his book argues that the «international community» created and managed the dysfunctional state of Bosnia and Herzegovina by effectively rewarding ethnic cleansing, drawing up a transitional constitution which, in turn, generated a complex ethnifying polity incapable of independent reform. This constitution, which was only added as an annex to the Dayton Peace Agreement, has continued to encourage ethnification, understood in this book as the reproduction of imagined communities of descent. While accepting that foreign interference was necessary to end the war in the late 1990s, the book offers a critical review of the actions of the Office of the High Representative of the International Community (OHR) and other foreign actors since that period. It includes meticulous examination of hundreds of OHR decisions, as well as secret diplomatic cables published by Wikileaks revealing how the US embassy intervened in the country’s trade and foreign policy. Drawing on a process-sociological perspective, the book interrogates the notion of ethnicity and offers a radical new perspective on post-war state-building in Bosnia and Herzegovina.

Andreas Dittmann hat die Professur für Anthropogeographie und Geographische Entwicklungsforschung am Institut für Geographie der Justus-Liebig-Universität in Gießen inne. Arbeitsschwerpunkte liegen in der Entwicklungs- sowie der Konfliktforschung. Seit Jahren liegen Erfahrungen im Bereich des akademischen Wiederaufbaus in kriegszerstörten Ländern der MENARegion vor (Afghanistan, Libyen, Syrien).

Wolfgang Gieler ist Politikwissenschaftler und Ethnologe am Fachbereich für Angewandte Sozialwissenschaften der Fachhochschule Dortmund. Er lehrte an verschiedenen türkischen Universitäten. Seine Forschungsschwerpunkte sind: außereuropäische Staatenwelt, Entwicklungs- und Migrationspolitik, westlicher Ethnozentrismus, politische Kultur und Außenpolitik, Komparatistik und internationale Beziehungen im globalen Kontext.

laidoyer en faveur de l’Union européenne, ce livre critique néanmoins certains choix culturels qu’elle a faits lors de sa fondation et qui entravent aujourd’hui son intégration. Elle doit rebâtir ses fondements symboliques et redéfinir sa relation avec les nations (à ne pas confondre avec les États). Les orientations culturelles qu’elle a privilégiées à sa naissance lui ont permis de connaître un essor rapide, mais faute de les réviser à temps, elles sont devenues dysfonctionnelles. Or, les tentatives qu’elle a faites ultérieurement pour se donner de nouveaux mythes et une identité continentale ont échoué. Par ailleurs, les leaders de l’Union se sont toujours méfiés des nations et des nationalismes, accusés d’avoir provoqué les horreurs des deux guerres mondiales. Ils ont donc voulu les contourner en instituant une gouvernance par le haut d’où a résulté un déficit démocratique. L’Union devra désormais s’employer à se réconcilier avec les nations, en les réhabilitant, et à tirer profit de leurs ressources symboliques pour se doter de mythes ayant une résonance à la fois nationale et européenne. The European Union’s Energy Security and Turkey’s Role in the Southern Gas Corridor Interdependence on the Natural Gas Pipeline between Turkey and EU

