Editor’s Foreword Well… here we are again, at the end of another year – and what a year! Curiously the multiple lockdowns, the captivity, the lack of travel and the avoidance – wherever possible – of visiting crowded shops or places hasn’t made the year drag out as I would have expected. Time has still passed at a furious pace, so fast at times that I struggled to know what the day of the week was. I imagine that everyone is hoping that 2021 will see a return to normality for most of us. I can’t help but feel, though, that our greedy and dim-witted UK Government have entirely missed the chances to make some changes for the betterment of society, rather than have seized the chance to line the pockets of their friends, relatives, colleagues and sponsors. As if a year with a virus rampaging through the country wasn’t bad enough, we’ve seen the disinformation and manipulation of people by the right wing. Being annoying isn’t the only downside to the new brigade of ‘COVID deniers’, their refusal to comply with requests to modify their behaviour in consideration of others meant and still means that efforts to starve the virus of its transport will be drawn out, and the effect on all of us of the repeated attempts to keep it at bay are likely to be for longer. Vaccines – a divisive enough subject anyway since the internet, provoke not hope, but fantastic claims of vast networks of compliant and complicit health workers and scientists, all hell bent on seeing in a “New World Order” who intend to use our ‘fear’ to control us. Not a single one of them actually know what they mean by “control”, other than some vague random hypotheses that could be batted away by a toddler with a foam baseball bat. Considering that most of us will have worked for most of our lives, paid taxes and interests and will have lived broadly in compliance with our governing laws it’s actually difficult to see what more control anyone could really want! It seems to pass them by entirely that, while they remain convinced of an insidious global cabal with malevolent intentions, their accusations that we are living in fear are more than a little ironic. If I would hope for one thing for 2021 (aside from the obvious), it would be that we can find a way to combat the disinformation that is being fed to these people. Sadly, truth alone does not have the desired effect, but the mistrust being sown is entirely divisive and corrosive to society. Moves to ‘censor’ disinformation will be seen as confirmation of an overarching organised response by ‘the elites’. Just like a virus, the cultivation and encouragement of bigoted thought and behaviour by a few politicians has mutated, grown and is now becoming a painful rash on the bum of society, its growth accelerating as it gets stronger. The worry is the aftermath of it burning out or, even worse, if it doesn’t burn out and rather destroys the host. At some point we will need to be calmed; to be shown the truth about how petty these differences are. To appreciate that different from us is not necessarily against us. To see that our needs are not the only needs, nor are they more worthy than the needs of others. To know when we have enough, and to see ourselves in the context of a wider world. Traditionally we pose that Christmas is a time when we all show the best of ourselves. I certainly hope that this year, of all years, we undertake to do so. So Merry Christmas to you all, I hope your Christmas brings you peace, love and happiness.

FINE FOR NEATH PUB WHICH SERVED CUSTOMERS DURING LOCKDOWN

Following a joint inspection between Neath Port Talbot Council’s Licensing section and South Wales Police, a fixed penalty notice has been served on a pub in Neath after customers were found drinking there during the fire-break lockdown. Using powers under the Welsh Government’s Health Protection (Coronavirus Restrictions) (Wales) (No 3) Regulations 2020, a notice was served on Merlins in Neath following a breach of the regulations which occurred on November 1st, 2020, when officers found members of the public drinking at the premises. Details of eight customers were taken and work is ongoing with South Wales Police to take enforcement action against them. A Fixed Penalty Notice – including a fine - was issued to the premises licence holder and the council is now considering whether any further action may be necessary such as a review of the pub’s current licence. Neath Port Talbot Council’s Cabinet Member for Community Safety and Public Protection, Cllr Leanne Jones, said: “Infection rates are clearly rising across Wales and it is imperative that licensees comply with the current fire-break restrictions. “The council will be taking a robust and positive approach to enforcing non-compliance particularly when it comes to a minority who are openly and deliberately ignoring restrictions aimed at keeping our communities safe. “We will also work with licensed premises following the end of the current fire-break period to ensure that obligations and responsibilities are being complied with in line with Welsh Government rules”.

