Federal Way Public Schools is preparing to put two ballot propositions before the voters on Feb. 14, 2012. The first, known as the Education Programs and Operations (EPO) levy, is a continuation of a current levy Federal Way taxpay-
ers approved three years ago, but is set to expire in 2012. The second will be a capital levy to help with the renovation/rebuilding of Federal Way High School. Sally McLean, assistant superintendent for business services, explained both levy proposals and
their impact on the community. “We are seeking to place two ballot propositions in front of our voters. One is what I refer to as the replacement education programs and operations levy because quite frankly, our educational programs and operations
levy is spent primarily on things that many of us would argue are basic educational costs,” McLean told the school board Oct. 25. For the EPO levy, McLean said as of now, the district plans to make it a two-year levy that asks for somewhere between $45 mil-

A convicted East Coast drug dealer is guilty of murder in the second degree after the shooting death of a 24-year-old man last year in Federal Way. Alfonso V. Senior, 30, was convicted by a jury earlier this week following a trial at the Regional Justice Center. Darrell Deon Webster was shot in the head at a gas station at 2125 SW 356th St. in Federal Way on Oct. 16, 2010, after a fight over a woman. Senior, who was also found guilty of unlawful possession of a firearm second degree, is slated to be sentenced by Judge John Erlick at 9 a.m. Nov. 10 at the Regional Justice Center. A community action team has formed to address human trafficking — which refers to sex slavery and forced labor — in the Federal Way area. The team is a partnership between Washington Engage, an anti-human trafficking group, and Women of Vision, a volunteer ministry of World Vision. To lessen the demand for human trafficking, the new community action team has two primary goals: education and law enforcement support. The team will soon present a proposal to the Federal Way School Board for adding the subject to student curriculum. Ideally, volunteers would present a workshop titled “Deceptions: Exposing the lures of child sex trafficking and Internet dangers” to health classes in middle and high schools. The program would run three days, discussing everything from statistics to Internet dangers to techniques for grooming victims to the link between pornography and the demand for prostitution. Deceptions is intended to help teachers and students understand the scope of the
human trafficking problem. Action team co-founder Brenda Oliver said the program is based on “out-ofthe-box interaction” rather than lectures. Oliver also wants to start a Not For Sale chapter in Federal Way to promote more activism. Team co-founder Karen Marion encountered human trafficking while teaching at Todd Beamer High School. Two of her students had worked Pacific Highway as prostitutes. She recalled one local student from Morocco who was a victim of labor trafficking. “People aren’t aware. Our goal is to try to educate our community,” Marion said at a team meeting Oct. 25. Another goal for the team is to find more local housing options for victims because the nearest “safe house” is in Burien. Washington Engage is working to establish similar action teams across the state. This cultivation of a grass-roots network is intended to engage citizens, with the hope of bringing more ideas for eradicating human trafficking at the local levels. much more grim, she said. “The new normal is, once the biennial budget is adopted, it begins to be revised downward immediately. And we have seen that happen in the 2009-11 biennium, and we’re seeing that happen now. And this is the first time in 40 years, or more than 40 years, the state has had back-to-back negative outlooks in terms of their budgets,â€? she said. As the state Legislature wrestles with its next biennial budget that covers 2011-13, McLean said Federal Way — and school districts across the state — may have to make cuts as soon as Jan. 1, 2012. And those cuts won’t be pretty. “These are examples of an ‘all-cuts’ budget‌these are all of the kinds that would have to be done to hit about half a billion (in reductions),â€? she said. “There would be an additional K-12 salary reduction. There would be a reduction in the school year from 180 to 179 days. There would be a two-thirds elimination of levy equalization, or what we refer to as Local Effort

Neu said that if the worst case scenarios come to fruition, FWPS is going to find itself in a difficult place. “(Reducing) Local Effort Assistance is devastating to us, while leaving other districts untouched in that particular category. 66 percent of that LEA, to us, would be about $6 million,� Neu said, adding that LEA was meant to be a great equalizer. “In this particular budget scenario, we get hit twice as hard as some districts that are twice as big.� As the dark clouds loom larger on the horizon, Neu warned that Federal Way must learn to adjust to its new, cash-strapped reality. “We also have to understand in this community, that some of the programs and services, and the way we are used to doing things in our education system, may not be the same,� he said. “We will be establishing some new norms while we go through these difficult times.�

It would eliminate 100 percent of K-3 class size enhancements.� McLean reviewed FWPS budget cuts dating back to 2000-01. She said $32 million has been reduced in the last decade. Using that all-cuts budget projection, she said, would result in another $10 million to $13 million in cuts for the FWPS budget for 2012-13. One scenario that would truly throw a monkey wrench in things, McLean said, is if the state Legislature requires districts to make cuts by Jan. 1, 2012. “Our teaching staff is on contract, and that would require us to make any sort of reductions outside of the teaching staff, and it could cause some very strange kinds of reductions to occur. How can we put students first when we continue to put school GUEST employees last? Teachers and other education employees have been taking it on the chin for quite some time, getting blamed for everything from failing kids to the economic crisis. For some reason, lawmakers, absent parents and a system that no longer allows teachers to teach, are not a part of the “failing schools� equation. Most teachers are good at their jobs — when they are allowed to do their jobs. And that is the primary problem with our public schools. Teachers are not allowed to teach anymore. Or rather, they are told how to teach in such great detail and required to document what they are teaching in such great detail. They are expected to spend so much time teaching students to pass the tests that will prove the teachers have paid such great attention to detail that the teachers don’t have time to teach the information and skills their students need. I personally don’t put all the blame on the local districts. The pressure we all feel is a direct trickle-down effect starting at the top. More specifically, our state Legislature’s inability to do its paramount duty under the Washington State Constitution. There are far too many lawmakers throwing around their “great ideas� for how to “fix� public education. Teachers aren’t treated or viewed as professionals by the majority of elected leaders in this state, most of who believe that because they once attended school, they are now qualified to teach school and to tell teachers how to do their jobs. Since the publication of “A Nation at Risk,� we have seen a narrowing of curriculum, a tightening of accountability, and a plethora of ideas that have been proposed and discarded. My proposal is that we return to letting teachers teach our students in the ways we know work best. Don’t get me wrong, I am not against change. However, I am against change that benefits a few to the detriment of many. How much money has been invested in programs and state mandates that educators knew from the start didn’t support classrooms and wouldn’t improve student learning? How much money could be saved each year if our opinions, as practitioners, were taken into account? Until politicians get out of education, we can’t afford to get out of politics. What can you do, you ask? Write letters to the editor, contact your legislators, speak to family, friends and neighbors outside of education, vote and stay informed. Most importantly, hold our elected leaders accountable. Our students are counting on us.

eral Way currently receives $7.7 million in LEA funds, but if those cuts take place, it would leave the district in a serious bind. “That local effort assistance, that $7.7 million, if you just look at it as teaching positions…it supports 92 teaching positions and various positions,” McLean said. “Obviously you can translate that into a variety of different things, but I think that’s the boldest way you can look at that. And, it’s property tax relief. It’s important to our taxpayers, without Local Effort Assistance, our taxpayers will pay $167 more on average than their neighbors in order to generate the same amount of funding.” Because of this, the school district is trying to cover all of its bases, and will ask for $53 million through the EPO levy. If the LEA funds are kept whole, then the district would be legally required to roll back the EPO levy to $45 million, McLean said. For the capital levy, McLean said the district plans to ask for $60 million over six years. This levy’s primary purpose is to rebuild the aging Federal Way High School. Due to the unique economic times, McLean said the district has already saved $50 million for this project. McLean said this levy may be the first time the school district has had the chance to ask voters to approve a capital levy project, instead of asking the voters to support a bond. “It’s exciting because we get to pay as we go, rather than borrowing,” McLean said. “Because with a bond, we sell those bonds, but we’re borrowing money. Overall, doing a capital levy will be less costly to taxpayers because there will be no interest payments involved.” The district anticipates the tax rate for the EPO levy would be $3.50, while the anticipated tax rate for the capital levy would be 85 cents. “We’ve been outstanding stewards of public funds between the ability to manage our tax collections during this recession, to not increase taxes. It has been well worth the effort. And to even contemplate rebuilding Federal Way High School without issuing bonds is a terrific place to be,” McLean said. “This is your opportunity to ask our voters to continue to invest in our students’ futures.” A more detailed proposal for both of these levy propositions will be presented at the Nov. 8 board meeting.

