Three unions that represent the Federal Way Police Department voted no on changing health care providers for city employees. The
change, which would have saved the city nearly $619,000 with all parties on board, will now save approximately $300,000 — a result that will cost jobs, according to Federal Way Mayor Skip Priest and the city.
The city had been talking with staff and administrators since the summer regarding a change in health care providers. Federal Way is currently a part of a consortium through the Association of Washington Cities (AWC), and will strike out on its own as a cost savings measure. As part of that
change from consortium member to independent entity, Federal Way will also change from Regence to Group Health Cooperative for employee health benefits. Priest expressed his disappointment at the three police unions — the Police Officers Guild, the Lieutenant’s Police Association
and the Police Support Services Association — not coming along with the change. Priest took the chance to admonish them for not standing together with the city and the rest of its employees. “It turns out, quite frankly, that I was overly optimistic in thinking [ more UNIONS, page 13 ]

As an army helicopter pilot in Vietnam, Gene Krueger had nerves of steel — or as he would say, he was young and stupid. On Dec. 2, 1969, Krueger came to the assistance of a downed Marine crew, piloting a UH-1H helicopter into an area under attack. “Despite the hazards of gusting winds, intense enemy fire and lack of visibility due to nightfall, Chief Warrant Officer Krueger succeeded in keeping the aircraft at a stationary hover below the tree line,” the official report said. “He maintained his position until ordered to vacate the area due to the intense enemy fire from at least five different locations.” For that act of bravery, Krueger earned one of two Distinguished Flying Crosses. He performed a similar death-defying extraction in June 1969: “He lowered his aircraft into the dense jungle with only inches of clearance and held his position until the team was secure and ready to be lifted out… He displayed superior fortitude as intense enemy fire was directed at his aircraft.” Krueger said his most frightening moment in [ more KRUEGER, page 7 ]

Alan was born in Seattle, WA on September 16, 1930 and passed away October 30, 2011 in Federal Way, WA at the age of 81. He graduated from West Seattle High School in 1949, served in Washington National Guard through 1951, and graduated from University of Washington 1955. In 1993 he retired from Boeing, where he had been an Electrical Engineer, Antenna Specialist in the Aerospace Division for 39yrs. Alan was active in his church and community serving as a Deacon, Elder, Sound Technician and handyman for over 50 years. He had a giving spirit. Memberships included Marine View Improvement Club, Mountaineers, Blazing Stars Square Dance Club, and Totem Yacht Club. He is survived by his wife Sally Bradford-Simmons, five daughters, Laurie Smith, Julie Kelley, Sherry (Chuck) Wittrock, Heidi (Mike) Merrifield, and Wendy (Michael) Luttinen, 8 grandchildren Shaun, Ryan, Kiala, Krista, Erik, Alex, Kendal and Karl, 2 great-grandchildren, Teagan and Asher, and large extended family. Keep both fire commissioners I find it disingenuous at best that Len Englund, board chair of the Lakehaven Utility District, would endorse Jerry Galland for the board of fire commissioners, when just a year earlier Galland’s request to be appointed to an opening on the Lakehaven board was soundly rejected; not to mention that he was rated “not qualified� in his race for the state Legislature. While I don’t question Englund’s integrity, I do question
Visions of veterans, food trucks What do veterans and food trucks have in common? Both have the power to bolster Federal Way’s community pride and economy. Let’s start with veterans. Next weekend, the second annual “Honoring Our Own� will pay tribute to military servicemen and women. Before the event’s creation, Federal Way lacked a true Veterans Day observance. Kudos to the Kiwanis and Historical Society of Federal Way for filling this cultural void. Last year’s tribute was soaked in patriotism, history and respect. People of all ages packed the gym at Todd Beamer High School and learned from local veterans. The establishment of this annual tradition marks a big step toward completing a bigger picture. In the past year, an idea has surfaced for a permanent veterans memorial in Federal Way. Aside from being an appreciated landmark for local veterans, a memorial has the potential to attract visitors to the city’s restaurants and businesses. That’s why a memorial fits somewhere in the whole downtown economic development puzzle. A key piece to that puzzle is a public attraction that complements the proposed Crystal Palace and arts center projects. It can act as a backdrop for patriotic gatherings, or give visitors something else to do. The idea has gained enough traction to earn mention by Federal Way candidates during the fall campaign season. Let’s start a committee to hunt for grant money and make this idea a reality. Speaking of enriching Federal Way’s culture and economy, here’s some genuine food for
thought. A food truck festival fad is sprouting in several U.S. cities. For example, the Mayor’s Food Truck Fiesta in Tampa, Fla., kicked off last week with a bunch of wheeled restaurants doling out everything from tacos to burgers to sandwiches. A few thousand people flocked to the monthly downtown festival and stood in long lines. Tampa Mayor Bob Buckhorn was inspired by the excitement he experienced at other food truck rallies around the country. Apparently, some of the brick-and-mortar restaurants are upset about the mobile competition. At the very least, Tampa is creating an opportunity for growth. “I want to brand Tampa as a hip, cool place to be and this is one way to do it,� Buckhorn told one news station. “They’re serving great food, they’re hiring people, they’re creating microbusinesses. It’s a win-win for everybody.� In September, Seattle’s Mobile Food Rodeo featured trucks from across the Northwest. With food trucks ripe for picking in this region, Federal Way could explore a festival of its own. Unlike the Seattle rodeo, Federal Way’s food truck festival should have free admission. Set up the trucks at one of the empty downtown lots, charge the vendors a fee and let them sell what they want. Encourage a range of affordable food options, promote the heck out of the festival and presto — residents and out-of-towners will come play in downtown Federal Way. And maybe, just maybe, they’ll stay a while. Andy Hobbs

