The India-Pakistan relationship is complex and choreographed with wars, protracted conflicts and active disputes. Although the presence of ­nuclear weapons has decreased the probability of an all-out conventional war, the frequency of minor conflicts and crises have increased manifold. India considers nuclear weapons a deterrent against nuclear strikes, whereas Pakis­ tan assumes that these would deter a nuclear as well as a conventional war. The central argument of this book is that another military engagement between India and Pakistan, similar to one in February 2019, exists with vary­ ing degrees of probability, thus challenging the efficacy of nuclear deterrence. Until the probabilities of military engagements are minimized, the possibilities of peace and stability in the region would remain elusive. Therefore, the situation asks for scholarly contribution in developing a new paradigm wherein the two nuclear neighbors are made to recognize the need to resolve their disputes instead of just managing them, to avoid recurrence of violent conflicts that can lead to a catastrophic nuclear exchange, no matter how limited it is.

The Government and Politics of Lebanon, Second Edition describes the special attributes of Lebanese politics and the functions of its confessional state. It aims to contribute to the reader’s understanding of contemporary Le­ banese politics, consensus building, and government. It stimulates discussion concerning the nature of consociationalism as a power sharing arrangement for a divided society. The book captures the complexity of Le­ banese politics by revealing the challenges embedded in the management of plurality, including institutional paralysis and system stagnations. The second edition features new and expanded chapters that pay particular attention to state’s adaptations to post-Arab Spring politics. It expands the analysis on the performance of the Lebanese consociational state in light of turbulent regional environment and the various repercussions associated with regional conflict. It is divided into several parts. The first introduces the particular form and foundations of Lebanese consociationalism and provides an elaborate description of its special features. The second part explains the different rules of the game as institutionalized in the country’s international and domestic power sharing arrangements. Black Religious Landscaping in Africa and the United States uses the prism of spatial theory to explore various aspects of Black landscapes on the African continent and Black Atlantic diasporic locations. The volume explores the ways in which Black people in Africa and in the Diaspora have identified obstacles and barriers to Black freedoms and have constructed counter-landscapes in response to these obstacles. The chapters in the book present diverse representations of the Black creative impulse to form religious landscapes and construct social, economic and political spaces that are habitable for Black people and Black bodies. These landscapes and spaces are physical, psychological and conceptual. They are gendered and racialized in ways that are shaped by their specific religious, geographic and socio-historical contexts. These contexts are influenced by colonial systems and institutions of modern slavery. The landscapes that people of African descent struggle to construct, reshape and inhabit are intended to counter the effects of these oppressive systems and institutions and often include attempts to reclaim and adapt sources, concepts, tools and techniques that are indigenous to specific geographical contexts or ethno-racial groups. The contributors hope in this volume to offer a look at how the cartographic struggles and constructive engagements within these Black-inhabited spaces are rooted in Black movements that support the emancipation of Black lives and Black ­bodies from the oppressive forces of dominant geographies.

Japan lives twice. Japan belonged to the East before 1962, when The Economist’s editorialized, “Consider Japan”. It gave the world a warning-cum-welcoming signal to Japan about joining the West. Thereafter Japan belonged to the West in science, industry and international law, whereas Japan was regarded psychologically in the West as belonging to the East in sakura, sushi, and snow country. After 1992, the morning after the bubble collapse, Japan belonged to the new West, not bereft of mishaps and mistakes and embedded with stall and stagnation as the rest of the old West. Memories contribute to the construction of the image or interpretation of the past and the present. This book focuses on the topic of memory in the Middle and Far East societies by highlighting non-European cases of practicing collective and historical me­ mory. The Effectiveness of Conflict of Interest Policies A Comparative Study of Holders of Public Office in the EU Member States

Neither instruments nor methodol­ ogy are available to measure the development of CoI over long periods of time. Therefore, it is impossible to state whether CoI increase or decrease. The Member States of the EU have no statistics and figures about the development of Conflicts of Interest (CoI). However, ever new scandals, growing media attention and changing concepts of governance create ever new ethical challenges and conflicts of interest. As such, detecting, managing and measuring CoI policies involve some of the greatest challenges and difficulties in legal, political, organizational, behavioural and administrative sciences. This international and empirical research examines the causes of conflicts of interest and discusses concepts, innovative instruments and new ideas how to enhance the effectiveness of policies.

