For the 2011 general election in Federal Way, early results show newcomers Susan Honda and Bob Celski winning seats on the city council, with incumbent Dini Duclos earning reelection to the council. Voters also picked Claire Wilson for school board. However, the race for school board position 3 is in a statistical dead heat between Danny Peterson and Liz Drake — even though Drake pulled out of the race last month to
become principal at Thomas Jefferson High School. For South King Fire and Rescue, incumbent commissioners Mark Thompson and Jim Fossos won reelection. Tim McClain was elected to the Lakehaven Utility District board of commissioners. Initiative 1183, the controversial liquor privatization measure, is passing with more than 60 percent of the statewide vote. Results for this all-mail election will be certified Nov. 30. The King County Council unanimously adopted its 2012 budget on Wednesday, with the council placing an emphasis on continuing its “proactive approach to reforming county government while protecting vulnerable populations and increasing the focus on county roads.�
According to the county, the $5.2 billion budget includes $650 million for the General Fund, of which 76 percent will be committed towards public safety and criminal justice programs. The County also touts that “even in the midst of the Great Recession, the adopted budget continues to protect the County’s AAA bond rating by not using the County’s cash reserves or tapping the rainy day fund.�
Budget chairwoman Julia Patterson was pleased with the budget being adopted ahead of schedule and also with the fact it continues to fund programs that help the most vulnerable people in King County. “For the second year in a row, we have been able to produce a county budget ahead of our projected schedule,� she said. “This budget responds to the [ more BUDGET page 3 ]
Standards Based Education (SBE), the new system implemented by Federal Way Public Schools (FWPS) this year, drew a vociferous round of criticism at the FWPS board meeting on Tuesday. But instead of parents being upset at the implementation of a new policy, it was teachers who expressed their displeasure and frustration at the way the new policy was implemented throughout the district this year. Staff from various schools, along with a fair number of parents, packed the Federal Way City Hall council chambers, making it standingroom only, with some having to stand out in the hall in an attempt to view the proceedings. SBE, which is aimed at creating standardization for teachers and students regarding grading, class content and other important areas, was rolled out in an awkward and frustrating fashion, said Jason Brown, president of the Federal Way Educators Association during the Nov. 8 meeting. “The majority of staff here in Federal Way support Standards Based Education. What my members have asked to share with you this evening is their extreme frustration over the process,�
Brown said. “They believe the process we’ve used thus far has been confusing to staff, students and parents alike. It has not been uniform across grade levels or sites and has created an enormous and unrealistic workload for teachers and support professionals, as well as principals.� Brown continued, saying FWPS teachers are “burning the candle at both ends,� and feels a major issue with the implementation of SBE has been technology related, a common refrain from previous board meetings in the 2011 school year. “(My) membership believes that the technology glitches have been a major contributing factor to the frustration,� he said. “But the most significant concern has come with the workload, with the [ more TEACHERS, page 2 ]

writing of curriculum and the creating of assessments for so many power standards and learning targets. Staff feel that student learning has taken a backseat to data entry.â€? Kay Walls, an eighthgrade teacher at Lakota Middle School, backed up Brown’s claims, providing some hypothetical numbers on the work being required of teachers under SBE. “The reality is, I have 100 students. I give one test. It has six learning targets. That’s 600 grades,â€? she said. “If I take 10 minutes to correct the test, and 10 minutes to figure out if they passed or failed the standards, including time to input the grade, that’s 2000 minutes. That’s 33 hours. That’s one test.â€? Matthew Gillis, a student at Federal Way High School, also expressed his frustration with SBE and its effect on himself, his fellow students, and his teachers. “This new grading system‌It’s a nice system in theory, but there’s a difference between something working in theory and something working out in reality,â€? he said to a round of applause from the crowd of mostly teachers and staff. “As a student I’ve been able to observe the frustration it has caused my fellow classmates and my teachers. It’s just more effort and it causes frustration‌we just‌it just doesn’t seem to work with us, we just can’t click with it. We just don’t like it.â€? Superintendent Rob Neu, and board members Angela Griffin and Suzanne Smith, took the time to respond to concerns expressed by the those in attendance. Neu touched on the fact that he and Brown have been in consistent and frequent communication regarding the issues surrounding SBE and it’s implementation. He also noted that he’s made the effort to meet with teachers personally, to sit with them and see how the

