Tolling on State Route 520 across Lake Washington will start in December, the Washington State Department of Transportation announced last week. There is no hard date to begin the tolls as testing of the equipment continues. However, starting approximately a month before tolling begins, WSDOT will conduct test runs to give the equipment a “dress rehearsal,” WSDOT spokeswoman Patty Michaud said. Tolling on the bridge was set to begin this spring. “It has been no secret that we’ve had challenges getting this system up and running, and the work has been more difficult than we anticipated,” said WSDOT Deputy Secretary David Dye. “The requirements we’ve established are rigorous because we want to be totally accountable for the tolls that are collected.” A report sent to WSDOT earlier this month said that while the start date of April was too ambitious, delays that extended beyond June had more to do with the toll col-

The Department of Justice filed an antitrust lawsuit Wednesday to block AT&T’s proposed $39 billion acquisition of Bellevue-based T-Mobile, arguing that it will cost mobile customers dearly and hinder innovation. “Consumers across the country, including those in rural areas and those with lower incomes, benefit from competition among the nation’s wireless carriers, particularly the four remaining national carriers,” said Deputy Attorney General James Cole. “This lawsuit seeks to ensure that everyone can continue to receive the benefits of that competition.” The Justice Department said AT&T could obtain the same network enhancements that it claims will come from the transaction if it simply invested in its own network without eliminating a close competitor. The merger would combine two of the top four mobile outlets, leaving AT&T and Verizon well ahead of other mobile competitors. AT&T representatives said the company

The Bellevue Education Association (BEA) approved an agreement Wednesday on a new contract, meaning schools will start on Tuesday as scheduled. “I am pleased to hear our teachers have approved the contract agreement which allows us to start school on time,” said Bellevue schools Supt. Amalia Cudeiro. “This contract contains a number of bold changes and change is often difficult. I understand this and will continue to work with teachers, staff and parents to listen to their ideas, thoughts and concerns as we move forward to implement the new changes in this contract. I believe these changes will benefit both students, as well as teachers.” The yes vote came after the district and teachers association reached a tentative agreement the day before after several months of negotiations. was caught off guard by the Justice Department’s decision. “We are surprised and disappointed by today’s action, particularly since we have met repeatedly with the Department of Justice, and there was no indication from the DOJ that this action was being contemplated,” AT&T Executive Vice-President Wayne Watts said in a statement. Watts said AT&T plans to fight the complaint, and the company has asked for an expedited hearing to make sure the deal moves along as quickly as possible. Should the deal fall through, AT&T would be forced to pay T-Mobile’s parent company Deutsche Telekom $3 billion. T-Mobile declined comment on the deal until a formal statement could be prepared. It remains unclear what long-term impact this suit could have on T-Mobile. Deutsche Telekom has said it is not interested in investing further in T-Mobile. It seems unlikely that another company would be willing and able to step in and buy T-Mobile if AT&T’s plan is blocked.

Though WSDOT has had issues with ETC, an expert panel that advised the state recommended sticking with the company as any change could lead to an additional two years of delay. Much of the issue comes with the fact that the system planned for SR 520 has never been implemented before. While none of the features are new, they have never been aggregated before, Michaud said. Dye said a delayed start date for SR 520 tolling will not affect planned toll charges, which are used to pay off the 30- and 40-year bonds. With a delayed start, bond repayments will extend out a few months at the end of the bond period. Tolling on SR 520 is expected to raise $1 billion overall toward the $4.65 billion SR 520 bridge replacement and HOV program, which includes 12.8 miles of improvements from Interstate 5 in Seattle to SR 202 in Redmond.