This book analyses the gradual fusion of Europe and Asia into a Eurasian dynamic combining institutional and identity aspects. The seventh in a series of Europe–Asia conferences covering regime dynamics, cooperation policies, regional competition, the li­ mits of regions, mutual understanding and cross-border exchanges, it shows that Eurasian continental developments are outgrowing sub-region designations such as Western Europe, Southeast Asia, East Asia and Central Asia. This book presents seven diplomats, seven Slovaks. Milan Rastislav Štefánik, Štefan Osuský, Vladimír S. Hurban, Vladimír M. Palic, Juraj Slávik, Ivan Krno and Ján Papánek. They were also authors, poets, soldiers, politicians, and international lawyers. They represent a selective and subjective sample of Czecho-Slovak diplomats in the fi rst half of the 20th century. The book is focused not only on them as men, but on their stories as well. Their chroni­cles provide insight into the era, relationships and situations which shaped their actions. These seven lives were linked by common characteristics such as strong national awareness, the fi ght for democracy and ­Czecho- Slovak statehood, as well as disgust with Nazi and Communist totalitarianism, and firm Lutheran roots. Modern Slovak history, whether viewed internally or in a Central-European or pan-European contexts, underwent dynamic transformation at the beginning of the 20th ­century. The entire world began to change and Slovaks were no exception. It is only natural for every nation or state to seek the roots of its national identity. As this identity is embodied by the people and personalities who created it, we perceive the past through their lives. It is a privilege that as a small European nation, Slovaks can say that their dignitaries have succeeded worldwide. It is a great honor that their work can be seen in the Treaty of Trianon, the Declaration of the United Nations, the UN Charter, and everywhere where the voice of freedom and democracy was rising.

Do leaders make war decisions individually or do they consider other ongoing conflicts? Most researchers assume dyadic independence out of convenience. In this book, Jeffrey Alan Carnegie presents evidence that this is a faulty assumption. First, he develops a formal theory in which limited military resources act as a constraint on the ability of leaders to engage in international conflicts. Country leaders plan accordingly by considering the entire picture of conflicts. This theory, in contrast to dyadic dependence, implies a different data-generating process for international conflicts. Second, he tests both theories using summary statistics, network analysis, and logistic regression. All three methods show strong support for mili­ tary resource division theory. Carnegie further shows that the dependent effects change with time, even when controlling for polarity. The effects also differ between regions, which implies cultural factors at work. Hasan al-Turabi (1932-2016) was born into a Sudanese family with a clerical and Sufi history. Whilst studying law at the University of Khartoum, he became a leader of the Islamic student movement. After earning bachelor’s and master’s degrees from the University of London, he achieved a PhD at the University of Sorbonne in 1964. Upon returning to Sudan to pursue an academic career at the University of Khartoum, he soon became one of the leaders of the Islamic National Front. After being imprisoned for nearly seven years, he went on to hold numerous government posts, culminating in his most influential period during the rule of ‘Umar al-Bashir. He ultimately fell out of favour with the government, and faced trials and imprisonment. The Political Thought of Hasan al-Turabi identifies Turabi as arguably the leading Sudanese Islamic political thinker and activist of recent times, and sets out the main influences upon Turabi’s thought. Yet it is demonstrated that Turabi was an original thinker, who digested but then adapted the thought of his predecessors. Whilst his political goal was to politically unite the Islamic world, he also strove to improve relations with the non-Muslim world. Furthermore, his political thought sought to unite the Muslims and non-Muslims of Sudan in a peaceful unity, whilst working to raise the status of the poor and women.

