FROM THE Desk of the City Manager

The City Manager's Office handles the general administration of the City of Temple and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council and oversees the day-to-day operations of the City by coordinating all City department activities and functions, including the development of the Strategic Plan. The City Manager's Office also leads the financial and budget management process for the City and directs the City's efforts to plan for the future.

Whether through service, mentorship, business, or the arts, their work has left a legacy that inspires future generations. By recognizing their contributions, we ensure that the values of hard work, resilience, and community remain at the heart of who we are as a city.

As part of this celebration, the City will host its 4th Annual Hispanic Heritage Month Ceremony on Wednesday, October 8 at 10 a.m. The event will feature a special ceremony, inspiring remarks from community members, and a performance by Mariachi Los Tres Martinez. This ceremony will serve as a reminder of how culture unites us and how the stories of our Hispanic community continue to inspire growth, resilience, and pride in Temple.

The event is free and open to the public, and I encourage you to join us. Arrive early to save your seat and be part of this meaningful celebration of culture, history, and community. I hope to see you there!

Development Updates

These are exciting times in the City of Temple! New developmental projects are transforming our urban landscape, promising to bring innovation and vibrancy to our community. With a focus on sustainable design, these projects are set to revitalize our city's core, creating a dynamic hub for residents and visitors alike. Stay tuned for a reimagined Temple that seamlessly blends modernity with its rich heritage, making it a place we love to call home!

24th St and Pedestrian

Improvements Project

The 24th Street overpass, located between Martin Luther King Jr. Drive and East Avenue N, will remain closed to both traffic and pedestrians through February 2026. This extension is necessary to allow for continued monitoring and engineering analysis of the bridge after issues were discovered during the ongoing improvement project. At this time, no vehicular or pedestrian traffic is permitted on the overpass, and depending on the results of the analysis, the closure may need to be extended further

During the closure, traffic will continue to be directed to East Avenue H and Martin Luther King Jr. Drive. Drivers and pedestrians are encouraged to use caution in the area and follow all detour signage and traffic control devices Residents with questions about the project can contact the City of Temple Engineering Department at 254.298.5660.

RECOGNITIONS

City Council Recognized September as National Preparedness Month and Suicide Prevention Month

The City Council has proclaimed September as National Preparedness Month and Suicide Prevention Month, encouraging residents to plan for emergencies and promote mental health awareness. These recognitions highlight the importance of safety, support, and resilience in building a stronger community.

ITEM R Hartrick Bluff Road Improvements

City Council has approved a professional services agreement with Turley Associates, Inc. of Temple. The agreement provides design services for the upcoming Hartrick Bluff Road improvement project.

ITEM T N 31st Street Water and Sewer Extension Project

Council approved a $226,169 construction contract with McLean Construction, Inc. of Killeen for the N 31st Street Water and Sewer Extension. This project will enhance essential infrastructure and support future growth in the area.

City Office Holiday & Trash Pick Up Schedule

City offices will be closed on Monday, October 13, in observance of Indigenous People Day (Columbus Day), and will reopen on Tuesday, October 14.

Solid Waste will run a normal collection schedule on Monday, October 13. Please have your bins at the curb by 7 a.m.

Recycling Tip: Instead of bagging leaves for the landfill, mulch them up into your lawn, add to a compost pile, or use them as garden insulation for the winter.

Brush & Bulky Item Collection Process Reminder

To better serve our community, brush and bulky item pickups are now scheduled by request. Residents may call 254-298-5000 during regular business hours, Monday through Friday from 8 a.m. to 5 p.m., download the TTX Connect App, or use the online chat feature at templetx.gov to schedule a pickup. Each residence will receive one free brush and one free bulky item pickup per month.

Residents may continue to drop off brush at the Solid Waste Complex during normal business hours and bulky items once per month at the landfill at no additional cost by presenting a current utility bill. For more information and a full list of guidelines, visit templetx.gov/solidwaste.

Clean and Safe

Alley Maintenance Information

Have you ever wondered whose responsibility it is to maintain your alleyway? According to City Code, property owners are responsible for maintaining the portion of the alley from their property line to the middle of the shared alley. This means any downed limbs, litter, or overgrowth in your section of the alley is your responsibility to maintain.

