ARLINGTON — The day’s heavy downpour failed to drown out the community spirit of the crowds who lined both sides of the street to cheer for Arlington’s Veterans Day parade this year. Monica and Gary Schagel were among the huddled masses under Olympic Avenue’s overhangs as the procession kicked off at 11 a.m. on Nov. 11. “I think we’ve come here every year they’d had it,� said Monica Schagel, who’s lived in Arlington for more than 50 years. “My dad served in the Army in Korea, and our son has served in the War on Terror as part of Naval Intelligence.� Alan and Jackie Bowers met while they were both serving in the Navy, and the married couple has been bringing their sons, Adam and Justin, to the parade for all 12 years that they’ve lived in Arlington. “We were talking to the kids as we came here about why we needed to come,� Alan Bowers said. “We feel it’s a responsibility, no matter if it’s rain or SEE VETERANS, PAGE 2
Tolbert leads race for Arlington Mayor ARLINGTON — The city of Arlington is set to have not only a new mayor, but also three new members on its City Council. As of Nov. 12 at 4:56 p.m., Barbara Tolbert is leading Steve Baker in the Arlington mayor’s race with 2,190 votes, or 52.62 percent of the vote, to 1,934 votes, or 46.47 percent of the vote, out of 4,162 votes counted. Tolbert believes that her message of overcoming challenges as a community resonated with Arlington voters,
many of whom she met with face-to-face while doorbelling. “I wanted them to know that I’m accessible and easy to talk to,� said Tolbert, who praised not only her campaign volunteers, but also her fellow candidates in this year’s race. “People who want to serve the public should be honored, regardless of the outcome. It’s up to all of us now to come together and make positive changes.� On the City Council, Ken Klein leads Jim Rankin with
2,074 votes, or 53.36 percent of the vote, to 1,796 votes, or 46.21 percent of the vote, out of 3,887 votes counted, while Randy Tendering leads Sally Lien with 2,115 votes, or 53.79 percent of the vote, to 1,801 votes, or 45.8 percent of the vote, out of 3,932 votes counted. “I’m proud that a large number of citizens in Arlington have put their trust in me, and if the results hold, I look forward to guiding the city of Arlington to prosperity,� Klein said. “I
believe that my experience in business management and my focus on financial accountability struck a chord with Arlingtonians.� Just as Klein thanked his family and his supporters for their sacrifices during the campaign, so too did Tendering thank the voters who cast their ballots for him. “I’m excited for the opportunity to serve the people of Arlington,� Tendering said. VETERANS FROM PAGE 1 shine, because there are a lot of men and women out there right now who are serving in a lot worse conditions than this.” The Arlington American Legion Post 76 Lounge opened its doors to veterans and their guests at 1 p.m. that day, and served more than 80 Snohomish County veterans, according to Post Cmdr. Dan Wyttenbach. Unfortunately, the number of area World War II veterans who were able to stop by has diminished drastically, from nine in last year’s parade to only three this year. Former Arlington Mayor Howard Christiansen, Russ Kuro and Dale Nakken are all that’s left now. “We saw about 30 fewer veterans total at the dinner this year than last, but
the weather didn’t help,” Wyttenbach said. “Still, with how many people were on the streets, we consider it an outstanding turnout. That’s why I like this Legion. It can be raining cats and dogs, and people will still be out there.” Herb Singleton, an Army veteran who served in Korea, Okinawa, Hawaii and Japan from 1949-1954, spent part of the afternoon chatting with Carolyn Jean Hunt, whose lifetime of community service includes WWII stints as “Rosie the Riveter” and in the Marine Corps. “I loved it,” Hunt said. “I did whatever they said to do. I was always volunteering for something. I presented a bouquet of roses to Clark Gable’s wife and helped decorate the boats in Long Beach Harbor. People should donate their time and service in any way they
can. You learn to like people of all colors and nations in the service.” Singleton fondly recalled a Bob Hope stage show overseas which included Marilyn Monroe, and when Hunt encouraged people to be kind to one another, he added, “Giving a vet a hug doesn’t hurt.” Ernest Cordova retired from the Navy as a senior chief petty officer after 21 years, and the former USS Ingraham crew member still recalls the camaraderie of the service. “Everybody takes care of each other,” said Cordova, who’s served in both Operation Desert Storm and the current War on Terror. “You endure your hardships as one big family. I still get together with these guys to this day,” he gestured to his fellow chiefs and senior chiefs.

