birthdate. That combination turned up no records. The man gave several other dates of birth, claiming he was so high on P2P—presumably phenyl-2-propanone, a precursor chemical sometimes used in the manufacture of methamphetamine without pseudoephedrine—he could not remember the day he was born. Miller realized they were close to the treatment plant and asked the man if he was Shaun Whatley. Whatley confirmed his identity.

Miller read Whatley his rights, which Whatley waived, choosing to talk about the incident. Whatley said he was extremely high on P2P and someone was chasing him from Fife. In an attempt to evade pursuit, he drove toward Sumner. He said he did not recognize his surroundings and crashed through the gate of the plant. He attempted to ram his way out another gate when the truck became disabled and he fled on foot. He had been wandering town for a week waiting for someone to pick him up, he said. Miller told Whatley it had only been a few hours since the burglary call, a fact to which Whatley responded with surprise. He did not know what day it was, he said. Whatley also told Miller that Terla was in the truck with him when he crashed the gates, and that he did not know where she went. A search uncovered a 20-plus gram bag of marijuana in Whatley’s possession. He was transported to Pierce County Jail on charges of burglary in the second degree, malicious mischief in the second degree, and possession. The arrest led to his connection to an unrelated charge in Pierce County Superior Court of being a fugitive. He was arraigned on that charge Nov. 14.

8FEOFTEBZ /PWFNCFS t THE BONNEY LAKE & SUMNER COURIER-HERALD t 1BHF a “Streamlined Sales Tax bill in 2008 that effectively changed local retail sales tax on delivered goods from an origin-based system to a destination-based one. “Say you buy a couch from the Old Cannery Furniture Warehouse and have it delivered to Enumclaw, Enslow said. “The sales tax on that purchase doesn’t go to Sumner, where the Old Cannery is. It goes to Enumclaw. That is a problem for Sumner, a home for more than a dozen businesses— including Amazon, Green Mountain Coffee Roasters and REI—that live and die by their shipped goods. The city argues that keeping those major employers and their 9,000 jobs will require a solid city infrastructure—strongly implied to be supported by sales tax.

State legislators were invited to tour business locations in the city’s industrial center. The city letter briefly expressed a desire to maintain liquor excise tax sharing, claiming that the elimination of the entitlement would force a service reduction of $250,000 per biennium. Perhaps the most was said about proposed state-level law enforcement reforms. “Taken individually, each of these cuts negatively impacts your (legislators’) communities, the letter read. “Taken together, they will reduce the City’s ability to provide necessary services. Employers and retailers only remain in a state with communities in which they feel that their employees and premises are safe. The letter argues that proposed early release and

reduced supervision of certain offenders, if passed, will erode the safety of communities and provide less of a deterrent for potential criminals. The city is also opposed to a proposal that would raise local police agencies’ share of Basic Law Enforcement Academy costs to 50 percent. The current share is 25 percent, said Greg Baxter, a records officer for the Washington state Criminal Justice Training Center. “The cost of Basic Law Enforcement Academy is $15,000, making 50 percent of that $7,500, Supler said. “In addition, we have $1,500 of other (training) expenses. If you’re a larger city, $7,500 is nothing. If you’re Tacoma, $7,500 is no big deal. “We can manage the cost, but the smaller a community is, the more difficult it

LETTER FROM 3 percent overall and 20 percent if applied to just the general fund, City Administrator Diane Supler said. Ten percent of staff positions remain vacant today, according to the notice. “Some people talk about making cuts, but they’ll be cuts from planned increases to the budget, Mayor Dave Enslow said in an interview. “We haven’t done that in Sumner. We’ve made actual cuts to our budget. The city identified one category of the state budget it wishes to change—sales tax on goods delivered out of town—and two where the status quo is desirable: liquor profit excise tax sharing, and law enforcement. Budget experience at county level a lot different from the process in Olympia While serving as 31st District state representative (2001-10), my experience passing a state budget went like this: four people sat in a room and created a multibillion-dollar budget. When they came out, they plopped a 1,000-page budget on my desk and said, “we will vote on this tomorrow, make sure you have your amendments in by 10 a.m. My experience passing my first Pierce County Council budget was much different and, might I say, a breath of fresh air! During the two weeks leading up to final consideration of the 2012 budget, my colleagues and I spent every day in meetings called “Committees of the Whole. There we spent hour after hour going over budgets submitted by each department. We asked questions, heard public testimony, scrutinized information, asked for more details and made suggestions and recommendations. At the end of the process, a bare bones, but sustainable, budget was passed without raising taxes. While Pierce County government has been affected by our current

economy like other local and state governments, we have been able to weather the storm much better than others – and it is not by accident. First, I must give credit to previous councils. When the markets tanked and the housing bubble burst back in late 2007, they acted responsibly. They had emergency reserves available and immediately began making the necessary cuts in departments and staff. Creating budgets based on conservative revenue projections, we have not been caught off-guard like so many other jurisdictions. Their quick action resulted in a relatively soft landing in this economy and in the long run has saved the taxpayers a lot of pain. We are not out of the woods yet.

