With no end in sight to the local and national economic crises, families are seeking help from government agencies and programs in greater numbers. In Federal Way, the Department of Human Services provides aid and relief to those who find

themselves in less than desirable circumstances. From dental care to clothing to food to child care, the department and its partnering agencies and programs are a vital lifeline for some of Federal Way’s most disadvantaged residents. The department has approximately $581,185 a year to spend, according to technician Denise Catalano. That $581,185 is made

up of approximately $430,000 from the human services general fund, while the remainder comes from $65,185 in Community Block Development Block Grant (CDBG) funds. Catalano also noted that the city council approved a one-time injection of $86,000 into the general fund for 2011-12. The situation for 2012 is still

hazy, as local agencies wait for a budget to come down from the federal government, Catalano said during a Sept. 20 presentation to the Federal Way City Council. “2012 funding is depending on the 2012 federal budget, and we won’t know what that will be until sometime next year,” she said. Catalano shared statistics from a few of the agencies funded by

human services. According to Catalano, Catholic Community Services saw a 26 percent increase in referrals from South King County in the first five months of 2011. The Multi-Service Center (MSC) Food Bank experienced a 37 percent increase in serving children ages 2 and younger during the second quarter of 2011, [ more SERVICES, page 9 ]

“Late Nite Catechism” is the kind of title that sends an intelligent person running. “Oh, no. Not another show about Catholic nuns. Please. Whoopi was enough.” Don’t run too fast. Yes, FEDERAL WAY “Late Nite Catechism” is a religious comedy. Yes, it features a woman dressed in a black habit. And, yes, just like Sister Mary Ignatius, she explains Catholicism to the unindoctrinated. But the similarities stop there. “Late Nite Catechism” is refreshingly different. For starters, playwrights Vicki Quade and Maripat Donovan have a deep, nostalgic respect for their subject. It’s not the blind respect of a child who’s never thought about religion. It’s a mature respect born out of diligent scholarship and a bit of reflection. Quade says: “I grew up thinking the nuns were the product of a dangerous liaison between humans and angels. A redistricting proposal will determine the legislative districts for the King County Council, whose representative for Federal Way and South King County is Pete von Reichbauer. The new plan will extend South King County’s district further east and south than previously, with that being the only significant change for voters in the area, from what can be seen of the proposal. A public hearing will be held 6:30 to 8:30 p.m. Oct. 3 at the King County Courthouse council chambers for input on the King County Districting Committee’s proposed plan. The proposal can be found at www. kingcounty.gov/districting, and members of the public may comment online through that same site. “This redistricting plan was carefully drafted to balance population, meet legal requirements, and incorporate the public input we received,” said committee chair Terrence Carroll from a Sept. 21 press release. District boundaries are required by law to be redrawn after every U.S. Census, the most recent being in 2010. The intent is to make each district as equal in population as possible, according to the county, and the target population for the proposed district plan was 214,583. All districts in the proposed plan are within one-quarter of one percent of the target. The county states that “population data may not be used for purposes of favoring or disfavoring any racial group or political party.” The final plan must be approved by January 15, 2012.

The Tico Times is recognized as being the leading source of news for English-speaking people in Central America. Internationally, Nicaraguan courts are known to be among some of the most corrupt. The World Economic Forum has Nicaraguan courts as ranking 132 out of 139 in being the least independent in the world, according to the families press release. Puracal’s supporters, in light of his sentencing, are also calling for people in the Puget Sound region to rally during President Barack Obama’s appearance Sept. 25 in Seattle. “Every year, the state auditor comes to the city and performs an audit. I’m proud to report, for the 17th consecutive year, the audit report shows no findings for the city.â€? So said Federal Way mayor Skip Priest during the Federal Way City Council’s regular meeting Sept. 20. City finance director Tho Kraus provided the details on the state’s findings of how Federal Way handles the public’s money. Kraus prefaced her remarks by saying the state looks at three different areas during its annual audit: accountability, the financial statement and federal grant compliance. The purpose of the financial statement audit, she said, is to make sure there are no “material misstatementsâ€? caused by “error, fraud or violation of laws.â€? “The result of our 2010 audit is an unqualified opinion,â€? she said. “There were no significant deficiencies‌and no instances of non-compliance.â€? Kraus said the city was in full compliance with its federal grant money. The grant

programs that are examined are ones in which expenditures exceed $500,000 a year. The two grant funded projects the auditor looked at were Phase 4 of the State Route 99 construction, and the Community Block Development Grant program. As far as accountability, Kraus said the city had no major shortfalls in that area, either. “The result is, the city’s internal controls were adequate to safeguard public assets. The city also complied with state law and regulations and its own policies and procedures,� she said. Another positive from the yearly audit was that it was under budget, Kraus said. “The total cost of the audit was estimated by the state auditor office at 650 hours, or almost $54,000 with travel expenses. The actual hours came in at 580 hours, or $47,000, and the city’s budget was close to $57,000, so we do have some savings for this year,� she said. “This really just shows the city is committed to public accountability.� To view the detailed reports, visit the State Auditor’s office website: sao.wa.gov.

