Editor’s Foreword Last month’s much reported failure at COP26 is no real surprise to anyone. There is never going to be any real honesty in the climate change debate at that level. If they were honest, the agenda would be simply this: ‘Persuading the world’s richest and most powerful people to curb the excesses of their greed’. By it’s very nature, that is doomed to failure, and so most of the general public continue dutifully to try and do our bit, if only for our own conscience. Governments and the large corporations love to tell us that ‘we’ are the key to solving climate change, and they’re right – but not in the way they’d have us believe. In essence, they keep telling us to clean up a monumental environmental disaster with a dustpan and brush. This, no doubt, keeps us busy and focussed on dubious and doubtful recycling activities, changing our lightbulbs etc. etc. But the real key IS with us. It’s in our attitudes and in how we regard THEM. It’s in how we respond to the idea that it’s OK for a handful of people to accrue enough wealth for thousands of lifetimes. That it’s OK for a tiny minority of the world’s population to have enough wealth to solve world poverty, inequality and corruption, but fail to do so (often in favour of personal vanity projects). Our society still celebrates these people as ‘a success’. For me, nothing could be further from the truth. These are deeply flawed individuals, psychopathic in their drive for personal gratification at the expense of others and locked in a devastating cycle of unfulfillment and acquisition. If it wasn’t for their devastating effect on the rest of society, I’d pity them. It amazes me how the general population are duped into identifying with these people – but then, if you own the story tellers, the story always serves your purpose. It’s important to realise that a stand against unbridled capitalism is not a stand against progress – it’s a stand against who that progress serves; the entire planet or the whimsical desires of an elite few. For decades science fiction writers (who have often proved to be far more prophetic than even the most attuned social commentators) have predicted our future with startling accuracy. Many have foreseen a world where automation has largely replaced the need for work, and where people are free to pursue their ideas and goals in societies that have economic and political systems that stand only to serve the smooth running of society. Others take a more dystopian view; one where every step of progress serves to exclude ever greater sections of society, leaving most in squalor while only the very rich live luxuriously in walled cities. Which of these scenarios do you think we’re currently headed for? These ‘masters of business’, rather than direct their resources to solving the world’s problems, choose instead to look at escaping the planet! Wouldn’t it be grand if, just for a change, they woke up to coal in their stockings on Christmas morning!? If you’ve read this far I suspect that, just like me, you realise that true wealth is in the love and care of those around us, in our family and friends and communities. So, if only for those few days we call Christmas, let’s take the opportunity to enjoy the good things in life before everyone returns to the grindstone. Have a very Merry Christmas all of you.

Changing your name legally

There are many reasons why people choose to change their name, but whatever the reason, it is important to make sure that the change has legal effect. Provided the change of name is not effected for the purpose of fraud, then an adult may change their name simply by assuming and using the new name. Statutory Declaration Although an adult may change name by simply becoming known by the new name and confirming the name by which they would like to be known, preparing a statutory declaration can be helpful in order to evidence this change. For example, where applying for a passport, evidence would be required to confirm the change of name. A statutory declaration is a legal document which sets out a person’s intention to change their name. This needs to be signed in the presence of a commissioner for oaths.

Deed Poll • Court of Protection Executing a deed poll and having it witnessed is the most common way of Applications evidencing a change of name. Where it is proposed that a child’s name is changed then provided both parents agree, this can be signed by the parents for a child under 16. Where the child is over 16 it can be signed by the child • Probate Estate Administration & provided they have their parent’s consent. The deed can then be enrolled at Trusts the Royal Courts of Justice in London, although there is no legal requirement that it be enrolled. Most people do not go to this expense, although the benefits of enrolling the document are that it provides certainty and safe custody- so copies are available when required and the change of name is advertised in the London Gazette. This then provides a permanent record for when proof is required, e.g. by a professional body or government department. Marriage It is common for a woman to assume the surname of her husband when marrying, but this is not obligatory. More women are choosing to keep their maiden name and choose not to adopt their spouse’s surname. Similarly on entering a civil partnership either party can adopt their partner’s surname or change to double barrelled surnames. Marriage or civil partnership certificates can be used to prove the change of name. Professions It is a requirement of various professional bodies that they be informed of the change of name of the member of the profession. For many professions including Solicitors, Doctors, Nurses, Opticians and Vets (to name but a few), the professional body requires evidence of the change of name and in some cases their consent is required before the new name can be adopted.

