The goal of this program is to provide employees the opportunity for professional development. The goal of this program is to assist County employees in developing their leadership skills. The development of this program has been funded by SMC and members will be given priority. To increase the likelihood of success, it is important that management and employees share in the responsibility of creating a link between training and performance. Supervisors should:
• Conduct a training needs assessment of their area of responsibility and employees.
• Develop a training plan for their area of responsibility.
• Develop an individual development plan for each employee and update it annually.
• Meet periodically with employees to ensure they are on track or change direction, if necessary.
• Encourage employees to participate in training courses and other forms of learning to increase performance.
• Schedule on-the-job learning opportunities.
• Provide employees the opportunity to use the skills and knowledge gained from training.
• Reinforce learning with appropriate and meaningful assignments.
Supervisors may refer an employee who has an identified performance need to attend a class listed in this catalog. A supervisor’s referral will be approved if the class is required or related to the employee’s current position in Baltimore County Government. This referral process is designed to assist the supervisor in improving employee performance or job proficiency. Every effort will be made to accommodate approved supervisor’s referrals.

You’ll learn the steps involved in effective writing and how to proofread and edit your own work.

Participants in this course will learn to draft, edit, and revise a variety of business documents to make them polished and professional. Finding balance and effectively dealing with change is a challenge for everyone. Whether it's in business or at home, today's busy world can sometimes seem overwhelming. It’s not the change, but the “transitions” that may become problematic. Therefore, we must find effective ways of handling the transition to make change successful. Change: Managing Transitions is based on the “rule” of five. Objectives of this course are to describe the five stages of the change cycle and the five change facts that never change, apply five personal strategies on the job to manage and lead change, identify the five habits needed for successful transitioning, fine tune the five senses needed to lead change, and complete a Personal Action Plan.

This course introduces participants to communication and interpersonal skills necessary in today’s changing workplace. This is a highly interactive, hands-on course which focuses on the behaviors associated with open communication and trusted relationships that characterize a respectful workplace. The course covers the legal and behavioral requirements for sexual harassment avoidance, EEO compliance, and valuing diversity in the workplace but makes it clear that the laws are the minimal expectations regarding respect. The remainder of the workshop raises the bar for how employees are expected to treat each other.

This course introduces participants to the basic tips and techniques for writing and organizing a grant proposal. This workshop will focus on the completion of successful grant proposals, various types of available support, and locating funding sources. Strategies for working with the budget component of an RFP will be included.
Upon completion, participants will be able to categorize types of grant support available, describe the various resources for grant funding, explain the importance and mechanics of researching sources, explain the parts of a proposal, describe the budget component of the RFP, and explain the administrative requirements of grants.

Customer Service is an attitude!
This course provides the knowledge, methods, and expert guidelines to face the most challenging customer service issues. Baltimore County Government wants to increase customer satisfaction through this customer service training by teaching participants how to know what customers expect, how to increase credibility with customers, how to manage stressful situations more effectively, and how to learn to deal with difficult customers.

Do you work with some really “different” people? Make your job easier by gaining a better understanding of yourself and others. This 2-day course will provide participants with the proper tools to create and deliver an effective presentation. Day One will establish how to create appropriate goals and objectives, ways to identify your audience, and techniques to prepare yourself and overcome obstacles you may encounter. The course will also discuss how to improve the quality of a presentation by using visual aids. On Day Two, participants will deliver a 15-minute presentation, incorporating the key elements discussed on Day One.

This course is designed to assist the participant in considering the place of ethics in County business and will discuss topics such as the benefits of good ethics, impacts of unethical behavior, and the influences and pressures behind our ethical choices. Additionally, the course examines how culture and relationships within an organization affect ethical decision-making. Class discussion and video instruction will prepare the learner to think more completely about issues relative to business ethics.

Course length: 6 hours
This course examines the skills and behaviors of an effective negotiator. Participants will examine different negotiating styles and the situational nature of choosing the appropriate negotiation style. Course materials are based on the work of the Harvard Negotiation Project’s Getting to Yes by Roger Fisher, William Ury and Bruce Patton. The workshop will present the areas needed to effectively conduct a negotiation and explore the principals of BATNA (Better Alternative to a Negotiated Agreement). Participants will practice techniques and approaches using case studies.

This course is designed for leaders to examine strategic approaches to developing a business plan and will explore the differences between strategic and tactical planning. The importance of “SMART" goals, Continuous Process Improvement, metrics and score-carding are also discussed.

This course will provide a supervisor with a basic understanding of Baltimore County’s Classification and Compensation Plans and the various processes associated with the classification of positions, the PDF Process, and the allocation of pay grades. Participants will be able to describe when to request the evaluation of a position through the PDF process, explain the difference between an evolution of duties and the assignment of additional duties and inform employees about rules and regulations governing the allocation of pay grades.

