The statement said the board was “disappointed� in the no-confidence vote, and that it strongly supported the work Cudeiro has done throughout her two years in the district.
“We will be discussing additional ways all of us, the board, district staff, the superintendent, and teachers can forge new and stronger relationships to accomplish the work of Amalia Cudeiro preparing all children in Bellevue for college, career and life,� the statement said. Part or all of Bellevue may become a portion of the state’s first congressional district where minorities make up a majority of the population, according to draft plans released Tuesday by the State Redistricting Commission. Such a district would include portions of south Seattle and cities in South King County, Three of the four members –Tim Ceis, former U.S. Sen. Slade Gorton, and Tom Huff – created a district with minorities representing more than 50 percent of the constituency. Gorton, whose plan has Bellevue grouped with South Seattle, Renton and Kent, said his first priority was population equity, while the second was keeping cities together. In his plan, only three cities are split into multiple districts. “This is about far more than majority-minority,� he said. Bellevue is now split between the 1st and 8th districts. The 8th contains the majority of the city along with portions of Renton, Auburn, Kent and rural King and Pierce counties. The 1st District encompasses a small portion of Bellevue north of SR-520 along with portions of North King, South Snohomish and Kitsap counties. REPORTER: What could the superintendent do to improve? MM: Listen. Take the time to think of Bellevue, not the agenda she has. Even last week, the superintendent sent a message to the public misrepresenting the outcome of the bargain. Her statements reflected what she hoped she would achieve in the negotiations, not the actual outcomes. How can we respect her as a leader if she cannot respect the recently ratified contract and the intent behind its language?

The Bellevue Reporter sat down with Bellevue Education Association (BEA) president Michele Miller to discuss her goals and concerns for the district, as well as 97 percent of teachers voting “no confidence� in schools Supt. Amalia Cudeiro. This 97 percent figure was based on 623 voting members present at an Aug. 31 meeting, Miller said. The BEA has about 1,100 members. Miller also said prior to the meeting that 849 of the BEA’s total members completed a job action form and that 83 percent of them indicated no confidence in the superintendent REPORTER: You and 97 percent of the Michele Miller BEA voted “no confidence� in the superintendent. What went into the decision to put that up for a vote? MM: First of all, I want to clarify that this is not my vote. This is the vote of the professional educators in Bellevue. In survey responses, one-on-one conversation and during the discussion which took place at our general membership meeting, these educators have expressed their concern that Amalia Cudeiro does not have the long-term best interest of the district foremost in her mind. Additionally, she charges ahead with policies without any acknowledgment of the background work that must be accomplished in order to make them workable and successful in our schools. I have a bakery analogy which might help. She may be amazing at making fondant flowers. That is what her skill

None of the school board members would speak with you in light of the vote except Christine Chew. What is your reaction to the board’s conduct and how will the BEA proceed in future communication with them? MM: I hoped that the board would, at a minimum, be concerned enough about such a strong opinion being expressed by the staff that they would seek to understand the issues. Instead, they seem determined to ignore the call for dialogue coming from both educators and parents throughout the district. They are seemingly trying to convince themselves and others that this is an issue of sour grapes. Again, a 97 percent ratification vote is not a case for sour grapes. We will continue our work in educating the board and the community about our concerns. I hope that the parents expressing dissatisfaction are comfortable talking with me or the teachers at their school.
REPORTER: Unlike many districts in the region, including Seattle, Bellevue is known for its high-performing students, excellent teachers and award-winning programs. Do you feel that reputation has been maintained under Cudeiro’s leadership? MM: I think Bellevue’s reputation is beginning to struggle. We had a very difficult time filling the multitude of administrative openings this year. Eva Collins worked all summer just to get a few candidates worthy of an interview; this at a time when many educators around the country are out of work. We built a strong reputation with the college boards because of the participation of our secondary teachers in AP Exam scoring. This professional development builds on itself each year, more experienced scorers become leaders within the process. Because of a lack of understanding of the benefit of this opportunity, the district is limiting participation of our secondary teachers despite the fact that we eliminated all financial responsibility for the district.
REPORTER: Do you think the school board will take the vote of no confidence to heart? MM: Given the recent condescending email to staff from board president Chris Marks, it doesn’t appear that they are interested in the opinion of the staff. This attitude isn’t new. The board does little to communicate with staff outside of presentations at school board meetings. That said, I can only have hope that my conversation with Christine will help to move us in the right direction. I truly want to acknowledge her willingness and interest in having a discussion with me. REPORTER: With a sensitive and controversial topic, information can get skewed. Are there any misconceptions about the “no confidenceâ€? vote or the BEA you’d like to clear up? MM: First of all is the misunderstanding that BEA is a union run by outsiders. I am a teacher. The bargaining team members are teachers throughout the district. The voting members are the staff in your schools. We have affiliations with the Washington Education Association and the National Education Association, but BEA is composedÂş of the professional educators you see every day.
REPORTER: What was the most challenging part of the bargaining process? MM: To be honest, we are beyond that now, and I would rather concentrate on the road ahead. REPORTER: Cudeiro’s contract is up in the spring and, in the past, you’ve stated you hope the school board consid-

