Editor’s Foreword And so here we are, incredibly, at 2021! I don’t think anyone could claim to have breezed through 2020. Even those that refuse to accept the reality of the pandemic are surely exhibiting their own reaction to the stress that it places on us. As I write this we find ourselves currently in the worst affected part of the entire UK, with the prospect of things being ‘relaxed’ for five days over the Christmas period. Effectively this places us in the hands of our own common sense. I sincerely hope that by the time you are reading this we have all chosen to keep the well-being of the vulnerable above our own desires for festivities. The difficulties placed on people, families and businesses is unprecedented in modern times. Strong voices and arguments are often leading us into bitter quarrels and judgements. On the face of it, it would seem like we are hopelessly divided as a people. But I hope and believe that it is the peculiarity of our times that is amplifying much of this. Amplified by media, as well as social media, what would have been understandably dissatisfied grumblings of decades past have become crystal clear screams of anguish, of anger, confusion or rebellion. What may have been a passing comment or fleeting moment between a few people in years gone by is now an indelible and very public declaration in our now vast and unregulated historical record. Back when I started writing this column, I was acutely aware that I actually had been afforded a reasonably rare opportunity to be heard and to express my thoughts and feelings in public. That power is now at everyone’s fingertips, often paired with anonymity. The result is inevitable and predictable. I think that, as a society, we have barely begun to learn how to deal with the advanced communications available to us. I do hope we catch up. I can’t say that 2021 is going to be end of our current troubles, nor that it is likely to be anything other than a difficult year. I can say, in traditional style, though, that I resolve not to add to our troubles. Even through troubled times we can all do a little bit to ensure we do not add to the mire; pause before expressing rage, put a little thought into our responses to others, aim to maintain some civility and politeness in our interactions with others. Everyone, regardless of our own positions, is struggling to come to terms with what is going on around us. It’s one of the few times in my life I have genuinely pitied many of those charged with making decisions on our behalf. I wish I could lay claim to having always followed these sentiments myself, but I cannot. I doubt that too many who frequent social media can (but hats off to those of you that have!). Maybe, just maybe, with a little more evenness in our interactions with others we can begin to soothe and calm the turbulent waters that we have churned up in recent years. It is, at least, a worthy aspiration for the coming 12 months. I wish you all a happy, safe and peaceful new year.

Want coronavirus updates from NPT Council? Just ask Alexa!

Anyone needing to find out the latest information on Coronavirus from Neath Port Talbot Council can now ask Alexa. An Alexa ‘Skill’ is available to give the updates from NPT Council’s newsroom to Alexa users. The Council is currently posting a constant stream of news releases linked to the Coronavirus outbreak on its newsroom, such as how to present recycling and waste for households affected by Coronavirus, warnings about the latest Coronavirus scams, how to volunteer to help vulnerable residents and the NPT Buy Local scheme. Alexa Skills are available via the Alexa App. Everyone who has an Amazon device, such as an Echo smart speaker or Kindle Fire, can access the App and search for Skills. According to research, seven out of 10 people who have a voice-controlled device use it on a daily basis, with Amazon’s voice assistant Alexa currently being the most popular. This is just one of the ways that the council is making vital information available to its residents during the current situation. MEASURES TO PROTECT POULTRY AGAINST AVIAN FLU

