Editor’s Foreword A week ago before writing this my Mother passed away. I am not, nor ever have I been, a religious man, but at times like this it is easy to see the attraction of religion. Religion offers answers to questions that I think of as unanswerable. There is no lack of spirituality on my part – I have always believed that there are mysteries to our existence that we are yet to understand through science. The scientific explanation of falling in love, breaking it down into a chain of chemical reactions, is not, to my mind, difficult to appreciate or agree with. I do find it interesting, though, that to my knowledge there has never been such a bold claim made for the analysis of non-romantic love. Grief is a huge amplifier of love, as anyone who’s suffered grief will know. If love was merely a chain of chemical reactions, how would it explain all of those stories, anecdotal or not, of loved ones that wake at the time of one’s passing, or of family with no knowledge of events just feeling that something is wrong? I’m sure that there are those that will happily rationalise any of these events but, even for a non-religious soul like me, there is comfort in the thought of some kind of spiritual life force at work in the universe. My father passed away many years ago, but I still often get a feeling of his presence. I don’t personally believe that it’s down to a presence, but that doesn’t stop me drawing comfort from the feeling. I have no real desire to discover the actual workings of this process, I’m content for some things to be unanswerable. As far as science goes, it too can offer comfort; I know that each and every atom that made up my mother is still around, and sooner or later will become part of something new. In science, there has always been an afterlife in this way. Maybe not one that we’re conscious of, but there all the same. So it seems that, whichever way I turn, I can be confident that my mother endures to some extent, if only in the hearts of her loved ones. This gives me time to be grateful for having had her in my life, grateful for having received her absolutely unconditional love and comforted that she doesn’t have to suffer a prolonged and painful ending. All who have lost know that the swell of grief is as sweet as it is bitter, and also that it cannot be avoided. It should be embraced, in fact. Because it doesn’t really go away, we just absorb it and learn to live with it. That doesn’t seem like a chemical reaction to me. So goodbye Mam. Wherever you are, we love you.

LAMB & FLAG BRIDGE REPLACEMENT
A new 20m span bailey bridge has been successfully installed in a south Powys community providing improved access for residents. ork on the new bridge, which crosses the River Tawe at Lamb & Flag in Abercrave, was carried out by Powys County Council. It replaces a temporary bridge with capacity for 3.5 tonne vehicles installed in 1980 after flood damage to the original. The bridge serves six properties on the south side of the River Tawe which have no alternative access on public roads. The new bridge is a galvanised steel deck fabricated in two sections each weighing 22 tonnes. The bridge was supplied and installed by Retro Bridge Ltd. of Chepstow. Installation of the bridge required closure of the A4067 Principal Road for 12 hours to allow a 300-tonne crane to be set up on the highway. Overhead electricity supply and telephone cables had to be dropped to allow the crane to operate. Work started at dawn and by mid-morning the old Bailey Bridge had been lifted out and placed in an adjacent builders’ yard thanks Chilcott Builders Ltd. The two sections of Retro Bridge were lifted into place and locked together allowing pedestrian access. The road was reopened three and a half hours ahead of programme. The new bridge has improved access and visibility at the A4067 junction, improved vehicle containment and safety. The bridge has capacity for all vehicles and has been designed to have a 120-year life. Work on the scheme was designed and managed by Engineering Design Services. During the work a temporary footbridge spanning part of the Bailey was used for pedestrian access and specially prepared deck plates were used for emergency access. The residents were full of praise for the cooperation of the workforce and the high standard of workmanship in the completion works. The old bridge will be used by the Ministry of Defence for military training.