Our revenue forecasts predict more belt-tightening in the future and emergency reserves are being spent down, but I am confident we can continue to provide services without asking more from taxpayers. Budget highlights – Emphasis on Public Safety. Despite shedding 23 positions overall, this budget actually added two detectives to combat burglaries and car thefts and added two deputies to the gang unit. It also funded two half-time positions to verify sex offenders are registered and to combat fraud and identity theft. The budget also preserves funding for the prosecuting attorney’s gang unit. Letters Mendoza’s mailer set a bad example The Washing ton State Public Disclosure Commission (PDC) is responsible for keeping elections above board. The rules that must be followed include: (1) no person or organization can donate more than $800 to any candidate; (2) all contributions must be recorded with the PDC showing amounts and contributors; (3) all mailings must clearly identify who paid for the mailing. Just before the General election on November 8th, a mailing was sent out from an anonymous group. A November 5th article in the News Tribune explained that ousted former Sumner school superintendent Gil

Mendoza spent nearly $8,000 (10 times the allowed limit) on a mailing for his slate of candidates. Rather than reveal himself as the sole contributor he created a fictitious organization he called Citizens Advocating a Responsible Education System (CARES). When Mendoza was terminated in June 2011, he received a separation package worth nearly $178,000. Spending $8,000 to influence the school board race was well within his means. However, it was clearly wrong. Mendoza broke the law and set a very bad example for the students of Sumner school district. In doing so, he validated the school boards earlier decision to oust him. While I am absolutely certain that those elected are going to work hard and do a wonderful job, Mendoza should have either stayed out of the campaign process or followed the rules like everyone else. Automobiles, D.B. Cooper and no highway Bonney Lake’s Historical Society calendar dates the city’s most memorable moments. Buy a copy at CJ’s Carryout Deli By Brian Beckley Staff Writer

Among the photos in the 2012 Greater Bonney Lake Historical Society calendar is an aerial shot of the city taken in 1980 and despite it not seeming like too long ago, current residents may not recognize their city. “It’s just amazing as to what’s not there, said Historical Society President Dennis Dhaese. “Thirty years ago it was a very different place. At that time, many of the

shopping centers and developments along state Route 410 were not yet built, leaving Dairy Queen near the city’s western boundary as the city’s most recognizable man-made landmark. But the city’s history extends well before the state highway was built and back even before there was a city to speak of and the Historical Society’s calendar once again features photographs of the earliest settlers, including a 1910 photo of the Moriarty family at their cabin near the

southern end of what is now Lake Tapps. The calendar also features pictures of local kids in a car in the 1940s, a 1936 picture of some children rafting on Lake Bonney (with the shores covered with trees instead of homes) and the old brewery that used to be at a barn on the Kelley Farm property on Sumner-Buckley Highway. There are also a few pictures of famous resident and famous suspected residents of the city. One month features a picture of wildlife photographers Alfred and Elma Milotte, whose work making documentaries for Disney earned the couple

a total of six Academy Awards. Last year, the calendar featured a picture of the skeleton of the “Bonney Lake Whale from 1976. This year’s pictures highlight what the couple used to call their “Island in the Sky, located in the section of town now known as Sky Island. Also included is a picture of D.B. Cooper, the famous skyjacker, who in November of 1971 jumped out of a plane with $200,000 in cash. To this day, the mystery of who Cooper was or where he landed has yet to be solved, but many historians point to Bonney Lake as one of the possible places he lived out his life.

Along with the famous, a pair of longtime residents who died in 2010 are also honored with months, including Ron Smith, whose band The Great Pretenders often played city events to large, appreciative crowds, and Duane Tidball, who owned one of the first businesses in the city and served as Bonney Lake’s first garbage man. Dhaese said he hopes the calendar will give residents a sense of the city’s past and show them there is more to their city than the popular perception of strip malls and subdivisions. “It wasn’t just a bedroom community, he said. “It’s always had its own iden-

tity and has always been an interesting place to live. The Greater Bonney Lake Historical Society 2012 calendar is available for a $10 donation at CJ’s Carryout Deli and the Bonney Lake Food Mart. For more information visit http://www. citybonneylake.org/section_community/community_resources/historical_ society.shtml or to order a calendar call 253-863-0595. For more than 20 years, drivers entering Bonney Lake from the west have climbed Ehli Hill and driven past Ascent Park, which notes the city limits and welcomes them to Bonney Lake. But drivers coming from the east have had no such demarcation. Until now. The city of Bonney Lake is working to install a sign at the city’s eastern gateway on state Route 410, providing bookends at the main route through the city. The new sign will be in a city right-of-way at the southwest corner of the recently rebuilt intersection at SR410 and 233th Avenue East. “Technically the city

limit is half a block away at 234th, but this is close enough, Public Works Director Dan Grigsby said. The final design of the sign is yet to be determined but, according to Grigsby, the plan is to use and old “Welcome to Bonney Lake sign that was removed from Ascent Park in favor of the current display. “We put it in storage knowing we’d be able to use it when Eastown developed, Grigsby said. Grigsby said the signs are too small to be effective at Ascent, but would fit well at the new site. Because the site in Eastown sits below the road level, Grigsby said, a wall will be built raising the sign about 4 feet so it can be seen from the road. Eastown standards were

originally written so the property owner at the north side of the street would have to leave room for the welcome sign. But the final design widening the intersection left more room on the north side of the street, prompting the move. According to Grigsby, final cost estimates are not yet available as the staff is preparing two different proposals to allow the city council to choose the style they like best. Money for the retaining wall, backfill and foundation for the sign will come from the general fund’s “parks/special programs line. The project is expected to be completed next year sometime. Wedged between Black Friday and Cyber Monday is Small Business Saturday, a fledgling effort designed to assure that mom-andpop businesses capture a share of the holiday shoppers’ dollars. The days immediately following Thanksgiving are among the busiest of the year in the retail world. The Friday after the holiday booms with shopping opportunities and Cyber Monday has joined the fray, being the first opportunity for many to sit at their computers and shop online. Now, Small Business Saturday is looking to muscle its way into the public’s thought process. Originated a year ago, the movement asks Americans

to “shop small, thus fueling the economy to the benefit of the country’s smaller retailers. The national movement, the brainchild of the folks at American Express, has lofty goals: to create, or save, jobs; boost local economies; and preserve neighborhoods. “The Puyallup Main Street Association posted the numbers recently on the benefits of spending on small local businesses, the (3/50 Project), said Dale Loseth, Sumner Downtown Association’s interim program manager. “When you spend money on a local business, that money makes it back to the community. “I would say more of local business owners live locally

