Volunteers offering someplace solid to help monitor earthquakes, routine ground shaking BY DEAN A. RADFORD dradford@rentonreporter.com

An earthquake isn’t an equal-opportunity shaker. So to determine how a quake’s power differs across the Puget Sound region, scientists are setting up sensitive monitoring equipment in someplace solid, such as a house basement, to track that power as part of the NetQuakes project. A handful of seismographs have been installed in Renton and Kent, where soils, topography and the ground rupture itself all play a role in how a quake affects buildings. “We discovered in the Nisqually quake and other quakes around the world that ground motion can vary pretty dramatically from neighborhood to neighborhood,” said Bill Steele, Seismology Lab coordinator for the Pacific Northwest Seismograph Network. SAFETY+PREP Monitoring of the State Route INSIDE 167 corridor has RENTON REPORTER been emphasized, because of a lack of monitoring stations to track ground motion, he said. There were some ground-motion stations in 2001 that monitored the Nisqually quake, but not in Renton and Kent, he said. In that quake, a production building at the Boeing plant in Renton was red-tagged, he said. But scientists didn’t have a direct measurement of the ground motion there. “We want to begin filling in so that doesn’t happen again,” he said. Boeing’s workforce in Renton and elsewhere in the state, plus an unrivaled network of suppliers, are key reasons to keep the production of the new 737 MAX in Washington state. Those are two key conclusions of an Aerospace Competitiveness Study commissioned by the Washington Aerospace Partnership. “Washington currently holds an advantage in the 737 MAX competition due to the high productivity and knowledge of its workforce,” according to the Accenture study. Accenture tested the state’s strengths and weaknesses against 14 cities in eight states, including The 737 MAX will offer a highly fuelCalifornia, efficient engine; it’s drawing hundreds of New Mexico, orders for Boeing. Boeing Texas, Kansas, Alabama, Florida, South Carolina and North Carolina. San Antonio, Texas, is a particularly tough competitor because Texas already has a highly developed aerospace industry, in part because Boeing has a defense presence there, according to the study. Boeing is expected to make its decision in the next few months. But Washington has a distinct advantage because of its network of aerospace suppliers, about 650 throughout the state – the largest concentration in [ more 737 page 4 ]

CAROLYN TRIED, BUT CASPAR BABYPANTS WON’T BE COMING TO DOWNTOWN LIBRARY Caspar Babypants, also known as musician Chris Ballew, won’t be coming to the downton Renton Library in December. She tried mightily, but our columnist Carolyn Ossorio wasn’t able to quickly raise the $400 to pay for his appearance. But she’s not giving up. She’ll try again but will give herself and the community a little more time to bring this children’s performer to Renton for a free concert for kids and their families.

Food bank feeds hundreds for Thanksgiving BY TRACEY COMPTON tcompton@reporter.com

There was not a chance Jeanette Shirk could afford to buy a turkey on her own this Thanksgiving to feed herself, her husband and her 16-year-old. She had been unemployed for 2 1/2 months and just recently found a job working just four hours a week in the office of a machine shop. On top of that, her husband has been suffering from an illness that’s had him in an intensive-care unit because of his poor health. So, for the first time in her life Skirk reached out to the Renton Salvation Army to supply her holiday meal. She was in line with dozens of other people Monday morning waiting for her turn in the Renton Corps Thanksgiving distribution of meal baskets. “This is absolutely amazing that the Salvation Army is doing this, Shirk said. “There’s going to be thousands of turkeys given away that people would not ordinarily get. The Renton resident was third on the list to sign up. Even though she just started working, her circumstances are

TRACEY COMPTON, Renton Reporter such that she can’t afford extras, such as a proper meal for her family. “Everyone should be here smiling and just so happy to be waiting in this line, Shirk said. “God is good. The Renton Salvation Army planned to distribute Thanksgiving food baskets to all 475 families who

signed up for the assistance. Those were families consisting of anywhere from two to 10 members. Six staff members on site and 15 to 20 volunteers were expected to help pass out the food from 9 a.m. to 5 p.m. on Monday and Tuesday. The baskets were complete with a turkey, stuffing, potatoes, sweet potatoes, fresh produce, bread and dessert. Despite being a little short in their donations this year, Salvation Army staff has been praying that they were going to come through and be all right, said Beverly Storey, director of social services for the Renton Corps. “The city of Renton loves to take care of their own and that’s wonderful, Storey said. “We have been blessed with several churches and grocery stores in the area that are helping us.

