Human trafficking: Stop the demand Forum raises awareness of underage prostitution BY ANDY HOBBS editor@federalwaymirror.com

The key to stopping forced labor and sex slavery — also known as human trafficking — is to stop demand.

The Seattle area ranks among the top in the world for sexual exploitation of minors, according to Robin Schildmeyer of Genesis Project, an organization dedicated to protecting young women victimized by human trafficking. The organization provides a 24hour safe house, and estimates the average age of entry into prostitution is 13. Many of the victims are

runaways with a history of sexual abuse, drug and alcohol abuse, and poverty. Human trafficking is especially prevalent in Washington because of the state’s ports, said Sen. Tracey Eide (D-District 30). Both Eide and Schildmeyer were panel members at an awareness forum sponsored by Soroptimist International of Federal Way and

held in a packed council chambers Sept. 29 at City Hall. Eide introduces a resolution on the Senate floor every Jan. 11 for Human Trafficking Awareness Day. She and fellow Senate colleague Jeanne Kohl-Welles are staunch advocates for human trafficking victims in Washington. The state Legislature has been [ more TRAFFICKING, p. 9 ]

The Washington State Department of Health announced that the sale and possession of pseudo-drugs such as “bath salts,� “Spice,� “K-2,� “plant food,� “Ivory Wave� and “White Lightning� is now illegal. The chemicals, which recently saw a rise in popularity and sales in tobacco stores and head shops, mimic the effects of cocaine, LSD, ecstasy and/ or methamphetamine. An Oct. 3 news release from the DOH indicates that “products containing synthetic marijuana (cannabinoids) or synthetic stimulants (substituted cathinones) are illegal under a ban by the state Board of Pharmacy.� The DOH notes that these substances are now classified as Schedule I controlled substances, which represents the strictest level of control and enforcement. According to the DOH, the Board of Pharmacy enacted two emergency bans starting in April to figure out how to combat the rising use of these chemicals. The ban will go into effect no later than Nov. 3, and “gives clear authority to law enforcement to prosecute for the manufacture, [ more BATH SALTS, page 7 ]

Federal law prohibits new car dealers from implying or denying warranty service because routine scheduled maintenance was performed at an independent repair facility.

Nearly 28 years ago, Terry Norman was sleeping in the backseat of a friend’s car on the way home from Flaming Geyser State Park. The driver lost control on a curve on Green Valley Road, and the car slammed into a tree. Terry’s head was positioned at the point of impact. “If he had been laying the other way, he would have had a broken foot,� said his mother, Mary Norman. Terry was in a coma for three months after the crash. At age 18, traumatic brain injuries left him wheelchair-bound and needing round-the-clock care for life. After insurance money ran out, Mary Norman began searching for an appropriate place for her son to live. Not wanting to put him in a geriatric facility, she embarked on a yearslong fundraising journey that finally resulted in Terry Home.

Opened in 1996, the rehabilitation facility in Pacific was named after Terry Norman, the home’s first resident. He still lives there, along with nine other residents. About 25 young adults have lived in the 4,300-square-foot Terry Home during the past 15 years, and 10 have graduated to more independent living arrangements. The two hid the ink tags in a changing room light fixture and then concealed the bras in a bag and on their persons. The male said that during an argument, his soon to be ex-girlfriend threw a vacuum cleaner through a bedroom window. According to the police report, there was no other assault or crime committed, and a domestic violence resource guide was provided to the couple. t 1IJTIJOH UFYUT At 5:55 p.m. Oct. 2 in the 33000 block of 33rd Place SW, the reporting party contacted police about a text message they received. The reporting party said they received a text message claiming to be from Wells Fargo that indicated their account

had been deactivated. The reporting party said they did not have an account with Wells Fargo and was worried other people might be defrauded by these text messages. According to the report, police attempted to contact the numbers listed in the text messages, and received the message indicating the number is no longer in service. t i7JDUJNw BSSFTUFE At 7:19 a.m. Oct. 1 in the 2200 block of South Star Lake Road, a man called to report that someone had attempted to break into his vehicle. Police ran checks on vehicle’s license and discovered the “victim� had an active warrant from Olympia. The man was arrested and booked into King County Jail. t 1JMMT TUPMFO At 11:42 a.m. Sept. 30, in the 32000 block of 20th Lane SW, the reporting party called to say a 96-count bottle of Vicodin had been stolen from her purse. The victim indicated she had left her apartment unattended and unlocked for a short period of time when she went outside to find her granddaughter. The victim said there was also $200 in her purse, which the thieves left alone. The police report indicates the victim is a cancer patient. t *U SVOT JO UIF GBNJMZ At 9:06 p.m. Oct. 1 in the 1700 block of South Commons, a young woman was detained in Sears for stealing a $9.50 pair of underwear. The girl’s stepfather came to pick her up. While there, police ran the stepfather’s name and discovered he had an active warrant in Seattle. The stepfather was arrested and transported to Seattle. Someone else came to pick up the girl.