Celski’s track record Over the last several months, I have been observing the race for the Federal Way City Council position 5.
The differences between the candidates are much greater than are being reported in the paper. Jack Dovey has been a member of the city council for several years and as such, he is a true insider to the workings and biases of the council. He has been involved in many of the decisions that have and are impacting on the citizens of Federal Way. I say involved because from what I have been able to find in the public record,
and again pointed out by the councilman himself at an October debate, he only goes along with everyone else. The attitude of, “if they’re for it, then so am I,� seems to be his motto. One exception to this may be the Cascadia MedTech Association. He was an avid supporter of the city council’s supporting and funding this program, and he is very proud of the program. Bully lesson On Oct. 31, students at Nautilus K-8 made a pledge to combat bullying and not become one themselves. The school said no to Halloween costumes and yes to wearing orange. Diane French, dean of students, said anti-bully efforts the past few years are making a difference. Rich Garmong, Federal Way Note: In 2009, the city council authorized the city manager to enter into a contract with the nonprofit organization called EnterpriseSeattle for a feasibility study for medical device innovation in Federal Way. The for-profit Cascadia MedTech was formed in 2010. The city council has not taken action or voted in regards to Cascadia MedTech, according to the city attorney.
Dovey votes for what is right I voted for Jack Dovey and I urged you to do the same. As a business owner, Jack has the ability to see both sides of an issue. He has proven to be an approachable leader, who is very aware of the impact each vote makes on the citizens of Federal Way. I find it interesting that people who haven’t the gumption to file for election themselves, find fault with anyone who does not vote their agenda. I applaud Jack for voting for what is right in Federal Way and urge voters to return him to the city council. We need him at any time, but especially in these tough economic times. We need experience and commitment, and Jack has both of these values.

Celski is a friend and mentor This letter is written as an endorsement for Bob Celski as a Federal Way City Council member. I have known Bob for about 17 years and over this time, Bob has played many different roles in my life. He has been a teammate, a mentor and, most importantly, a friend. I first met Bob through our mutual passion of speedskating. I believe I was only 11 years old at the time when Bob and his three sons Chris, David and J.R. joined the Pattison’s West speed skating team in Federal Way. All of them had an eagerness to learn, including now Olympic short track medalist J.R., who was only 5 years old at the time. With the support of Bob’s wife, Sue, who attended every single practice, the group of boys got pretty dang good at speedskating. In fact, Bob and J.R. actually won [ more LETTERS page 8 ]

As fuel sprayed the crew’s faces and soaked the cabin, Krueger feared the aircraft would ignite in a fireball. He landed the helicopter in South Vietnam, with a dead engine, in about two minutes. “If faced with the same situation today, how would I act and react?� he said, recalling the incident. “That was probably my scariest event in Vietnam.� Krueger will be the keynote speaker at a Veterans Day observance called “Honoring Our Own� at 1 p.m. Nov. 12 at Todd Beamer High School. The Federal Way resident retired in June 2011 from the National Guard, a few years after a four-month tour of duty in Afghanistan. In between Vietnam and the Middle East, Krueger worked for Northwest Airlines and managed SeaTac airport for a few years in the late1980s. In 1996, he worked full time with the Washington National Guard as a helicopter instructor pilot and became the state’s first Command Chief Warrant Officer.
At the Veterans Day observance, Krueger will share his thoughts on service, stewardship, life lessons and the ultimate sacrifice. “Service is not limited to those in uniform,� said Krueger, 62, at his Federal Way home. “We all in various ways contribute to the good of the United States.� Krueger was born and raised on a farm in North Dakota. He married his high school sweetheart, Sharon, then headed to the jungles of Southeast Asia. His initial interest in the military came during high school. Krueger wanted to