But don’t worry, resources are available to help! The Temple Tool Library allows residents to check out tools and equipment to beautify their homes, and the Team Up to Clean Up program equips volunteer groups with the tools and support they need to host successful neighborhood clean-up events.

Illegal Dumping Information

We know some areas continue to face ongoing dumping and trash overflow challenges. To discourage repeat issues, the City will be increasing monitoring in highproblem zones and working toward faster cleanups. Your reports are essential to helping us identify and resolve these issues quickly. Let’s keep Temple clean and safe together!

The City of Temple is excited to host the third annual Community Summit on Friday, November 14, from 5 to 8 p.m. at Santa Fe Plaza in Downtown Temple. This free, familyfriendly event is a great opportunity for residents to connect with City departments, learn about the programs and services available, and provide valuable feedback to help shape the future of our community.

Fire Safety Day

Saturday, October 11 from 10 a.m. - 1 p.m.

Mark your calendars for Fire Safety Day with Temple Fire & Rescue on October 11 from 10 a.m. to 1 p.m. at Temple Central Fire Station. Families will have the opportunity to explore the fire station, see firetrucks up close, and learn about fire safety in an engaging and interactive way.

The event will also feature games, activities, and demonstrations designed to make learning about safety fun for all ages. Fire Safety Day is free and open to the public, and we look forward to seeing the community come together for this important and exciting day.

Neighborhood Coalitions

The purpose of a Neighborhood Coalition is to bring neighbors together to create long-term sustainable solutions for a healthy, safe and vibrant place to live, while establishing pride. The ultimate goal of the Neighborhood Coalition is to make each neighborhood better, depending on the resident’s needs, concerns, and established priorities.

Household Hazardous Waste

Saturday, October 25 from 8 a.m. - 1 p.m.

The City of Temple is hosting its Household Hazardous Waste Collection event on Saturday, October 25, from 8 a.m. to 1 p.m. at 2611 E Ave H. This free, contactless drive-thru event gives residents the opportunity to safely dispose of hazardous materials and keep their homes and community safe.

Please remember this event is for residential use only. Motor oil, cooking oils, and waterbased paint can also be dropped off year-round at the Solid Waste Complex during business hours.

Lunch at the Airport

Saturday, October 25 from 11 a.m. - 5 p.m.

Get ready for good food and high-flying fun at October Lunch at the Airport! Lupita’s will be serving up delicious meals from their food truck at Draughon-Miller Central Texas Regional Airport on Saturday, October 25, from 11 a.m. to 5 p.m. Come dressed in your Halloween costume and enjoy a tasty lunch while taking part in exciting aviation activities such as airplane rides (available for ages 5 and up with adult supervision), flight school information sessions, and aircraft tours that offer a closer look at impressive planes. Indoor seating is available, and the event is open to the public.

Come out for lunch, explore static aircraft displays, and take an airplane ride for an afternoon filled with food, fun, and flight. For more information, visit flytemple.com.

Downtown Temple

Downtown Temple stands as a dynamic hub, contributing to the community's enrichment in a variety of ways. Trackside Cinema | Mean Girls

You can’t sit with us... unless it’s under the stars! Join us for a totally fetch night at Trackside Cinema featuring the cult classic Mean Girls on Friday, October 3 at The Yard (212 S Main St) in Downtown Temple. Food trucks open at 5:30 p.m., so grab your snacks early, the movie starts at dusk.

Trackside Treats

Downtown Temple is introducing a new Halloween tradition with Trackside Treats! Join us on October 31 from 6 to 8 p.m. for safe trick-ortreating along the scenic Santa Fe Trail, followed by a free outdoor showing of Hocus Pocus at The Yard from 7:30 to 9:30 p.m. Families can enjoy costumes, candy, food trucks, and plenty of festive fun.

This free event is open to all ages and promises a spooktacular evening in the heart of Downtown Temple.

Oktoberfest

Downtown Temple is hosting Oktoberfest at The Yard on Saturday, October 18 from 6 to 9 p.m. Come out for an evening of live music, delicious eats from local food trucks, craft brews from local breweries, and festive activities for all ages

It’s the perfect way to celebrate fall with friends, family, and neighbors. Cheers to good times in the heart of Downtown Temple!

