BOARD OF DIRECTORS SEEKS CANDIDATES
The Nominating Committee is seeking individuals with a demonstrated background of leadership to join the PDPOA Board of Directors for the 2026-2029 term. Any owner who may be interested in joining the PDPOA Board is encouraged to reach out, ask questions, and learn more about the opportunity to further help shape Palmetto Dunes.
We’ll have three opportunities to meet with current Board members to answer any questions that you may have about being on the Board. Those dates are:

2026 ANNUAL ASSESSMENT REMINDER
The 2026 annual residential assessment approved by the board is $2,000. Homeowners can view their assessment invoices through their online portal. Annual residential assessments are due March 1, 2026, and will be considered delinquent if unpaid after March 31, 2026.
Statements were emailed to homeowners with an active email address on file; if no email is on record, invoices were mailed to your primary address. For questions, contact Paige Dickerson at pdickerson@pdpoa.org.
DUNES BUGGY SCHEDULE
This year, the Dunes Buggy began running on February 1, operating daily from 8am–9pm. The Dunes Buggy provides courtesy transportation to Palmetto Dunes' owners and guests. The Buggy will bring passengers to the beach, golf courses, restaurants, shops, tennis courts, as well as Shelter Cove Harbour, Shelter Cove Towne Centre, and the Plaza at Shelter Cove. EV CHARGER AVAILABLE
The new ChargePoint EV Charger at the POA/Pass Office, 16 Queens Folly Road, is now operational. To use the charger, please download the ChargePoint App, available on the Apple App Store or Google Play. Access and payment are handled through the ChargePoint App. We have priced the use of the Level 2 charger at an affordable $2.00 per hour. You can check charger availability using the App.

General Manager's Report ARB Updates: Streamlined Processes & Lower Fees

Understanding Short-Term Rental Registration and Town Requirements
As a community with a mix of full-time residents, part-time homeowners, and short-term rentals, Palmetto Dunes strives to balance neighborhood character with a thriving visitor base. Palmetto Dunes POA management and the Town of Hilton Head work closely together and based on current agreements, you will no longer be required to register your short-term rental property with both the POA and the Town of Hilton Head. You now only need to register with the Town.
For 2026 there’s no increase in the $150 Short-Term Rental Administrative Fee charged by the POA to Palmetto Dunes POA short term rental owners. One change that will happen is that this fee will now be billed from the POA directly to each short-term rental owner, through your POA account. In the past, these fees were billed to your rental management company, who then billed you. These fees help offset the increased staff time and operational costs associated with managing rental registrations, issuing and tracking passes, monitoring compliance, and responding to rental-related issues.
Additionally, non-PDPOA owners (Leamington and Shelter Cove) will see their fees increase to $165 which will also contribute to the expanded PD Buggy service available to everyone. This billing will be done after May 1, 2026, when the registration information is received from the Town of Hilton Head.
If you are an existing short-term rental owner, you may have received a letter and form from the Town requesting approval from your HOA for short-term rental. Palmetto Dunes management has submitted letters of approval for all properties within Palmetto Dunes POA on behalf of our owners. The Town has these letters on file.
Town of Hilton Head STR Requirements (Effective May 1, 2026):
The Town requires all short-term rental properties to secure a ShortTerm Rental Permit, valid form May 1 – April 30, from the Town’s online portal Short-Term Rental Permit and hold a current Town business license before renting. The Town’s online portal will be available as of March 1, 2026. The permit must be in a person’s name and includes safety, parking, noise, and trash standards. Required safety enhancements for 2026 include enhanced fire safety systems for homes 3,600 sq ft and larger, BBQ propane shut-off valves, carbon monoxide and smoke detectors, and parking designation information.
As short-term rental activity plays a large role in managing our community, this fee ensures these services are properly supported without shifting the cost burden to non-rental owners.

The new year brings positive updates to ARB processes and procedures, including improvements to the ARB Standards and Guidelines, Construction and Maintenance Rules, and Application structure. The updated documents are available at pdpoa.org.
We have introduced Emily, your virtual ARB AI Assistant. Emily can answer questions about application tiers and general guidelines. Emily can be found in the bottom-right corner of the ARB section on the Palmetto Dunes POA website.
Simplified Five-Tier Application Structure
To improve efficiency in application processing, the process has been simplified into a five-tier structure.
• Tier 0 – Notification of minor exterior maintenance, which does not require a permit.
• Tier 1 – Minor exterior enhancements involving changes in color or material without impacting footprints.
• Tier 2 – Used for moderate enhancements, repairs, or replacements that do not alter the footprint.
• Tier 3 – Required for modifications impacting existing footprints and are reviewed at the monthly ARB meeting.
• Tier 4 – Major renovations, new construction, pool/spa additions, and new accessory structures are reviewed at the monthly ARB meeting.
Updated Submission Deadlines
Tier 3 and Tier 4 applications are due by 3:00 p.m. on the first Monday of each month. ARB meetings are held on the third Monday of each month. We encourage you and your contractors to attend if you have a project being reviewed at the meeting.
The ARB looks forward to working with owners on upcoming projects and guiding them through the improved ARB processes and procedures.