system works. But, he did recognize that the issues still exist. “You’re right. It’s not working like it should at this point,â€? Neu said. “The bottom line is, we’re in the system, and we’re hearing the struggles, but I’m also hearing tremendous success stories. What I want to share with you is that we will continue the conversation, continue the effort. I want to thank you. I know it’s been hard. I can’t emphasize that enough. It’s a monumental shift, it’s an important shift. I’ve looked at all the research out there, and I’m convinced we’re heading in the right direction. I do think that once we get all the kinks ironed out, we’ll be proud of our direction.â€? Griffin said she was happy to have so much feedback, from all involved, but wanted to know why there seems to be so much difficulty for so many to adjust to SBE. “I am thankful to get the feedback from, the term that was used tonight was practitioners, and that’s invaluable. We need to listen and have some two-way communication,â€? she said. “I have been asked by one teacher to have a meeting to sit down and see how their classrooms are functioning. I would like to say if there are others who would be willing to meet with us individually or collectively. What’s different from how teachers have had to develop assignments and do lesson plans and grade and report that grading. Why is it taking so much more time? I want to learn from the people in the buildings.â€? Smith said that change is difficult and painful, but that the change and the pain being felt throughout FWPS is worth it. “We can change when the pain is less than the pain to remain as we are,â€? Smith said, referencing an unattributed quote. “Everything is painful, everything is hard. And ask any woman in the room who’s gone through childbirth‌it’s worth it after awhile.â€? Smith continued, saying that anything worth doing is going to come with some blood, sweat and tears. “But everything that’s worth doing is going to be hard. There’s going to be growing pains and some things we have to work through. And as a system, if not now, when? It’s hard and it’s painful, but it’s worth it, because we can’t stay how we are.â€? It is also a budget that builds upon efficiencies and creates transparency within County government, while continuing reforms that help the County work smarter, use fewer resources and increase the value of its services.” Councilwoman Kathy Lambert said she was happy with the budget’s attention to County roads. “As the Councilmember with the largest unincorporated area, this budget calls for a redirection of the County’s Road Service Division towards maintenance of the County road system and reducing administration,” Lambert said. “Reducing management positions will increase workers in the field, a realignment
that puts additional personnel on the road to help with snow removal and snow response.” The theme for the 2012 budget was “Tackling Reality, Continuing Reform.” One area that the council differed from King County Executive Dow Constantine’s proposal was in providing funding for basic human needs. According to the County, “instead of having human service funds allocated through a County Request for Proposal (RFP) process, the council has allocated $1 million in one-time funds to be split equally between three regional organizations that work directly with essential programs assisting those in need.” The three areas are food, shelter and safety. The County indicates the agency Food Lifeline will work with and allocate funds to programs that deal with addressing hunger in King County, while the

Councilman Pete Von Reichbauer said the 2012 budget addresses the challenges facing King County, while remaining fair. “This budget reflects the challenging economic climate facing all of King County’s citizens,” he said. “In the end, we have created a fair and humane budget while confronting the tough decision(s) for our future.” While the council expressed it’s happiness with the easy adoption of the 2012 budget, the looming issues that will come down from the State budget, namely the cutting of an additional $2 billion, were still on their minds. “The results of the upcoming special session held by the state Legislature will have a direct impact on King County in 2012,” Patterson said. “While we should be proud of the work we have achieved in

balancing our own County budget this year, we must prepare for the reality of looming state budget cuts that could mean a dramatic blow to the county’s most basic services moving forward.” Council chairman Larry Gossett also views the upcoming cuts from the state budget as cause for concern for King County and it’s residents. “King County continues to be indebted to our employees for finding and implementing efficiencies that save us money and provide excellent resources even with a reduced workforce,” said Gossett. “However, as this economic crisis continues, King County will not be sustainable if we do not find new revenues, especially in light of the impending federal and state cuts that impact King County’s budget directly.”