New measures to help protect poultry and captive birds have been introduced across Wales, England, and Scotland following a number of UK cases of avian influenza in both wild and captive birds. New housing measures, which came into force on 14 December, mean that it is a legal requirement for all bird keepers to keep their birds indoors and to follow strict biosecurity measures in order to limit the spread of disease. Avian influenza poses a very low risk to human health and food safety, and it does not affect the consumption of poultry products, including eggs. Bird keepers should use this time to prepare for new housing measures, including taking steps to safeguard animal welfare, consult their vet and where necessary put up additional housing. These housing measures build on the strengthened biosecurity regulations that were brought in as part of the Avian Influenza Protection Zone (AIPZ) in November. The AIPZ means that all captive bird and poultry keepers need to take extra precautions, such as cleaning and disinfecting equipment, clothing and vehicles, limiting access to non-essential people on their sites, and workers changing clothing and footwear before entering bird enclosures. The restrictions will be applied across the whole of the UK and will be kept under regular review. Cllr Graham Breeze, Cabinet Member for Regulatory Services, said: “We have previously warned Powys residents about the avian flu alert, but the situation has worsened in recent weeks. “From 14 December onwards, all bird keepers must keep birds indoors, or take appropriate steps to keep them separate from wild birds. “Avian influenza is a highly infectious disease so bird keepers must be vigilant for any signs of it, maintain good biosecurity, and seek prompt advice from their vet if they have any concerns.” More information on avian influenza can be found here: https://www.gov.uk/guidance/avian-influenzabird-flu Poultry and captive bird keepers and members of the public should report dead wild birds to the Defra helpline on 03459 33 55 77 (option 7), and keepers should report suspicion of disease to APHA on 03000 200 301. COUNCIL PUBLISHES RESPITE POLICY FOR UNPAID CARERS

The new policy, which can be found online at https://en.powys.gov.uk/article/1673/Help-for-Carers, sets out how the council can help carers in the county obtain respite from their caring duties. Respite care aims to provide care for the person that carers support, so that the carer can take a break. The council can provide respite through a number of ways: • Through Direct Payments, enabling the cared for to purchase care either at home or elsewhere’ • Residential respite, this is where the carer can book a room in a residential care home for the cared-for person for a short period of time. • Replacement Care: if the carer is going away, we can pay for care workers to provide care for a short period to support the person for whom they usually provide care. • Shorter Periods of Respite - the council can arrange for the carer to have regular short periods of support; • Children’s Short Breaks - there is short break provision for children in Powys to which we can help you gain access. Dylan Owen, is Head of Commissioning with the council. He explained: “”Services to carers are free of charge in Powys, acknowledging the vital role carers play within our communities. Respite as a service to the unpaid carer is almost always free of charge but valued by recipients.” He added: “The amount of respite care an individual may be offered will depend on their, or their carers’, individually assessed needs and circumstances. The amount of respite will be written down in a formal plan.” Councillor Myfanwy Alexander is Cabinet Member with responsibility for Adult Social Care with the council. She explained: “We value all of those in Powys who give unstinting support to those in need and we want to support them in any way we can. This policy was designed with considerable input from carers themselves and we home this document will be user-friendly and enable carers to access the support they so richly deserve.’ 13

Trust Registration From 2017 trustees have been required to register any trust which is liable to pay tax with HM Revenue and Customs (HMRC). This may be income tax, capital gains tax or inheritance tax. In some cases, executors of estates will need to register the estate with HMRC, even if there is no ongoing trust, but where an estate tax return is required. Details of the trustees, beneficiaries and assets in the trust must be included on the register. Where any of the trust information changes (e.g. if there is a change of address or trustee) the register must be updated annually. Trustees obligations For trusts which are registerable the trustees must maintain records of the owners and potential beneficiaries of the trust and keep these records up to date in case these details need to be disclosed to any relevant parties. The information to be held could include a person who is named as a beneficiary in a separate document relating to the trust such as a letter of wishes. The trustees must register new trusts on the online trusts register and this should be done by the 5th of October in the tax year after the trust commences. The trustees must ensure that any changes to trust data are updated on the register as and when changes occur and by 31st January in the year after the tax year in which the change occurred. Changes to trust registration from 2020 Following the Fifth Anti-Money Laundering Directive, changes to the registration of trusts came into force from 6th October 2020. This means that all express trusts will need to be registered in future (other than certain excluded trusts), regardless of whether they are liable to pay tax. This means that any trust which has been deliberately created may need to be registered and this could include discretionary trusts, bare trusts, interest in possession trusts and some trusts of land. From 10th March 2022, all new trusts set up must be registered within 30 days. Any existing trusts which fall within these rules must register before this date. Trustees of any new and existing trusts should keep up to date with the upcoming developments to consider whether their trust needs to be registered under the new or existing rules. Further guidance from HMRC is likely to be issued in early 2021. Despite a shift away from the expected seasonally-norm weather associated with January, the month in recent years has still tended to produce some events more in keeping with its 'winter' tag. However, it does seem quite a number of years since a 'white-out' scenario has led to a situation whereby everything grinds to a halt in January. Models suggest that whilst January 2021 could still generate the occasional taste of snow and ice, it does for the most part look rather wet with showers or longer spells of rain. A westerly airflow will also keep temperatures from straying too far below freezing, meaning that 'milder' conditions will tend to hold sway. However, should a change develop where the north or east were to gain control, albeit temporary, the aforementioned precipitation, of which there is expected to be quite an amount of, could turn the weather on its head. Even a small change in temperature can dramatically alter affairs. For January, rainfall is expected to be above average. Temperatures are expected to be on or above average.

