FROM THE Desk of the City Manager
The City Manager's Office handles the general administration of the City of Temple and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council and oversees the day-to-day operations of the City by coordinating all City departments activities and functions, including the development of the Strategic Plan. The City Manager's Office also leads the financial and budget management process for the City and directs the City's efforts to plan for the future.
Sammons Community Center Update
Asyouknow,Sammonswasclosedafter significantstructuralconcernswereuncovered followingtheMay2024tornadoevent.Whilethe stormpromptedwhatwebelievedwouldbe routineroofrepairs,thatworkledtothe discoveryofmajorunderlyingstructuralissues.
Althoughthesedeficiencieswerenotcausedby thetornadoitself,thestormdamageexposed
long-standing weaknesses in the building’s roof framing and structural systems, some of which date back decades as the facility was expanded over time.
Since that discovery, the City has worked diligently to determine whether there is a viable path to save the building. Because of its history, its beauty, the significant investments made in recent years, including expansion and improvements, and most importantly, because of what Sammons means to this community, especially our senior community, we pursued every reasonable option.
We engaged national structural experts, architects, and engineers. We consulted trusted local contractors, including Cloud Construction and Wright Builders. Multiple independent assessments confirmed that the building has significant structural deficiencies, including poorly engaged connections, overloaded roof areas, and aging infrastructure systems. Based on these findings, the building cannot be safely used in its current condition. After exhausting every feasible repair scenario, it appears there is no viable path to safely and responsibly restore the facility.
This is not the outcome any of us hoped for.
We recognize how disruptive this closure has been. For many of you, this space has been a consistent part of your week, a place to stay
active, build relationships, and feel connected, and losing that routine is not easy.
Transitioning to a primary interim location is an important step toward restoring those connections. Our priority has remained to ensure continued access to programs and support as we move forward with both nearterm solutions and a long-term path ahead.
Both City leadership and staff recognize how important this community center has been to Temple. We remain committed to working with the community to explore what a path forward could look like and how we might restore a place dedicated to connection, wellness, and gathering in the future.
Under Texas law, the City may expend funds to repair an existing building. However, rebuilding or constructing a new facility would require voter approval through a general obligation bond election. While no decisions have been made about a future bond proposal, this is one of the potential pathways that may be considered as we evaluate long-term options.
State law also limits the dates when such elections may be held, with the next available opportunity being November 2026. In the coming months, the City will be engaging the community to better understand priorities, needs, and expectations before any decisions
are made about what a future proposal could include.
City Council will ultimately determine what, if any, proposal to present to voters, including the scope and funding amount. That process will be informed by community input, financial analysis,and a thorough evaluation of all available options. Preparing for that conversation is one of our highest organizational priorities.
In the meantime, we recognize that relocating programming to multiple sites across the community has been far from ideal. One of the most meaningful aspects of Sammons was the sense of connection and belonging that came from gathering under one roof. Dispersed programming cannot fully replicate that.
We have spent the last several weeks working to identify a more centralized interim location to reunite our Sammons community. We have visited with local churches, evaluated available commercial space, and assessed City facilities to determine whether there is a temporary solution that better serves our patrons until a permanent facility can be realized.
After hearing from many of you and understanding how important it is to stay connected, we are pleased to share that we have identified an interim solution to help bring the
Sammons community back together. Most of the programming will transition to the Wilson Park Recreation Center, providing a more centralized location for activities and engagement. While this space cannot fully replace Sammons, it allows us to restore a sense of routine and connection for our patrons.
We are actively working through the details of this transition, including scheduling, logistics, and accommodations, and will share additional information as soon as it becomes available.

FM 2483 Elevated Storage Tank Rehabilitation
The City of Temple has completed the interior rehabilitation and is currently working to finish up the repainting of the exterior of the FM 2483 Elevated Storage Tank, an important piece of infrastructure that helps store and deliver safe drinking water to the surrounding area
Elevated storage tanks require periodic rehabilitation to ensure they continue operating safely and efficiently. The project included draining the tank, cleaning and recoating the interior to protect water quality. These improvements help maintain the reliability of the city’s water system and extend the life of the tank for many years to come.
As part of the project, the City of Temple partnered with Lake Belton High School students to create a unique artwork design featured on the tower that celebrates community and school pride

