The City Manager's Office handles the general administration of the City of Temple and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council and oversees the day-to-day operations of the City by coordinating all City departments activities and functions, including the development of the Strategic Plan. The City Manager's Office also leads the financial and budget management process for the City and directs the City's efforts to plan for the future.

The winter freeze that swept through Temple tested our city in a very real way, but it also highlighted the strength, coordination, and dedication of our team. As temperatures dropped and conditions worsened, city departments came together quickly with a clear plan to protect residents, infrastructure, and essential services, keeping safety and reliability at the forefront.
Emergency services, Public Works, Utility Services, Facility Services, the Police Department, and multiple support teams worked day and night to monitor conditions and respond as needs arose. Crews treated roadways, monitored water and wastewater systems, and addressed issues before they could escalate, while facilities staff ensured critical buildings remained operational and emergency personnel



Public Works and Utility Services played a vital role throughout the freeze by preparing equipment and materials in advance and remaining on the streets throughout the event. Their efforts helped keep major routes passable, protect water lines, and maintain essential services during some of the coldest days of the season, supported by continuous coordination across departments.

This freeze served as a powerful reminder that city operations rely on teamwork, planning, and a shared commitment to serving the community. The collaboration across departments ensured Temple remained resilient during extreme weather and reflected the dedication of employees who step up when the city needs them most.
These are exciting times in the City of Temple! New developmental projects are transforming our urban landscape, promising to bring innovation and vibrancy to our community. With a focus on sustainable design, these projects are set to revitalize our city's core, creating a dynamic hub for residents and visitors alike. The city is excited to share updates on two major park improvement projects set to enhance outdoor recreation, accessibility, and community gathering spaces in 2026. Upgrades at Ferguson Park and Jones Park reflect the city’s ongoing commitment to investing in highquality public spaces that serve residents of all ages and abilities At Ferguson Park (1203 E Adams Ave ), upgrades include a brand-new, fully shaded playground featuring a ninja-style fitness area, along with adjoining accessible sidewalks. Construction is expected to be completed by Spring 2026.
Additionally, Jones Park (1102 W. Ave. H) is undergoing a comprehensive renovation and is anticipated to be completed within the next six months. Planned improvements include new restrooms, renovated and additional picnic shelters, a large playground, an accessible trail system, a full-size shaded basketball court, updated landscaping, a new irrigation system, and designated wildflower areas

The City of Temple has launched the National Community Survey (NCS) to better understand how residents feel about city services and overall quality of life While the survey was initially mailed to randomly selected households in January, it will open to all Temple residents beginning February 5. This important effort helps guide strategic planning and ensures future decisions reflect what matters most to the community by identifying both strengths and areas for improvement.

Developed by Polco’s National Research Center, the NCS gathers feedback on topics such as local government services, public safety, community engagement, and overall quality of life. The public survey will remain open through February 19, and results will allow the city to compare Temple with similar communities nationwide and help shape priorities for the future. The City of Temple is excited to offer the Neighborhood Leadership Academy, a one-day program designed for residents who want to learn more about city processes and become active in their community. The academy will take place on Saturday, February 21, from 8 a.m. to 5 p.m. Participants will engage in hands-on learning sessions, discussions, and interactive activities that highlight how city decisions are made and how residents can make an impact.

The City of Temple is proud to host its 5th annual Black History Month Ceremony, celebrating and honoring the impactful contributions of Temple's Black community leaders, business owners, and City employees. This year's event will take place on February 18 at 10 a.m. at the Frank W. Mayborn Civic & Convention Center and will center on the theme, A Century of Black History Commemorations.

The City of Temple is hosting it’s annual Hiring Events this March at the Texas Workforce Commission, offering job seekers the opportunity to apply for a variety of part-time and full-time positions across select city departments. Attendees may receive a conditional job offer on the spot.
Part-time positions will be featured on Tuesday, March 3, and full-time positions on Wednesday, March 11, with sessions available from 9 a.m. to 12 p.m. and 1 p.m. to 3 p.m. both days. The events will take place at the Workforce of Central Texas, 201 W Avenue A, Temple, TX.

Saturday, February 28 from 8 - 11 a.m.
Join the City of Temple for the Home Maintenance Academy, a free, hands-on workshop led by the city’s Housing Project Manager, designed to help residents learn practical skills for maintaining their homes. This session will focus on electrical outlet and switch installation, as well as minor drywall repair, giving attendees useful knowledge they can apply right away.
The event is open to ages 18 and older and will include interactive learning aids to support hands-on instruction. Registration is required and closes on February 20. This free program is open to the public.