According to the American Kennel Club, the Labrador retriever has reigned as the most popular purebred dog in the United States. As of 2009, Labs had topped the list for 19 consecutive years. While that’s an impressive reign, a more careful examination of AKC statistics reveals the Lab’s reign could soon be coming to an end. The German shepherd, which is now the second most popular purebred dog in the U.S., is gaining ground on the Lab and is the most popular breed in several cities. Geography also apparently plays a role in popularity, as the city of Los Angeles loves the English bulldog. The remaining popular pooches include: 3. Yorkshire terrier 4. Golden retriever 5. Beagle 6. Boxer 8. Dachshund 9. Poodle 10. Shih Tzu

VET COLUMN FROM 10 narian or emergency vet. Decorate safely. There are a variety of decorations that can cause problems for your pet. Ribbons and tinsel are frequently implicated in veterinary hospital bowel obstructions. Light cords, when chewed or frayed, can cause severe burns or electrocution. Prevent these mishaps by keeping decorations out of reach. Make holiday trips safe and prepare for them well in advance. Take special precautions when traveling with your pet no matter how you choose to travel. Often times flying or driving over state/country lines may require a health certificate and/ or proof of vaccinations. Before departing, consult with your veterinarian/airlines about how to properly prepare for a trip. Table scraps aren’t pet snacks! Many holiday foods are loaded with fat and sodium and can cause stomach upset. Chicken bones can easily get stuck in the digestive tract and other foods like chocolate or onions can be poisonous. In short, people food is meant for people, not pets. Be greedy and keep it for yourself! Because chocolate can cause illness and even death in pets, it should be avoided completely. Chocolate contains theobromine, a potent cardiovascular and central nervous system stimulant that is eliminated very slowly in pets. If your pet experiences chronic or occasional stomach upset, consider discussing diet recommendations with your veterinarian for pets with sensitive stomachs. Holiday recipes for a healthy homemade pet treats Take solid canned food and cut it into bite-sized pieces. Cook in the microwave for approximately two-and-a-half to three minutes or in a conventional oven, bake at 350 degrees for about 30 minutes. Serve this semi-crispy/ crunchy treat to your pets on special occasions. Use dry food by grinding it into flour using a blender, then add water until it is the consistency of dough. Make into cookie shapes and bake on a cookie sheet for approximately 30 minutes at 350 degrees. As you count down to the new year, please keep in mind that strings of thrown confetti can get lodged in a pet’s intestines, if ingested, perhaps necessitating surgery. pets anxiety and cause possible damage to sensitive ears. Wow! Most of these recommendations sound like they take the fun out of the holidays, right?! That’s not our intention! We’re merely acting as spokesmen for your furry loved ones. We want to stress the importance of recognizing prospective hazards and to bring to your attention, the safest ways to celebrate the holidays with your four-legged best friends. Prevention is the best medicine In regards to anxiety, our veterinarians offer several avenues to help cope with changes in your pet’s environment, and stress from noise and high traffic during the holiday. Some owners would rather not use drugs to treat a stressed dog or cat. One alternative you might see on store shelves are pheromone-based products in various forms, including sprays, plug-in diffusers, wipes, and collars. Cat pheromones can help with problems like scratching and stress while traveling, being boarded or during visits to the veterinarian’s office, and can ease the stress of a cat moving into a new home. Dog pheromone products are used for general stress, separation anxiety, noise phobias, such as those caused by storms or fireworks, and travel. Depending on the underlying causes of these issues, pheromone products can make a noticeable improvement or aid as a supplementary treatment. Another natural therapy for dogs coping with noise and stress is the Thunder Shirt (www.ThunderShirt.com). Thundershirt’s gentle, constant pressure has a dramatic calming effect for most dogs if they are anxious, fearful or over- excited. Light sedatives can be prescribed under severe circumstances to aid in calming you pet’s. Herbal remedies and flower essence formulas designed to ease anxiety can often provide relief for pets - many work well in conjunction with veterinary treatment. Please consult your veterinarian if you have questions regarding your pet’s stress during the holidays. If you feel that your pet may have ingested something abnormal, as we have mentioned in this month’s article, immediate veterinary attention is recommended to avoid severe complications. Education and prevention is key. Send questions, comments, or suggestions for future columns to us at info@buckleyvet. com.