EAST GLYNNEATH RESIDENTS AGAINST CONTAMINATION A Residents group in Glynneath has claimed a housing developer is removing contaminated soil from a development site in Neath-Port Talbot and tipping it in Powys without first testing it as stated in the development conditions. A spokesperson for the group said “The soil is from land previously owned by the Cuddy Group, formerly one of the world’s largest demolition and asbestos removal contractors. The site was tipped on by the Cuddy Group for around 20 years, the majority of which were unregulated. Residents have reported unusual activity during this period including barrels of unknown waste and asbestos being buried at the site.” “NPTC planning conditions state that the land should be tested before any development begins. Enzo Homes are ignoring these conditions and removing soil from the site without first testing the soil and tipping it at a waste facility in the neighbouring county of Powys at an unlicensed (for hazardous waste) facility near the Celtic Minor (Palleg) Golf Club. “ Enzo Homes have previously been prosecuted for ignoring planning conditions when they cut down a 200 year old Redwood at a development in Penllegaer. “We believe that Enzo Homes are moving the soil so that the land is not tested as contaminated thereby reducing the value of the homes they are to build. We believe that NPTC are looking the other way to avoid accountability for not monitoring the site, allowing Cuddy to tip unregulated for several years. The site was found to be contaminated in 2008 and NPTC failed to ensure further testing. They allowed the Cuddy Group to hide the contamination.”

COUNCIL TO BE LOCAL AGENT FOR KICKSTART SCHEME

Neath Port Talbot Council’s Cabinet has agreed to pave the way for the council to begin acting as a local agent for the Government’s Kickstart scheme. The scheme, announced in July by the Chancellor Rishi Sunak, provides funding to employers to create job placements for 16 to 24 year olds on Universal Credit and at risk of long-term unemployment. At its meeting on November 4th, the Cabinet approved the council making a submission to the Department of Work and Pensions (DWP) for it to become a so-called Gateway Representative (local agent) for the scheme. Cllr Annette Wingrave, Neath Port Talbot Council’s Cabinet Member for Regeneration and Sustainable Development, said: “The jobs in this scheme will give young people the opportunity to build their skills in the workplace and to gain experience to improve their chances of finding long-term work.” Kickstart requires a business to take 30 placements or to collaborate with other businesses (or a local council) to collectively offer 30 placements. The scheme is reportedly very much welcomed by both businesses and young people, however its criteria has led to some criticism that the scheme is tailored towards larger businesses. Smaller companies would typically not offer 30 placements or have the capacity to set up and support a collaboration of companies to create some 30 placements, in addition to managing the support, financial and administration requirements. This can be overcome however, by creating the role of Gateway Representative which Neath Port Talbot Council expects to take on after making its submission to the DWP. The coronavirus pandemic has significant impacts on businesses across the country and the DWP recognises that benefit claims for young people have already significantly risen and there has been a big increase in unemployment for those aged 18-24. It is therefore hoped the Council’s promotion of the Kickstart scheme will go some way to alleviate the impact on young people of the current economic difficulties, and will offer quality employment and career opportunities for their future.

Administration of Estates when someone dies When someone dies, it is important that all of their assets are dealt with and any debts and liabilities discharged. Seeking legal advice and assistance will ensure that an estate is administered in accordance with the law. In addition, it gives peace of mind to know the estate has been correctly dealt with and there will be no recourse in the future. Executors/ Administrators Where there is a Will in place, the executors named in the Will are responsible for administering the estate (i.e. carrying out the wishes in the will and dealing with the assets and liabilities of the estate). If there is no will then there are set rules called the rules of intestacy that govern who can apply to deal with the estate (the “administrator”) and who receives the estate. Grant of Probate/ Letters of Administration Where there is a property, shares or substantial savings/ investments then a Grant of Probate will be required where there is a Will, or a Grant of Letters of Administration where there is no Will. An application must be made to the probate registry for these grants and where there is tax to pay this has to be dealt with through H M Revenue and Customs before a grant can be applied for. Dealing with the assets in an estate Once the probate registry issues the grant then the assets can be collected in and any assets retained may be transferred to the beneficiaries. The executors or administrators need to ensure that all liabilities including income tax, inheritance tax and capital gains tax (where relevant) are paid before they pay or transfer all the funds to the beneficiaries. Keeping records Records must be kept of the estate accounts and estate money must be held separately from the executor or administrator’s own money. They can be held liable to account to beneficiaries or the court for details of the payments in and out of the estate. Full estate accounts should be kept and copies given to beneficiaries on conclusion of the administration. December may well offer some snowfall at times with any activity chiefly confined to the hills and mountains. However, the emphasis for the first month of winter would appear to be a lean to the expectation of a fair amount of dry weather. Coupled with chilly temperatures, frost and fog will feature, some of the frost potentially sharp and penetrating. However, in the mix, there appears to be variables in the modeling that show intermittent milder phases of weather, with some of the daytime values comfortably above the seasonal norm. Whilst these temperatures look to be short-lived, it compounds some of the very non-seasonal conditions that are showing their hand on a more regular basis over the previous years. As for a White Christmas, the odds once again would seem to not favour snow for the festive season. On balance, a drier than average month with temperatures on or above average. A Merry Christmas to you all!