‘No-confidence’ vote not tied to new contract professional educators you see every day. As I have stated before, the board and superintendent continually tie our vote to changes in the new contract. This is simply not true. The evaluation language is aligned with state law, and provides for the timelines and development guidelines we wanted. While we have given the district time for some meetings, we also said that this must include meetings formerly occurring in schools, so in the end it provides as much of a limitation on such activities as it does an opportunity. We achieved a huge goal on our part, defining class averages as students to classroom teachers so that they more accurately portray the reality of the classroom, and providing $500,000 annually to the Title I schools. REPORTER: Tell me more about your background in education. MM: I have a BA in elementary education from Western Washington University and a MA Ed. in curriculum and instruction from Seattle University. I have worked in education for 23 years. The majority of my experience has been as an third and fourth grade teacher at Cherry Crest Elementary. REPORTER: What issues in the district are you most passionate about? MM: My daily goal is to help educators feel they have the opportunity to reach their particular group of students in the manner most appropriate for that unique group. Schools are

not businesses, we are not about the product, we are about the individuals. What excites and motivates a class one year may not even interest a class a few years later. We talk about the teachable moment all of the time, but if an educator feels they are so tied to what has to happen next, he or she may not feel they can take advantage of that teachable moment. REPORTER: What are some of the unique challenges for public education in Bellevue? MM: Keeping parents and community members invested in the big picture when there is not a crisis event to rally behind. REPORTER: What are some of the unique strengths? MM: Bellevue has resources, both human and financial, that allow us to provide opportunities for students other districts only dream about. Our seven-period day allows students to pursue arts, language and (other) opportunities that fit their interests instead of choosing just one path. Parents and community volunteers generously share their time, experience and skills with students at all grade levels. REPORTER: What advice do you have for parents as their kids go back to school this year? MM: Assume positive intent. Teachers, counselors, psychologists, social workers and curriculum department members are all here, every day, because they believe in public education and want to do the best job they can for your child.