CUDEIRO: It’s true, we have many families who have moved to Bellevue specifically for the quality of our schools, and we have had families move to Bellevue from all over the country. That’s because we have systemwide commitment to provide students with an excellent collegepreparatory education to prepare them for college, career and life. Our strengths lie in a common curriculum, high expectations for all students, a strong teaching corps, principals who are instructional leaders, and – again – amazing support from parents and community,

With the start of school set for Tuesday, the Bellevue Reporter sat down with Bellevue School Supt. Amalia Cudeiro to discuss important topics in the school district.
REPORTER: Tell me a bit about the diversity in the Bellevue School District. CUDEIRO: Many people may not realize that the Bellevue School District is officially a white minority district: 49.3 percent of our students are caucasian and, we have at least 84 languages spoken in our schools. Just over 30 percent of our students speak a language other than English as their first language and about 22 percent of our students receive free and reduced lunch. Our student population is quite diverse in race, languages, cultures and income levels.

REPORTER: All of Bellevue’s high schools have made Newsweek magazine’s best high schools in America list. Aside from test scores, what is it that makes Bellevue high schools shine? CUDEIRO: Bellevue’s high schools, like all the schools in our district, benefit from an amazing level of parent and community support. Additionally, all of our students are expected to master a rigorous common curriculum that has been aligned to college readiness standards. Finally, all students in Bellevue have access to AP courses without having to test into these courses. In fact, the expectation is that every student will take at least one AP course before graduating from high school and many students take two or more.
REPORTER: Tell me about some of the additions to district programs that you’re especially excited about. CUDEIRO: We are very excited about the work going on in each and every one of our schools. However, we do have a few new programs that hold tremendous promise and offer parents and students additional options and opportunities. Our new Big Picture School and our new STEM program at Sammamish High School have an emphasis on problem-based learning and will offer mentorships and internships for students. Our new dual language programs – Chinese at Ardmore and Spanish at Sherwood Forest – will provide opportunity for students to become bilingual and bi-literate, skills very much in demand in a global economy.

REPORTER: What were some of the tougher decisions for the 2011-12 school year that had to be made in the face of state and federal budget cuts? CUDEIRO: Because the district made deep cuts in

REPORTER: What advice do you have for parents sending their young children off to public school (kindergarten) for the first time? CUDEIRO: Meet your child’s teacher and ask how you can support the lessons taught in the classroom at home. Attend Curriculum Nights and get to know your school principal. Ask how you can help and get involved in PTSA.

I believe that both the union and the district worked hard to reach agreement on areas that are critical to the continued academic success of our students and further development and support of our teaching professionals.

Fact-finder called in to help resolve issues 2008, expired Thursday. The two sides had been working since July to resolve disagreements on issues that include teachers’ salaries, Wednesday early release time, teacher evaluation and how long teachers have to post student grades online. Agreement had been reached on more than 30 other issues. A fact-finder had been called in to help resolve the remaining issues. The district had proposed that it, as well as schools, direct the use of the 38 hours from Wednesday early re-
lease days that are used for professional development. The education association wanted the hours used for grading, parent conferences and preparation. Another final issue was the timeline for teachers to enter grades into an online gradebook. The BEA wanted the timeline for posting grades to be from 10 to 15 days. The district wanted the work done between eight to 13 days. “Our goal was to reach a contract that was beneficial for students and honors teachers,� Cudeiro said,

REPORTER: How do you see this year going with the projected budget cuts in Olympia? Do you have a plan in place for how to handle that? CUDEIRO: Our finance department has taken a conservative approach to budgeting, yet the cuts from the state will have impacts. Several years ago the district made cuts with the help of a Fiscal Advisory Committee, a group of citizens and staff that provided solid feedback on priorities as well as revenue options. Our commitment is to keep impacts away from the classroom, but we will have to constantly monitor budget information from the state because at this point, the extent of future cuts is unknown.

To read or not to read. For me that is not the question. However, a book and an article I saw recently positioned themselves on different sides of this issue. When I was younger I thought that teachers prescribed reading and writing assignments to create pain. From www. dailygood.org I learned that psychologists give these same assignments to relieve physical pain, by letting patients escape to another world through books, and to alleviate a host of emotional disorders by introducing patients to characters who struggle and resolve problems similar to theirs. Bibliotherapists, as they’re called, will prescribe everything from poems to memoirs to Grimms’ fairy tales, based on the patient’s needs. No one
claims that reading and writing will cure ailments, but rather that they can help people cope. Now I am reading How to Talk about Books You Haven’t Read by Pierre Bayard, a tonguein-cheek analysis of why reading is fruitless, and talking about a book you haven’t read is appropriate. The author shares hilarious quotes from writers who critiqued the work of their peers without reading it, and explains why our preconceived notions make it easy to talk about books we know little about. Bayard also devised a frank annotation system to let readers know his connection to the books he talks about, for example, RB (read book), SB (skimmed book), and FB (forgot book). Looking at my stack of bedside books, I can tell that I live in the “reading is fruitful” world and I know from reading Bayard that I am eminently qualified to talk about his book: (SB).