Following is a sample from the Federal Way police log: Knife found: On Nov. 3, at 10:53 a.m., in the 31000 block of 28th Avenue South, a knife was turned over to police at Truman High School. According to the police report, a custodian had found the knife the previous day in a boys bathroom after school was out. The knife was disposed of by the police department. Tools stolen: On Nov. 2, at 11:05 a.m., in the 30000 block of 10th Avenue South, it was reported that a number of tools were stolen from a work site. According to the police report, the tools were stolen from a building that is currently under renovation. An unlocked window was used to gain entry into the building. Mom spills coffee: On Nov. 3, at 2:10 p.m., in the 600 block of 316th Street, the reporting party informed police they had an argu-
ment with their mother. According to the police report, the reporting party feels his mother may have dementia because she tipped over her cup of coffee and then “smirked about it.�. Stolen bike: On Nov. 3, at 4:44 p.m., in the 2400 block of Sothwest 333rd Street, the victim reported their bicycle had been stolen. According to the police report, a chain that was used to secure the bike to the pole of a carport had been cut through. The victim believed the bike may have been stolen by local youths, although the police reported the victim had no evidence to substantiate those claims. Break-in foiled: On Nov. 3, at 6:46 p.m., in the 35000 block of 6th Avenue Southwest, the reporting party heard noises outside of their home. Upon investigating the noises, they found an unknown suspect attempting to use a pry bar to break into their camper. The suspect fled upon the owners arrival, and the victim was unable to identify any distinguishing features of the suspect.

Gifts from grass-roots heroes To hear people speak from the heart, just attend a funeral service or a wedding reception. Some of those speakers oftentimes need to be cured of the dreaded “foot-inmouth disease.â€? But every once in a while, there are some priceless nuggets to be gained. I attended a memorial service for a noted Seattle surgeon not long ago. I was moved by what speakers had to say about him. Nobody lauded his opulent lifestyle. The theme of this man’s legacy was that he made a difference in people’s lives. When a young divorced mother of three was going through hard times, the benevolent doctor asked that the woman and her children come to his home for dinner daily. He gave her children weekly allowances, too. &WFO UIF GBNJMZ DBU EFGFDUFE BOE UPPL VQ SFTJ dence at the doctor’s home. The woman could not compete with her pet’s newfound taste in shrimp pâtĂŠ and other feline delicacies. The doctor also sought out cash-strapped DPMMFHF TUVEFOUT XIP XFSF TUVDL PO 5PQ 3BNFO noodles, and wined and dined them at expensive restaurants. As I grow older, I have come to realize that many times the small deeds done in communities have a way of impacting cities, countries and even the world. Take, for example, Oseola McCarty, a washerwoman born in Marion County, Miss. As a young girl, McCarty dreamed of becoming a nurse. When her aunt and grandmother became ill, however, the schoolgirl had to leave the sixth grade to care for them. Coming from a line of washerwomen, McCarty saw no other outlet to make a meaningful
livelihood than to follow in their footsteps — a job she did for more than 70 years. 3FBDIJOH UIF SJQF BHF PG UIF VO married woman who never pursued her desire of becoming a nurse, shocked the world in 1995 when she made a gift of $150,000 (a large portion of her life savings) to the University of Southern Mississippi to help needy students pursue their degrees. McCarty sought no monuments or proclamations from the powers that be. “I’m giving this money away so that the children won’t have to work so hard like I did,� the bighearted woman said when pressed about her largesse. This woman’s example is living proof that one does not need to be super rich to exercise B IFBSU PG HJWJOH &BDI QFSTPO DBO NBLF B EJG ference. The end result is that both givers and recipients reap rich rewards. Could one washerwoman’s monetary gift be the catalyst for spurring Bill Gates and Warren Buffett into action with their global initiative in changing lives? One may never know. From McCarty’s simple and frugal lifestyle, she was able to impress the world with her kind deed. Media mogul Ted Turner was so moved by this selfless act that he later gave away $1 billion to the U.N. College endowments grew exponentially. I recently helped a high school student with college prep work. And to show his appreciation, he sent me a thank you note via email and a YouTube link with a beautiful piece of music. This standard procedure encourages more thoughtful discourse while reducing sarcasm and cheap shots. Indeed, the promise of anonymity has generated feedback from readers who otherwise stay in the woodwork. Anonymity grants readers another outlet for their opinions, with the option of creating an alternate identity to suit an alter-ego. However, anonymity cheapens the credibility of an online comment, and even encourages commenters to amplify their vitriol because they can get away with it. Online readers without a Facebook account who wish to comment on stories may still write letters to the editor. 3FHBSEMFTT PG ZPVS QSFGFSFODF DPOTJEFS UIBU anything worth reading is also worth signing. Anonymity lends itself to entertaining banter, but at the cost of not being taken as seriously. After all, if a message is not worth standing behind, then what is it worth in the first place?