T

his study analyses the issue of energy security and natural gas in the Southern Gas Corridor, and its effects on the relationship between the European Union (EU) and Turkey. The increasing consumption of natural gas in the world as an energy source has rendered it a greater strategic importance in the world. Additionally, the conflict between Ukraine, Belarus and Russia over natural gas has threatened both the short and long-term security of the EU’s gas supply. Consequently this conflict has created the necessity to find alternative routes in order to meet Europe’s increasing gas demand. In this context, Turkey’s and the EU’s dependency on Russian natural gas has increased in the last decades, causing both Turkey and the EU to search for outside energy sources. Turkey plays a key role as part of the strategic Southern Gas Corridor initiative, which is a proposed gas pipeline in corporation with the Trans Anatolia Natural Gas Pipeline (TANAP) project, proposed to run from the Caspian region through Turkey to Europe. This study argues that the energy dependency among the countries not only affects the economic decisions, but also the political decisions. Faik Tanrıkulu studied Communication and Political Science and has obtained his PhD ­degree (Doktorat Sozialwissenschaften) from the Department of Political Science at the University of Vienna. He is an assistant professor of Public Administration and Political Science at the Unıversity of Medipol. he 2000s started with massive support for Europeanization but now, in 2017, whether the negotiations should be suspended is debated. What happened? How did we come to this point? And maybe more importantly, what is next for Turkey-EU relations? Those are some of the questions that this book tries to dwell upon. In its effort to answer these questions, it starts with a reminder of the golden years of Europeanization. The second part is on Populism and how populist rhetoric frames not only the politics, but also the public opinion on Turkey-EU relations. Finally, Differentiated Integration (DI) models, as alternative cooperation mechanisms, are analyzed. It is argued that DI models hold the risk of turning Turkey-EU relations into more interest-based pragmatic ones and overshadow democratic norms and values. odern Azerbaijan came into being in 1991 following a national struggle for the reestablishment of its independence, initiated long before the collapse of the Soviet Union. Cette notion illustre le changement de paradigme qui s’exprime dans le renouvellement de la place de l’État à un moment où l’on assiste dans de nombreux pays à sa privation de domaines relevant jusqu’alors de sa compétence. La notion de zone grise explicite l’incertitude et l’indétermination, propres aux situations de travail et d’emploi aujourd’hui. Elle met en exergue l’écart devenu structurel et structurant de la relation d’emploi entre les idéaux types des catégories instituées et la réalité des pratiques socio-professionnelles, variées et ne rentrant dans aucun cadre binaire. Au cours de sa trajectoire professionnelle, l’individu est confronté à des combinaisons variées de situations d’emploi et de travail, de contrats de travail aussi et à des choix multiples, que la typologie sur les figures émergentes illustre. Plus particulièrement, cette publication interroge les dispositifs dont se saisissent les acteurs, la façon dont le droit du travail et les formes d’organisation du travail sont génératrices d’inégalités. Sont aussi abordées les conséquences des nouvelles formes de travail sur l’organisation des travailleurs, les possibilités de négociation qui en ressortent et la question des chemins empruntés pour garantir la pérennité des droits acquis. Ces thèmes fournissent un panorama diversifié des transformations des relations d’emploi et des relations professionnelles dans des univers différenciés. La démarche adoptée conduit à interroger le rapport entre le public et le privé et, implicitement, le lien entre le collectif et l’individu, à une époque où l’individualisation des relations d’emploi et de travail tend à s’étendre.

A Comparison of the Indian and the South African Case This comparative case study addresses central determinants of inequalities that persist in India and South Africa. The particular focus of the study is on programs aiming at the redistribution of land to the landless poor and these programs’ consequences. The central question is why extreme inequalities persist despite land redistribution programs that have been in place for decades and what role different actors and dominant ideas play in this. Beyond this empirical focus, the study transcends theoretical cleavages in the social sciences by following the basic ideas of Giddens’ Structurational Theory. An actor-centred approach is chosen as the primary tool for analysis. It is complemented with a structurational approach to discourse analysis for a detailed analysis of actors’ preferences.

On The Asian and European Origins of Legal and Political Systems Views from Korea, Kazakhstan and France This book analyses the legal and political systems of three different regions of the Asian/ Eurasian continent. Crisis Governance in Bosnia and Herzegovina, Croatia and Serbia The Study of Floods in 2014 This comparative study at hand has been the result of a two-year research project on floods in 2014 in the Western Balkans engaging eight research teams from Bosnia and Herzegovina, Serbia and Croatia. Representing quite different disciplines, the authors of this volume have analysed diverse aspects of the crisis governance and its ramifications. This publication’s goals are twofold. Firstly, it pins down the characteristics of the crisis responses during the floods of 2014 in three affected countries, preconditioned by the existing institutions, crisis leadership, the role of media and the social capital as well as the foreign financial aid. On the other hand, through the lenses of the crisis governance we conclude on the state capacities and the nature of political regime of the cases under study. The flood megacrisis did not constitute a «window of opportunity» for individual or institutional learning. On the contrary, it did unveil some authoritarian tendencies in Serbia and Bosnia, and thus stalled the hitherto ongoing democratization process.

Political and Literary Reflections on a Divided Country Bangladesh is now divided as «our» country and «their» country. This division has been solely created by the critically close to authoritarian and exclusionary Awami regime—belligerent and BNPhobic. This book is a detailed account of the divided Bangladesh, where there has been a near-total suppression and extermination (since 2009) of the political opposition, BNP. It is a recount of the horror and terror resorted to by the regime addicted to governing the country through a process of complete politicization and criminalization of all the branches of the state. Being a descriptive narrative of the regime’s abuses of state tools and agents, the volume launches a crusade against the nearly autocratic and despotic one-party government, boastfully bragging about its denial of moral, political, and economic corruption and its obstruction of the democratic rights of the opposition.