IN OTHER Federal Way’s public works department will install flashing yellow turn signals at the Dash Point Road and SW 312th Street intersection. The turn signals will apply to left turns onto SW 312th Street. The upgrade will cost $12,000 and the intersection accommodates about 21,000 cars a day, according to the city. When the turn arrow flashes yellow, drivers are permitted to make turns, yielding first to oncoming traffic and pedestrians. The new turn signals will be installed Sept. 27, according to the city. The signals exist at 11 intersections throughout the city, with the first signal installed in 2006. Collisions at those intersections have decreased by 23 percent, while the severity rates of collisions at the subject intersections have decreased 34 percent, according to the city.

An arts center is more than just a stage, seats, bricks and mortar. It represents a branch of education — a reminder that Federal Way waters the public intellect’s fertile fields. That said, Federal Way’s perpetual arts center proposal has been all talk and little action, apparently for decades. A July 1976 photo from the old Federal Way News shows another proposed arts center. The 35-year-old caption reads: “This model of the $11.5 million Festival in the Forest theater complex, which will be built in Federal Way, was unveiled Friday at the Seattle Opera House. The Seattle Opera Association is presently looking for funding for the building, which will be built on Weyerhaeuser property. The three theater complex will be on Panther Lake in West Campus and will be the home of a 20-week World Fair of the Arts annually.” Obviously, there is no Festival in the Forest theater complex in Federal Way. The proposal ultimately fizzled in the late-1970s recession. Today, that property at 348th Street and 1st Avenue is home to Winco. A handful of Federal Way residents still carry the so-called arts center torch. Even in today’s economy, the project is making another run at reality. Three proposals for a now-dubbed civic center were submitted this summer. Stay tuned for updates as the civic center moves forward, inch by inch. Arts are a critical element in economic development. 4Culture, the cultural services agency for King County, finds funding for at least 20 arts programs in South King County. The organization also backs the effort to build Federal Way’s arts center. Much of 4Culture’s money comes from lodging taxes. The connection makes sense because

arts and entertainment bring visitors who fill hotels. Seattle will always be the heart of Puget Sound’s arts and culture. However, almost one-third of King County’s population lives south of Seattle. Federal Way has an opportunity to compete for those entertainment dollars and even bring visitors down here. Speaking of dollars, let’s talk about arts-related economic development, or in laymen’s terms, turning Federal Way into a cash cow through entertainment. Consider how Austin, Texas, is known for live music. That city boasts dozens of stages and performing venues. Hundreds of thousands of visitors flock each year to big-name music events like Austin City Limits and the South by Southwest Festival. Although the seeds for this success were planted long ago and allowed to grow, Austin’s example of success is no accident. Thousands of jobs in Austin depend on the music and entertainment scene, creating a positive cycle that stabilizes and enriches quality of life. The cynical view is that an arts center will sit empty in Federal Way. However, an arts center is unlike the big-box store that leaves behind an empty shell. The difference is pride because pride leads to attachment. Over time, the community will invest enough time and emotion into an arts center to make its survival a priority. Everyone in the city will have a stake in the arts center, including cynics who dwell on the project’s shortcomings while ensuring nobody forgets how it cost $20 million. Federal Way, I know firsthand that you don’t all agree about this issue, so let me just start out by reminding you that it’s National Courtesy Month. Last week, the repeal of the “Don’t Ask, Don’t Tell” policy went into effect, allowing those who are gay and lesbian to serve openly in our military. In addition to gay and lesbian members who were discharged now being allowed to re-enlist, “brave men and women currently serving will have the freedom to come out and be honest with their comrades about who they are and who they love,” according to the Human Rights Campaign. Let me emphasize the important part here: they get to be honest about who they love. Not what they do in bed, which by the way is nobody’s business, any more than it is what you or I or any heterosexual does in bed. Who. They. Love. Some people say this governmental mandate to allow openness about homosexuality will somehow dishonor the military by changing attitudes, negatively affecting recruitment and “eroding unit cohesion.” But this past week, the military finally honored Melvin Dwork by changing his 70-yearold “undesirable” discharge to “honorable.” Imagine all those years of being viewed as undesirable by our military, despite a willingness to serve his country, all because of who he loves. “We all must be allowed to love each other with honor,” says Archbishop Desmond Tutu. “Yet all over the world, lesbian, gay, bisexual and transgender people are persecuted. …We make them doubt that they too are children of God. This must be nearly the ultimate blasphemy. We blame them for what they are.” And for who they love. Imagine (if you are straight) not being able to tell anyone at work that you’re married, or to whom you’re married, for fear of being ridiculed, persecuted or fired — no picture on your desk because that could result in awkward questions. Imagine not being able to tell your friends or family that you are moving across the country because your partner got transferred to another base, because if you explain, you’ll out her, and she’ll be dishonorably discharged. No wonder there was a celebration last week at Joint Base Lewis-McChord, featuring Major Margaret Witt, who legally fought her 2004 discharge for being outed as a lesbian. “Over 14,000 service members were discharged under ‘don’t ask, don’t tell,’” Witt said. “I was one of the very fortunate few who had a legal team who was willing to step up and fight.” (seattletimes.com) Now, all those who are willing to step up and fight for the rest of us, for freedom and democracy and the American way, no longer have to choose between being honest and serving. And that makes me proud to be an American.