The Salvation Army did not turn away anyone who signed up for Thanksgiving assistance even with the increased need. “Well at this site last year 363 families were served, this year we’re up to 475, Storey said. “So, obviously the economy has made a huge impact on the families in this area and those that are asking for help this year compared to last year. Storey is confident and hopeful the food donations will continue because she notes that they still have the regular food bank operations to contend with next week and the rest of the holiday season. She is seeing a lot of families use the food bank that have never used it before. “We’re seeing a lot of families that used to donate, but because of job loss, because of the economy, they’re now needing help, Storey said. With God’s help they will get through their Christmas charity efforts, she said. “Because he knows that we’re not in it for ourselves, we’re in it to help others and I have no doubt that he’ll help us get through this, Storey said. Salvation Army volunteer Belinda Crum manned the corn, green beans and stuffing distribution in the busy food pantry Monday morning. Other volunteers directed clients to the different stations to pick out food for their baskets. This is Crum’s third year helping out with the Thanksgiving distribution. “There’s a lot of need out there and there’s a lot of appreciative people, she said. “We have a lot more people than we did three years ago coming through the door. Crum volunteers year after year because she loves to help people. “I love to see the gratitude and love them, hug them – let them know they’re cared for, she said.

Aviation High School junior Jacob Wagner already had a dream come true. He got to fly an airplane solo for the first time. “It was the best experience I’ve ever had, Wagner said, beaming. “I was just giggling the whole time. It felt so good to be up in the air; I felt so free. This experience was possible because of a discount Wagner received through his enrollment at Aviation High School. The school, which opened in 2004, focuses on preparing students for college and a high-technological workplace. “It is our goal to become the premier school of choice for science, technology, engineering and math in the Pacific Northwest, said principal Reba Gilman. Plans are under way to construct a permanent school on property offered in Tukwila by The Museum of Flight, adjacent to its Airpark. The facility is scheduled to open in the fall of 2013. “We are project-based learning so we believe the move to the new facility will help us better reach our mission, Gilman said. “The work of school can be like the work outside the classroom and still be academically rigorous, and that with the right instructional approach it is possible for all students to be prepared for higher education and work in a knowledge-based, global economy. For the first three years, the school was located on the Duwamish campus of South Seattle Community College, close to Boeing Field, The Museum of Flight and other aviation-related enterprises. The school relocated a few years ago to what was originally Olympic Middle School in Des Moines because of student growth. “The school is now at capacity of 400 students in grades 9-12, Gilman said. “The demand for this school is

Gao was able to participate in several job shadow and internship programs throughout her four years at the school. The places included Sea-Tac Airport, Port of Seattle, and a business in London when Gao spent a summer abroad. “I’ve had a great multitude of experience here and feel really ready for my future, she said. Gao hopes to get a degree in engineering, chemical and aerospace systems. She has already received several scholarships. Rather than a library, the school is providing classroom libraries with resources pertaining to each subject and each student will have his/her own computer. The three-story building will accommodate up to 400 students. Construction and design are expected to cost around $43.5 million. “This new building means our school will finally have a permanent home with learning spaces that accommodate project-based learning and are easily accessible by public transportation, Gilman said. “I believe this will help us inspire young people and provide a pipeline of future employees to fill the gaps within the STEM (science, technology, engineering and math) workforce.