WELCOME 2021 – BUT WE’RE Happy New Year to you all, 2020 was a year we all want to forget, but as 2021 begins, we’re still dealing with the legacy of the worst pandemic for over a century. We’re not out of the woods yet and so need to keep on keeping safe. The vaccination programme finally got underway in December, and as more and different vaccines (which will be easier to store and manage) become available, vaccinating rates will increase considerably. Eligibility depends on age and health conditions, and when it’s your turn you will be sent an appointment. Swansea Bay will have three mass vaccination centres – in the Bay Field Hospital and in Margam and Gorseinon. There will also be mechanisms in place to vaccinate in care homes and elderly vulnerable people in the community who cannot get to the centres. But it will be many months before this crisis is over, so it is really important to follow the regulations – avoid mixing with people you don’t live with. Wash your hands regularly or use an alcohol gel, wear a face-covering in indoor public places and keep a safe distance from others. Most people catch Covid from people they know, not strangers, because if you’re infected you don’t get symptoms for the first few days – and that’s when you’re at your most infectious. Swansea Valley GP Dr Iestyn Davies sums it up here: “The turning of every year is always an opportunity to look forwards in the hope of better times ahead, but that has never been truer in our lifetimes! Collectively, the year 2020 was an absolute disaster in so many ways, thanks to the Covid-19 pandemic, but there is genuine cause for optimism, now a vaccine is being rolled out, that our lives can start returning to some normality. “Having said that, please do not think that we are in the clear yet – we can most definitely see light at the end of the tunnel but we still have a way to go before we feel the sunlight fall on our faces. “We understand there is great excitement about the start of the Covid vaccination programme but it will take many months before reaching us all.

Decisions over priority are taken by the UK and Welsh governments based on the recommendations of the Joint Committee for Vaccination and Immunisation. “In Swansea Bay it was initially being given to frontline healthcare workers, as just a small amount was available, but more of this vaccine - and a second vaccine (both the vaccines consist of a 2 dose schedule with 4 weeks between doses) - are on their way. This will be offered to those who need it most, including other healthcare workers, care home staff and residents and the over 80s, through our hospitals, mass vaccination centres and a mobile in-reach service. “As more vaccine becomes available, it will be offered to successive age bands of adults. It may take a while to get to everybody. “Those in line to get it MUST wait to be invited. Please help the NHS and be patient and wait to be invited. “We are urging the public NOT to phone their GP surgeries or other NHS services to ask when they can have the vaccine as they are currently being swamped with calls – when your time approaches you will be contacted by letter. “The vaccine will not be mandatory and people will be able to choose whether they take up the vaccine or not but I for one will be having it, when it is offered, and so will my family and colleagues as it our best hope of putting such a miserable 9 months or so behind us and truly having a great New Year! Take care and stay safe.”