Hi Phil, I feel we’re living through the peak of change. One where the idealists of conservative viewpoints are living through their last days and are fighting desperately to stay relevant by using social media to spread easy to understand lies. Nothing too challenging that can be easily digested. With regard to a letter sent in to you from a “T. Roberts”, this was a good example of this. How there is a specific narrative fed to the public by a few news channels. Ones I believe he was referring to in his letter. News channels are the majority’s window to the world outside the UK so it’s natural to think that everything they say is true. However we must remember that what they say can be incredibly filtered and worded in “such a way”. The claim that migrants are fleeing from “nothing” reflect the lack of open minded research required to understand what these people are going through in reality. That the world is far bigger and the story is much more complicated than what we’re led to believe. Claiming for us to have “better control” I believe came from a pro Brexit stance and therefore the belief that we did not have these controls under EU law is evident. I’m here to say that we did. The UK government chose not to make the laws work to make us believe that the fault was with the EU and not UK. This was purposefully done. What are we proposing to do instead, I’d love to know. Keep them out? Let them die? While we as the UK continue to fund wars in their homeland? I’m pretty sure they’d rather the fighting stopped so they can stay home. Sure the UK is a truly beautiful country to live in but it’s not the be all end all to someone who has emotional ties to their own land and culture. What isn’t realised here is that the same people responsible for refugees coming here are the same people who keep UK citizens in poverty - the Conservatives. The only better treatment here is given when it lines their pockets. It will only get worse when people choose not to listen to opinions outside their favoured news source and/or read outside their own social circle. Sinking so low that they call those who disagree with them names (as shown in the letter). It feeds anger and division; no wonder more and more people are believing in independence. COVID-19 VACCINE PROGRESS WELCOME The prospect of new vaccines coming on line soon to combat Covid-19 is a very welcome light at the end of this pandemic tunnel – but we still need to take precautions to protect ourselves and others. Swansea Bay University Health Board Director of Public Health, Dr Keith Reid, is concerned that some of the national media coverage given to any incoming Covid-19 vaccine could lead to some people letting their guard down too soon. The virus is still with us, so handwashing, keeping a safe distance (two metres) from others and wearing a face-covering in enclosed public spaces remain the most important ways to avoid catching Covid-19 and passing on. Dr Reid said: “It is of course, incredibly positive that a vaccine with a 90% protection rate is being developed, and our planning in being able to deliver this vaccine has been underway for some time and is progressing very well. “However, while vaccines are part of the answer, they are not the whole part. “It concerns me that some elements of the media have almost implied we are all saved and this will all soon be over. “I don’t want that to impact on people’s behaviour, thinking that they can just go back to normal. “In Wales of course, as we emerge from the firebreak, it is more important than ever that our communities follow the rules to try and drive the number of infections down.” Swansea Valley GP Dr Iestyn Davies, has also called for people to continue to be vigilant and to carry on following the rules to keep the virus at bay. He said: “While there is rightly cause for optimism with news that a Covid vaccination may be soon be ready, it would take well into next year for it to be rolled out to everyone such are the logistics involved. 22

“As such, the enforced safety measures, such as restricted access to our surgeries,