But, he said, Boeing workers show day in and day out what can be done at the Renton plant. “It’s phenomenal, he said. “If the company itself decides it wants to build in Washington, I can’t imagine we would not be a strong contender as a site for that, he said. Chris Gregoire released the results of the Accenture study, which formed the basis of the Washington Aerospace Partnership’s plans to keep the 737 MAX production in Washington. “There is no question that Washington state is the best place in the world to build the Boeing 737 MAX jetliner, Gregoire said last week. Leaders from across the state, including Renton Mayor Denis Law, attended Gregoire’s announcement at Renton Technical College, which will play a key part in her plan to train future Boeing workers. Boeing already is adding buildings to its Renton production plant to ramp up its 737 production, which could hit 60 planes a month. Law said the City of Renton has worked closely with Boeing to expedite the permits for these projects. The city is getting positive efforts from Boeing for its efforts, he said. “They are very pleased with our commitment to working with them on their multiple needs here, he

Letters to editor Don’t cut KCSARC’s services that help victims, kids KCSARC (King County Sexual Assault Resource Center) is a critical element in public safety, and there has never been a greater need for these services. But the governor’s budget proposal of reduction in sexual assault funding will result in less help for victims and families. Sexual assault services are critical elements in public safety. Without legal advocacy services victims are less likely to participate in the criminal-justice system and offenders are less likely to face prosecution. KCSARC helps more than 1,000 children, teen and adult victims navigate the criminal-justice system, provides traumafocused therapy and supports a 24-hour resource line for victims and their families. In 2010, 1,735 children and teens received help from KCSARC because of sexual assault/abuse. This program cannot be cut back; it is essential for victims. I am very concerned for the future of this program. Cut backs should not be made at the expense of children.

North Renton Neighborhood Association is supporting a project to show community connection and caring for our neighbors by flying the American Flag daily from our homes. Garden Avenue has kicked off this movement with donations of flags to several neighbors. We would like to encourage all our North Renton Neighbors to join us. It shows a sign of watching out for each other and staying connected to bring a wonderful sense of family living in a safe and friendly environment. Secondly, we would love to see the city join us in this community sign of connection by helping us find out who is the mystery person is that puts up the flags on Second Avenue on holidays. We would hope to see the flags up from Memorial Day through Labor Day. Support to maintain these flags can be done by a group of caring citizens. Contact person for this project is Cathy Matthew ... please contact me through the North Renton Neighborhood Association. Please show respect to your Flag and replace it when needed and keep it lit at night. You may fly the Flag in all weather with respect to its condition. Future plans are to contact local businesses to join our project in order to connect our community citywide.

Trying to control gang violence is not a ‘flavor of the month’ The other day I was flipping through the cable channels and came across the movie “Colors” with Robert Duvall and Sean Penn. The movie is all about two Los Angeles police officers working in the Gang Unit. They deal with generational, entrenched gang issues in certain neighborhoods, and the overall tone of the movie is how hopeless and difficult reducing gang violence can be. The movie was made in 1988, 23 years ago. My point is that gang issues and the high-profile incidents that sometimes result from it are nothing new. The reasons behind the existence of gangs are complex, and any attempt to reduce or “solve” the gang problem is similarly complex. After some recent high-profile gang incidents, it is attractive to look for an easy answer. Deport all the illegals, put everyone in jail, have more guns, have fewer guns. Of course, the real solutions are not easy and will not have quick results. Also, the problem is not specific to any one area or part of our county. So, let’s discuss it honestly and thoughtfully. Gang issues exist in every region of the country and are often cyclical. Like crime itself, rises in gang violence are not directly linked to any specific trend, like a bad economy or reduced social spending. Law enforcement can have a significant effect on crime, and on gangs, but of course it is not the only answer. Enforcement deals only with the most extreme and advanced parts of the issue. You’ve heard the phrase “we can’t arrest our way out of a problem,” and it is true. However, coordinated intelligence, aggressive and targeted law enforcement, and strategic prosecution can have a significant effect on supSteve Strachan