Helen Van Winkle, a resident of Foundation House in Federal Way, celebrated her 100th birthday Friday. What’s her secret to longevity? “Simple living,” said Van Winkle, who apparently has longevity in her genes. Her brother is 96, and their mother lived until age 97. “My mother cooked for eight kids. You know it was simple.” She and her husband, Robert, were married 64 years before he passed away in 1996. He worked as a telephone company engineer in a career that took
the couple from Tacoma to Aberdeen to Seattle and more. While in Tacoma, she attended a business college and worked as a secretary at a courthouse. Of all the history Van Winkle has seen in her lifetime, the world’s first non-stop transatlantic flight by Charles Lindbergh in 1927 is one of her favorite events. The subsequent kidnapping and murder of Lindbergh’s son in 1932 was especially disturbing for parents, she said. She was born Oct. 28, 1911, on Whidbey Island and grew up all over British Columbia in Canada. A significant moment in Van Winkle’s life involved moving from Canada to
Tacoma. It was quite a culture shock to come from a homestead to the city, she said. “I’d never seen fog before,” she said. “I was lost completely.” After suffering a stroke in 2000 while living in Grays Harbor County, she moved to Foundation House in Federal Way. She has resided at the local assisted living facility for 11 years. Van Winkle said she has two children, five grandchildren and 10 great-grandchildren. Family from Sacramento, Calif., British Columbia and Renton gathered Helen Van Winkle, a resident of Foundation House in Federal with Van Winkle on Friday to celebrate Way, celebrated her 100th birthday Friday. WESTSIDE CLASSIC CROSS COUNTRY MEET SLATED FOR TODAY The Westside Classic Cross Country Meet is scheduled for Saturday, Oct. 29 at the American Lake Golf Course in Lakewood. Friends of the American Lake Golf Course, a group of 75 volunteers, are credited for the countless hours of work they donate to host this annual event. Over 1,200 runners from 4A, 3A, 2A, 2B, and 1B schools on the westside of the state, from Bellingham to Vancouver, will be competing to qualify for the WIAA State Cross Country meet at Sun Willows Golf Course in the Tri-Cities on Nov. 5. First race starts at 10:30 a.m. with the final race scheduled at 3:25 p.m. Admission is $7 for adults, $5 for senior citizens and students with ASB, and $4 for elementary-age students.

Aaron Broussard has always been up for a challenge. So when Seattle University offered the 6-foot-5 forward from Federal Way High School a scholarship before his senior season, Broussard had no idea what the next four years held for him. Back in 2008, when Broussard inked with the Redhawk basketball team, Seattle U was transitioning into its first season as a Division-I program. During his freshman season, the team played a spattering of Division-I games before switching to an exclusive Division-I schedule. Last year, Seattle U beat established programs like Oregon State, Navy and Virginia on their way to an 11-win season despite not being eligible to play in the NCAA Tournament. “We have kind of put our team on the map and we did it a lot quicker than I thought,” Broussard said. “Our goal this season is to make the NIT and get the job done.” Things have worked out quite well for Broussard, the current Seattle University senior. He was named a preseason, first-team All-Independent by CollegeSportsMadness.com after leading the Redhawks last season with 14.5 points and 7.7 rebounds a game. Broussard credits the evolution of his game during his tenure at Seattle U for his success at the college level. “When I was in high school, I was more of an inside player,” he said. “Now my game is more balanced inside and outside. I have learned to play my position based on match ups. I’m more of a post-up guy if I have a smaller guard on me and I take on the guard responsibilities if I have a bigger guy on me.” After playing the last four years as an independent school, Seattle will join the Western Athletic Conference (WAC) next fall. And with that move, the Redhawks will be eligible to play in the NCAA Tournament after the 2012-13 season. Broussard really burst onto the statewide basketball scene during Federal Way’s run during the 2008 Class 4A State Tournament. The then-senior led the Eagles to the program’s firstever appearance in the state title game, which ended in a loss to unbeaten Ferris. Broussard was a monster during Federal Way’s four-game run to second place. He averaged 20.3 points and was named firstteam, all-tournament. He tallied 29 points, 14 rebounds and three steals during Federal Way’s semifinal win over Decatur. Broussard took the state tournament momentum into his freshman season at Seattle U under head coach Joe Callero. He averaged an impressive 6.7 points and 4.2 rebounds for the Redhawks in his first season. But Callero, who recruited Broussard, left Seattle U for Cal Poly following Broussard’s first season. Callero was eventually replaced by University of Washington assistant Cameron Dollar. “It was almost like coming to the university all over again,” Broussard said. “I had some concerns, but it was also a positive [ more BROUSSARD page 9 ]

The top-five finishers in each SPSL division advanced to this weekend’s SPSL Tournament. The Titans got several big-time performances Tuesday against the Eagles. arbara Ellen (Tupper) Hunter went to be with the Lord on October 3, 2011 after a 25-year struggle with cancer. Born on February 16, 1931 in Nez Perce, Idaho to Irene and Clarence Tupper, she graduated from West Valley High School, Spokane, Washington in 1948 and Deaconess Hospital, Spokane, Washington in 1951. She worked 60 years as a registered nurse. She is preceded in death by her husband, Dr. W. Jay Hunter, D.D.S., and her brother William Tupper. She is survived by: son Lt. Col. (Ret.) David Hunter, his wife Pamela, and their daughters Shea and Kara; son Maj. (Ret.) Daniel Hunter, his wife Lori, and their daughter Jacqueline; daughter Diane Douglas and her husband Tim; sister Mary; and brothers Robert, Edward, and Arthur Tupper. She was grateful for a rich life with her loving husband of 47 years, her wonderful children and grandchildren, and all of her lifelong friends. She traveled most of the world on vacations all through the years. She is to be cremated at Bonney-Watson, Federal Way, with interment at Tahoma National Cemetery. She requested no services. Remembrances may be made to Hospice.• •