A Comparative Analysis of European Models This book contributes to the debate on the emerging governance systems and management models of the cultural sector by means of a comparative analysis of significant case studies of public-private partnerships in Europe. The research focuses on the development of public-private collaborations over the last five decades and investigates the emergence of multi-stakeholder partnerships in the cultural and creative field. The results of the analysis are interpreted in light of the discussion on the need to create integrated cultural systems at a local level that bring together cultural organizations, public authorities, citizens and communities. These territorial cultural ecosystems could unlock the potential of the cultural and creative sector and stimulate new ways to promote the cultural identity of the territory, giving a new role to cultural and creative organizations.

European cultural policy is based on the exchange of artists. It has devoted decades to the objective of encouraging dialogue and enabling cooperative production; especially between the countries of the so-called ‘Global North’ and ‘Global South’. Cultural policy makers and agents in Europe, such as those working in cultural institutions and at the ministries responsible for cultural relations, constantly stress their claims of a ‘dialogue of equals’. However, if and how cultural cooperations really are in practice brought to life on equal terms is an open question. Annika Hampel analyzes the working conditions of partnerships to understand how current artistic collaborations function, what structures and processes they involve, on what premises and within what frameworks the collaborators work, and what challenges they have to cope with. The foundation of her reflections are the experiences and insights of actors in cooperative projects who are responsible for the implementation of the goals of the European Cultural Policies in practice. Annika Hampel uses five case studies, which offer insights across the spectrum of artistic cooperation, to display the wide range of Indo-German collaborations in the arts. From her analysis of the practical reality, Annika Hampel develops and proposes cultural and political measures to foster a new culture of international cooperation on an equal footing. The author shows how to minimize power relations, promote cultural diversity, and exploit the underused potential of cooperative work.

Cet ouvrage, résultat de quinze années d’enquêtes, aborde aussi bien la formation des lobbyistes que les scandales médiatisés. Il souhaite, en cinq temps, dépassionner le débat en apportant des réponses aux questions que se posent les journalistes, les hommes politiques ou les citoyens : « combien sont-ils ? », « sont-ils influents ? », etc. Les cinq temps de l’ouvrage suivent la progression de l’invention du lobbying en France. Le premier revient sur la fabrication d’un problème autour du lobbying dans la vie politique française et explique comment l’équation lobbying/corruption a été inventée. Le deuxième temps permet de comprendre comment les français ont été amenés à parler d’histoires de lobbying alors que le mot ne renvoyait qu’à des phénomènes américains avant les années 1950. Cette conversion ne signifie pas que le lobbying soit admis. Au contraire, le plus souvent, il irrite, énerve et alimente la critique du système politique. Les troisième et quatrième temps portent sur les lobbyistes eux-mêmes et présentent les résultats obtenus grâce aux enquêtes menées sur 717 lobbyistes et 155 cabinets conseil. Cette approche permet de comprendre comment le lobbying est devenu un marché dans la vie politique et comment ces professionnels se concurrencent et s’opposent. Enfin, le dernier temps se confronte à la question la plus difficile : en quoi les lobbyistes sont-ils influents ? À l’heure où la France se dote de la première loi se donnant comme objectif de réguler le lobbying, cet ouvrage apporte un éclairage nouveau sur ce phénomène qui n’a, à ce jour, jamais fait l’objet de telles enquêtes.

Antifragility of Islamic Finance: The Risk-Sharing Alternative explains how risk-sharing, as defined under Islamic finance, makes financial systems antifragile. It highlights the benefits of 100% equity-based finance over debt-based finance. The recent financial crisis has given rise to discussions on a new approach to risk management called antifragility. This concept specifies conditions under which systems become resilient to shocks caused by Black Swans—highly unpredictable outlier events that have a major negative (or positive) consequence when they occur, with their occurrence only explained retrospectively. Per this concept, the long-term survivability of any system centers exclusively on its antifragile nature, that is, its ability to absorb and even benefit from Black Swan–type shocks. This book aims to investigate risk-sharing Islamic finance as an antifragile system. As a by-product of the Great Recession, the problems of debt-based financial systems are starting to be highlighted by industry and by academia. The antifragile solution for avoiding future financial crises is primarily centered on moving the existing financial system towards more equity and less debt, thereby introducing skin-in-the-game into financial transactions. This book introduces a model of a 100% equitybased financial system, centered on risk sharing, as a possible alternative to the contemporary debt-based, conventional financial system, which is based on risk transfer and on risk shifting. In essence, this book attempts to provide a practical model for an antifragile financial system by evaluating the characteristics of Islamic finance under the criteria of antifragility.