Rapid lateral flow test (LFT) kits are now available to collect from many locations across Powys, the county council has said. With the testing criteria being expanded so anyone can qualify for an LFT test, Powys residents are being reminded that they can be collected from many of Powys’ libraries. About one in three people with coronavirus do not have symptoms but can still infect others. Getting tested regularly is one way to know if you have the virus. If people test positive and selfisolate, it helps break the chain of transmission and limits the spread of the virus.

LFTs are only for people who do not have coronavirus symptoms. Between 7 June to 21 October, 12,499 LFT test packs have been collected from library sites across Powys. Residents are encouraged to take an LFT test twice a week if they are: • not fully vaccinated • classed as vulnerable • in close contact with a vulnerable person • spending time in a higher risk environment If you have COVID-19 symptoms you need to book a PCR test (on gov.uk).

How to get lateral flow tests

It is beneficial to use rapid lateral flow tests in the following situations: • you are a volunteer • you cannot work from home • you are an unpaid carer • you are visiting Wales from elsewhere • you are travelling to other areas of Wales or the UK • your health board requires testing before hospital visits • you or your partner are using hospital maternity services • you are the parent, carer or guardian of a child in hospital • you are going to an event that requires it • you have been in contact with someone who has tested positive and/ or been pinged by the app and wish to undertake additional tests alongside the PCR tests advised at day 2 and day 8 If you get tests through your employer or education setting you should continue to do so. Order rapid lateral flow home test kits on GOV.UK. You can order one home testing kit (seven tests) at a time. Delivery takes one to two days. You can also collect testing kits in person from Ystradgynlais Library, Temperance Lane, SA9 1JJ, Monday 10:00 to 16:00, Tuesday closed, Wednesday closed, Thursday 10:00 to 16:00, Friday 10:00 to 13:00, Saturday closed, Sunday closed or at any other Powys library. You can collect two home testing kits (14 tests) at a time.

You should test twice a week, three to four days apart. Please report rapid lateral flow test results (on GOV.UK) the day you or someone in your household takes the test. If your test is positive, you should book a PCR test within 24 hours of the positive lateral flow test result.

Following on from what was, for a fair proportion of the time, a quite mild November, December will bring seasonal trends back into line and therefore more befitting of the month which represents them. Whereas some decent spells of dry and crisp weather can be expected courtesy of high pressure, the Atlantic is expected to have a strong say with wind, rain, and the continuation of milder temperatures. Flooding events cannot be ruled out. As the final month of 2021 develops, there is the probability that colder weather will settle in for a time, meaning frost and ice will make more than just a fleeting appearance. Whereas much more bracing values may well be in play around Christmas, the likelihood of snow looks fairly limited with perhaps a dry, bright, and sunny theme in place for the last third of the year across our region. As per usual, outside of our region, the north and east of the UK look favoured for any wintry weather at Christmas. A Merry Christmas to you and a prosperous 2022! MINORITY WHO BREAK RECYCLING RULES COULD FACE ENFORCEMENT

A minority of householders in Neath Port Talbot who leave additional bin bags at the side of their wheelie bins (excess waste) are being warned they could face enforcement action. The Excess Waste Restriction Scheme has been in effect since April 2019 whereby if householders leave extra waste alongside their wheelie bin it will not be collected by crews and a recycling awareness visit will be carried out by one of the council’s excess waste enforcement team. There are however a small minority of residents who continue to persistently present excess waste including recyclables, or do not participate at all in recycling in some form. The previous awareness raising will now start to be replaced by warning letters which in turn may be followed up by a statutory notice setting out how waste must be presented. If a notice is served on a household and not complied with then the resident can receive a Fixed Penalty Notice of £100 or face prosecution. The Welsh Government has set a statutory target to recycle at least 70% of waste by 2025 with further progress to ‘zero waste’ by 2050. This means that everyone in Wales from private businesses to all householders have a duty to help Wales continue to be a world leader in recycling. Neath Port Talbot Council’s Cabinet Member for Streetscene and Engineering Cllr Mike Harvey said: “As an authority we do not want to go down the enforcement route, but for the minority who continue to put out excess waste and/or do not recycle then we may have no choice. “Most households are easily able to fit any waste that cannot be recycled into their wheelie bin, or the number of black bags permitted in bag collection areas. We collect recycling every week and there is no limit on it. Residents can put out as much recycling as they want and ordering extra recycling kit is easy to do online. “There should be nothing presented in wheelie bins or black bags that cannot readily be recycled. Where residents have the benefit of wheeled bins it is also desirable that all waste is contained within them which avoids any animals being attracted and making a mess. “If residents recycle all they can and still have large amounts of non-recyclable waste, they can apply for an exemption from the excess waste restriction via our website, and a member of the excess waste enforcement team will consider the application.” Cllr Harvey added: “The vast majority of Neath Port Talbot residents make full use of the recycling services provided to them at the kerbside, and we thank them for doing their bit for a sustainable future.” Before refurbishment After refurbishment