Big Infrastructure Progress & What’s Next
Most of what makes Palmetto Dunes feel effortless — smooth roads, safe crossings, reliable drainage, and well-maintained bridges — is the result of careful planning and year-round work happening behind the scenes.



Over the past several months, the Property Operations team has been focused on major infrastructure improvements that protect our community’s long-term value, safety, and quality of life.
Strengthening Our Roads and Bridges
A major highlight has been the restoration and resurfacing work completed across several key corridors. Bridge rehabilitation efforts have improved the condition and longevity of critical crossings, including Full Sweep, Haul Away, Mooring Buoy, Ocean Lane, Carnoustie, and Swing About.
We are also beginning restoration work on the St. George Pedestrian Bridge, a well-traveled connection between St. George Street and Ocean Lane. We’ve received very positive feedback from residents and guests who appreciate the proactive investment in safety and long-term infrastructure care.
At the same time, resurfacing improvements along Full Sweep, Top Side, and Yard Arm have enhanced drivability and accessibility for residents, cyclists, service vehicles, and emergency response.
These projects represent more than construction — they are investments in the systems that support daily life and reduce future risk.
Improving Stormwater and Drainage Resilience
Stormwater management remains a top priority as Palmetto Dunes continues adapting to heavier rainfall patterns. Recently, our Facilities team completed stormwater inlet remediation along Mooring Buoy and Sea Lane, addressing 56 inlets ahead of schedule to help reduce clogging and improve system performance.
Ongoing planning efforts are also underway for larger drainage and resurfacing projects on Rum Row and Haul Away, with conceptual designs now complete and the next phase moving toward permitting and construction documentation.

Enhancements That Improve the Everyday Experience
Alongside major infrastructure work, we continue making thoughtful enhancements that support comfort, curb appeal, and walkability. Recent projects include new landscaping at the Starboard Tack and MidStream area to improve drainage flow and prevent erosion, as well as a new bench installation near Sea Lane and Starboard Tack to provide a welcoming resting place for walkers and cyclists.
These smaller improvements help reinforce Palmetto Dunes as a destination of choice — not only functional, but beautiful and inviting.
What’s Next for 2026
Looking ahead, several important initiatives are on the horizon:
• Storm drain improvement and resurfacing efforts planned under Mooring Buoy Phase 3
• Lagoon system evaluation and bathymetry work supporting future maintenance planning
• Property Operations will also be cleaning and sprucing up beach access paths in the months ahead, ensuring they are safe, welcoming, and ready for peak season use
Each of these efforts supports the Palmetto Dunes mission: enhancing quality of life, protecting our natural environment, and improving community resources for everyone who lives, works, and visits here.

Bike Ambassador Program Volunteers Needed

Palmetto Dunes is preparing to launch a volunteer Bike Ambassador program and invites community members to get involved.
The program’s goal is to promote a safer, more welcoming environment for residents and visitors alike. Bike Ambassadors provide friendly assistance, encourage positive behavior on streets and leisure paths, and serve as a visible, helpful presence throughout the community.
This initiative will operate as the Palmetto Dunes chapter of the Townwide Bike Ambassador program led by Walk and Bike Hilton Head. Partnering with the established program allows Palmetto Dunes to benefit from their training and experience while tailoring the effort to our gated resort setting.
Bike Ambassadors are not an enforcement presence. This is a service-oriented role focused on community engagement—offering friendly reminders, answering questions, and assisting those who may need help while biking through Palmetto Dunes.
Some operational details may continue to be refined as the program moves forward. This early outreach is intended to preview the initiative and gauge community interest ahead of the planned launch.
The program will roll out in phases. Training is expected to begin in April, followed by Palmetto Dunes-specific orientation in early May. A soft launch is anticipated in early May, with full implementation beginning Memorial Day weekend.
Volunteers are sought for the peak season, generally May through September, with an anticipated commitment of two to four hours per week. Flexibility will be built in during this first year as schedules and coverage are established.
Family members staying in Palmetto Dunes for the summer, including college-aged students, are also welcome to participate.
Volunteers must provide their own bicycle and helmet. The program will supply ambassador vests, tool kits, and informational materials for residents and visitors.
Those willing to express interest by mid-March are encouraged to do so to assist with planning for training, equipment, and scheduling.