n Dec. 16, 2010, Benson Henderson sat on a stage in front of reporters inside the Jobing.com Arena in Glendale, Ariz., weeping. The tears were flowing because the Decatur High School graduate had just lost his World Extreme Cagefighting (WEC) lightweight championship belt to Anthony “Showtime” Pettis, ending a 10-fight win streak. The heart-breaking defeat, which included a highlight-reel kick by Pettis, looked like it would derail Henderson’s promising mixed martial arts career. “It was definitely a step back,” Henderson said of the loss Wednesday. “It was a downer.” But fast forward 11 months and things couldn’t be better for Henderson. After moving into the Ultimate Fighting Championship (UFC) following the Pettis loss, Henderson’s MMA career is back on the fast track. He has dominated his two UFC fights against guys that were “supposed” to beat him. Now, the 2001 Decatur grad will fight Clay Guida in the co-main event at the UFC on FOX event Nov. 12 at a sold-out Honda Center in Anaheim, Calif. The winner will, most likely, get a UFC lightweight title shot in their next fight. The event will be the UFC’s first foray onto network television and feature a heavyweight championship main event fight between Cain Velasquez and Junior dos Santos. The UFC on FOX will run from 6 to 7 p.m. Nov. 12. “It’s very exciting to be on the FOX card,” said Henderson, who is 14-2 in his MMA career. “It’s going to be big and historic.” Although UFC President Dana White wouldn’t guarantee the Henderson/Guida winner a title shot against current lightweight champion Frankie Edgar, he also didn’t shoot it down. “I don’t know. Two of the top heavyweight prospects in the Pacific Northwest, Federal Way’s Vincent Thompson (9-0) and Tacoma’s Jonte Willis (8-1-1), will face each other on Saturday, Nov. 5, in the 10-round main event at Battle at the Boat 84 at the Emerald Queen Casino in Tacoma. Thompson remained unbeaten with a unanimous decision over Masataka Takehara in August at Battle at the Boat 83. Takehara was a former national champion and the No. 1-ranked heavyweight in Japan. Earlier this year, Thompson and boxing trainer/
commentator Teddy Atlas spent a week in Moscow, Russia. Atlas is known for training Michael Moorer to a world heavyweight title in 1994. In Russia, Thompson sparred and trained with Alexander Provetkin (220), who defeated Ruslan Chagaev on Aug. 27 for the vacant WBA world heavyweight title. On Nov. 5, Thompson (2 KOs) will face Tacoma heavyweight Willis (3 KOs) at Emerald Queen Casino. Willis told the last Battle at the Boat crowd to expect a great fight. “This has been a long time coming,� Willis said after Thompson’s win over Takehara. “This will be one

After Decatur, Henderson went on to wrestle at Dana College in Nebraska, where he earned NAIA All-American honors as a senior after finishing in fifth place at 157 pounds in 2006. Henderson’s performance helped Dana College win the NAIA national championship that year. He actually started MMA fighting a year later after a dare from a couple of Dana wrestlers.

Since then, I have been more aggressive and go get the other guy. I come out harder and stronger, more aggressive. I lost because I was backing up too much.� “If I had to make a pick, I’m going with Henderson (over Guida),� said Pettis, who has fought both. “Henderson was amazing in his last fight. It looks like he’s putting it all together. He is another guy who’s growing in the sport very, very well. I think Guida’s going to have a hard time controlling him. I’m very interested in watching that fight, and it should be a good one.� But Pettis and everyone else in the United States who’s not inside the Honda Center Nov. 12 will only be able to watch the Henderson-Guida fight streaming on their computers. As a result of this decision today, and the fact we do not have the $300,000, it may make it a lot more difficult to accept the COPS grant,� Priest said. Part of the issue with this grant, the mayor shared, is that any position initially funded by the grant eventually must be funded by the city after three years. Priest said the city has until Dec. 27 to determine whether it could accept the COPS grant.