You can also ring 119 to get a home testing kit delivered to you. Please stay home (unless you are going to get a test) as soon as you get any symptoms. This includes the period between getting a test and having your result. If you have been told you must self-isolate but are on low income and cannot work from home, you may be eligible to a payment of £500 towards your loss of income. The A5 size, colour bilingual pamphlets outline the achievements and contributions the named person has made to Welsh life and culture. The latest pamphlet outlines the life of Dafydd Dafis (David Davies), born in Cwmgiedd, who was a naturalist of note and founder of the Cymdeithas Edward Llwyd a Welsh-language society which promotes knowledge of the flora, fauna and landscapes of Wales. The Society has a membership from all over Wales. Amongst his many other activities he published a volume on Welsh plant names for the National Museum of Wales. SELF-ISOLATION PAYMENTS FOR LOW INCOME WORKERS People told to self-isolate for up to 14 days will be eligible for financial support from the Welsh Government if they are on low incomes. Eligible individuals can receive a £500 fixed payment if they have tested positive for coronavirus, or if they are asked to self-isolate by the Test Trace Protect service because they are a contact of someone with the virus. The payment is available to people who are unable to work from home and cannot afford to self-isolate for two weeks. To qualify, you must be self-isolating and in receipt of Universal Credit or another specified benefit. Powys County Council will once again play an important role in distributing funds to residents. Applications for this scheme open from Monday 16 November and will run until March 2021. Payments in Wales will be backdated to October 23 where applicable. Cllr Aled Davies, Deputy Leader and Cabinet Member for Finance, said: “People must self-isolate when symptomatic or instructed to do so as it’s an important way to slow the spread of the virus, but for some people it can mean losing their pay. “Losing two weeks of pay when family finances are already stretched is hard, so we welcome this new Welsh Government scheme which will relieve some pressure and give many people in Powys the financial security they need to comply with the regulations. “There is also a discretionary element to the scheme which will be available to a wider group of people who do not meet the criteria for the £500 payment but are suffering financial hardship as a result of self-isolation requirements. “It is vital that people do self-isolate if asked to by the Test Trace Protect service or if they are experiencing symptoms because we all have a responsibility to keep our communities safe. “I want to remind people there are a number of Covid-19 support options out there and the council’s website is a good place to find the relevant information. I encourage people to have a look and to get in touch if they need help.” The £500 self-isolation payments can be applied for on the council’s website from 3pm on Monday 16 November. GLANTAWE LIONS’ TREE OF LIGHT Glantawe Lions has been supporting the community since 1973 and cover a vast area from the Liberty Stadium through to Craig Y Nos Castle and everything in between. The majority of our members are vulnerable and shielding and we have not been able to be as active in the community as we would like during this pandemic, This year as with many other non-profit groups we have seen fundraising events postponed or cancelled. We have however been able to support the NHS by donating 5 IPads to enable virtual visiting and donations of nightwear, toiletries to patients within our hospitals and supporting foodbanks. As we look forward to Christmas one of our main projects is the Tree of Light service, where you can sponsor a light in memory of a loved one with money raised being donated to the community. Usually a dedication service would be held in Morriston, Clydach, Pontardawe and Ystradgynlais. Due to Covid-19 we’ve had to change how we do it for this year. A dedication service will be available online, on our website, facebook, Instagram, Twitter and YouTube channel and will feature the names of your loved ones. Goldies SOFA songs hit the right note

Older isolated people across England and Wales are singing on their sofas every week with the Golden-Oldies Charity. “Goldies” as it is more fondly known, was forced by Covid to cancel all of its 220 FUN daytime Sing & Smile sessions back in March. Within weeks the Charity introduced online singing with its popular formula of 60s hits and sessions shared by Rachel Parry and Cheryl Davies, two of the charity’s popular session leaders in Wales. Grenville Jones, Goldies founder takes up the story “The response was immediate and in July we were able to get funding to increase to twice weekly sessions. Rachel going live every Tuesday and Cheryl leading the singalongs every Thursday.” As the sessions have progressed, they have been supported, promoted and followed by many other Age-Related organisations across England and Wales. The Tuesday sessions with Rachel now take a more magazine-style approach with inserted public health information videos and ‘appearances’ from many of the session leaders who previously delivered the daytime sessions. With a designated website www.goldieslive.com the pre-recorded sessions go live on YouTube and on Facebook every week where they can, of course, be revisited at any time. If you’re buying a guitar as a gift this Christmas, but are unsure on what to buy, ring Paul who will happily advise you on your best options for your budget. Years ago buying a guitar was a very, very hands on experience. Many were hand finished, which meant that two guitars were never quite the same and, regardless of price, if you were unlucky you could end up with something that was difficult to play for any number of reasons. The biggest problem with this was that cheap guitars were often practically unplayable for any length of time. As a young musician, me and all of my friends lusted after high end, expensive, big name guitars. They were out of the question for most of us. A bad guitar could make the difference on whether a learner grew and kept a passion for their instrument or not. These days it’s still possible to buy a bad guitar. The difference is that it’s not just one or two out of a batch, it can be an entire range of cheaply produced instruments (although it’s fair to say that a cheap guitar these days is normally a hundred times better than it’s older equivalent). If you’re planning on buying a guitar for a gift or for yourself, you now have options that were simply unaffordable years ago. Buying a cheap guitar off the net is now a valid option taken up even by seasoned guitarists, because they know that getting them professionally set up can offer them an instrument that plays as nicely as something much, much more expensive. Guitar Tech Services can offer you all levels of service on a new guitar at great rates. Starting with a standard ‘set up’ your new guitar will be visually inspected to ensure there is no major problem, electrics are checked, then the strings removed for the fretboard to get a proper polish, clean and oiling. If, upon inspection, the fretboard is uneven, or suffers ‘high spots’, you can opt to have the frets to levelled, re-crowned and then finished and highly polished for the best possible feel when playing the instrument. WHOLE ORANGE CAKE This amazing orangey delight is completely flourless - which means it gluten free too. There’s also no oil or butter used so it’s lactose free as well, and it’s simple to make.

