News NEW BOARD MEMBERS The election of directors was held in advance of the Annual Meeting and facilitated by a third party, Vote-Now. The election period commenced on September 1st and closed on October 1st. Over 35% of the membership cast a vote by paper ballot or electronically. The results of the board election were announced at the Annual Meeting on Saturday, October 14. The three newly elected Directors are Alice Bettencourt, Ed Garino, and Doug Luba. Congratulations Alice, Ed, and Doug! We look forward to their valuable contributions in their new roles!

AUDUBON CHRISTMAS BIRD COUNT This year's count will be held on Friday, December 15. The Audubon Christmas Bird count is an annual early-winter bird census happening in over 20 countries in the Western Hemisphere. PD is an important part of the Hilton Head area count. CEO's Report In the past year, our association has made significant progress in achieving its goals. We have worked to create a positive impact and bring about change in our community. We are proud to share some of our accomplishments with you.

In our ongoing efforts to connect with our owners, we recently organized an inaugural Community Open House and BBQ on September 28th. Over 170 owners attended the event to tour the building, meet with staff, learn about operations and enjoy a BBQ lunch. We plan to make this an annual tradition, providing an invaluable opportunity for owners to engage with our dedicated staff and gain insights into various departments within the association.

We have successfully hosted 38 property owner events, ranging from art workshops and culinary meetups to recreational gatherings. These events have witnessed an overwhelming attendance of over 1700 owners, demonstrating the commitment and enthusiasm of our owners.
The community has experienced a marked improvement in its beauty and desirability over the years due to the continued effort by both owners and the ARB to maintain certain standards that have been in existence for years. Owners are continually upgrading and making improvements to their properties, and some of the last remaining new-builds have been constructed to high standards and aesthetics, making the neighborhood more attractive and desirable. With the ARB’s guidance, these investments have improved property values for all owners.

In April of this year, the Projects & Facilities Team completed the Sea Lane Bridge replacement project. Aside from replacing the entire bridge structure, they also improved safety and accessibility by realigning and widening the leisure pathway. Throughout this year, the team adopted a strong sustainability directive established by creating and implementing a robust Carbon Footprint Reduction Plan. The goal is to eliminate the use of gaspowered maintenance equipment and tools. This year, the team transitioned towards a greener future by integrating the first all-electric UTV vehicle into the maintenance fleet. They have also adopted the use of battery-powered tools, such as chainsaws and leaf blowers. This shift to sustainable equipment promotes environmental responsibility and considerably diminishes noise pollution. With a strong focus on the lagoon-one of our most valuable assets, the Facilities Management Team reimagined the format and oversight of the Lagoon and Lakes Advisory Group in 2023. Byproducts of these efforts include an advanced water testing program, a comprehensive debris management plan, and the integration of waterway and wildlife signage, all of which enhance the enjoyment of the expansive 11-mile lagoon system.

Conducted over 300 hours of bicycle patrol, 200 hours of marine patrol, and 90 hours of speed enforcement. Issued approximately 550 Private Citations and Warnings. Completed over 3,000 house checks. Recorded and documented over 13,000 dispatch calls for service. In 2022, the security department recorded 40 Part I and Part II Crimes. This was an increase of six (6) incidents compared to 2021 but a decrease of 22 incidents compared to 2020. Prior to 2021, the pass office typically processed an average of 150,000 passes and decals per year. In 2021, they issued an all-time high of approximately 192,000 and in 2022 they issued the second highest of approximately 179,000.
Chief Griner and his team continue to explore opportunities to leverage technology in order to provide better service and improve efficiencies. As part of the 2023 Capital Budget, the security department added video cameras at 10 locations within the community. They also replaced the video management server and installed infrared illuminators at five locations to assist with nighttime video recording. Currently, the Association has approximately 50 cameras in the community which play a vital role deterring crime and providing community wide coverage in the event of an incident. We continue working with SymLiv on the development, implementation, outreach, and testing of the vendor processing software which allows companies to purchase passes online after completing a brief community educational session. Vendors can then send QR codes to their employees for a “scan and go” entry. This should significantly reduce wait times at the pass office window. We are also working on implementing the commercial decal module which will allow companies to purchase decals and barcodes online.