And the Legislature hasn’t even weighed in yet. There will be a rush by some for tax increases, but that should be a last resort — if considered at all. Almost every household in the state is facing its own budget shortfall. They can’t be expected to bail out the state. A better approach would be to look at tax breaks and state services that don’t put our most
vulnerable residents in the crosshairs. It’s true that eliminating such things also has a downside. But the bottom line must be, which is worse: telling a poor person with a painful dental or medical condition to just live with it, or telling a business or industry that the rationale for a tax break has outlived its benefit to the state? Likewise, while the state has eliminated a number of boards and commissions, can anyone in the Legislature say that those that remain are “critical” to the state’s well-being? I doubt it. Finally, Gregoire and the Legislature once again must try to bring state workers into the real world regarding wages and benefits. I don’t want to sound like Ebenezer Scrooge, but the reality for many non-government workers is that they haven’t received raises — cost-of-living or otherwise — for years and their share of such things as insurance benefits is steadily
November 12, 2011 [7] climbing. Would being part of that same reality be painful for state workers? Sure. But what they do is no more important than what those in the private sector do every day. No one should relish what the governor and Legislature will have to face starting Nov. 28. But that has become the ongoing reality for individuals and other institutions in our state. But he wouldn’t trade May for any of them. “D.J. is a tailback that we haven’t had,” Meagher said. “As coaches we have had a lot of conversations and I feel like he’s the best. None of those guys played tailback in
college. They all switched positions. I think D.J.’s a tailback at the next level.” “It doesn’t bug me that much,” May said about his lack of college options at this time. “I just know that I have to work harder to get an offer. Things will work out if I keep working hard.” May burst onto the football scene during his junior season for the Eagles. Home cooking has been very good for the Todd Beamer Titans girls soccer team. The third-ranked Titans remained unbeaten this year at Federal Way Memorial Stadium by dispatching the Issaquah Eagles, 4-0, Wednesday night in the first-round of the Class 4A Girls Soccer State Tournament. “It was great with our crowd and all these people here,” said junior striker Jenny Hoefel, who tallied two of the Titans’ goals. “The seniors also didn’t want this to be their last game.” Beamer (15-1-3) will now travel to Roy Anderson Field in Purdy Saturday, Nov. 12, to take on the Gig Harbor Tides in the state quarterfinals. Gig Harbor
(13-3-1) erupted for four second-half goals in a 5-1 win at Edmonds-Woodway Tuesday. “The Gig Harbor win was kind of unexpected over Edmonds-Woodway,” said Beamer head coach Joel Lindberg. “It’s going to be a good match.” The win over Issaquah was the Titans’ second in a row after dropping their only match of the year to Kentwood, 1-0, in the South Puget Sound League championship. “I think that loss made us stronger,” Hoefel said. “It taught us that there are teams out there that can beat us and we can still improve. I think this was definitely an improvement.” Beamer dominated from the opening kickoff Wednesday against Issaquah. The Titans had several good shots before Hoefel used her blazing speed to break free behind the Eagle defense and hit the ball into the back of the net in the 11th minute. Beamer’s next goal came with just 4:21 left until halftime. Senior defender Autumn Talney converted a penalty kick for the 2-0 lead. But everything has worked out.� But when he finally got on the field as a junior, May was an immediate star in the backfield. As a junior, May finished the season with 1,310 yards on the ground to finish third in the South Puget Sound League South Division. He was over 100 yards in five of the Eagles last six games, including 266 against Jefferson. “I just started running harder,� May said. “The first couple games were my first year playing varsity and I didn’t know what I could do. Against Emerald Ridge, I just got more comfortable.� “He is not even close to the same player,� Meagher said. “It’s amazing to watch him now. He has a burst from first to fifth gear. He’s just got that extra speed. But he can also get the tough yards as well and that makes him special on the football field.� May followed up his junior year by making more noise during the spring and summer camp series around the Pacific Northwest. At the Nike SPARQ Combine in Oregon this summer, he clocked a lasertimed 4.49 in the 40-yard dash, which was the third best at the combine, which included 600-plus of the best recruits on the West Coast. ed 365 participants from Washington, Oregon, Idaho and Alaska and plenty of college recruiters. “The coolest part about D.J. is that he hasn’t let it affect him one single bit,� Meagher said. “I have had a number of kids in his situation before and it’s a real emotional, demanding roller coaster ride. The demand to perform to get a scholarship can weigh kids down. They think they have one bad game and can’t get a scholarship. They lose focus on team goals, which is a negative thing. That stuff is not an issue with D.J.� May hopes he can just keep on smiling all the way to the Class 4A state championship.
