Elwin Hart, a resident of Village Green Retirement Campus in Federal Way, recently published his memoir on life in the military. “That’s the best book I’ve ever written,” said Hart, 87. “In fact, it’s the only one.” All kidding aside, writing the book has set him free. The title — “Did I Do Enough?” — refers to the last years Hart spent with his wife of 63-plus years, Gladys, who died in 2008. They first met on Bainbridge Island, when he was a staff sergeant in the U.S. Marines and she served in the WAVES (a women’s division in the U.S. Navy) in World War II. The couple eventually adopted three children. Hart’s marriage and family are a thread throughout the 289-page book, which is packed with photos. The book covers his 33-year military career, along with service in state and county government, including a stint as Pierce County sheriff in 1979. Hart’s career in the U.S. Marine Corps began in May 1941, just five days before his 17th birthday. The Louisiana native primarily worked in communications starting in World War II, where he saw military action in the Pacific. That experience took him from Guadalcanal to Tarawa to New Zealand to Samoa. Tawara was the site of a bloody 1943 battle against the Japanese. “This is a test. This is only a test.” Those words will be heard on all TV and radio stations across the United States on Nov. 9, as the federal government runs its first test of the national Emergency Alert System (EAS). The test will interrupt all TV and radio programming for approximately three minutes, beginning at 11 a.m. Nov. 9 (2 p.m. EST). According to the Federal Communications Commission (FCC), the test is being conducted by a number of federal agencies, including the the Federal Emergency Management Agency (FEMA), the FCC itself,

and the National Weather Service. These agencies have “EAS management responsibilities,” according to the FCC. The FCC indicates that during the test, viewers will hear a message that says “This is a test.” The national test will resemble the monthly tests done at the local level that most people are familiar with, but there may be some differences in what viewers will see and hear, according to the FCC. The audio message will be the same for all listening, according to the FCC, but the visual image displayed on TVs may differ from location to location. Costumed runners will descend upon Celebration Park on Saturday, Oct. 29, as part of the city of Federal Way’s second annual Freaky 5K Fun Run. Put together by the Federal Way Community Center, the event is aimed at being a mix of fun, fitness and creativity. conducted periodically to ensure that the EAS is, and remains, functional.� Lynne Miller, communications specialist for the King County Office of Emergency Management, said it is an important test for the country’s emergency preparedness. “Locally, we know it’s happening,� she said. “This is to test something at the national level, just like we test every month (at the local level). This is coming from the White House down, and that’s what makes it kind of significant.� Miller said there are a number of public service announcements that have been made available to the public, and that those announcements will increase in frequency as the test date approaches. Those public service announcements can be viewed at the FCC website, www.fcc.gov. “There’s been a real effort to make sure the public understands what this test is,� Miller said. “And because we are a nation that’s so diverse, those PSAs are in Spanish and English. Here in our region, I expect that those would be translated into other languages by the various communities.�

Federal Way is seeing the results of a $777,000 federal American Recovery and Reinvestment Act grant that was awarded in 2010. Thanks to the grant, the city was able to make itself more energy efficient and costs less to heat. One of the largest projects funded by the grant was the replacement of the HVAC system at City Hall. According to the city, in the first three months of operation, the new system has saved 41,000 kilowatt-hours over the same three-month period in 2010, and cost $3,975 less for the same period. Along with the HVAC replacement, the city has worked on identifying a number of low-cost and no-cost energy savings methods which, when implemented, are expected to

save another 3 to 5 percent in energy consumption. Another part of the grant funding has gone toward traffic signals and making them more efficient. One example of success is the signal at South 312th Street, between 8th Avenue South and 23rd Avenue South. According to the city, an initial assessment has shown a 22 percent reduction in overall travel time and delay due to the signal’s conversion. The public works department has converted 53 of the city’s 80 signals, with a full analysis of these conversions expected to be completed in early 2012. $160,000 of the grant was put toward small business energy conservation retrofits. There are currently 26 retrofit projects under way. Puget Sound Energy will partner with the city once that work is done, to provide a full analysis of the energy and cost savings provided by these retrofits. One early study shows that, to date, 147,564 kilowatt-hours and 6,528 therms have been saved. A therm is another energy/ heat unit of measure used by the industry, which is equivalent to burning 100

cubic feet of natural gas, according to a Wikipedia article. These savings in business have come from the installation of 143 compact fluorescent lamps and 95 faucet aerators.