Dig It! Archaeology Day

Dig It! Archaeology Family Day is happening on Saturday, October 4. This special event invites families to explore the fascinating world of Texas archaeology through fun and interactive activities designed for all ages. Children can try their hand at a mock dig, create their own pinch pots, and enjoy hands-on crafts that bring history to life.

In addition to activities, families will have the opportunity to learn more about the importance of archaeology and how it helps us better understand the stories of our past.

Springer Archives Spotlight: Rare Images of 1920s Temple

September 21 - October 25

Travel back to 1920s Temple with this striking exhibition of photographs printed from rare negatives produced by the Santa Fe Railroad as part of early valuation surveys an archival glimpse that feels like a vintage version of Google Earth. Preserved in the Fred M. and Dale M. Springer Archives, these images capture the city’s rapid growth, from new depots and rail lines to the rise of downtown landmarks.

Temple Public Library

The public library serves as a hub of knowledge, learning, and community engagement within a community. Its role extends far beyond providing access to books. The public library acts as a valuable resource and a catalyst for personal growth, education, and community development. SAT & ACT Test Prep

Students can prepare for college entrance exams, such as the ACT and SAT at a free workshop led by Huntington Learning Center’s Shaili Vora. The session covers the differences between the SAT and ACT, strategies for test success, time management, and how scores impact college admissions.

Students can choose to attend on Monday, October 6, 5–6 p.m. or Saturday, October 25, 10–11 a.m., on the Library’s 3rd Floor. Both sessions cover the same material.

Genealogy Live

Discover Your Roots at Genealogy

Live on October 17, from 9 a.m. to 6 p.m. at the Library in the McLane Room on the 3rd floor. The WacoMcLennan County Library is bringing this special event to Temple for a full day of family history exploration. Attendees can enjoy expert-led sessions, receive one-on-one research help, and access valuable resources to guide them on their journey of discovering their roots Whether you are new to genealogy or looking to take your research further, this event offers something for everyone.

Supernatural Saturday

Join us on October 25 from 1 to 5 p.m. for an afternoon of eerie fun filled with treats and spine-tingling activities. Local authors will share their creepiest tales, and paranormal investigator JohnJohn Montelongo will discuss unsettling encounters from right here in Temple. Guests can also mix their own herbal “hocus-potion” scrubs, create spooky postcards, and sip on wicked mocktails with seasonal treats and more.

Trick-or-Read

Trick-or-Read is happening on Halloween from 3–5 p.m.! Enjoy books, crafts, and treats for all ages. Kids can stop by the first floor for not-so-spooky crafts and goodies, while adults head upstairs for materials and a special treat bag Costumes are encouraged, so bring your best disguise and join us for festive fun.

After the event, families are invited to continue the celebration downtown with Trackside Treats.

Public Works

Public Works plays a vital role in enhancing the quality of life for community members. Their primary objective is to ensure the maintenance, development, and improvement of public infrastructure and services. From roads and bridges to water supply systems and parks, public works departments are responsible for managing and enhancing these essential elements of a community. Their efforts contribute to the safety, accessibility, and overall quality of life within the community.

Trash & Recycling Route Updates

Just a reminder: Garbage and recycling are now picked up on the same day, once a week, by two separate trucks. This change is part of our effort to simplify service and improve convenience for residents. We're also operating on a five-day collection schedule, so your pickup day may have changed.

Monthly Dumpster Drop

We understand how important it is to keep our neighborhoods clean and safe for everyone. That’s why the City of Temple is committed to continuing our Dumpster Drop program. We hope this initiative helps reduce illegal trash and tire dumping, making our community a better place for all of us!

What we provide:

A large container is placed monthly in different parts of town

A separate trailer for the disposal of tires

Rakes, shovels, and other tools are available through the Temple Tool Library

Inaugural Tanglefoot Music & BBQ Festival

The inaugural Tanglefoot Music & BBQ Festival was an incredible weekend filled with great food, live music, and community fun. We were so happy to welcome this event to Temple, with headliners Parker McCollum and Cody Jinks lighting up the stage and creating a memorable experience for all who attended. From local favorites to out-of-state barbecue joints all the way from Kansas City, there was something for everyone to enjoy.

Thank you to all the vendors, partners, and community members who came out to be part of the very first Tanglefoot. If you missed it this year, be sure to keep an eye out for next year’s event at tanglefoottx.com, you won’t want to miss it!