Chamber and Resort Perspective Earlier this month, Condé Nast Traveler announced that Hilton Head Island has been chosen as the No. 1 Island in the U.S. for the seventh consecutive year in its 2023 Readers' Choice Awards. Condé Nast Traveler readers submitted responses rating their travel experiences across the globe. Being at the top of this list is an honor. Palmetto Dunes Resort was ranked thirteenth among the 20 Best Resorts in the South. The Omni Hilton Head Oceanfront Resort was ranked #13 Resort in the U.S. and among the top Resorts in the South. From a real estate perspective Palmetto Dunes continues to be desirable place to visit and purchase real estate. Although real estate sales have slowed down, property values continue to rise. 2023 is forecast to have $152 million in real estate sales, which while lower than the past few years, is still above 2019.

Despite continual turnover in difficult positions, the average years of service for our team continues to increase – year to date it is 8.1 years. As we have shared in the past, we encourage all of you to give appreciation to our hardworking team members when you see them. This community would not be the beautiful, safe place that it is without this team.

At the September Board meeting, the Board approved the Finance Committee’s recommendation regarding pass fees. There will be no increase in the daily commercial pass fees, which are generally a direct pass-through to the property owner. Annual commercial decal fees will increase effective January 1, 2024. Rental pass fees will increase effective October 1, 2024, and will include additional tiers. The projected increase to PDPOA revenue will be approximately $720,000, based on current economic assumptions. The Finance Committee made this recommendation based on a review of the gate access fee structure, how the fee changes would affect the Association’s financial condition, as well as the impact on property owners. The evaluation included a review of other communities and resorts in the lowcountry. The committee concluded that increasing rental pass fees and annual commercial pass fees would keep the Association on track to meet its long-term financial goals based on current assumptions in the ten-year plan with minimal impact on our membership. The Board and Finance Committee evaluates the Association’s revenues and expenses on an annual basis to determine how best to position the organization for financial success and continue to reinvest in the community’s infrastructure. Gate access fees are a critical source of our revenue. The Association evaluates these fee structures at least every five years and strives to provide owners who rent their property on the short-term rental market with at least a one-year notice before an increase becomes effective. Security Update The security and pass office recently launched a new service for our owners and vendors who possess a property owner or annual commercial decal. For those in possession of these decals, each decal holder will receive an email notification prior to their expiration date. The initial email will be sent 60 days prior to expiration. If the decal is not renewed, reminder emails will be sent at 30 days, 14 days, and three (3) days prior to the decal expiration date. To ensure that you receive these notifications, property owners should login to your ABDi Gate Access account at www.gateaccess.net and make sure that your email address is up to date. Commercial vendors will need to contact the pass office for assistance. The security department recommends that property owners review their ABDi account annually for accuracy.
Please be mindful that, at this time, only visitor passes can be processed through the mobile app, not rental or commercial passes. Both visitor and rental passes can also be entered via our website at www.gateaccess. net, which offers additional features for account management.
As a friendly reminder, please note that the security department also offers a free house check program. When you plan to be away from home for an extended time, the security department will check the exterior of your home twice per day at no cost. Should they find anything unusual, they will contact you. You can sign up for this program by logging into your ABDi Gate Access Account at www.gateaccess.net.

Another block party on Promontory Court? Yes, but this was a very special occasion. Residents celebrated the birthday of Wayne Beckley, "The Mayor of Promontory Court." His wife Michelle had barbecue from Smokehouse. Philippe and Marissa brought goodies from their Social Bakery. There were golf games for the kids, young adults, and retirees. The group is composed of inquisitive, fun-loving members, interested in a wide swath of activities. The Club is composed of several small groups called interest groups. The groups’ interests run from books to food to sports to local history. The goal has always been to have a group that meets everyone’s interests. Highlights so far this year are a journey on the historic May River by boat, Book Club meetings in person, Lunch and Movie attendances, local bike trips for breakfast or lunch. Golf enthusiasts have visited several local courses, while
Ray Alicea works at Palmetto Dunes POA as a Resource Officer, proactively patrolling the community for code and covenant violations. He also works in all aspects of daily operations of the association, helping out wherever needed-whether it’s dispatch, pass office, gate operations, serving as an additional set of eyes for patrol and maintenance throughout the community, or even singing the national anthem at Palmetto Dunes’ Annual 4th of July Flag Raising.

Ray said he likes his job in Palmetto Dunes because no two days are ever the same and he likes interacting with owners and guests.

Ray relocated to Sun City in 2018 with his wife, leaving behind his previous career in building maintenance in New York City. However, Ray's passion for music has been a constant throughout his life. He started playing the piano at the age of 12, inspired by his church background as the son of a minister. Currently, he plays in the
Ray Adams Band, performing in Sun City, Bluffton, Beaufort, and Hilton Head. Catch them at Mama G's every other Thursday in the Moss Creek Village!