chools will be in session on schedule Tuesday, thanks to the Bellevue School District and the Bellevue Education Association reaching an agreement on a new contract this week. As things usually play out in such negotiations, each side gave a little and got a little. The bottom line is that kids will be where they belong – in the classrooms learning what they will need to succeed in life. There will be plenty of new things to get their attention. A big one is The Big Picture school, a facility dedicated to helping highly motivated students personalize their learning environment by focusing on real-world work and community engagement. The idea already has been implemented at 130 schools around the world. In Bellevue, the school is starting small – 75 sixth graders and 50 ninth graders – but will grow each year until a full middle and high school is in place. The students will complete a comprehensive college-prep curriculum and will be encouraged to enter the Running Start program at Bellevue College when they are juniors and seniors. Also new this year is a program at Sammamish High School, a nationally recognized rigorous engineering course to help kids develop skills they will need in the 21st century. It’s so innovative that Sammamish is the only school in the state to receive a five-year, $4.1 million grant from the U.S. Department of Education to support the project. There’s lots going on in the elementary schools, too. A Chinese program at Ardmore and a Spanish program at Sherwood Forest will help kids become bilingual and bi-literate – skills that will help them in the future. Perhaps most impressive is how this all came about at a time when the state is cutting education funding. The Sammamish project, for example, drew $1.1 million in private support, including $830,000 from the Bellevue Schools Foundation, to help secure that federal grant. As a Realtor, every week I meet people who are drawn to this area by our community parks, beautiful mountains and cool, clean bodies of water. I see firsthand how investing in our playgrounds, trails for biking and hiking, boat ramps and athletic fields strengthens our local economy. Many of those investments would not be possible without help from the Land and Water Conservation Fund (LWCF). LWCF is an innovative federal program funded by offshore oil and gas fees – not taxpayer dollars – to protect natural resources around the country. Known for protecting iconic areas like Mount Rainier, the Mountains to Sound Greenway/I-90 Corridor and other recreational treasures, LWCF
also provides states with matching grants for state and local parks. From Mercer Slough to Crossroads Community Park and Newcastle Beach Park, LWCF has made key local park projects in Bellevue possible. Unfortunately, the U.S. House Appropriations Committee has approved legislation that would slash funding for LWCF by 80 percent. This cut would cripple the ability of the LWCF to continue making a difference in our state. Given this attack on the LWCF, we are fortunate that Rep. Dave Reichert understands the connection between protecting natural areas and safeguarding our state’s economy. Rep. Reichert co-sponsored and helped pass an amendment to increase LWCF funding by $20 million – an important first step in restoring funding for this important program.
We have seen time and again that protecting wildlife habitat and natural areas, investing in state, local, and national parks and trails, and providing water access increases the value of nearby homes. Increased property values benefit both property owners and local governments. As our urban areas accommodate new employment and housing opportunities, LWCF funding is critically important for protecting our unique natural resources and enhancing the quality of life for our families. Nearby natural areas and community parks are important to give kids a place to play and to give families and neighbors a place for recreation and mingling. It is essential that we protect the natural beauty that makes Washington a great place to live. Rep. Reichert understands that protecting our quality of life is good for communities and good for businesses. Congressman Reichert’s position on LWCF funding represents sound public policy. I hope other members of Congress will follow his lead in funding LWCF.