Four times the voters have approved initiatives requiring a two-thirds vote to raise taxes and a majority vote to increase fees. Four times. Yet despite 1053’s 64 percent “yes” vote last year, Olympia repeatedly violated it. Initiative 1125 closes loopholes they put in 1053. I-1125 requires, again, that fee increases be decided by elected representatives of the people, not unelected bureaucrats at state agencies. 1125 ensures accountability and transparency. Voters overwhelmingly rejected a state income tax Tim Eyman last year. How did Olympia respond? They started pushing “anything goes” tolls which would be even worse. Our state imposes one of the highest gas taxes in the nation, collecting billions every year. I-1125 stops transportation revenue from being diverted to non-transportation purposes. In these tough times, the idea of government taking thousands of dollars per year out of family budgets is really scary. People are hurting, and yet Olympia is nonetheless sneaking forward with “anything goes” tolls that are just taxes by another name. If there’s going to be tolls, there needs to be accountability and transparency. Without it, tolls will never be accepted by the citizenry. A toll, by definition, is a specific charge used to pay for a specific project. Current law requires tolls to be project-specific – I-1125 reaffirms that basic protection. Last year’s I-1053 required tolls to be set by the elected representatives of the people. Even in these tough times, citizens might be willing to accept that. But auto-pilot tolls imposed by a bunch of unelected bureaucrats at state agencies? Not a chance. Taxpayers will never accept giving unelected bureaucrats a blank check, granting them unlimited power to impose burdensome tolls without any accountability to the people. In the entire history of our state, tolls have always expired after the project is paid for. But Olympia recently repealed that protection. So without I-1125, tolls will continue forever. I-1125 reinstates the longstanding guarantee that once a project is paid for, the toll will go away. It’s certainly not a surprise that unelected bureaucrats don’t like I-1125 because it takes away their power to tax and toll. The opponents of I-1125 are the same forces that pushed last year’s state income tax and opposed last year’s tougher-to-raise-taxes I-1053. I-1125 reinstates I-1053’s voter approved protections, closes loopholes and reinforces existing statutory and constitutional protections. Let me say that again: I-1125 simply reaffirms laws and the state Constitution’s 18th Amendment which have been protecting taxpayers for decades. Citizens have to follow the law and abide by the Constitution – the government should too. Politicians’ plans need to comply with the Constitution and voter-approved laws – that’s what I-1125 requires them to do. We can’t afford Obama’s recovery I wonder if President Obama understands the definition of the word insanity? Doing the same thing, but expecting different results. He recently gave us the same old bromides of tax and spend liberalism. It worked so well before why not try it again? With just a hint of desperation in his voice it appears that is exactly what he wants to do. He didn’t mention the “S” word as in stimulus, but it looms large just the same. Instead he gave us stimulus lite. Let’s hope 2012 gets here quickly. I don’t think the American taxpayer (still slightly in the majority) can afford any more of Mr. Obama’s recovery.

More government money misspent The government has plans to close the Census Bureau’s Seattle Regional Office along with five others at the end of 2012. The expected cost savings is $15 million to $18 million. The Los Angeles Times reported not too long ago that the billions of dollars going to Iraq by the boatload has now been determined to have been stolen. Recovering the stolen $6.1 billion would keep the six regional offices scheduled to be closed operating for hundreds of years. The Census Bureau provides invaluable data that is used
by businesses, academia, and governments at all levels as well as many private citizens to help them make decisions affecting every citizen of this country. Several papers reported that the real cost of the wars in which this country is involved in is now approaching $4.7 trillion. It doesn’t take a genius to figure out that had this $4.7 trillion been spent not on wars but on improving conditions in this country such as providing every child with a good education, providing health care and providing services to poor neighborhoods we wouldn’t have the problem with the deficit. On the contrary this country would be booming just as many developing countries are today.

9-11 heroes include military As I watched and read about the 9-11 ceremonies, a lot of emotions were reflected in the children and spouses of those who lost their lives on that day. But don’t forget the families of those who serve in the Armed Forces, all who volunteered, and willingly gave their lives to defend the freedoms we take for granted. All were dads, mothers, brothers, sisters and a parent’s child. Those families have suffered even more over the past 10 years with the daily uncertainties of multiple deployments, the dreaded knock on the door by a uniformed military officer, or the ache of caring for a severely injured
loved one as a result of the wars. Those who died on 9-11 were victims, along with the heroes who walked into the rubble to save others. Those who died serving our country are all heroes, and deserve remembrance as well.

Change needed on school board I strongly believe the Bellevue School Board needs members who are good listeners and who are a little more in touch with what’s “actually” happening at the individual school level. Currently, only Christine Chew and Betsy Johnson have school-age children in the BSD. Christine is the only one willing to communicate with the BEA about the “no confidence” vote. If the other four school board members are not willing to listen to school administrators, teachers and other staff members, parents attending school board meetings, or to even acknowledge the emails they receive, then how can the board members possibly assert that they are indeed in touch with what’s happening in the BSD today? Surely they can’t do that with a straight face. It’s time for a change. Exercise your right to vote in November.