The City of Temple recently sent notices to nearby property owners regarding the Love Where You Build (LWYB) program If you received a notice in the mail, it’s because state law requires the city to inform property owners within 200 feet whenever zoning updates are being considered, even when no changes are required for existing homes or properties. Receiving a notice does not mean you need to make any changes to your property or that your home is affected.
The Love Where You Build (LWYB) program is a city initiative aimed at encouraging thoughtful growth in some of Temple’s older neighborhoods. These areas may have empty lots or properties where new homes could be built. The program focuses on supporting new homes that fit the neighborhood’s character, creating walkable and community-friendly design, and offering more housing options for residents over time. Its goal is to guide future development while preserving the look and feel of existing neighborhoods.

Council received the annual report from the Temple Economic Development Corporation, highlighting progress and priorities related to job creation, business growth, and long-term economic vitality.

New playground equipment was approved for Fred Springer Park, including a train-themed play area designed for younger children, creating a safer, more engaging space for families to enjoy.

Several roadway and utility projects moved forward, including continued work on Hartrick Bluff Road and Phase 3 of the Outer Loop North project and the installation of a new 12inch waterline connecting elevated storage tanks to strengthen water reliability citywide.

Join us on February 21 at 1 p.m. for a free Gallery Talk and Tour, Photography: Art vs. Reality, featuring artist Steve Oleson. Guests will meet in the Museum Gift Shop for an engaging discussion led by Oleson, photographer and guest curator of the Collaboration: Railroad, Graffiti, Photography, and Design exhibition.
Using select works and before-and-after images from the exhibition, Oleson will share insights into his creative process and how photographs evolve from the initial capture to the final print. The program concludes with a guided tour of the exhibition and an open discussion, inviting participants to closely experience and reflect on the artwork.

This exhibition showcases the unexpected collaboration between corporate railroad signage and graffiti artists, as captured through the layered lens of artist Steve Oleson. Over time, industrial logos and stenciled text meant to show control are transformed by graffiti, weather, and age into something entirely new.
The result is a moving canvas of pop art that blends design, street art, and cultural storytelling, turning ordinary freight trains into powerful works of visual expression.

Parks and Recreation plays a vital role in fostering vibrant and thriving communities. By providing accessible and well-maintained parks, recreational facilities, and programs, they create spaces for individuals of all ages to engage in physical activity, socialize, and connect with nature. As well as organizing community events, sports leagues, and cultural activities, promoting a sense of unity and belonging among residents.

Swim lessons are back at the Sammons Indoor Pool, offering families a convenient way to build confidence and strengthen swim skills in a heated, indoor setting. Flexible scheduling makes it easy to fit lessons into busy routines, with options available on Monday and Wednesday evenings or Saturday mornings.
Each session costs $50, and scholarships are available through the Centennial Campaign Scholarship, reducing the cost to $10 for city residents or $20 for nonresidents for approved applicants. Space is limited, and registration is available at templeparks.com/swimlessons.
Happy Hearts is a fun Valentinethemed program for children ages 2–6 and their caregivers Little ones will enjoy making festive crafts stamped with love and will take home special goodies to share with someone special.
The event takes place at 301 S 4th St. in Temple. The cost is $7.

Enjoy a Valentine’s evening out knowing your children are having just as much fun at Parents’ Night Out at Wilson Park Recreation Center. This supervised program gives kids, ages 6 through 12, a safe, engaging space to enjoy games, arts and crafts, dinner, and a Mario Kart tournament while parents take time to relax, reconnect, or celebrate the night out.

Camp Adventure is the City of Temple Parks & Recreation Department’s annual Spring Break Camp, designed to give parents peace of mind while providing kids with a fun, active, and engaging experience during the school break. This full-day camp offers a structured schedule filled with games, creative activities, and hands-on crafts, all led by trained staff in a safe and supportive environment. It’s a great option for working families looking for dependable childcare that keeps children entertained and social throughout the week
The camp takes place March 16-23, from 7 a.m. to 6 p.m. at the Wilson Park Recreation Center, 2205 Curtis B. Elliot Drive. Each day is packed with age-appropriate activities that encourage teamwork, creativity, and fun while helping campers build friendships. Parents are asked to provide a sack lunch for their child each day; peanut butter products are not permitted

The City of Temple is encouraging residents and community members to share their thoughts as part of the search for the city’s next Police Chief. An online survey has been launched to give the public a chance to provide feedback on priorities, expectations, and leadership qualities they hope to see in the Temple Police Department.
Feedback from the survey will assist Public Sector Search & Consulting (PSSC), the firm leading the recruitment process, in targeting outreach and evaluating candidates. The survey is anonymous, available online in English and Spanish, and responses will be used exclusively to guide the selection process

Join fellow readers at the Temple Public Library for Chapter Chats, a monthly book discussion group designed for engaging conversation and shared discovery. Building on the library’s Wandering Reads Book Club, this subscriptionbased group explores a wider range of themes including history, culture, and ideas in a relaxed, welcoming setting.
The first meeting will be held Thursday, February 5, from 5:30–7:00 p.m., with gatherings continuing on the first Thursday of each month.