Christmas Bird Count Braves the Cold
The 2025 annual Audubon Christmas Bird Count (CBC) on December 15th took place during an Arctic blast, but that didn’t stop the dedicated birders. Teams headed out in frigid conditions to identify and count every bird seen or heard. The Palmetto Dunes teams recorded 70 species and 2,015 birds, contributing to a Hilton Head area total of 140 species and 19,824 birds for the day. That is 27% below the 10-year average, as many birds were hunkered down and hazardous conditions limited counts of shorebirds.
Palmetto Dunes' field teams surveyed golf courses, the lagoon, beaches north to Folly Inlet, Shelter Cove, Newport, and Disney. From the Hilton, observers spotted 170 Black Skimmers in large flocks over the ocean. Feeder watchers also played an important role, counting a variety of backyard birds. Hummingbird feeders were especially busy, with PD recording 6 of the 31 hummingbirds counted across the area—double our average.
The highlight was the Black-bellied Whistling-Duck. Palmetto Dunes recorded 12 of the 402 counted across the area, marking our highest winter count for this species. Their range continues to expand northward, and they first appeared on our CBC in 2017. Other sightings included over 500 herons, egrets and ibises, many ospreys and a wide variety of songbirds.
Now in its 126th year, CBC reports include data from more than 20 countries, providing valuable information for studies of bird populations. Thank you to everyone who took part—and the Christmas Bird Count always welcome new birders! The next count will be Monday, December 14, 2026.
Get to Know Your PDPOA Committees
Behind the scenes at Palmetto Dunes, dedicated volunteers serve on committees that help guide decisions, protect our community, and enhance daily life for residents and owners. Each committee is chartered by the Board of Directors and plays a vital role in the community. Here’s a closer look at what each committee does.
Executive Committee
The Executive Committee acts on behalf of the Board of Directors when urgent matters arise and the full Board cannot convene in a timely manner. Its responsibilities include:
• Meeting only when necessary during emergencies where a Board quorum cannot be obtained.
• Ensuring transparency by convening a Board meeting or distributing detailed communication within 48 hours of any emergency meeting.
• Reviewing and investigating ethical or conflict-of-interest concerns involving Board Directors or committee members, and presenting findings to the full Board in Executive Session.
Architectural Review Board (ARB)
The Architectural Review Board safeguards the visual character and environmental integrity of Palmetto Dunes. The committee:
• Exercises the Board’s authority over architectural design, siting, landscaping, vegetation, and building controls.
• Ensures that construction, remodeling, and landscaping meet high aesthetic standards consistent with neighborhood character and the natural environment.
• Conducts reviews efficiently and fairly, rendering decisions that align with governing covenants and architectural standards.
Building Community Committee
Focused on connection and engagement, the Building Community Committee works to bring neighbors together by:
• Collaborating on seasonal event planning and supporting event execution.
• Planning monthly social gatherings
• Overseeing PD Life blog content
• Welcoming new property owners.
• Encouraging community participation.
• Partnering with Conservation, Grounds, and Safety Committees to explore small pocket park opportunities.
Grounds and Safety Committee
This committee focuses on enhancing safety and quality of life throughout the community by:
• Researching and proposing ways to introduce more community policing into current security processes.
• Analyzing issues related to unauthorized parking and beach access and recommending solutions.
Finance Committee
The Finance Committee provides financial oversight and long-term planning support for the organization. Its responsibilities include:
• Overseeing the development and review of annual operating and capital budgets.
• Conducting long-term financial planning aligned with the Board’s strategic goals.
• Reviewing internal financial statements and recommending actions when needed.
• Evaluating personnel benefits and making recommendations to the Board.
• Serving as the audit committee to ensure sound financial policies and procedures.
• Reviewing financial implications of major issues or transactions, including property acquisitions or divestitures.
Nominating Committee
The Nominating Committee helps ensure strong leadership by:
• Interviewing candidates for the Board of Directors.
• Following nominating guidelines outlined in the bylaws.
• Proposing qualified candidates to the PDPOA membership and Board for approval.
Appeals Committee
The Appeals Committee is dedicated to fairness and accountability. It:
• Ensures consistent and equitable application of PDPOA policies, procedures, and regulations
• Provides timely decisions on appeals brought before the committee.
Conservation and Preservation Committee
Focused on sustainability and stewardship, this committee works to:
• Preserve and enhance natural habitats.
• Encourage responsible wildlife practices.
• Promote sustainable landscaping
• Support waste reduction and recycling efforts.
• Advocate for low-noise and lowemission technologies.
• Engage the community in conservation education and awareness.
Building Community, Conservation & Preservation, Finance, and Grounds & Safety Committee meetings are open to all PDPOA property owners to attend inperson (Admin Office-16 Queens Folly Rd.) and via Zoom.