Attendance will be limited to participants and invited guests, but the ceremony will be aired live on the city’s cable access channel – Bellevue Television, Channel 21. It can also be viewed on the city’s website at http://www.bellevuewa.gov/bellevue_tv.htm Today, 30 percent of Bellevue’s 122,363 residents were born outside of the United States. Bellevue Deputy Mayor Conrad Lee, a naturalized U.S. citizen who was born in China, will be on hand to offer congratulatory remarks. BDA Chairman Greg Johnson will welcome participants on behalf of the downtown community. Following the Oath of Allegiance, Debadutta Dash will deliver the ceremony’s keynote remarks, talking about his experience as a naturalized U.S. citizen. Other highlights from the ceremony will be one of the new citizens leading the Pledge of Allegiance.

Cute kids, good food, kimonos and gorgeous weather. That pretty much sums up the Aki Matsuri festival last weekend, Sept. 10-11, at Bellevue College. More than 20,500 people flooded the campus for the two-day celebration of Japanese culture and arts. “I think it was a huge success for the community,” said Aki Matsuri organizer Tom Brooke. “We had so much participation in all the events.” Twenty-five people attended the traveling in Japan lecture, plus the University of Washington put on a workshop for 40 K-12

All joking aside, Brooke said the Eastside Nihon Matsuri Association that puts on the matsuri, or festival, can always be better. “We hope to find mature members who really have a deep personal interest in Japan,” Brooke said, adding he hopes to expand the organization. For next year, Tom and his wife, Katsuko Brooke, already have a ceramic artist from Shikoku, Japan lined up. The couple will be visiting Japan in November to meet with other artists and plan for next year. “It’s already begun,” Tom said.

On Aug. 29 she marked the 50th anniversary of her arrival in Miami, one child among the 14,000 airlifted from Cuba between 1960 and 1962. Many became orphans here, when right-wing dictator Fulgencio Batista

The two other plans split Bellevue along Interstate 90, with the southern portion in the majority-minority district and the northern portion in the 1st District with Kirkland and Redmond. This plan, authored by Ceis, was designed to give members of South King County a greater voice. March 23, 1929 - August 25, 2011 “Tag� was born & raised in Asheville, NC. He completed high school there and was offered a football scholarship to High Point College where he earned a bachelors degree.There followed several years of military service in the USAF. In 1959 he was transferred by Nationwide Insurance Co. to the Pacific Northwest, settling in Bellevue. Later he established the first marketing department at Seafirst Bank (now Bank of America) which introduced the first ATM system in Washington State. At the same time he earned an MBA from Seattle University. His interests & community activities were many. Skiing, handball, and slow-pitch softball (pitcher) ranked high among them. He was a ski instructor for several different schools & volunteered as an umpire for the Seattle Parks/Recreation Department. He worked the polls on election day and served as a lay reader in the Episcopal Church. He and his wife walked many a mile with the Volkswalk organization; he never missed the STP bicycle race with his daughter. Favorite places include Hawaii (The 12 coconuts) and Lake Chelan. He was loads of fun and has been described as “larger than life�. He will surely and sorely be missed. Remembering him are: wife Joyce; children Taylor, Jr., Gretchen and Stuart; grandchildren Genevieve, Malcolm and Maxwell; sister “Pudge�; and former wife Nancy; and of course many friends. Memorials include a funeral at St. Luke’s Episcopal Church in Sequim on Thursday, September 15 at 1:00 pm; and a Service of Remembrance on Saturday, September 17 at 12:00 noon, at the Bellevue Christian Reformed Church, 1221 148th Ave NE. Closures coming to 520 bridge, highway It’s crunch time on State Route 520 this weekend as crews demolish the western half of the Bellevue Way Northeast overpass to make room for an improved interchange and future transit/HOV lanes on the highway. Travelers can expect traffic congestion tonight through Monday morning as drivers seek alternate routes across and around Lake Washington to sporting events and other destinations in Seattle. Crews plan to close the highway between Montlake Boulevard in Seattle and Interstate 405 in Bellevue starting at 11 p.m. today, and reopen all lanes by 5 a.m. Monday. The Bellevue Way Northeast overpass above SR 520 also is scheduled to close starting Friday night and remain closed during demolition. The Washington State Department of Transportation (WSDOT) encourages drivers to plan ahead when considering weekend travel. The heaviest traffic is expected midday Saturday and Sunday on Interstates 5 and 90 heading into Seattle and on I-405 approaching I-90. The express lane schedules will change this weekend on I-5 and I-90 to help improve traffic flow. This summer lanes on the Bellevue Way Northeast overpass were shifted east in preparation for demolition of the overpass and the next round of construction. “This weekend we launch a major step toward remaking the Bellevue Way interchange,� said Brian Dobbins, WSDOT construction engineer for the SR 520 Eastside Transit and HOV Project. Starting late Friday night, crews will spread a 6-inchthick layer of sand on the highway beneath the overpass to protect the pavement from damage during demolition.