pressing violence. It just won’t “solve” long-term gang involvement. We all know that takes a coordinated commitment to working with at-risk kids, the community making gang involvement unacceptable, and we also need to stop celebrating and promoting the gang culture in movies and entertainment. So where does that leave us right now? The fact is, law enforcement agencies in King County have been doing aggressive and coordinated enforcement related to gangs for some time. The recent events have brought more attention to the issue, and the Sheriff ’s Office is a partner with our municipal police departments to track, identify, arrest and prosecute the worst of the worst offenders. Our challenge is to not allow this enforcement effort, and the recent addition of more resources to the fight against gangs, to become the “flavor of the month” and to forget about it once something else has our collective attention. The heavy lifting of working with kids, preventing gang involvement and violence, and getting members out of the gang life will continue, and we need to remember that it is important, even when the attention fades. Your sheriff ’s office and our area police departments are working together, but we are only part of the solution. Let’s not overreact, or underestimate the problem. A thoughtful and long-term approach is the best way for us to keep King County a great place to raise your kids and grow your business.

Steve Strachan is the chief deputy at the King County Sheriff ’s Office. He has 25 years of law enforcement experience. Prior to being appointed by Sheriff Sue Rahr as chief deputy in 2011, he served from 2006-2011 as chief of police in Kent.

BLOTTER: Employees fight at pawn shop The following information was compiled based on City of Renton police reports. BY TRACEY COMPTON tcompton@rentonreporter.com

4am-1pm only!

Two employees of a pawn shop got into a physical fight on Nov. 8 The two were working at the shop on Rainier Avenue South when the fight broke out at about 1:41 p.m. A 33-year-old male reported that a co-worker assaulted him after a verbal argument. The man was discussing something “trivial” with the 29-yearold suspect when he was knocked to the floor and kicked repeatedly. The suspect left the scene in a newer white Chrysler 300. On Nov. 9, police confronted the suspect at the store and arrested him for investigation of fourthdegree assault.

White powder found in mail A suspicious white powder turned up in the mail at a bank distribution facility in Renton on Nov. 10. Police investigated a report of white powder found in a mail envelop sent to a US Bank distribution facility at 2500 East Valley Road. Renton Fire were called for possible pick up of a hazardous material. U.S. Postal inspectors also came. The unknown substance wasn’t hazardous, they determined.

Man arrrested for harassment A Renton man was arrested for investigation of harassment and malicious mischief on Nov. 12 in the 10400 block of Southeast 174th Street. Police encountered a man who smelled of liquor being loud and confrontational at the apartment at about 7:30 p.m. The man also had blood on his knuckles from an injury. The 46-year-old man had punched a hole in the apartment wall. He was apparently angry because “his girl” was gone and he didn’t know where she went. Police arrested the man for damaging property at the apartment and harassing a woman there.

Thanks to PEMCO Insurance, history museum has a new Bigfoot banner BY TRACEY COMPTON tcompton@rentonreporter.com

Thanks to the aid of some good samaritans, the Renton History Museum was able to recreate and replace its stolen banner from the "Bigfoot is Probably Real" exhibit. The banner was stolen Tuesday, Nov. 15, by a thief in broad daylight mid-morning.

In just two days, a new banner went up as a gift from PEMCO Insurance. Marjorie Hastings, PEMCO marketing research analyst, read about the theft through the museum's Twitter and Facebook posts and decided to cover the costs of a new banner on behalf of the company. The banner was printed by Wide Format Co., which still had the artwork and was

able to add the new banner quickly to its printing schedule. The banner cost about $200 and museum staff feared they would not be able to replace the banner after the theft. The Renton History Museum also received numerous other offers of assistance. Those funds will be used to assist with the digitization of the museum's audio-taped

oral histories and films, or will be set aside for the creation of banners for future exhibits. "We were so upset that someone would target the museum in broad daylight, but so many people came forward with offers of support that we're really gratified that the story had a happy ending," said Elizabeth Stewart, museum director.

