FROM THE Desk of the City Manager

The City Manager's Office handles the general administration of the City of Temple and executes the policies and objectives of the City Council. The City Manager is directly responsible to the Mayor and City Council and oversees the day-to-day operations of the City by coordinating all City department activities and functions, including the development of the Strategic Plan. The City Manager's Office also leads the financial and budget management process for the City and directs the City's efforts to plan for the future.

Never try to pass a bus that is loading or unloading children. Being patient can save lives. Drivers should also avoid distractions, especially in school areas. Refrain from using cell phones while driving in a school zone. It’s not only dangerous, it’s against the law. Keep an eye out for crossing guards, follow their directions carefully, and never block crosswalks while waiting at traffic signals.

For parents, now is also a great time to talk with children about pedestrian safety. Teach them to always use sidewalks when available, make eye contact with drivers before crossing the street, and never assume a vehicle will stop. If your child rides a bike or scooter to school, make sure they wear a properly fitted helmet and understand the rules of the road.

Development Updates

These are exciting times in the City of Temple! New developmental projects are transforming our urban landscape, promising to bring innovation and vibrancy to our community. With a focus on sustainable design, these projects are set to revitalize our city's core, creating a dynamic hub for residents and visitors alike. Stay tuned for a reimagined Temple that seamlessly blends modernity with its rich heritage, making it a place we love to call home!

Bird Creek Trunk Sewer

The city has officially completed the final phase of the Bird Creek Interceptor project, an extensive, multi-phase effort to replace a critical 5.3-mile wastewater pipeline originally built over 60 years ago. Years of planning, design, and construction have addressed longstanding capacity issues and aging infrastructure, with Phase 4C, one of the most complex and challenging segments, wrapping up in April 2025. This final stretch required tunneling, extensive bypass pumping, and rebuilding parts of Daniels Drive, including new flood control features

This upgraded system will significantly reduce sanitary sewer overflows, protect local waterways, and support continued residential and economic growth. While the final phases involved nearly three years of neighborhood construction impacts, the result is a stronger, more reliable system that benefits the entire community.

MEET DISTRICT 3 COUNCILMEMBER

Karl Kuykendall

“I’m honored and excited to serve the people of District 3 and the greater Temple community. Central Texas has always held a special place in my heart, and Temple has been my home for four decades. I believe deeply in public service and look forward to being a resource, advocate, and asset to our residents.”

At the council meeting on Thursday, July 3, the Temple City Council appointed Karl Kuykendall to fill the vacant District 3 Council Member position. As a Council Member, Kuykendall will help shape key policies, make decisions that impact the daily lives of residents, and represent the interests and needs of District 3. Serving on City Council is a vital leadership role that involves collaboration, community engagement, and a commitment to guiding Temple’s growth and development.

The City of Temple is proud to welcome Karl Kuykendall as the newly appointed District 3 Council Member. A seventh-generation Texan and devoted resident of Temple for over 40 years, Kuykendall brings a wealth of experience in both public service and business leadership His deep roots in the city and dedication to community service have made him a familiar and trusted face throughout the area.

Viking Construction –Pavement Preservation Program

The City Council approved a contract with Viking Construction as part of our ongoing Pavement Preservation Program. This initiative helps prolong the life of our roadways, ensuring safer and smoother streets for all residents.

Emergency Backup Generation Grant

Council accepted a grant that enables the installation of emergency backup generators at the Temple-Belton Reclamation Plant. This vital upgrade enhances our resilience during disasters or power outages, keeping critical infrastructure operating when it matters most.

Aquifer Storage and Recovery System (ASRS)

Council approved a permit application for an Aquifer Storage and Recovery System, allowing us to store excess water underground and recover it during drought. It adds 12,000+ acres of water rights and boosts resilience using reclaimed water. This will benefit generations to come.

New Brush & Bulky Item Collection Process

To better serve our community, brush and bulky item pickups are now scheduled by request rather than automatic. Residents may call 254-298-5000 during regular business hours, Monday through Friday from 8 a.m. to 5 p.m., to schedule a pickup.

Residents may continue to drop off brush at the Solid Waste Complex during normal business hours and once per month at the landfill at no additional cost by presenting a current utility bill. For more information and a full list of guidelines, visit templetx.gov/solidwaste.

Trash & Recycling Collection Update

Just a reminder: Garbage and recycling are now picked up on the same day, once a week, by two separate trucks. This change is part of our effort to simplify service and improve convenience for residents. We're also operating on a five-day collection schedule, so your pickup day may have changed.

Hometown Heroes Banner Program Applications Open

Applications close on Friday, August 29

The City of Temple’s Hometown Hero banner program provides the opportunity for the community to recognize and honor Temple residents and their immediate family members who are serving, have served, or have given their life in service in the United States Armed Forces.

Applications will be accepted from July 14 through August 29. For more information visit templetx.gov/hometownhero.

Lunch at the Airport

Saturday, August 30 from 11 a.m. - 2 p.m.

Get ready for good food and high-flying fun! Haute Dog Food Truck will be serving up delicious meals from their food truck at Draughon-Miller Central Texas Regional Airport on Saturday, August 30, from 11 a.m. to 2 p.m. Enjoy a tasty lunch while taking part in exciting aviation activities such as airplane rides (available for ages 5 and up with adult supervision), flight school information sessions, and aircraft tours that offer a closer look at impressive planes. Indoor seating is available, and the event is open to the public.

The City of Temple is hosting our annual Hiring Event next month, on Wednesday, September 17, at the Frank W. Mayborn Civic & Convention Center.