Administration of Estates When someone dies who has prepared a Will the executors named in the Will are responsible for administering the estate (i.e. carrying out the wishes in the will and dealing with the assets and liabilities of the estate). If there is no will then there are set rules called the rules of intestacy that govern who can apply to deal with the estate (the “administrator”) and who receives the estate. Whilst an executor or administrator is free to administer an estate without legal advice, it can be helpful to seek professional advice to ensure that the estate is administered in accordance with the law. In addition, it gives them the peace of mind to know the estate has been correctly dealt with and there will be no recourse in the future. Grant of Probate/ Letters of Administration Where there is a property, shares or substantial savings/ investments then a Grant of Probate will be required where there is a Will, or a Grant of Letters of Administration where there is no Will. An application must be made to the probate registry for these grants and where there is tax to pay this has to be dealt with through H M Revenue and Customs before a grant can be applied for. Dealing with the assets in an estate Once the probate registry issues the grant then the assets can be collected in and any assets retained may be transferred to the beneficiaries. The executors or administrators need to ensure that all liabilities including income tax, inheritance tax and capital gains tax (where relevant) are paid before they pay or transfer all the funds to the beneficiaries. Keeping records Records must be kept of the estate accounts and estate money must be held separately from the executor or administrators own money. They can be held liable to account to beneficiaries or the court for details of the payments in and out of the estate. Full estate accounts should be kept and copies given to beneficiaries on conclusion of the administration. GET WINTER READY WITH THE WARM HOMES FUND
With temperatures dropping, Neath Port Talbot Council is calling on eligible households to apply for a free first time central heating system in readiness for the winter months. The Warm Homes Fund, which was established by National Grid in 2017, funds the installation of affordable central heating systems and energy saving measures for eligible households who are spending too much money on fuel bills so could be considered to be in fuel poverty. Miss Badder, a local resident in the Neath valley, recently had a new oil central heating system fitted through the fund. This included an oil combi boiler, oil tank, radiators, wireless remote thermostat, wireless remote oil tank level indicator and carbon monoxide detector. Miss Badder said: “We received a letter from the council about the Warm Homes Fund, but we were sceptical that we would be approved, due to living in a terraced house and being a full time working mum. “However, we quickly found out that this wasn’t a problem after having an initial consultation and

being approved. “The work was carried out quickly and we also had 100 litres of free fuel. We have worked out that we should potentially save ourselves £500 a year. “I would urge anyone to take up this initiative and we cannot believe we didn’t do this sooner as our house is much warmer now than it ever was”. The fund can help to reduce the energy bills of eligible homeowners by up to 30%, and can even result in health benefits through living in a properly heated home, helping to avoid cold related illnesses. The aim is to target households with the lowest energy efficiency ratings. Angela Thomas, Head of Adult Services, said: “We believe that everyone deserves to live in a warm home and we are delighted to have received this funding from the Warm Homes Fund.” “It will not only help residents to reduce their fuel bills, but it will reduce the likelihood of health related issues brought on by living in a cold, damp home. I would urge anyone who thinks they might be eligible to receive support to get in touch.” The Warm Homes Fund isn’t just for homeowners; private landlords can get up to 75% off first time central heating systems to help tenants reduce their energy bills. The fund has been established by National Grid and is administered by a community interest company called Affordable Warmth Solutions. Neath Port Talbot Council is responsible for the application process, liaising with homeowners about the work and appointing approved contractors. If you express an interest and are eligible for the grant, the Council’s Housing Renewals Team will visit you to go through your options. After a fairly lenient December, January won't be as kind with regards to the weather although not as potentially harsh as it could be, with that attribute possibly reserved for February. Expect a mix throughout January as low and high pressure systems jostle for dominance, neither one providing a deciding blow to the other. The upshot is that whereas there will be wintry incursions with sleet and snow, an elongated passage of severely cold winter weather looks unlikely, that particular scenario most probably set to fall upon regions much further north than our location. In the mix some sharp frosts, but also milder and wetter interludes. As with recent years, it may well be left to February to produce the sting in winter's tale. GRANTS AVAILABLE TO DEVELOP GRASSROOTS SPORT THROUGHOUT POWYS
Over £28,000 has been handed out to 22 sport organisations across the county, Powys County Council has announced. Now sports and physical groups in Powys are being urged by the council’s Sports Development Team to take advantage of a grant worth up to £1,500 to help contribute to creating thriving clubs which will continue to create opportunities through enterprise and innovation. The grants are designed to make a difference to sport and physical activity locally and are available through the Sportlot Community Chest, the Sports Council for Wales National Lottery funded grant aid scheme.
