Candidates for Federal Way School Board attended a public forum Oct. 12 at the Federal Way High School little theater. There is now just one contested race: Claire Wilson and Gail Crabtree are vying for position 2, which is being vacated by current board member Suzanne Smith. Wilson was a teacher for 10 years in the Tacoma School District. She is currently executive director of early learning for Puget Sound Educational Service District, where she has worked almost 20 years. She has also served on several boards, including PTA, a Standards Based Education committee and Citizens for Federal Way Schools as a representative of Valhalla Elementary. Wilson said the experience at the Puget Sound Education Service District has shown her how several other school districts work. Crabtree has a history with Federal Way schools.

As the population grows in South King County, so does the proliferation of gangs and related criminal activity. Gangs are associated with making money through illegal activities. Examples include anything from

burglaries and theft to selling drugs and firearms. Disputes among rival gangs often result in violence and death. The July 23 shooting at a car show in Kent, in which 12 people were injured, served as a wake-up call for gang violence in King County. Six alleged gang members were eventually arrested following an extensive investigation. In August, the county reacted with a $1.4 million

gangs. According to the King County Sheriff ’s Office, 87 of those gangs are active in South King County and 46 have at least 15 members each. Contrary to stereotypes, most gangs in King County contain multiple generations and ethnicities. Although there are some all-female gangs, many local gangs consist of both men and women. Top gang members who make all the money tend to

Young people are recruited for violent jobs, partly because violence draws immediate attention from law enforcement — something the gang leaders try to avoid. Federal Way Public Schools will launch a new website for parents to view and track their student’s progress starting next week. The new site (fwps. globalscholar.com) allows for real-time updating. The

district hopes the site will foster understanding between students, parents and teachers on how standards are being met. The district is sending letters with login information and some tutorial on how to use the site. Dave Davis, director of assessment and accountability, gave a brief presentation to the Federal Way School Board on Oct. 11. He showed off new features of the system the district

There’s a comprehensive view of their grades, as well as upcoming assessment and some of those things that have already been assessed.� If a parent is curious about a particular assessment, they can click on it, see the date it was given,

and how much “weight� it has regarding a student’s overall grade. Because the system itself is new, and because the school year is also relatively new, Davis said that once parents are able to access the site, they will see a lot of “in progress.� This is because the first round of report cards aren’t set to be released until November. “Our goal in our first version was to clearly identify attendance concerns, assignments, upcoming assignments and their current progress,� Davis said. “We have seen an increase in teachers putting that stuff in there on a regular basis.� Davis also shared that students and teachers will have their own “portals� to access the system.

Board member Suzanne Smith feels parents should learn to use the site to ensure it is an effective tool. “For parents to get the most out of things like these, you actually have to go in and use them,� she said. “We, as parents, are the ones that use this, so as users we need to let them know if it’s working for us or not. The sooner we can do that, the sooner we can make improvements.�

Ninth Avenue through Celebration Park will be closed to traffic from the morning of Monday, Oct. 17, through Wednesday evening, Oct. 19, due to construction. Drivers are advised to plan for alternate routes during this time. The southern leg of the park’s road will be relocated to the east as a part of infrastructure improvements accompanying construction of the new Federal Way School District Service Center. Automobile traffic through the park will be fully restored when the new alignment opens the evening of Oct. 19.

A convicted drug dealer from the East Coast is on trial for the murder of a 24-year-old man last year in Federal Way. "MGPOTP 7 4FOJPS JT BDDVTFE PG shooting Darrell Deon Webster in the head at a gas station at 2125 SW 356th St. in Federal Way on Oct. 16, 2010, after a fight over a woman. Senior was charged with second-degree murder and the unlawful possession of a firearm in the second degree. He is being held on $1 million bail. Senior’s trial is before Judge John Erlick at the Norm Maleng Regional Justice Center. According to King County Prosecutor spokesman Dan Donohoe, there is no update on when the trial is expected to finish. According to charging papers, Alfonso Senior was released from the New Jersey Department of Corrections on Sept. 7, 2010, after serving a three-and-a-half-year sentence for possession of a controlled substance with intent to distribute.

