WELCOME CARY & TREVOR!
Cary Kelley has joined the Association as Community Standards Manager. He will be responsible for ensuring compliance with the Association’s governing documents while managing select capital and operational projects throughout the community. He will also assist with property inspections.
Cary retired from U.S. Marine Corps after 22 years in 2000 in Beaufort. He has been a Private Community Manager for the last 25 years. His experience includes management of Callawassie Island, Sea Pines Plantation, Indigo Run and Fripp Island in Beaufort County. He has earned the Professional Community Association Manager (PCAM), Large Scale Manager (LSM) and the Certified Manager of Community Associations (CMCA) credentials from the National Community Association Institute (CAI). Cary lives in Beaufort on Lady's Island with his wife, Jennifer and son Nathan.
Trevor Phelps has joined the Association as Lagoon and Infrastructure Maintenance Technician. He will be responsible for monitoring and supporting the environmental health of the Palmetto Dunes lagoon system and assisting with routine inspections of community infrastructure.
Trevor is a graduate of NC State where he majored in Environmental Sciences with a concentration in Public Health. He previously worked with water quality management, most recently focusing on groundwater sampling and contamination prevention. Outside of work he enjoys playing tennis, pickleball, and soccer on Hilton Head Island.
POST-VACATION FOOD DONATION
Second Helpings is bringing back its tourist food rescue program - Post-Vacation Food Donation. Specially-marked donation bins are being placed at convenient places around Hilton Head Island, including Palmetto Dunes, making it simple to drop off unopened, nonperishable groceries at any time.
Our community's bin is located at the Palmetto Dunes Pass Office at 16 Queens Folly Rd. Unopened foods that do not require refrigeration can be dropped off in the bin. Foods that can be donated include: canned goods, snack foods, dried pasta and rice, cereal, coffee beverages, condiments and sauces, as well as unopened cleaning supplies and personal care items.

Short-Term Rental Compliance: The Palmetto Dunes Experience
Palmetto Dunes has long been recognized as one of the premier residential resort communities in the southeast. Maintaining the quality, safety, and enjoyment of our community requires a shared commitment from property owners, rental management companies, residents, and guests alike. As short-term rentals continue to play an important role in our community, it is essential that everyone understands their responsibilities and the standards that help preserve the Palmetto Dunes experience.
The Town of Hilton Head Island requires all short-term rental properties to be properly registered and maintained in compliance with local ordinances. Property owners who rent their homes, villas, or condominiums for periods of less than 30 days must ensure that their registration remains active and that ownership, contact information, and management company information are accurate and up to date.
Palmetto Dunes Property Owners Association has updated its ShortTerm Rental Policies, Procedures, and Guidelines to reinforce expectations related to overall conduct within Palmetto Dunes. Compliance with these standards is expected of all owners, rental agents, and visitors.
Property owners and rental managers are responsible for ensuring that guests receive important community information before arrival. Effective communication helps guests understand community rules, parking regulations, beach access, trash collection procedures, and expectations regarding respectful behavior. Providing this information in advance greatly reduces misunderstandings and helps prevent violations that can negatively impact neighbors and the community as a whole. Another important component of the updated program is the management of short-term renter vehicle passes. Rental managers and participating owners are responsible for the proper ordering, distribution, and use of vehicle passes. Accountability for passes issued under an account, compliance with billing and payment requirements, and adherence to all Association policies are essential parts of maintaining an effective access management program.
To support administrative responsibilities associated with shortterm rentals, the Palmetto Dunes Property Owners Association has a Short-Term Rental Administrative Fee of $150, billed annually. The
Administrative Fee is intended to help offset the costs associated with registration management, compliance monitoring, vehicle pass administration, owner and guest communications, data management, and enforcement of community standards. This fee will be billed by the POA directly to all registered short term rental Owners after July 1, 2026.
The Administrative Fee is not intended as a penalty, but rather as a means of ensuring that the costs associated with managing and supporting short-term rentals are appropriately allocated to those properties participating in the rental program. By investing in compliance, communication, and operational oversight, we can continue to protect property values, enhance the guest experience, and preserve the exceptional character of the Palmetto Dunes community for years to come.

