2023 RFP Elements & Results

• Sought a mixed-use infill development project that could provide commercial retail opportunities such as full-service restaurants, grocery stores, or small-scale medical services to the surrounding community.

• Sought opportunities for social connections among the community with family-friendly entertainment venues.

• Sought proposals that could enhanced pedestrian-oriented amenities and ground floor activation, promoting walkability, entertainment spaces, and other outdoor spaces that are accessories to commercial uses.

• RFP was issued for over 90 days and received 0 qualified responses

• Site #3: Retail, Sit-Down Restaurants

Public Offering Panel Process

• Received four (4) qualified offers

• Panel composed of community members and city staff reviewed offers and interviewed all offerors

• Panel evaluated offers based on:

• Concept to activate the site

• Return to the city

• Offeror’s qualification, experience, and financial capacity

• Panel evaluated each offer individually by site and reached a consensus score for each offer

Offer A

Proposed uses on all sites:

• Site #1: Community center, grocery store, entrepreneurship resource hub, outdoor market, and recreation/open space.

• Site #2: Medical center with primary care, holistic wellness, and specialty services

• Site #3: Workforce skills and vocational training innovation center. South Phoenix multicultural and historical museum.

Strengths:

• Strong alignment with community vision and included public gathering space and food solutions

Weaknesses:

• Lacked development expertise and funding capacity to deliver project

Offer B

Proposed uses on Site #3 only:

• Modular building using recycled cargo containers for non-profit organization usage

• Included classrooms, shared offices, conference rooms, and community spaces

• Public community garden

Strengths:

• Strong alignment with community vision. Demonstrated direct alignment with public benefit through focus on education, workforce/trades development, and food security.

Weaknesses:

• Lacked development expertise and funding capacity to deliver project

Offer C

Proposed uses on all sites:

• Site #1: Grocery store, medical health center, retail/restaurant opportunities with public gathering and open spaces.

• Site #2: Senior housing (30-80% AMI) with green space amenities and walkable design

• Site #3: Retail opportunities such as bank, restaurants, childcare

Strengths:

• Experienced development team with strong site plans and alignment with community vision and cultural/historic focus.

Weaknesses:

• Vague financial capacity and lack of financial offer.

Offer D

Proposed uses on all sites:

• Site #1: Grocery store, health center, food hall, retail/restaurant opportunities, community center with workforce development, early childhood programming. Public amenities and open space.

• Site #2: 112-units of workforce housing and amenities

• Site #3: 48-units of workforce housing and amenities

Strengths:

• Experienced development team with realistic timing and site phasing plan. Concepts were feasible, holistic, and had strong alignment with community vision. Return to the city scored high with mixture of public benefit and appraised value.

Weaknesses:

• Concerns with coordination between multiple partners