In Stalin’s Soviet Monastery Russian scholar Jim Curtis integrates innovative work in linguistics, anthropology, and media theory to develop a holistic analysis of Russian society that includes a theoretically based rationale for ignoring ideology in favor of cultural dynamics. While the young Iosif Djugashvili, later known as Joseph ­Stalin, was studying to be a priest in an Orthodox seminary, he took on the role that defined his political career, that of a sadistic elder who imposed fiendish vows of poverty, chastity, and obedience on hapless Soviet citizens. As an exercise in historical anthropo­ logy, Stalin’s Soviet Monastery emphasizes the role of myth and ritual in Russia, a society with strong residual orality. The imitation of Christ is called passion-suffering, a practice that helps to explain the widespread acquiescence to Stalin’s practices. Stalin was intensely interested in literature, and his favorite author was Fyodor Dostoyevsky. Some passages in Dostoyevsky’s work anticipate key features of Stalinism. An Afterword discusses the development of Russian society after the collapse of the Soviet Union in 1991.

This book seeks to answer how we can reposition the geopolitical situation of the Central and Eastern European (CEE) region in the 21st century. CEE region defined by the socialist past has transformed in the 21st century. Within geopolitical thought we must abandon the paradigms of the Cold War period. The role of a gateway zone to entail links between the great powers. In the CEE region it is possible to bound four gateway regions along the northsouth Baltic-Adriatic axis (Baltic, North Adriatic, Central European and Eurasian) and two gateway regions along the southeast-east European axis (Mediterranean and Black Sea). The key question of the 21st century is whether a new gateway zone of the present forming World-Island can be developed along a north-south Baltic-Adriatic axis.

The value of global cashless payments has been radically increasing worldwide. Despite cash being the most used payment instrument in the world, technological innovation and new consumer preferences are decisively transforming the way consumers pay and manage money. The COVID-19 pandemic may also have been an accelerator of the cashless mega-trend. Private players currently dominate the digital payment ecosystem, urging central banks to seek solutions to ensure public access to legal tender if cash is phased out. In this context, the idea of a Central Bank Digital Currency (CBDC) is gaining momentum. Nevertheless, there is a need to better understand the implications in terms of risks, benefits and potential costs of CBDCs. From privacy concerns to macroeconomic effects, these implications blur the boundaries of the payment and financial systems, challenging the core functions of our economy and society. Nicola Bilotta is a researcher at the Istituto Affari Internazionali (IAI) in the international political economy area. Previously, he worked as a senior research analyst at The Banker Research Team (Financial Times), with which he still collaborates. He was associate fellow at the Seven Pillar Institute of Finance & Ethics and associate researcher at the Istituto di Alti Studi di Geopolitica e Scienze Ausiliari. Fabrizio Botti is Senior Fellow in the field of economics and finance at Istituto Affari Internazionali (IAI) and Intesa Sanpaolo Fellow. He is also Research Fellow at Guglielmo Marconi University. The Covid-19 pandemic has revealed the serious crisis of political authorities that liberal societies are currently experiencing. Indeed, a significant number of individuals living in these societies did not hesitate to defy the sanitary rules enacted by their government which has made it difficult for them to stop the virus from spreading. What can explain such a situation? This is what this book is discussing. Whether it is the growing popularity of conspiracy theories, the distrust towards governments or cultural and religious beliefs that take precedence over the respect of governments’ directives, all these factors that have led so many individuals to act in an irresponsible way during the pandemic find their roots in the liberal tradition as it originated in the 18th century and in its more recent development which has had the effect of decentralizing the individual from his collective responsibilities in favor of an almost unlimited enjoyment of his individual freedom. Actually, an ambiguous, inconsistent uncertainty would best describe President Trump’s approach to foreign affairs. Euskadi Ta Askatasuna (ETA) a annoncé sa dissolution le 3 mai 2018 après un conflit avec l’État espagnol qui a duré 60 ans. Du côté scientifique, existent en langue anglaise ou hispanique des travaux statistiques reposant sur l’exploitation de base de données d’attentats commis par ETA ainsi que quelques analyses de récits de vie recueillis dans les années 1990. L’ouvrage Conflit au pays basque: regards de militants illégaux comble une lacune de l’analyse scientifique à partir d’une enquête empirique menée entre 2017 et 2019 auprès de plus de 60 ex-militants d’ETA et d’Iparretarrak (IK) en convoquant une méthodologie de sociologie compréhensive. Le livre cherche à comprendre pourquoi la lutte armée persiste après la chute du franquisme en Hegoalde et naît dans les années 1970 en Iparralde. Il analyse les motivations et les raisons qui ont porté ces acteurs – inculpés pour des faits de terrorisme – vers l’engagement illégal voire l’action armée, tout en proposant une analyse générationnelle des trajectoires de ces militant.e.s. Il étudie enfin la façon dont chaque groupe clandestin élabore son « éthique de la violence politique » et précise comment l’éthique de la responsabilité fait partie intégrante de l’ethos du militant clandestin abertzale (patriote).