Dunes Buggy VIP Access & STR Fee
Summer Season 2026 is here! Our community is brimming with residents, guests, visitors, golfers, pickle ballers, tennis players, kayakers, beach goers, sunshine, greenery and flowers… What a glorious place to belong!
Summer season can be especially busy for our homeowners who offer their property for short-term rental purposes (STR).
With approval of our 2026 operating budget, the Board reaffirmed that Dunes Buggy is a community amenity available to all PD homeowners and their guests. This includes STRs and their STR guests. Accordingly, PD STRs will not incur a 2026 Dunes Buggy transportation fee.
Effective June 1st, PD homeowners have VIP access (for homeowners, their family and their personal guests) to reserve Dunes Buggy 24 hours in advance. VIP access, however, is not available to STR guests. PD homeowners can use the Dunes Buggy app (https://dunesbuggy.net/) to create a personal login (one per address) to enjoy this VIP advance registration access.
New in 2026, PD STR homeowners will be charged a STR administrative fee of $150. This STR administrative fee covers the additional work created by STR guests at the Pass Office, at the gates, and even for our security staff.
The annual STR administrative fee remains with the property and, once paid and registered with the Town of Hilton Head Island for 2026, will not be refunded or prorated upon sale of the property or removal from the STR program, though the seller and buyer may negotiate reimbursement of a prorated amount at closing.
The $150 STR administrative fee will be invoiced through AppFolio and payable via your homeowner portal; invoices are expected to be issued by July 15, 2026, based on the Town’s May 15 STR registration list, are due 60 days from the invoice date, and are not prorated for registrations made later in the year.

New Pass Design & Gate Access App
Updated Pass Design
The Palmetto Dunes pass is getting a helpful update designed to make important resort information easier for guests, owners, vendors, and visitors to find. The updated design presents it in a cleaner, easier-toread format.
One of the biggest improvements is the addition of a QR code that links directly to the Resort Rules section of the PDPOA website. The QR code gives passholders quick access to the most current and complete information from their phone, allowing us to communicate updates more effectively as rules, reminders, or other important information change. This makes it easier to review details related to parking, noise, wildlife, trash, leisure paths, and other community standards while helping reduce confusion for those visiting or working in Palmetto Dunes.
This update is intended to improve communication, support compliance, and make it easier for everyone entering Palmetto Dunes to understand and follow community expectations.
New GateAccess App Coming Soon
We’re excited to share that a newly
redesigned ABDi GateAccess app will launch soon, bringing a more streamlined and modern experience for users.
The updated platform is being rebuilt from the ground up with improved functionality and future enhancements in mind. While a specific release date has not yet been finalized, the rollout is expected in the near future.
This new app will serve as the foundation for several upcoming features, including integration with the rental portal and a new mobile web payment system. These enhancements are designed to simplify how owners, guests, and rental partners manage access and services.
In addition to mobile improvements, the existing GateAccess website will eventually transition to this new platform, creating a more unified and user-friendly experience across all devices.