Remembrance Sunday has been observed since the end of the First World War to remember Armed Forces Members who gave their lives in the line of duty. Fr. Henry Nevin sds and Blesson Anto Binoji represented the Sacred Heart R.C. Church Ystradgynlais at the Service in Gorsedd Park. Blesson laid two wreaths one on behalf of the parishioners of the Sacred Heart Parish and one on behalf of the Keralite Community in remembrance of the 161,000 members of the India Armed Forces who gave their lives in both World Wars.

During 2020 volunteers in Powys put their heads together to find different ways of raising money; selling plants at the roadside and in a bus shelter! Garden owners recorded virtual garden visits, asking viewers to make donations, there was even a virtual cocktail party and we had fun! A big thank you to everyone who joined our virtual visits, donated plants for sale, bought plants and made ‘real-live’ visits to our gardens. Looking forward, plants are being grown for sale; new videos being recorded and 68 gardens are due to open in Powys. Including Tranquillity Haven, Whitton, near Knighton, featured in a virtual film tour for the Macmillan charity. Viewers can take a stroll over the garden’s red oriental bridge and watch the babbling brook running underneath as well as enjoying a multitude of greenery and flowers. In 2017, Val Brown was airlifted to hospital after she badly dislocated her right shoulder and damaged her right arm in a fall just a day before her beloved husband Dave’s funeral. Medics initially told Val, who spent more than a decade developing Japanese stroll garden, with Dave, she would never garden again due to the level of nerve damage. With the help of physiotherapy and determination, the 79-year-old rebuilt her strength to tend to the garden. Val’s garden will open on weekends in June and October. New Verruca Treatment

We all know people who have had verrucae or we may have had them ourselves, most likely when we were children but do we really know anything about them? Verrucae, verrucas or plantar warts are a viral infection of the skin on the foot. The virus responsible is the Human Papiloma Virus (HPV). You may have heard of HPV because over the last few years there has been a program to vaccinate teenage girls against HPV infection, unfortunately the strain this covers does not cause verrucae so will not prevent them. Most verrucae will disappear on their own within six months of them coming because the body’s immune system will make antibodies which help you get rid of the virus yourself. However it may be necessary to treat a verrucae, perhaps if it is painful, been there too long or its appearance upsets you. In the past verrucae were treated by destructive methods. Destroying the tissue affected using freezing, burning or chemicals. Research over the last several years has shown theses treatments not to be much better than doing nothing and because of this the NHS very rarely treats verrucae. There has been a recent development in the treatment of verrucae which is very exciting. Microwave emblation is a technique of warming the verrucae to stimulate the body to get rid of the virus through the immune system meaning once successful you will very likely been protected from further infections in the future. The treatment involves short bursts of microwave energy applied to the verruca using a pen like applicator. There is some pain during the treatment, only a few seconds which stops straight after, but no need for dressings and no pain or discomfort after the treatment. PUBLIC PROTECTION TEAM HELPING TO KEEP COMMUNITIES COVID SAFE At a crucial point in the pandemic, the council’s Public Protection Team are working around the clock to help local businesses to comply with Covid-19 regulations. The team comprises of trading standards, environmental health, and licensing officers from across Powys who work closely with partners including Dyfed Powys Police. For several months, officers have been working day and night to ensure businesses fully understand and operate within the safety requirements and avoid enforcement action. The officers check businesses for compliance, including ensuring there is enough space for social distancing, checking cleaning routines, correct use of PPE, and making sure track and trace procedures are followed. Between the beginning of March and the end of October, the team had proactively advised over 4,767 businesses and made 722 visits across the county. This work has accelerated in recent weeks, and with the support of Welsh Government funding five new public protection officers have been recruited to bolster the team’s response to the virus. Officers are primarily there to assist businesses but when advice is ignored and serious issues of non-compliance persist, enforcement action is taken. This could be an improvement notice, a forced closure, or a fine, depending on the breach. Enforcement work requires the council to publicise a served notice for public safety reasons. When a premises is re-visited and the required improvements have been made, the notice is then lifted. Cllr Graham Breeze, Cabinet Member for Regulatory Services, said: “Keeping Powys safe is our first priority and our Public Protection Team have been on-hand since the beginning of the pandemic to provide expert advice and support. “In most cases businesses are working hard to remain compliant, but some businesses have continued to flout the rules and we have been left no alternative than to use enforcement as a last resort. “We all want to keep infection rates down and Public Protection has a vital role in that by working with businesses to maintain the right safety measures. “We don’t want to use enforcement action, but it is the council’s statutory duty to protect residents in this way. “The Public Protection Team are here to help first and foremost, so businesses should not hesitate in seeking the advice and support they need.