The money for services my 9-year-old daughter receives at her elementary school in Federal Way have been trimmed every year for the last three years due to cuts in state spending in the area of education. For example, the full-time school counselor that was so

nice to my daughter last year did not return this year because that counselor was laid off. Instead, a counselor that used to be at another school full time is now at my daughter’s school part time and at the other school part time. Pros and cons of liquor initiative Campaigns for Initiative 1183 should use accurate, timely information. In 2009, Pennsylvania faced a similar decision about privatizing alcohol sales. In October of that same year, The Commonwealth Foundation, a non-profit research

institute, studied the social aspects of liquor privatization. The results of this in-depth analysis indicated no differences in the number of alcohol related deaths or arrests, and no significant change in per capita consumption between control states and license states. Bully prevention emphasized in FW schools

Federal Way Public schools announced Sept. 20 that staff throughout the district are participating in bullying prevention training this year as part of an increased emphasis on bullying district-wide. Previously, each school within the district had separate bullying policies and procedures, said Judy Lemmel, director of K-12 Teaching for Learning with FWPS. Now, the Federal Way has a district-wide policy in regards to bullying, and also appointed a compliance officer, the district reports. The changes came in response to changes in Washington state legislation. “They’ve done a great job at the school level, but this brings it together to make it consistent,” Lemmel said. “Kids can’t be successful, they can’t be college ready, if they’re being bullied. It affects their grades, their performance and their selfesteem.” The district reports that the state school bullying legislation has included a section on cyberbullying since 2007. The new legislation strengthens policies and procedures. All FWPS staff members are now trained in bullying prevention and are required to take prompt action any time they witness or receive a report of bullying, the district reports. The aforementioned compliance officer is to “review incident reports and work with principals at each school to ensure the process is effectively reducing bullying,” according to the district. Parents were also required to sign an agreement to indicate they’re going to help stop bullying as well. “Our overall goal is to make kids college ready, and they can only do that in a safe, supportive environment,” Lemmel said. “We want kids to learn to respect and care about others.” At Federal Way High School, students will host workshops on bullying on Sept. 23 and Sept. 26 at the school. Federal Way High School has an annual presentation on bullying, but this year the students are emphasizing bullying prevention as part of the school culture, according to the district. to business and economic development. He was the lead, driving force that resulted in the formation of Cascadia Medtech Accelerator. This economic development platform was created by grants endorsed by the city council, with leadership provided by Dovey, to bring medical technology businesses to Federal Way. Since the formation of Cascadia one year ago, over 40 companies have considered Federal Way as a location for their operations. Absent the proactive work of the accelerator, it is highly unlikely any of them would have considered setting up shop here. Of the 40 companies, four are currently utilizing the accelerator as their virtual headquarters, and we are working diligently to move at least a portion of these companies’ operations permanently to Federal Way. None of this would be happening without Dovey’s leadership and without his gaining city council support for this project. Dovey’s energy, ideas and leadership are critical in order to ensure the future pay-off of this investment in Federal Way’s economic future. We should return Dovey to the council for a new term in November.

In fact, no sourced material existed on websites criticizing 1183. As we move closer to the election, voters need to rely on accurate information. They want the truth, regardless of the source. Groups opposing 1183 have repeatedly used unsupported quotes and emotional pleas. Supporters of I-1183 continue to give voters an accurate assessment of the effects of privatizing liquor sales in Washington.