Three days after his release from a New Jersey prison, corrections officials approved a request allowing Senior to serve his community supervision in Federal Way because his parents and son live here, according to the report. Senior’s younger brother, Antoine, avoided a trial after being accused of rendering criminal assistance to his brother and illegally possessing firearms during the killing of Webster. Antoine L. Senior, 23, is serving 17 months in prison after he pleaded guilty to rendering criminal assistance (first degree) and unlawful possession of a firearm (second degree). Antoine Senior was sentenced on Sept. 30, according to Donohoe. According to police documents, an altercation occurred between Webster and Antoine Senior at the Northshore Bar and Grill (formerly The Thunder Chief) west of the shooting location on Puyallup Tribal property in Northeast Tacoma. Puyallup Tribal Police were called to the location to clear the establishment and parking lot. Webster then drove to the gas sta-

tion on 356th Street in Federal Way and got out of his car to talk to the woman from the bar and some of her friends, according to Federal Way police. Antoine Senior and Webster got into another fight at the gas station just before 2 a.m. During the fight, Antoine Senior punched Webster several times, and then Alfonso Senior allegedly shot Webster once in the face, police say. Webster was taken to Harborview Medical Center in Seattle, where he was pronounced dead. Officers later found a rifle and cartridges for a 9-mm handgun in his bedroom, the statement says. I am writing to refute a totally false statement that commissioner Jim Fossos’ opponent made in the Oct. 12 issue of the Federal Way Mirror.

It takes leadership to turn ideas into reality. At their core, ideas are nothing more than tools. To work, an idea depends on the right hands and circumstances. On that note, the public will benefit financially, thanks to Federal Way Mayor Skip Priest’s penchant for repetition. His oft-repeated mantra of “frugal innovation” draws smiles from city staffers, although not necessarily in jest. They hear about frugal innovation enough to playfully tag the term to anything that relates to financial savings. Apparently, frugal innovation is now tattooed on the working culture at City Hall. The mayor has cemented a catchphrase, and employees are repeating it too. He gave employees a guidepost, and they are walking toward it. From revising employee health benefits to forgoing doughnuts at meetings to reducing the cost (by a few thousand dollars) of a city-sponsored mailer, this so-called frugal innovation is saving taxpayers money. Although frugality is certainly a theme of today’s economic times, the idea of frugal innovation still needed to be hammered home. That’s leadership. Nice work, Mr. Mayor. The more people hear an idea, the more people will remember it. The more people are tickled by an idea, the more they will talk about it. The more people are moved by an idea, the more likely they will apply it. That is what you want: an idea that moves people into action. Whether subtle or direct, an idea’s effectiveness is subject to the whims and skills of the leader who stands behind it. Speaking of ideas worth repeating, let’s look at quality of life.

The Mirror earned a community service award from the Washington Newspaper Publishers Association for a recent series on raising Federal Way’s quality of life. The term refers to the level of satisfaction residents derive from cultural, social and intellectual opportunities in Federal Way. The Mirror simply shared a few ideas. For example, one report highlighted a “midnight walking club.” Club founder Jeff Kendig wanted to prove that downtown Federal Way is safer than you think. Mayor Skip Priest even joined one of the midnight walks. It was a laudable attempt to erase any fear caused by a skewed perception of crime. Another idea from the series was the promotion of “third places,” which refers to a social gathering spot outside of home (“first place”) and work (“second place”). Anything from a church to a coffee shop to a service club project can count as a third place. This concept is a critical component to raising a community’s quality of life. The more Federal Way folks embrace “third places,” the more likely they will stay and play in the city they call home. The midnight walk and third places help foster pride. They forge bonds between people and their city. The more pride and attachment residents feel toward Federal Way, the harder they’ll work to make it a better place to live. This attitude is reflected in a community’s overall health, both economic and social. The quest for a higher quality of life should be viewed as a permanent journey that’s free of fear and guided by ideas. Andy Hobbs

Saddled with the burden of caring for her sick mother, she was neck deep in the dumps. By the time we got through talking, both of us were howling with laughter. Where did that haggard look that framed her face an hour earlier go? She was transformed. She thanked me for the laughter, and promised that she would strive to incorporate humor into her daily life. Having been challenged with her “old-fashioned” name over the years, she has oftentimes contemplated a name change. “As far back as I can remember,” she said, “old ladies would always ask me, ‘What’s your name you cute little thing?’ And when I told them my name, their response was, ‘Oh, my. That’s a beautiful name, and you want to know something? That was my grandmother’s name, but she died many years ago.’” That line made her scream with horror, thinking that she, too, would soon go the way of her elderly namesakes. She recalled that story with such composure. There’s definitely a spot for her in standup comedy. I confess that I had not laughed that hard since reading Frank McCourt’s “Angela’s Ashes” on a flight from New York to London 12 years ago. My friend had forewarned me not to read that book in public, but I failed to take heed. I made a jackass of myself reading a section where McCourt recalled as a boy how he tried out his father’s dentures, and the top one got stuck inside his mouth. He turned heads while riding on his father’s shoulders to the hospital to extricate the toothy gadget protruding from his small mouth. Nary a sympathy was offered as passersby rolled with laughter at the grinning lad. Laughter, indeed, is the best medicine. A noted quotation does justice to the subject of chortling. “A good, real, unrestrained, hearty laugh is a sort of glorified internal massage, performed rapidly and automatically. It manipulates and revitalizes corners and unexplored crannies of the system that are unresponsive to most other exercise methods.” I love to be around people that laugh easily. If there’s one legacy I would carry forward, it’s the joy of laughter. I constantly share with my family how humor was a mainstay of my childhood. Back then, both young and old jostled to tell their jokes du jour around the dinner table.