We are here to help you train your dog to be a happy, well-mannered and well-adjusted dog that you can take anywhere. Our programs include a broad spectrum of classes geared towards educating both dogs and their owners. Puppies as young as 8 weeks old begin to learn basic commands and socialization skills in our “Pre-School & “Kindergarten classes. More advanced obedience classes build on that foundation and help owners realize the joy of living with well-behaved pets. We also offer a complete range of Rally, Obedience, Tricks, Agility, K9 Nose Work, Canine Core Conditioning and Handler Conditioning classes to prepare dogs and their people for the fun and thrill of competition. Our Canine Core Conditioning class; also called “Fun & Fit, emphasizes the importance of being physically and mentally prepared for any activity that you and your dog want to engage in. This dynamic and fun cross-training class benefits both performance and pet dogs alike. The dogs perform exercises that prevent injuries, improve body awareness, focus, and build confidence. Ultimately, the exercises work on building and maintaining muscle mass, strength, balance, stability and mobility. These classes are overseen by Desiree’ Snelleman, Director of Training for “It’s a Dog’s World. Sumner extends Spencer’s contract The Sumner School District Board of Directors announced Friday that Superintendent Craig Spencer’s contract would be extended through June 2013. Spencer’s current contract was set to expire on June 30, 2012. To continue the strategic direction and growth of the District, the Board has determined Spencer will continue to serve as superintendent, which will ensure a smooth transition of leadership, according to a press release from the district. “Craig Spencer will serve as superintendent through June 2013, during which time the School Board will conduct a search for a new superintendent,” School Board President Sherm Voiles said. Board members believe it is already too late in the year to begin a search for a new superintendent to be hired by July of 2012. The Board is committed to conducting a search process with care given to constituent voices, optimal succession planning and recruitment of the best candidates. The one-year extension means the Board would kick-off the search in August 2012. “I am honored to lead the talented and dedicated team of educators in the Sumner School District during these challenging and changing times,” Spencer said. “I’m committed to strengthening the culture that has always been the heart of Sumner— success for students and staff every day.” Voiles also said Spencer’s integrity, knowledge and vast experience in education have been invaluable. “I want to thank him for his many contributions to the District and his commitment to our students and staff,” he said. The Board appointed Spencer to the position of superintendent effective July 1, 2011, to replace Gil Mendoza, who left the district following a mutual separation agreement. Spencer has been with Sumner for 25 years, serving as a teacher, an elementary principal, the executive director of curriculum, instruction and assessment, and as the assistant superintendent.

Happy 50th, Bonney Lake Elementary!

Surrounded by staff and students and joined by Bonney Lake Mayor Neil Johnson and Sumner Interim Superintendent Craig Spencer, Bonney Lake Elementary School Principal Sandy Miller offcially cut the ribbon on the recently redesigned school as part of a 50th birthday celebration and open house. The event, which featured tours of the school conducted by current students and a slideshow presentation, also acted as a reunion of sorts for current and former staff members. Photos from throughout the school’s 50 years of history were also collected to be scanned into a digital photo album, including several years worth of class pictures, brought in by a former teacher who was back for the open house. ‘Educator for a Day’ gives local dignitaries a peek inside the daily life of a classroom By Brian Beckley Staff Writer

Though used to dealing with questions from the city council, residents and even the media, Mayor Dave Enslow’s audience on Thursday morning was not quite what his traditional crowd. But seated in front of Mrs. LeMaster’s first grade class at Maple Lawn Elementary, the mayor did his best to answer the kids questions. “Do you work at an office?” asked one (he does). “Do you know the president?” asked another (he doesn’t). Enslow was one of several local dignitaries taking their turn in classrooms around the Sumner School District Thursday as part of Educator for a Day, part of the 90th anniversary of American Education Week. “I think that was so neat,” the mayor said later, after his shift in the classroom was complete, adding that he was most impressed by how hard everyone was working on their studies.

“The teacher, the students, everyone was working very hard,” he said. Between rounds of questions form the eager first-graders, Enslow took time to sit with several of the students and help them with their reading projects, one of the essential elements learned at that age. Enslow, who joked that he was doing a little advanced scouting for a grandson about to enter the school system, said he was impressed by the high standards in the classroom and the high level of respect the students paid their teacher and their teacherfor-a-day. “It was a great experience,” he said. “It was a privilege to be part of that.” According to the National Education Association’s website, the Educator for a Day events allow individuals from the community to get a glimpse of a day in the life of a school employee. Northwest gardeners—plenty to be thankful for

Be thankful we can enjoy green lawns all year. Droughts have forced communities across the country to ration and charge more for water. Entire neighborhoods in the arid South are landscaped with displays of rocks, gravel and boulders instead of soft green grass. Who do they think they’re fooling? We know how much they crave our emerald green landscapes, without the water bills or environmental guilt.

The Compleat Home Gardener

make mountains out of our molehills. At least our moles are antisocial.

Marianne Binetti

Be thankful we don’t have tree-toppers.

Horticulturist

Be thankful we don’t have tornados.

A little wind helps get rid of the deadwood and adds some movement to the ornamental grasses, but here in Washington we won’t be heading to the root cellar as our homes blow away.

Be thankful we don’t have gophers. Yes, we deal with moles, mice and voles making tunnels in our garden beds and lawns but gophers make even bigger mounds and live in large communities. In the Midwest gophers

Thanks to educational organizations like PlantAmnesty and Master Gardeners, the yard care professionals in our area know better than to cut the tops off of trees. Tree topping can slowly kill healthy specimens and actually makes them more likely to topple after they sport side branches that can act like a sail in the wind. You can find cruel examples of plant butchery in even the finest neighborhoods in the Northeast and around New York. If you visit these regions, forgive their unsightly and ignorant ways as they mutilate trees and shrubs – they know not what they do.

Be thankful we can grow spring bulbs without a refrigerator visit. In the warm winter areas of the country you may find refrigerators filled with daffodil and tulip bulbs because they live in a climate that does not get cold enough for these spring bloomers to flower. Then after all the extra work, the spring colors fade quickly

in the South as heat arrives in April and May. Our winters and summers are mild and our autumn and springs long and colorful.

Be thankful for the wide variety of plant material that thrives here. I just gotta say, the rest of the gardening world envies our wide palette of plant material. Not only does our

mild climate and abundant rainfall allow us to play with plants from the tropics (windmill palms, hibiscus and jasmine) but we can also grow desert vegetation (yuccas, sedums and cacti) as well as the woodland plants, ferns, clematis, fuchsias and hydrangeas that grow better in our backyards than anyplace else in the world.