INGREDIENTS 2 Medium Oranges (approx. 300g each) 6 Large Free Range Eggs 1¼ tsp Baking Powder 200g Caster Sugar 275g Ground Almonds

Place the oranges whole into a saucepan, cover with cold water and bring to the boil. Boil for 40 minutes, making sure the oranges remain covered by topping up the water as needed. Drain and rinse the oranges in cold water until just cool enough to handle, then slice and dice roughly - rind and all - into about 1cm pieces, removing any pips as you go. Allow to cool completely. Set your oven to 150°C. Line a 23cm cake tin with parchment. Blitz the orange to a rough puree in a food processor. Add the ground almond, eggs, baking powder and sugar and blitz again briefly to combine. Pour the mixture into your cake tin and bake for at least 1 hour, or until a skewer comes out clean when inserted into centre of cake. Allow the cake to cool completely in the tin. To remove, place some baking paper over the top before turning out to stop the cake sticking to your hand. A light dusting of icing sugar and some thin orange slices is enough decoration. Enjoy on it’s own or, even better, with some good vanilla ice cream! Phil 59

Dear Antonina, As Xmas draws nearer I should be looking forward to spending time with my family, but instead I am dreading it as it is one more thing to worry about and organise. I haven’t seen my mother who is in her early 80’s for a while because of lockdown complications. I have been worried about her as she lives on her own. When I ring up I think she sounds like she may be losing the plot. I have suggested she moves in with us but she is very independent and says she wants to stay put. Since our first grandchild arrived I’ve enjoyed helping my daughter out looking after the baby, but she seems to be expecting me to take this on full time when she goes back to work. I am not sure how I will keep the home going, look after my mother, grandchild, my husband (who works long hours) and keep my part time job at a local charity. I know other women juggle all these things but I don’t know how I am going to cope. Am I being selfish? I feel so guilty. Rhian Dear Rhian Rest assured you are not alone with your feelings. Your issue seems to be a growing problem for women in particular and although men are affected, it is women who are expected to do the lion’s share of the caring. Maybe for now, you can make some time for yourself in order step back from all the pressures which you are putting on yourself and clear your mind so that you can prioritise. Long walks on your own or with a trusted friend could be helpful. Perhaps you could take up a mindfulness practise (which is not weather dependant). Many of the women I have help have experienced similar feelings of guilt, overwhelm and stress. Being able to relax helps you gain the clarity which is key to making wise and informed choices. Learning to deeply relax is an essential skill for being more in control and being able to cope with the many conflicting demands of modern family life.

Regarding your mother you need to establish what her mental health and well-being issues may be by visiting her as soon as you are able to. It may be worth checking the Older Commissioner for Wales website for age related advice and information as a useful starting point.

Have you thought of getting some help for yourself at home? Practical solutions such as paid help with cleaning or ironing can be invaluable. You could discuss optimum childcare solutions with your daughter and alternatives available as she returns to work so that you don’t take on all the responsibility for childcare but can still enjoy quality time with your grandchild. At Xmas time we tend to idealise our families but this is not realistic! Seeking support from your family, instead of believing you have to deal with things on your own may be worthwhile. They may surprise you and come up with solutions you never considered! I am currently offering Deep Relaxation sessions for people who wish to enjoy Xmas by reducing stress. I also have created relaxation audios which can be listened to in your own home and you may find one of these useful.