This volume deals with the consequences of climate change and issues of international climate policy relating to Africa from a social science perspective. The contributions by international authors question dominant political approaches and key concepts of the climate debate. They explain how the effects of climate change are linked to existing social, economic and political-institutional structures and action by the State. The authors show how social movements in Africa shape climate policy «from below». The volume serves as an introduction into climate change in Africa. It wants to stimulate a critical debate on dominant strategies and points out that there can be no simple answers to the complex socioecological and political challenges linked to climate change in Africa.

Multiple Perspectives on a Multinational Peace Operation UN Peacekeeping is a complex endeavor resting on multinational partnership in strained contexts. Diverse national interests, doctrines, policies, and cultures come together in one operation to pursue common goals defined by the UN Security Council. The Case of Polish-German and Korean-Japanese Relations The Cold War in Europe and Asia has lastingly affected the postwar reconciliation processes: Korea and Germany remained divided into two countries, Japan evolved into the closest ally of its past enemy, and Poland, which was among the Allies of World War II, was left under the influence of the Soviet Union. In view of their complicated postwar history, these countries can serve as examples for comparison of the postwar reconciliation processes. This book addresses the case of Central Europe and East Asia – regions which suffered from war atrocities and still have to cope with their war experiences. The aim is to identify tools to implement a strategy of rapprochement between past enemies who need to find solutions for their coexistence in the contemporary world.

At first glance, there could be few countries more diverse than Britain and Italy: one the cradle of democracy, a model for most other parliamentary systems; the other a young nation and the essence of political instability. Yet despite the differences, from the mid 1970s London and Rome shared a common destiny of struggle against the crisis which eventually led them to a new «renaissance» by the early 1980s. Drawing on a wide range of sources, this volume fills an important historiographical gap, casting new light on the unexplored relations between Britain and Italy during the Cold War. The «Italian case» concerned all the major Western powers: Italy was generally perceived as the great «sick man of Europe», and her very democratic solidity appeared to be challenged, while also seemingly threatening the stability of the continent and the East-West balance of power. Yet there was another «sick man» in the Old Continent: in those years, Britain was to face a severe economic and monetary crisis which weakened her international stance and forced her to play the double role of «doctor» of the Italian disease while being a «patient» herself. It is a tale of two crises, and two ways out of them.

The Sino-African Partnership portrays with rigor and clarity the relationship between China and Africa by delving into the geopolitical, geo-economic, and sociocultural dynamics that underlie the extensive and deepening «South-South» cooperation between the two. The analysis highlights China’s role in the partnership by underscoring its geostrategy, multidimensional approach, and the nature of its power projection in a continent of nation-states with differing geo-strategic importance and resource endowments. Citizenship in a Transnational Canada offers a distinct look at the prospect of rethinking citizenship in a contested world of shifting narratives, evolving models, ongoing challenges, and future possibilities. The book’s central theme embodies a critical awareness that we no longer live in a national citizenship world but rather in one reorganized around the emergent realities, discourses, and practices of a postcitizenship world that is reshaping how we think, talk, and do citizenship. A new vocabulary is thus required for thinking, talking, and doing citizenship if there is any hope of formulating a narrative consistent with a world of posts, trans, and isms. The book is also premised on the assumption that the citizenship concept is experiencing an identity crisis («what it is?») and a crisis of confidence («what should it be doing?») in an increasingly diverse, changing, and complex world, disenchanted with the certainties of the past although unsure of what lies in store. New citizenship narratives and practices are emerging that not only challenge the conventional citizenship model of a single nation-state within a territorially bounded framework but also capitalize on the complexities of transmigrant identities across a networked web of transnational linkages, postnational realities, and a postmulticultural world of diverse-diversities. No less salient are the postcolonial politics that accompany the politicization of Indigenous peoples’ citizenship arrangements commensurate with their constitutional status as «the (de facto) sovereigns within». The paradoxes and possibilities that accompany the conceptual makeover of national citizenship regimes along «postcitizenship» lines are explored as well across the settler domains of Canada and (to a lesser extent) the United States, Aotearoa/ New Zealand, and Australia.