Cascade’s Lake Tapps Property Management Policy ensures a safe lake for all Next month, Cascade marks its second full year of owning and operating Lake Tapps Reservoir. We’re proud of our accomplishments in working with the homeowners to ensure a safe recreational asset. As many of you know, the Reservoir was originally created over 100 Lloyd Warren, Chair Cascade Water Alliance years ago by filling in five smaller lakes, and containing the water within a system of dikes. Since December of 2009 Cascade has owned and operated the lake up to its property boundary line, delineated by the 545 foot elevation and the dikes. As the owner of the White River Lake Tapps Reservoir Project (Project), Cascade’s primary function is to ensure the safety and viability of the Lake Tapps Reservoir for longterm municipal water supply purposes, while managing authorized public access to the lake. Cascade has spent the last two years working in, on and around the Project to determine function and system improvements necessary for longterm maintenance. During this period, Cascade has also been engaged in a real estate/asset management assessment of the Lake Tapps Reservoir. Several issues have come to light that must be addressed in order to ensure long-term dike integrity, safe recreational use, water quality, general legal and financial risk management, and preservation of Cascade’s property. To address these issues, Cascade is considering requirements that will affect existing and new homeowner improvements on Cascade’s property in and around the lake. Cascade is developing a formal policy regarding the use of its property by third parties around the Reservoir. Any new improvements or modifications on Cascade property will require a license from Cascade, as well as the appropriate permits from state and local jurisdictions as required. Existing structures or facilities on Cascade property may be “grandfathered if Cascade determines that they do not pose an adverse impact on the operations of the Reservoir, or pose a danger to public health or safety. Our goal is to keep the property free of obstructions and unauthorized structures to ensure dike integrity, water quality, public safety and use are not compromised. Residents around the lake will be getting more information regarding our policies, and are invited to an open house workshop on January 12 at North Tapps Middle School from 6 to 8 pm to get more information. There, residents will be able to ask questions of staff as well as get information regarding applicable jurisdictional permits. Everyone’s goal is to ensure the future of Lake Tapps for utility and recreational purposes. Making sure that this lake is healthy today ensures its future for tomorrow.

For every $100 spent in locally-owned, independent stores, $68 returns to the community through taxes, payroll and other expenditures, according to the small business advocacy group The 3/50 Project. Social media is playing a central role in helping raise awareness about the importance of supporting small business and recognizing Small Business Saturday. American Express has launched campaigns on Facebook and Twitter driving consumers and business owners to facebook.com/ SmallBusinessSaturday where they can participate in the effort.

Plant breeders, growers and independent, familyrun nurseries are located in our area and this means we never have to send money far away for mailorder delivery to try a new, unique or exotic plant. We are within a few hours of specialty nurseries, nurseries with show gardens, free seminars and informative lectures. You don’t even have to hunt around for all this wealth of plant material and information this winter. The Tacoma Home and Garden Show and the Northwest Flower and Garden Show in Seattle both boast indoor color, show gardens and free gardening seminars before spring even begins. Yes, winter is here, but there’s no need to whine. Sneak a peak at the mountains, the moss and the evergreens this week and remind yourself we’re all pretty lucky to live in the beautiful Pacific Northwest.

Ceccanti skiing like there’s no tomorrow Lake Tapps resident stars in Warren Miller film By Brenda Sexton Staff Writer

Tyler Ceccanti is starting to get the recognition he craves and gaining the limelight doing what he loves – skiing. Ceccanti is one of the featured skiers in Warren Miller Entertainment’s latest film, “Like There’s No Tomorrow.” Skiing in a Warren Miller film is not a casual swoosh down the slopes. Miller’s films are described as an “adrenaline-fueled dance with gravity.” “To me it’s really fun,” said the 22-year-old who hails from Lake Tapps and calls Crystal Mountain his home slope. “I like scaring myself. I like to see people get stoked about what I’m doing. “I’m living my dream.” This particular piece, the 62nd annual winter sports film, is narrated by Olympic Gold Medalist Jonny Moseley and shot on location on five continents in some of the world’s most inspiring snowy landscapes, from the rugged peaks of New Hampshire’s Mount Washington to the legendary powder of Squaw Valley, California; from the striking Himalayas in Gulmarg, India to the southern hemisphere’s highest peak in Portillo, Chile, as well as Alaska, Utah, Colorado, New Zealand, Norway and Canada. Ceccanti’s segments were filmed while he and Andy Mahre were weaving and bobbing through the trees and powder in British Columbia’s Monashee Range. Mahre, also a Washington state native, is a three-time Warren Miller film athlete and the son of Olympic medalist Steve Mahre. “I have never skied snow that deep and so many pillow lines for that long,” Ceccanti said describing the terrain. “Best runs of

my life.” A 2008 Auburn Riverside graduate, Ceccanti was tagged for Warren Miller’s 2010 “Dynasty” film that filmed at Crystal Mountain. “I got lucky to get picked the first time,” he said. “Now they know who I am.” Growing up at Crystal Mountain, Ceccanti knows the mountain like a good friend. His start on the slopes came as a toddler, by age 13 he was freeskiing with the older crowd and in 2007 he landed his first sponsor and the Junior U.S. Extreme Skiing Championship in Colorado. “Crystal was definitely my home away from home,” Ceccanti said. His family still owns a cabin there and he returns often when his schedule allows. It was there where he made the transition from downhill to backcountry at a young age. “I got bored with racing,” Ceccanti said. “I was either crashing or winning, and I did more crashing than winning.” Professional skier tops his resumé these days. “I’ve always been self-motivated,” he said. In the film, he’s joined by world-class athletes like Chris Davenport, Julia Mancuso, Daron Rahlves, Colby West and Seth Wescott, who ski, shred, huck, bomb, launch, spin and charge in places unimaginable. The film has been sweeping across the nation as a limited, high-definition release, stopping in more than 240 U.S. cities, including major markets like Seattle, Chicago and Los Angeles. With screenings often running for one night only, Warren Miller films attract a cult-like following and mark the official start of winter for sports enthusiasts everywhere. Locally, the film played Friday, Saturday and Sunday in Seattle and Auburn. For details or to watch clips go to www. warrenmiller.com.