Vers le style du XXe siècle (Towards a style for the 20th Century), by the «Uriage team» under the direction of Gilbert Gadoffre, was published by Seuil in 1945. It was the work of nine authors who had been involved with the «école de cadres» (leadership school) which ran from 1940 until 1945. At first the école was part of a programme initiated by the Youth Ministry of the Vichy government. After the German invasion of the «Unoccupied zone», the team cooperated clandestinely with the Resistance move-

ment. The work offers their vision of how humanity should recover after the trauma of World War II. Known for his studies of the work of Pierre Bourdieu (1930–2002), Derek Robbins attempts to put into practice Bourdieu’s injunction that all intellectual works should be understood «socio-genetically», that is to say as bi-products of the social positions and trajectories of their authors. Towards a New Humanity: The Uriage Manifesto, 1945 offers a translation of the Uriage text, but it offers much more. Robbins examines the social backgrounds of the authors and considers how they adjusted their views in their subsequent careers as de Gaulle normalised much of what they had wanted to challenge. Produced during the Covid-19 pandemic lockdown, this book examines, as a case-study, the process by which nine privileged Frenchmen articulated a vision for the whole of humanity. Few of their proposals materialised, but their discussion is thought-provoking as we confront our future.

The controversial issue of secession has received little attention from experts of federalism. The best federal studies either evade it or dismiss it in a few lines. However, the issue of secession has been present throughout the history of federations. This book is one of the first to explore the complex relationship between federalism and secession. The authors whose work is presented here recognize the potential of federalism as a way to organize relations between several different states, peoples, nations or territories under the same government. However, they are not naïve or idealist about the ability of the federal idea to succeed in the complex situations in which it is applied. In some cases success seems assured (the United States, Switzerland, Germany, etc.), and the merits of federalism can be showcased. But there are also failures (the former Yugoslavia, or more recently Brexit) and semi-failures that have generated turbulence in recent years in devolutive systems (Scotland in the United Kingdom, Cata­ lonia in Spain) or federative systems (Québec in Canada). L’Union démocratique du centre (UDC) en Suisse, le Front national (FN) en France et le Vlaams Belang (VB) en Belgique sont étudiés dans cet ouvrage grâce à la méthode du process-tracing, sur la base d’un large corpus de données notamment composé de 107 entretiens semi-dirigés, de documents d’archives et de nombreuses observations directes. Universities and colleges like to selfidealize as relatively neutral and valuefree sites of higher learning. In reality, the idea of the Westernized academy is deeply embedded in a Eurocentric logic that not only excludes alternative forms of knowledge and knowing, but also remains racialized, gendered, and sited in coloniality with respect to governance, scholarship, and entitlements. Efforts to address this gap between the ideal and reality have tended toward diversifying the academy through multicultural initiatives in diversity, inclusion, and equity. However helpful as a first step, these interventions are insufficient in generating the kind of substantive changes that would abort the academy’s crisis of legitimacy. Moves to decolonize, ungender, and deracialize the academy will require a commitment to the transformative principles of inclusivity, including a focus on those root causes associated with structural barriers and systemic biases. It remains to be seen if the academia can rise to the challenge of deEurocentrizing the idea of the academy along postEurocentric lines, while engaging the emergent demands and evolving realities of a postmulticultural world.