Fire destroys Enatai house Sunday An early morning fire destroyed a house in the Enatai area Sunday. Several callers reported seeing large amounts of fire and smoke and hearing explosions in the 3200 block of 112th Avenue Southeast. A neighbor called 911 to report the whole house was on fire. The first crews on scene found a twostory home with flames visible from the windows and walls of the first and second floors. Portions of the roof and the second floor had collapsed. It was quickly determined that the crews could

Fire destroys apartment leasing office
4-year-old boy OK after fall from balcony A 4-year-old boy was hospitalized the evening of Aug. 25 after falling off a second-floor balcony, Bellevue police said. The boy was taken to Overlake Hospital Medical Center after the fall from Hampton Green Apartments in the Overlake area at approximately 5 p.m., police said.
The fall happened while the boy’s parents, who moved to Bellevue from India only three days prior, stepped out of the apartment temporarily. The boy was lucky to experience a soft landing, police said. He landed on bark and landscaping, and he retained consciousness. A detective was assigned to the case to ensure that the boy was not being left alone at home on a regular basis, police said.

State Department: Korean trade deal helps local businesses A pending trade agreement between the United States and South Korea could increase jobs and profits for exporting industries in the state, business leaders said at an Aug. 26 forum in Bellevue. The meeting, organized by the Bellevue Office of Economic Development and the World Trade Council, saw representatives of Bellevue, Boeing and the Port of Seattle testify to the importance of passing the U.S.Korea Free Trade Agreement, which was originally agreed upon in 2007. If approved, the deal would eliminate tar-
iffs on most industrial and consumer goods imported from and exported to South Korea within five years. South Korea was Washington’s fourth-largest export market, with sales of nearly $1.9 billion from diverse products including airplanes, software, architecture, cherries, potatoes and wine. The discussion was led by U.S. State Department Deputy Assistant Trade Secretary William Craft, who spoke highly of the agreement. Craft assured the audience that the Korea agreement, along with two other pending deals with Panama and Columbia, would be a job creator, not a job killer, with the Obama Administration saying the agree-

ments would lead to an additional 70,000 jobs. However, the Economic Policy Institute predicts a loss of 159,000 jobs over seven years and an increase in trade deficits. Craft said the agreements are seen as a key to competing with European markets. Since the European Union signed a deal with South Korea at the start of the summer, trade between the two has increased 17 percent with many tariffs on goods plummeting near zero. “I’m very, very confident that not a job will be lost in the U.S. as a result of any of these (free trade agreements),� Craft said. “I can tell you, if we don’t pass these (free trade agreements), jobs will be lost in the apple
industry, in the transportation industry as Canada and Europeans eat our lunch in what had been traditional American markets.� Port of Seattle CEO Tay Yoshitani said Asian trade makes up 90 percent of the value of items through the port. Korea represents the fourth-most frequent user of the port. Officials said the deal would help exports of wood, machine parts such as automobile and airplanes. The most-likely products to come is would be knitted material and textiles. “The bottom line is we expect more cargo in and out, and that leads to more jobs,� Yoshitani said.

Ed Hume to speak at Arthritis Foundation benefit in Bellevue Master gardner Ed Hume will be the keynote speaker for the Arthritis Foundation’s 2011 Journey to a Cure Fall Tea event, at 2 p.m. Sept. 28 at the Bellevue Club. Hume will share his best tips to adapting Northwest gardens for people with limitations caused by arthritis or related conditions. At one time, doctors told people with one of the many forms of arthritis to quit activities like gardening, stay off their feet and to avoid physical activity because they believed exercise could further damage joints. Today, doctors and therapists encourage people to keep moving; avoiding exercise and movement can increase inflammation and pain which can cause further damage. Research has shown that moderate physical
activity is beneficial in decreasing fatigue, relieving joint pain, strengthening muscles and bones, increasing flexibility and stamina, and improving an overall sense of well-being. Doors open for the event at 1:30 p.m. with tea served at 2 p.m. This event is free, however support for the work of the Arthritis Foundation is requested during the program; all donations are tax deductible. Backpacks, supplies readied for low-income students in Bellevue A total of 1,762 low-income Bellevue students will be given backpacks filled with school supplies this year as part of a program by Congregations for Kids. The project lets the students begin the school year with the same essentials as their peers. The project prepares supplies for
students from kindergarten through high school. All the students qualify for the district’s free and reducedprice lunch program. The program, now in its 16th year, tailors school supplies for specific students. The district prepares the list of students with numbers, genders, grade levels and