Tennis coach wins pickle ball title By John Leggett Staff Writer

Sumner School District tennis coach Billy Jacobsen recently won a singles and doubles title at the National Pickleball Championships in Arizona. Photo courtesy Darcie Jacobsen/To view or buy photos go to www.courierherald.com.

Billy Jacobsen, who has coached tennis in the Sumner School District for nearly two decades, has learned to compensate for more than a few of the physical obstacles that life hurled before him. He was born almost deaf and was diagnosed with Type I diabetes when he was 14. When Jacobsen was 8, he learned how to play tennis from his dad, who was a gifted netter, and the greenhorn tennis prodigy aspired to play like his childhood heroes, stars like Ilie Nastase and Bjorn Borg. Jacobsen, now 49, spent his teenage years as a budding high school champion and followed in his father footsteps, excelling on the University of Washington

tennis team. From there he became a regular on the Pacific Northwest Pro Tennis Tour. As he aged and dealt with health issues, Jacobsen had to lower his expectations as far as his demanding pro tennis career was concerned. Somewhere along the way, he found the love of his life, Darcie, and the union has produced four children. Darcie’s gentle nudging and sometimes unsolicited advice helped Jacobsen head in a new sporting path. He stumbled upon pickleball, a sport growing in popularity by leaps and bounds in all age groups worldwide – and a sport invented in the Pacific Northwest.

A cross between tennis and ping pong, Jacobsen has polished his prowess and is now on a par with some of the best players in the world. For the past three years the National Pickle Ball Championships have been staged in Surprise, Ariz., bringing in hundreds of adept pickle ballers from all parts of the country. After experiencing stamina and dehydration difficulties in his initial couple of stabs at making his mark at the annual event, the third time was a charm for Jacobsen. He not only took home the championship hardware in this year’s men’s singles finals, but also teamed with Puyallup’s Dan Gabanek to win the men’s doubles trophy and accompanying cash prizes and equipment. “The first year I tried to compete in the singles,

When the South Puget Sound League 2A and 3A all-league volleyball squads were announced recently, Sumner collected the team Sportsmanship Award and middle hitter Kaetlynn Brown gleaned honorable mention recognition. In the SPSL 3A a trio of Bonney Lake players made the first team short list, including outside hitters Danielle Norton and Nicole Rack. Second team kudos went to Panther setter Ashtyn Bagby and middle hitter Lisa Demick.

“With pickle ball, the aspect of having to run all over the place isn’t a concern, because if you are vigilant, quick and skilled enough you can actually take considerably fewer steps than you do in tennis. Billy Jacobsen,

the temperatures were up around the 90s and after several hours of trying to brave that heat and losing a great deal of sweat, I cramped up so severely that I had to be carried off the court on a stretcher and taken to the hospital, Jacobsen recalled. Participating is tough on Jacobsen because he can seldom get his blood sugars balanced during the night. “The fact that I have trouble feeling very energetic is my No. 1 complaint and I always struggle as far as forcing myself to do things like being consistent with exercising and doing what I can to stay healthy, he said. sunny Arizona, Jacobsen said he has become a true pickle ball enthusiast because he can feel terrible but, as long as he stays hydrated, he can compete at a high level. “In competitive tennis things were much harder for me, Jacobsen said, “because one must exert far more energy having to blast the big serves or return the booming serves of your foe. “With pickle ball, the aspect of having to run all over the place isn’t a concern, because if you are vigilant, quick and skilled enough you can actually take considerably fewer steps than you do in tennis. With the sport of pickle ball’s rapid growth, Jacobsen is considering starting a small facility of his own, but until that happens he seems to have struck upon a successful formula for surviving the challenges that life has thrown his way. He will continue to provide tennis tutelage to his children, eager to carry on the Jacobsen family tradition, and be a mentor to promising prep tennis players of the future, two things that net Jacobsen great satisfaction. BONNEY LAKE POLICE BLOTTER THREATS: Police late in the evening of Oct. 31 took a report from a juvenile female who was being threatened by her brother, who had punched holes in the walls of their home. The female reported that her mother had left the residence with her brother to prevent him from going to jail. According to the reporting party, when she got home, her brother had been drinking and he began yelling at her and their mother and then started punching the walls and throwing things around the house. As she was calling 911, the brother came at her again and then chased her outside and said he was going to kill her, at which point the mother left with the brother. The sister told police she felt threatened and even had her grandparents remove her child from the house. Police advised her to leave the residence. The brother was found at a church in Sumner and was involuntarily committed and had a broken hand and once again said he was going to kill his sister. The case was forwarded to the prosecutor for potential charges of harassment and threats to kill. DRUGS: Police on Nov. 6 were dispatched to the Forrest View Apartment complex for a report of a suspicious vehicle. When police arrived they observed a large cloud