With a new “bulk rate purchasing� concept, Energy Alternatives has made a positive impact on the local residential window market. “We realized that there was a smarter way for homeowners to place their new window orders, to obtain a more significant savings from the window manufacturer,� Tom Pitzer explains. A father of six, Mr. Pitzer began Energy Alternatives, an energy auditing and consulting company, with two of his sons. “We found that the business relationships we have developed in the window industry, gave us the unique opportunity to order our customers’ windows, with other orders being placed by other contractors. Soon we were bundling our orders with these contractors.� This bulk rate pricing, is achieved by receiving a better factor from the window manufacturer. The majority opinion by the Supreme Court also upheld the hearing officer’s ruling that FWPS had not provided justifiable cause for Vinson’s termination, and that the incident that led to the troubles was not egregious enough to be cause for termination either. FWPS and Vinson are not done. Vinson filed another lawsuit against the school district alleging discrimination based on Vinson’s sexual orientation. The case is still pending.

Dovey-Celski race is a big one The race between incumbent city council member Jack Dovey and challenger Bob Celski may not only be the most interesting of the council races, but it may have the most impact on Federal Way government. Dovey is a businessman and one of the veterans of the council. He has served off and on since 1995. He has been part of most major decisions affecting the community and can justifiably point to many city improvements during his tenure. He notes Celebration Park, improved police services and an updated sign code. He is a strong supporter of economic development and highlights the medical incubator, along with helping to bring events to the community. He supports the red light camera program and says it is having the desired effect. He believes his experience at this time is a valuable asset as the city struggles with its budget challenges. Dovey is a Republican, but views his responsibilities on the council as non-partisan. Even people who disagree with Dovey will say he is likable and reasonable. Dovey is a seasoned campaigner and will concentrate on doorbelling, mailings and signs. He expects to raise around $10,000 for his campaign. After many years in office, his name recognition should be very high. Dovey received a rating of “very good” from the Municipal League. He has been endorsed by the Affordable Housing Council, Casey Treat, Councilwoman Linda Kochmar and Mayor Skip Priest. If his campaign peaks at the right time, Bob Celski could be one of the more formidable opponents Dovey has encountered.

The second part of the Oct. 1 column, “Hidden rewards of grant money in Federal Way,” does not accurately portray the positive efforts of Sen. Maria Cantwell in supporting the recent $807,345 COPS grant awarded to the Federal Way Police Department. The column concludes that Sen. Cantwell didn’t deserve credit for the grant award and misrepresents the position of Federal Way officials to support that thesis. At no time did editor Andy Hobbs

have a conversation with Police Chief Brian Wilson, as implied in the column. For the record, Sen. Cantwell supported Federal Way’s most recent successful COPS grant application and deserves full credit for her efforts to support public safety in Federal Way. After submitting the grant application this summer, city staff contacted the offices of all three congressional