There will always be strong, social, cultural and economic bonds between the people of the countries of the UK. The difference would be that we could be a partner to the other countries with our own voice being expressed. This would make for a stronger relationship.

Most people in Wales feel both Welsh and British - they will never support Welsh Independence.

In the modern world it is inevitable that people within Wales will have several identities. Identity is a personal thing and is separate from questions of democratic accountability. Personal identity does not necessitate support for a particular way of being governed.

HOW TO MAKE THAT NEW GUITAR EASIER TO PLAY

If you’ve been lucky enough to get a guitar this Christmas, why not get it checked over and see if it can be improved for easier learning and playing? Years ago buying a guitar was a very, very hands on experience. Many were hand finished, which meant that two guitars were never quite the same and, regardless of price, if you were unlucky you could end up with something that was difficult to play for any number of reasons. The biggest problem with this was that cheap guitars were often practically unplayable for any length of time. As a young musician, me and all of my friends lusted after high end, expensive, big name guitars. They were out of the question for most of us. A bad guitar could make the difference on whether a learner grew and kept a passion for their instrument or not. These days it’s still possible to buy a bad guitar. The difference is that it’s not just one or two out of a batch, it can be an entire range of cheaply produced instruments (although it’s fair to say that a cheap guitar these days is normally a hundred times better than it’s older equivalent). If you’re planning on buying a guitar for a gift or for yourself, you now have options that were simply unaffordable years ago. Buying a cheap guitar off the net is now a valid option taken up even by seasoned guitarists, because they know that getting them professionally set up can offer them an instrument that plays as nicely as something much, much more expensive. NEATH PORT TALBOT INAUGURATES NEW YOUTH MAYOR & DEPUTY YOUTH MAYOR The new Youth Mayor of Neath Port Talbot pledged to

“champion the rights of children and young people” at a virtual inauguration ceremony held last Thursday (10th December). Erin Sanderson, aged 18 from Waunceirch, takes up the position of Youth Mayor having served a year as Deputy Youth Mayor. The positions are elected annually by Neath Port Talbot’s Youth Council to give young people a voice and help them to have their say on local issues. Erin is a former Dwr-y-Felin Comprehensive School pupil and was recently chosen to become a mental health ambassador for Inspirational futures, an organisation set up by teachers to offer support on wellbeing and mindfulness to pupils, parents and teaching staff. The inauguration was held online due to the current coronavirus pandemic and was attended by more than 40 people which included key community leaders, friends and family. In her maiden speech as Youth Mayor, Erin said: “I pledge to champion the rights of children and young people to ensure they are upheld, with particular regard for the children and young people who are most vulnerable, at-risk, marginalised and least likely to be heard in society. “There are no limitations to what the young people in Neath Port Talbot can achieve, even during a pandemic. I wholeheartedly believe that if all generations work-together, listen to each other and care for each other, we will continue to regain our confidence and develop our resilience in the face of whatever may be thrown our way.” Councillor Peter Rees, cabinet member for education, skills and culture, who gave a speech at the virtual ceremony, said: “I look forward to supporting Erin during her year of office and helping her to focus on the things that matter most to young people” “Our over-riding priority as a council is to give every child and young person the best start in life. Involving young people in a meaningful way in civic life is another important step in making sure we respect, support and promote the rights of children and young people.” The new Deputy Youth Mayor, Bethan Nicholas-Thomas, was also inaugurated. The Cwmtawe Community School pupil is a member of the British Youth Council and the Youth Climate Ambassadors Group which campaigns to make changes for a healthier planet. MEET THE YOUNG PEOPLE RECOGNISED FOR THEIR COMMUNITY WORK DURING PANDEMIC

