Since our inception in May 2025, the Blaine Public Schools Foundation (BPSF) has been defined by one powerful truth: We are stronger together. In seven months, we have proven that when a community rallies together, even the smallest contributions create a ripple effect of

positive change. We’ve shown our students they are worth fighting for, our educators they are deeply valued, and the community that even minor facility improvements can change the daily experience of our youth. Our inaugural year was defined by rapid, tangible results. We hit the ground running by replacing the historic “Nines” basketball hoops, restoring a piece of cam-

pus heritage. We brought joy to our youngest Borderites with an on-campus pumpkin patch and fueled a love for literacy with $1,000 worth of new books for Blaine Middle School. Recognizing that learning extends beyond the classroom, BPSF provided funding and coordinated field trips to Mount Baker Theatre for over 700 students. Through it all, we remained dedi-

cated to finding meaningful ways to show our educators the appreciation they deserve. With support from local businesses as well as a successful online auction that raised $20,000, we have proven that we can do a lot with a little. In 2026 we intend to continue funding enrichment opportunities and are especially excited to host a mariachi and folklore assembly at the Perform-

ing Arts Center for our students this March. Thank you for proving that the Blaine community is the strongest foundation our students could have! We are excited for the opportunities ahead and invite you to be the driving force behind our next wave of impact – whether through a donation, partnership, participation in fundraising initiatives or as a volunteer. The Birch Bay Watershed and Aquatic Resources Management (BBWARM) District’s mission is to reduce stormwater impacts, enhance water quality and improve habitat. In 2025, BBWARM staff and collaborators made substantial progress in achieving these goals. In Birch Bay, drainage and water quality problems exist where stormwater infrastruc-

ture is undersized, deteriorating or non-existent. Our program develops capital improvement projects to address these issues and significant progress was made in design and permitting this year. Construction of three stormwater capital improvement projects is anticipated in 2026 (pending FEMA funding and local permit issuance): Charel Terrace stormwater outfall repair, Semiahmoo Drive South and outfall improvements, and Lora Lane drainage and tide gate modifications.

BBWARM had another successful year of community engagement, connecting with hundreds of residents at events like the July 5th beach cleanup and the 13th annual Run with the Chums 5K Fun Run. For the fourth consecutive year, BBWARM provided support to homeowners wishing to convert their lawns to native plant landscapes, free of charge, through the Neighborhood Native Landscaping Program (NNLP). Over the past four years, 32 Birch Bay property owners have partici-

pated in the program, installing over 4,300 plants and 900 cubic yards of mulch on their properties. Native landscaping fosters biodiversity and wildlife habitat and reduces stormwater impacts. BBWARM has a five-member citizen advisory committee that represents local community interests and provides recommendations to Whatcom County Council and staff on