To try and make this onerous process easier, the county provides a number of resources for property owners. I am amazed when I read what some people have written about Federal Way City Councilman Jack Dovey. I have had the pleasure of working with Jack on many projects within our city and have experienced Jack’s sincere desire to improve Federal Way. He has a high level of integrity for the business community and the citizens of our city. Jack was raised and went to

Some campaigns are ‘bloodier’ The race between Claire Wilson and Gail Crabtree for the Federal Way School Board provides two candidates with different backgrounds but similar goals. Both are colorful, engaging and energetic. Wilson, with her trademark red glasses, has 30 years in education as a classroom teacher and more recently as executive director of early learning for the the Educational Service District. Crabtree, who tends toward purple to blend the reds and blues of different political views, graduated from Federal Way schools, as did her children. She has been working with children in Romania and the Philippines for several years. Both candidates want more focus on elementary education and meetings with parents outside formal board meetings to increase communication. They generally support current school board policies, but are concerned about issues at Thomas Jefferson and the dropout rate. Both candidates are running a low budget campaign and have several volunteers. Wilson has an edge in hands-on educational experience, and it shows. She has been endorsed by Mayor Skip Priest and retiring school board member Amye Bronson-Doherty, in addition to the Federal Way Education Association, Tacoma News Tribune and the Federal Way Mirror. But Crabtree has experienced different cultures through her travels, which is an asset with Federal Way’s diverse student population. Some campaigns are “bloodier� than others. The race for a seat on the South King Fire and Rescue board of commissioners started with two of the candidates prominently displaying in campaign literature how much blood they had

donated. Challenger Jerry Galland donated 372 units and incumbent James Fossos donated two gallons. I’m not sure which is more, but apparently the candidates believe the donations will make a difference in how the public votes. Any race involving Jerry Galland is going to be interesting. Galland is always outspoken and has been a frequent critic of the board, and recognizes Fossos is likely the front-runner. So he tried a unique approach at the recent candidates forum by suggesting to the audience, and the many firefighters in attendance, that electing him would be a good way reduce his criticism. If they don’t, he will continue to speak his mind about board actions. That may demonstrate that Galland understands how boards function, but it may not work as a campaign tactic. However, Galland does represent a view within the community: that an additional person outside the firefighting world may be needed on the board to provide more of a check and balance. Not long ago, the board proposed Prop. 1 to add a benefit charge to replace revenue lost due to the economic downturn. It was rejected by the public, with Galland one of the leaders of the opposition. Is Galland the right person to provide that balance? Fossos’ career was in firefighting, he knows the business inside and out, and his knowledge is helpful when evaluating specific needs. Interesting contrast in candidates. Do your homework. Five measures are on the ballot this November — three initiatives and two referendums from the Legislature to the public. Here’s the Bellevue Reporter’s take. t *OJUJBUJWF Tolls and highway taxes. Nobody likes tolls and taxes, but if our state is going to have any hope of building highways and moving people, it’s going to take both. Tim Eyman’s initiative would make both nearly impossible. Vote no on I-1125. Eyman wants only the Legislature to be able to set tolls. That sounds good — political accountability and all that — but in reality it would make financing our roads even more expensive. Bonding companies — and bonds are the only real way to build roads — find it overly risky to leave toll-setting to the whims of legislators. As a consequence, they rate such road bonds lower, which means the state has to pay a higher interest rate. That makes the state have to pay more to finance the road projects. That means fewer roads. Tolls are a user fee; only those who use such roads pay a toll. That’s the way it should be. But don’t just take our word on this; transportation experts across the state oppose I-1125. So do business, labor and environmental leaders. Vote no on I-1125. t *OJUJBUJWF Sale of beer, wine and hard liquor. There are lots of things a state should do. Peddling beer, wine and hard liquor isn’t one of them. Vote yes on this initiative. Didn’t we already vote “no� on this last year? Yes, but the two measures we had before us last year had flaws. This one is far better. The state would stop selling spirits and auction off its liquor stores. Additional private liquor stores could open, but only if they meet a size requirement (no, there won’t be liquor for sale at every neighborhood gas station). Another point: while I-1183 gets the state out of the liquor selling business, it continues the state’s enforcement to keep booze out of the hands of our kids. In fact, the initiative doubles the fines for businesses selling alcohol to minors. Vote yes on I-1183. t *OJUJBUJWF Training, background checks for long-term health workers. This sounds good — shouldn’t long-term care workers have training to serve elderly and disabled people? And shouldn’t we know if they have a shady past? Sure, but the initiative is misleading. In fact, such training already is required by the state. Background checks already are performed. What’s really going on is an attempt by the Service Employees International Union to force the state to come up with an estimated $80 million for such programs while it already is facing another $2.8 billion deficit. There’s no reason to gut other programs or raise taxes for such a [ more GROSHART page 5 ]