Seven young people from Neath Port Talbot have been recognised for their community volunteer work during the coronavirus pandemic. Each received an ‘Outstanding Contribution Award’ from Neath Port Talbot Council’s Youth Service as part of International Children’s Day 2020. They were rewarded for helping the most vulnerable people in their community with things such as collecting shopping and medical prescriptions, volunteering at a local food bank, entertaining local residents to help lift community spirit, and helping to safely arrange community events. The winners, who were nominated by residents in their local communities, were each presented with a trophy for their extraordinary efforts. Dewi Morgan, aged 21, who won an award said: “In the peak of lockdown, I helped deliver thousands of prescriptions to people who needed them throughout Glynneath and the surrounding areas, from Hirwaun to Clyne. My average day would consist of going to the chemist at around 10am, doing five or six trips, delivering up to 15 prescriptions a time, and returning home at roughly 5pm. Dewi added: “Helping people in and around Glynneath has, for me, been a pleasure and has made me feel more a part of this community. Meeting and engaging with different people is so important at any time, but especially so during such a difficult period in our history.” Councillor Peter Rees, Cabinet Member for Education, Skills & Culture, said: “It is important that we recognise the incredible work young people do in their communities and this clearly hasn’t stopped during the pandemic. “Lots of young people are doing inspirational things, and I hope this will motivate others and showcase the positive things they do on a regular basis.” Abi Price, Neath Port Talbot Council’s Youth Mayor, said: “A massive congratulations to the Award winners who have been amazing in supporting their communities during the pandemic. I am so proud these young people are getting the recognition they deserve for their selfless volunteering which benefits all generations especially the elderly, and those who need extra support. “There are many more young people out there supporting their communities in one way or another and on behalf of myself and Neath Port Talbot Youth Council we thank you all, we are in awe of you and stay safe.” The Council’s Youth Service has continued to support young people throughout lockdown by running virtual group and one to one meetings, socially distanced face to face meetings, and a range of online activities and courses. The Youth Service has also continued to support various groups during these times and has continued to support young people into education, employment and training.

Morgan Glyn, Neath Food Bank volunteer Morgan has played a key role in helping his mum to run the Neath Food Bank throughout the pandemic. He has helped to sort, collect and package up food parcels which have been vital to vulnerable people who need extra support.

Efanna Hawking, community entertainment Every Thursday during the clap for key workers, Efanna and her sister Bronessa would entertain residents on their street by singing and dancing. They would put a considerable amount of time into rehearsing their performances and even went to the effort of setting up keyboards and drums! Residents described their performances as, ‘a light in the dark days’ and ‘shows young people do care’.

Kadie Galsworthy, Ruby Phillips, Ivana Williams and Sebastian Key – Cwmafan Community Volunteers Kadie, Ruby, Ivana and Sebastian were all nominated for their outstanding volunteer work in the community of Cwmafan. Their work included helping vulnerable residents by attending supermarkets with individual lists, shopping and home deliveries, helping monitor safe queue control in the local supermarket, and assisting with community Halloween celebrations by painting decorations and making up sweet bags.