Everett woman dies in Bellevue motorcycle crash A 26-year-old Everett woman died Wednesday night after her motorcycle hit a barrier near Interstate 90, throwing her and the driver of the motorcycle onto the express lanes, 40 feet below, according to the Washington State Patrol. The crash occurred just before 7 p.m., when the driver of the motorcycle, a 20-year-old Bothell man, struck a barrier on the interchange from I-405 to I-90, according to State Patrol.
Bill Crooker (1899 – 1956) William Crooker was born in Ontario, Canada in 1899. He was the oldest of six children. His father died in about 1915, and, although Bill was still a teenager, he went to work for the Hewitt-Lea Lumber Company on Wilburton Hill. In August of 1916 the U.S. Army Corps of Engineers completed the Lake Washington Ship Canal. The water level of Lake Washington dropped by nine feet, and the level of Mercer Slough went down with it. The Hewitt-Lea Lumber Co., which had used the Slough to float its logs to Lake Washington, went out of business in 1919. When the Slough dropped it exposed acres of rich, fertile soil, good for growing flowers and vegetables. Crooker purchased some land in the Mercer Slough area, but he could not start planting immediately. The ground was so soggy that men had to dig channels to drain the extra water. After that Crooker had to remove stumps and logs from his property before he could

build a house and plant a garden. In the later years of his life Crooker owned and operated a grocery store on Main Street. He was a member of a number of Bellevue organizations, including the Chamber of Commerce, the Eastside Sportsmen’s Association, and the Volunteer Fire Department.

How does one create lasting memories for someone who visits the beautiful Pacific Northwest for the first time? We welcomed our second Japanese exchange student for the summer this past Friday. She is from Tokyo and a very sweet person. I had the opportunity to move with my family to Kobe, Japan in the early ’90s, where I taught the business of fashion to college students. We were completely immersed in the Japanese culture, and continue to enjoy being a host family to high school and college-age students. We met Yuri Ishihashi for the first time at Bellevue College,

where she will be attending daily English-speaking classes. We wanted to quickly immerse her into using English and share with her why Bellevue and Seattle are great places to visit. On Saturday, Yuri wanted to go shopping, which is a favorite pastime in Japan. On Sunday, Yuri watched Japan’s baseball hero Ichiro Suzuki and the Seattle Mariners unfortunately lose to the Chicago White Sox. Upon returning home, we had our friend Hau’oli Jamora, defensive end for the UW Huskies, and two of his teammates over for dinner. Yuri was impressed, and the players were gentlemen. We wanted to create a Northwest themed dinner, so many of the recipes used were from my new favorite cookbook by Eastsider, Renee Benke, titled “Memorable Recipes.� We have two more weeks to continue creating lasting memories for her, which will be easy to do. We live in such a great place!

Bellevue girls help win soccer title The Eastside FC Girls 98 Red soccer team recently won the premier division of the U13 Mustang Stampede Tournament in Danville, Calif. The team won five of the six games it played over three days, allowing only a single goal in the process and defeating Santa Rosa United Ice in the championship match. The team is coached by Michelle French. Team members Catie Buck, Katie Foster, Sophie Butterfield, Joanna Harber, Ellie Bryant and Maud van der Kooi live in Bellevue and attend Chinook Middle School.
Kim Shek wins EWGA championship Kim Shek of Bellevue had never played the golf course at Palouse Ridge Country Club in Pullman before last Friday’s practice round of the EWGA regional championships. That didn’t stop her from shooting a 77 en route to winning the title and qualifying for the championship finals in Palm Desert, Calif. in Oct. Shek cited course management and consistent ability to hit straight drives as key to her successful round.