This course is designed to enhance productivity and promote partnerships in the workplace through the skill of coaching. The individual and organizational benefits of coaching are presented. Appropriate actions and options for the coach are included, as well as the personal qualities of an effective coach. A 6-step template for conducting a coaching session is provided. How coaching can be applied in common individual workplace problems is included. Learning styles and how adults learn are included to help the coach plan the coaching message. This course is designed to teach you how to easily reuse content from any of your existing documents and files and combined them into one dynamic presentation. The Office of Information Technology (OIT) has completed the upgrade of all county users of Microsoft Office to the new Microsoft Office 2024. The Computer Training Center (CTC) offers Office 2024 courses for Excel, Outlook, PowerPoint and Word. If you have already taken Office 2021 classes there is no need to retake the same courses in Office 2024. The certificate programs (Documents, Spreadsheets, and Graphics) will now accept either Office 2016 or Office 2021 classes. In Office 2024, you will find: faster launch times and improved responsiveness, enhanced tools for screen readers and keyboard navigation, improvements in coauthoring and file sharing as well as newer security protocols and encryption standards. Beginning in October 2025, all Microsoft courses will be presented in the Office 2024 environment.

This full day course is designed to introduce working with online versions of tools and documents. In addition to the lessons below, learners garner an understanding of how the tools work together and when to use which tool when managing projects and teams.

Classified and non-classified employees are eligible to participate in the designated training and career development courses offered by the Office of Human Resources.
Part-time employees working less than 18 hours per week and all occasional, temporary, and seasonal employees are typically not included in training opportunities because the limited nature of their employment does not justify the cost of training. Exceptions may include 1) training that is necessary for the employee to fully function as a member of the work group; and 2) training that enables the employee to skillfully perform the required functions of the position. In order to maximize the benefits to the agency, such training should be short-term, low cost, and the skill should be developed at the beginning of the employment period.
Training classes are canceled if the County has declared “Liberal Leave”, “Closed”, “Delayed Opening” or “Early Departure”. A recording regarding class status during inclement weather will be available by calling 410-887-8713. We will notify you of the rescheduled training date once it has been set. Official information regarding the implementation of the inclement weather policy will be posted on the County’s website at www.baltimorecountymd.gov and on the County’s Twitter emergency site @BACOemergency. Most media outlets in the area will also report on closings and late openings, but that information is unofficial and employees should confirm on the County’s website or official Twitter feed. The County encourages employees to continue their education by providing tuition reimbursement upon successful completion of approved courses towards a degree or certificate at accredited institutions. Non-credit programs for continuing education are excluded. Qualified employees may be reimbursed a percentage of the cost of tuition and certain other fees, excluding textbooks, up to a set maximum per fiscal year as prescribed in the County's Educational Assistance Program and the applicable Memorandum of Understanding. Applications must be submitted in the same fiscal year in which the course is taken.
Procedure: A Spend Authorization must first be created from the Expenses app in Workday, then attach the completed Application Form. Applications must be submitted prior to completion of the course for which reimbursement is sought. One (1) late-file approval will be granted during the applicant’s employment with Baltimore County. You will receive a notification when the request has been approved or denied in Workday. Upon completion of the course(s), an Educational Assistance Expense Report must be created and submitted in Workday for reimbursement. You will receive a message in Notifications when the request has been approved or denied in Workday. All applications filed outside of the fiscal year in which the course was taken will not be considered for reimbursement.

From Beltway 695, take exit 26 to York Road, south. At the 3rd traffic light, make a right onto the Towson By-Pass (Bosley Avenue). Proceed to Allegheny Avenue and make a right. The Office of Human Resources is located in a historical school building on the corner of Allegheny Avenue and Central Avenue.
From the Government Center, go north on Bosley to Allegheny Avenue. Go west on Allegheny Avenue to Central Avenue. The Office of Human Resources is located in a historical school building on the corner of Allegheny Avenue and Central Avenue.

• Washington Avenue Garage – Located at the northwest corner of Washington Avenue and Susquehanna Avenue, behind the Jefferson Building and Post Office. The address is 100 West Susquehanna Avenue, Towson, Maryland 21204.
• Tolbert Garage – Located on Ware Avenue, west of Washington Avenue. The address is 108 Ware Avenue, Towson, Maryland 21204.
The CTC or OHR does not provide or stamp parking vouchers. Because of the restricted parking situation, carpooling is recommended whenever possible.
Large County vehicles bearing the Baltimore County Seal are permitted to park on Central Avenue in designated spots.

The County Courts Building Bosley Avenue entrance is now closed. You can enter the facilities via the Old Court House (Chesapeake or Pennsylvania Avenues), or the New Courts Building, Circuit Court (Chesapeake Avenue) from the courtyard. The recommended entrances are through the Old Court House.
Old Court House Follow the guard's directions to the elevator. Take the elevator to the basement. Upon exiting the elevator turn left and then left again to the hallway. Go through the brown double doors and turn left again. Continue down the hall and go through the black double fire doors. Turn right and go down the stairs. At the bottom of the stairs turn left and continue to the second set of double doors on the left. At the CTC entrance, scan your County ID Badge or follow the directions for us to buzz you in.
New Courts Building After passing through the guard station, turn right and take the elevators to the ground floor. Go toward the lobby. In the lobby area you will turn right (facing the Bosley Avenue entrance) and then turn right again at the next hallway. At the end of the hall, turn right into the next hallway. Once you pass through the double doors, you will see the Computer Training Center door on the right. Scan your County ID badge, or follow the directions for us to buzz you in. If you have a County ID or Key Card, scan the card for entrance.