His opponent, Jerry Galland, stated that there has been “no loss of firefighters or essential equipment” because of the failure of Prop. 1 in 2010. This is a totally false statement. The truth is that we now have 17 less personnel. The breakdown is 13 fewer firefighters and four fewer administrative people to help our citizens.

In terms of essential equipment, one aid unit is out of service completely and a second aid unit is only available on a part-time basis. I urge you to re-elect Jim Fossos and also to re-elect Mark Thompson. They are both high-quality individuals with integrity who are serving our citizens very well.

Reasons for electing Galland to fire board I am writing this letter to implore voters to vote for Jerry Galland for South King Fire and Rescue commissioner position 5. There are many reasons for this. One reason is that last year he led the effort against Proposi-

tion 1 which, if passed, would have raised the property taxes of Federal Way residents by millions of dollars. This effort against Proposition 1 shows that one of Galland’s major concerns is the cost to Federal Way citizens when any recommendation or policy change by the board of fire commissioners has been considered. been conducting business at the public expense. In addition, he has been successful in making these meetings more open to the public, proving that he wants to bring more accountability to the board and the position he is seeking. He is not a career public servant, whereas his opponent has been the incumbent for almost 18 years. Another reason to vote for Galland is that he is transparent in what he plans to do for the district if elected as fire commissioner. Anyone can go to his website at elect-jerry.net and read what his ideas are, which is not the case with his opponent, Jim Fossos. In fact, after doing a Google search, I was unable to bring up a webpage of his opponent; you have to go directly to the SKFR website to get information of his opponent, which provides only biographical information at best and not what he plans to do if elected again. Lastly, Galland will allow more public input at the board meetings, which shows he cares about the concerns of citizens more so than his opponent, whose only concern right now is getting re-elected for a fourth term. In conclusion, Jerry Galland represents the change that is needed and will bring accountable government to the SKFR Board of Fire Commissioners.

Reading The Mirror this morning, I wanted to laugh out loud. Are you kidding me? Endorse Jack Dovey? I have gone to quite a lot of Federal Way City Council meetings and openminded he ain’t. It’s his opinion and nothing else. Political humbleness? They use to call it political BS. Then the paper goes on to say Bob Celski should have run for position 3. Who at this paper has the right to say who should run for what position? Bob Celski is a breath of fresh air for this city. Man faces charges in road rage shooting BY SHAWN SKAGER Auburn Reporter

Justin R. McCleod pleaded not guilty to first-degree assault and unlawful possession of a firearm (first degree) in a King Count courtroom on Oct. 3 for his alleged involvement in a road rage shooting incident in Federal Way. McCleod, a 32-yearold Shoreline resident, was charged with shooting Auburn-resident Josh Deraitus at the intersection of Military Road South and South 304th Street on Jan. 2, reportedly in retaliation for Deraitus cutting him off. McCleod is in the Norm Maleng Regional Justice Center in Kent on $500,000 bail. McLeod, who has been in custody since February on other charges, will go before the judge again on Monday for a case-setting hearing. Deraitus said he was at a

Federal Way stop sign when he was shot. The bullet struck Deraitus in the face and ultimately led to the loss of his left eye. “He pulled into the lane on the passenger side of the truck,� Deraitus said after the incident. “I looked because I wanted to see the guy who was tailgating me, and as I looked, he pulled up slow. The first glimpse I got of him, he already had the gun out. He didn’t say anything or try to scare me with the pistol or flash the gun. He just fired one shot and basically hit me right between the eyes.� Since the shooting, Deraitus has undergone several surgeries to repair his eye socket and fit him with a prosthetic eye. “For having what happened, it was the best case,� he told the Auburn Reporter previously. “I didn’t die, and it didn’t hit my brain. I lost my eye and part

of my nose, but looking back, it’s the best case that could have happened in the situation.� “I don’t have any anger,� Deraitus continued. “My faith has filled the void that