Celski has some similarities to Dovey in party persuasion and fiscal conservatism, and both have business experience. But there are also differences. Celski supports economic development efforts, but opposed the Twin Developments project, which Dovey and a majority of the council patiently supported for many months. Celski also feels Dovey flip-flopped on his positions regarding the conversion from the council-manager to mayor-council form of government. Celski is a West Point graduate, and has been a petroleum manager and a small businessman. He describes his approach as an “analyst of facts.” Those who know him say he is likable and approachable. Celski recognizes that the city budget is tight, but wants the city to be known for excellence. He wants to improve the city image and would like to see better parks and ensure safety. Celski received a “good” rating from the Municipal League. He has been endorsed by Councilman Jim Ferrell and Federal Way School Board President Tony Moore. Celski is prepared to raise and spend $20,000 on his campaign and will put up signs, doorbell and send mailers. If Celski wins, it could signal a change in the mayor-council relationship. Dovey and Mayor Priest are close friends, and retiring Councilman Mike Park has also been allied with the mayor. U.S. Postal Service workers nationwide are saying they don’t want a bailout — they just want to get the mail out. The agency has survived technological change from the telephone, telegraph, fax machine and the Internet, where people can send email instead of conventional letters. But the Postal Service, which lost $8.5 billion last year, is now struggling so much that it was unable to make a $5.5 billion payment due Sept. 30 (the end of the USPS fiscal year) to a federal retiree health care trust fund. The measure is in response to a 2006 congressional mandate that the Postal Service pre-fund future retiree health benefits for the next 75 years – and do so within a decade. That’s $5.5 million each September out of the agency’s operating budget for the health benefits of people who haven’t been born yet, according to the National Association of Letter Carriers. The bill would give the Postal Service access to the billions of dollars Congress forced it to set aside for pre-paid pension benefits. In an already-strained economy, it doesn’t make economic sense for an agency to provide such benefits to future workers. Alternatives to this bill are not in the best interest of residents, communities and local businesses, let alone the future of USPS. The agency is a centerpiece of a $1.3 trillion mailing industry that supports 8 million jobs. It’s time for Congress to protect those jobs by worrying about present — not future — workers.

In 2009-10, Federal Way schools received approximately $499,000 from OSPI, while in 2010-11, the amount was $158,200. The varying amounts are due to the continued budget issues at the state level, according to the district. The district notes that the grant is rewarded on program design and no other elements, such as free or reduced lunch participation — meaning it’s money that’s awarded on merit, and not necessarily need. “We know that the most influential element in the classroom is the teacher, and the more we provide purposeful, individual job-embedded support and appropriate professional development to educators, the more we improve learning,� said BTAP program admin-

Police investigated further, and discovered eight to nine empty packets of bath salts in the couple’s apartment. In July, police responded to a call of a young man who said he was being threatened by “shadowy figures with guns.� The young man admitted to police that he had used bath salts.

According to the Board of Pharmacy, bath salts are sold in smoke shops, head shops and over the Internet as legal alternatives to illegal drugs. The products contain cathinone chemicals that behave like methamphetamine or cocaine. The Board’s website also shares

that, like the real drugs of cocaine and meth, users often snort bath salts to get high. Spice and K-2, according to the website, “are a type of synthetic marijuana.� Manufacturers of the substance spray the chemical onto incense, according to the Board of Pharmacy.

The bans come in the wake of “reports of car crashes, self-mutilations, suicides and homicides linked to the use of these drugs,� according to the DOH. The potency and duration of these chemicals can vary greatly, according to the Board of Pharmacy, and

“affect behavior, judgment and health and can cause serious harm when used.�

www.federalwaymirror.com chipping away at human trafficking since 2002, with the creation of a task force and the “Mail Order Bride Act.” That law, enacted after a pair of mail order brides were murdered by their husbands, requires matchmaking organizations to notify the would-be brides in their native language that they have a right to a background check on clients. In 2003, Washington became the first state to pass a law that criminalizes human trafficking. Since then, a series of laws have addressed restrictions on sex tourism, along with confidentiality and benefits for victims. In 2012, the Legislature will attempt to restrict advertisements for escort services related to underage victims. Human trafficking cases have also hit the Federal Way area in recent years. Five residents from Federal Way and Auburn were charged in 2008 with conspiracy to

engage in forced labor of a 16-year-old Afghan immigrant. Three men arranged for the girl to immigrate to the U.S. two years before when she was age 14. One of the men attempted to marry the girl, and was accused of sexually assaulting and beating her. During her time in the United States, the girl allegedly was forced to perform household chores for two other residents. “This is something as a police department that we can’t do alone,” said Police Chief Brian Wilson, one of the panel members at the forum. He noted the need for schools and social service agencies to assist law enforcement in finding both victims and perpetrators. Federal Way police have had success with prostitution sting operations, Wilson said. He described one operation in which detectives dressed as prostitutes and walked Pacific Highway South — sometimes attracting a line of two or three cars containing customers wait-

ing to negotiate services. In just a few hours, police nabbed more than a dozen potential johns that night, Wilson said. In fact, prostitution is so prevalent on Internet site Craiglist. org that an officer could make an arrest within any given two-hour window, Wilson said. “I’m very much in favor of going after the predators,” he said. In the South Sound area, Sisters Against Human Trafficking is an organization dedicated to raising awareness. At the Sept. 29 forum, Sister Donna Fread noted the minor success that came from a bus ad campaign. More than 20 buses in Pierce County displayed a message to “Stop the demand.” She described one case involving a pair of young girls held at an apartment in East Tacoma, where an adult woman advertised the girls online and set them up with men. “We are working to educate and make people curious about human trafficking,” Fread said, noting that her organization is