of smoke in the vehicle and smelled burnt marijuana. Police contacted the people in the car and asked why they would sit in a busy parking lot and smoke pot with people all around and the suspects admitted it was “stupid. Police removed glass pipes and two pill bottles full of marijuana. The driver was cited and released for possession of marijuana and unlawful possession of drug paraphernalia. A juvenile passenger was also arrested for possession of drug paraphernalia. The case was forwarded to Remann Hall. SHOPLIFTING: An officer conducting a traffic stop in the 20200 block of 97th Avenue East on Nov. 9 contacted another officer because a passenger exited the vehicle and left the scene in a suspicious manner. As the officer approached the scene he saw in a back yard a female matching the description on state Route 410. The suspect had shed a large black coat she was wearing in the car and after the officer activated his lights and called out to her, she approached the back door of a house, tried the door and then continued to a neighbor’s house. Police watched the suspect continue through back yards, climbing fences as she went. The officer at the traffic stop reported he had probable cause to arrest the

woman and the officer on the scene stopped the female. When asked why she did not stop originally, she said she had an outstanding warrant. She told police she left the coat in one of the yards because she had a pellet gun in her purse. Police located the purse, which contained the gun, a glass pipe containing methamphetermine residue and several products from Rite Aid that still had security tags on them. Police confirmed with Rite Aid the female had been in the store and took off running when the security beeper sounded as she tried to leave. The driver of the car knew nothing of the shoplifting. The suspect was charged with theft. COUNTERFEIT: Police on Nov. 10 were dispatched to the Bonney Lake Rite Aid for a report of a customer trying to pass a counterfeit $20 bill. Police contacted the customer who said she had no idea that the bill was fake. She said she had gotten the

money from her bank along with non-counterfeit bills. The money was placed into the evidence room and the woman, who was cooperative with the police, was released. Police are investigating. FRAUD: Police on Nov. 10 took a report in the lobby of the Public Safety Building from a person who was notified by his bank of a fraudulent transaction involving his debit card. The money was used to pay for an adult website, which the victim did not authorize. Police are investigating. SHOPLIFTING: Police on Nov. 10 were dispatched to Safeway for a report of a shoplifter in custody. The shoplifter was observed concealing two energy drinks and a can of peanuts and attempting to leave the store without paying for them. The suspect told police he wanted the items, but did not have enough money to pay for everything so he attempted to steal some of them. He was trespassed from all Safeway stores and was cited for theft and released.

HIT AND RUN: Police on Nov. 12 were contacted by the victim of a hit and run accident on Myers Road. The victim reported seeing a vehicle approaching from behind at a high rate of speed and then flashing its headlights. The driver pulled to the side to let the vehicle pass but it did not. The driver pulled back on to the road and the suspect vehicle followed, flash-

ing its lights again. At the intersection of 81st Street East, the suspect vehicle again followed the victim through a turn, at which point the driver pulled to the shoulder as the suspect vehicle accelerated and struck the victim’s vehicle on the left rear corner. The suspect vehicle then drove off as the victim attempted to contact the driver. Police have a description of the vehicle and are investigating. SEE BLOTTER, PAGE 25

BISPHOSPHONATES AND JAW DAMAGE Not only are the bone-building drugs known as bisphosphonates used to prevent osteoporosis, they are also administered intravenously to bone-cancer patients. The news on these drugs is that they have been linked to osteonecrosis (“dead bone) of the jaw, which can lead to abscesses, foul-tasting discharge, loose teeth, and even exposed bone. It is important to note that only four percent of reported cases of osteonecrosis of the jaw have been linked to osteoporosis treatment with oral bisphosphonates. Because the intravenous drugs used to treat bone cancer are twelve times stronger, they pose the greater risk. Patients who are going to take these drugs should schedule extractions, dental implants, and other procedures three to four months prior to beginning treatment. P.S. If you take oral bisphosphonates, do not panic. You are at low risk for osteonecrosis. However, be vigilant about getting dental exams and cleanings. You can rely on us to answer all your questions about dental treatments and procedures. At LAKERIDGE DENTISTRY, PLLC, we appreciate the opportunity to provide you and your family with quality dental care. WARRANT STOP: Police on patrol in the 10000 block of 214th Avenue East ran the plate of a vehicle and discovered the driver’s license was suspended and that she had a felony warrant for escape from community custody. She was transported to Enumclaw Jail where she was booked on her warrant and cited for driving with license suspended.

By selecting the correct sneakers in which to run, walk, and exercise, you can avoid some problems (runner’s knee, plantar fasciitis, and early-onset arthritis) that often plague those wearing the wrong footwear. To assess what type of foot you have, look at the soles of your current exercise shoes. If the top outer edges are worn, you likely are a “supinator, meaning you tend to have high arches and your foot rolls outward. You would benefit most from a cushioning sneaker that is designed to absorb shock. If your broken-in soles are worn on the top inner edges, you are a “pronator, which means that you have flat/low arches and your feet roll inward. You need motion-control, highstability sneakers. Of course the right sneakers can prevent future pain. But if you already suffer from pain in the feet, ankles, knees, hips, or back due to the wrong kind of footwear, you need to call our office for an appointment right away. Our therapists understand how devastating foot pain can be to your everyday activities and we will work with you and your doctor to create a regimen that alleviates your pain. Call 360-802-6756 or 253-826-8520 Our addresses are 21525 Highway 410, Suite B., Bonney Lake and 2776 Griffin Ave., Enumclaw. Physical therapy with a personal touch. P.S. If the worn soles of your exercise footwear indicate that you have equal weight distribution across your foot, you should select sneakers that offer (moderate) stability and a balance of cushioning and support. 547197