Albert Einstein (1879–1955) is universally known as the father of the theory of relativity; however, he was also one of the most eminent pacifists of the first half of the twentieth century. Privatizing Democracy

On Property and Ownership Relations

Global Ideals, European Politics and Basque Territories Democratization is a process of collective emancipation through self-government. Continuous political contestation is essential for emancipation but, in order to know which strategies and conditions will emancipate us, we also need to know which ones subjugate us. Political mechanisms with the capacity to modulate our individual and collective bodies and make them docile tend to be close relatives of those which make us equal and free. Drawing on the latest theories concerning globalization and democracy, this book argues that postnational and postsovereign multilevel governance regimes, including the European Union, should be understood as mechanisms of global capitalism aimed at privatizing democracy. Through a detailed applied analysis of the Basque case, the author illustrates how democratization is closely linked to ideas about territory, collective empowerment and institutional political capacity. Democratization always takes place partially: it never «ends». Contrary to the dominant thinking, this book argues that the incomplete nature of democratization is a positive aspect, with perpetual conflict leading to perpetual change. This is precisely what allows, and obliges, each generation to shape its own forms of emancipation.

A Return to the Social Theory of Karl Marx This book comprises a systematic analysis of Karl Marx’s reasoning on ownership. Marx as the author of an original theory of ownership is yet to be discovered. The creator of a theory which was to interpret social reality is quite a different thinker from the creator of a doctrine which was to alter the world. In designing communist society, Marx ignored the threats which social property bears, despite having skillfully identified them in investigations of diverse pre-capitalistic forms of common ownership. The author seeks to break through one-sided interpretations which discern in Marx a decisive critique of private property and an apologia of common ownership. It becomes apparent that Marx treated both the processes of socialization and privatization of ownership with equal consideration.

Erinnerung als Mobilisierungsressource im Vorfeld ethnisierter Gewaltkonflikte Das Beispiel Nordossetien – Inguschetien, 1989–1992 Die Autorin untersucht Erinnerungsprozesse im Vorfeld der Konflikteskalation im Prigorodnyj Rajon (Nordossetien). Geschichte und Erinnerung sind in den meisten Gesellschaften umkämpft: sie werden zu Konfliktgegenständen und sie dienen Konfliktakteuren als Argumente für ihre jeweiligen Positionen. Das Buch verbindet Konzepte der Erinnerungsforschung mit Ansätzen der Friedens- und Konfliktforschung. Eine Diskursanalyse von rund 600 Zeitungsartikeln verdeutlicht, wo und wie Vergangenheitsbezüge im Mobilisierungsprozess zum Tragen kamen. Narrative Interviews machen die Perspektive der im Konflikt mobilisierten Bevölkerung sichtbar. Dabei zeigt sich, dass familiale Erinnerung bei gleichzeitiger Verschränkung von Information und Emotion die Wahrnehmung öffentlich vermittelter Erinnerungen entscheidend beeinflusst.

Durch den Rückgriff auf die Ansätze der politischen Kulturforschung und der Foucaultschen Machtanalytik entwickelt der Autor einen theoretischanalytischen Rahmen zur Analyse militärischer Deutungs- und Sinnmuster. Auf der Grundlage des Forschungsinstrumentariums der politischen Deutungs- und Soziokultur und der Foucaultschen Diskurs- und Machtanalyse werden solche Muster kritisch durchleuchtet. Durch eine historische Diskursanalyse werden die militärischen Deutungsmuster in politischen Deutungs- und Soziokulturen herausgearbeitet und kritisch auf ihre politisch-kulturellen Effekte hin untersucht.

