PASAY CITY – The Senate Blue Ribbon committee’s extended investigation of the Pharmally Pharmaceuticals scandal has made public its draft report, recommending that President Rodrigo Duterte and Health Secretary Francisco Duque and others be charged with graft and plunder in connection with the over P10 billion medical supplies awarded to the firm.