Building Community Committee
The Building Community Committee includes PDPOA Board Member Cate Jarrett, Linda Rutherford-Sadler, Jonathan Olsen, Marybeth Weiner, and Chair Kurt Faires. Since its announcement, the committee has already met twice and is off to an enthusiastic start.
We are fortunate to have inherited a strong lineup of well-attended social events, and we have set a measurable goal of increasing participation in Happy Hours, the Oyster Roast, and similar gatherings by 10–20%.
To support this effort, we plan to strengthen our presence on social media platforms such as Facebook and Instagram. We will also implement a Master Calendar to help avoid scheduling conflicts with other organizations, including the Women’s Club.
You may have heard about an initiative to develop Pocket Parks on common-area land owned by the POA. While still in the early stages, potential amenities could include a playground, kayak launch, additional park benches, fishing docks, bocce courts, shade structures, or enhancements on Bird Island. Our committee will have representation in these ongoing discussions.
Another exciting initiative under development is a Speakers Series, similar to programs offered in other communities. We are considering both morning (coffee) and late afternoon or evening (wine) formats to accommodate varying schedules. Topic possibilities are wide-ranging, and an alligator specialist is already scheduled. Future presentations may include PDPOA operations such as new ARB Guidelines and Governing Documents, as well as nature and environmental topics. We are also exploring presentations led by our own talented residents with unique professional backgrounds.
The Building Community Committee also hopes to collaborate more closely with other PD committees. For example, we are currently working with the Conservation Committee to plan a social celebration following their Earth Day activities on April 22. Lastly, a reminder that monthly Card & Game Nights continue on the last Friday of every month.

Gate & Pass Office Updates: Enhancing Access, Service, and Sustainability
Several updates have been implemented within the pass office to improve owner satisfaction, support sustainability initiatives, and enhance customer service.
Domestic Helper Policy Update (2026)
The 2026 Domestic Helper Policy provides increased flexibility for homeowners while maintaining clear access standards. A domestic helper is defined as an individual providing routine household services such as housekeeping, caregiving, or personal assistance.
Under the updated policy, domestic helpers may service up to four properties, are permitted entry on Saturdays,
and may participate as sole proprietors. Courtesy domestic helper passes are limited to owner occupied or long term residential use only and may not be used for short term rental operations, guest turnover, or any rental related services. Applications are valid through January of each year and require annual renewal. Once approved, domestic helpers may enter during authorized days and hours and may obtain a no fee day pass at the Pass Office. Applications may be submitted online or in person.
Green Energy Decal Program
The Green Energy Decal Program supports PDPOA’s commitment to environmental stewardship and a quieter community. Participating landscaping


companies agree to use battery powered backpack leaf blowers exclusively when servicing properties within Palmetto Dunes and Leamington. This equipment reduces emissions and noise, benefiting residents, guests, and workers.
Approved companies may receive up to three Green Energy decals, which provide the same gate access as standard commercial decals. A maximum of 20 decals will be issued overall. Participating companies also receive clearly marked “Battery Powered Leaf Blowers Only” vehicle placards. Landscaping companies may apply directly at the Pass Office, and homeowners are encouraged to support participation.
7 Lee Shore Proceeds Distribution
In its January meeting, the PDPOA Board voted to allocate the net proceeds from the sale of 6 and 7 Lee Shore (formerly 7 Lee Shore) in accordance with the advice of counsel and the recommendation of the Finance Committee.
As previously communicated, the properties sold for a combined $4 million. The PDPOA reviewed closing documents, committee records, Board
motions, electronic files of former staff, and accounting records to identify 7 Lee Shore-related expenses. Please note that these expenses were not specifically coded or tracked as “7 Lee Shore” expenses, nor were they required to be by our policies or accounting standards. Therefore, we do not consider this a complete list of expenses but the most complete that we could identify. We also estimated volunteer hours spent on the planning efforts.
Finally, we calculated how much the original purchase amount might currently be worth had the funds remained in our investment account.