Enhancing Security & Visibility
Updated Bicycle Patrol Inventory
The PDPOA's Security Department is upgrading its community patrol capabilities to increase visibility and response times. Security has added two new Biria Commute electric bicycles to its fleet. Residents and guests will see officers utilizing these e-bikes to navigate the community efficiently while maintaining an approachable, community-focused presence.
Officers are deploying bicycles across three primary areas in Palmetto Dunes.
Queens Folly Corridor Area
Patrols will focus on the main commercial and residential thoroughfares. Officers will pay close attention to the busy General Store area to manage pedestrian traffic and deter opportunistic crime. Bike patrols will also routinely monitor the various multi-family units located along the corridor.
Mariners Area
Security will maintain a strong presence around the Dunes House area, monitoring beach access points and resort guest traffic. Officers will also conduct regular checks through the Mariners multifamily units, the Haul Away residential stretch, and the outer geographic reaches of the Mariners neighborhood.
Inverness Area
The bicycle patrol will focus on the Ocean Lane and Carnoustie areas. Officers will navigate adjacent roadways, while also maintaining a consistent schedule of security checks throughout the Inverness area and multi-family units.
These e-bikes allow officers to traverse narrow pathways, bridges, and crowded resort areas quickly without the noise or physical footprint of standard patrol vehicles. Property owners are encouraged to wave down bike patrol officers to share feedback, report concerns, or just say hello.
Also, the Volunteer Bike Ambassadors will be out and about in Palmetto Dunes this summer, recognized by their reflective vests and marked t-shirts.

2026 ANNUAL MEETING
As the Palmetto Dunes Property Owners Association prepares for its Annual Meeting on October 17, 2026, administrative and procedural guidelines have been established to support an efficient meeting and encourage member participation. The Association has again partnered with GetQuorum to streamline proxy card solicitation and provide remote participation options for members.
Beginning in July, GetQuorum will contact all members by email with instructions to opt in for electronic proxy cards and remote attendance, both of which require opting in. Proxy cards must be submitted 15 business days before the meeting, and both inperson and remote attendees will be able to participate in member comments and vote during the meeting. Members are encouraged to update their contact information and opt in to receive electronic notices at pdpoa.org/electronic to ensure timely communication and participation.

Caring for the Waterways That Define Palmetto Dunes
A Community Asset Worth Investing In
One of the most distinctive features of Palmetto Dunes is its interconnected lagoon system. Beyond offering scenic views and recreational opportunities, the lagoons play a key role in stormwater management, environmental health, and the community's overall character. Over the past several months, Property Operations has focused on projects to protect, maintain, and enhance this valuable asset while continuing to improve the infrastructure and amenities residents use every day.
Supporting Lagoon Health
One of the unique characteristics of the Palmetto Dunes lagoon system is its tidal connection via the Shelter Cove tide gates. During a typical flushing cycle, approximately 32 million gallons of water are exchanged between the lagoon system and
Broad Creek. This continual exchange helps maintain water quality and is one of the many reasons ongoing monitoring and maintenance of the lagoon system remain so important.
Our team also expanded water quality monitoring to include several freshwater ponds that discharge into the lagoon system. By broadening testing beyond the primary lagoons, we are building a more complete understanding of water quality across the community and strengthening our ability to make informed management decisions.
This spring, Property Operations completed sediment removal at the Abbington lagoon. Using specialized amphibious excavation equipment, accumulated sediment was removed along the bulkhead with minimal impact on surrounding turf areas.
The project improved lagoon conditions while preserving adjacent landscaping and shoreline features.
Planning for future lagoon dredging also continues, with permitting activities now underway to support long-term maintenance of the waterway system.
Improvements Residents Can See and Use
Several community enhancement projects were completed this spring, directly improving accessibility, safety, and quality of life throughout Palmetto Dunes.
The Mobi Mat installation at the Dinghy/ East Wind beach access improves beach accessibility for residents and guests. Leisure path repairs were completed throughout the community to eliminate trip hazards and improve walkability, and a new
over-height clearance bar was installed at the Pass Office to better protect facilities and infrastructure.
Facilities staff also completed numerous landscaping, irrigation, and maintenance projects that enhance the appearance and functionality of common areas throughout the community.
Stewardship Beyond Infrastructure
Environmental stewardship remains an important part of Property Operations' mission. In partnership with the Hilton Head Audubon Society, the Board has begun efforts to transform Picnic Island into a bird rookery. Initial work includes selective veg-
etation management to create a more suitable habitat for nesting and perching birds.
This initiative reflects the community's ongoing commitment to preserving the natural resources that make Palmetto Dunes unique and to enhancing opportunities for wildlife to thrive.
Looking Ahead
Several significant projects continue to move forward, including stormwater improvements for Mooring Buoy, drainage improvements at Rum Row and Haul Away, future lagoon dredging initiatives, and the development of the 2027 roadway improvement program.
At the same time, Property Operations continues to invest in the everyday details residents notice most—safe pathways, healthy landscapes, reliable infrastructure, and well-maintained community assets.
Whether above the water, along the shoreline, or beneath the surface, these efforts all contribute to the same goal: protecting Palmetto Dunes' character, functionality, and long-term value for generations to come.