Three years ago, Liz Strathy-Merrill and her husband Nick Merrill used their love of running to help raise money to build wells in African villages by running 200 miles from Portland to their Newport Shores home. Two weeks ago, the couple was at it again. After the success of their last endeavor, which helped to build eight wells at $3,500 apiece, the couple knew they wanted to reach out again and of course, they had to up the ante. The goal this time was $50,000 to build a nursery school at an existing
primary school in Uganda through the Bellevue-based “Doingood” Foundation, a non-profit founded by Jeff and Amy Rogers. Amy first traveled to Uganda in 2004 and has been back over 15 times since. She has taken around 100 others with her on those trips and formalized the foundation in 2009, officially registering as a non-profit organization. “You go from city to third-world pretty quickly,” Rogers said of Uganda. “In 2004, there was really nothing there.” Strathy-Merrill met Rogers through a mutual friend and the two soon found out they had a tie that went
back farther than they could have realized. While Strathy-Merrill was a student and swimmer at the University of Washington, one of her teammates was none other than Rogers’ brother John. John died of AIDS in 1996, and in 2005, a school in his honor was completed in Uganda. The same school that Strathy-Merrill and her husband ran across the state to raise money for. “It all just kind of came full-circle,” Rogers said. “That made it a little more special.” Donations from family and friends [ more STRATHY page 11 ]

Pete Wilkinson, the founder of Wilkinson Baseball Academy in Lynnwood and a former high school coach in Washington and California has been named to the head position for the Bellevue Wolverines baseball program. Wilkinson boasts an impressive list of accolades as a former player at USC and national baseball consultant. “I’m really excited with where they are trying to go with the prorgram,” Wilkinson said. “I don’t just want to have a team, I want to build a program.” Wilkinson spent 2010 working with the pitching staff at 3A state champion Mount Si. Lilyanne Rosemary Kramer
Lilyanne Rosemary Kramer, granddaughter of Helen (Thode) Boddy the first white child born in Bellevue, died August 24th at 88 years of age. She was a member of First Baptist Church of Bellevue for 69 years and a member of the Bellevue Historical Society. Rosemary had a life long love of flowers, her dalias were especially beautiful. She enjoyed season tickets to the cavalcade movies in Seattle, attended the Issaquah theater and went to a variety of musical programs. A favorite activity was visiting museums with friends and family: art, historical and the doll museum in Bellevue. www.bellevuereporter.com Wallace was born July 20, 1936, in Sault St. Marie, Ontario, Canada. Following high school and college, Wallace entered the Maryknoll Seminary. The Maryknolls are a missionary-based organization that educates priests to work in developing countries and support others in that endeavor. In Seattle he served in the Maryknoll house and at Seattle University. He transitioned from the Maryknoll Missioners to priestly duties for the Seattle Archdiocese, becoming the pastor at St. Francis Catholic Church in Burien in 1982. In 1998 he was appointed as pastor of St. Louise Catholic Church in Bellevue where he served until his passing. Survivors include his
brothers and sisters, Bill Wallace of Bellevue, Sheelah (Eugene) Zapf of Edmonton, Alberta and Rosemarie (Alexander) MacDonald of Kingston, Ontario; nieces and nephews, Julie (Dan) Touvond and Janice (Ken) Spicer of Kingston, Ontario; Kristine Lee of Smith Falls, Ontario; Patricia (Robert) Parfitt and Bill (Tanya) Zapf of Tampa, Fla. The family suggests remembrances to the Father Phil Wallace Tuition Assistance Fund, 133 – 156th Ave. SE, Bellevue, WA 98007. A funeral mass was held Wednesday, Aug. 31 at St. Louise Catholic Church. A committal service followed at Calvary Catholic Cemetery in Seattle.
Class offered for caregivers Elder and Adult Day Services will offer a class called Powerful Tools for Caregivers starting Sept. 13. The free, six-week free class will be held at Elder and Adult Day Services in Bellevue, 12831 NE 21st Place. The class will be from 3:30-5 p.m. The class is designed to give caregivers tools to better cope with their individual caregiving situation. Topics include ways to reduce stress, communication techniques and dealing with difficult emotions. Those taking the class also will be offered free respite care while taking the class.