He approaches projects in terms of how is it a good investment for the city and our citizens or how can we streamline this project to save time and money. If anything, Jack

is considered a penny pincher when it comes to spending our taxpaying funds. In tough economic times like this, we need someone to look carefully at every dollar spent. I could go on about what Jack Dovey has done for our community, but I only have so much space here. I want to comment on Jack’s opponent and some of Jack’s critics. October is National Family Sexuality Education Month. Here are some tips on how to educate yourself so you won’t be caught too off-guard by those precocious questions children and teens tend to ask. Questions like the ones highlighted in the recent Planned Parenthood video “It’s Time to Talk.� For instance, your child might want to know where babies come from, what a period is, if they will get “boobs,� why their penis is growing, and more. Federal Way leaders deserve pat on back Rudi Alcott

of us have a day job that requires the majority of our attention. Because the sand event is a volunteer effort, it comes at you fast. Generally nothing gets done for 10 months. The sands of time continue to run and within 60 days everything comes together. The city on some level must understand this, as they are there to assist. Every department made sure we had what we needed. From accounting to administration to the parks, surface, police and even the fire district. All were there. They helped us with permitting, getting garbage disposal, park benches, stages, etc. This starts with your leader, Skip Priest. To be fair, The Mirror has at times been fairly critical of Mayor Priest. This is a newspaper’s primary job. I demand this of my team to make sure that we are the watchdogs of your community government. In this watch there are times when the pendulum swings the other way. This requires the same amount of watch. I am impressed with the way that the city council and the mayor have come together during this time of governmental switch to create a bonding and cohesive work environment. [ more ALCOTT page 14 ]

One thing that the community has been asking me about is the status of the August sand sculpture competition. I’ll dive into that at another time because at this moment, it’s more important to note what the city of Federal Way did to make this event a success in 2011. Most of the time the city gets beat up for everything. It takes too long to get a permit, red light cameras, cameras in school zones, and construction on Pac Highway, to name a few. The list is long and presumably somewhat deserved. Contrarily, what you don’t hear is what the city does correctly. This is not a unique situation. You only hear about the car when it is non-functional, not when it worked perfectly for the last 79,000 miles. You only give the kids grief for the D on the report card, not for the other five A’s and B’s they received. I suppose to some degree this is a part of human nature. Those of you that have risen above this, I applaud you. For the majority of us though, actions are worth a note. This note comes full circle to the city of Federal Way and its staff. You see, the sand event is run by a bunch of volunteers. Almost all

He has not volunteered to give up his time to be on any city commissions, worked with Advancing Leadership or Communities in Schools or been a mentor for one of our students or other organizations such as the Multi Service Center or FUSION. Jack has not only supported all these organizations, but he is part of them and devotes his time to them. Bob has only been attending city council meetings since he decided to run for a council seat. In other words, he hasn’t paid his dues. For me, he hasn’t earned the right to be a council member because he really doesn’t know our community. In closing, I would like to comment about a handful of Jack’s critics that always hang out at the council meetings and never have anything good to say about our city unless it involves their favorite person. I call them the City Hall Groupies. I would like to see them for once say something positive about our city and recognize how far Federal Way has come since becoming a city. It is true, things could be better and mistakes have been made, but take a good look around and see how nice it looks today compared to 20 years ago. Enjoy our parks, drive in safety on our well paved streets that don’t flood and feel safe knowing that if an emergency happens, you will have a Federal Way police officer there