Single Persons Need Estate Planning Singles may feel little need for estate planning. The need may actually be greater. A single person may be the sole support for minor children. Assets should be left in trust for the children. A guardian can be designated to provide for physical care. Beneficiaries of I.R.A.s and 401k plans should be planned so funds can support the children. Singles should designate an agent under a durable power of attorney to make decisions if the single person is disabled. Protect your right to distribute your estate as you intend. Consult an estate planning attorney today.

WINTER PREVIEWS COMING NEXT The fall prep season is officially finished. Check next week’s Renton Reporter for a first glance at local winter sports teams.

With the state title on the line, the Liberty girls soccer team came up just short, losing to Seattle Prep 3-2 Nov. 19 at Sparks Stadium in Puyallup. "We talked about whoever makes the least amount of mistakes is going to win the game and we made a couple of big errors in the first half," said Liberty coach Jamie Giger. "I can't say enough about these girls, they worked so hard." Things couldn't have started much better for Liberty (18-2). The Patriots got a goal less than two minutes into the game when Cassidy Nangle hit a cross from the left side. Kali Youngdahl's shot bounced off the Prep goalkeeper

and a trailing Kiana Hafferty knocked the ball in. Liberty added to the lead when Youngdahl made a shot off a Kimi Fry corner kick in the sixth minute. "I always say 2-0 is the worst lead to have because you feel comfortable," Giger said. "One goal and they have the momentum, another goal and they're really going with it." The Panthers, who've gone 19-5 in the state tournament the past five years, didn't panic. Prep scored on goal in the 16th minute, one in the 29th minute, then again in the 35th minute to take the lead. Liberty kept the pressure on and controlled MORE PHOTOS ONLINE‌ rentonreporter.com

the action much of the second half, but suffered several close misses. In the closing seconds of the game, a header by Kailiana Johnson off a Fry pass sailed just feet high. Liberty's only two losses this season came by two total goals to Skyline (18-0-2, 4A state champion) and Seattle Prep (19-0-2, 3A state champion).

Semifinal round The Patriots beat Eastside Catholic 1-0 Nov. 18 in the semifinals of the 3A state tournament at Sparks Stadium in Puyallup. The Patriots struck in the 16th minute against the Crusaders when Cassidy Nangle passed up the right side to Kailiana Johnson, who dribbled across the middle and sank a shot.

Pat Porter’s bread pudding fills the air with holidays BY TRACEY COMPTON

PAT PORTER’S BREAD PUDDING

tcompton@rentonreporter.com

This is a great way to use up leftover bread, rolls, etc., from Thanksgiving dinner. I use fat-free, half and half, and one percent milk because it cuts some of the fat from the recipe but it’s OK to use the regular if you prefer. The bread pudding takes close to an hour to bake and you can make it the night before, then bake it in the morning. But because it has dairy in it you should refrigerate it if you‘re not going to bake it right away. t DVQT PG ESJFE CSFBE TPVSEPVHI *UBMJBO PS TPNF LJOE PG SVTUJD bread works best (Never use plain white bread, it’s too soft) t DVQT PG GBU GSFF IBMG BOE IBMG PVODFT