Job fair targets local military members MARYSVILLE — The Marysville Armed Forces Reserve Center is still a ways away from its official dedication, but the recently constructed facility is already serving those who serve. Military members from Marysville, Arlington and beyond were able to meet local employers and distribute their resumes at the Snohomish County Regional Veterans’ Job and Resource Fair on Nov. 8, jointly presented by the Fleet & Family Support Program and WorkSource of Snohomish County. Petty Officer 2nd Class Kevin Buckley is assigned to Naval Station Everett and lives in Arlington. As a radar technician, the 14-year enlisted sailor was looking for an employer that could apply his service skills to the civilian sector. “Companies that come to a military job fair have a better understanding of what we do,� Buckley said, after talking to representatives of Esterline Technologies. “We bring more to the table than just our technical backgrounds. The life of a sailor often means hard days in an industrial environment.� Buckley brought only a dozen copies of his resume to the job fair. Rather than blanketing employers with his credentials, he chose only those companies that
seemed to fit him best, even as he took care to translate his qualifications into civilian terms. “It can be a challenge because we’re a unique subset of society,� Buckley said. “We have our own shared experiences, and we tend to communicate in jargon.� Army Capt. Allen Toepfer, an administrative officer for the 364th Expeditionary Sustainment Command (Rear), is stationed in Marysville after being deployed to Iraq. Between active-duty, reserve and inactive time, it’s been 18 years since he first donned a uniform. Rather than attending the job fair for himself, he was more concerned with bringing back information for some of his troops who were unable to fit it into their schedules.
“A couple of these programs will greatly assist soldiers transitioning back to civilian life,� Toepfer said. “The two that most surprised me were the carpentry and technical programs.� Like Buckley, Toepfer hopes to see more civilian employers taking a fuller account of military members’ employable assets. “One of my soldiers was given the position of scheduling all flights for equipment, personnel and supplies while we were [in Iraq],� Toepfer said. “The last time I called him, in 2010, he was working for a mechanic. That logistics background should be useful in managing, scheduling or supplying a small business or corporation, yet it isn’t even considered.� Toepfer argued that soldiers he served with Iraq

but work as a part-time shelf stocker. How does one pick up from this to go back to pumping gas at the local gas station, with some of the best experience we have received in life simply left by the wayside?� George Johnson, of the Fleet & Family Support Center at Naval Station Everett, believes the job fair achieved a mutually
beneficial balance between employers and job seekers. “We’ve gotten very positive feedback,� Johnson said. “Unlike the impersonality of job searching on the Internet, they get to look each other in the eye, and the folks in the civilian world can learn that the battlefield is only one part of what these people can do.�

Blood on the budget axe
nyone looking closely saw actual tears forming in Governor Gregoire’s eyes when she announced a menu of cuts equal to our state’s budget shortfall. Anyone who criticizes that lady’s priorities ought to be sentenced to the cruel and inhuman punishment of taking over her job. The state is obliged by law to support public education. But the money isn’t there. The state is mandated to do a bunch of other things it can’t afford. When mandates aren’t in place it is still obligated out of common decency to take care of helpless citizens. But the money isn’t there. The proposed cuts aren’t idle threats. Certain of the cuts will cause hunger, displacement and even death. The cuts will damage agriculture, ecology, fish and wildlife, natural resources, state parks, the disabled, long-term care, juvenile justice, mental health and education. And this round of cuts may not be the last. The governor invited us to read the list of cuts at www.ofm.wa.gov. What follows is a sampling, re-worded in some cases to combine titles with effects. ■ Eliminate the international marketing program that helps Washington farmers and ranchers to sell crops on international markets. ($1.5 million) ■ Close the Samish and Nemah hatcheries which will halt production of fall Chinooks in the SamishNooksack region. ($1.6 million) ■ Reduce preschool enrollment by 25 percent. ($14.0 million) ■ Eliminate school bus transportation, except for disabled children. ($220.million) ■ Increase class size by two students in grades 4-12. ($137.0 million) ■ Eliminate full-day kindergarten for 16,900 students in high-poverty schools. ($38.0 million) ■ Reduce staffing for small high schools with fewer than 300 full-time students.