“Poverty has moved out of the central city; that’s a trend that’s occurring all over the country,� said Ceis, the former deputy mayor of Seattle. The final plan, authored by Huff, places Bellevue and Issaquah as primary population centers in a sprawling, rural 8th district that extends into Chelan and Kittitas counties, including the cities of Wenatchee and Ellensburg. Following the presentation, members of the public, primarily from minority advocate associations, urged the committee to maintain the majorityminority districts as a center piece of the plan. They said this could help undo a history of political problems in the redistricting process that his left mi-
nority populations feeling disenfranchised. “What you want is not people who are feeling left out and feel like they have no ability to influence the government, but people who feel like they can participate and push the government to do the right thing for all the citizens of the state,� said Wallace Webster. The four plans serve as the starting point for building the final redistricting map. The maps are due Jan. 1, 2011, but the commissioners said during the meeting they have set a Nov. 1 deadline so the public can have adequate time to digest the information and comment. The commission is taking comments from the public on the four draft maps up until its Oct. 11 meeting.

The honor comes with a check for $1,500. The challenge was how to brand a new customer experience into the design of an outlet store for a department store, including several departments, from clothing to accessories, within an existing Cammy Davis commercial space of 24,000 sq. ft. “My concept is to reinvent the way a person shops for apparel; a closet that is interactive,” Davis said. Davis proposed a screen in the store or an individual application to provide customers with different options to build a complete outfit. Bellevue is facing a $25 million deficit over the seven-year life of its Capital Improvement Plan, but cost-cutting measures have kept the city’s two-year budget in balance, officials said. The council and staff began the discussion of the deficit, which was caused
by decreases in many of the major tax revenue sources, during a quarterly financial review Monday. The deficit balloons up to $35 million if the failed local improvement district for road projects is accounted for, but city leaders have said the projects are being reduced to the point where that won’t play a big role. and occupation tax both were down, with the B&O diving nearly 25 percent from this time last year. Both funding sources have shone an uptick in recent months, and sales tax has grown at about the same level as inflation this year. On the general tax fund side, revenue is down as well, approximately $3 million short of the projected budget. But Bellevue officials say the city has recourse to deal with these problems. Staff and the council can work out a long-term solution, as financials are not in immediate peril in terms of the current budget. The city has a $25 million contingency fund that could be used to pay it off, or a number of projects could be trimmed back. Staff also could borrow from a $30 million line of credit established in 2009. It comes down to a policy decision. Council members saw a solution to this problem in terms of economic development. The key to fixing the financial problems is to attract good businesses to up the B&O taxes, and convince people to spend their hard-earned cash at Bellevue Square and other local outlets.

What is remarkable, McDaniel says, is the quality of many of the photos revealing the visual talent of the amateur photographer whose photo never saw the light of day until now. The germination for this project began when McDaniel went looking for a coffee percolator at a vintage store and spontaneously ended up buying an old camera with undeveloped film in it. Curator/artist James McDaniel has developed an unusual window into the past via his curated collection of prints from unwanted vintage negatives, which will be on exhibit at Omega Photo for the month of September. He will be available to greet attendees of the exhibit and answer questions from 11 a.m. to 3 p.m. Saturday. The exhibit is titled “(UN) disposed,� a word play on the saving of the unwanted thrown away film and captures candid moments of Maid and Toddler various amateur photographers from as early at 1910 to the 1950s. Some pictures are a captured moment in time like a shot of a wooden boat and family members at a dock. One set shows a woman with a child in the kitchen, another with her holding the child, and later the