MORE THAN 65 HOMES BENEFIT FROM FREE GAS CENTRAL HEATING SCHEME

Since launching in June 2020, Neath Port Talbot Council’s Warm Homes Fund has funded more than £280,000 worth of installations and energy saving measures across 66 homes in the county borough. The Fund is available to eligible homeowners to help save money on energy bills through installing a first time gas central heating system (boiler, radiators, pipework) and energy saving measures (loft insulation, draught proofing, low energy light bulbs etc.) to ensure households are heated efficiently. To be eligible, homeowners must: • Not already have a gas or oil central heating system. • Own or privately rent a home in Neath Port Talbot (private landlords will be required to pay a 25% contribution towards the cost of the works). • Be classed as a low income household OR spend more than 10% of your household income on energy bills OR claim certain benefits OR live in a low income area as identified in the Welsh Index of Multiple Deprivation (you can speak to a member of the team to check) If you are unsure whether you qualify, the council’s Housing Renewals Team (01639 686502 or email renewalarea@npt.gov.uk) will be able to help you through the application process. Mr Davies from Glynneath, who recently had a new gas central heating system installed, said: “My initial reaction upon reading about the Warm Home scheme was, as a working family, we would not be eligible. “It took one phone call to be informed that we may in fact be eligible. A simple form to fill in, identified that we were in fuel poverty. The process of applying was straightforward, with a helpful advisor on hand. “The installation of the gas boiler was very efficient, with minimum disruption and completed quickly.” Mr Collins from Brynamman (pictured), another resident who successfully applied to the Warm Homes Fund, said: “I am so pleased with the new boiler system. It is much warmer. The new central heating system is more efficient and I have saved money already. I would certainly recommend anyone that’s eligible to take up the grant offer.” Councillor Peter Richards, Cabinet Member for Adult Social Services and Health, said: “We believe that everyone deserves to live in a warm home and as a council, we are fully committed to ensuring people are able to afford the energy they need. “Many of the homeowners we have helped have had their electric heaters or coal fired boilers replaced with new efficient central heating systems, saving them over a thousand pound a year on heating costs.” “I’d encourage anyone who thinks we could help to get in touch – and for residents to think of any friends or family members who could benefit from the Warm Homes Fund.” Homeowners do not have to pay anything towards the cost of the central heating system but the Fund cannot be used towards the cost of a gas connection to your property. However, some households may be eligible for financial support towards a gas connection through the Fuel Poverty Network Extension Scheme. The Warm Homes Fund was established by National Grid, and is administered by Affordable Warmth Solutions to address some of the issues affecting fuel poor households in Neath Port Talbot.

NEWS FROM THE PRIMARY DEPARTMENT YSGOL GYMRAEG YSTALYFERA

We have been busy planning for the New Curriculum for Wales which will be in place by September 2022 for all pupils from the Nursery class to Year 6. An important part of the Curriculum for Wales is to learn about our local area. We have been focussing on our local area over the past few weeks and as a result our pupils have had many wonderful experiences linked to their class themes. Year 1 and 2 have visited a number of locations within the village including a visit to St David’s Church where the Reverend Hewitt has provided the pupils’ with a Christening Service experience; a visit to the ASDA café in order to meet people who help us in our local area and a walk around the village in order to become more familiar with the local area and its amenities. It is very important to us as a school to be a part of our local community and we would like to thank all who have given of their time in order to assist us with our visits. Here are some wonderful photographs of Year 1 and enjoying their time visiting the local area: The Reception class have been busy learning more about those who help us around the school by calling with the office staff; our catering staff; the caretakers and the Headteacher. Here they are truly enjoying this wonderful tour of the whole school!

The Blodeuwedd class from the Junior Department have visited the memorial of the Gleision Miners in order to learn more about the tragic events of the mining disaster which occurred 10 years ago. The pupils’ will now complete written work on this experience which ties with their current theme studying Mining in South Wales as an integral part of our history and culture.

Are you meek or are you broken? Are you brash or just outspoken? When you’re in a crowded room do you feel alone? Or do you enjoy the feeling of being on your own? When you close your eyes in rest, Does the term ‘sleep well’ seem like a stupid jest, Or do you fall quietly asleep, Peaceful, relaxing and deep? Are the random thoughts which fill your mind, Images, dreams, which make no sense or do you find, That vivid colours, nightmares: pictures drenched in despair, Are what awaits you as weariness drags you there? Is pain the predominant feeling in your life? Is it filled with unhappiness and strife? Or are you content, at peace with the world? The red carpet of ease and success unfurled? Or are you waiting to feel, With true emotion so that it all seems real? Is it just a meaningless void, a vacuum? A place that’s cold and lonely, an empty room? Or are you so blissfully consumed with your zest for existence, That you’ve formed some sort of resistance, To all negativity surrounding you, That nothing ever makes you blue?