($5.0 million) ■ End the state’s Need Grant financial aid to 70,000 low income students. ($303.0 million) ■ Reduce state support to colleges and universities by 20 percent. ($220 million) ■ Reduce summer chum recovery

($20.9 million) ■ Eliminate medical interpreter services for patients whose primary language is not English. ($4.8 million) ■ Eliminate health care for 21,000 workers with disabilities who have relied on the program to remain employed. ($1.9 million) ■ Reduce environmental health protection that monitored water systems and on-site septic systems. ($1.3 million) ■ Eliminate state funds for domestic violence programs that serve about 16,700 individuals. ($9.4 million) ■ Increase the ratio of clients to social workers. ($8.2 million) ■ Eliminate child welfare programs such as sex-abuse, foster care assessment, adoption support and street youth issues. ($7.3 million) ■ Reduce foster care length of stay for 200 hard-to-place foster children now in care. ($876,000)
■ Reduce outpatient chemicaldependency services for 11,000 lowincome clients. ($14.5 million) ■ Eliminate long-term residual and recovery houses for clients who are chronically disabled or chemically dependent. ($22.7 million) ■ Eliminate the rate add-ons for nursing homes that enable care-givers to accept Medicaid patients. ($9.9 million) ■ Eliminate adult day health programs that serve 1,000 individuals with developmental disabilities. ($4.1 million) ■ Eliminate naturalization services for immigrants attempting to become U.S. citizens. ($2.6 million) ■ Reduce juvenile court county funds by 20 percent. ($5.5 million) ■ Close two state hospital wards for dementia and traumatic brain injury. ($5.1 million) All this agony covers less than $1.25 billion of a $2.0 billion budget shortfall and that dismal picture may dim further after federal budgetcutters decide how much of their $1.2 trillion in cuts will hit Washington’s colleges and state and local government. Granted, federal cuts are slated to spread over a decade but whatever the amount, they will result in further trimming here at home. We’re living out a painful lesson. What got us into this pickle was deregulation of the finance industry, yet greed-driven forces still lobby for further deregulation. Though capitalism will always be as American as apple pie, unregulated capitalism has once again reared up to trash decades of painstaking growth and accomplishment. The 99 Percenters have it right. Marysville, Arlington, Lake Stevens and Stanwood will feel the cuts along with every town in the state. Every sane analyst pins the reason for the shortfall to one main cause; the collapse of the sub-prime mortgage market. Remember that the next time you vote. Operation Christmas Child returns to Marysville, Arlington SMOKEY POINT — Arlington’s Atonement Free Lutheran Church and Marysville’s Amen Christian Bookstore will be serving as dropoff locations for the return of Operation Christmas Child, which aims to collect close to 900 giftfilled shoe boxes locally, packed with toys, school supplies and items of necessity for kids who are hurting in 100 countries. The national collection week for Operation Christmas Child
runs through Nov. 21. Jennifer Butler, media relations associate for Operation Christmas Child, encouraged prospective participants in the program to take the following steps: ■ Enlist families, churches, Scout troops, community groups and businesses to take part in creating shoe box gifts for needy children worldwide. ■ Fill the shoe boxes with toys, school supplies, hygiene items and

Marysville tax preparer sentenced to prison MARYSVILLE — Marysville resident Fredrick Seton, 49, was sentenced on Nov. 4 in U.S. District Court in Seattle to six months in prison, one year of supervised release and $159,710 in restitution for willfully aiding and assisting in the preparation of materially false tax returns.