Spend part of your Valentine’s Day on Saturday, February 14, from 10–12 p.m. at the Temple Public Library’s Pal-entines Party with GO Therapy Dogs. This allages program offers a calm, welcoming opportunity to meet certified therapy dogs and learn about the important work they do in the community. Guests will also learn what sets therapy dogs apart, how they are trained, and how they provide comfort in various settings The event will be held on the 2nd Floor in the Program Room.




Experience the rhythm and culture of Africa with The Sounds of Africa featuring Elizabeth Kahura. This engaging program invites children ages five and up to explore African music, dance, and storytelling through hands-on activities with traditional instruments. Participants will learn about African heritage while moving, listening, and connecting in a fun, interactive environment. The program takes place Saturday, February 14, from 11:30 a m –12:30 p m
Get creative at the Temple Public Library with the DIY Chunky Scarves program, where participants will make their own cozy scarf using the finger crochet method no experience required. This hands-on workshop is open to adults ages 18 and up, and registration is required to join. Learn a fun new craft while creating a stylish, handmade accessory. The program will be held Saturday, February 21, from 2–4 p m in the 2nd Floor Program Room.

The Temple Public Library is hosting a new festival celebrating local authors, independent storytelling, and Central Texas’ creative literary community. Readers of all ages are invited to spend the afternoon meeting authors, browsing independent titles, and learning more about the writing and publishing process.
The event also offers hands-on activities for young creators. Aspiring authors ages 8 and up can participate in a guided workshop covering the full book-making process, while teens can explore zine-making and other creative projects.
Local authors with a connection to Bell County who have published a print book are encouraged to apply to participate The festival will take place Saturday, March 7, 2026, from 1–5 p.m.

Public Works plays a vital role in enhancing the quality of life for community members. Their primary objective is to ensure the maintenance, development, and improvement of public infrastructure and services. From roads and bridges to water supply systems and parks, public works departments are responsible for managing and enhancing these essential elements of a community. Their efforts contribute to the safety, accessibility, and overall quality of life within the community.

Have you ever wondered whose responsibility it is to maintain your alleyway? According to City Code, property owners are responsible for maintaining the portion of the alley from their property line to the middle of the shared alley. This means any downed limbs, litter, or overgrowth in your section of the alley is your responsibility to maintain.
But don’t worry, resources are available to help! The Temple Tool Library allows residents to check out tools and equipment to beautify their homes, and the Team Up to Clean Up program equips volunteer groups with the tools and support they need to host successful neighborhood clean-up events.

We know some areas continue to face ongoing dumping and trash overflow challenges. To discourage repeat issues, the City will be increasing monitoring in highproblem zones and working toward faster cleanups. Temple residents now have more convenient ways than ever to schedule their Brush & Bulky item collection You can easily request a pickup online at ttxconnect.com, through the TTX
Connect App, by using the online chat at templetx.gov, or by calling 254-298-5000 during regular business hours (Monday–Friday, 8 a.m.–5 p.m.).
Each residence receives one free brush pickup and one free bulky item pickup per month. Residents can also continue to drop off brush at the Solid Waste Complex during normal hours and bring bulky items to the landfill once per month at no additional cost with a current utility bill. As temperatures drop in Temple, it’s important to take a few simple steps to protect your irrigation system from freezing weather Cold temperatures can cause water in pipes to freeze and expand, leading to cracks, breaks, and costly repairs if systems are left unprotected.
To winterize your irrigation system, start by turning the system off to prevent water from flowing during freezing conditions. Next, drain the system completely so no water is left inside the pipes Finally, wrap any exposed exterior pipes, backflow preventers, and faucets with insulated covers or towels to provide added protection from the cold.

We understand how important it is to keep our neighborhoods clean and safe for everyone. That’s why the City of Temple is committed to continuing our Dumpster Drop program. We hope this initiative helps reduce illegal trash and tire dumping, making our community a better place for all of us!