There are two contested races for South King Fire and Rescue’s board of commissioners. Mark Thompson is facing Timolin Abrom for position 4; Jim Fossos and Jerry Galland seek position 5. The failure of 2010’s proposed service benefit charge — also known as

Prop. 1 — shaped much of the conversation during the Oct. 12 candidates forum at Federal Way High School’s little theater. Abrom did not participate in the forum, but Thompson still answered questions from the moderator. Commissioners serve sixyear terms. When youth enter the violent gang lifestyle of instant gratification, it either leads to prison or an early death. “We have to show that version of reality,� said Satterberg, who became the county’s first gang prosecutor in 1988. He added that

the single biggest deterrent to crime is to keep kids in school. A teenager who sets a goal of receiving a diploma, for example, is less likely to turn that energy toward crime, he said. A sobering fact of the gang lifestyle is the recruitment of children, especially those who are born into it. The audience at Monday’s forum saw photos of teens and grade-school children flashing hand signals and wearing gang colors.

“Gang members breed gang members,� said Det. Joe Gagliardi with the King County Sheriff ’s Office. Graffiti is perhaps the most visible sign of gang activity in a particular area. It also serves as a main intelligence source for law enforcement who track these gang activities. Gagliardi described the difference between gang graffiti and tagger graffiti. The latter is much more common, representing

about 85 to 90 percent of graffiti, he said. Typical tagger graffiti is showcased as colorful bubble letters with some sort of artistic bent. Gang graffiti, on the other hand, is much more basic — and is written with the purpose of being understood. Gang graffiti typically claims territory or issues challenges to rivals. Crossing out a rival gang’s graffiti is a sign of disrespect and can lead to retaliation.

NORPOINT TURKEY TROT WILL TAKE PLACE NOV. 24 IN NORTHEAST TACOMA Participants can run or walk in the 17th annual Norpoint Turkey Trot on Thanksgiving morning, Nov. 24. This yearly tradition features a chip-timed 5-kilometer run along with a two-mile run/walk and Kids’ Trot. Both the 5k and two-mile routes begin at 9 a.m. at the Center at Norpoint and wind through the streets of Northeast Tacoma. Awards will be distributed to the overall male and female winners and the top placers in each age division. A contest at the post-race party will reward the best turkey costumes. Entry fee for both distances is $25 through Nov. 17 and $35 November 18-22. Registration closes at 3 p.m. on Nov. 22. There is no day of race registration. Entry fee includes a long-sleeved T-shirt. The Thomas Jefferson boys tennis team added another banner to its already impressive resumé Wednesday. After rolling to an unbeaten regular season title in the South Puget Sound League Central Division, the Raiders collected the SPSL Tournament championship at Kent-Meridian High School. Jefferson outdistanced Kentridge, Kentlake and Puyallup to win the league title. The Raiders accumulated 41 points, compared to 29 by second-place Kentridge and 23 each from Kentlake and Mitch Stewart Puyallup. Jefferson used its considerable depth to overpower the competition. The Raiders will send a pair of singles’ players and two doubles’ teams to the West Central District Tournament, which will be played in May. The top-10 finishers in each bracket qualified for districts. Federal Way sophomore Mitch Stewart won his second consecutive SPSL singles’ championship Wednesday in dominating fashion. Stewart, one of the top junior tennis players in the nation, beat Beamer’s Joseph de la Cruz in the title match, 6-2, 6-2. Stewart, who finished second at last spring’s state championships in singles, will be the favorite entering the 2012 Class 4A State Tennis Tournament. De la Cruz will advance to the district tournament as the SPSL’s second seed. The TJ doubles team of Alex Lee and James Lee led the way by finishing in second place. The Federal Way Football Club girls under-12 Panthers won the 2011 Wenatchee Apple Cup 1213 Silver bracket on Oct. 9. The Panthers won four-straight games to take the title. The Panthers won their first game, 2-1, over the Key Strikers, beat the Wenatchee Sharks in their second game, 6-0, and downed the North Bend Black Widows, 3-1, in their third day. The Panthers beat the Ephrata Extreme in the championship, 4-0. During the tournament, six of the 13 players on the