Limited parking will be available along the west side of the Mercer Slough Nature Park on Bellevue Way, and will be identified by Volkssport Association signage. A shuttle will run every 30 minutes, from 8-10 a.m., from the parking area to the start of the trail at Weowna Park’s lower trailhead, at 565 West Lake Sammamish Pkwy. SE. The walk will end back at the Mercer Slough Blueberry Farm. The walk is not suitable for small children or strollers.

Bellevue’s renowned Wing-T offense is always at the center of things when the Wolverines are in action. But the defense is doing its best to steal some of the spotlight. Not only did Bellevue hold Skyline scoreless through the entire second half during Friday’s 31-17 win, the Wolverines forced turnovers on four of the Spartans’ five drives in the final two quarters. “It was huge to win the turnover battle,� Bellevue head coach Butch Goncharoff said. “It was a typical Bellevue-Skyline game, you never know what’s going to happen.� The first Wolverines’ takeaway came on a Jack Meggs interception near the end of the first quarter that set up a 16-yard touchdown run from Andy Boulware to make the score 10-7 in favor of the Wolverines. After taking a 17-17 tie into halftime, Bellevue quarterback Tyler Hasty scored from four yards out to cap a seven play drive to

Skyline moved the ball to the Bellevue 24 yard line in four plays and looked to be in position for a strike of its own, but a botched handoff on a reverse was fumbled and recovered near midfield by Joey Moore. Skyline regained possession after a missed field goal and the Spartans were again driving before Browne and his running back could not connect on another handoff, resulting in another fumble. “It’s unfortunate that we had all those turnovers,� Skyline coach Mat Taylor said. “But Bellevue helped create those turnovers too and you’ve got to give them an immense amount of credit.� Nic Sblendorio made sure that miscue didn’t doom the Spartans when he intercepted a third down pass from Hasty.

But two plays later the Wolverines took control for good when Sean Constantine stepped in front of another Browne pass and took it 45 yards for a score and what would be the game’s final points. “I just tried to read it the best I could,� Constantine said. “He [Constantine] made a great play and nobody was going to keep him down; he was going to score,� Taylor added. The pick-six would have been a dagger to most other teamss, but the Spartans, ranked at the top of class 4A, continued to battle as Browne moved them to the Bellevue one yard line in nine plays, including seven straight completions. After a fourth place finish at state in 2010, the Interlake cross country team knew it had to do find a new challenge during the summer. Coach Brad Barquist had exactly what they were looking for. Six days a week since the track season ended, an average of 25 varsity runners gathered to cut into the 60 miles per week Barquist set as their goal. “It was a real adjustment,� junior captain Ellie Tansley said. “In the beginning, everyone was like ‘there is no way we can do this’, and then we settled in.� All the work over the summer looks to be paying off for the Saints, who finished second to defending 2A state champion Sehome at the first meet of the season. The meet used a modified scoring system, but had it been scored as a regular season or playoff meet, Interlake would have won going away. “The girls especially looked great,� Barquist said of the season opener. “They showed they are one of the top teams in the state.� The only loss from last season’s top seven was Brooke Niemann, but Barquist and fellow head coach Jamie Hoeger have an infusion of new talent to fill the departed senior’s role. That group includes California transplant Pleres Choi, fellow junior Nadia Lucas and the younger of the Tansley sisters, freshman Antoinette. The Saints also bring back senior captain Summer Hanson, who won the 2A state title in the 800 meters in the spring and was the highest finisher for Interlake (14th) at state in 2010. “I feel really confident in our team right now because of how hard we are working,� Hanson said.

Even without Harber and Matthews, Bellevue still has what looks to be the deepest and most experienced team in 3A KingCo. Will Sheeran, Nick Maclean, Addison Woolsey, Ryan Long and John Fowler all ran at state last season and were the driving force behind a league championship and second place finish at districts.