We will be set up from 10 a m - 2 p m to discuss your career goals and available job opportunities with the City of Temple! Grab your updated resume and be ready for potential on-the-spot interviews. There is an opportunity for you to leave with a conditional offer on the day of the event.

Board or Commission

Are you looking for a way to get involved in the Temple community? The City of Temple is currently accepting applications for several Boards and Commissions with upcoming vacancies. This is a great opportunity to make your voice heard, share your expertise, and help shape the future of our city. Applications are due by August 15, 2025.

Cauldrons & Crafts

Friday, September 5 from 6 - 8 p.m.

Wands at the ready, Cauldrons & Crafts is coming to the Santa Fe Depot Lobby on Friday, September 5, from 6 to 8 p.m! This adults-only (18+) event is perfect for those who still dream of receiving their Hogwarts letter. Guests can sip on spellbinding mocktails, enjoy themed treats, and craft their own enchanted items to take home. Admission is free for Museum Members and $25 for general admission.

Muggle: A Magical Experience at the Museum

Saturday, September 6 from 10 a.m. - 2 p.m.

Calling all witches, wizards, and curious Muggles! On Saturday, September 6, step through Platform 9¾ and into a magical world inside the Santa Fe Depot. For just $10 admission, guests can explore Diagon Alley, pass by the Whomping Willow, and even learn spells in a wand class. Kids can enjoy enchanting crafts like Patronus bracelets and sensory potion bottles, along with magical games such as the Free Dobby Sock Toss. Costumes are encouraged!

Parks & Recreation

Parks and Recreation plays a vital role in fostering vibrant and thriving communities. By providing accessible and well-maintained parks, recreational facilities, and programs, they create spaces for individuals of all ages to engage in physical activity, socialize, and connect with nature. As well as organizing community events, sports leagues, and cultural activities, promoting a sense of unity and belonging among residents.

Dunkin' Doggies at Lions Junction Water Park

Saturday, September 6 from 10 a.m. - 2 p.m.

We’re transforming Lions Junction Water Park into a doggy paradise on Saturday, September 6! Bring your furry friend for a splash-tastic day filled with wagging tails and wet noses. Admission is just $5 per pup, and thanks to our friends at Loop 363 Animal Hospital, the first 50 dogs get in free!

Each dog must be accompanied by a human companion age 18 or older. For everyone’s safety, please bring proof of current vaccinations. Our “doggy lifeguards” will be on duty to help ensure a safe and fun-filled experience for all.

Grab your beach towels, leash up your pups, and join us and Loop 363 Animal Hospital for a tail-wagging good time at Dunkin' Doggies!

Zone After School Registration

Now Open

Registration is now open for the 2025–2026 Zone After School Program! Held onsite at select elementary schools, this program provides a safe and engaging environment where children enjoy recreation activities, scheduled homework time, and a daily snack. With a strong staff-to-student ratio, Zone focuses on keeping kids happy, active, and well cared for.

Due to structural concerns with the roof, Sammons Community Center continues its temporarily closure. During this time, all programs and events will be relocated to Gober Party House, Wilson Park Recreation Center, Summit Recreation Center, and the Sunglo Building. While Sammons is closed, Sammons memberships will be honored at the Summit Recreation Center and Wilson Park Recreation Center for the duration of the closure, this includes the use of the fitness centers Additionally, those interested in playing billiards can do so at Wilson Park Recreation Center.

Temple Fire & Rescue Accepting Donations for Backpack Buddies

Temple Fire & Rescue is collecting school supplies for all ages for our annual Backpack Buddies program! We will be donating fullystocked backpacks to Temple-area children this school year. Donations can be dropped off at any Temple fire station.

From roads and bridges to water supply systems and parks, public works departments are responsible for managing and enhancing these essential elements of a community. Summer is here and temperatures are on the rise. To conserve our water resources, please incorporate water conservation into your daily routine.

WATER SAVING TIPS

Irrigate responsibly by watering twice a week and on designated days before 10 a.m. and after 8 p.m.

For homes with an even-numbered address, watering days are Sunday and Thursday.

For homes with an odd-numbered address, watering days are Saturday and Wednesday.

Run full loads in dishwasher and/or washing machine.

Turn off the faucet when not using water while brushing teeth or shaving.

Quickly repair leaky faucets or running toilets.

Monthly Dumpster Drop

We understand how important it is to keep our neighborhoods clean and safe for everyone. That’s why the City of Temple is committed to continuing our Dumpster Drop program. We hope this initiative helps reduce illegal trash and tire dumping, making our community a better place for all of us!

What we provide:

A large container is placed monthly in different parts of town

A separate trailer for the disposal of tires

Rakes, shovels, and other tools are available through the Temple Tool Library

Recycle Tip: To ensure all items empty out of your recycling container, please break down boxes or other bulky items. Boxes can get wedged in the recycling container, preventing the remaining items from coming out.

Parks and Recreation Month: Play the Temple Way Event

On Saturday, July 26, families from across Temple gathered at Santa Fe Plaza to celebrate Play the Temple Way, the grand finale of Parks & Recreation Month. The free event featured games and activities from the Summit Recreation Center, Sammons Community Center, and Wilson Park Recreation Center.

We’re thrilled to have spent the entire month of July celebrating everything that makes Temple Parks & Recreation so special. From daily activities to the big finale at Play the Temple Way, it was a wonderful opportunity to highlight the programs, spaces, and people that bring joy, wellness, and connection to our community all year long.
