It’s because of the closure of Moccasin Flats, superintendent tells mayor and council COLIN SLARK Citizen Staff

The former Lower Patricia Boulevard Encampment, also called Moccasin Flats, stands deserted behind locked gates at the eastern end of Fourth Avenue on Tuesday, May 26. The closure of the encampment means more homeless people are visible downtown, Prince George RCMP Supt. Darin Rappel told council.

homelessness and its perceived impact on safety, business activity and public confidence,” he wrote. Though the mayor noted that Rappel is scheduled to present to council at its Monday, June 8 meeting, he requested a high-level update on public safety

trends that Rappel and his team have observed over the past two years. Rappel said in a reply that same day that he could not collate all the requested information for the May 25 meeting, but he would provide what he could then and give a more fulsome

A perceived increase in the number of people experiencing homelessness in Prince George’s downtown core is likely due to the closure of the former encampment known as Moccasin Flats, the officer in charge of the Prince George RCMP wrote in a letter to Mayor Simon Yu. Attached to the agenda of the May 25 council meeting was a series of correspondence between Yu and Supt. Darin Rappel of the Prince George RCMP. On Wednesday, May 20, Yu sent a letter to Rappel noting his office “has received a significant number of calls and written concerns from residents regarding the number of homeless people in town and the current state of public safety in Prince George, particularly within the downtown area. “Many of these concerns also reference the visible increase in street

update at the June 8 meeting. He confirmed that his officers have also heard concerns from the community about an apparent influx of homeless people in the downtown area. “Police officers have reported back that there are unfamiliar faces in the downtown area, however it does not appear to be outside the normal ebb and flow of what is typically observed when the weather improves,” Rappel said. “I do believe that the dislocation of people from the Lower Patricia Boulevard Encampment (LPBE) is driving a portion of the increase in persons from the downtown core. Not everyone accepted the housing options on offer from BC Housing.” During the summers, he said, there was typically a “significant increase in people” to the encampment who were not residents, but visitors.