This is the untold story of Counteract, the trade union sponsored anti-sectarian unit tackling violent sectarianism in the workplace in the Northern Ireland conflict. As the death toll mounted through the 1980s key union women and men started what was planned as a campaign to support workers and became a ground-breaking facility for mediating sectarian disputes in the workplace in these vio­ lent times. People were shot for challenging flags at work, drivers hijacked at gun point and forced to drive bombs, taxi drivers murdered in tit-fortat sectarian killings, and workers were forced out of jobs because of sectarian threats and intimidation. This is a hidden part of the peace process, showing the path from «Shipyard confetti» to nuanced expressions of sectarian hostility.

Following mounting political and social pressures to increase public accessibility to higher education in Israel, in 1994 Israel’s academic arena was transformed from a monolithic system consisting exclusively of research universities to a binary one comprised of both research universities and aca­ demic colleges. Within the system’s expansions plans, Israel’s Council for Higher Education prioritized the increased accessibility of higher education to peripheral populations, defining this as a central aim. This transformation was achieved in a short period of time through regional colleges that operated in the periphery and offered professional academic courses. In addition to these institutions, a number of University Extensions operated in Israel, founded based on the American Protestant Colleges model, introduced in Israel in the 1960’s by Bar Ilan University.

In 2000 all these institutions were officially included in the country’s higher education system, resulting in a huge increase in the total ­number of students in academia, with higher education becoming accessible to the country’s social and geographic periphery. This publication focuses on the characterization of the Slovak party system and its analysis from the perspective of cleavages and emerging government groups. The monograph also includes a description of the individual types of emerging government coalitions and their politological analysis on the basis of the RILE index (rightleft positioning). The said index is used to specify the programmatic differences of the emerging coalition governments and the impact of the development of the party system in Slovakia on their nature in the period from 1990 to 2012. The work is focused on the development trends of the Slovak party system on the background of programmatic heterogeneity of the individual coalition groups and the overall development of the variable tensions in the party system. The categorization of the government groups is based on the positional and programmatic orientation of the parties, which was published in the framework of the international database CMP (Comparative Manifestos Project). The Wissenschaftszentrum Berlin für Sozialforschung (WZB) database processes, inter alia, the data relating to the political programs of the parties within the framework of their comprehensive ideological orientation. The Center for Social Research in Berlin thus contains relevant internationally acceptable comparisons of the party systems and their development. The aim of this publication is to characterize the format and type of the party system in Slovakia, its consolidation and the resulting operational problems between the election system and party system. The aim is also to extend the analysis of the Slovak party system to the specification of positional values and programmatic orientation of the parties in Slovakia based on the internationally accepted database and the RILE criteria. The publication also contains the tables with data on the proximity of variable tensions in the party system after each parliamentary elections and the relevant quantification on the RILE scale. The RILE scale will help us assess the programmatic heterogeneity of the government coalitions also in view of the political discourse on this issue. The work will also verify the hypothesis that the programmatic convergence of the parties in the leftright spectrum creates space for the emergence and establishment of extremist and antisystemic parties in the parliamentary establishment.

Guided by Gramsci’s question of why so many victims support the labyrinth of their oppression, Robert A. Williams queries garrison state machinations in electioneering to promote hegemo­ny. This pioneering ethnography explores the role and function of the U.S. ­garrison state in U.S. electioneering through participant observation of the United States’s largest third party— the Libertarian Party (LP)—as a window to wider sociocultural dynamics of covert power in U.S. politics. Some three decades of insider membership roles within Libertarian Party electioneering combined with two years of doctoral fieldwork provide an ethnographic window into cultural hegemony in U.S. electoral politics and sociological analysis of the information warfare that sustains it. Anchored in original and extensive participant observation including interviews and surveys, this ethnography of United States’s sociologically understudied Libertarian Party (LP) probes the power of cultural hegemony to constrain human agency in electioneering. Through a privileged membership point of view by becoming the phenomenon, the author provides a critically reflective analysis of the sociocultural context in which LP electioneering unfolds. Membership roles in Libertarian electioneering range from donors to candidates, from volunteers to party officials, and from anti-authoritarian libertarians to authoritarian conservatives. Exploring its transition from a radical anti-establishment party to a party more in line with mainstream opinion, Williams shows how a member’s relations of shared cultural logics constrain her or his behavior to ultimately reproduce garrison state social practices.