Synthetic Turf: Now an Option for PD Homes

Recent updates to the Architectural Standards and Guidelines have opened the door for homeowners to enjoy the many benefits of modern synthetic turf, creating exciting new possibilities for enhancing outdoor living spaces.
Artificial turf has come a long way in recent years and offers a lush, naturallooking appearance that stays green and inviting year-round. It’s an excellent solution for areas where natural grass struggles to grow, such as heavily shaded locations, high-traffic spaces, or areas with challenging soil conditions.
One of the biggest advantages of artificial turf is its low-maintenance lifestyle. There is no need for mowing, watering, fertilizing, or routine chemical treatments. It also helps reduce the need for herbicides, pesticides, and other chemicals that can potentially find their way into nearby lagoons, lakes, and ponds.
By minimizing chemical use, homeowners can help protect the beautiful waterways that make Palmetto Dunes such a special place to live.
With drought conditions becoming more common throughout the Lowcountry, water conservation is increasingly important for homeowners. Artificial turf offers a simple solution without the need for constant irrigation. That means less worry about watering schedules, lower water usage, and a landscape that looks great all year long while helping conserve one of our most valuable natural resources.
Artificial turf can also help reduce soil erosion and runoff while providing a clean, durable surface for outdoor activities.
To maintain the natural beauty of the community, Palmetto Dunes guidelines allow artificial turf to be installed in up to one-half of the rear yard, with live vegetation remaining on the balance of the
property. Turf may not be installed within 20 feet of any lagoon, lake, or pond edge and must meet community requirements, including approved natural coloring, a weed barrier, and an aggregate drainage base.
Ready to get started? Homeowners should submit a Tier 3 project application to the Architectural Review Board (ARB), along with the supporting documentation outlined in the application package. The ARB team and the online assistant, Emily, are available to answer questions and help guide applicants through the approval process.

FOURTH OF JULY FESTIVITIES
BOAT PARADE
This year's Boat Parade will be held on Friday, July 3rd at 6pm. Participating boaters and kayakers are invited to decorate their craft and line-up at Bird Island at 5:30pm. The boats will navigate south to the Queens Folly bridges, then east behind the corridor ending at the PD Club. If you would like to participate by boat or kayak, please email Elizabeth Simpson at esimpson@pdpoa.org so we know how many boats to expect.
If you aren’t participating by boat, you can watch the parade from one of the following bridges: Queens Folly, Haul Away, Sea Lane & Port Tack (West).
FLAG RAISING CEREMONY
On Saturday, July 4th, take a moment to bring your friends, families, and guests to our Annual Flag Raising Ceremony at 9am in the center of the Queens Folly Circle. You won't want to miss this special event unique to Palmetto Dunes featuring the Pledge of Allegiance, the singing of the National Anthem, the raising of the flag, and a guest speaker. The ceremony is brief—about 15 minutes—but is an important part of the day's celebrations.
FIREWORKS
Celebrate Independence Day at Shelter Cove Harbour & Marina on Saturday, July 4, with a festive evening capped off by a stunning fireworks display over the water.
The fireworks will begin as soon as the sky is dark— typically around 9 p.m.—so plan to arrive early and find your viewing spot. All guests walking/biking to Shelter Cove Harbour & Marina must use the pedestrian/bike underpass under 278. Travelling across Hwy 278 will not be allowed.