If so you’re missing out on a lot, But I’ll admit I envy your lot, Though the good can never truly be appreciated with no knowledge of the bad you see, So here’s some advice from me: Live life to the fullest; don’t always play safe. Love without your words left unspoken, And don’t despair if your heart gets broken, Live everyday as your last, And don’t hold desperately to the past, Laugh at the humorous things throughout the day, And try to find humour when things seem bleak and grey. Don’t ever feel alone, Because with almost 8 billion people you’re not on your own, In whatever it may be that’s troubling you, So smile, laugh, cry, shout, be still, just be alive in everything you do.

Lots of people don’t know anything about what a Credit Union is or why it’s lucky to have one so here’s your chance to learn how it works. The Brecon & District Credit Union has been part of the local community since 1995. We are very proud and fortunate to boast a team of skilled, dedicated volunteers who provide an excellent service to provide secure savings and low cost loans to people in South Powys. We also offer savings through payroll deduction if you are employed by the Powys Council or the local Health Board. Lots of people like to save this way so if you are a local employer we’re happy to discuss setting up a similar scheme for your employees. Access to your credit union is easy - as well as our head office in Brecon you will find us in Ystradgynlais Library every Friday morning. When Covid restrictions permit we operate a weekly collection in St Mary’s Church and Hay- on-Wye library. Follow us on Facebook to know when these locations able to reopen. In ‘normal’ times we also offer junior savings clubs in many local schools to encourage young people to think about saving money for their future. We even give our junior savers their own piggy bank to put their savings in ready to bring to the club. VISITOR: SPARROWHAWK WELSH NAME: GWALCH GLAS While we are fortunate to see several prey species in these parts, the most likely to actually pay a visit to your garden is none other than the Sparrowhawk. The male is normally the smaller of the sexes, up to 25% smaller, and has a slategrey back with orangey cheecks and bars on his white underside. The female’s underside is white with black bars, and her back is dark grey/brown. Both have yellow talons and a pale white line above the eye. A white patch may often be seen on the back of the crown. The sparrowhawk’s reputation is as somewhat of a rogue with the general public, who often begrudge him using their garden to kill smaller birds. If you do have a sparrowhawk that upsets you with his visits, you can tip the balance in favour of the prey. His route will be fixed, relying on the element of surprise, so moving your feeders regularly will scupper his plans somewhat. You can also place them close to cover so that birds can hide quickly if under attack. Their numbers crashed in previous years due to over-zealous gamekeepers and pesticides, but they have recovered well. Due to the difference in size, females prey on starlings and thrushes, but males hunt small birds like tits and finches. Sparrowhawks will follow numbers of birds, so if you would really like to try and attract them to your garden, you need to concentrate on attracting the smaller species in.

The difference is that it’s not just one or two out of a batch, it can be an entire range of cheaply produced instruments (although it’s fair to say that a cheap guitar these days is normally a hundred times better than it’s older equivalent). If you’re planning on buying a guitar for a gift or for yourself, you now have options that were simply unaffordable years ago. Buying a cheap guitar off the net is now a valid option taken up even by seasoned guitarists, because they know that getting them professionally set up can offer them an instrument that plays as nicely as something much, much more expensive. The Season of Goodwill unfortunately brings in the cold and wet too, so I thought I’d offer a few tips to help you care and protect your family memorials over the winter. • If you have a marble memorial do not allow owers to lay on the marble for too long – they will discolour the marble and this staining may prove difficult to remove. • If there is a ower container hole present in your memorial it should have a drainage hole to allow the free ow of water away from the container hole. If water is present it will damage any joint if allowed to freeze and expand. • Ideally, ower container holes in granite bases should have a container sized hole to allow maximum drainage away from the joint. This will also allow for a longer, more stable ower container. • If you can identify any gaps in pointing, parting of joints or movement, it is probably time to ask your memorial mason to carry out an assessment for you. • Remember that gilding is very delicate and we should be very careful when cleaning lettering lest we remove the gold leaf.