Les indications géographiques en France et en Europe L’objectif de cet ouvrage est triple : il pose d’abord la question du rôle de la qualité, comme concept et outil, et des ressources territoriales dans le développement local et l’aménagement rural. Il permet ensuite, à travers les questions de l’enjeu de l’alimentation, de la gestion des espaces ruraux et du foncier, d’interroger les instruments de la qualification territoriale à partir de l’exemple des Appellations d’Origines Protégées (AOP) et les Indications Géographiques Protégées (IGP). Ces instruments offrent des opportunités de dynamisation des territoires et interrogent les nouveaux enjeux de l’aménagement du territoire rural en France et en Europe. Enfin, il met en débat un cadre théorique sur la qualification territoriale par croisement des diverses politiques rurales de la qualité. Ce livre aborde successivement les questions des trajectoires de la qualification et des ressources territoriales à partir de terrains français « englobés » pour partie dans des logiques métropolitaines. Plus largement, l’action publique locale montre que la qualité est aujourd’hui attendue et réclamée par la société et conditionne souvent la mise en œuvre de solutions spécifiques d’aménagement des espaces. Le care, face morale du capitalisme Assistance et police des familles en Amérique latine L’Amérique latine est souvent considérée comme un laboratoire de politiques publiques, qui accompagnent le développement de formes néo-libérales de capitalisme. Après les années 2000, l’État social signe son « retour », marqué par une nouvelle génération de politiques sociales d’assistance dites conditionnelles, dans des contextes de réduction des dépenses publiques, d’extension de la marchandisation et d’intense concurrence politique. Cet ouvrage explore les nébuleuses d’acteurs engendrées par la mise en pratique de ces politiques, à partir d’enquêtes ethnographiques menées dans cinq métropoles d’Amérique latine. Il montre comment elles instituent une police des familles, centrée sur les femmes et fondée sur une économie morale valorisant l’éthique du care et de la responsabilité. La gestion et la répartition du travail reproductif s’opèrent par des dispositifs d’activation, d’incitations comportementales et de contrôle de proximité. Ce mode de gouvernement moral des pauvres tend à instaurer un ordre politique qui organise la reproduction sociale et économique et repose sur une division du travail entre sexes, générations et classes sociales. Il nourrit l’essor des opportunités de profit marchand et des positions d’intermédiation. This book analyses the adaptivity of public service media (PSM) to the digital network age. The authors use specific case studies and research initiatives, involving a variety of methodological and theoretical approaches, to argue that current changes in media and society offer a wide range of possibilities for PSM renewal. Changes in PSM are analysed through the lenses of shifts in users’ behavior and the growing importance of big data, machine mediation and developing partnership systems alongside other agents in the overall media ecology. The authors map the potential mental, regulatory, institutional and financial indicators which might restrict the ways in which PSM adapts. They argue that PSM renewal is possible as long as PSM policy-makers and managers both recognize and understand the drivers for, and obstacles to, change.

This book is the outcome of in-depth academic research on the civil service carried out by acknowledged international and national experts in the field. It brings together papers and speeches presented at the international symposium «The civil service in Poland: 20 years of experience and the outlook for change», which was organized at the University of Warsaw. The authors summarise the studies on the transformations in the civil service systems in European and other countries, especially those pertaining to Anglo-Saxon culture. They also aim to provoke deeper reflections on the process of establishing the civil service in Poland, especially against the background of the legislative changes introduced in late 2015 and early 2016.

This book adopts a critical perspective to analyze the Europe-2020 Strategy and its effects on the transformation of the European productive and social model, particularly in Spain. The evidence provided in this book suggests that the Europe-2020 strategy cannot be dissociated from the policies of commodification initiated in the Stability and Growth Pact (Maastricht, 1997) nor from the Austerity measures implemented to deal with the financial crisis in 2007. These policies of «commodification» and «austerity» are seriously limiting Europe-2020 capacity to foster a smart, sustainable and inclusive productive transition, while adding greatly to the continuous process of precarization and social exclusion that European societies are suffering, especially in Southern Europe. The book presents empirical evidence on these externalities in areas as diverse as EU foreign policy, entrepreneurship or gender equality. But the special emphasis has been placed in those areas that the Europe 2020 strategy considers crucial such as employment, R&D, climate change and energy sustainability, education and fighting against poverty in Spain. Thanks to the profuse analyses carried out by a group of leading Spanish academics, the book constitutes a benchmark for scholars, practitioners and the general public interested in European and Spanish economic policy issues.