Before it’s even visible the scent of cinnamon and butter wafts through a King County Housing Authority conference room in Tukwila. Evoking the feeling of autumn and warm, yummy goodness this is the aroma of Pat Porter’s bread pudding. Porter, director of KCHA’s AmeriCorps program, has graciously shared her family recipe, which she calls a Midwest comfort food. Born in Iowa, but half Irish and Italian, Porter said the Irish side of her goes for the bread pudding. “It’s not for the faint of heart as far as calories are concerned, she said laughing. The bread pudding is decadent, yet buoyed by the addition of fruit, some dried, which doesn’t make it seem quite as heavy. Porter makes the recipe because it makes her house smell good. She also makes it because, My AmeriCorps members are always hungry, so bread pudding is one of the things I’ll make for a team meeting or something. Porter has 14 AmeriCorps members that go out and work in housing authority sites all over the county. In Renton, AmeriCorps members helped deep clean a Renton Area Youth Services facility in Skyway last May and plan to return this spring. Porter has been working with KCHA for 15 years on the AmeriCorps program. It is a program designed to allow people from all across the country to volunteer for community service work in exchange for a small monthly stipend and eligibility for an education award to pay off student loans or for college tuition and expenses. Members serve for 10 1/2 months. KCHA is a partner of the Washington Service Corps, the umbrella under which AmeriCorps serves in the state. Porter has members at food banks, as interpretive specialists, at schools, at an infant clothing recycling agency, at community centers and apartment complexes. She just received word that AmeriCorps will be continuing with the housing authority for another three years and they will divide the program into childhood nutrition and environmental stewardship. They will provide the link between those two programs mostly with community gardens, which Porter said they will involve kids. “The primary function of AmeriCorps is to enhance programs, Porter said. This has become even more crucial with the economy the way that it is, she said, with so many cut backs in services. “So AmeriCorps members are able to provide that little

volunteers to host the small monitoring equipment, which is anchored to something solid in a house or business. โ The idea is to involve citizens in the science,โ he said. Interest in the science is what drew Sarah Markham of Renton to volunteer to host one of a seismograph in the basement of her north Renton home. โ I could do that,โ she said, after learning about the program. Her home is not far from Lake Washington and Boeingโ s Renton production plant. Her location helps fill in the gap that Steele mentioned near the Boeing plant. The wireless router that sends data to the USGS sits in her living room. The blue seismograph is anchored to the

basement floor next to the furnace in her home, built in 1920. Markham is a fairly recent resident of Renton. Her family has deep roots in Illwaco, on the Washington coast. There the concern was a tsunami from the Pacific. She has never experienced an earthquake. In 1986, her family fled to higher ground after an Alaska quake triggered a tsunami warning across the Pacific. Several factors are considered in locating a seismograph. Ideally, itโ s a singlefamily dwelling with a concrete slab lying directly on the ground and not a deep basement. The geographic location is important, including the floor of a valley or a ridge, so scientists can understand the impact of a quake on different structures. โ We canโ t predict earthquakes,โ Steele said, but the network of seismographs help scientists better understand the effects of a quake.

Congress funds RapidRail lines King County leaders are applauding congressional approval of $37.5 million for two new Metro Transit RapidRide lines, including one connecting Burien, Tukwila and Renton. The second line will travel along Aurora Avenue between Shoreline in north King County and downtown Seattle. Both are scheduled to start two years from now. The southern line is known as Line F and the northern one is Line E The measure passed in both the House and Senate Thursday and now goes to President Obama for his signature, according to a county press release. “Federal funding for these RapidRide lines will provide jobs during construction, improve access to employment and commercial centers in North and South King County, and stimulate development in the future, said county Executive Dow Constantine. RapidRide is a unique Metro service that includes

newly designed buses, shelters and signs. The distinctive red-and-yellow buses are energy efficient, low-emission hybrid vehicles with low floors and three doors for easier, faster boarding. “Historically, South King County has had inadequate east-west transit connections, said council member Julia Patterson, who represents Tukwila and Renton. “With these funds, Metro can provide the east-west bus service so desperately needed, with RapidRide F expected to serve 4,800 riders a day. The $37.5 million will be awarded as part of a federal Bus and Bus Facilities grant program, and represents full funding of Metro’s request. The county will share some of the funding with partner cities to help construct the street improvements and transit elements inside their jurisdictions that make RapidRide successful. Funding partners for the E and F lines include Shoreline, Seattle and Tukwila.