Panthers’ roster scored goals. Federal Way’s Raelyn Gradel also defended her title from last year in the Goalie Wars by winning the u-12 bracket in threestraight matches. Controversy at Thomas Jefferson Thomas Jefferson High School has seemingly been aswirl in one controversy or another dating back to last spring. A technological glitch resulted in students starting this school year without schedules, and parents have been vocal about the effects of the district’s reformed academic policies. With the beginning of the 2011-12 school year, another issue sprang up regarding the leadership of TJ principal Dr. Marsha Denton. A series of “anonymous� letters floated through the community regarding issues with Denton’s leadership and management style. Federal Way Public Schools superintendent Rob Neu was finally forced to make a change. He announced during the Oct. 11 board meeting that Drake would take over as TJ principal for the remainder of the school year. “As you know, recent events at Thomas Jefferson High School have stirred up a lot of emotions and concerns over the direction of that school. The most recent events, related to the schedul-

ing and the school climate, have warranted I think some further review on my part,� Neu said. “Having done that, despite the best efforts of Dr. Denton, the environment at TJ has not improved to the satisfaction of students, parents and staff, as well as myself.� Neu said Denton will be moved to the Education Service Center and will take over the role of Director of Research. The superintendent said Denton will be well suited to this role with her previous experience as Director of Assessment and Research at the Issaquah School District. Drake will fit right in and be a positive contribution to TJ, Neu said, because of her ongoing commitment to Federal Way schools. “As you know, Liz was recently running for school board, and through that campaign and her work at Todd Beamer, it’s obvious her heart and passion is with the students,� Neu said. “She agrees with me that this would be the best fit for her talents.� Board members Angela Griffin, Suzanne Smith and Amye Bronson-Doherty voted unanimously to approve Drake’s appointment as interim principal at TJ. Board president Tony Moore was absent due to illness, while board member Ed Barney was absent due to travel.

Crabtree said the board and district should focus on improving learning conditions for grade school, which she believes is a critical window for shaping students’ education. Wilson believes the most important issue facing the school district is the need to improve early learning, especially at the grade school level. Crabtree said the most important issue facing the school district right now is the controversies at Thomas Jefferson High School, which is in the area represented by this school board position. Both candidates stressed the need for more parental engagement as well as better communication between the school board and the public. Wilson said her job, if elected, is to make herself available for conversation and dialogue, such as at open forums or roundtable meetings. “I don’t know any parent who doesn’t want their child to be successful. They may just not know how to do that,� Wilson said. Crabtree echoed that sentiment, suggesting monthly meetings with parents in the community to show that they’re cared about. “We need to have an ongoing relationship with parents so that they feel comfortable in knowing from us what

students. A lot of times, they don’t know,â€? Crabtree said. Both candidates reiterated the need for Federal Way schools to fight for fair funding from the state. Wilson said the most critical step is to work with legislators on a funding formula to put Federal Way on par with other districts. One topic that came up was the diversity in the school district. Federal Way students represent at least 112 different languages that are spoken in the homes. Candidates were asked how they would address this challenge. “We can’t stereotype anyone,â€? said Wilson, noting that diversity adds a complexity to education. She said it’s key to communicate with this diverse range of families. “We have to meet the needs of every student, regardless of where they are‌ My biggest hope is that we can develop a community that sees all residents as partners.â€? Crabtree noted her experience with children in foreign countries. “When I was in the Philippines, the kids’ favorite subjects were math and English,â€? she said. “Every kid can learn. It doesn’t matter what language they speak‌ It doesn’t matter what their culture is. They just need to be motivated and helped by the schools.â€? Both candidates support the school district’s academic acceleration policy. However, they both said there were problems with the policy’s implementation. Wilson

However, the district needed more dialogue and foresight for any problems with its implementation. Crabtree said the policy is good in allowing more students a chance to succeed, but criticized the lack of preparation for implementing the policy. She said older students can help mentor younger students and bring them along in these more rigorous courses.

Danny Peterson In the race for position 3, Liz Drake withdrew after accepting the principal job at Thomas Jefferson High School. This leaves Danny Peterson as the sole active candidate for position 3. He addressed the audience briefly at Wednesday’s forum. “I want to see all the students have an amazing education,� Peterson said. “We have a melting pot of people from all different cultures here. We need to have people on the board that realize that there’s different cultures, different perspectives. I am someone who has that experience from being in different places around the world. I am excited to be able to contend for that.� Peterson has a master’s degree in teaching from Seattle Pacific University. He has traveled to 25 countries to work with students on education and health projects.

Reach Out Federal Way, a homeless advocacy organization, hosted a breakfast fundraiser Oct. 13 at Steel Lake Presbyterian Church to help open a winter shelter for homeless women in South King County. More than 250 tickets were sold. Currently, there is only one emergency shelter in all of South King County for homeless women.