Depuis plus de trente ans, les analyses scientifiques sur les changements environnementaux globaux sont débattues au niveau international. Parmi les solutions avancées, figure la nécessité de s’engager dans une transition vers davantage de durabilité. Les contributions de l’ouvrage réfléchissent à la dimension géographique de cette transition, notamment à l’échelle locale. Si les processus de transition sont souvent analysés dans leur dimension temporelle, ils ont en effet également une dimension spatiale : ils supposent des changements de pratiques et de représentations, ils émergent et concernent des lieux donnés, ils se traduisent par une redistribution d’activités et la transformation de certains espaces. Les multiples qualificatifs accolés au terme transition – écologique, énergétique, etc. – témoignent de la diversité des phénomènes et des changements observés. C’est notamment en s’intéressant à des territoires peu touchés par le processus de métropolisation, des villes moyennes ou des espaces ruraux, que cette question est abordée dans l’ouvrage, autour de l’hypothèse que l’idée de transition y a rapidement été appropriée par certains acteurs. Se croisent dans ces territoires des dynamiques descendantes dans le cadre de politiques publiques en faveur de la transition impulsées au niveau national, mais également des dynamiques spontanées issues par exemple d’initiatives de la société civile. Les trois parties de l’ouvrage illustrent différentes facettes de ce processus à travers le cas de filières productives, notamment le secteur agricole, le domaine de l’aménagement et celui des pratiques quotidiennes de consommation et de loisirs.

Cet ouvrage étudie la programmation et la mise en œuvre de la politique de cohésion communautaire en Région Sicile en analysant particulièrement son volet culturel. Une approche au plus près du terrain, nourrie de nombreux entretiens réalisés de Bruxelles à Palerme, a mis à jour un cadre d’intervention inopérant. Caractérisée par son extrême complexité, la politique de cohésion s’articule difficilement avec la politique de développement des régions et pays concernés et sa mise en œuvre révèle de lourds dysfonctionnements. La culture est reconnue dans ce cadre pour sa contribution au développement du tourisme autour du patrimoine, pourtant cette vision centrée sur son impact économique est réductrice et trompeuse. Le principe du partenariat promu par cette politique suppose l’implication des parties prenantes du territoire, or la Région Sicile mobilise la majorité des financements disponibles, au détriment d’un secteur culturel qui reste globalement exclu. Enfin, la politique de cohésion apparaît comme un révélateur des crises politiques sicilienne et européenne : certains acteurs institutionnels insulaires privilégient l’inertie, tandis que la faible réaction des institutions communautaires pourrait traduire l’absence de volonté d’œuvrer pour une réelle cohésion européenne.

Cultural security is a basic need for individuals belonging to national and linguistic minorities. Structurally exposed to asymmetric power dynamics, these minorities compete with the larger society for material and nonmaterial resources, rendering their future perspectives particularly precarious. This book brings researchers from different social sciences together to examine the notion of cultural security and its meaning for different national and linguistic minorities through multiple case studies in ­Europe, Asia, North and South America. The cultural security of these minorities comprises various dimensions, including institutional and territorial arrangements, state stability, as well as different patterns of citi­ zen belonging and participation. Through the prism of these dimensions, the contributors to this book present a variety of strategies of cultural resilience, societal structures and institutional frameworks allowing national and linguistic minorities to secure a certain degree of cultural autonomy and develop a sense of belonging to their respective states.