DUI emphases Budget focuses on crime Nov. 24 to Jan. 2 No matter who you are, someone loves you. In 2010, Sheena Blair was one of 188 people in Washington who died as a result of a crash involving a drinking driver. Between 2006 and 2010, the fiveyear total was 1,191. This is why officers from the Bonney Lake, Dupont, Fife, Fircrest, Gig Harbor, Lakewood, Milton, Puyallup, Steilacoom, Sumner, Tacoma and University Place police departments, the Pierce County Sheriff ’s Office and the Washington State Patrol will commit extra patrol hours to make the roadways safer for everyone. These efforts are part of Washington’s Strategic Highway Safety Plan to reduce traffic fatalities to zero by the year 2030. Last year during the same time period, officers in Pierce County on routine and extra patrols arrested 606 people for DUI. The Tacoma-Pierce County DUI and Traffic Safety Task Force organizes and supports this enforcement effort. Task Force members urge you to join the team to prevent drunk driving. For additional information about the Washington Traffic Safety Commission, visit www.wtsc.wa.gov.

by 14 percent. “This budget is based on conservative revenue projections, which is the prudent way to keep managing in this economy, said County Executive Pat McCarthy. The Council cut $500,000 from Juvenile Court based on the results of a performance audit released in October, after the Executive submitted her budget proposal. The number of youths incarcerated in Remann Hall has plummeted 75 percent in recent years. Dan Roach said it’s a sustainable budget. The budget allocates $273.6 million for the

General Fund, Total spending, including grants and fee-supported services, is approximately $802 million. The budget cuts approximately 23 General Fund positions.

Law enforcement will conduct extra DUI patrols in Pierce County from Nov. 24 through Jan. 2. Coinciding with this campaign, on Friday, Nov. 25, the Washington State Patrol will conduct a Black Friday emphasis patrol with many of the local participating law enforcement agencies throughout Pierce County. Public education combined with strict enforcement is a proven method for reducing DUI crashes and fatalities. However, law enforcement officers can’t do it alone. We all need to do our part, just as Carol and Frank Blair are. The Blairs have made it their mission to reduce the carnage caused by drunk drivers. On Feb. 26, 2010, their daughter Sheena was killed when an SUV moved into her lane and hit her headon. The driver of the SUV had a blood alcohol level of almost three times the legal limit. While their grief is enormous, Carol and Frank are working to prevent drunk driving by leading many efforts to honor the spirit of Sheena and all other victims of drunk driving crashes. “Don’t let our story become your story, said Frank Blair. “Call a cab. Call a friend. Plan ahead.

Public safety programs—including services targeting gang activity—will be significantly strengthened under the 2012 budget adopted by the Pierce County Council on Tuesday, Nov. 8. The budget, approved on a 7-0 vote, adds five crime-fighting positions to the Sheriff’s Department and preserves funding for the Prosecuting Attorney’s gang unit. Pierce County has been carefully making cuts for three years. Since 2008, total county spending is down approximately 9 percent, and county employment has been cut

“It just makes me really happy to help other kids, she said. “I really like it. Quick began sending out the boxes three years ago after her mother took her and her brother to Walmart and let them fill a shoebox with small items to send out as part of the program, a project started by Samaritan’s Purse, a Christian Relief organization founded by Franklin Graham. “Rachel just decided she was going to send more than one, said mother Sharon Quick. the hilt with toys, shirts, homemade stuffed animals and school supplies. “There’s an art to packing these, Sharon said, watching her daughter skillfully fill one of the gift boxes. “It just has to fit. For example, a box designed for a girl, ages 2-4, contains a dress up skirt, a knitted animal, a SpongeBob SquarePants toothbrush, a coloring book, crayons, a small rubber ducky, play doh, hair ties, soap, a small home craft-making kit, a t-shirt, a wash cloth and a pencil box filled with school supplies. Rachel estimated it took her and her friends about five or six hours to pack them all this year. Rachel, who is homeschooled, said she doesn’t really remember why she started the program, but said she very much enjoys it now and hopes to continue for years to come. “I guess I wanted to help out kids and especially wanted to share the Gospel with them, she said, adding “it’s lot of fun. Sharon said her kids have a lot of stuff already and don’t really need any more and she is proud of them for spending their money the way they do. “I’m very proud of her. I’m blessed to have a child who’s not selfish and wants to help other people, she said. “It’s going to be interesting to see what she does when she’s older. (For the record, Rachel has no idea yet what she wants to be when she grows up.) Rachel looks forward to tracking the boxes again this year, and included a personal note in many of the boxes. Usually, the kids do not write back, but last year she received a picture of a little girl in the Philippines, holding her box and smiling from ear to ear. But she hopes each child gets as much joy out of each of her little boxes that she gets putting them together. “They’ll probably be really excited because I know many have never gotten a present before so this will be really, really special for them, she said. Crystal Mountain now open to shred Just four months after closing for skiing in July, Washington’s largest ski resort opened Friday, November 18, based on a snow-filled forecast for Wednesday and Thursday. “It’s a bold move to announce the opening date before we have enough snow, but we are pretty confident that the weather will produce enough snow over the next couple days to put us in really good shape for a limited opening on Friday,” said Marketing Director Tiana Enger. The Mt. Rainier Gondola and Green Valley chairlift will operate from 9 a.m. to 4 p.m. and lift tickets

will be reduced to $35 on Friday. Scenic gondola rides are available for $20. Additional terrain will open as the snowpack continues to build. Crystal Mountain is hoping to open Discovery, Chinook Express and Forest Queen Express chairlifts Saturday. The National Weather Service has issued a winter storm watch for Wednesday and Thursday in the Cascades and is predicting a few feet of snow. Currently there is just over a foot of snow in Green Valley. More details will be released this week.