Quebec and the Federal Dialogue in Canada, 1867-2017 In Talking Past Each Other: Quebec and the Federal Dialogue in Canada, 1867–2017, Hamish Telford provides an engaging account of the long-running dialogue between the governments of Quebec and Canada on the meaning and purpose of federalism. He argues that the government of Canada has adopted a theory of federalism that enables it to address most issues of «national» importance to the federation irrespective of the formal division of powers in the constitution. The theory of «majoritarian federalism», as he calls it, allows the government of Canada to promote «national» unity and the universality of citizenship. By contrast, Quebec’s theory of federalism, which he calls «difference federalism», stresses the importance of provincial autonomy, so as to allow each province, most especially Quebec, to preserve and promote its particularity. These definitions represent irreconcilable constitutional premises. The governments of Canada and Quebec have thus quite literally been «talking past each other» for the last 150 years. Talking Past Each Other is the first monograph in a generation to recount this story in its entirety. The book will be of considerable interest to all students of federalism, nationalism, and secession.

Ein Vergleich der preußischen, sächsischen und württembergischen Entwicklungen im beruflichen Schulwesen bis zum Ersten Weltkrieg In der Hochindustrialisierungsphase zwischen 1869 und 1914 erlebte das technische Ausbildungswesen auf den Gebieten des Handels, der Industrie und des Handwerks sowie der Kunst in Verbindung mit einer Fachausbildung einen stetigen Wandlungs- und Anpassungsprozess. Die Autorin untersucht den Umwandlungsprozess des beruflichen Ausbildungswesens von der traditionellen Handwerkslehre zum modernen Ausbildungswesen in den drei Bundesstaaten Preußen, Sachsen und Württemberg während der Zeit von 1869 bis 1914. Die Untersuchung trägt dazu bei, einen Überblick über die Entwicklung des niederen und mittleren technischen Schulwesens in Preußen, Sachsen und Württemberg während dieses Zeitraums zu vermitteln. Das heutige duale Ausbildungssystem der Bundesrepublik Deutschland ist das Ergebnis einer langjährigen, tief in den Traditionen der einzelnen Bundesstaaten verwurzelten Entwicklung. Die Studie leistet einen Beitrag zum besseren Verständnis des dualen Systems.

Social capital, migration, ethnic diversity and economic performance Multidisciplinary Evidence from South-East Europe This interdisciplinary book brings an empirical evidence that social capital is an important building block in the reintegration processes, migration challenges and economic dynamism of the SEE communities. Such a conclusion opposes the common belief that (re)establishing social relations in a post-ethnic conflict environment is difficult, or sometimes even impossible. These are indeed societies where trust in people and institutions remains low, but it is often replaced with other forms of social capital emerging on a daily basis, within and between different population strata, either formally but often informally. Most people who know the region are aware that formal and state institutions in SouthEast Europe enjoy very low levels of trust. Nearly everybody loves to point to ethnicity as the causal factor behind every difficulty. The authors of this groundbreaking study explore two basic questions: how do people meet their needs and the needs of others when official institutions do not function? And how do members of different ethnic groups experience the role of others and cross symbolic boundaries? The answers, constructed out of empirical evidence using a variety of methods, point to the crucial importance of social capital as an everyday resource, and to the essential role of ethnic, national, and religious diversity in enhancing people’s life chances in an unstable environment.

Florian Znaniecki’s Thought in Today’s Social Science Research

This collection of articles is the result of the research project «The Polish local society in the process of European integration – a decade of experience», financed by the Polish National Science Centre (NCN). The aim was to investigate the process of integration in the EU of six selected local Polish communities. The same six communities had been studied ten years before, when Poland was preparing for the EU accession. The research was based on qualitative methodology. The results show that the knowledge of the EU in local Poland remains at a very low level. The exception is competence in the field of EU structural funds. These funds are the main factor which determines the positive attitude of Poles towards the EU and the Polish membership in it. At the same time the process of the construction of a European identity in terms of values remains very problematic.

This book presents contributions from migration sociologists inspired by Florian Znaniecki’s theory and the results of his studies to conduct their own research in countries like Austria, China, Greece and Poland. The authors evaluate today’s migration phenomena with reference to a coherent theoretical system. The book can be used as a manual presenting the tools for examining the migration experience from many angles: a sense of national identity (ethnic and civic), family ties, the importance of the social environment in the process of an individual’s integration with the society or an evolution of entire social systems within which the migrants operate.