With just over £20,000 available for the last meeting of this financial year, the council are urging organisations to submit their application, so they don’t miss out on the grant. Try your local pharmacy – Now we’re in the depths of winter, there are a lot of illnesses are around. But did you know that your local pharmacy now offers FREE medication for 26 of the most common ailments. They can also give you prescriptions directly in some cases, without you needing to see a doctor first. All you have to do to access to the Common Ailment Scheme is register with your pharmacy. The 26 ailments are: Acne, athlete’s foot, back pain, chickenpox, cold sores, colic, conjunctivitis, constipation, diarrhoea, dry eyes, dermatitis, haemorrhoids, hay fever, head lice, indigestion, in-growing toenails, ringworm, mouth ulcers, nappy rash, oral thrush, scabies, sore throat/ tonsillitis, teething, threadworms, vaginal thrush, and verrucae. It means that once you register with your pharmacy, you can get free medication for all the above conditions, including over-the-counter medications you’d normally pay for. If you need something stronger than an over-the-counter medicine, your pharmacist may also give you a prescription treatment. And all of these are for free. The Common Ailment Scheme is available across all our community pharmacies in Swansea and Neath Port Talbot. But that’s not all they can offer nowadays to save you a trip to your GP surgery. Since 1st December, 22 pharmacies (so far) in Swansea and Neath Port Talbot have been offering a new test and treat service for sore throats. These pharmacists can give you a swab test to find out if your sore throat is caused by a bacterial infection, and if it is, you may be offered antibiotics, again without needing to go to your GP surgery. Your GP surgery should have contacted you, but if it isn’t convenient to go there, you can go to your pharmacy instead. Pharmacies also offer the flu jab to people who aren’t in the at-risk groups for a small charge. In January and February flu can be at its peak so it’s definitely not too late to have a flu shot. Flu can be very serious, and vaccination is the best way to protect yourself. So – remember your local pharmacy next time you’re feeling poorly or need some health care and advice. DENTAL DISEASE What is Periodontal Disease? Periodontal Disease, or Dental Disease as it is commonly known as, is an infection caused by bacteria on the teeth and the surrounding tissues of the teeth called the periodontium. Dental Disease is the most common disease, affecting over 87% of dogs and 70% of cats over the age of 3 years. What is the cause of Periodontal Disease? The most common cause of dental disease in dogs and cats is the accumulation of food and bacteria along the gum line in the mouth. This bacteria mixes with saliva and forms plaque on the teeth. This plaque then mixes with saliva and other minerals to form a hard calculus on the teeth. At some stage the gums bordering the teeth will also become inflamed (gingivitis), and the periodontium tissues are destroyed. This causes pain and suffering in your pet. What are the signs of Periodontal Disease? Signs of Dental Disease can vary between animals. In early stages you may notice bad breath and tartar staining the teeth. In later stages you may notice, red and swollen gums, mouth/lip ulcers, a reluctance to eat biscuits, facial rubbing, facial swelling, pain, and pus or blood coming from the mouth. How do you treat Periodontal Disease? Treatment depends how advanced the condition is. In early stages, we may be able to perform a dental scale and polish under General Anaesthetic. This will remove and calculus and tartar that has formed on the teeth, and they can then be brushed to prevent further build up. In later stages of the disease teeth often have to be removed and possibly x-rays taken to assess bone loss. Dental disease can be very painful and can also lead to other conditions such as endocarditis. This is where the bacteria in the mouth travel to the lining of the heart via the blood stream. This condition can be very serious as heart valves can be damaged. Preventing Periodontal Disease. The most effective way to treat Dental Disease is to prevent it from developing in your pet. Daily brushing of your pet’s teeth is the best preventative treatment, with pet toothpaste. Human toothpastes cannot be used as they contain fluoride, which can be harmful if swallowed. Other products are available if you are unable to brush, for example, solutions that can be added to drinking water and powder that can be added to food. These help to stop plaque from forming on the teeth but are not as effective as daily brushing. Dry food and special dental diets are also available to help prevent tartar build up. Be careful when giving dental treats as they contain extra calories and are often not in the mouth long enough to have the desired effect. Raw carrots are a good treat for your pet to chew on as they often have fewer calories than dental treats. It is important for your pet to have dental check ups with your Veterinary Surgeon. Often, when we are asked to remove a memorial from another mason, it will not meet the current standards laid down in British Standard 8415. If this is the case we have to make the necessary changes in order to comply with industry standards. We will not compromise on this point. We have often been asked to put a memorial back as it is and the answer is always no. This is because non-compliant memorials are not proven to be safe and so if we fix a non-compliant memorial the mason’s fixer license could be removed. Luckily the changes are often relatively straight forward; they normally include re-dowelling the memorial and ensuring there is a ground anchor and a compliant foundation present in the case of lawn memorials. Remember a lawn type foundation must have a fifteen inch back to front measurement to meet the requirements of its ground anchor. These changes are necessary to meet the minimum standard.