The Senior Meals on Wheels is also serving 10 percent more clients than expected this year, Catalano noted. Catalano outlined how the money is divvied up for human services. The general fund allocates money to 41 programs in 29 different agencies, she said, while the CDBG money funds programs for five different agencies. Outside of those increased numbers, Catalano said agencies funded by human services are seeing clients who need to be helped by multiple agencies. “The Children’s Home Society told us that in addition to their Early Head Start program, they have food in their facility, they have diapers they give out, and all kinds of information and referrals,â€? she said. “Ways to help them get through the red tape of DSHS. Everything these families need, they try to help them with.â€? Catalano said senior staff at the Department of Human Services have been visiting with the various agencies lately, to get a sense of what’s needed going forward. “The Human Services staff have been visiting all of our funded agencies this year, to introduce ourselves and to get to know their needs better,â€? she said. “They have a couple of messages‌the first is an increased demand for services, which is not a surprise with the state of the economy these days.â€? Catalano did note that a new requirement the city’s Department of Human Services will implement next year is a stricter bookkeeping policy on the agencies it funds. “It’s important we have accountability for the city and how the funds are spent. Starting next year, we’re going to require that each agency submit their audited financial statement. It’s just backup that the funds are being spent the way they should be,â€? she said.

Doris enjoys working on puzzles, going to church every Sunday, watching the Seattle Mariners, and her kitties Min Lee and Lin Lee. Doris was originally referred to Comfort Keepers 5 years ago when her husband became ill and she realized that she needed assistance caring for him. His care became more difficult as time went by requiring Comfort Keepers’ caregivers to assist Doris with bathing, dressing and undressing, and a great deal of personal care for him. When Doris herself passed out one evening, the caregiver was able to call 911 and make sure she was taken care of. She ended up staying in the hospital for two days and Comfort Keepers stayed with her husband for 24 hours a day till she was safely home. Comfort Keepers also helped Doris through the difficult time when her husband was placed on Hospice Care and he passed away. Doris said she kept Comfort Keeper’s business card all these years because she knew the time would come when she needed help. Recently, Doris found herself in the hospital and needed care upon discharge. She called Comfort Keepers on a Saturday morning and was able to make arrangements for care right away. She had 52 kids in her first class, she says, “who all knew they were better than the kids who went to public school.” She goes on to weave stories, old jokes and pre-Vatican II dogma into hilariously funny tapestry of Catholic culture. Sister reads a letter to Father Murphy from Antonio Cardinal Magiaracina, requesting that his parish aid the Vatican in reviewing and rewriting the official list of more than 75,000 saints. “Some might be fictionalized,” the letter states, “and need to be reviewed. Times are tough,” says Sister, shaking her head. “Churches are closing. Saints are getting laid off.” “Late Nite Catechism” is the longestrunning show in Seattle history and still plays to packed houses all over the country. ...HOME & GARDEN Decorating the eco-friendly way With a few tricks, some salvaging, and a lot of imagination, decorating can become as ecofriendly as your conscience would like you to be. Stores that sell fair-trade and “green” products are overflowing with great finds that you can include in your decor. Choose picture frames made of old barn wood or treat yourself to an elegant handmade bedspread or quilt. Opt for pillows filled with organic buckwheat husks, and bed pillows stuffed with cotton. For walls and furniture, think about using panels made of oriented strand board (OSB), known for its durability as well as its very low cost and textured finish. How about an eco-friendly rug? Some are even created from recycled plastic bottles! For flooring, be sure to choose yellow birch or

maple instead of exotic wood, whose transportation to stores in our country produces tons of carbon dioxide emissions. You can also shop in second-hand stores and antique shops, where you can find all sorts of treasures to recycle or restore. An old piece of furniture can be stripped and refinished or simply sanded and stained to give it a more up-to-date look. For a quick-fix, a new cover in organic cotton or linen can breathe new life into a well-used couch. The important thing is to not overload the décor; common sense and style need to work together. Take care to define the different areas of activity with rugs and partitions, and repeat colors and textures from one room to another to create harmony.

Right wing Burke Gallimore wants playoff fever to start now for the Kent-based Seattle Thunderbirds junior hockey team. Seattle has missed the Western Hockey League playoffs the past two years. That helped lead to the firing of coach Rob Sumner after last season and the June hiring of Steve Konowalchuk, a former NHL player and Colorado Avalanche assistant coach. “Everyone has to believe we can do it,” Gallimore said about making the playoffs. “I know the last couple of years not being very successful there’s always doubt. But this year, having a new coaching staff, a couple of new faces in the room and a different leadership group, we are gelling together pretty well so far.”