Honda would be an excellent council member It is helpful to understand how a local elected body, either commission or council, operates in order to recognize how a candidate for public office would serve on that body. In Federal Way, appointed citizen commissions review a yearly work plan and then make a recommendation to a council committee for implementation. For example, a parks commission may recommend adding a children’s playground to an existing park. The recommendation is then sent to a council committee who reviews the city budget, staff workload, many other issues, and then sends the idea to the full council for possible adoption at a council meeting. An extensive review of the idea is conducted prior to implementation, such as asking a consultant to identify costs associated with the playground development. The council, comprised of seven elected individuals, is then charged with making a decision in the best interests of its citizens. The council members may not

all agree on the necessity of the playground project and may vote it up or down. This is where it is helpful to understand that an individual is operating within a group. The members may not all agree in the importance of moving the project forward in a down economy. The group decision overrides individual desires. I believe that Federal Way is best served when the council members do not all agree all the time, when they can respectfully discuss an issue, agree to disagree, and then move forward for the benefit of the city. Susan Honda has learned to work within a group as well as become a leader within that group. She’s served on multiple city commissions and currently serves as a commission chair. She’s learned to discuss issues and move forward. More than that, she also understands the importance of a council member’s role on regional committees. She’ll be actively involved in making sure that Federal Way’s best interests are represented both locally and regionally. Flygare on the campaign trail I would like to thank those Federal Way residents that have greeted me at their door, as I continue to doorbell Federal Way neighborhoods, sharing their thoughts about their local neighborhood and Federal Way in general. It has been very enlightening to say the least. Federal Way is blessed with people who are caring and sharing. I have been invited into homes to have a bite to eat and a cool glass of water (must be my famished appearance) while doorbelling many, many hours nearly every day. However, in the coming days, there will be a lot more sign waving and doorbelling to be done. If

you don’t see me on the corner waving signs like many candidates for the past few elections, you can be sure that I am thinking of you while I am walking more neighborhoods getting input from as many as I can so that my term as a city councilman will be as educated as possible from the information that I’ve gathered from all of you. Serving on the city council will not be a part-time job for me. I made a pledge to myself a couple of weeks ago and will now make that same pledge to you that when elected, I will walk the neighborhoods of Federal Way every year in the summer months. It is that personal connection that provides the glue that binds you and I together tightly. Residents have shared their likes and dislikes with me. Some of the likes have been the city park system, the farmers market, the BPA Trail for hiking and biking, the music venue at Steel Lake Park, the summer Salmon Bake, the Hylebos Park and walkway, Dumas Bay multipurpose building and park, and the list goes on and on. Federal Way has a lot to offer all of us. However, people would like to see higher quality stores at The Commons Mall, more indoor types of recreation and entertainment, and also more places to enjoy the different cultural influences by way of restaurants. Businesses have shared with me that they would like to have an increased ability to market their unique businesses that dot the streets and Pacific Highway of Federal Way. They have a sense of being invisible to the public. So as you can see, there are a lot of positives about Federal Way that have been shared with me, but there are also some concerns as well. Being on the city council will enable me to help address those issues and help build Federal Way into the city that we will all enjoy and feel proud to call our home.

Pac Highway construction continues

Nighttime paving on Pacific Highway South began last week on the stretch between South 312th Street and Dash Point Road in Federal Way. Motorists should expect lane closures from 7 p.m. to 6 a.m. through Oct. 27. Delays of up to 30 minutes should be expected when entering and exiting driveways at businesses. Detour routes will be available. After nearly 10 years, major construction on one of Federal Way’s main arterial roads is almost done. The fourth and final phase of the project is under way with completion slated for December 2011.

It’s official: TJ in playoffs, Eagles win South

DECATUR GRAD RICH CHO WILL BE INDUCTED IN ASIAN HALL OF FAME

Decatur High School graduate and current general manager of the Charlotte Bobcats Rich Cho will be inducted into the 2011 Asian Hall of Fame. The Hall of Fame celebration will be held Nov 19 at the Asian Resource Center in Seattle and will be hosted by King 5 Television’s Teresa Yaun. Cho will be honored as the first general manager of Asian-American descent of a major sports franchise. Cho is originally from Federal Way prior to taking his position with the Bobcats. Other honorees will be Dr. Connie Mariano and Teddy Zee. Mariano served as former White House physician under Presidents Clinton and Bush. She was the first AsianAmerican to hold the post. Zee is a Hollywood producer of such films as “Hitch” and “Pursuit of Happyness.”