Dear Antonina, During the xmas period I made a promise to my long term partner that I would give up smoking in the New Year. My partner doesn’t live with me and hasn’t pressured me, but she worries about my long-term health. I have felt really stressed with all the different family arrangements and changes we have made this year and all I want to do is smoke when I get very stressed. I am really worried I won’t see this through as I am not sure I have enough will power. I have been a smoker for over 35 years and have tried to give up smoking before but went back to smoking again every time. I don’t believe you should make promises you can’t keep and I really do want to give up . Please can you help? Dear Sid

The Xmas period is normally a time when we think about making changes we would like to make in our lives as we look forward to a new year. Many people make well intentioned New Year Resolutions which sadly don’t outlast January or February. Firstly, I am glad that you have made this important decision yourself and are not feeling pressurised into this. People who become non-smokers successfully do it because they want to. So it is really important that you do this for you and do it as slowly or quickly as you wish to. Smoking cessation can seem difficult for long term smokers like yourself, because you will be changing habits which have become ingrained into your every day routines. Smoking encompasses many contradictions, and regardless of all the scientific facts, smokers say they smoke to relieve stress, for relaxation or to concentrate. There are a lot of support services and information on the internet for smoking cessation. You may find charities such as Action on Smoking & Health (ASH) useful, as well as NHS Wales which provides helplines and local support groups. Your local pharmacy will also be a good place to discuss services as well as over the counter or prescribed medecines to consider.

As an ex smoker myself, I understand how difficult breaking the habit can be. Many smokers give up trying to give up after a number of attempts. Although willpower

is important, I find this on its own will not necessarily get a positive and sustainable outcome. A method you may wish to consider is hypnotherapy. Studies show this approach has been used effectively since the 70’s for smoking cessation. Research is still mixed about why hypnosis is successful, but it is safe, non-invasive and relaxing. The clients I have helped to become non smokers using my combined hypnotherapy and NLP techniques, report that they had been unaware of their automatic habits and routines. Helping to find the root impulse to smoke is important because many tobacco smokers end up replacing one unhealthy habit with another. One of my clients worked out that he could save himself over a £1000 per year and kicked his long term habit in just a few sessions. He said he could not believe how great he felt about life. I wish you all the very best with your new year’s goals as we start 2021 and look forward to helping you discuss your options and the most effective way forward for you when you take up your free consultation. NPT COUNCIL NEEDS YOUR HELP TO IMPROVE LOCAL WALKING AND CYCLING ROUTES People living in Neath Port Talbot are being asked for their advice on plans to improve cycling and walking (Active Travel) routes in towns and villages throughout the county borough. By upgrading and creating new walking and cycling routes, the council plans to make Active Travel the “normal” way to make local journeys, improving air quality, promoting healthier lifestyles and increasing the attractiveness of local communities as places to live and work. Neath Port Talbot Council is currently working with Sustrans Cymru as part of Neath Port Talbot’s Active Travel Network Map consultation (ATNM). The Active Travel Network Map is a plan of routes the council will use to inform where improvements to walking and cycling should be made in Neath Port Talbot. It will help to make journeys on foot or by bicycle easier and safer for everyone, particularly those who don’t currently walk or cycle often and people who use mobility aids. There will be lots of ways for members of the public to get involved in consultation on the new Active Travel Network Map, the first phase of consultation beginning on Friday (November 27th). The council’s consultation dates are listed below: • Consultation 1, 27th November 2020- 15th January 2021: The council will be asking people’s views on walking and cycling routes in their local areas including identifying problems on a route. For example, this could be a junction that is difficult to cross, a pavement that is too narrow or a newly built cycle route that is regarded as a success. (There is a chance of winning £100 from a bike shop in a prize draw on this consultation if you ‘have your say’ via the council’s web page). • Consultation 2, February- March 2021: This stage will involve sharing feedback from consultation 1 and asking people what they think of the plans the council is proposing as a result of the feedback it has been given. • Consultation 3, July- October 2021: This twelve-week consultation will give members of the public a final say on the Active Travel Network Maps before it is sent to Welsh Government for approval. These maps will have been produced taking into account public feedback and ideas from consultations 1 and 2. In order to design a network that works for everyone, the council would like to get the views of as many people as possible, particularly those who don’t currently walk or cycle. This will help the council make sure the routes built for walking and cycling work for the whole community.