City Council March Highlights
Big things are happening in Temple as City Council continues to shape the future of our community. Roads & Infrastructure
Council approved significant investments in transportation and infrastructure, including the Poison Oak Road Realignment Phase 2 project, intersection improvements at Hartrick Bluff Rd and FM 93, and continued progress on the Little River Road project.
Public Safety & City Operations
Investments were made to support first responders and City operations, including new fleet vehicles, Fire Station 8 roof improvements, bunker gear, and infrastructure supporting the Drone as a First Responder program. These efforts help ensure reliable service and enhanced safety for the community.
Economic Development & Growth
Council took action to support continued growth, including utility infrastructure for a new data center near Synergy Park, tax abatement efforts, and industrial rezoning to prepare for future job creation and business investment.
The City of Temple is hosting a Bulky Item Disposal Event at the Solid Waste Complex (2611 E Ave H) from 8 a.m. to 12 p.m., giving residents an additional way to get rid of large household items that don’t fit in your regular trash collection.
This event is open to Temple residents and will operate as a self-service, dumpster-style drop-off.
What to Expect:

If you have a Belton address, you may still participate if you receive Temple utility and solid waste services

Applications Now Open
!
Good Neighbor Program applications are now open for both volunteers and residents in need of assistance.
The City of Temple connects volunteers with neighbors who need help with lawn care and minor home projects like painting or debris removal. Volunteers can use City-provided equipment at no cost.
The program runs April 1 through October 31. All volunteers must complete a background check.

Annual Temple Community Treasures Visual Arts Contest
Don't miss your last chance to enter the Annual Temple Community Treasures Photography and Painting Contests, presented by the Temple Historic Preservation Board as part of Temple's observance of National Preservation Month in May. This annual contest invites artists and photographers to showcase their talent by capturing the stunning, historical beauty of Temple while highlighting the importance of protecting and preserving the city's historic buildings. Classes are Friday, April 17 from 6 to 10 p.m. and Saturday, April 18 from 8 a.m. to 5 p.m.
This course is FEMA-funded and taught by TEEX instructors, making it a great opportunity for families, community members, and anyone wanting to be better prepared before the next emergency happens.

Celebrate stories, superheroes, and gaming at Temple Public Library’s annual Free Comic Book Day, powered by Temple Texas Tabletop (T3) Visitors of all ages can stop by to pick up free comic books for kids and adults (while supplies last) and meet their favorite superheroes for photo opportunities courtesy of Bell County Comic Con.
Free Comic Book Day is an annual international celebration held at libraries and comic shops around the world that introduces new readers to comics and graphic novels while celebrating the creativity and visual literacy skills associated with this engaging storytelling format. This year, a concurrent T3 festival will feature board, tabletop, and role-playing games all day, along with hands-on creative activities inspired by comics, fantasy, and gaming worlds.
Whether you are a seasoned gamer or brand new to tabletop adventures, T3 is a great opportunity to roll the dice, discover new games, and connect with fellow players Special guests include Bell County Comic Con, Temple Children’s Museum, Black Rose Gaming, the Temple Literacy Council, and the Friends of the Temple Public Library.
Public Works
Public Works plays a vital role in enhancing the quality of life for community members. Their primary objective is to ensure the maintenance, development, and improvement of public infrastructure and services. From roads and bridges to water supply systems and parks, public works departments are responsible for managing and enhancing these essential elements of a community. Their efforts contribute to the safety, accessibility, and overall quality of life within the community.
Brush & Bulky Collection Update
Since transitioning in August 2025 to a once-a-month brush and once-a-month bulky item collection system by request, the City of Temple has seen measurable improvements in efficiency and service delivery. By shifting to a call-in model, crews are able to focus only on locations where service is needed, reducing unnecessary travel and improving route planning.
From August 2025 through February 2026, crews completed more than 14,600 service requests, while maintaining 100% on-time weekly collection performance. This targeted approach has reduced fuel usage, limited wear and tear on equipment, and allowed for more efficient use of staff time.
The change has also resulted in significant cost savings, particularly in landfill expenses
Monthly landfill fees in FY26 have dropped substantially compared to previous years, demonstrating how a more strategic, demand-based collection system can both maintain high service levels and reduce costs for taxpayers.

Monthly Dumpster Drop
We understand how important it is to keep our neighborhoods clean and safe for everyone. That’s why the City of Temple is committed to continuing our Dumpster Drop program. We hope this initiative helps reduce illegal trash and tire dumping, making our community a better place for all of us!
What we provide:
A large container placed monthly in different parts of town
A separate trailer for the disposal of tires
This month’s drop will be located in the El Paseo District: April 17-20 at 4100 Calle Olmo.

DOING SOME SPRING CLEANING?
Here is one thing to keep out of your routine: flushing wipes.
Even wipes labeled as “flushable” do not break down properly and can create serious clogs in your plumbing and the City’s sewer system. The rule is simple: if it is not toilet paper, do not flush it.

On March 21, the City of Temple hosted the 2 Annual Petals & Pints event, a vibrant celebration of craft breweries, wineries, and the stunning wildflowers that make Temple the Wildflower Capital of Texas. The day was filled with live music, a classic car show, and perfect spring weather, an incredible way to showcase the beauty and charm of our community while enjoying great drinks and entertainment.