It’s been a long time coming for the Thomas Jefferson football program. For the first time since the school opened its doors back in 1968, the Raider football team will be playing in the postseason. Jefferson guaranteed itself the berth Friday night in front of a large Homecoming crowd at Federal Way Memorial Stadium with a blowout win over Mount Rainier, 47-6. “It was, to say the least, a very joyous locker room,” said TJ head coach Dean Peck. The victory moved the Raiders to 5-3 in the South Puget Sound League North Division and assured them one of the league’s five postseason berths. Jefferson finishes its regular season Friday night with a non-league contest against the unbeaten and eighth-ranked Federal Way Eagles. The top-four finishers from each SPSL division advance to the playoffs and the fifth-place teams from the North and South meet in a tiebreaker for the league’s ninth and final berth. Currently, Jefferson sits in fourth place behind Kentlake (7-0), Kentwood (5-2) and Tahoma (5-2). Kentridge sits in fifth place at 4-3. All four teams play one more SPSL North league game this weekend. Friday night went pretty much the same as all of TJ’s games this season. The Raiders were led again by senior quarterback K.W. Williams, who ran for five touchdowns and 201 yards on just 15 carries against the Mount Rainier defense. Things didn’t start out too well for the Raiders. Williams had touchdown runs of 6, 80, 17 and a pair of 1-yarders. Jefferson also got a pair of TD runs from sophomore Niko DelaCruz. The Raiders will be going for their second-straight win over Federal Way. Jefferson stunned the Eagles last season, 31-28, after getting four touchdowns from Williams, including the game-winner late in the fourth quarter on a 13-yard run. Federal Way’s D.J. May also had a big game last year. The senior ran for 266 yards and two touchdowns during the loss. Despite being a rivalry game, Friday night’s game will really on be about bragging rights in Federal Way. South Puget Sound League Championship Meet Saturday at the Rogers Athletic Center in Puyallup. Ramey won a pair of individual titles and helped the Eagles to a sixth-place finish. Ramey won the 50-yard freestyle in a statebest time of 24.10 and also took the 100 butterfly in an automatic state-qualifying time of 58.90. Jefferson senior Madi Kellar took home the SPSL title in 1-meter diving with 366.55 points. Kellar finished in fifth-place at last year’s state championships with 334.45 points. Mount Rainier won the team title with 242 points, followed by Kentridge (159), Kentlake (157) and Tahoma (138). Up next for the swimmers is the West Central District III Swimming Championships, which will be held Friday and Saturday at the Rogers Athletic Center. The result is a mirror image of what happened at last year’s SPSL Tournament. As a sophomore, Song tied with Li after two rounds of regulation play. But Song beat Li in a three-hole tiebreaker to secure the league championship. Song went on to finish seventh at the 2010 Class 4A State Girls Golf Tournament at Downriver Golf Course in Spokane. She ended up 15th as a freshman. The Raiders just had too much depth for everybody else in the SPSL. Sarah Yu finished in third place, four strokes back of Song, with rounds of 76 and 72. Song and Yu were followed by Hannah Yi, who finished in a tie for fourth place with a total of 155, and Jiny Lee in 10th place with a two-day total of 167. All four Jefferson golfers automatically qualified for the Class 4A state tournament, which will take place in May at a yet-to-be-determined course. Federal Way High School’s Emily Victor will also play at the state tournament after another impressive performance at the SPSL Tournament. Victor shot rounds of 84 and 81 at Gold Mountain to earn an eighth-place finish Thursday. It will be Victor’s third trip to state. She finished in 34th place last season.

The Washington Interscholastic Activities Association (WIAA), When We Were Young Productions (WWWYP), and PlayON! Sports announces the launch of the WIAA Network, a new cross-platform endeavor that will deliver television and web coverage of WIAA/Dairy Farmers of Washington/Les Schwab Tires State Championships. WWWYP/PlayON! Sports will

produce and distribute content for the WIAA Network, which when fully implemented, will feature over 200 state tournament and championship events each year. Beginning this fall, the WIAA Network will bring highlight coverage of the Boys and Girls Cross Country Championships along with live coverage of 3A/4A Girls’ Soccer, Girls Swimming and Diving, and Semifinal and Championship Football. All of these events will be available for

This begins with your leader and permeates throughout the entire city structure. It showed during the sand event. He gave us the tools and manpower to pull off this world class event. Your city council members visited the site during setup, the event itself and tear down to ask if there was anything that could be done. This included the council members that personally voted against the project. They believe that differences should be set aside when the whole votes in affirmation. This is a strong characteristic in a leader that is generally not found in a politician (see the other Washington as an example). The city staff called frequently to ask if we needed anything. Cary Roe, director of public works and parks, along with his staff went out of their way to make sure issues were ironed out, even when there were some last minute items that cropped up to create a little strife. It is times like these that I am proud to work and be a part of Federal Way. I believe the same can be said of your elected officials and their staff. Actions speak louder than words. Their actions are deafening. I am listening. Are you?