The T-Birds open the 2011-12 season against the rival Portland Winterhawks at 7:05 p.m. Saturday, Sept. 24 at the ShoWare Center. Portland won the Western Conference and the U.S. Division titles last year before losing to the Kootenay Ice in the WHL Finals. Sidelines: Komen 3-Day much more than a walk I couldn’t be prouder of my wife. Obviously, I’m always proud of her. But this time I’m “really” proud of her. Last weekend, she took part in her first Susan G. Komen 3-Day for the Cure walk in Seattle. As one of 2,400 walkers in the 60-mile walk around Seattle, Bellevue and Redmond, my wife, Kimberly, helped raise an astonishing $5.4 million for breast cancer research. Participants walk 20 miles a day. Each night of the event, a mobile city supplied sleeping tents and semi trailers that included warm showers, among other things. Organizers also fed the walkers and provided 24-hour medical services. Not exactly two nights at the Ritz-Carlton, right? Which was something that kind of worried me because my wife isn’t exactly the camping type.

But even staying in a tent for two nights wasn’t going to stop her, and neither was the amount of money she had to raise. To even participate in the 3-Day, women and some men committed to raise at least $2,300 each. That must be done before they even take a step, which is a big deal. There are plenty of people out there who can flap their gums about “making a difference” but don’t follow through when push comes to shove. My wife, along with her friend Kim Hurn, backed up their talk and actually did something about finding a cure for breast cancer. That says something, in my book. Breast cancer is the most frequently diagnosed cancer (1.4 million women a year) and is the leading cause of cancer deaths among women worldwide. More than 458,000 people worldCasey Olson

The Federal Way Boys and Girls Club is currently enrolling youth for the 2011 Fall Season Soccer League. The deadline for early registration is Sept. 23. The favorites to win the South Puget Sound League Central Division boys tennis championship rolled through their first-half schedule unblemished. The Thomas Jefferson Raiders shut out Beamer Monday to move to 5-0 in the PREP SPORTS SPSL Central. In total, the Raiders’ entire lineup has only dropped one point during their five matches in the SPSL Central Division. That came during a 4-1 win over Federal Way last week and the point came from the likely best tennis player in the state — Eagle sophomore Mitch Stewart. Jefferson’s four other SPSL wins have been 5-0 shut outs. But even more impressive about the 5-0 victory over Beamer Tuesday afternoon, is the fact that it was the 400th win in the illustrious career of TJ head coach Andrew Buchan. Buchan is in his 21st season as the coach of the girls and boys tennis programs at Jefferson and the 400 wins are a combined total between the two Raider teams. Tuesday’s win over Federal Way was highlighted by one of the better singles’ matches of the young SPSL Central Division season. It is amazing how many people are affected by breast cancer. I hope my walking and raising money allows researchers to get one step closer to finding a cure so my daughters can have a lifetime.� Following the emotion of watching the walkers enter the stadium, I finally got to see Kimberly after three days away. But I hardly recognized her. She looked like she had just played in a hard-hitting Pittsburgh SteelersBaltimore Ravens game. She was limping like she had a pair of torn ACLs. Her ankles and shins had more tape on them than a 45-year-old Brett Favre. And being the super supportive husband that I am, the moment I saw this zombie walking toward me, I started to laugh. Which probably wasn’t the smart thing to do. I’ll admit, I was a little skeptical when my wife told me she was going to have to start “training� for the 3-Day walk. I thought (to myself) that it’s really not that big of a deal to “walk� for a few hours for three consecutive days, is it? For some reason, training for a walk made me think about Lance Armstrong and those people who try to convince me that he is the best athlete on the planet. But, in my book, there’s no way Armstrong is even in that

conversation. He rides a bike, which is something I taught my kids to do when they were 5 years old. What would be funny is seeing Armstrong attempt to hit a 95 mph fastball, stop Kobe Bryant from dunking on his head or make a tackle on a runaway Barry Sanders. No amount of tight Spandex shorts or yellow jerseys are going to help Armstrong in one of those situations. There’s no doubt that he is probably the best exerciser in the history of the world. But athlete? Not in my book. Back to my wife. Heck, I’ve witnessed Kimberly speed walk 50 miles one Saturday afternoon around the SuperMall. That was the first and last time I even attempted to go shopping with her. Obviously, that happened while we were dating when I was still trying to impress her. Now that we’re married, I just let her shop by herself. That trip is also when I realized why malls strategically place benches all over. It’s not for aesthetics. It’s a place for pooped boyfriends and husbands to catch their breath. But her training and mall walking exploits didn’t prepare her for getting that first case of shin splints, which put her on the shelf for a couple of days.