Seton pleaded guilty in June of this year, admitting that over the course of three years, between 2005-2007, he prepared and submitted 205 false tax returns for military service members, claiming false business deductions to reduce their taxable income. Seton operated a home-
based tax preparation business that became popular with members of the military, primarily Navy enlistees. U.S. District Judge John C. Coughenour imposed the sentence, saying he was giving Seton some credit for his 20 years of Navy service prior to committing this crime.
According to records in the case, Seton charged between $50 and $100 dollars for each tax return he completed, and relied on word-of-mouth referrals for his tax preparation service. During tax season, cars carrying military personnel would line up at Seton’s house
to have their returns prepared. Many of Seton’s clients told IRS examiners that they’d heard Seton could provide them with the best return. When an undercover IRS agent went into the business for tax preparation help, Seton told him not to report $23,000 earned in cash from

She was the fourth of six children born to Frederick and Emma Grabenkort (Pomeroy). In 1948, Janice married Wesley Herald Larson. In 1957 they adopted Marybeth and Debbie Walker after the death of the girls’ mother. In 1972, the Larsons moved to Marysville, Washington and became active members of Word of Life Lutheran Brethren Church. Wesley passed away in 1984, Janice continued strong, cherishing time with her family.

Seton added vehicle, utility and other undocumented business expenses to offset the undercover agent’s income, so that he would receive a bigger refund. In asking for a prison sentence, prosecutors noted that, as a veteran, Seton’s benefits are supported by those who honestly pay their taxes, and his activities will actually harm the service men and women he was claiming to assist. “The defendant prepared at least 205 false tax returns involving over 100 unique taxpayers,� prosecutors wrote in their sentencing memo. “Though each taxpayer initially benefitted financially from the defendant’s actions, these taxpayers are now victims of Mr. Seton’s crime. Ben Waldick Knudson, Jr. On November 3, 2011 Ben W. Knudson, Jr. was once again reunited with his loving wife, Evelyn. Ben passed away peacefully at his Arlington residence with his family by his side. Ben was born June 29th, 1927 to parents Ben and Olga Knudson in Montevideo, Minnesota. They moved to Arlington when Ben was in 3rd grade where he attended Arlington School thru his graduation in 1945. Ben served in the merchant marines; after 2 years he returned home and married Evelyn Hagen. Ben worked locally in car repair before purchasing the Signal Station on 2nd and Olympic in 1956. The station went from Signal oil to Enco and finally to Exxon. In 1959, he added “Ben’s Chrysler Plymouth, Dodge Truck� dealership to the business. Ben was a 28-year
member of the Arlington Fire Department; he served as both Assistant Chief and Chief for many years. He also served on the Civil Service Board for the City of Arlington. Ben and Evelyn had four children and enjoyed traveling as a family. Ben was an avid hunter, fisherman and sports fanatic. He enjoyed following his children and grandchildren in all of their sporting events and other activities. Other favorite pastimes included weekends at their beach cabin on Camano Island where he enjoyed clam digging, smelt raking, crabbing and fishing.
Ben also enjoyed family holidays and a good sunset. Ben is survived by his three sons: Michael, Marvin and Dennis, and his daughter; Jan. He also leaves behind his grandchildren; Ryan (Kelli), Colby (Tisha), Christopher (Joanna), Andrea (Craig), and Kevin (Krystal). Great grandchildren: Syvannah, Alexandra, Cadynce, Camden and Savanna, and great great granddaughter, Erynn. He was preceded in death by his loving wife of 63 years; Evelyn, his parents, two sisters; Helen Bergan and Lucille Wangsmo, daughter in law, Rhonda Knudson and grandson Adam. Stillaguamish Tribe Accepting Applications for Grants to Address Impacts from Tribal Gaming (Arlington, WA) -- The Stillaguamish Tribe is accepting applications from public and non-profit agencies for projects that will address negative impacts on the north Snohomish County area from Stillaguamish Tribal Gaming operations at Angel of the Wind Casino. The funds will be awarded on a competitive basis to eligible ap-
plicants with a demonstrated approach to address a negative impact as a result of tribal gaming at Angel of the Wind Casino. Applicants must also demonstrate the ability to complete their projects by December 31, 2013. The Stillaguamish Tribe opened the Angel of the Wind Casino in October 2004 and added an additional 44,000 square feet of gaming in December 2008. Under a gaming compact with the state of Washington, the Stillaguamish Tribe is required to reserve 2% of its net profits to address negative impacts on the local community from gaming operations. The compact also requires that a committee be appointed to review the applications and recommend funding to the Stillaguamish Tribal Council. The committee is comprised of representatives from the City of Arlington, Snohomish County, the Washington State Gambling Commission, and the Stillaguamish Tribe. LAKEWOOD — Lakewood hosted the Lindbergh Eagles in the first round of the 2A State Football Tournament looking to become the first 10-win Cougar team in the school’s history. Lindbergh’s 13-yard touchdown pass early in the first quarter would be the only time the Eagles’ offense found the end zone. Lakewood would not have such a problem, scoring on the ground and through the air for a 43-13 win. “We found film that said Lindbergh was a passing team with a good quarterback and wide receiver,” said Lakewood head coach Dan Teeter of the Cougars’ first-round opponent, against whom the Cougars put an extra man in the defensive secondary
to slow the Eagles’ aerial attack. “I’m proud of our guys for not letting up big plays. Lindbergh scored a touchdown on their first possession, but not much after that.” Lakewood’s own offensive attack, the three-headed rushing beast of Justin Peterson, Christian Melton and Donovan Evans, emerged this season as the team adjusted to adversity. “With the loss of (senior tight end Dustin) Stanton we switched to runheavy personnel,” Teeter said of his team that scored five times on the ground against Lindbergh. “If it isn’t broken, don’t fix it.” Lakewood junior running back Donovan Evans put his team on the board in the first quarter with a 25-yard touchdown run. Lindbergh answered with a touchdown through the air, but Evans broke through from two yards out, complemented by junior quarterback Justin Peterson’s two-point conversion run, to put his team up 14-7 after the first 15 minutes. Junior wide receiver Brandon Stott gave Lakewood’s running backs a
breather, burning Lindbergh’s defense in the second quarter for a 39-yard touchdown through the air, though the following two-point pass attempt would fail. Lakewood senior Christian Melton cruised for a 6-yard touchdown run to put his team up 27-6 at the half and Peterson scrambled from the one-yard line to extend the Cougar lead to 34-6 after three quarters. Cougar sophomore kicker Randy Anaya joined the Lakewood scoring party with a 35-yard field goal in the fourth. Lindbergh scooped a Cougar fumble and returned it 42 yards for a score in the final 15 minutes, but Lakewood had the last laugh, though they missed the extra point, with a three-yard Melton touchdown run to finish the game, 43-13. Lakewood moves on to host W.F. West of Chehalis, a squad that employs the option and makes defenses play physically, in the State quarterfinals at Marysville-Pilchuck High School on Nov. 18, beginning at 7 p.m.

ARLINGTON — The Arlington varsity basketball team is hungry to get back to the state tournament after last year, in which the squad shared a Wesco 4A championship with Monroe and made the State Tournament for the first time in nearly 50 years. Seven seniors — guard/forward Eric Carlson, guards Zach Cooper, Connor Cummings and Griffin Ginnis, forward/ center Isaac Ladines, forward Blake Petersen and center Shea Struiksma — have since graduated, but Nick Brown, Arlington’s head coach of six years, is excited to see what his younger players can do. “We had one of best seasons in history last year,” Brown said, impressed with his young squad’s physicality in summer play which bodes well for his team’s success in the 4A gauntlet in the coming months. “I’m hoping we can bring back the same enthusiasm. We’ve got a new group, so we’ll see what we’ve got.” Brown preaches stingy
defense and will urge his team to push the ball down the court, but also to execute in the half court when fast breaks are not there. Slowing the ball down with one-onones seeking three to five passes to get best shot is the crux of Brown’s game plan. There is an abundance of talent to assess as he begins to rebuild his varsity team during tryouts from Nov. 14-18. According to Brown, senior forward Skylor Elgarico is a physical, outstanding athlete and competitor with incredible speed. Sophomore guard Gavin Smoke is Arlington’s hardest-working player and an outstanding ball handler who has done well adjusting to game plans and tricky situations. Third-year letterman and senior forward Bo Brummel returns to the team after being thrown to wolves, as Brown put it, on the varsity team two years ago as a freshman. His tough, physical nature has prepared him for any competition he may face. Brown said that senior
Marcus Bryson could be the best shooter in the league in addition to an incredible rebounder, while senior guard Tanner Goheen is a tough, rising leader. Junior Dan Boyden has incredible fundamentals, extreme strength and is one of smartest players in the Arlington basketball program. Junior guard Terry Dawn, “a phenomenal scorer with a silky smooth shot,” in Brown’s words, is one of the best players in the league. Senior guard Conner Davis is a lights-out shooter. Senior center DJ Smith is an incredible athlete. “They’re just great kids with good skill,” Brown said. “They’re going to be physical and they’re going to compete. We want to do really well at the Garfield Jamboree (Nov. 26 at Garfield High School in Seattle) against really good teams.” Arlington varsity opens its season on Nov. 29 against Marysville Getchell. 4A League play begins Dec. 6 at Stanwood. “Make no mistake,” Brown said. “We’re ready to go.”

Council interviews candidates Nov. 16 ARLINGTON — The Arlington City Council will be interviewing candidates for the seat left vacant by Council member Scott Solla’s passing. The City Council will conduct a special meeting at its chambers, located at 110 E. Third St., starting at 6 p.m. on Wednesday, Nov. 16. The city of Arlington has calculated its 90-day window to select a new Council member to serve out Solla’s term retroactive from Sept.
3 of this year, which would give the Council a deadline of Dec. 1 to appoint Solla’s successor. Prospective candidates for Solla’s Council seat were given a deadline of Nov. 10 to apply for the position, so that the current Council members could review the applications during their Nov. 14 workshop meeting. Interviews of the candidates will be conducted during the open public meeting on Nov. 16.
From there, the Council will review the candidates during an executive session on Nov. 28, before deciding which candidate to select as Solla’s successor during an open session either that same evening or on Nov. 29. “Nov. 28 would normally be the Council’s workshop meeting, so they’ll convene a special meeting for their decision that will be open to the public,” Arlington Assistant City Administrator Kristin Banfield said.

her husband Jon, an occupational therapist. “We now employ 38 caregivers.� Several years ago, Jon Senn wanted to keep his aging and widowed grandfather at home, even though his grandfather was unable to handle many of the daily chores of living alone. “Because not much family lived close, my grandfather had to transition to an assisted living facility in order to receive help with his daily care,� said Jon Senn, who added that this scenario has become more and more commonplace for many families living in the Puget Sound region. These circumstances inspired the Senns to help other families throughout Snohomish County find quality caregivers for their parents when they find themselves in the same situation. Cascade Companion Care’s new offices, in Suite 304 of the Medallion Hotel at 16710 Smokey Point Blvd., help them better accommodate their dedicated staff, as
