Keith Bryant brings invaluable insight from the client point of view to our K-12 projects. Prior to Parkhill, he served as the Superintendent of Lubbock-Cooper ISD for 11 years and two other districts prior to that, including Bullard ISD in East Texas. His experience as a superintendent gives him a unique perspective on the needs and priorities of school districts, allowing Parkhill to better serve our educational partners. Keith’s leadership and knowledge will help ensure that our approach to K-12 projects is always aligned with the goals and aspirations of the districts and communities we serve. He successfully managed a $100 million budget while navigating exponential district growth. His leadership prowess earned him Texas Superintendent of the Year honors in 2019. Throughout his career leading three school districts, Bryant has overseen bond initiatives exceeding $680 million and implemented strategic facility expansions. Keith understands the importance of creating an environment to foster the culture of your district.

As Project Manager, Kyle will serve as the primary liaison between DCISD and Parkhill ensuring the District’s goals and vision are understood and reflected from the planning stage through completion of construction and beyond. Kyle will be responsible for maintaining a clear and consistent communication with all the District staff, facilitating discussions and addressing any concerns or adjustments needed as the project progresses. In his role, Kyle will be directly responsible for leading the project team. He will ensure that the project stays on track regarding timelines, budget, and quality. Kyle will regularly collaborate with his design team to make certain each phase of the project is completed in an efficient manner while focusing on delivering outcomes.

Keven Willis, PE, is a Mechanical Engineer in Parkhill’s MEP/Structural Sector. Keven has designed many variable refrigerant flow systems for various projects. He has also designed numerous healthcare projects, involving many different Heating, Ventilation, and Air Conditioning (HVAC) systems. He has overseen the HVAC and plumbing design for numerous projects consisting of schools, offices, healthcare facilities, and water/sewer treatment plants. Keven has been a member of the American Society of Heating, Refrigerating, and Air-Conditioning Engineers, Inc. since 1996. Since 2016, Keven has been a Certified Healthcare Facility Design Professional through ASHRAE.

BOND PLANNING AND MANAGEMENT

Parkhill partners closely with school districts, financial advisors, and bond counsel to develop successful bond programs that align with district goals and community needs. The process begins with in-depth facility assessments, community engagement, and collaborative workshops to define priorities and build consensus. Parkhill’s team facilitates public meetings, conducts community surveys, and provides clear, accessible information to stakeholders. The firm’s professionals are skilled in packaging bond projects to maximize operational efficiency and minimize the burden on district resources. Parkhill also produces a full suite of bond information materials—including brochures, posters, websites, social media content, and video animations—to educate and engage the community.

DESIGN

Parkhill’s design process is rooted in collaboration and creativity, ensuring that every project reflects the unique needs and aspirations of the district. After bond passage, Parkhill leads a thorough programming phase, engaging educators, administrators, students, and maintenance staff to define educational goals and space requirements. The design team utilizes interactive charrettes to generate and refine concepts, aligning them with district objectives and budget constraints. Parkhill’s multidisciplinary professionals— including architects, engineers, and interior designers—work closely with district stakeholders throughout schematic design, design development, and construction documentation. The firm leverages advanced visualization tools and cost modeling to provide clear options and value-driven solutions.

CONSTRUCTION ADMINISTRATION

During construction, Parkhill provides hands-on administration and project management to deliver quality results on time and within budget. The team facilitates regular meetings, coordinates digital submittals and specifications, and conducts frequent field observation visits by architectural and engineering staff. Parkhill’s professionals manage bidding and procurement, oversee construction progress, and maintain open communication with contractors and district representatives. The firm’s approach emphasizes transparency, responsiveness, and proactive problemsolving to address issues promptly and keep projects on track. Parkhill’s commitment extends through project close-out, ensuring that all deliverables meet the district’s expectations and that facilities are ready for successful occupancy.

Bond Planning and Communication Support

The bond planning team will work closely with District stakeholders and the programming and concepts team. While most members are Parkhill staff, we also partner with trusted specialists who support communications and data analytics for school districts across Texas.

Community Polling and Voter Analytics

Understanding voter opinions helps align bond packages and communicate needs effectively. Our team has supported districts statewide, including helping San Angelo ISD pass a bond for new CTE and fine arts facilities at both high schools, a new competition gym at Central High School, and a new middle school after seven of the previous eight bond attempts had failed. Other districts that have benefited from these services include Lubbock ISD, Lubbock-Cooper ISD, Midland ISD, and Greenwood ISD.

Cost Estimating

Parkhill’s construction administration and cost estimating team brings decades of industry experience, including backgrounds with large general contractors responsible for detailed budgets. Their involvement during planning provides real-time cost insight while the concepting team evaluates facility options.

Our clients have enjoyed a 95% bond passage rate for many reasons. One factor consistently rises to the top: Our collaborative leadership, working with district stakeholders and citizen’s groups, helps design and brand a custom communication strategy.

| We Produce Bond Information Materials In-House. Traditional print, visualization and public meetings and social media, campaign branding and video. We have experience developing these materials and can coordinate with the District.

| Communicate Educational Need. Growth and physical need alone are not enough to drive success. Educational impacts and longterm costs of operation must be communicated with simplicity.