REPORT COUNTERFEIT GOODS CRIMES TO CRIMESTOPPERS

Residents and businesses who have purchased counterfeit goods, or know someone who has purchased them, can now report it anonymously to Crimestoppers. Trading Standards Wales and the charity Crimestoppers have joined forces to provide a service that enables members of the public to anonymously provide valuable information to help keep communities safe and healthy. It is the latest issue the two organisations are working on to encourage members of the public to provide information on concerns they might have,100% anonymously. Helen Picton, Chair of Trading Standards Wales, said: “We’re delighted to be working with Crimestoppers and giving members of the public a way to report these crimes anonymously. “Counterfeit goods are often of poorer quality and can also be unsafe, posing a danger to you or your family. Sellers of counterfeit goods may not refund you if things go wrong. “Counterfeit goods crime also destroys jobs and businesses and funds organised crime.” There are several signs to spot when it comes to counterfeit goods: • Very cheap prices (if it seems too good to be true, it probably is!) • Poor quality and standards • Spelling mistakes on labels and packaging • Poor printing • Blurred images • Products sold in unusual places e.g. markets, car boot sales, pubs, clubs. Dear Antonina During the last 2 months, especially since the clocks have gone back, I have noticed a real change in me. I suddenly come over with a terrible lack of energy. This is worrying me as I nearly fell asleep in front of the computer the other day at around 4.00pm! Since lockdown I have been mainly working from home. I wouldn’t say I was depressed but I feel very low and down and I can’t seem to function properly. My Concentration is poor and I am craving sugary drinks and sweets to keep going. I can’t wait to get into bed - and have no problems sleeping but sometimes wake up at 2 or 3am and have broken sleep. In the morning I don’t have any energy and find it really difficult to get up for work. I have so much to do before Christmas and worried I am not going to enjoy it at all, as I have no enthusiasm for my work or anything apart from going to sleep. Sandra

Dear Sandra, I am sorry to hear that you are feeling low and lacking in energy as Christmas draws nearer. It sounds as if you could be suffering from Seasonal Affective Disorder (S.A.D) or commonly known as the “winter blues”. I am finding people who are now working mostly at home are experiencing more problems this winter. For some people symptoms manifest for a short period of time whilst they adjust to the change in the seasons, but it is believed that about 3 in 100 people in the UK suffer significantly with winter depression. We seem to forget that we are not mechanical robots. We are influenced by biological rhythms and cycles and are a part of the animal kingdom and part of the natural world. Humans are mammals and many mammals tend to slow down - some even hibernate during the winter months – even plants go to sleep and start their growth cycles in the spring!! Lack of sunshine and its effect on people is the subject of much research. We know that when light enters the eye it stimulates nerve impulses which travels to the part of the brain which controls mood, sleep appetite temperature and more. If there is not enough light entering the eye to stimulate the nerve impulses it can cause problems for many of us e. g. tiredness, lethargy, carbohydrate craving, not wanting to go out or socialise. But there is a lot you can do to make yourself feel better. Getting natural light at different times of the day can be particularly helpful. Here are some useful tips: Get into natural sunlight (even if its cloudy) as soon as you can after waking up - this will trigger a neural circuit that controls the hormones cortisol and melatonin, which affect sleep. Also sunlight in late afternoon has been shown to anchor our body clocks. • Turn lights down after 10 p.m. and avoid blue light: TV, computers etc.

• Avoid checking your phone during the night because eye and brain clocks are very sensitive to blue light which can alter your sleep for several days. It’s like jet lag. • We are designed to get a lot of ultraviolet light in our eyes during the day and little during the night. • Because the glass in windows filters out ultraviolet light, going outside for exercise is recommended and will keep you fit and active. • Try and keep sugary foods and drinks in check as much as possible as this can cause sugar highs and lows • There are specialist daylight products which emulate sunshine which many people rely on at this time of the year. MULLIGATAWNY SOUP

As the cold bites and the nights get earlier and earlier, what could be more comforting than a steaming bowl of Mulligatawny with some good bread to warm the cockles of your heart?

INGREDIENTS (serves 4) 1 Tbs Sunflower or Veg Oil 4 skinned chicken thighs (bone in) 1 onion, chopped 1 carrot, chopped 1 small turnip, chopped 1 Tbs curry powder, to taste 6 cloves 6 black peppercorns, lightly crushed 50g red split lentils 900ml / 1 ½ pints good chicken stock

Sprinkle over the curry powder, cloves and peppercorns, stir through and cook for a few minutes, then add the lentils. Pour in the stock and bring to the boil, then add the sultanas, chicken and any juices from the plate. Cover and simmer for around 75mins. Remove the chicken and pick the meat off the bones, cut into small chunks and then return to the soup, bringing them back up to heat. Season to taste with salt and fresh ground black pepper, dish up and sprinkle a few coriander leaves onto each bowl.