The Me-Generation in a Post-Collectivist Space Dilemmas in a Time of Transition As a result of ongoing political transformation, post-communist countries are opening up to a global world and its influence. This poses new challenges and complicates the socialisation process of young people. In this book, the authors ask what orientation changes can follow, when they are determined by the resources of innovativeness of a young generation and structural limitations of a system. The basis of analyses were different types of national and international sources, collected in reference to nine post-communist countries in Europe and Asia. The comparison leads to a surprising conclusion: It is difficult to perceive representatives of the first generation, whose growing up has taken place only in the new political system, as «the drivers of the change».

The series exists to foster critical debate and to publish academic research in the field of cultural management and cultural policy as well as to open up a forum for discussions and debate on the topics of cultural management and cultural policy among scholars, educators, policy makers and cultural managers. It is also intended to provide a reference tool for education and lifelong learning on cultural management and cultural policies. It is becoming more and more evident that education in cultural management and cultural policy cannot and should not be separated from research and being conducted in the field. Since its creation, ENCATC has recognized this need and was always very active in pursuing, publishing, presenting, and disseminating research in arts and cultural management and cultural policy to strengthen the understanding of cultural management and cultural policy issues. Created in 1992, ENCATC is the «European Network of Cultural Administration Training Centers». It is a membership NGO gathering over 100 Higher Educational Institutions and cultural organisations in 40 countries. It holds the status of official partner of UNESCO and of observer to the Steering Committee for Culture of the Council of Europe.

The aim of this series is to study diversity by privileging an interdisciplinary approach, through political, legal, cultural and social frameworks. The proposed method of inquiry will be to appeal, at once, to the fields of political philosophy, law, political science, history and sociology. In a period characterized by the increasing diversity of contemporary societies, the authors published in this series will explore avenues for the accommodation and management of pluralism and identity. Such studies will not be limited to assessments of federal states, but will include states that are on the path to federalization as well as non-federal states. Serious efforts will be undertaken to enrich our comprehension of so-called «nations without states», most notably Catalonia, Scotland, Flanders and Quebec. A point of emphasis will also be placed on extracting lessons from experiences with civil law relative to those cases marked by the common law tradition. Monist and competing models will be compared in order to assess the relative capacity of each model to provide responses to the question of political instability, while pursuing the quest for justice in minority societies. The series also addresses the place of cities in the management of diversity, as well as the question of migration more generally and the issue of communities characterized by overlapping and hybrid identities. A profound sensitivity to historical narratives is also expected to enrich the proposed scientific approach. Finally, the works published in this series will reveal a common aspiration to advance social and political debates without privileging any particular school of thought.

Nationalisms across the Globe Edited by Tomasz Kamusella and Krzysztof Jaskułowski Although in the 1980s the widely shared belief was that nationalism had become a spent force, the fragmentation of the studiously non-national Soviet Union, Yugoslavia, and Czechoslovakia in the 1990s into a multitude of successor nation-states reaffirmed its continuing significance. Today all extant polities (with the exception of the Vatican) are construed as nation states, and hence nationalism is the sole universally accepted criterion of statehood legitimization. Similarly, human groups wishing to be recognized as fully fledged participants in international relations must define themselves as nations. This concept of world politics underscores the need for open ended, broad-ranging, novel, and interdisciplinary research into nationalism and ethnicity. It promotes better understanding of the phenomena relating to social, political, and economic life, both past and present.

European integration is a profound phenomenon influencing our current understanding of political and social processes in Europe and beyond. The set of European institutions that have now functioned in the continent for over half a century have created new broadened frames of reference for a variety of social actors. The most comprehensive is the European Union, which can be characterised as a multilevel polity. The other organisations, such as the Council of Europe and OSCE, also contribute significantly to the new mode of relations in Europe. This has in turn influenced how social and political actors act and define their roles. European integration has changed the functioning of states, their sovereignty and the meaning and status of borders, as well as the nature of citizenship. It has also allowed social actors to be engaged in the increasingly transnationalised public sphere and therefore changed the analysis of the concept of civil society. In addition, it profoundly impacts the life of individuals, permitting spatial and social mobility along with reconstruction of collective identity and memory. This series welcomes book proposals that look at the political and social aspects of human activities in the broadest terms but analysed from the perspective of how these processes are transformed as a result of European integration.