currently compiling a resource booklet to assist with victims. Chris Johnson, policy director for Attorney General Rob McKenna, credits the growing grass-roots support for allowing the state to “chip away” at human trafficking. A major victory against human trafficking came in 2009, when Seattle pimp DeShawn “Cash Money” Clark, 19, became the first person in Washington to be convicted of human trafficking. Clark was sentenced to 17 years in prison. Johnson noted that the Seattle Police Department offers training statewide for law enforcement agencies in dealing with human trafficking. He also praised current initiatives on the state and national levels, such as the Trafficking Victims Protection Reauthorization Act of 2011. “Where we are with human trafficking is where we were with domestic violence 30 years ago,” said Johnson during the forum. “We have a long way to go.”

The future 5,300-square-foot home, located at 727 A St. NE, is expected to be finished by June 2012. Mary Norman’s sister, Myla Montgomery of Federal Way, is on the Terry Home board of directors and is a primary manager for the non-profit organization. She said the new home will house 12 residents, with four of those spots reserved for military veterans. “It becomes a real strain on family and friends,” Montgomery said about caring for young adults with severe brain injuries. “Our waiting list is at 25, and some people have been on the list for five years.” Terry Home depends heavily on fundraising, along with county and state grants. Volleyball is not the first sport that comes to mind when you think about Federal Way. The school district has won multiple state championships in soccer, tennis, track and field and basketball, among others. But no Federal Way volleyball team has ever placed at a state volleyball tournament. Federal Way High School ended up with a third-place trophy back in 1978. The Eagles’ only other state tournament appearance came in 1988. Decatur has the most state tournament appearances in the district with six, compiling a 4-16 all-time record. Jefferson’s only state tournament came in 1984, when the Raiders went 2-2 and didn’t place. Beamer has never qualified. Recently, volleyball wins have been few and far between for the four Federal Way high schools. During the past three seasons, the programs at Beamer, Decatur, Jefferson and Federal Way have combined to win a grand total of 11 SPSL matches, which averages to just under one win a season for each team. The team that might change the winning volleyball drought this season could be Beamer — and their first-year coach, Patrick Taitano, expects nothing less. “I’ve been brought in to Beamer to change the culture of volleyball and build a successful program,” Taitano [ more VOLLEYBALL page 12 ]

The win moved Beamer to 1-2 in South Puget Sound League (SPSL) South play, and 1-3 overall on the season. Spanaway Lake got on the board first in the second quarter, when Marcus Thomas ran into the end zone from four yards out. Beamer answered with a 34-yard pass from Arjun Weherawattage to Willie Roach. After the Roach touchdown, the Sentinels edged back into the lead with a 26-yard

field goal. The Titans’ defense shut out Spanaway Lake in the third quarter, and edged ahead when Shawn Priggett ran for a touchdown from eight yards out.Marley Liulama scored the winning TD in the fourth quarter on a four-yard touchdown run. The Sentinels also got on the board in the fourth quarter, with Joe Martin scoring from a yard out, but it was not enough, as Beamer secured its first win of the season.

Olympian J.R. Celski wins speedskating event FROM STAFF REPORTS

Federal Way native and Olympic medalist J.R. Celski swept the American Cup 1 last weekend, inclduing the 1,000-meter and 1,500-meter speedskating superfinal. The race was held at the Hardee’s Iceplex in Chesterfield, Mo. Sweeping all distances during the weekend, Celski finished atop the American Cup Overall Classification

with 4,000 points and was named to the 2011 Fall World Cup team. “It felt great to be back in competition this weekend,� said Celski in a news release. “I’m excited to be skating with the team again, and I look forward to making progress this season with them and hopefully we can win a lot of races.� The American Cup I is U.S. Speedskating’s qualifier for the first four World Cup meets. Cummings will also count on newcomers A’yesia Rogers, Autumn Hopkins-Clayton, Jenny Fager, Paige Yount and Iesha Slack. “One of the strengths of this team is the camaraderie and friendship among the ladies,� Cummings said. “They are quick to encourage one another and not get down on each other.�
